Mrs Turia said &amp;ldquo;We have made significant progress towards our agenda of becoming Smokefree Aotearoa 2025 at a political level, and today is about remembering the journey of our whanau, and individuals who are on the pathway to giving up smoking.&amp;rdquo;

It is with the greatest pleasure that I am here today, to celebrate World Smokefree Day and in particular to encourage us all to embrace its theme &amp;ndash; &amp;ldquo;Quit Now. It&amp;rsquo;s about Whānau&amp;rdquo;.
I am a firm believer in te hunga wairua. And so last night, as I sat at dinner opposite a smokefree advocate, I heard a story which I knew was meant for us all to hear.

I move that the Customs and Excise (Tobacco Products) Amendment Bill be now read a first time.&amp;nbsp; At the appropriate time the Bill will be referred to the Finance and Expenditure Committee.
I want to first of all mihi to those visionaries who began the journey of smokefree legislation almost two decades ago.&amp;nbsp;&amp;nbsp; The Smokefree Environments Act in 1990 was one of the major turning points in New Zealand&amp;rsquo;s tobacco control history.

Tobacco excise taxes will increase by 10 per cent a year on 1 January in each of the next four years as part of a wider government programme to prevent young people from taking up smoking and encourage existing smokers to quit, Associate Health Minister Tariana Turia says.
This will be in addition to the annual inflation-indexed increases in tobacco excise, and follows a 40 per cent increase in excise since April 2010.

A new $6 million Pacific Innovation Fund will help improve the health of Pasifika people, Associate Health Minister Tariana Turia says.
&amp;ldquo;The fund recognises the need to design responsive services across health, education, housing, justice, social services, employment, and lifestyle.
&amp;ldquo;The fund, to be invested over four years, is aligned to the vision of Whanau Ora for Pasifika people,&amp;rdquo; Mrs Turia says.
&amp;ldquo;This fund will support Pasifika people to develop Pasifika solutions to the issues they face as distinct communities.&amp;rdquo;

New social housing funding has gone to Māori and Rural whanau with housing challenges in Northland and the East Coast.
Housing Minister Phil Heatley and Associate Housing Minister Tariana Turia today announced Social Housing Unit (SHU) funding for Māori and Rural segments, from the $37.35 million Social Housing Fund.
&amp;ldquo;This money goes direct to the non-government providers who applied for it, and have undertaken to direct it straight to people in real need,&amp;rdquo; Mr Heatley said.

The Government&amp;rsquo;s campaign to stamp out a third world disease reached Porirua today with a new school throat swabbing programme - part of a $24 million five-year campaign to reduce rheumatic fever.
Launching the expanded throat swabbing programme at Holy Family School in Porirua with Prime Minister John Key, Associate Health Minister and Māori Party co-leader Tariana Turia said the Government was determined to significantly reduce this serious disease.

It was a genuine pleasure to be invited here today by your Board Chair and Chief Executive, George Martin, to the official launch of this school based rheumatic fever throat swabbing and referral service.
It seems particularly apt that as we today embark on this new programme, across the road at Otangarei a hui has been called to discuss the issue of hapū representation before Te Ropu o Tuhoronuku submit the Deed of Mandate.

I was fascinated at the decision to host this conference in the Faculty of Engineering.&amp;nbsp;And I had to wonder if we have reached a point in our history when &amp;lsquo;social engineering&amp;rsquo; has finally become acceptable.
You may recall at the end of last century the concept of social engineering was treated with disdain &amp;ndash; a public contempt for the notion that society might place priority on planning one&amp;rsquo;s future.
Newspaper editorials declared war on those activists who supposedly were part of a greater plot to concoct a New Order.

    <title>Youth smoking hits record low</title>

The 2011 Year 10 ASH Smoking Survey results, released today, show a record drop in youth smoking &amp;ndash; especially among Maori girls.
The overall rate of youth smoking has dropped one-and-a-half percent to 4.1% (from 5.5% in 2010), the largest drop in almost a decade.
The group making the biggest strides however were the 14-15 year old Maori females, historically the group with the highest rates of smoking. Their smoking rates have dropped dramatically from 16.3% in 2010, down to 11.3% in 2011.

This whakatauki refers to new beginnings. It is appropriate that I share this saying with you today, as we all gather for the opening of the new Canterbury District Health Board Community and Public Health Office.
&amp;nbsp;I would like to acknowledge Mr David Meates, CEO, Canterbury District Health Board, the staff from the Canterbury DHB Community and Public Health, and all others who have come here today to celebrate this new beginning.
