                    A half-century after it was made, movies still don't come any worse than  Plan 9 From Outer Space , Edward D. Wood Jr.'s grade-Z sci-fi opus about aliens looking to take over the Earth by raising the dead and having them ... well, having them do  something  that will put us all in our place. (The movie's a little sketchy on the details.) Tomorrow at 2 p.m., the Enoch Pratt Free Library's Southeast Anchor branch, 3601 Eastern Ave., will celebrate  Plan 9 's golden anniversary with a free screening of the film, as well as an appearance by Maryland's own Conrad Brooks, who played a policeman in the movie. Library officials promise prizes to anyone who can sit through the whole movie. It's only 79 minutes long and defines the term "so bad, it's good," so take them up on it.     <description>Senator Theatre owner Tom Kiefaber, whose financially troubled North Baltimore landmark is scheduled to go on the auction block in 12 days, is being lauded by the Theatre Historical Society of America for his devotion to the 70-year-old movie house. Karen Noonan, president of the society, said her group will be making a presentation to Kiefaber during its visit to the Senator, set for 1:45 p.m. today. In the 20 years since Kiefaber bought the Senator from his family's theater business, it has become a showpiece among the nation's few remaining single-screen theaters.  "He's given his all, his everything, for the Senator Theatre," says Noonan. The group also hopes to "throw some support" behind efforts to keep the Senator open as a film and arts showcase even after the auction, she said. The auction is set for 11 a.m. July 22 at the theater. Baltimore City, which purchased the note from previous mortgage holder 1st Mariner Bank in May, will set a minimum bid the morning of the auction.
