<p>Das Parlament verabschiedete heute mit großer Mehrheit die Gesetzesreform zur Staatstransparenz, auch als „Staats-Bierdeckelreform“ bekannt in Anlehnung an den Namen einer <a rel="external" class="external" href="http://www.focus.de/politik/deutschland/steuerpolitik-fdp-setzt-auf-bierdeckel-reform_aid_305597.html">Reforminitiative</a> zum Steuerwesen.</p>
<p>Angela Merkel, Erste Vorsitzende des neugegründeten Ministeriums für Demokratie, betonte in ihrer Inaugurationsrede die Bedeutung der Gesetzesreform als „vielleicht wichtigster Schritt“ für die Gesellschaft des 21. Jahrhunderts: „Nur mit einem vollständig transparenten und allgemeinverständlichen Staatswesen können wir den Herausforderungen von Globalisierung und Digitalisierung in allen Lebensbereichen langfristig und nachhaltig entgegentreten.“</p>

<p>Roughly, “Having their form of protest dictated by the status quo’s beneficiaries is rarely to the benefit of emancipatory movements.” Indeed: the dominant discourse’s call for a “constructive” discourse, a “positive” discourse, a discourse that doesn’t “polarize” and doesn’t “insult” anyone (or everybody), a discourse that is rather likely to be perceived as “rude&#8221; and “challenging” than a “relaxed exchange of views,” that call seems so reasonable to those who benefit from the status quo, and so fair and tolerant, that they’re perpetually—and sometimes willfully—blind to the fact that it is <em>this very discursive structure</em> that keeps the dominant discourse dominant and those in power in power. </p>
<p>Calls for discursive moderation and temperance certainly aren’t new. They’re an age-old ruse, and <a rel="external" class="twitter" href="https://twitter.com/JollySea/status/287210572884344832">@JollySea</a> justly quipped:</p>

<p>Roughly, “One of those arguments of the ’just be more constructive and talk to the nobleman then he’ll certainly grant you rights’ variety.”</p>
<p>Concurrent with the dominant discourse’s “be less polarizing and more constructive” maneuver is often the call for “seriousness.” Its less often heard when those challenging the status quo incorporate the use of humor into their arsenal, from irony, satire, and sarcasm to puns, farce, and slapstick to rhetorical mischief, brilliant insult, and even black humor that portraits the horrific in comical ways. Rather, it’s most often heard when whatever kind of humor employed is also and foremost <em>playfully</em> employed—as “playfulness” is so deeply despised as “non-constructive&#8221; that even the emancipatory movements themselves have a hard time not decrying it as deeply irresponsible and unjustifiably flippant. In my <a rel="internal" class="internal" href="http://betweendrafts.com/drafts/academic/2/">thesis</a> on violence in postmodern literature, I wrote:</p>
<blockquote><p>Playfulness, however, is generally <span class="straight">not</span> associated with revolution or, more broadly phrased, with politics as such. This leads to an interesting paradox. While practically all the texts under scrutiny are immensely polit­ical in one way or another, from thematic undercurrents that radically question social and political ideologies including acquired ideas about his­tory—“ideology” especially in the Foucauldian sense as an apparently neutral condition—to overt attacks on the powers that be, they lack the “seriousness” deemed mandatory for a political perspective in the first place: an imposition which, not surprisingly, is considered part and parcel of the predominant perspective postmodern texts set out to undermine. While parody and satire belong to the canon of serious critique, playfulness does not, and the radical undermining of conventional notions of seriousness in postmodern texts became a pitch that could be batted as “irresponsible aloofness” deep into the field of public knowledge.</p></blockquote>
<p>A certain amount of “playfulness” and the fierce resistance to have their forms of protest dictated by the status quo’s beneficiaries ranked highly among the reasons why I became a member of the <a rel="external" class="external" href="http://www.piratenpartei-nrw.de/">Pirate Party</a> which, at this point in time, I’d call an emancipatory movement indeed. And while most members keep this up toward a broad range of topics, the discourse about gender seems mostly exempt. Where—with respect to both internal and external politics—the unresisted logic of dominant discourse dictates the perpetual blindness to its own mode of power.

<p>I’d like to start a collection of famous answers to this eminently ignorant question.</p>
<p>The first two I’ll start with are from Umberto Eco, as related by Nassim Taleb, and a much shorter and more whimsical one by Jacques Derrida.</p>

Read books are far less valuable than unread ones. <p>“It will be a great day when our schools get all the money they need and the air force has to hold a bake sale to buy a bomber.”</p>

<p>This has been around for at least 40 years, sometimes attributed to <a rel="external" class="wiki" href="http://en.wikipedia.org/wiki/Robert_Fulghum">Robert Lee Fulghum</a>, sometimes to Quakerish origins. <a rel="external" class="wiki" href="http://en.wikipedia.org/wiki/Quaker">Quakers</a>, by the way, were among the first to receive capital punishment in the Massachusetts Bay Colony by the “Puritans”—<a rel="external" class="wiki" href="http://en.wikipedia.org/wiki/Boston_martyrs">executed by public hanging</a> for, wait for it, professing their religious beliefs. And it gets even better:</p>
<blockquote><p>The hanging of Mary Dyer on the Boston gallows in 1660 marked the beginning of the end of the Puritan theocracy and New England independence from English rule. In 1661 King Charles II explicitly forbade Massachusetts from executing anyone for professing Quakerism. In 1684 England revoked the Massachusetts charter, sent over a royal governor to enforce English laws in 1686, and in 1689 passed a broad Toleration act.</p></blockquote>
<p>Yeah, those evil English bastards.</p>
<p>There’s a great Western movie with Gary Cooper, by the way, <a rel="external" class="wiki" href="http://en.wikipedia.org/wiki/Friendly_Persuasion_(film)"><em>Friendly Persuasion</em></a> directed by William Wyler, about the story of a pacifist Quaker family during the Civil War. It radically shifts between comedy and drama several times, a format we’ve become less familiar with, but it’s well worth seeing.

And why are schools, in contrast, so spectacularly good at turning almost every subject touched upon in class to shit forever?

<blockquote><p>Was die versammelten europäischen „Italienkritiker&#8221; in den linken (und anderen) Lagern Deutschlands, Österreichs, Frankreichs etc in zehn Jahren nicht hinbekommen haben, schaffen die Märkte in ein paar Monaten. Sie fegen den Machthaber aus dem Amt, ohne freilich dafür von den Berlusconifeinden gepriesen zu werden. <p>Es sind die Märkte, die heute für die Einhaltung der Rechtsstaatlichkeit eintreten und diese mit der Zinsschraube (dem Preismechanismus) erzwingen. Dass die Märkte (viel zu spät) wach geworden sind, ist die gute Botschaft und kein Grund, Zeter und Mordio zu rufen. Sie sind das kritische Korrektiv einer hemmungslosen Mehrheitsdemokratie. Genau das ist der Grund, warum die Rettungseuropäer sie in der Krise außer Kraft setzten wollen.</p></blockquote>

<p>Apropos „<a rel="internal" class="internal" href="http://betweendrafts.com/2011/11/04/verschwoerungstheorien-sind-das-opium-des-volkes-its-systemic-stupid/">Verschwörungstheorien sind das Opium des Volkes (It’s Systemic, Stupid!)</a>.“</p>

<p>Clint Eastwood once famously said,</p>
<blockquote><p>Extremism is so easy. You&#8217;ve got your position, and that&#8217;s it. It doesn&#8217;t take much thought. And when you go far enough to the right, you meet the same idiots coming around from the left.</p></blockquote>
<p>Aber es gibt bei der Routenplanung auf dieser ideologischen Landkarte auch das, was sich „Der diskrete Charme des Totalitären“ nennen ließe, und dem gerade jene “around from the left” nur schwer widerstehen können, die sich im Gegenteil gerade sehr viele Gedanken machen. Ein Charme, der erst von einem bestimmten Echauffierungstempo an mit einsetzenden intellektuellen Dopplereffekten seine ganze Macht zu entfalten beginnt und eine Marschroute vorschlägt, auf der die meisten Formen des Expertenwissens (zumindest anfänglich mit Ausnahme des eigenen) zunehmend suspekt erscheinen; auf der Verschwörungstheorien hinsichtlich lokaler und globaler Good-Old-Boys-Clubs der 1%, die ihre Interessen schützen und das System, von dem sie profitieren, zunehmend an Erklärungskraft gewinnen; und auf der alle, die dies nicht wahrnehmen, implizit als Naivlinge gelten mit politischen Läufen, die auf den eigenen Fuß gerichtet sind.</p>
<p>Aber die Naivität der anderen ist immer auch eine Funktion der eigenen Radikalisierungshöhe, und wenn die vermeintlich weniger Naiven auf ihrer Marschroute weit genug gegangen sind und an der Ecke mit den Wenigerdenkenden von rechts und links in klassischer Asterix-Manier zusammenstoßen, beginnt (neben Hauen und Stechen) das Wundern, das Abgrenzen und das große Rationalisieren.

<p>Unsere globalen Misere ist ebenso systemisch bedingt wie unsere sich vierjährlich offenbarende Unfähigkeit, sie im verfügbaren demokratischen Prozeß zu lösen.</p>

<p><em>Verschwörungstheorien sind das Opium des Volkes.</em><br />
<em>Conspiracy Theories Are the Opium of the People.</em></p>
<p>Ein Gedanke, der mir bei der Lektüre dieser ersten Absätze des lesenswerten Eintrags <a rel="external" class="external" href="http://feynsinn.org/?p=10914">„Für Generationen verschuldet“</a> auf <em>Feynsinn</em> kam (h/t <a rel="external" class="external" href="http://www.siggibecker.de/noj923yeah/">Siggi Becker</a>):</p>
<blockquote><p>Eine Verschwörungstheorie, die dem Begriff gerecht wird, baut auf unbelegten Prämissen auf, die gemeinhin mit der Behauptung von Mächten verbunden sind, welche im Verborgenen operieren. Dafür bieten sich Zirkel an, die selbst großen Wert auf Intransparenz legen und nachweislich politische oder wirtschaftliche Macht repräsentieren. Ganz vorn zum Beispiel die „Bilderberger“, ein Haufen von Managern, Milliardären und Politikern, die sich jährlich von der Öffentlichkeit abgeschottet die Hinterteile pudern. Denen kann man darum alles unterstellen, von der Verabredung zu 9/11 bis hin zu künstlichen Erdbeben.</p>
<p>Nicht wirklich „VT“ hingegen sind Analysen, die feststellen, dass scheinbare Fehler im System eben keine Pannen sind, sondern das System selbst geradezu definieren. Dazu bedarf es übrigens keiner Absicht von Handelnden. Die kann zwar auch am Werk sein, wenn etwas scheinbar schief geht und dann ganz zufällig denen nützt, die auch vom ungestörten Ablauf profitieren, aber im Fall des Kapitalismus ist es zweifellos die Gesetzmäßigkeit des Systems, die zu Krisen führt. Ebenso ist es dem System zueigen, dass immer die Reichen profitieren, egal ob am Wachstum oder an sogenannten „Krisen“.</p></blockquote>
<p>Ein Thema, über das ich mir oft die Lippen fusselig geredet habe, nicht zuletzt in diversen Sessions unserer <a rel="me related" class="external" href="http://vimeo.com/25370561">Ästhetischen Gesellschaft</a>.</p>
<p>Und daß wir trotz demokratischer Wahlen alle vier Jahre mit steigendem <em>wir-haben-die-Nase-voll</em>-Konsens nichts an diesem System verändern zu können scheinen, ist mit an Sicherheit grenzender Wahrscheinlichkeit ebenfalls ein systemisches Problem. Demokratie als Staatsform mit Bürgerbeteiligung hat vieles bedeutet, von ihrer Implementierung in Attischen Sklavengesellschaften vor zweieinhalbtausend Jahren bis zu ihren industrialistisch-modernistischen Formen des 20. Jahrhunderts, und ein substantielles Upgrade für unsere digitale und vernetzte Gesellschaft ist mehr als überfällig. </p>
