Latest Update from West Bengal Board of Primary Education – July 2025

The West Bengal Board of Primary Education has announced a significant update regarding the mutual transfer of primary teachers through the UTSASHREE Portal. In reference to the School Education Department’s Memo No. 430-Sc/G dated 17.06.2025, a revised mechanism has been introduced to simplify the transfer process.

🔄 What’s New?

As per a video conference held on 25th June 2025, attended by district-level education officials, the following steps have been implemented:

✅ All applications submitted earlier for mutual transfer have now been unlocked.

✅ These applications have been returned to the applicants for further action.

✅ Each applicant must now upload the Confirmation Order issued by their respective District Primary School Council.

✅ Additional steps, if required, should be completed by the concerned teachers and councils.

If you are a primary school teacher who applied for mutual transfer through the UTSASHREE Portal:

🔹 Check if your application has been sent back

🔹 Upload the required Confirmation Order

🔹 Complete any other formalities as instructed

All District Primary School Councils, including Kolkata and Siliguri, have been requested to communicate this update to the concerned teachers without delay so that they can take timely action.

Subject: Functional Independence and Administrative Strengthening of the Office of Chief Electoral Officer, West Bengal

The Election Commission of India has emphasized the need for enhancing the functional and administrative independence of the Chief Electoral Officer (CEO), West Bengal. The Commission refers to the notification dated March 28, 2025, under Section 13A of the Representation of the People Act, 1950, appointing Shri Manoj Kumar Agarwal, IAS, as the CEO of West Bengal.

Subsequent government notifications have confirmed his appointment and designated him as ex-officio Additional Chief Secretary, Home and Hill Affairs (Election) Department, Government of West Bengal.

However, the Commission has expressed concern over the current lack of financial and administrative autonomy available to the CEO. At present, the CEO’s office functions with limited financial powers, relying on minor advances from the Finance Department. Moreover, the CEO’s office is categorized as a subordinate branch under the Home and Hill Affairs Department, which is headed by a Principal Secretary, despite the CEO being of Additional Chief Secretary (ACS) rank.

Directions from the Election Commission:

To ensure institutional autonomy and effective election management, the following actions have been directed:

1. Creation of an Independent Election Department

A separate Election Department must be established, fully independent of other State Government departments. This department should have a dedicated budget head to enable complete financial and administrative autonomy for the CEO

2. Delegation of Financial Powers

The CEO, West Bengal, should be granted financial powers equivalent to those of ACS/Principal Secretary/Secretary-level officers. Additionally, a separate Financial Advisor must be appointed within the Election Department to assist in the efficient discharge of official responsibilities.

3. Staffing of Vacant CEO Positions

In preparation for the upcoming General Election to the Legislative Assembly of West Bengal, the State Government is requested to fill the four vacant posts of Additional/Joint/Deputy CEOs in consultation with the Election Commission to ensure institutional readiness and smooth coordination.

BLO Duty না করলে

সম্প্রতি নির্বাচন কমিশনের নির্দেশে প্রত্যেক জেলার প্রাথমিক বিদ্যালয়ের শিক্ষকদের BLO Duty দেওয়ার নির্দেশ এসেছে। এই নির্দেশ না মানলে আইনি পদক্ষেপ নেওয়ার ও অভিযোগ এসেছে শিক্ষকদের মধ্য থেকে। নির্বাচন কমিশনের কাজ অর্থাৎ ন্যাশনাল ডিউটি।

কিন্তু এইভাবে শিক্ষকদের বাধ্যতামূলক ভাবে কি ভোটের ডিউটির মতো BLO Duty ও দেওয়া যায়?

প্রশ্ন উঠছে খোদ শিক্ষক মহল থেকে। প্রচুর স্কুলে একজন শিক্ষক বা ২ জন করে শিক্ষক রয়েছেন। এই ভাবে শিক্ষকদের BLO এর কাজে দিনের পর দিন নিযুক্ত রাখলে পড়াশোনার কি হবে? প্রশ্ন উঠছে।

🛑BLO Duty কি? এনাদের কাজ কি?

BLO এর ফুল ফর্ম Booth Level Officer. নির্বাচন কমিশনের নির্দেশে যারা বুথ স্তরে ভোটার তালিকা সংশোধন ও ভোটার তালিকা সংক্রান্ত বিভিন্ন প্রশাসনিক কাজ করে থাকেন তাদের বুথ লেভেল অফিসার বলা হয়। প্রত্যেক বুথে আগে থেকেই BLO Officer নিয়োগ করা থাকে। সাধারণত কোনও বুথের অঙ্গনওয়াড়ি কর্মী, পার্শ্ব শিক্ষক, SSK MSK ও চুক্তিভিত্তিক শিক্ষকেরা বিএলও ডিউটি করে থাকেন। কিন্তু নির্বাচনের আগে এই মুহূর্তে সারা রাজ্যের ভোটার তালিকা সংশোধন ও প্রচুর ভুয়ো নাম বাদ পড়ার কথা শোনা যাচ্ছে, তাই এবার এক সাথে প্রচুর কর্মীর প্রয়োজন পড়ছে। তাই স্কুল শিক্ষকদের এই কাজে নিযুক্ত করা হচ্ছে।

🛑বাধ্যতামূলক ভাবে বিএলও ডিউটির নির্দেশ

সম্প্রতি মুর্শিদাবাদের DM ও জেলা নির্বাচন কার্যালয় থেকে একটি নির্দেশিকায় সমস্ত সরকারি প্রাথমিক ও মাধ্যমিক বিদ্যালয়ের সহকারী শিক্ষকদের বিএলও হিসাবে নিয়োগ করার কথা বলা হয়েছে। কিছু শিক্ষক এই দায়িত্ব গ্রহণে বা পালনে অনীহা দেখাচ্ছেন বলে নির্দেশিকায় উল্লেখ রয়েছে। প্রশাসন এটিকে গুরুত্বের সঙ্গে বিবেচনা করে এই আচরণকে বিধিবদ্ধ দায়িত্বের লঙ্ঘন হিসেবে গণ্য করছে। নির্দেশিকায় স্পষ্টভাবে বলা হয়েছে যে, BLO Duty এর দায়িত্ব পালন বাধ্যতামূলক এবং এতে কোনও অবহেলা সহ্য করা হবে না।

🛑আইনি ব্যবস্থা

যদি কোনও শিক্ষক বিএলও-র দায়িত্ব পালনে অস্বীকৃতি জানান বা অবহেলা করেন, তবে তা সরকারি দায়িত্ব লঙ্ঘন হিসেবে বিবেচিত হবে। এই ক্ষেত্রে, The Representation of the People Act, 1950-এর ধারা ৩২ অনুযায়ী শৃঙ্খলাভঙ্গের অভিযোগে কঠোর ব্যবস্থা নেওয়া হবে। দোষী সাব্যস্ত হলে এক বছরের কারাদণ্ড, জরিমানা বা উভয় দণ্ডই হতে পারে।

🛑রাজ্যব্যাপী পরিস্থিতি

এই নির্দেশিকা মুর্শিদাবাদ জেলার জন্য জারি হলেও, এই সমস্যা শুধুমাত্র এই জেলার মধ্যে সীমাবদ্ধ নয়। রাজ্যের বিভিন্ন জেলায় শিক্ষকরা বিএলও-র দায়িত্ব পালনে অনীহা প্রকাশ করছেন, এবং প্রশাসন এই বিষয়ে কঠোর অবস্থান গ্রহণ করছে।

🛑আইন অনুযায়ী বিএলও ডিউটি কি সত্যিই বাধ্যতামূলক?

জেলা নির্বাচন কমিশনের নির্দেশ অনুসারে, সরকারি প্রাথমিক ও মাধ্যমিক বিদ্যালয়ের শিক্ষকদের বুথ লেভেল অফিসার (বিএলও ডিউটি) হিসেবে নিয়োগ করা বাধ্যতামূলক বলে উল্লেখ করা হয়েছে। জনপ্রতিনিধিত্ব আইন, ১৯৫০-এর ধারা ১৩বি(২) অনুযায়ী এই নির্দেশ দেওয়া হয়েছে বলে নির্দেশিকায় উল্লেখ করা হয়েছে।

Section 13B(2) in The Representation Of The People Act, 1950

“An electoral registration officer may, subject to any prescribed restrictions, employ such persons as he thinks fit for the preparation and revision of the electoral roll for the constituency.”

ভারতীয় নির্বাচন কমিশনের ১৯৫০-এর ধারা ১৩বি(২) অনুসারে……

রাজ্য বা স্থানীয় সরকারের গ্রুপ সি বা তার উপরের পদে কর্মরত নিয়মিত কর্মচারীদের বিএলও হিসেবে নিয়োগে প্রাধান্য দেওয়া হয়।

এই ধরনের কর্মচারী না পাওয়া গেলে, অঙ্গনওয়াড়ি কর্মী, চুক্তিভিত্তিক শিক্ষক বা কেন্দ্রীয় সরকারি কর্মচারীদের নিয়োগ করা যেতে পারে।

তবে, বাস্তবে এই নিয়মের লঙ্ঘন দেখা যায়। অনেক ক্ষেত্রে শিক্ষকদের তাদের জেলার বাইরে বা যে বুথের বাসিন্দা তারা নন, সেখানে নিয়োগ করা হচ্ছে, যা আইনের পরিপন্থী।

🛑ডিউটি অস্বীকারের পরিণতি

শিক্ষকদের মধ্যে ধারণা রয়েছে যে বিএলও দায়িত্ব অস্বীকার করলে কঠোর শাস্তি হতে পারে। তবে, জনপ্রতিনিধিত্ব আইন, ১৯৫০ এর ধারা ৩২ ভোটার তালিকা প্রস্তুতিতে যদি ভুল হয়, সেখানে শাস্তির নিদান রয়েছে। তবে ডিউটি না করলে বা দায়িত্ব প্রত্যাখ্যানের ক্ষেত্রে কি হবে, সেই বিষয়ে কিছু স্পষ্ট করে বলা নেই। ফলে, বিএলও দায়িত্ব অস্বীকার করলে সরাসরি জেল বা জরিমানার সম্ভাবনা রয়েছে কিনা, তা কেবলমাত্র আইনি বিকল্পই সিদ্ধান্ত নিতে পারে।

Section 32 in The Representation Of The People Act, 1950

32. Breach of official duty in connection with the preparation, etc., of electoral rolls.—

“If any electoral registration officer, assistant electoral registration officer or other person required by or under this Act to perform any official duty in connection with preparation, revision or correction of an electoral roll or the inclusion or exclusion of any entry in or from that roll, is without reasonable cause, guilty of any act or omission in breach of such official duty, he shall be punishable with imprisonment for a term which shall not be less than three months but which may extend to two years and with fine.”

“No suit or other legal proceeding shall lie against any such officer or other person for damages in respect of any such act or omission as aforesaid.”

“No court shall take cognizance of any offence punishable under sub-section (1) unless there is a complaint made by order of, or under authority from, the Election Commission or the chief electoral officer of the State concerned.”

🛑নির্বাচন কমিশনের ক্ষমতা:

নির্বাচন কমিশন শিক্ষকদের সরাসরি নিয়োগকর্তা নয়। তাদের নিয়োগকর্তা হল জেলা প্রাথমিক শিক্ষা পরিষদ (DPSC) বা জেলা পরিদর্শক (ডিআই)। তাই, নির্বাচন কমিশন শিক্ষকদের সরাসরি শাস্তি দিতে পারে না। তারা কেবল সংশ্লিষ্ট কর্তৃপক্ষের কাছে শাস্তিমূলক ব্যবস্থার সুপারিশ করতে পারে। শিক্ষকদের চাকরি বরখাস্ত বা সাসপেনশনের ক্ষমতা কার্যত নির্বাচন-কমিশনের নেই।

🛑শিক্ষকদের অধিকার ও RTE শিক্ষার উপর প্রভাব

শিক্ষার অধিকার আইন, ২০০৯ (RTE)-এর ধারা ২৭ অনুযায়ী, শিক্ষকদের অ-শিক্ষামূলক কাজে নিয়োজিত করা যাবে না, তবে জনগণনা, বিপর্যয় মোকাবিলা এবং নির্বাচনের কাজ এর ব্যতিক্রম। বিএলও দায়িত্ব শিক্ষকদের শিক্ষাদানের কাজে বাধা সৃষ্টি করে।

🛑কাজের চাপ:

বাড়ি বাড়ি সমীক্ষা, ভোটার তালিকা প্রস্তুতি, আবেদন যাচাই এবং মিটিং-এ অংশগ্রহণের মতো কাজ শিক্ষকদের উপর অতিরিক্ত চাপ সৃষ্টি করে।

🛑ক্ষতিপূরণের অভাব:

বিএলও দায়িত্বের জন্য শিক্ষকদের প্রায়ই ছুটির দিনে কাজ করতে হয়। শ্রম আইন অনুযায়ী, এর জন্য ক্ষতিপূরণমূলক ছুটি বা ওভারটাইম বেতন প্রাপ্য, কিন্তু নির্বাচন কমিশন এই বিষয়ে কোনও ব্যবস্থা নেয় না।

🛑আইনি উদ্যোগ

শিক্ষকদের একাংশ এই নিয়োগ নীতির বিরুদ্ধে আইনি পদক্ষেপ নিচ্ছেন। কলকাতা হাইকোর্টে এই বিষয়ে মামলা দায়েরের প্রস্তুতি চলছে, এবং অনেক শিক্ষক এতে আবেদনকারী হিসেবে যোগ দিচ্ছেন। এই মামলার গতিপ্রকৃতি ভবিষ্যতে এই বিষয়ে গুরুত্বপূর্ণ প্রভাব ফেলতে পারে।

সারা রাজ্যের ভোটার তালিকা সংশোধনের কাজ একসাথে এসে পড়ায় সম্প্রতি নির্বাচন কমিশনের উপর চাপ অনেকটাই বেড়ে গেছে। তাই এক সাথে প্রচুর সংখ্যক BLO নিয়োগের প্রয়োজন হয়েছে। এই কারণে প্রচুর শিক্ষক এই সংক্রান্ত নির্দেশিকা পেয়েছেন। তবে প্রচুর শিক্ষক এই কাজ সাদরে গ্রহণ করলেও, শিক্ষকদের একাংশ BLO Duty করতে রাজি নন। এই ব্যাপারে ইতিমধ্যেই আদালতে মামলা দায়ের করা হচ্ছে। এবার এটাই দেখার শেষমেশ কি সিদ্ধান্ত হয়।

আপনাকে জানানো যাচ্ছে যে, ৯ই এপ্রিল ২০২৫ তারিখে পশ্চিমবঙ্গ মানবাধিকার কমিশনের একটি দল ফতাপুকুর লোয়ার প্রাইমারি স্কুল পরিদর্শনে যায়। সেই পরিদর্শনের ভিত্তিতে একটি যাচাই করা প্রতিবেদন সংযুক্ত করে পাঠানো হচ্ছে। তারিখ ২৫.০৪.২০২৫ অনুযায়ী সুপারিশসমূহ এতে অন্তর্ভুক্ত করা হয়েছে।

মানবাধিকার আইন, ১৯৯৩-এর ধারা ১২(গ)-এর বিধান অনুসারে, পশ্চিমবঙ্গ মানবাধিকার কমিশন ৯ই এপ্রিল ২০২৫ তারিখে ফতাপুকুর লোয়ার প্রাথমিক বিদ্যালয় পরিদর্শন করে। এই পরিদর্শনের পূর্বে রাজ্য সরকার এবং সংশ্লিষ্ট বিদ্যালয় কর্তৃপক্ষকে অবহিত করা হয়।

বিদ্যালয়টি একতলা ভবন বিশিষ্ট এবং এতে একটি সাধারণ আকৃতির খেলার মাঠ রয়েছে, যা সীমানা প্রাচীর দিয়ে ঘেরা।

পরিদর্শনের দিন বিদ্যালয়ে মোট ৬৫ জন ছাত্রছাত্রী ছিল।

সমস্যা/অসুবিধা:

৫ জন সহকারী শিক্ষকের মধ্যে একজন দীর্ঘদিন অনুপস্থিত, কারণ তিনি দীর্ঘমেয়াদী অসুস্থতার জন্য মেডিক্যাল লিভে রয়েছেন।

ফলে, একজন শিক্ষককে একসাথে দুটি শ্রেণি পড়াতে হচ্ছে, যা একই শ্রেণিকক্ষে করানো অত্যন্ত অবাস্তব ও কঠিন।

ফতাপুকুর লোয়ার প্রাথমিক বিদ্যালয় পরিদর্শন রিপোর্ট

মিঃ সাজ্জির হোসেন, সংশ্লিষ্ট বিদ্যালয়ের সাব-ইনস্পেক্টর, পরিদর্শক দলকে জানান যে,

এই এলাকার কিছু বিদ্যালয়ে অতিরিক্ত শিক্ষক কর্মী রয়েছে। তিনি আশ্বস্ত করেন যে, একজন অতিরিক্ত সহকারী শিক্ষক যিনি অন্য বিদ্যালয়ে কর্মরত, তাঁকে খুব শীঘ্রই এই বিদ্যালয়ে স্থানান্তর করা হবে।

ছাত্রছাত্রীদের সুযোগ-সুবিধা:

এই বিদ্যালয়ের ছাত্রছাত্রীদের জন্য:

বিনামূল্যে শিক্ষা প্রদান করা হয়

ইউনিফর্ম, বই, স্টেশনারি, স্কুল ব্যাগ, জুতো – সবই বিনামূল্যে দেওয়া হয়

তবে পরিদর্শক দলকে জানানো হয় যে, চলতি বছর জুতো এখনো বিতরণ করা হয়নি।

স্টাফিং ও সুবিধার ঘাটতি:

বিদ্যালয়ে Group C বা Group D স্তরের কোনো কর্মচারী নেই

মিঃ বড়াই, ADM(G) সাহেব বিদ্যালয়ের প্রধান শিক্ষককে পরামর্শ দেন যেন তিনি ব্যাংক ম্যানেজারের সঙ্গে যোগাযোগ করেন, যেখানে বিদ্যালয়ের অ্যাকাউন্ট আছে।

তিনি বলেন যে, Social Security Scheme বাবদ কিছু তহবিল ওই ব্যাংক থেকে সংগ্রহ করে, বিদ্যালয় কর্তৃপক্ষ কম্পিউটার ইত্যাদি কেনার জন্য তা ব্যবহার করতে পারে।

বিদ্যালয়ে প্রশিক্ষণ প্রদানের জন্য তহবিল ব্যবহার করার প্রস্তাব:

ছাত্রদের জন্য কিছু তথ্যবহুল বই এবং শিশুদের উপযোগী পত্রিকা যেমন:

শুখতারা, আনন্দ তেবিল, ঠাকুরমার ঝুলি ইত্যাদি

দেশ ও রাজ্যের মহান ব্যক্তিদের জীবনী, যেমন:

রবীন্দ্রনাথ ঠাকুর, নেতাজি সুভাষচন্দ্র বসু, স্বামী বিবেকানন্দ প্রভৃতি

→ এইসব বই লাইব্রেরিতে সংরক্ষিত রাখা যেতে পারে।

ছাত্রদের সামাজিক ও নৈতিক দায়িত্ব সম্পর্কে সচেতন করতে একটি অতিরিক্ত শ্রেণির ব্যবস্থা করার পরামর্শও দেওয়া হয়েছে।

ড্রপআউট সংক্রান্ত তথ্য:

পরিদর্শক দলকে জানানো হয়েছে যে, ৯ থেকে ১১ বছর বয়সী মেয়েদের মধ্যে প্রতিবছরই ড্রপআউটের হার লক্ষ্য করা যায়।

চলতি বছরে ৫ জন ছাত্রী স্কুল ত্যাগ করেছে।

রান্নার বাসনপত্র পরিষ্কার করা হয়েছিল, তবে—

🔴 ডাইনিং স্পেসে পরিষ্কার-পরিচ্ছন্নতা সঠিকভাবে রক্ষিত হচ্ছে না।

🔴 সিমেন্টের বেঞ্চ ও টেবিল থাকলেও দুটি সারির মধ্যবর্তী ফাঁকা জায়গাটি অপরিষ্কার।

🔴 আলো ও পাখার কোনও ব্যবস্থা নেই ডাইনিং স্পেসে।

সুপারিশ (RECOMMENDATION):

অতিরিক্ত একজন সহকারী শিক্ষককে অবিলম্বে অস্থায়ী ভিত্তিতে নিযুক্ত করতে হবে

– কারণ একজন সহকারী শিক্ষক দীর্ঘদিন যাবৎ মেডিক্যাল লিভে রয়েছেন।

বিদ্যালয়ের DI বা সাব-ইনস্পেক্টর কর্তৃপক্ষকে বলা হয়েছে যেন তাঁরা তৎক্ষণাৎ এই বিষয়টি কার্যকর করেন।

WBHRC সুপারিশসমূহ (Recommendations)

2. মিড ডে মিলে ডাল শুধুমাত্র শুক্রবারে দেওয়া হয়।

➡️ সুপারিশ করা হচ্ছে যে, সপ্তাহের অন্যান্য দিনেও ডাল পরিবেশন করা হোক।

3. চতুর্থ ও পঞ্চম শ্রেণির ছাত্রছাত্রীদের জন্য কম্পিউটার প্রশিক্ষণের ব্যবস্থা করার পরামর্শ।

4. লাইব্রেরি গঠন করা হোক, যেখানে ছাত্রদের নৈতিক গঠন ও চরিত্র বিকাশে সাহায্য করবে এমন উপযোগী বই, পত্রিকা রাখা হবে।

উদাহরণ: শুখতারা, ঠাকুরমার ঝুলি, নেতাজি, রবীন্দ্রনাথ, স্বামী বিবেকানন্দ প্রভৃতি।

5. ডাইনিং স্পেসে পরিচ্ছন্নতা (hygiene) সুনিশ্চিত করার জন্য তাৎক্ষণিক পদক্ষেপ গ্রহণ করতে হবে।

6. ডাইনিং স্পেসে আলো ও পাখার ব্যবস্থা অবিলম্বে করতে হবে।

7. ছাত্রদের সামাজিক ও নৈতিক দায়িত্ব গঠনে একটি অতিরিক্ত ক্লাসের ব্যবস্থা করার প্রস্তাব যেখানে জাতির ও রাজ্যের বিশিষ্ট ব্যক্তিত্বদের জীবন কাহিনি শেখানো হবে।

8. Group C ও Group D পদে শূন্যপদ দ্রুত পূরণের জন্য অবিলম্বে ব্যবস্থা গ্রহণ করতে হবে।

নির্দেশনা:

এই সুপারিশসমূহের প্রমাণীকৃত কপি রাজ্য সরকারের মাননীয় মুখ্য সচিবের নিকট পাঠানোর জন্য WBHRC-এর যুগ্ম সচিবকে অনুরোধ করা হয়েছে।

WBHRC-এর চূড়ান্ত নির্দেশ (বাংলা অনুবাদ)

পশ্চিমবঙ্গ সরকারকে অনুরোধ করা হচ্ছে যে তারা এই সুপারিশগুলির ভিত্তিতে গৃহীত ব্যবস্থা (Action Taken) বা গ্রহণযোগ্য প্রস্তাবিত পদক্ষেপ সম্পর্কে WBHRC-কে তিন (৩) মাসের মধ্যে অবহিত করবে।

ধাপগুলো অনুসরণ করুন 👇

১) JBNSTS ওয়েবসাইট: https://jbnsts.ac.in Open করতে হবে। ID(registration number) মনে না থাকলে valid registration number দিয়ে , ID(Registration number) জেনে নিতে হবে।

২) FEEDBACK FORM (https://forms.gle/qd8HSiZAKyKsHSoa8) open করে যথাযথ ভাবে পূরণ করে feedback Form সাবমিট করতে হবে।

৩) ASSESSMENT FORM (https://forms.gle/PWZHG66hN7HFCFP36) submit করতে হবে।

NB- এই ASSESSMENT FORMটি জমা দেওয়ার আগে অনুগ্রহ করে আপনার FEEDBACK FORM Submit করতে হবে।FEEDBACK ফর্ম ছাড়া আপনার ASSESSMENT বিবেচনা করা হবে না।

অনুগ্রহ করে মনে রাখবেন:

N.B- Gardner's Theory of Multiple Intelligences: হাওয়ার্ড গার্ডনার একজন উন্নয়নমূলক মনোবিজ্ঞানী যিনি পরামর্শ দিয়েছিলেন যে মানুষ একাধিক উপায়ে বুদ্ধিমান হতে পারে।গার্ডনার আটটি বুদ্ধিমত্তা চিহ্নিত করেছেন। হাওয়ার্ড গার্ডনারের " Frames of Mind: The Theory of Multiple Intelligences " (1983) বইতে প্রবর্তিত , এই কাঠামোটি শিক্ষকদের মধ্যে জনপ্রিয়তা অর্জন করেছে যারা সেই অনুযায়ী বিভিন্ন শিক্ষার্থীর শক্তি পূরণের জন্য বিভিন্ন শিক্ষণ কৌশল তৈরি করেন।	1.Word smart : Verbal linguistic intelligence	শক্তিশালী ভাষাগত বুদ্ধিমত্তা সম্পন্ন শিক্ষার্থীরা ভাষায় পারদর্শী, তারা পড়া, লেখা, গল্প বলা এবং শব্দের খেলা উপভোগ করেন।
2.Logic smart: Logical mathematical intelligence	যদি কোনো শিক্ষার্থী যুক্তি, সমস্যা সমাধান এবং ধরণ এবং সম্পর্ক বোঝার ক্ষেত্রে পারদর্শী, প্রায়শই গণিত এবং বিজ্ঞানের প্রতি আকৃষ্ট হন।
3.Picture smart: Spatial intelligence	যদি শিক্ষার্থীরা ত্রিমাত্রিকভাবে বিশ্বকে কল্পনা এবং উপলব্ধিতে দক্ষ, তারা অঙ্কন, ধাঁধা(puzzles) এবং নেভিগেশনের মতো কার্যকলাপ উপভোগ করে।
4.Music smart: Musical rhythmic intelligence	যদি শিক্ষার্থীরা তাল, সুর এবং সুরের প্রতি প্রবল উপলব্ধি থাকে, তারা প্রায়শই গান গাওয়া, বাদ্যযন্ত্র বাজানো বা সঙ্গীত রচনা করা উপভোগ করেন।
5.Body smart: Bodily kinesthetic intelligence	যদি শিক্ষার্থীরা নিজেদের প্রকাশের জন্য তাদের শরীর ব্যবহারে পারদর্শী, খেলাধুলা, নৃত্য এবং কারুশিল্পের মতো কার্যকলাপ উপভোগ করে।
6.Self-smart: Intra personal intelligence	যদি শিক্ষার্থীরা নিজস্ব আবেগ, শক্তি এবং দুর্বলতা সম্পর্কে অত্যন্ত সচেতন, প্রায়শই একাকী কার্যকলাপ এবং আত্ম-প্রতিফলন পছন্দ করেন।
7.People smart: Inter personal intelligence	অন্যদের বুঝতে এবং তাদের সাথে মিথস্ক্রিয়া করতে, দলগত কার্যকলাপ এবং সহযোগিতামূলক কাজ উপভোগ করতে দক্ষ।
8.Nature smart: Naturalistic intelligence	যদি শিক্ষার্থীরা প্রাকৃতিক জগতের সাথে খাপ খাইয়ে নেয়, বাগান করা, ভ্রমণে আগ্ৰহী এবং প্রকৃতি পর্যবেক্ষণের মতো কার্যকলাপ উপভোগ করে।

Dyspraxia (Developmental Coordination Disorder)	একটি মোটর দক্ষতা ব্যাধি যা সমন্বয় এবং নড়াচড়াকে প্রভাবিত করে, যার মধ্যে হাতের লেখা এবং অন্যান্য সূক্ষ্ম মোটর কাজ অন্তর্ভুক্ত। একটি শৈশব বিকাশগত ব্যাধি যা অন্যথায় সুস্থ শিশুদের মধ্যে আনাড়িত্ব দ্বারা চিহ্নিত। বিকাশগত সমন্বয়জনিত ব্যাধি একা বা অন্যান্য বিকাশগত ব্যাধির সাথে ঘটতে পারে, যেমন মনোযোগ-ঘাটতি/অতি সক্রিয়তা ব্যাধি । এটি সাধারণত প্রাপ্তবয়স্ক হওয়া পর্যন্ত অব্যাহত থাকে। লক্ষণগুলির মধ্যে রয়েছে বসতে বা হাঁটতে বিলম্ব হওয়া। শিশুদের লাফ দিতে বা জুতার ফিতা বাঁধার মতো কাজ করতে অসুবিধা হতে পারে। চিকিৎসার মধ্যে রয়েছে সমন্বয় উন্নত করার জন্য পেশাগত এবং শারীরিক থেরাপি।
Auditory Processing Disorder (APD)	এমন একটি অবস্থা যেখানে মস্তিষ্কের শব্দ প্রক্রিয়াকরণে সমস্যা হয়। বক্তৃতা বোঝার ক্ষমতাকে প্রভাবিত করে এমন একটি ব্যাধি। বর্তমানে, শ্রবণ প্রক্রিয়াকরণ ব্যাধির কোন নির্দিষ্ট কারণ জানা যায়নি। এটি কানের সংক্রমণ, অকাল জন্ম বা মাথায় আঘাতের সাথে যুক্ত হতে পারে। লক্ষণগুলির মধ্যে রয়েছে কোলাহলপূর্ণ পরিবেশে কথা বুঝতে অসুবিধা, নির্দেশাবলী অনুসরণ করা এবং অনুরূপ শব্দের মধ্যে পার্থক্য করতে অসুবিধা।

Language Processing Disorder	ভাষা প্রক্রিয়াকরণ ব্যাধি (LPD) (যাকে অডিটরি প্রসেসিং ব্যাধিও বলা হয়) হল যা শোনা যাচ্ছে তা বুঝতে অসুবিধা হওয়া । এটি শ্রবণশক্তি হ্রাস বা বধিরতার থেকে আলাদা। ভাষা প্রক্রিয়াকরণের অসুবিধার লক্ষণ ও উপসর্গ:- ১)ভাষা প্রক্রিয়াকরণের সমস্যার জন্য বেশ কিছু লক্ষণ ও উপসর্গ সতর্ক করে দিতে পারে। ২)সাধারণ প্রকাশমূলক ভাষার অসুবিধা: ৩)বেশিরভাগ তরুণদের তুলনায় দেরিতে কথা বলার ক্ষমতা বিকাশ করে ৪)দুর্বল শব্দভাণ্ডার এবং নতুন শব্দ শেখার সাথে লড়াই করে ক্রিয়া কালের সাথে বিভ্রান্তি শব্দ খুঁজে পেতে অসুবিধায় হতাশ। ৫)চিন্তাভাবনা যোগাযোগে সমস্যা ৬)শব্দ এলোমেলো করে এবং অর্থহীন কথা বলে। ৭)গল্প বলার সময় বা প্রশ্নের উত্তর দেওয়ার সময় পুনরাবৃত্তি করে ৮)লেখার মাধ্যমে ধারণা প্রকাশে অসুবিধা

Generation of NGIPF account of all Primary Teachers

The NGIPF module has already been launched in the WBIFMS portal for Non-government educational institutions Provident Fund Account (NGIPF).

Now it has been made mandatory for all primary teachers to open NGIPF account. (Memo No. 475-Sc/G Dated-28.11.2024)

If NGIPF account is not opened, the salary requisition for December, 2024 cannot be submitted.

(Each teacher will probably have to do the work of opening the account himself)

And along with the salary bill, regular PF subscription files will also have to be shared on the iFMS portal. (This work will be done from the end of dpsc controller of finance or SI/s sir).

Sub.: Generation of NGIPF A/c. in respect of all Primary Teachers as well as DPSC employees.

You are aware that Non-Government Institutions Provident Fund (NGIPF) module has been introduced in WBIFMS for maintenance of Provident Fund Account in Non-Government Educational Institutions vide Memo No. 4309-F(eGov) dated 12/07/2023.

It is therefore, imperative that all employees under your control must have NGIPG A/C. Hence, you are requested to ensure that generation of NGIPF A/C in respect of all primary teachers as well as all DPSC employees is completed before submission of salary bill for the month of December, 2024. Until & unless, NGIPF A/C will be generated in respect of all concerned, salary bill/requisition cannot be finalized in IOSMS Portal for the month of December, 2024. Regular PF subscription files also need to be shared to iFMS along with the salary bills. The provision for generation of NGIPF A/C in respect of DPSC employees is already available in iOSMS Portal.

SSC released the merit list for the third time

The Calcutta High Court gave permission to WBSSC and the Supreme Court did not stop the publication of the panel. WBSSC released a recruitment panel for 14 thousand 52 posts. SSC has released the merit list on the official website. To check the result, please click here link below.

Earlier, the merit list was published twice but it was cancelled due to allegations of corruption. This case has been going on for a long time. Finally the division bench of Calcutta High Court allowed the appointment. However, the court said that the new merit list should be published.

The court said that the merit list should be published within four weeks. Recruitment should be done after counselling within four weeks. SSC released the merit list for the third time on the orders of the court.

Holiday list 2024 in West Bengal

The official holiday list of 2024 has been published. The Department of Finance (Audit) has released the list of holidays. The finance department has published the holiday list by preparing three lists. NI Act, State Government and Sectional Holidays these three lists have been published by the Finance Department (Audit). This holiday list will be effective in all the offices under the state government.

There are a total of 48 holidays in the 2024 holiday list. Among them there are 22 national holidays under the NI Act. The list also includes 24 other holidays and sectional holidays declared by the state government.

Ranking System for West Bengal Schools

As the central government sets the standards for colleges and universities, this time the state government is also going to introduce the same ranking system for various schools.

The higher secondary education council will determine the rank of higher secondary level schools, the education department said in a notification on Wednesday. There will be separate ranking for government schools, government aided schools and government maintained schools.

Chiranjeev Bhattacharya, president of Higher Secondary Education Council, believes that this ranking system will be launched from the academic year 2024-2025. Chiranjeev said, "The rank will be determined through various indicators such as the quality of school studies, secondary and higher secondary results, class results, steps taken to improve the quality of school students outside of studies."

An official of the Higher Secondary Education Council said that a committee has been formed to determine how this ranking system will be implemented. The committee has to report to the Education Department within the next four weeks.

The question of a section of teachers is that many schools do not have the infrastructure for education. There is no teacher in the school. The number of students is below. How are those schools ranked? City schools will not get more benefits?

Regarding State Achievement Survey (SAS), 2023

This year the State Achievement Survey 2023 will be conducted on 25th November 2023.The SAS shall aim to help the School Education Department in objectively understanding the achievement level of the students against the laid down learning outcome indicators. The objectives of the survey are to:

Conduct assessment test of students in Classes III, V, VIII and X in selected schools.
Analyse the performance of participating students and assess achievement level.
Design and develop remedial actions to achieve further improvement.

Salient Features of SAS 2023

Each district will constitute a team comprising the Chairperson, DPSC, DIS (PE), DIS (SE), DIET/PTTI and DEO as district Coordinator. Such a team will function under the leadership of the ADM (Edu), who will also be the District Nodal Officer (DNO) for SAS 2023 for the concerned district. The District Coordinator (DEO, SSM) of each district shall distribute the assessment tools and collect the field responses.
From each Circle 10 Primary schools and 5 Upper Primary Secondary/ Higher Secondary schools have been selected for the purpose. In the State there are a total of 7160 Primary schools and 3866 Upper Primary Secondary / Higher Secondary schools. Hence, a total number of 11026 schools have been selected at State level.
Two Field Investigators (FI) (teachers per class from non-participating schools) to be selected by the district team concerned. 10% reserve will also have to be earmarked.
Concerned DNO and his team will ensure that the orientation of the Hols and Field Investigators (FI) is completed by 10 November 2023.
Assessment Tools will made available to the DEOS by WBTBCL by 17th November 2023
The concerned district will distribute the question papers to Sis by 22nd November 2023.
Test Tools will be handed over to the Fls on 24th November 2023.
Supervision on the day of SAS (25.11.2023) will be done by the DIS, AIS, SIS, Shiksha Bandhus or any other official nominated by the DNO and his/her team.
I. Fls will be given a sum of Rs 500/- as remuneration. An additional amount of Rs 500/- will be allotted for carrying the Test Tools .

II. Each participating school will be provided with an amount of Rs 1,000/- as contingent expenditure.

III. Each Circle will also be provided with an amount of Rs 5,000/- for conducting the SAS (iv) Contingent expenditure of District office will be provided Rs. 20,000/- per district.

Enumeration done by the teachers of non-participating schools at the concerned level under the supervision of Si of Schools. Honorarium for enumeration /evaluation is Rs 5/- for each assessment tool.
After enumeration, the scores are to be compiled in the Banglar Shiksha portal by 01.12.2023 by the District team for which a separate interface will be created. Rs 2/- for uploading of each assessment tool will be provided.

A series of webinar workshop to clarify "How to use BIHAN, the teachers' guide book and Teaching Learning Materials in Pre-Primary class of primary schools" with participation of 22 districts have already been completed. Now you are requested to disseminate the methodology to all primary schools, taking 2 teachers each from all schools including SSKS, arrange circle level workshop in physical mode for two days for capacity building of primary teachers and if required district level sensitization may be done in online mode.

A budgetary allocation of @ Rs. 200/- per teacher per day for two days and two teachers from each school will be sanctioned in favour of concerned DEOS as per Annexure-L. You are further requested to complete the circle level capacity building workshop in between Durga Puja and Kali Puja Holidays. About Bihan, the teachers' guide book

Under the initiative of the School Education (Primary Education) Department of the Government of West Bengal, the primary education program has started from the academic year 2013. Children between the ages of five and six before entering the first grade of the primary education system are designated students of the pre-primary education system. This phase of basic education is being adapted to the overall education of children with a view to make basic education coherent, interesting and meaningful and to make future responsible citizens for the development of the state and the country. In addition to language and mathematics education, children are encouraged to participate in the curriculum such as games, handicrafts, drama, film, dance and music. In addition, knowledge-based education such as health, cleanliness, self-awareness, ethics, values, sympathy, compassion and empathy etc.

The most important role in pre-primary education is played by the teachers employed in this education. They are the ones who are establishing Hardik with the children. They are the ones who observe the children and identify the areas of interest of the children. Children are learning the tricks of play and are able to find their sources of joy. The 'Bihan' textbook is a teaching aid following the 'Syllabus' of pre-primary education, which is continuously being adapted by the teachers of this education. The seventh edition of “Bihaan'' is coming out. We hope that this edition, like the previous ones, will play a leading role in realising the objectives of pre-primary education.

Incorporation and implementation of basic education rooms for pre-primary education in the state took place with the careful approval, encouragement and direction of Hon'ble Chief Minister of West Bengal. Guidelines for executing UDISE+ for the academic year 2023-24

UDISE+ 2023-24 has three sections

(I) School Information

(II) Teacher Information

(III) Student Information. Like last year this year also, only school and Teacher information will be collected online in UDISE+ sub module of Banglar Shiksha Portal and Student information will be collected from Banglar Shiksha Portal only and which have already going on.

General Instructions:

The UDISE+ software is online in nature. Since all schools may not have internet facility, schools are given with the option of filling the questionnaire / DCF offline where internet facility is not available. However, at the CLRC level, the entire data entry should be done in online in UDISE+ 2023-24 sub module of Banglar Shiksha Portal.

1. The soft copy of manual and pre-filled DCF and blank DCF of UDISE+ 2023-24 for …

(I) School Information

(II) Teacher Information are available in portal for downloading.

2. filling up/ checking (pre-filled data) the DCF, all concerned officials are requested to go through the manuals properly for filling up the same.

3. The schools which have internet access have to provide data directly in the online UDISE+ software, hosted in Banglar Shiksha Portal.

4. Schools that do not have any internet access shall have to fill up or edit the hard copy of UDISE+ DCF provided by the districts. The Block MIS Coordinator/Data Entry Operator shall feed the data of all such schools online using the said UDISE+ module in Circle office under the supervision of the school S.Is.

5. The information is to be furnished with respect of all schools in the State as per the UDISE School code including private schools, Madrassa, SSK/MSK, CBSE, ICSE etc. The district should take utmost care for covering all schools.

6. From this year onwards, UDISE+ data in respect of JNV/KVS will be filled by them directly and certification will be done by KVS/JNV Commissioner and not by the States.

7. Correct and authentic data based on school registers and other office records should be entered in the DCF. Financial data pertains to the period from 1st April to 31st March will be considered.

8. All data must be verified by the following officials:

For Senior Secondary and Secondary schools: Principal/Vice Principal/HM/TIC.

For Elementary Schools: Head Master/TIC.

For Primary Schools and Upper Primary Schools: Head Teachers / Teacher in charge.

The above mentioned authorities should be very careful in filling up the data and ensure that the data is correct. Full responsibility has to be taken by the concerned officials for filling up the data.

9. In case of Schools filling Online DCF, Filled-up / edit DCF by the schools is to be 100% checking by Shiksha Bandhus under guidance of S.I. of school and is to be kept in the school for data entry directly from concerned schools having internet facility.

10. In case of Schools not having internet facility, they shall fill in offline DCF. 100% checking has to be done by the Shiksha Bandhus for these. Filled-up DCF by schools and then it is to be submitted to CLRC.

11. For new school creation, District MIS has to apply with proper documents (i.e. No Objection Certificate and other official documents) of the school in udiseplus.gov.in website. After getting the UDISE+ code from MOE, Gol, District will provide the certificate of new schools, with sign of the authority.

1. To make the provision for editing the UDISE+ 2023-24 DCF form at school level.

2. The entire data of UDISE+ 2022-23 may be populated for UDISE+ 2023-24. 3. There is an opportunity to check and verify the populated data for 2023-24 and edit the data, if required by the concerned Head of the School/Institution.

4. School basic information like School Management, School Category, Lowest and Highest Class etc. should match with the Student portal. Head of the Institute should take utmost care in this regard. 5. Regular Teacher information should be matched with IOSMS portal data for Dept. of Schools Education, Govt. Sponsored and Recognised Madrasa management school. Head of the Institute should take utmost care in this regards.

After verifying and editing the data, the full proof data of UDISE+ of the concerned schools/Institutions to be freezed and automatically posted to Circle level and as well as Block Level with Certificate.

Demo of UDISE portal 1. The demo portal https://schoolinfo.banglarshiksha.gov.in (UDISE Plus ) is now available online for Demo Data entry and checking without Finalisation. 2. Demo site will be available from 16/10/2023 to 17/10/2023 ( till 5pm). 3. Any findings in the application may be reported at the earliest to the technical team of NIC and Dept for early correction in the portal. 4. Prefilled DCF download is available from HOI and Circle end from today onwards. 5. Actual Data Entry date will be intimated very soon (after correction of all anomalies found in the application during testing).

10C Section regarding teachers' transfer

10C Section regarding teachers' transfer (Supreme court order)

Relief of teachers transferred away in teacher transfer case in Supreme Court. The court said that before the implementation of Section 10-C of the Teacher Recruitment Act in the state, those employed are not covered by transfer. During the hearing of this transfer case on Monday, the court asked the state why the working teachers were transferred 200 km away (Kolkata to Murshidabad)? The court observed, 'There are many women in this profession. So this is how we are thinking about the transfer.

The Supreme Court said as an interim order during the hearing , that the teachers who have been transferred to neighbouring areas can continue teaching. Rest of those transferred away can wait for further instructions. However, those who have joined the job after the introduction of Section 10-C, are not getting any relief for now.

The state has been directed to submit an affidavit within the next 4 weeks regarding the transfer of teachers in the Board of Secondary Education. The plaintiff teachers were given another two weeks to file their counter affidavit. The hearing was held in the Supreme Court bench of Justice Sanjay Kisan Kaul and Justice Sudhanshu Dhulia. The next hearing of this case is on December 15.

What is this section 10 C in the School Service Commission?

It is essentially an Act of Administrative Transfer. Those who have been serving under the commission since 1998, the commission can transfer them to the administrative field if required by the government. This law has been passed in the assembly. However, in some special cases, there are exemptions from this clause. Teachers can be excluded from this clause in case of blindness or other specific physical problems.

Characteristics and Implications of the Continuous and Comprehensive Evaluation (CCE) structure i.e. the Peacock Card in Peacock Model/CCE Model followed in the elementary level in West Bengal.

Online PF for Teacher: NGIPF Registration

The PF account of teachers of every school in West Bengal has been created from DDO.

Next, the school's HoI needs to register on the WBIFMS website.

How to Register for Online PF?

Step- 1

Open a Search Engine (ie, Google Chrome browser).
Type 'WBIFMS' in the search bar.
Click on the first link.

Step- 2

WBIFMS website will open.

The pop-up window of 'West Bengal State Emergency Relief Fund' should be closed on the homepage of this website.

As the pop-up window closes, you will see the 'Secondary school Registration' link at the bottom of this website.

Click on this text 'Secondary school Registration'.

Step- 3

Online PF Registration page will open.

Remember

Registration can be done only by HM, TIC or AHM cum TIC.

Assistant teachers cannot register. But, Assistant teachers can know their PF Account Number with i-OSMS employee code.

The 'Register Using' box on the registration page is very important.

If you click on the drop-down here, you will get two options. One is 'IOSMS ID' and the other is 'PF Account No'.

After selecting the first option, search by typing [IOSMS ID] i-OSMS employee ID in the next box.

Similarly, if you select the second option, search by typing [PF Account No] PF Account in the box below.

When searching with one of the two options, all boxes except 'Login ID' will be filled automatically.

In the 'Designation' box, the designation will be automatically fetched and you will see the text 'You are eligible to register as a sanctioning admin'.

How to create a Login ID for Online PF?

Unique ID should be created between 8 to 15 characters. After giving the login ID, click on search to check whether it is unique.

If it says 'LoginID available proceed', it should be understood that the Login ID is unique.

Once the Login ID is unique, click on 'REGISTER'.

Step- 4

After clicking on Register, you have to click on 'OK' in the pop-up window that becomes Success.

After clicking 'OK', an SMS will be sent to the registered mobile number of HoI.

Your login id xxxxxxxxxxx created successfully in IFMS WB. Initial password is : ********** You will be asked to change password at the time of first login.WBIFMS

A password will be given in this sms.

You have to login first time with this password and reset the password.

How to reset password for Online PF?

Step- 5

Click on the 'NGIPF' link at the bottom of the home page of WBIFMS.

Here, fill User ID, first time Password and captcha and click 'Login'.

Password reset page will open.

You have to reset the password on this page.

Once the password is reset, click on the 'NGIPF' link on the home page again.

Here, login by filling User ID, New password and captcha.

After login other teachers and staff have to update information and prepare other clerical staff ID password using user administration option.

Once all the procedures are completed in a few days, every teacher and employee will be able to access the online provident fund facility by logging into their own login ID. Online balance check, withdrawal amount, loan application etc. can be done.

Aadhaar Enrolment of School Students

Aadhaar card numbers of all students are not updated in Banglar Shikha Portal and School Education Department has taken initiative to generate Aadhaar card for all students who have not yet generated Aadhaar card as per district wise survey data.

Nine lakh students in West Bengal schools do not have Aadhar card. Therefore, the state government has taken the initiative to create Aadhaar card for those students. The Education department has issued a notification on 19/09/2023. According to that notification, the work of making Aadhaar card for students will start step by step from Wednesday, September 20. At least two camps will be set up in each block. Aadhaar cards of students from first class to higher secondary will be generated in those camps.

SDOs and BDOs have been asked to cooperate in organising Aadhaar camps. It has been informed that in those camps which cannot be organised from Wednesday, the work of making Aadhaar card should be started by organising the camp as soon as possible. Apart from government schools, private school students can also get Aadhaar card generated in these camps.

Police officials of various police stations have also been directed to be alert to handle the law and order situation in organising these camps. Besides, the officials in charge of organising the camp have also been directed to inform the local police administration about the matter. Eight in Alipurduar district, 12 in Bankura district, two in Barrackpore subdivision, eight in Birbhum, seven in Cooch Behar, 16 in South Dinajpur, two in Darjeeling, six in Hooghly, 20 in Howrah, two in Jalpaiguri, 10 in Jhargram, four in Kalimpong, 14 in Malda. , 21 in Murshidabad, 11 in Nadia, 23 in North 24 Parganas, one in West Burdwan, 25 in West Medinipur, 16 in East Burdwan, 35 in East Medinipur, 17 in Purulia, one in Siliguri, 12 in South 24 Parganas and four in North Dinajpur.

The explanation of the administrative circles, now the funds are directly given to the students' bank accounts for various schemes of the state government. It is mandatory for students to have Aadhaar card to get these facilities. That is why the Education Department recently conducted a survey on whether students have Aadhaar card or not. According to Bikash Bhavan sources, after receiving the report of the survey, the state has taken initiative to create Aadhaar cards for the students by conducting a camp.

The School Education Department has taken endeavour to provide two centers per block. However, due to different technical reasons, some no. of centers (enclosed) in your district are ready for operation from 20.09.2023. Rest of the centers are expected to be operative in a few days.

Two new subjects ( Data Science & Artificial intelligence) have been introduced for class XI-XII from 2023-24 academic session.

The Council (WBCHSE) is going to introduce two new subjects at the Class XI-XII level, Data Science and Artificial Intelligence from the 2023-24 academic session. The syllabus and Question pattern for these subjects are being attached with this Notification. The Schools who would be interested in introducing these subjects may apply to the Council within the time period 2nd May, 2023 to 30th June, 2023 Application for Subject Permission for Data Science and Artificial Intelligence should be submitted by hand at the Academic Section of Vidyasagar Bhavan for this year (i.e, academic year 2023-24) only.

Satisfying the following criteria would be mandatory for applying for these subjects:

⚫ Computer Science already being taught at the school and proper Laboratory facility available for teaching Computer Science.

⚫ Permanent approved teacher with minimum qualification of BSC in Computer Science /IT or BE/B.Tech in Computer Science /IT or MCA or Hons, Graduate in Physics, Chemistry or Mathematics with course in Artificial Intelligence or Data Science.

⚫ Candidates must have studied Artificial Intelligence, Machine learning either as the part of undergraduate or postgraduate curriculum or as the part of postgraduate certificate courses on Al-ML, Data science from reputed institute (mark sheets must reflect the same or relevant documentary evidences to be produced)

⚫ Should be familiar with Python Programming Language.

The Council may arrange a training program of around 10 days for the teachers somewhere in the month of June/July. Regarding the training program, detailed Notification will be uploaded in due course.

Government of West Bengal has formulated a new scholarship scheme from the financial year 2022-23 for OBC students namely "Medhasree".

A copy of the Notification No.186-BCW/ 65-07/2022 dated 02/02/2023 containing the guidelines of the newly introduced scholarship scheme along with SOP is enclosed for ready reference.

Wide publicity should be given to the scheme to ensure maximum coverage. Inspectors/ Additional Inspectors should mandatorily be tagged to each school within the jurisdiction of the district. Government of West Bengal has started a new scholarship scheme namely "Medhashree- Pre-matric Scholarship to Other Backward Classes Students studying in Class V to VIII" in Government/Government Sponsored/ Government Aided Schools in West Bengal from the Financial Year 2022-23 onwards, to be funded entirely from the State Budget.

GUIDELINES FOR "MEDHASHREE"- PRE-MATRIC SCHOLARSHIP TO OTHER BACKWARD CLASSES STUDENTS"

1. INTRODUCTION AND OBJECTIVE:

To address the growing aspiration for education in the other backward classes communities of the state and with a view of providing them more avenues for socio-economic and educational development by extending financial support and encouragement to the students. the State Government has decided to launch "Medhashree" - Pre-matric scholarship to the other backward classes students studying in class V to VIII in Government/Government Sponsored/ Government Aided Schools in West Bengal" to be fully funded from the State budget from the financial year 2022-23 onwards.

2. EXTENT OF SCHOLARSHIP:

The scholarship under this scheme will be provided to students belonging to the other backward classes communities and studying in class V to VII in Government/Government Sponsored/ Government Aided Schools in West Bengal.

3. ELIGIBILITY CRITERIA:

(1) Applicant must be a domicile of West Bengal and belonging to Other Backward Classes as per notifications of Backward Class Welfare Department.

(ii) Must be a regular fulltime student studying in a School/ Institution recognized by an educational Board/ Council of the State/ Central Government.

(iii) Only day scholars students studying in West Bengal can apply for this scholarship.

(iv) The award once made will continue upto Class-Vill subject to other conditions of eligibility.

(v) Students receiving Pre-matric Scholarships/ financial assistance from any other Government schemes shall not be eligible for "Medhasree". Incumbents received any other scholarships / stipends of similar nature in addition to "Medhasree" shall be liable to refund the scholarship amount paid under "Medhasree".

(vi) Students must have a valid bank account with a core banking facility.

(vii) Scholarship for studying in any class will be available for only one year. If a student has to repeat a class, he/she would not get a scholarship for that class for multiple years. However, if he or she is promoted to the next class subsequently he/she will enjoy the benefit provided the applicant is otherwise eligible.

(viii) Annual family income of the student should not exceed Rs 2.50 lakh. A certificate to that effect by the competent authority is to be provided as embodied in the application form.

(ix) Students studying in institutes outside West Bengal will not be eligible for the scholarship.

4. RATES OF SCHOLARSHIPS:

The present rate of scholarship is Rs. 800/- (Rupees eight hundred) only per annum per beneficiary.

5. NODAL ORGANISATION:

The Backward Classes Welfare and Tribal Development Directorate will be the Nodal Organization for implementation of this scheme.

Standard Operating Procedure

Medhasree-Pre-Matric Scholarship to Other Backward Classes Student (V-VIII)

Portal of Shikhashree is modified for both Shikhashree and Medhasree

The credentials will also remain same as for Shikhashree Portal

After successful login the user will be landed on the Dashboard page.

The user has to click on the "All Application List" as marked.

To apply online the user has to click on the "Fresh Application" button.

In Fresh Application form OBC as Applicant Category has to be selected for Medhasree Applicants.

Subsequently Applicant Sub-Category has to be selected.

On selecting the Applicant Category as OBC, Applicant Type will be automatically selected as "Day Scholar". After completing all the mandatory fields, users have to click on "Submit".

Note: Student Code (Banglar Shiksha ID) is non-mandatory only for the current session i.e. 2022-23
Upon successful submission, the submitted data will appear in the "All Application List".

Transfer of Allotment of fund for Additional Nutrition to students under PM-POSHAN through PFMS for 2022-23.

Sir.

I am directed to say that the Mid-Day Meal Project Office, West Bengal under School Education Department has transferred an amount of Rs. 371,90,78,400/- (Rupees three hundred and seventy-one crore ninety lakh seventy-eight thousand and four hundred only) for Additional Nutrition to students under PM- POSHAN at school level as Allotment grant for 4 months (January 23 to April 23) to the 24 SNA Accounts in respect of 24 District Nodal Officers including Kolkata, for MDM Scheme for 2022-23 through PFMS. Additional nutrition will include Egg/ Chicken / Seasonal fruits which may please be added with normal PM- POSHAN on a weekly basis for 4 (four) months from January 23 to April 23.

(2) Extra cost for additional nutrition per week per student will be @ Rs. 20/-. The duration will be for 16 weeks. Date-wise weekly distribution schema is given in Annexure II

(3) Now Rs. 20/- X 16 weeks Rs. 320/- is allotted in total for each student which will be transferred at a time to each school from respective SNA accounts through PFMS from Block Level.

(3) Components may be treated as "Cooking-Cost Head''.
