SUBJECT: UNDERSTANDING THE ETHIOPIAN HARDLINERS

SUMMARY

1. (S) In a rare meeting with the elusive head of the Ethiopian National Intelligence and Security Service (NISS) and main hardliner within the powerful executive committee of the ruling Ethiopian People’s Revolutionary Democratic Front (EPRDF) party, Ambassador and NISS chief Getachew Assefa discussed a wide range of regional and bilateral issues. Getachew made clear during the four hour private meeting that Ethiopia sought greater understanding from the U.S. on national security issues vital to Ethiopia, especially Ethiopia’s concerns over domestic insurgent groups like the Oromo Liberation Front (OLF) and Ogaden National Liberation Front (ONLF). He spoke at length about former Addis Ababa Mayor-elect Berhanu Nega XXXXXXXXXXXX; VOA’s biased reporting; the dangers of former defense minister Seeye Abraha’s growing authority within the opposition; Ethiopia’s views on democracy and human rights; Eritrea’s role as a rogue state in the region; and regional issues including the importance of supporting the Transitional Federal Government and a rapprochement with Alhu Sunna Wal Jama’a (ASWJ) as the only option for Somalia’s survival; and the need for U.S. reconciliation with Sudan. TOWARD A BETTER UNDERSTANDING

(S) Through the arrangements of former U.S. Ambassador to Ethiopia, Irv Hicks, Ambassador met with Ethiopia’s national intelligence chief, Getachew Assefa, for a four hour private meeting on June 4. Getachew, noted for his eccentric behavior and elusiveness, explained to the Ambassador that he welcomes greater dialogue with the U.S. Embassy, but underscored the importance of deeper U.S. understanding of Ethiopia’s security concerns. Characterizing the U.S. relationship as sound and expressing appreciation for the cooperation with the U.S. on special projects on counterterrorism, Getachew emphasized that Ethiopia shares U.S. views on high value targets (HVT) like Robow and al-Turki as threats to regional stability. But domestic insurgent groups, like the OLF and ONLF, should also be treated as terrorists because they have safe haven camps in extremist-held areas in Somalia and receive support and assistance from the very same HVTs that the U.S. and Ethiopia are trying to neutralize. Such support makes the ONLF and OLF accomplices with international terrorist groups, Getachew argued. Just as Ethiopia would not meet with domestic U.S. insurgent groups, referring to individuals and groups who would conduct bombings of U.S. government offices, abortion clinics and advocates of racial and gender hate, Ethiopia would not want U.S. officials to meet with Ethiopia’s domestic insurgents who bomb and kill Ethiopian officials and citizens.

3. (S) Getachew added that the GOE does conduct talks with the ONLF and OLF and there are groups, like the Ethiopian elders, who reach out to the membership in an effort to end the violence. Getachew stressed that this is an Ethiopian process by Ethiopians and should remain an Ethiopian-led, Ethiopian-directed and Ethiopian-coordinated process. Ambassador made clear that the U.S. Administration does not meet with the ONLF and that the U.S. is in close consultations with Ethiopian authorities on their views on the ONLF and OLF, and that the U.S. supports the work of the Ethiopian Elders to end the violence. Getachew noted the visit to European Capitals and Washington of ONLF senior leaders and said they met with staffers in the U.S. Vice President’s office. The Ambassador said that we had no evidence that a meeting took place with the Vice President’s staff and stressed that the State Department did not meet with the ONLF group. Further, the U.S. military no longer meets with alleged ONLF supporters in the volatile Ogaden region of eastern Ethiopia because of security concerns. The Ambassador stressed that such meetings in the past was for force protection of U.S. military civil affairs team working in the dangerous Ogaden region near Somalia, but in the last few years there has been no contact. The Ambassador added that there should be closer discussion between he U.S. and Ethiopia on this issue.

U.S. GIVES EXTREMISTS A VOICE AND LEGITIMACY

4. (S) Getachew complained pointedly that Voice of America (VOA) is biased and gives a platform for extremist elements. XXXXXXXXXXXX

(S) Getachew also discussed the VOA reports covering former State Department official Greg Stanton of Genocide Watch, who charged Prime Minister Meles of crimes against humanity as a result of Ethiopia’s incursion into Somalia in 2006. Getachew complained that VOA Amharic reporting was biased and not even handed. He did note that VOA English was fine. VOA Amharic service does not interview Ethiopian officials who can refute “false assertions” espoused in the VOA interviews. Getachew praised Germany’s Deutsche Wella service for its balanced and yet hard hitting reporting. Getachew underscored that if the GOE is doing something wrong or does not have the support of the people, news services have an obligation to highlight such problems. Getachew said VOA, however, seeks to report only what is anti-government or lend support for the opposition. Getachew concluded that the U.S.G., because of VOA Amharic service is an official arm of the U.S.G., lacks neutrality in its support for the opposition and this undercuts relations between the two countries. The Ambassador replied that VOA is a very independent media and the U.S.G. does not have oversight and control over the content of the reporting.

7. (S) Getachew commented on Ethiopia’s opposition leadership underscoring that he wishes to see a vibrant opposition movement, but currently, the NGO community and foreign missions support the opposition blindly without critical analysis. XXXXXXXXXXXX

DEMOCRACY AND HUMAN RIGHTS

9. (S) Getachew echoed common themes advocated by the ruling EPRDF party stalwarts from the Prime Minister to the party faithful. He stressed that the EPRDF supports democracy and that it is the goal for the ruling party to eventually give way to other parties of common vision in fighting poverty and a commitment to support the process of democratization. Getachew said he would support opposition parties if they have a better message to help Ethiopia overcome poverty, improve health care and education, and raise the standard of living of the Ethiopian people. He added that the U.S. and others should look at Ethiopia’s democracy efforts and human rights record as a work in progress. It will take time but Ethiopia is moving in the right direction that will make Ethiopia a democratic state.

FOREIGN POLICY: ERITREA, SOMALIA, AND SUDAN

10. (S) Getachew described Eritrean President Isaias Afwerki as “no martyr,” who sought to survive and establish himself as the predominate leader in the Horn of Africa. Ethiopia stands in the way of Isaias’ grand design and it is his goal to divide Ethiopia and weaken it through terrorism. Getachew remarked that one of Isaias’ bodyguards was in Dubai and then defected to Ethiopia. The bodyguard remarked that Isaias was a recluse who spent his days painting and tinkering with gadgets and carpentry work. Isaias appeared to make decisions in isolation with no discussion with his advisors. It was difficult to tell how Isaias would react each day and his moods changed constantly. Getachew added that Eritrea trains over 30 rebel groups at Camp Sawa near the Sudan border and graduates are infiltrated into Sudan, Ethiopia and Somalia to enhance instability and target Ethiopian interests. Getachew expressed dismay with Kenya in allowing Eritrean intel officers and military trainers who support al-Shabaab in Somalia, to bribe their way out of Kenya and return to Eritrea. He explained the activities of Abraha Kassa, Eritrea’s elusive intel chief who directs Eritrea’s Somalia operations.

(S) On Somalia, Getachew said the only way to support stability was through support for the ASWJ which attracts a wide range of support from all the clans, especially those groups in conflict with each other. The ASWJ has been effective in countering al-Shabaab and is ideologically committed to Sufism and the defense of Islam against the extremist salafists which form al-Shabaab. Getachew said the U.S. can best help by supporting the ASWJ and TFG to cooperate, to pay salaries of TFG troops and support the IGAD and African Union which are seeking to sanction Eritrea, implement a no fly zone, and close ports used by extremist elements.

12. (S) On Sudan, Getachew urged the U.S. to engage Bashir and the Sudanese leadership. Sudan, more than Somalia, poses the greatest threat to regional security and stability, Getachew argued. The prospects for a civil war which destabilizes the region would be devastating. The only country that would benefit would be Eritrea.

13. (S) It is interesting that Getachew’s description of President Isaias mirrors Getachew’s own character, as well.

Getachew avoids speaking with foreigners and few foreigners really know him. He is not well liked within his own agency for decisions he makes in isolation which, at times, make little sense and are not discussed in consensus with his staff. His apparent hot temper and reclusive habits have made it difficult for his staff to gauge his moods and understand his thought process. The Prime Minister himself and other EPRDF leaders have remarked to the Ambassador that it is difficult to talk with Getachew and to meet with him, but that his loyalty to the EPRDF is never in question. Despite his poor reputation, Getachew is regarded as a strong EPRDF hardliner and commands considerable authority and influence within the powerful EPRDF executive committee which lays down the policy for the ruling party and the government. While relations with NISS officials below Getachew’s rank are extremely cordial and, depending on the unit, very close, the Ambassador has met with Getachew only twice in the past three years, and other Embassy staff have also met with little success in engaging him. Even visiting senior U.S. intel officers have not been successful in meeting Getachew. Ambassador will pursue future meetings with Getachew but he will never be a close contact. End Comment. ONLA Encircles the Road between Jigjiga and Dhagaxbuur

Initial reports received from the Ogaden National Army (ONLA ) central command which were corroborated by reliable local, civilian eyewitnesses confirm the success of the ONLA forces in inflicting heavy losses to the Woyane militias in and around the road between Jigjiga and Dhagaxbuur, specially near Cobole and Geedi Aar villages.

First reports provided by the ONLA central command indicate the operations undertaken by the Duufaan unit which operates in and around Jigjiga and Dhagaxbuur resulted in the capture of huge caches of military supplies.

The ONLA claimed to have inflicted heavy military losses including the death of 35 Ethiopian soldiers.

Details of the attack will be published later.

Mass detention of Ogaden civilians in Dhagaxbuur

Over one hundred civilians were detained in the town of Dhagaxbuur as confirmed by local eye witnesses. This detention of civilians follows in the footsteps of illegal detentions that have taken place throughout Ogaden in the past couple of years.

Reliable sources report that the detained civilians were immediately transported to the main military prison in the city of Jigjiga’s Jail Ogaden.

In related news, Ogaden Online reporters in Dhagaxbuur confirm the detention of some of well known business leaders in the city, among them is man named Mustafe Sharif Cabdi Sagal.

There is constant fighting between Ethiopian troops and ONLF forces in the Ogaden region. Human rights organizations accuse the Ethiopian soldiers of violating the human rights by harassing the people in the Ogaden region.

elections” and as fresh reports of insecurity emerge, there is a pressing need to assess where Ethiopia is heading and what this will mean for EU policy and the Horn of Africa.

Ms Ana Gomes MEP will convene a hearing, ‘Ethiopia’s Stalled Democracy: A Spotlight on the Ogaden’ at the European Parliament in Brussels from 16.15–18.15 on 7 December 2010 in collaboration with the

Unrepresented Nations and Peoples Organization (UNPO) and the African Rights Monitor (ARM).

Under discussion will be the political and humanitarian situation of Ethiopia’s ethnic communities, with personal testimony from the Ogaden region illustrating the current situation of human rights and

democracy, the impact of the elections and what the result will spell for peace in the coming months.

Dear: President Barack Obama, Senator Kent Conrad, Senator Byron L. Dorgan, Congress Earl Pomeroy

I appreciate your willingness to serve the public. As a concerned citizen, we are writing this letter to inform you of the human rights violations that are currently taking place in the desiccated Ogaden region of Ethiopia. We are asking you to take immediate action to protect these incapacitated individuals from the Ethiopian government and bring reconciliation to this region. The racial extermination of the Ethiopian military against the people of the Ogaden has been ongoing since September 23, 1948, when the Ogaden region was transferred to Ethiopia. The Ogaden region is sparsely inhabited with Somali nomads, who are deprived of both personal and political freedom.

It is critical to note that very few people have limited knowledge of this genocide. Genocide is defined as the killing of members in a group, causing serious bodily or mental harm, imposing measures intended to prevent birth, or forcibly transferring children of that group to another group. This is exactly what is taking place in Ogaden, according to the Genocide Convention signed and put into effect by the U.N December 9. 1948. Anyone committing genocide, whether constitutionally responsible rulers, public officials, or private individuals will be punished. The Ethiopian government have violated all these which is crime and us seven year old I was witness and no word could be describe but terrifying, frightening, scary plus whenever I remember I just cry because of what I saw at the age is still getting worse.

According to the Human Rights Watch Report titled Collective Punishment, 2008, "the Ethiopian government has severely restricted humanitarian agencies from operating in the conflict affected areas of the Somali region." In addition to these restrictions of international relief agencies, the mainstream media are prevented from reporting these undocumented tragedies in this region. Consequently, these restrictions have prevented the world from becoming acquainted with this atrocious genocide. In one report of the Human Rights Watch, it states "tens of thousands of ethnic Somali civilians living in eastern Ethiopia's Somali regional states are experiencing serious abuses and a looming humanitarian crisis." Nonetheless, while the Human Rights Watch and our State Department continue to chronicle substantial reports of this genocide, the world continues to be oblivious to this horrendous plight.

We acknowledge that there have been previous attempts by the US Senate to urge State Deportment and the White House to initiate a broad independent investigation by the conduct of the Ethiopian military forces in the Ogaden but so far no action has taken place. As our Leaders, we urge you to take part in this great effort to help bring this plight of Ogaden to the world's attention and imposing sanction on the Ethiopian regime. This is time you could save life of millions of lives yet the best thing human could do is saving life but you all get opportunity to save millions of Ogaden lives. Please assist the100000 people who is from this region via a letter to the White House about the need for a political resolution.

Tigrayan farmers take on Afar breeders

Tension has grown in the Afar Regional State after Tigrayan arable farmers settled on large private land areas.

According to a tally effected in September 2010, ten private agricultural investors control 5,000 hectares of land around Gewani, in the Awash valley (Afar Regional State). Seven of these companies are owned by Tigrayans, totalling 4,790 hectares in leases attributed by the local authorities, linked to the government in Addis Ababa. The two largest of these firms, Tsegaye Agricultural Development and Lucy Agricultural Development, each hold 1500 hectares.

This redistribution of land has caused local conflicts, which have sometimes turned violent. In one case, Gewani's administrator, Yakud Hawino, was killed at the end of April following a vendetta linked to land issues. One of the three other firms with a lease in this zone is owned by Fatouma Abdella, the wife of Ismael Ali Siro, the President of the Regional Government.

Introduction

On the night of September 21, 2010, less than a week after hundreds of Ogaden National Liberation Front (ONLF) armed fighters trained by Eritrea trespassed through Somaliland and entered into the Somali Region of Ethiopia (Ogaden), Senior Ethiopian Government officials were in Bole International Airport (Addis Ababa) to receive an “ONLF” delegation led by Engineer Salahadin Ma’ow Sh. Abdirahman. In the coming few days, most likely in the first week of October, the “ONLF” faction that chose peace with Ethiopia will hold conferences inside the Ogaden region. The plan is to organize one such conference in Gari’goan, a place of symbolic value for the ONLF, as it is where its first conference was held after the fall of the Dergue regime. This will be followed by a large meeting with the ‘people’ in Kebri-Dahar to brief on the outcomes of the Gari’goan conference.

In June 2010, The Ethiopian Government also signed a peace deal with the United Western Somali Liberation Front (UWSLF), a defunct Islamist front with no armed presence in the region. The group’s leader Sheekh Ibrahim is now in the capital of the Somali regional State - Jigjiga, but there has been no change for the better in the security situation of the region since his group signed the peace deal. In fact, it got worse with clashes between the Government forces and the ONLF rebels becoming more frequent and more intense. In the month of September alone, Ethiopia claimed to have killed over 120 rebel fighters, while the ONLF on its part issued a series of military communiqués in which it claimed to have killed several hundreds of Ethiopian National Defense Forces (ENDF).

Because it is clear that foes do not turn into trusting friends overnight - over a span of a week in this case, it is obvious that Engineer Salahadin is not the man who sent the three hundred fighters into the region. In fact, only two months ago, the Engineer was in negotiation with an Ethiopian delegation in the United States of America; which tells us that he is not also the man who commands the rebel fighters who are fighting inside the Ogaden region.

This brings several questions.

(1) If the new ‘ONLF’ group can’t silence the guns that are blazing in the region, what peace can they offer?

(2) Could it be the case that they have a strong public appeal and hence can offer political capital to the Ethiopian Government in its fight against ONLF, or the ‘faction that still refuses to negotiate’, as the government likes to describe the ONLF led by Admiral Mohamed Omar Osman (the man who is known to be the bona fide leader of the ONLF)?

(3) If the peace deals with UWSLF didn’t help the situation on the ground, why does the Ethiopian Government continue to engage in yet another peace deals with groups that are unlikely to have a real impact in how things are going on the ground?

(4) What does Ethiopia hope to achieve with these ‘peace’ deals?

(5) What repercussions will it have for the ONLF that is not part of this deal?

Meles Zenawi’s Mindset and two-pronged Strategy

Prime Minsiter Meles Zenawi made a telling interview on August 11, 2010 in which he delved in depth into the clan system of the Ogaden community and basically drew a line between sub-clans he said are fighting him and those he labelled as either friendly or negotiating. It was a wrong generalization and it drew the ire of the ONLF which immediately issued a press release accusing him of inciting genocide against one particular sub-clan under his rule. It was an embarrassing interview in which the Ethiopian Prime Minister appeared more like a traditional leader of a clan entity than a political leader of a multi-ethnic state. The whole interview has been a catalogue of outbursts which led many to raise questions over the Prime Minister’s political sanity. But the utterances could help us read the mindset of Mr. Meles and why vain peace deals have become the vogue in Ogaden.

Prime Minister Meles Zenawi knows that these peace deals will not yield military dividends in the form of weakened operational capacity of the ONLF. However, he counts on them leading to further divisions among the support base of the ONLF- the various Ogaden sub-clans. He hopes this would translate into a growing pressure on ONLF leadership to acquiesce to his demands. Therefore, he sees these peace projects as worthy investments. There are also some analysts who see this process as a public relations exercise designed to woo back petrified international oil companies into the region. It could also be part of a larger scheme to give the façade of readiness to attend to the concerns of the international community who continue to voice concerns over human right violations in Ethiopia in general and mainly in Ogaden.

The Utility of ‘Turns’

Throughout the history of mankind, converts have been used to show the superiority of one’s religion, idea or system. ‘Turns’ are a vital expression of triumphant power, proof that a cause is convincing and potent. So, by fronting ‘ex-ONLF’ men who have discarded their ‘wrong’ ideologies, the regime in Addis Ababa hopes to show that the ONLF is pursuing a lost cause. That is also another reason why it is imperative to import men from the Diaspora; men who may or may not have anything to do with ONLF, and parade them to the local and international media to prove the quandary in which the ONLF is in.

This writer is reliably informed that there is only one man who ever had any contact with ONLF in any capacity in the entire ‘ONLF’ delegation that landed at Bole on September 21, 2010. The leader of the delegation, Engineer Salahadin Ma’ow, was a member of the central committee of the ONLF before he was ousted in 2004 along with the late Dr. Mohamed Sirad Dollal, later killed by the Ethiopian army in 2009. Therefore, while he is a ‘Turn’ in the sense that he was a member of the ONLF in the past, he may not be a very useful ‘turn’, as he was in the cold for a while. This will damage the potency of the message of ‘peace’ Salahadin may espouse in the coming days.

It is instructive to note that there is no single member out of the serving 51 members of the central committee of the ONLF who is part of this peace deal. Likewise, not a single military commander of the ONLF has yet to surrender and join this group. It is therefore highly unlikely that events on the ground will be affected by the ongoing processes. None of the Diaspora contingent who morphed into ‘ONLF’ representatives overnight has a recognizable public standing and hence are unlikely to influence the opinions of the majority of the Ogaden people.

The role of local Militias in the fight against ONLF

From 2007, the Ethiopian government started to arm local militias against the ONLF. In addition to the useful intelligence information they bring in, the local militias known as Liyu Police (Special Police) are mainly formed to thwart international criticisms of the Ethiopian military and to paint the conflict as internal civil war in the region. The Liyu Police offer little resistance to the ONLF as they are poorly trained and are largely urban and semi-urban school drop-outs with little motivation to fight. Their main use is the cover they provide for the Ethiopian army in its handling of the conflict.

Conclusion

Meles follows a two-pronged strategy in dealing with the ONLF menace: divide and weaken the ONLF through series of ‘peace deals’, and intensify the use of local militias in the fight alongside the national army, to insulate the army and himself from any accountability. He will likely continue to rely more on the second one, which is arming local militias; after the current phase of the ‘peace deal’ is finalized and the fanfare dies down.

The conflict in the region will continue to claim more lives on both sides and shows no sign of ending. The Ogaden conflict is a political one which lingered on for a long time and it can only be ended with a political solution. The current peace deals signed by the Ethiopian Government and various groups with no military and political clout in the region will not help in advancing genuine peace and reconciliation in the region. In fact, it will do more harm as it will undervalue the meanings of peace deals.

Recommendations

1. The Ethiopian Government must realize that staged peace pranks are not substitute to genuine peace agreements. The conflict in Ogaden can only be resolved when real actors came face to face and discuss real issues. It must agree to unconditional negotiations with ONLF in a neutral country and in the presence of international mediators, as this is consistent with all known models of conflict resolution in the world.

2. The ONLF must prepare itself to make painful concessions if and when such an international negotiation is organized. It must see the armed struggle only as a means of bringing the Ethiopian Government to the negotiating table and should not be influenced by any outside forces in taking decisions about peace.

General Mulugeta among the Dead in Shiniile

Reports reaching the Ogaden Online service desk from both our reporters in and around JigJiga and highly placed sources within the Woyane leadership based in Harar confirm the death of a number of high ranking Woyane military officers in the latest battles in the Shiniile province.

Among the most high profile of the dead was the general commanding the eastern battalion that was headquartered in Harar. Locals knew him as General Mulugeta (spelling may be incorrect). He is confirmed to have died when the main Anane military garrison was overrun by Ogaden National Liberation Army (ONLA) commando units.

Columbia University continues to give speaking gigs to dictators

Three years after inviting Iranian president Mahmoud Ahmadinejad to speak, Columbia University has invited Meles Zenawi, prime minister of Ethiopia, to speak at its “World Leaders Forum.” (A better title might be the “Demagoguery from Dictators” series.) Zenawi may wind up getting billed as a “controversial choice” but he’s yet another dictator to join Columbia’s anti-democracy pavilion, as he’s listed no. 16 on Parade Magazine’s “World’s Worst Dictator” list of 2009.

From Parade:

A former guerrilla leader, Meles shows no signs of sharing power with anyone. In January, his government passed a law forbidding any NGO that receives more than 10% of its budget from abroad from doing human rights work in Ethiopia. Despite Meles’ excesses, the U.S. considers him an important regional ally and continues to train his military.

It’s all well and good that he is an ally for the United States, but why should Columbia honor him with a speaking engagement? In fact, Columbia’s greatest mistake may not have been the invitation, but the naive repetition of Ethiopian officials’ praise for him in the website promoting the event:

“Under the seasoned governmental leadership of Prime Minister Meles Zenawi, now in his fourth term … Ethiopia has made and continues to make progresses [sic] in many areas including in education, transportation, health and energy.”

(It could be true that he’s just this good. He did get 99.6 percent of the vote in the last election!) Contrast that to just one of Human Rights Watch’s many complaints:

“Ethiopia’s citizens are unable to speak freely, organize political activities, and challenge their government’s policies–through peaceful protest, voting, or publishing their views–without fear of reprisal.”

Perhaps it’s because Columbia has an appreciation for totalitarian sensibilities when it comes to free speech. Check out its rating on speechcodes.org. You can be punished for “leaning over, invading a person’s space” as “sexual harassment,” and “behavior that is motivated by hostility to race, religion, sexual orientation, ethnicity, national origin, gender identity and expression, age, or disability.” In other words, if you’re an atheist criticizing Catholics or vice versa, you can be punished.

Imagine that pitch: You too can have your freedoms limited for only $20,000 a semester. The president of the university, Lee Bollinger, might think that’s not a bad price, after all, he needs to get his $1.4 million salary from somewhere.

Somalia needs more military, financial support: UN

UNITED NATIONS (Reuters) - The world urgently needs to boost military support for Somalia's government and African Union forces deployed in the virtually lawless Horn of Africa nation, the new U.N. envoy to Somalia said on Thursday.

"While the crisis in Somalia persists, positive opportunities still exist in both the political and security sectors to move the peace process forward," U.N. special envoy Augustine Mahiga told the Security Council.

"Scaled-up assistance from the international community is needed to make a difference," he told the 15-nation panel.

Islamist Al Shabaab insurgents stepped up their fight to topple Somalia's Western-backed administration last month.

Last week, suicide bombers killed two African Union peacekeepers and a number of civilians at Mogadishu's airport in the latest attack on the Somali capital by the al Qaeda-linked rebels.

Mahiga said the African Union would soon ask the Security Council to authorize increasing the number of its peacekeepers in Mogadishu and other "strategic locations" in Somalia.

He said AU and the seven-nation East African Intergovernmental Authority on Development (IGAD) agreed to deploy 2,000 more troops in Mogadishu, which would enable the AU mission to reach its full mandated strength of 8,000. He added that both bodies expected the full deployment to rise to 20,000 in the coming months.

One senior Western diplomat, however, said the AU did not have the troops ready for such an increase.

In his latest report on Somalia to the Security Council, Secretary-General Ban Ki-moon urged U.N. member states "to provide urgent military and financial support and other resources" to the Somali government.

BETTER GOVERNANCE NEEDED

U.S. Ambassador to the United Nations Susan Rice said Washington was reviewing the proposals and "will give them thorough consideration."

British Ambassador Mark Lyall Grant said that greater U.N. involvement in Somalia will not be successful unless Somalia's transitional federal government can "deliver better governance and reform of the security sector."

"The TFG (transitional government) must resolve its internal differences, which are deeply damaging," he told the council. "There can be no successful military strategy in a political vacuum."

Mahiga also called on the Somali government "to reach out more to opposition groups, expand the political process and focus on delivering basic services to the people."

But AU troops, he said, are "critically short" of the means to prevent civilian casualties and lacked adequate "surveillance and operational intelligence systems."

Ban has organized a high-level meeting on Somalia on September 23 on the sidelines of the U.N. General Assembly's annual gathering of world leaders.

Somalia has been plagued by anarchy since warlords ousted military dictator Mohamed Siad Barre in 1991. Pirates are active in its coastal waters and have driven up shipping costs in the Gulf of Aden.

Al Shabaab has waged a three-year insurgency against the fragile transitional government of President Sheikh Sharif Ahmed and they now control much of Mogadishu and huge tracts of southern and central Somalia.

Dictators on Campus: A Free Speech Issue?

Whoever signed off on inviting Meles Zenawi to speak at Columbia University’s World Leaders Forum probably figured that the Ethiopian dictator’s obscurity would protect the school from any criticism. Let me be the first to prove that person wrong: Zenawi is like a watered-down Robert Mugabe meets a watered-down Omar al-Bashir; a strongman who has impoverished his own people in order to maintain his stranglehold on power, and who has exploited his country’s strategic significance in order to gain the backing of the United States. I suppose he could offer Columbians a hell of a seminar on dictatorial self-preservation

Did Columbia Scrub Meles Zenawi's Online Bio?

Ethiopian Prime Minister Meles Zenawi, who is scheduled to speak at Low Library on Sept. 22, has allegedly intimidated voters at polls, detained political opponents, and been labeled by the New York Times as an example of "autocratic repression." So why did Columbia's World Leaders Forum website refer to such a divisive figure as having demonstrated "seasoned leadership"?

His short biography has since been removed from the website and replaced with a note that he will be speaking on "the current global economy and its impact."

Dear President Bollinger, Mr. Stiglitz, respected faculty and students of the University of Columbia:

On behalf of the Ogaden population and concerned citizens of The United States, Resolve Ogaden Coalition would like to express our grave concern over the University of Columbia’s recent invitation to Prime Minister Meles Zenawi to present the keynote address on the topic of Ethiopia and African leadership. In addition, Resolve Ogaden Coalition would like to bring to the University’s attention the inconceivable harm, injustice and hardship faced by the inhabitants of the Ogaden.

Although the university is free to invite who they please, it is important to note that by inviting a leader accused of war crimes and crimes against humanity, the university does irreparable damage to its reputation, and brings into question its core values.

Situated in eastern Ethiopia, the Ogaden region is challenged by conflict and war between the Ogaden National Liberation Front (ONLF) and the Ethiopian armed forces. In recent years the conflict in the Ogaden has escalated to unprecedented levels as it affects the lives of the civilian population and contributes to the endless suffering of millions. The escalation of violence is largely due to the Ethiopian governments “anti-insurgency” campaign which has been directed towards the civilian population as an approach against the ONLF, and their struggle for self determination.

Prime Minister Meles Zenawi obtained power in 1991, and over the years he has been accused of resorting to force to maintain his position. Unfortunately, this force has been heavily concentrated on the Ogaden region. According to numerous and credible humanitarian and human rights organizations such as Human Rights Watch, under the leadership of Zenawi, the Ethiopian armed forces perpetrated countless human rights abuses, war crimes and crimes against humanity that include, but are not limited to, mass detentions; rape; the destruction of property; mistreatment of detainees; force relocations; the deliberate deprivation of resources; and various genocidal acts the international community has yet to acknowledge or advocate against these crimes. Satellite images by the American Association for the Advancement of Science confirm reports that the Ethiopian military burned entire villages in remote areas of the Ogaden. Under the Rome Statute such actions are considered war crimes and crimes against humanity.

The systematic oppression and genocidal massacres occurring in the Ogaden region have gone unnoticed by the international community and prevented international relief organizations from providing medical and humanitarian aid to the millions who are affected by the conflict. This is largely due to the Ethiopian government’s decision to expel all humanitarian and human rights organizations from the region. The Red Cross, Doctors without Borders and Amnesty International have all been forced from the region after voicing numerous concerns over the human rights abuses in the Ogaden, leading many advocates of human rights to conclude that the Ethiopian government is indeed concealing its crimes in the Ogaden. Furthermore, the Ethiopian government has managed to establish Janjaweed like militias called Liyuu police that have been created solely to terrorize, intimidate and further destabilize the region.

Columbia University is a respected and an internationally recognized institution with a historical reputation of advocating against injustice, inhumanity, and oppression. It was among the first American universities to denounce the apartheid regime in South Africa, and has always been the first to advocate and promote human rights in many different regions and nations around the world. Hence, it is a fundamental and a moral obligation for the University of Columbia to act upon its governing principles and address the plight of the Ogaden people.

It is essential for the University to promote human rights in the Ogaden by sending a clear and unmistakable message to the Ethiopian government and the rest of the world that signifies the heinous human rights abuses and the prolonged conflict in the Ogaden will not be welcomed nor tolerated by the University. Finally, it is imperative to raise questions and challenge Prime Minister Meles Zenawi regarding the human rights violations committed against the inhabitants of the region by the Ethiopian National Defense Force (ENDF).

As advocates for human rights, we support the pursuit of justice, peace and self-determination in all parts of the world. Although we are sensitive to the University’s position and acknowledge that it is too late to withdraw its invitation, it is essential that the University of Columbia takes this opportunity to urge the Prime Minister to engage in comprehensive talks with the Ogaden National Liberation Front (ONLF) headed by Admiral Mohamed Omar Osman. Such talks could dramatically impact the dire humanitarian situation and could lead to the development of a just and lasting solution to the ongoing conflict in the Ogaden

Recognizing that the greatness of the United States is due to its commitment to freedom of speech and tolerance, Resolve Ogaden Coalition respectfully requests that representatives of our organization be permitted to partake in the event so that we can respectfully and peacefully address the Prime Minister. We believe Mediating between members of Resolve Ogaden Coalition and Prime Minister Meles Zenawi is the first step the University can take to smooth the progress of peace and stability in the Ogaden region. We are confident once the invitation to engage in comprehensive peace talks with Admiral Mohamed Omar Osman of ONLF is extended to the Prime Minister; we will be a step closer to ending the suffering and bringing to fruition peace and democracy to the people of the Ogaden.

Lastly, we believe that safeguarding the dignity and core values of this great University is in the best interest of every student and faculty member, by granting our request and allowing us to be the voice for the millions of voiceless victims who have been silenced by years of conflict and suppression; you will succeed in doing so.
