Westview Elementary, a K-5 school in Champaign, Illinois, is undergoing a renovation and expansion which will provide space for special programs, improved accessibility and safety upgrades. With construction scheduled to be complete in early August, the design vision is becoming reality at Westview Elementary.

Taking the time to collect data about the needs of each teacher and every specialty discipline was of significant importance to the design team’s approach. Included in the renovation is removal of hazardous material and replacement of antiquated infrastructure systems. The existing building will receive a new entry ramp, fully remodeled administration offices and all new finishes. The new addition will house three kindergarten classrooms, three 5th grade classrooms, a gymnasium and restrooms. Upon completion, Westview Elementary will have state-of-the-art technology with smart boards in every classroom, a new intercom system, a synchronized clock system, as well as a new sprinkler system.

Cannon Design provided programming and schematic design services for this project, Bailey Edward is leading the efforts from design development through construction observation and administration.

Architectural design competitions are an opportunity for emerging design professionals to research and learn about current social and economic trends. The challenge comes in using that intelligence to articulate the role architecture can play in a solution. Design competitions provide an opportunity where the designer is free to explore and craft architectural responses to these issues.

The staff of Bailey Edward routinely participates in architectural design competitions. Generally, a team of designers coalesce and strategize options that expand from addressing the needs of the client to encompass innovative approaches new to the field. Bailey Edward staff developed a design for the redevelopment of an old air force base; the solution transforms the base into a research and production center for bio-fuel and drone testing and provides the local community with cultural resources such as a performing arts center and nature park.

In recent months, staff member Damon Wilson prepared a design response to a call for entries that addressed the re-use of the historically-significant Prentice Hospital in Chicago. The cantilevered cloverleaf building, designed by famed architect Bertrand Goldberg, was completed in 1975. Wilson’s design response (pictured) allowed him to “have a voice and be a participant to push the conversation forward about architecture and our relationship to it as humans.” By engaging in design competitions, Wilson finds he’s able to fold the strategies and architectural language explored back into our work.

UIUC's renovated Lincoln Hall is this Fall's must-see attraction in the Urbana-Champaign area. Celebrated as a 'new Gift for the Ages', the century old campus icon's rehabilitated marble foyer, gold leaf adornments and green technologies are drawing crowds of visitors.

In the early Spring, the American Institute of Architects Central Illinois Chapter completed a second of two tours of the facility. The first tour was undertaken while the building renovations were under construction. "The AIA Central Illinois Chapter is a great group, they routinely find new and interesting ways to educate and share member accomplishments. The follow up tour of UIUC’s Lincoln Hall is one such example." shared Bailey Edward's Karla Smalley.

"Ron Harrison of Cannon Design and I were able to walk through the nearly completed renovation with AIACI members – many members had toured the facility a year ago when the project was deep in the construction phase. ‘Before’ and ‘after’ in an up close and personal way is one of the best exercises for true architectural appreciation. It was a pleasure to share our hard work with our peers." added Smalley.

Don't miss your opportunity to tour this historic gem. Register today for the Lincoln Hall Open House on Saturday, October 27th during Homecoming Weekend.

Historic schools and older school buildings can be successfully rehabilitated into 21st century teaching environments, they can continue to be assets to their communities and provide continuity. Support for this sentiment is demonstrated by Gov. Pat Quinn signing into state school construction law an amendment that allows school districts to consider rehabilitating aging buildings, rather than just demolishing and replacing them.

"These structures are typically a significant aspect of the built environment of communities. I'm glad to see the state recognizes both the cultural contribution of the buildings, as well as the sustainability qualities of rehabilitation." shared Bailey Edward Principal, Robin Whitehurst. "In my opinion, rehabilitation should be considered first and foremost for those reasons and for economic reasons. Many of these schools are of very durable construction and were built to last." added Whitehurst.

Through Bailey Edward's work with Chicago Public Schools and the Champaign School District, we have collaborated on the rehabilitation of a number of older school buildings that range from an early childhood learning center in a converted bread baking factory, to additions and remodeling including energy efficient upgrades to four elementary schools in Champaign. As architects, Bailey Edward staff are passionate about protecting the character of historic structures.

AIA Chicago's HRC and IFRAA hosted a Historic Restoration & Renovation Tour of First United Methodist Church yesterday. The tour, lead by Bailey Edward Principal, Robin Whitehurst, and Historic Preservation Leader, Susan Turner, highlighted the restoration and renovation of the Sanctuary and Pierce Hall spaces within the 27-story 1927 Chicago Temple Building.

After an introduction by Rev. Phil Blackwell, participants learned about the various upgrades within the Sanctuary for lighting, sound and accessibility to the chancel. Additionally, the tour outlined the new central aisle configuration, this solution was devised to accommodate changing worship style needs of the congregation. Renovation solutions within Pierce Hall demonstrate the need to accommodate flexibility to meet a variety of ministries within the church, as well as Silk Road Theatre Project. Historic preservation strategies such as reversibility and sympathetic additions were discussed. At the conclusion of the tour, attendees were invited to tour the Sky Chapel, located at the base of the steeple.

Tour participant Brian Robertson, AIA summarized "I've faced many similar infrastructure issues existing builds, and it is good to see others solve problems in ways sympathetic to keeping original spaces intact, and inserting new work so that it seems as if it was originally meant to be that way."

Mrs. Laurie Goscha, Associate Principal of Bailey Edward, an architecture firm, located in Rhinelander, recently visited Washington, DC, to speak with Wisconsin’s Senator Herb Kohl regarding Senate appropriations budgeting and legislation. Goscha stated, “It was a pleasure meeting Senator Kohl. Bailey Edward has been tracking planned spending on military, veteran’s hospital and clinic construction, and Senator Kohl clarified how projects are being selected for construction and where future spending may be heading.” Goscha, whose government work includes National Guard projects, also felt, “It was encouraging to hear that the needs of Veterans and the National Guard are recognized and supported by Senator Kohl. Their facilities are in need of modernization and I made the Senator aware of the upcoming Army National Guard Readiness Center Transformation Master Plan scheduled to be presented to Congress at the end of this calendar year.”

Upon learning that Bailey Edward was located in Rhinelander, Goscha explained, “The Senator’s face lit up and he noted that he ‘buys all of his shoes at Danner’s’ and was very familiar with the legend of the Hodag.” Goscha encouraged Senator Kohl to advocate for Wisconsin women business owners. Federal and numerous state governments recognize women-owned businesses as being economically disadvantaged and set goals for selection of these companies on government contracts i.e. Illinois 7%, Wisconsin no goals.

Goscha is a Registered Architect and LEED Accredited Professional focused on creative sustainable solutions in the education, healthcare, military, community and government markets. She is a member of the City of Rhinelander Planning Commission and Historic Preservation Commission. Bailey Edward redefines responsive architecture for clients who serve, support and protect the public. As a woman-owned small business, the firm serves the entire Midwest Region.

From this point, the tour progressed downward to the performance penthouse on the ninth floor; the seminar terrace on the eighth floor; the performance studio and practice rooms on the seventh floor; the studios and screening rooms on the second floor; and, the black box, proscenium theater and performance hall on the ground level.

"Our tour guide stressed how important acoustics and acoustic separation were throughout the building.
The University of Illinois at Springfield has charged Bailey Edward with development of a feasibility study for a new 14,000 sf Public Safety Building. The study investigates two potential sites for the new facility. The goal of the new facility is to provide law enforcement officials with the space necessary to facilitate their present and future operations. The design will provide students and faculty with evening hours access to the facility, as well as areas for the police to question witnesses. Much needed secure storage spaces for evidence and weapons will also be provided in the new facility.

“According to Dave Barrows, Associate Chancellor of Administrative Affairs at UIS, one of the design goals for the new facility is to utilize sustainable components and obtain LEED Certified status” explains Steven Juarez, Project Manager at Bailey Edward.

The scope of work provided by Bailey Edward includes conducting programming interviews, developing design options and review of the potential solutions with designated stakeholders. Bailey Edward’s study includes a preliminary space program, conceptual site plans, building schematic floor plans and a preliminary estimate of construction cost.

"I just wanted to drop a quick note to you, to let you know how much I appreciate the effort that your team put together for us in our programming and cost study. Steve and Ken were exceptional throughout the entire process. They were thorough, professional and patient while working with myself, Don Mitchell and his staff...I hope we are able to work together again in the future. All my best and thank you again for sending us such a wonderful team to work with!"

The Jamatkhana’s design reflects the group’s belief that esoteric knowledge is communicated by the Imam (prayer leader) to the Jamat (community) through numerical symbolism expressed in architecture. The building encompasses a Prayer Hall, Social Lobby, Social Hall and Char Bagh Garden; each of which received special design attention from Bailey Edward.

The Prayer Hall’s wood doors are decorated with stained glass inserts that display the symbolic patterns. The Qibla wall, positioned east towards Mecca, with tall bronze screens over long exterior windows, is flanked by carved wood panels creating a ceremonial backdrop for services. In the Social Lobby, the granite floor features an assembly of heptagons forming the symbol unique to this Jamatkhana. One-of-a-kind tapestry panels decorate the walls and custom bronze-finished lights illuminate the room. The unique heptagon is again reinvented in the design of the fountain within the Char Bagh Garden.

The historic preservation work performed restores the property to its original appearance using original plans and required research.

In 1927, proud Winnetka residents funded a memorial honoring hometown Winnetka soldiers who made the supreme sacrifice in World War I. Samuel S. Otis, an architect trained at the Massachusetts Institute of Technology and Harvard designed the winning solution. The Winnetka Cenotaph is a 1,600 sf monument with platform, steps, benches and cenotaph proper cut from Tennessee marble. The ‘tomb’ is adorned with bronze stars plated in 14 karat gold honoring the veterans killed in World War I and features bronze plaques engraved with the names of Winnetka’s war lost from World War II, the Korean Conflict and the Vietnam Conflict. Flanking the ‘tomb’ are bronze eagles that illustrate protection and endurance of those lost loved ones. To finish out the design of the monument, a nine foot tall gilded eagle with wings in air is mounted on a flagpole staff of Oregon fir nearly 300 years old. The Winnetka Cenotaph stands at the crown of the Village Green honoring those 192 Village sons and daughters.

The Winnetka Cenotaph stands as a centerpiece of Village annual patriotic ceremonies and community festivals. It is a gathering place for families enjoying the park on a daily basis. It has become not only a soldier’s monument but a proud symbol of the Village of Winnetka.

In its 84-year history, the monument’s marble and bronze has symbolized stability and respect, however in recent years it became evident that along with the marble, the monument’s honor was cracking and in need of a prideful restoration. The Winnetka Cenotaph was displaying signs of movement and deterioration. Given the prominent location of this memorial and its importance to the community, in 2008 the Village determined it a priority to restore the monument.

Water ingress had caused stones to migrate and joints to open. Once in the wall, the water saturated the mortar beds. Freeze-thaw action caused additional mortar deteriorations, allowing the anchors to loosen. While some stones were cracked, others were stained with water runoff from the bronze plaques. The flagpole-topping eagle had lost its glorious luster.

A study was performed to examine the monument. Careful preservation efforts involved removal of stones to reveal the method of attachment, the condition and configuration of the substrate, and evidence of the dynamics that caused the deterioration. To retain the historic appearance, each stone was surveyed, labeled and cleaned to remove bronze staining. Selective patching and Dutchmen repair work successfully integrated old with new stone. The mortar bed was augmented with a concrete layer and a concealed drainage system. The monuments’ bronze eagles, flagpole base and plaques were repaired and waxed; the adorned stars were dip electroplated; and the eagle topping the flagpole was re-gilded.

Completed in 2009, the restoration of the Winnetka Cenotaph demonstrates a community committed to remembrance and advocacy. Furthermore, it reflects the thoughts of fallen World War I veteran Dinsmore Ely ‘It is an investment, not a loss, when a man dies for his country.’

Bailey Edward, an award-winning architecture, historic preservation and interior design firm, has been awarded the $48 million Illinois Army National Guard Readiness Center and Aviation Support Facility project to be constructed at the Greater Kankakee Airport.

The current facility, located at Midway Airport, is suffering from a diminishing safety zone between the apron and taxiway as runways have been extended and the size of commercial airliners increases. The 168,000 square foot Illinois Army National Guard Readiness Center and Aviation Support Facility will incorporate a 64,000 square foot readiness center and a 104,000 square foot aviation support facility designed to serve the peacetime mission of the assigned Army National Guard units. The facility will provide for the administration, training and maintenance activities necessary to improve the units’ readiness posture. Elements of specific importance include hangar space for ten UH-60 Black Hawk helicopters, a weapons simulator training space and task-loaded combat simulated flight environments. The facility will be designed to incorporate LEED sustainability measures.

Bailey Edward’s experience with Readiness Center’s for the Illinois National Guard includes new construction of the 50,000 sf Readiness Center in Galesburg, Illinois. The Galesburg facility provides resources for two National Guard units and is viewed by the Illinois Department of Military Affairs as a model for new facility development. Also within Bailey Edward’s portfolio is the renovation, restoration and retro-commissioning work performed at the 75,000 sf Readiness Center in Urbana, Illinois. The Urbana facility, constructed in 1939, features historically-significant Art Deco styling. Bailey Edward’s efforts assist the Illinois National Guard with their goals to preserve the historic fabric of the structure while accommodating renovations to provide modern amenities and optimum energy performance.

Other firms instrumental in accomplishing the successful design and construction of the new Kankakee facility include KJWW Engineering Consultants providing mechanical, electrical, plumbing and technology engineering; Hanson Professional Services providing structural and geotechnical engineering, as well as military planning; Crawford, Murphy and Tilly providing civil engineering and airport planning; Coover-Clark & Associates providing army aviation support facility design consulting services; dbHMS providing life-cycle costing and design review of the mechanical, electrical and plumbing systems; Rubinos & Mesia Engineers providing design review of structural and civil engineering systems; and JH2B Architects providing on-site construction administration and observation services.

Bailey Edward, a woman-owned small business, serves Illinois, Wisconsin, Michigan and the entire Midwest Region. Founded in 1991, their clients include the U.S. Department of Agriculture, General Services Administration and Department of Veterans Affairs, in addition to the National Guard.

On Monday, April 8th, the staff of Bailey Edward listened as Mr. David Axelrod, Director of The University of Chicago (UC) Institute of Politics, and UC President Mr. Robert Zimmer officially opened the new Institute of Politics located in the recently renovated early 1900’s era four-story mansion at 5707 South Woodlawn in Chicago.

The nonpartisan extracurricular Institute of Politics program was first envisioned by Mr. Axelrod and President Zimmer just two years ago when they identified a need for a program that encourages UC students with a passion for politics and public service. In his address at the official opening and ribbon cutting ceremony, Mr. Axelrod expressed his appreciation for the speed that enabled this vision to become a reality. President Zimmer echoed Mr. Axelrod’s sentiments and explained that the Institute is meant to be a place where contemporary discussions and diverse point of views converge.

As Architect of Record for the full building renovation to the historic mansion that now serves as the home to the Institute of Politics, it was integral that Bailey Edward’s design solutions not only accommodate reception, offices and group meeting room spaces, but also integrate all necessary technology components essential to the state-of-the-art conference center.

At the ceremony, Institute staff shared with Bailey Edward staff their respect for the overall balance of historic elements and modern touches. Further, the Institute staff find the work spaces to have an open feel with good flow – they also find it hard to remember that their office was once a private residence.

In placing client goals above all else, the Bailey Edward team was able to complete the Institute of Politics renovation in a manner that both Mr. Axelrod and President Zimmer found to have ‘exceeded expectations’.

The State of Illinois funded a major research study on the treatments to the original wood windows on the University of Illinois at Urbana-Champaign Lincoln Hall, a century-old academic building on the core of the campus. This study, conducted by Bailey Edward, was executed as part of a larger renovation program for the building.

The technical study looked at various window treatments but ended up focusing on three; new storm windows, retrofitting the existing sash with insulated glass, or aluminum-clad wood replacement windows. All three options were investigated using a fifty-year life cycle assessment methodology that emphasized energy and maintenance costs.

The study provides useful technical research into the treatments of historic windows for a type of window that is common on both the U of I campus and other similar buildings across the nation. Further, the State of Illinois is now using this study as a benchmark in determination of window treatments for historic structures.

At Urbana Readiness Center, renovation of an historic facility beat the budget and aspires to earn LEED Gold.

When Terry Anderson (LTC Ret), the former Chief of Planning for the Department of Military Affairs, IL looked to modernize the 1938 Readiness Center in Urbana, IL, his first thought was to build a new facility. However, when funds were appropriated several years earlier than anticipated, plans had to change. Anderson noted, “We weren’t planning to build in FY09, so when the opportunity presented itself, we realized that renovation would be the right answer for this facility.” Bailey Edward, a Midwest-based, women-owned, small architecture firm with a track record of successful projects with the National Guard was selected with their team of consulting engineers to take on the mission. “The Guard asked us to take an historic 83,000sf cast-in-place concrete armory and develop it from Schematic Design to Bidding in 8 months. It was a challenge we just couldn’t pass up,” stated Ellen Bailey Dickson, Managing Principal at Bailey Edward.

HISTORIC CHALLENGES
If a shortened design phase wasn’t challenging enough, the design team learned that the building had been determined to be “eligible” for the National Register of Historic Places by the State Historic Preservation Officer at the Illinois Historic Preservation Agency (IHPA). This designation could potentially create roadblocks to meeting key project requirements like increasing the net assignable area of the building, meeting or exceeding a Leadership in Energy and Environmental Design LEED Silver rating, and meeting minimum Anti-Terrorism/Force Protection (AT/FP) requirements. As the project construction is now complete, success appears to be on the horizon with approval from the IHPA, a potential LEED Gold rating, and solid AT/FP measures in place. The project couldn’t be more timely for the Guard. As the Army National Guard ARNG Readiness Center Transformation Master Planning project is fully underway, the renovation of the Urbana Readiness Center is positioned to provide a template for how existing, historic Readiness Centers can be modernized to meet today’s functional and environmental needs while preserving the character which makes buildings like this unique.

GOALS AND TEAMWORK
How did they do it and how can these results be replicated? First and foremost, these results are the outcome of a solid partnership between the Architects, Engineers, Owner, Using Agency, and Contractors. Trust and respect went a long way in establishing that bond and generating an atmosphere where everyone had a personal stake in the success of the project. Renovation projects have unforeseen conditions and when those arose, the project team was able to openly communicate and work through the challenges to find the best solutions for the project both in terms of cost and schedule.

Second, starting the project with a solid vision and goals for sustainability set the stage for success. This helped to ensure the goals were carried through from concept to building occupancy. Bailey Edward utilized their strategy of bringing a proposed LEED checklist to the very first kickoff meeting and placed their LEED Accredited Professionals on the project who knew what it would take to achieve the sustainability credits. By marrying expert environmental knowledge with their insight into ARNG’s programmatic needs and budget, Bailey Edward was able to establish specific sustainability goals for the project upfront. This clarified what systems and technologies were the best fit for the building before design really began.

With these guiding principles of partnership and early goal setting, the team was able to employ innovative sustainable design strategies and build them into the project from the very beginning.

INNOVATIVE SOLUTIONS
While preservation has value for our communities and culture, the Guard wanted to be sure that investing in a building from the 1930’s made sense for their 21st century needs. With updated AT/FP requirements, a tight budget, and federal sustainability mandates, some wondered if it would even be possible to address all of these needs through a renovation project. The answer was a resounding yes, with all AT/FP requirements met, the cost for the project nearly half what it would have cost to construct a new, similarly sized facility, and an anticipated LEED Gold certification with expected annual energy cost savings of 17.9%.

RESTORATION FOR TODAY’S NEEDS
Earlier projects had replaced the original Readiness Center windows with wood and vinyl casement windows. Not only were these windows leaking water into the building, they were inefficient and did not meet the blast resistance required for AT/FP. The Architect utilized historic photographs found during their research on the facility as the basis for the mullion pattern at the replacement windows and worked with their consulting structural engineer, ABS Consulting, to identify the level of blast protection needed at each window.

The entire building was constructed with a cast-in-place concrete façade which was cracked and spalled allowing further water infiltration into the building. The Architect surveyed the facades and documented each crack and spall, providing drawings and specifications dictating the proper procedures for removal of loose concrete, anti-corrosive treatment for exposed rebar, methods for patching cracks and spalls, and the procedure for coating the entire building with an elastomeric coating. At the area of the building determined to receive the highest blast impact, the Structural Engineers scheduled the inside face of the cast-in-place concrete wall to receive a coating of fiber reinforced polymer composite along with steel brackets which extend from the floor to the roof at the window piers.

To meet the changing needs of the Guard and their updated security measures, various doors were required to be replaced or modernized with updated hardware. The work included the replacement of overhead doors which were designed to match the original wood doors that had formerly led to stables for the cavalry’s horses and restoration of existing wood interior doors to outfit them with modern hardware.

Never far from their minds, the team had to focus on efficiency and creative solutions to keep the project’s budget in line. The construction funds available to renovate the 83,000sf building, construct an addition, and make sizable improvements to the site were just under $14 million. For new construction, a project of similar size and construction quality would be estimated to range between $270 - $300 / sf. Representing a potential budget of $22- $25 million. By reusing over 95% of the existing building shell, structure and interior walls, the Bailey Edward team was able to save nearly 50% of the construction cost of a new structure. That’s money in the bank that can be used for other mission needs.

CONSERVATION FOR TOMORROW
In addition to the initial cost savings realized by reusing the existing building, the energy improvements made to the building will continue to translate into savings at the bottom line for years to come. While it is understood that the LEED rating system may not specifically be utilized in the future, the following sustainable innovations and strategies utilized at the Urbana Readiness Center are applicable under any criteria used to measure the impact on our environment and provide a sustainable roadmap for the renovation of other facilities.

SUSTAINABLE SITES
Reusing the existing location kept the project from becoming a new construction facility on a greenfield site, which in Illinois, typically ends up being located on prime farmland. With a location near the heart of the city, the Readiness Center was able to capitalize on the existing nearby public bus stop and existing bicycle infrastructure, reinforcing the mass transit and cycling culture that was already established in the Champaign-Urbana community.

After evaluation by the project’s civil engineers and landscape architects, Harley-Ellis Devereaux, the site was determined to be conducive to restoration and a bioswale was created for natural filtration of the stormwater coming off of the enlarged military parking lot. As discussed, the project called for the addition of over 12,000sf. By strategically infilling the larger than authorized Assembly Hall and building on top of an existing single story portion of the building, the original building foot print was maintained while gaining the required functional space, resulting in no building increase to the impermeable site area.

WATER EFFICIENCY
In a Readiness Center, showers and toilets are a must. Add to that the size of the units anticipated to utilize the facility and the fixture counts became high. To offset the impact of the water needs for the facility, the plumbing engineers selected low-flow urinals, low-flow lavatory faucets, low-flow shower heads, and dual flush toilets to minimize water usage. After working out the initial commissioning bugs, these devices have had no complaints from the users and are functioning as intended. Additionally, the project’s landscaping utilized native and drought tolerant plantings, removing the need for permanent irrigation.

ENERGY AND ATMOSPHERE
With 12” cast-in-place concrete walls with no insulation as the exterior envelope, improving the thermal performance of the exterior walls was a high priority for the Bailey Edward team. To determine the right solution for the walls, samples were taken and analyzed in a laboratory to determine the composition and condition of the concrete and to characterize the water vapor transmission properties of the existing coating(s) on the exterior surface. Through this analysis and Bailey Edward’s research, it was determined that the exterior walls would be furred out on the interior with 3 5/8” metal studs, filled with spray foam insulation, and covered with gypsum board for a finished interior, tripling the R-value of these walls.

Similarly, existing roofing and insulation was removed and replaced with thicker polyisocyanurate insulation and roofing, more than doubling the R-value of the roof. Electrical and mechanical systems were reviewed and energy efficient systems were designed by KJWW Engineering Consultants. Specifically, outdated lighting was replaced with high-efficiency fixtures, exterior lighting utilized high performance LED fixtures, and a water source variable refrigerant flow system was installed for heating and cooling.

MATERIALS & RESOURCES
In addition to reusing the existing structure, the design team carefully specified new materials, beating LEED credit requirements for recycled content and regionally manufactured materials. The general contractor, Felmley Dickerson Company, exceeded the project’s construction waste management requirements, providing documentation showing an impressive 81% of the construction waste was diverted from landfills through recycling. Construction Project Manager, Jim Meek, included the following in his LEED submission, ”At a minimum, the goal of the project's construction waste management plan was to divert at least 75% of debris from disposal in landfills and incinerators. The approach to satisfy this requirement was to require sorting of all debris materials on site to individually labeled dumpsters by recyclable material type. This sorting of debris was to ensure that the maximum quantity of debris material was in fact appropriately diverted. When a dumpster was filled to capacity, the recycler or hauler would remove the debris from site to be processed and then report the actual weight of debris on a monthly basis. At monthly project meetings, we provided an up-to-date Construction Waste Management Log to track the type and total quantity of debris removed from the project. Types of material debris that were able to be recycled included wood, concrete, metal, and cardboard.”

INDOOR AIR QUALITY
The quality of the air we breathe both during and after construction affects our overall health and productivity. To manage this issue, air quality was monitored during the construction process, and building materials were protected from moisture damage and subsequent mold growth. Bailey Edward specified low VOC materials for adhesives, sealants, paints, coatings, and carpet systems making sure that when specifying these products, they met the performance requirements necessary for a military facility. Additionally, to ensure the right amount of fresh air was available in each room, a carbon dioxide monitoring system was installed to measure Co2 and increase the volume of outside air circulating in each room to match the occupant load in real time.

In conclusion, the renovation and addition to the 1938 Urbana Readiness Center, demonstrates that a historic building can be renovated to meet the needs of today’s military while preserving its unique character and the environment. The innovative solutions implemented in this facility can be translated into facilities nationwide and provide a meaningful roadmap for the transformation of existing Readiness Centers into sustainable assets for the future.

The Brick Industry Association (BIA) has honored stunning architecture that incorporates fired clay brick. With new categories this year including Renovation/Restoration, the 2013 Brick in Architecture Awards span almost half the country in 21 states, including green building practices that have earned Leadership in Energy and Environmental Design (LEED) ratings.

“Fired clay brick offers unmatched style and substance,” said BIA President and CEO Gregg Borchelt, P.E. “It offers the aesthetic flexibility to match the architect’s imagination and desires, along with sustainable design, unmatched durability and many benefits from its physical properties,” he said.

BIA selected Bailey Edward's architectural design of the addition to the Illinois National Guard Readiness Center in Milan, Illinois for the Bronze Award in the Renovation/Restoration category. The Milan Readiness Center’s 15,000 sf addition houses an additional 130 soldiers of Forward Support for the Illinois National Guard. Security requirements for key interior spaces – military supply rooms and locker rooms – made it imperative that the exterior walls feature a minimal number of windows with no windows on the first floor level. This design challenge was embraced through the inventive use of clay brick.

Military service is a symbol of the pride an individual holds in its country. Armories and readiness centers have long infused symbols of patriotism in their designs to express that pride: the eagle, the American flag and the well-preserved cannon, boat or aircraft. The Milan Readiness Center is no different. The clay brick design of this addition incorporates seven words as Morse code patterns on the walls that symbolize the Army National Guard values: Loyalty, Duty, Respect, Service, Honor, Integrity, and Courage. Utility-sized face brick in two contrasting colors animates the façade and reinforces the message of strength, durability and security for those under the protection of the National Guard.

Firmly embedded in the bricks and mortar of this building, these words will serve as daily inspiration to all who choose to serve our country.

The Illinois National Guard Readiness Center in Urbana, Illinois has been awarded LEED® Gold established by the U.S. Green Building Council and verified by the Green Building Certification Institute (GBCI). LEED is the nation’s preeminent program for the design, construction and operation of high performance green buildings.

“The Guard asked us to take an historic 83,000sf cast-in-place concrete armory and develop it from Schematic Design to Bidding in 8 months. It was a challenge we just couldn’t pass up,” stated Ellen Bailey Dickson, Managing Principal at Bailey Edward the architectural firm leading the project. In addition to schedule challenges, the 1938 building had been deemed ‘eligible’ for the National Register of Historic Places, requiring careful planning by the architects to maintain the building’s character defining features while enhancing force protection and modernizing the facility’s outdated infrastructure. Now complete and designated LEED Gold, Bailey Edward’s work at the Urbana Readiness Center is a template for the renovation of military facilities nationwide. The successful modernization of this historic facility demonstrates that the renovation of existing facilities can effectively and affordably meet today’s functional and environmental needs while preserving the character which makes these buildings community keepsakes.

Bailey Edward achieved LEED Gold certification for the Urbana Readiness Center through innovative design strategies that reduced energy consumption, lighting demand, water use and material use while incorporating a variety of other sustainable strategies. By using less energy and water, LEED certified buildings save money for families, businesses and taxpayers; reduce greenhouse gas emissions; and contribute to a healthier environment for residents, workers and the larger community.

“The green building movement offers an unprecedented opportunity to respond to the most-important challenges of our time, including global climate change, dependence on non-sustainable and expensive sources of energy and threats to human health,” said Rick Fedrizzi, President, CEO & Founding Chair, U.S. Green Building Council. “The work of innovative building projects such as the Illinois National Guard Readiness Center in Urbana, Illinois is a fundamental driving force in the green building movement.”

LEED Gold certification was based on a number of green design and construction features that Bailey Edward incorporated into the project which positively impacted the project as well as the broader community. These features include:

- Capitalizing on the existing nearby public bus stop and existing bicycle infrastructure
- Creating a bioswale for natural filtration of the stormwater coming off of the enlarged military parking lot
- Maintaining the original building footprint by strategically infilling the Assembly Hall and building on top of an existing single-story portion of the building
- Offsetting water needs through the use of low-flow urinals, lavatory faucets and showerheads, as well as dual flush toilets
- Removing the need for permanent irrigation by using native and drought tolerant plantings
- Improving the thermal performance of the exterior walls ultimately tripling the R-value
- Removing and replacing roofing and insulation doubling the R-value of the roof
- Using energy-efficient LED lighting fixtures
- Installing a water source variable refrigerant flow system for heating and cooling
- Specifying new materials made from recycled content and regionally manufactured
- Diverting 81% of construction waste from landfills through recycling
- Managing air quality with the use of low VOC materials and a carbon dioxide monitoring system

###

Bailey Edward, an award-winning, woman-owned architecture, engineering and interior design firm has served the building community nationwide for 22 years. With a focus on responsive, creative solutions for their clients, Bailey Edward is known for their attentive client service and results driven project management.

Champaign, Illinois – The dedication ceremony for the recently completed renovation and expansion at Westview Elementary School began with a student-led video tour. The video highlighted the new classrooms and music room which are light-filled learning environments equipped with smart board technologies. A cartwheel infused segment of the student-led video tour takes viewers around the new gymnasium space – now its own space, separate from the cafeteria. Concluding the tour is a focus on the renovated classrooms and office areas, including a student/teacher discussion of new safety measures.

In his address to the audience Principal Sean Morrison stated, “The best features of the existing structure were kept while new modern spaces were created. The whole project has honored the past while at the same time celebrating the future.” These sentiments were followed by recognition and testimonials from past board members, principals, faculty, staff and students in attendance.

A one percent sales tax is being used to fund improvements to schools throughout the Unit 4 School District. Superintendent Dr. Judy Wiegand commented, “What has transpired here at Westview is a true testament to the community and their belief in our children. This is a great testament to 21st century education and what we believe is necessary.”

In addition to new and renovated teaching environments and support spaces, the construction work at Westview involved universal access upgrades, the removal of hazardous materials and the replacement of antiquated infrastructure systems. On the exterior site improvements include new rain gardens and an expanded parking lot. Cannon Design provided programming and schematic design services for the project and Bailey Edward lead efforts from design development through construction observation and administration.

Bailey Edward Principals, Ellen Dickson and Robin Whitehurst, decided this was the year to follow client feedback and add mechanical, electrical and plumbing services. Ellen and Robin approached Kent Locke, Principal of Fox Valley Engineers for 20+ years, with the idea of spring-boarding a decade of collaboration into added value to our community, education and government clients.

"We knew by hiring the staff of Fox Valley Engineering,” stated Ellen, the firm’s Managing Principal, “we were gaining an engineering division who had already demonstrated to us their ability to service clients in the professional and responsive manner that is a Bailey Edward standard." Robin, the firm’s Technical Principal, added, "Kent Locke and the rest of our new MEP engineering staff members help us to achieve a level of efficiency and expertise necessary on the fast-paced, retainer work we execute."

As a woman-owned small business enterprise, Bailey Edward’s offering of in-house architecture, engineering, historic preservation and interior design services is built on a reputation emphasizing consensus, inventive problem-solving and responsive client service. Kent Locke commented, “it’s been a great pleasure to combine our efforts into a design process based on core competencies.” Since joining the firm in June, Bailey Edward’s engineering division has collaborated on over a dozen projects with the firm’s architecture division.

As Ellen explained, “We covet the relationships we’ve developed with our strategic consulting partners over the past 22 years and it’s of paramount importance that we maintain and strengthen those relationships. It is always in our client’s best interest to have a design team that is comprised of the best suited resources available – that may involve our in-house architects and engineers, and, at times, it may involve teaming with outside firms. Our goal is to have the best resources at hand for our clients.”

In the hustle and bustle of the holidays, we hope that you are able to enjoy time with friends and family and take the chance where available to provide a lending hand to those less fortunate than ourselves. Most of Bailey Edward’s staff will be doing the same starting next week and through New Year’s Day.

Whether it be partaking in one of these activities, volunteering to serve a holiday meal at your local soup kitchen or donating time or a service to those in need, giving back is a great way to get into the holiday spirit.

As the year comes to a close, we hope that you are able to reflect on 2013 with fond memories. Here at Bailey Edward, we have undergone several positive changes over the course of 2013, including the addition of an engineering branch and several talented engineering employees. In addition, Branch Managers Omar Bailey (Chicago) and Kevin Schnebly (Champaign) were promoted to the Associate level at the company.

These changes have proved to be exciting and inspiring for all those involved. We continue to grow in size and services, always in the hopes of best achieving our mantra: providing responsive architecture and engineering for clients that serve, support and protect the public.

Best Wishes,
Bailey Edward

*Please note that our offices will close at noon on December 24th, 2013, reopening for normal business house on December 26th, 2013. Offices will close again at noon on December 31st, 2013, reopening for normal business hours on January 2nd, 2014.

Bailey Edward recently notched a milestone win for the company in its successful teaming effort with CORE Construction on the pursuit of the Capital Development Board (CDB) project for an Integrated Bioresearch Laboratory (IBRL) at the University of Illinois at Urbana-Champaign (UIUC). This design-build project will result in a 42,850 sq. ft. facility which will connect to the existing Agriculture Bioprocess Laboratory. At completion the new facility will allow for the study of biotechnology, fermenting, corn milling and soybean processing.

Furthermore, per the University of Illinois’ website, “I believe that the IBRL will provide the ability to model and physically test the integration of different feedstocks, pre-treatment processes, enzyme hydrolysis conditions and fermentation processes for the production of second generation biofuels and high value co-products,” said Bob Randle of GeneraEnergy, LLC. “The industry has a very limited number of public facilities that can reliably and economically perform that type of testing, and certainly none exist in the state of Illinois. A facility such as this would be helpful to us in scaling up our lab scale enzymatic hydrolysis processes using industry accepted pilot-scale feedstock pre-treatment and ethanologen conditions.”

The IBRL win unites Bailey Edward with CORE Construction on a project for the first time. Both firms bring a storied history of providing successful work for the CDB to the team which will also include KJWW Engineering Consultants, Hanson Professional Services, Rubinos & Mesia Engineers and Hitchcock Design Group. This factor coupled with Bailey Edward’s expansive history working on the UIUC campus, positions the team as well-equipped for executing this high-profile job.

“We are thrilled to have been selected as the A/E team of choice by the University,” said Ellen Bailey Dickson, Managing Principal at Bailey Edward. “The new IBRL facility will feature innovative design and afford the University the ability to further progress their cutting edge research education for prospective and current students. As an alumnus, I relish the opportunity to cultivate the university that helped develop me into the architect I am today.”

Preliminary work on the Integrated Bioresearch Laboratory began in early November. Construction is expected to be completed in May of 2015.

Dating back to 1924, Bailey Edward has had a presence on the Champaign architecture scene. The firm’s origins stem from Berger and Kelley Associates, proceeding through the century as Unteed Associates; Unteed, Scaggs, Nelson; Unteed, Nelson, Slack, Anderson and Architectural Planning Consultants before becoming Bailey Edward in 2001. The final merger in 2001 integrated four decades of educational and institutional experience into the new firm, including a myriad of work on K-12 education projects in the Champaign area since the company’s original inception.

“We have blue lines in the store room at our Champaign office that date back to the company’s beginnings,” said Ellen Bailey Dickson, Managing Principal at Bailey Edward Design. “My mentor, Ken Nelson, worked at the original firm, Berger and Kelley Associates.”

In fact, Ken Nelson served as the direct link between the original firm and Bailey Edward. His mentee, Ellen, worked as an Architectural intern at Unteed, Scaggs, Nelson for two years before returning to the University of Illinois at Urbana-Champaign to acquire her Master of Architecture in 1988. She went on to found and establish Bailey Edward Design, a Chicago-based architectural and interior design firm in 1991. Ellen was joined in 1993 by Robin Whitehurst, deepening the firm’s design and technical skills to serve a growing client base.

In 2001, Ken reached out to Ellen to gauge her interest in purchasing his firm. Given Architectural Planning Consultants’ rich history in educational and institutional work in the Champaign area, Ellen and Robin moved forward with the acquisition, giving them office locations in two of Illinois’ largest markets, Chicago and Champaign.

Today the firm has expanded to four offices in two states, providing architecture, engineering and interior design services. The Champaign office holds close ties with the University of Illinois situated just down the road, consistently executing multiple projects every year on their behalf with 86 in total.

“Our storied history in Champaign serves as a source of pride for us at Bailey Edward,” said Ellen. “We plan to remain a cornerstone of the A/E/C industry in the area.”

The phrase pro bono is derived from Latin meaning “for the public good”. Bailey Edward has joined the 1% Program of Public Architecture which connects non-profit organizations in need of design assistance with architecture and design firms. We are excited to provide these services since we firmly believe that helping non-profits helps society as a whole. Featured below are two recent examples of our pro bono work here at Bailey Edward.

826CHI
http://www.826chi.org/

826CHI is a non-profit organization dedicated to supporting students ages six to 18 with their creative and expository writing skills, and to helping teachers inspire their students to write. 826CHI provides drop-in tutoring, after-school workshops, in-schools tutoring, help for English language learners and assistance with student publications.

Bailey Edward developed a renovation design for the 826CHI location in Wicker Park. The renovation is a redesign of the Boring Store area to allow for more efficiency, reducing the store to be 2/3 its current size so that more space can be given back to workshop programming. The design inserts a multi-purpose meeting space and small office area between the store and the workshop space to allow for more programming flexibility and for growing staff needs. A new parlour aesthetic was developed to rebrand the store area to current 826CHI desires.

F.U.T.U.R.E Foundation
http://www.future-foundation.org/

F.U.T.U.R.E. Foundation is a not-for-profit organization established in 1987 to provide services for the growing youth population in the far South Suburbs of Chicago. Their mission is to promote, encourage and foster programs and activities designed to improve the quality of life.

F.U.T.U.R.E. Foundation’s newest initiative involves converting its Ford Heights facility into a business incubator that facilitates and supports high-impact entrepreneurs, or new start-ups and growing small companies located in emerging economies throughout the South Suburbs. Additionally, the business incubator will provide workplace skills training, entrepreneurship training, internships and employment opportunities for local students and residents.

Bailey Edward conducted a facility assessment to evaluate the current facility conditions and its capacity to house the small business center and start-up incubator with young adult outreach services. The assessment is essential knowledge for the Future Foundation’s strategic planning. Identifying a model design, building code deficiencies and energy code shortfalls, Bailey Edward was able to itemize the associated development costs for a renovation plan. Next steps include Bailey Edward providing capital campaign materials, so that the Future Foundation can begin engaging funders, partners and stakeholders in a capital campaign in February 2014.

Here at Bailey Edward, we applaud the hard work that our employees put in at our four offices every day. From draftspeople to market sector leaders, the ambition and dedication to providing responsive architecture and engineering is something in which we take much pride.

There are times, however, when our employees surpass these already amplified standards we have set and their work is recognized by outside organizations. This was the case for not one, but two Bailey Edward team members in recent months.

Laurie Goscha, AIA, LEED AP BD+C, serves as manager of our Rhinelander, Wisconsin office as an Associate Principal. Her accolades are countless, but will now also include Industry Director for the Society of American Military Engineers Illini Post.

“I was certainly surprised and humbled by this appointment,” said Goscha. “Providing architecture and engineering services for military facilities has been a passion of mine for many years and I look forward to providing my services to the Society of American Military Engineers organization.”

Also appointed to a new post this past month was Bailey Edward’s Managing Principal and President, Ellen Dickson, AIA, LEED AP. She has been called upon to serve as an Illinois Delegate on the American Institute of Architect’s (AIA) Chicago Board of Directors.

As an Illinois Delegate to this storied AIA chapter, Ellen will participate in meetings with legislators and fellow AIA cohorts, as well as championing AIA national legislative agendas including unfreezing credit to allow for more development, tax relief for small businesses and green building tax deductions.

“Policy can impact our profession, so I relish the opportunity to understand what kind of policy is brewing,” said Dickson.

Our sincerest congratulations go out to Laurie and Ellen.

Bailey Edward is thrilled to announce the hire of Rachelle Freegard, AIA, LEED AP, at our Champaign office. Rachelle brings over 25 years of architecture experience to Bailey Edward, having worked on projects ranging from K-12 and higher education buildings to airport terminals and support facilities.

A west coast native, Rachelle made the move to Champaign looking to join a team that would inspire a new outlook on her work and allow her to be closer to family. She found that Bailey Edward’s mantra of providing responsive architecture and engineering to clients that serve, support and protect the public to be the perfect fit for her.

“I want to produce projects that give back to the community,” said Freegard. “I was looking to see more of the U.S., have an adventure and put teamwork and fun back into my work.”

Hardworking and driven to succeed, Rachelle is quickly becoming an integral part of the company’s success by working on our University of Illinois retainer projects and Champaign Unit 4 School District’s newest school design. Said Freegard, “I want to become a leader in the company by continuing Bailey Edward’s record of creating projects that everyone is proud to be a part of.”

As the Champaign office continues to grow and develop, we value newcomers like Rachelle who embody our vision of being client-oriented. Her prior experiences and dedication to a heightened level of communication will make her an asset to each and every project she will touch while at Bailey Edward. “Whether I am giving a public presentation, brainstorming with a team member or creating construction documents, my objective is to be clear with my intentions and each other’s goals and expectations, all while being open-minded, respectful and forthcoming with information.”

We hope you will join with us in extending a warm welcome to Rachelle and have the opportunity to work with her in the very near future.
