This is 512 bytes of nonsense, since the Firefox 2 developers and IE7
developers and Safari RSS developers decided that they would make
obsolete declared XML styles by overriding them without permission.
Their own styles seem to be of varying quality, and importantly do not
integrate Feedburner's services, which hopefully are of real use to
subscribers and potential subscribers. Therefore, we use this unofficial
workaround, which consists of filling up the first 512 bytes of a
document so that the sniffer doesn't encounter the RSS tag in time to
autodetect it. Now, without further ado, we present you with a valid
XML feed, presented in the manner we have chosen to offer it.

In the US, where concern has been heightened by weak recent trade numbers, President Barack Obama is pushing for Congress to give him Trade Promotion Authority (TPA), previously known as fast-track authority, to conclude the mega-regional Trans-Pacific Partnership (TPP) with 11 Asian and Latin American countries. Without TPA, trading partners refrain from offering their best concessions, correctly fearing that Congress would seek to take “another bite of the apple” when asked to ratify any deal.

To put ourselves in Putin's shoes, writes Kevin Ryan, "Western observers and analysts have searched history for analogous moments in time. Historians tell us that if we can find similar historical circumstances, we might be better able to predict what will happen next. Some experts look to 1914 and the run-up to World War I for clues and insights. But for Putin and his inner circle, the most analogous moment in history is December 2001. Russia is playing the role of the U.S. as it basked in the initial 'success' of Afghanistan and contemplated Iraq. The parallels are uncanny."

Last October, at the foot of a rocky hillside near here, at a spot known as Degelen Mountain, several dozen Kazakh, Russian and American nuclear scientists and engineers gathered for a ceremony. The modest ribbon-cutting marked the conclusion of one of the largest and most complex nuclear security operations since the Cold War — to secure plutonium (enough to build a dozen or more nuclear weapons) that Soviet authorities had buried at the testing site years before and forgotten, leaving it vulnerable to terrorists and rogue states. The effort spanned 17 years, cost $150 million and involved a complex mix of intelligence, science, engineering, politics and sleuthing. This op-ed is based on documents and interviews with Kazakh, Russian and U.S. participants, and reveals the scope of the operation for the first time.

"...[T]he region offers Iran great potential to enhance rail and land transport for the exchange of local goods to form new markets. The region can also serve as a major energy hub, specifically with natural gas for Iran, China and Russia. By developing an integrative transportation system inclusive of land, air and sea, Iran could help the region connect with the Indian Ocean, the Sea of Oman and the Caspian Sea. Iran already possesses a large road and rail system that connects Khorasan with its ports in the Persian Gulf, including in Chabahar and Bandar Abbas, which it can lease to its neighbors and derive transit and customs revenues."

Despite substantial progress in improving nuclear security in recent years, there is more to be done. The threats of nuclear theft and terrorism remain very real. This presentation recommends learning from the much stronger national and international efforts in nuclear safety, and in particular, taking steps to build international understanding of the threat; establish effective performance objectives; assure performance; train and certify needed personnel; build security culture and exchange best practices; reduce the number of sites that need to be protected; and strengthen the international framework and continue the dialogue once leaders are no longer meeting regularly at the summit level. Matthew Bunn presented this talk, based on a recent paper, on July 3rd, 2013 at the International Conference on Nuclear Security in Vienna.

Americans are pleasantly surprised about how their energy fate appears to have changed, in such a short time, with little notice or anticipation. Within the last five years, both actual US production of oil and gas and projections for future American production have changed dramatically. Whereas in the mid-2000s, experts predicted that the US should anticipate a future of severe dependence on imported natural gas, in 2012 Washington is debating the pros and cons of becoming an exporter of this resource. Even more quietly, domestic production of oil has increased, in large part due to the development of the tight oil in the Bakken formation in North Dakota and the Eagle Ford in Texas.

March 21, 2013

Kandahar. Ancient crossroads of Central Asia. Home province of Taliban leader Mullah Omar, and the site from which Osama bin Laden began to prepare the Sept. 11 attacks. Epicenter of the fight pitting Afghan and NATO forces against the Taliban over the past dozen years. Region where patronage networks led by the likes of the late Ahmed Wali Karzai, together with centuries-old tribal rivalries, have greatly complicated our counterinsurgency campaign and efforts to help Afghans establish good, or at least better, governance.
