&lt;p&gt;Last week, some opponents of the Belarusian regime called for a demonstration outside the Belarus National Theatre&amp;#39;s performance in London. In fact, that theatre has nothing to do with political persecutions and actually represents a part of Belarusian culture disliked by many in the Belarusian regime. Should it be regarded as a part of the Belarusian regime nonetheless?&lt;/p&gt;
&lt;p&gt;Labelling individuals and organisations as parts of the regime or as working with the dictatorship may backfire. For instance, do foreign investors who implement projects in Belarus support the regime of Lukashenka? After all, their investments can change the political economy of the authoritarian regime. Or do ordinary Belarusians, who pay their taxes to the current government; is that collaboration? Failing to do so may result in chaos but would hardly aid the building of an efficient state, free of Lukashenka.&lt;/p&gt;

    <title>Belarus Plays the Border Security Card with the EU</title>

&lt;p&gt;In response to the EU sanctions policy, Belarus allegedly weakened border control at the Belarus-EU border recently. This puts in doubt Belarus&amp;#39; willingness to implement in the nearest future local border traffic agreements with western neighbours in full.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;It makes the prospect of signing a readmission agreement with the&amp;nbsp;EU&amp;nbsp;even more remote, which in turn makes visa facilitation impossible in short term.&lt;/p&gt;
&lt;p&gt;&amp;quot;I can increase the number of border guards and customs posts, but you should be ready to pay&amp;quot;, &amp;nbsp;Belarusian ruler Aliaksandr Lukashenka said addressing Europeans in April, making it clear that the move comes as a response to the EU sanctions policy. &lt;p&gt;The most important civil society events in Belarus included the festival of Belarusian-language advertising, a civic campaign of Tell the Truth and arrests of its leaders as well as a number of training courses organised for civil society in Belarus.&amp;nbsp;&lt;/p&gt;

The main objective of the 2012 festival is to give new impetus to the development of the advertising and communications market in Belarus. The idea for ​​the festival belongs to the cultural campaign Budzma&amp;nbsp;Belarusians! The organising partner of the festival is online resource Marketing.by.&lt;/p&gt;

    <title>Belarus Resists Privatisation of Large Enterprises </title>

&lt;p&gt;Lukashenka expressed on several occasions the hope that Russia would increase the volume of its subsidies to Belarus, taking into account that the West &amp;quot;wants to bend&amp;quot; him.&lt;/p&gt;

    <title>European Dialogue on Modernization: Last Chance to Reform Belarus?</title>

&lt;p&gt;Belarusian President Alexander Lukashenka highlighted the need to modernise the Belarusian economy in his annual speech for the national Parliament on 8 May. These words coincide with a goal of the new EU project &amp;quot;Dialogue on Modernization for Belarus&amp;quot;. But the two sides see the process of modernization quite differently. Minsk wants to avoid any political reforms while the EU is ready to provide financial assistance only after the release of all political prisoners.&lt;/p&gt;
&lt;p&gt;Despite Lukashenka&amp;#39;s bravura rhetoric, reforms in Belarus are inevitable as the country will be forced to become a WTO member soon. Moreover, Russia guaranteed Belarus beneficial oil and gas supplies only for the next 3-4 years. It means that the country may be approaching its last chance to conduct necessary reforms before another deep crisis hits its Soviet-style economy&amp;nbsp;in 2015-2016.&lt;/p&gt;

    <title>Why Belarus is Missing in World War II History</title>

&lt;p&gt;Belarusian ruler Alexander Lukashenka frequently refers to the Second World War in his quarrels with the West. Lukashenka added to the Soviet Victory Day celebrated on 9&amp;nbsp;May another official holiday, 3 July, the day when the Red Army took Minsk in 1944. In 2003 the government introduced the History of the Great Patriotic War as an obligatory and separate subject not only in schools but also at all universities. The authorities are also building a new grand museum devoted to the war.&lt;/p&gt;
&lt;p&gt;The attitude to the role and suffering of Belarus elsewhere in Europe is different. Although only a fraction of&amp;nbsp; Russian territory had been occupied&amp;nbsp;by the Germans, they exploit their victory to the fullest extent possible even now. Belarus had been the main Nazi-Soviet battleground for years, but many in the West also prefer to label Belarusian territories and its people as &amp;quot;Russian&amp;quot;. It may sound simpler to them, but to Belarusians this sounds unfair to say the least.&lt;/p&gt;

    <title>Mandatory Placement: A Soviet Remnant of Belarusian Higher Education</title>

&lt;p&gt;May is always a hot time for students in their final year at Belarusian universities. They have to prepare for their final exams, finish their papers and start thinking about graduation ball dresses. But besides that, nearly a third of the graduating students around the country have to worry about their first-job mandatory placement. These are the so-called &amp;ldquo;budget students&amp;rdquo; who study free of charge. The state demands that they work for two years wherever the authorities may send them after graduation.&lt;/p&gt;
&lt;p&gt;Mandatory placement is supposed to give the state powers to distribute young labour force effectively. In reality, it fails to accomplish this goal. Mandatory placement breeds corruption and produces serious collateral damage. As a result, more and more young Belarusians decide to study abroad. The situation can hardly improve unless the government liberalises education and the labour market.&lt;/p&gt;

    <title>EU Support, Modernisation and Russia's Interests - Digest of Belarusian Analytics</title>

&lt;p&gt;Belarusians have become less interested in the pro-European vector of development as the influence of Russia in the country grows. Belarusian analysts hope that Stefen Fulle&amp;#39;s European Dialogue on Modernisation with Belarus will soon become meaningful and that the EU will focus more on working with the people, and not only respond to the actions of the illegitimate Belarusian authorities.&lt;/p&gt;
&lt;p&gt;&lt;a href="http://www.belinstitute.eu/index.php?option=com_content&amp;amp;view=article&amp;amp;id=1204%3Anone&amp;amp;catid=4%3Arussiamain&amp;amp;Itemid=28&amp;amp;lang=en"&gt;Support for EU in Serious Decline&lt;/a&gt; &amp;ndash; The Belarusian Institute of Strategic Studies (BISS) analyses the March 2012 public opinion poll data of the Independent Institute for Social, Economic and Political Studies (IISEPS). According to BISS, data from the March poll brought a dramatic end to the relative balance in the geopolitical choice of Belarusians: 47 per cent of respondents support Russia, while only 37 per cent show support to EU.&lt;/p&gt;

&lt;p&gt;On Monday, Switzerland joined the EU sanctions against Belarusian citizens and firms believed to support dictatorship. Most of these firms belong to Vladimir Peftiev. Belarusian and international media often portray him as having a significant role in the regime. That prompted the&amp;nbsp;EU&amp;nbsp;to punish him and some other businessmen for their support of Lukashenka. However, the significance and influence of the so called Belarusian &amp;quot;oligarchs&amp;quot; should not be exaggerated.&lt;/p&gt;
&lt;p&gt;While in Russia and Ukraine oligarchs form a clique of business moguls which could seriously influence the government, Belarusian &amp;quot;oligarchs&amp;quot; are much poorer and have hardly any clout in national politics. In reality&amp;nbsp;they are just replaceable managers rather than stakeholders of the Belarusian regime.&lt;/p&gt;
