It also highlighted large differences in prices charged by hospitals operating in the same city or neighbourhood. However, the proposal does not mean that a patient’s complete hospital-stay bill would be limited to the cost of a three-star hotel. The suggested ceiling would apply only to the basic room tariff. Hospitals could separately add nursing charges, resident-doctor costs, meals, laundry and disposable consumables. The committee cited the latest National Sample Survey data to demonstrate the difference between public and private healthcare costs. Average hospitalisation expenditure was approximately ₹6,631 in government hospitals and ₹50,508 in private hospitals. Average inpatient treatment expenditure across India was ₹37,858, of which patients paid about ₹34,064 from their own pockets. The panel also criticised room-rent-linked billing. Under this practice, choosing a more expensive room can increase not only accommodation costs but also doctor fees, procedure charges and other parts of the bill. This can result in substantially different treatment costs for patients receiving the same medical procedure. Alongside room-rent regulation, the committee recommended that public and private hospitals display fixed package prices for common surgical and medical procedures. These packages should cover surgeon fees, diagnostics, consumables and standard post-operative care, reducing hidden charges and giving patients a clearer estimate before treatment. It also proposed “continuum of care” packages covering preventive screening, diagnosis, treatment, rehabilitation and palliative care. The committee said public health-insurance schemes such as Ayushman Bharat PM-JAY should eventually include outpatient consultations, diagnostic tests and post-hospitalisation services. The private healthcare industry has opposed a simple comparison between hospitals and hotels. Industry body NATHEALTH argues that hospital rooms include round-the-clock clinical support, infection control, specialised equipment, emergency systems and extensive regulatory requirements that ordinary hotel rooms do not provide. It has called for a detailed costing exercise based on hospital type, location and level of care. There is also a legal and administrative challenge. Regulation of hospital pricing involves both the Centre and state governments. The committee has asked the Union Health Ministry to coordinate with states and encourage consistent adoption and enforcement of the Clinical Establishments Act. Most importantly, no nationwide room-rent cap has taken effect yet. This is a parliamentary committee recommendation, not a law or government notification. The Centre and state governments would need to accept it and create enforceable regulations before private hospitals are legally required to follow the proposed benchmark. In simple terms, Parliament has not immediately fixed private hospital room prices. A parliamentary panel has proposed that basic room rent in large cities should be linked to nearby three-star hotel rates, while allowing genuine clinical-service costs to be billed separately. Another report identified it as a 2017-model scooter estimated to be worth around ₹50,000. Police officials said the vehicle was impounded according to rules and used the incident to remind motorists that repeatedly ignoring e-challans does not make them disappear. The case also demonstrates how technology-based traffic enforcement is changing policing in Indian cities. With CCTV cameras automatically recording violations and linking them to vehicle registrations, repeated offences can continue accumulating even when a motorist is not physically stopped by police. The case dates back to a journey on the Humsafar Express between Prayagraj and New Delhi. The passenger, travelling on an RAC ticket, had to share a berth with another unrelated traveller. According to the complaint, the coach attendant supplied only one blanket, one pillow and two bedsheets for both passengers. Even after repeated requests, separate bedding was not provided. The passenger later filed complaints through railway authorities and sought information under the RTI Act before approaching the consumer commission. During the hearing, the commission referred to a 2009 Railway Board circular, which states that RAC passengers are entitled to separate bedroll facilities because the cost of linen is included in the fare. The commission also noted that Northern Railway had itself imposed a ₹1,000 penalty on its linen contractor for the lapse, effectively acknowledging that the service provided was deficient. However, the passenger was never compensated by the Railways. Holding the Railways responsible, the commission awarded ₹20,000 as compensation for mental harassment and inconvenience, along with ₹5,000 towards litigation costs. The order also states that if the amount is not paid within 60 days, it will attract interest. Legal experts say the judgment sends a strong message that passengers travelling on RAC tickets are entitled to the same basic amenities promised under Railway rules and cannot be denied services simply because they are sharing a berth.
