According to a report from the official Weibo of Heilongjiang Morning Post, a section of the Yangmingtan Bridge (阳明滩大桥) in the city of Harbin -- opened for traffic for less than a year -- collapsed at around 5:30 a.m. this morning. At least 3 people died in the collapse, and 5 injuries are reported.&lt;/li&gt;

According to an announcement posted to the official website of China's Public Security Bureau, migrant workers in six major Chinese cities -- Beijing, Shanghai, Tianjin, Chongqing, Shenzhen and Guangzhou -- will be permitted to apply locally for passports after September 1. In the past, under China's "hukou", or household registration, system, migrants wanting to travel outside China have had to return to their local area of registration to apply for passports. However, migrants will still have to provide a number of documents to apply for passports locally, including their "hukou", their temporary residency permits (暂住证/居住证), and proof that they have held employment in the city of application for at least one year.&lt;/li&gt;
&lt;li&gt;&lt;a href="http://news.nationalpost.com/2012/08/22/notes-going-to-china-not-public-canadian-speaks-out-about-split-with-xinhua-news-agency/"&gt;National Post: Reporter Says Xinhua Being Used to Monitor Critics in Canada&lt;/a&gt;&lt;br/&gt;
"Mark Bourrie had just finished listening to the Dalai Lama speak at the Ottawa Civic Centre with his wife and daughter when he says his cellphone rang: It was his boss — the Ottawa bureau chief for the Chinese state-run news agency, Xinhua — asking Mr. Bourrie to take notes at the spiritual leader’s press conference and pin down what happened at the Dalai Lama’s private meeting with Prime Minister Stephen Harper earlier that April day.

On its face, the request was not an odd one. Mr. Bourrie, an award-winning Canadian journalist and author, had for two years worked as a full-time freelancer for the news agency and had covered the Dalai Lama’s speech at a convention the day before.

But by this point a series of what he called “odd” requests by bureau chief Dacheng Zhang had Mr. Bourrie concerned the news agency was gathering intelligence on Chinese dissidents and sending information back to Beijing. .  ."&lt;/li&gt;

According to People's Daily Online, China has recently experienced its first mass return of rural migrants to the countryside from the cities since 2008. Generally, Chinese rural migrants working in the cities return to their hometowns only once every year, before the annual Spring Festival. People's Daily Online said that a weak economy and new property regulations have depressed the labor market, driving many migrants to return to the countryside.&lt;/li&gt;

Topping the news today at QQ.com and several other Chinese news portals is a story from the official China News Service saying local city governments across China have announced a total of 7 trillion yuan in stimulus spending since July this year. News reports outside China -- like this one (http://on.wsj.com/Necf94) from the Wall Street Journal -- have questioned whether these funds will actually be spent, and whether they will give China's economy a boost.&lt;/li&gt;

The Hong Kong Economic Times (HKET) reported today that protesters from Hong Kong, Taiwan and mainland China have issued a unified call to Japan asserting sovereignty over the Diaoyutai Islands, which Japan regards as its sovereign territory and calls the Senkaku Islands. Japan arrested 14 "activists" from Hong Kong yesterday, four of whom had set foot on one of the disputed islands. A further nine people were arrested while still at sea, including several journalists from Hong Kong-based Phoenix TV. There were anti-Japanese protests in both Taipei and Beijing, the HKET reported. The paper said about 20 protesters gathered yesterday outside the Japanese embassy in Beijing carrying PRC flags and banners that read: "Recover the Diaoyutai Islands, Get the Ghosts [Japanese] Out of the Diaoyutai Islands". According to the newspaper, the Beijing protesters even offered a written document in which they called on Japan's prime minister perform a ritual stomach-cutting suicide, or "seppuku".&lt;/li&gt;

In an editorial today, the Chinese-language Global Times, a spin-off of China's official People's Daily, writes that it is wrong and worrisome to see young teens participating in political actions that seen recently in Sichuan, where thousands of residents of Shifang city turned out to protests the building of a molybdenum-cooper plant. The paper wrote: "Middle school students are not yet adults and their ideas are not yet fully mature. They are very emotional and highly sensitive . . . [They] can be easily swayed by adults, either toward a correct social mentality or in the wrong direction." "In every normal household," the paper continued, "the correct duty of middle school students is to study, and not to be encouraged to join events of a political nature." To this, journalist and CMP fellow Xiao Shu (笑蜀) responded: "For this purpose, all Party organizations must exit our schools, and no political events should be allowed. What does [GT editor] Hu Xijin think about this?"&lt;/li&gt;
