In Prime Minister Stephen Harper's speech to theWorld Economic Forum in Davos, Switzerland recently, he unveiled his grand plan to reshape Canada. He said he will overhaul the immigration system. With a majority government now under his leadership, he wouldn't have problem implementing his plan.&lt;br /&gt;

Canada’s humanitarian obligations and its family reunification objectives will be “respected,” he said, but the needs of the labour force and the economy will now be central.&lt;br /&gt;

Citizenship and Immigration Minister Jason Kenney has been working on significant reforms to the immigration system for several months. Mr. Kenney has said he wants to speed immigrant integration in the labour market by changing the emphasis of selection criteria. He intends to reward applicants who speak English or French, have job offers, Canadian work experience or postgraduate degrees, all of whom tend to fare better economically. The increased emphasis on economic immigrants could lead to reductions in the family class. On or before July 1, 2012, a new Ministerial Instruction will be issued by Citizenship and Immigration Canada Minister. This Ministerial Instruction will contain the new regulations, policy and priorities under Canada's immigration program.&lt;br /&gt;
&lt;br /&gt;
For the Federal Skilled Workers (FSW) program, a new list of priority occupations will be identified. The sentiment is, more openings will be coming soon for independent immigrants. There is also a great chance that the &lt;u&gt;&lt;span style="color: blue;"&gt;proposed changes to FSW points system&lt;/span&gt;&lt;/u&gt; will be implemented this coming July. &lt;br /&gt;
&lt;br /&gt;
&lt;b&gt;What is to be done?&lt;/b&gt;&lt;br /&gt;
If you are interested in immigrating to Canada or any advanced country, you must have all of your documents in order &lt;b&gt;At All Times&lt;/b&gt;. Taking care of a child is a very happy experience but not just an easy task. &lt;/div&gt;&lt;div class="MsoNormal"&gt;&lt;span style="font-size: 11pt;"&gt;In order to succeed education is a must; for some they were lucky to choose which course they gonna take, unfortunately for some still it’s their parents who choose which and what school they will be enrolled at… &lt;/span&gt;&lt;/div&gt;&lt;div class="MsoNormal"&gt;&lt;br /&gt;
&lt;/div&gt;&lt;div class="MsoNormal"&gt;&lt;span style="font-size: 11pt;"&gt;Graduation time comes; you now have your weapon in life – the diploma and transcript. Real straggle and battle of life now begins, wherein lot of expectation arises…from your parents who once the one deciding for you… from your bosses – who’s paying your salary… from your colleagues – friends, acquaintance, co-worker, competitor, etc…. and soon from your own family (spouse and kids…in-laws).&lt;/span&gt;&lt;/div&gt;&lt;div class="MsoNormal"&gt;&lt;br /&gt;
&lt;/div&gt;&lt;div class="MsoNormal"&gt;&lt;span style="font-size: 11pt;"&gt;Dear once upon a  time, our situation as a child is the same situation our parents &amp;amp; guardians  pass though…and now as an independent person, it is YOU who now take  responsibility for every decision you’re going to have. It is you who are making your  destiny… don’t be afraid of making decision because you can never tell if it is right  or wrong till the time you decide. Just a bit of advice; in making a decision  don’t forget to have consultation... with our God - through prayer, our  dearest folks - with their age their earned wisdom and our love once – our family who always with our side; through these you can never go  wrong.&lt;/span&gt;&lt;/div&gt;&lt;div class="MsoNormal"&gt;&lt;br /&gt;

&lt;/span&gt;&lt;/div&gt;&lt;div class="MsoNormal"&gt;&lt;span style="font-family: Arial; font-size: 10pt;"&gt;The immigration policies for &amp;nbsp;&lt;/span&gt;&lt;span style="font-family: Arial; font-size: 10pt;"&gt;Canada&lt;/span&gt;&lt;span style="font-family: Arial; font-size: 10pt;"&gt; have been amended. These changes cannot exactly be considered as being immigrant friendly, especially for the prospective immigrants. The occupational lists have been a disappointment with some of the major occupations being deleted. In such a case, the following should be known: &lt;/span&gt;&lt;/div&gt;&lt;ol start="1" type="1"&gt;&lt;li class="MsoNormal"&gt;As already announced, Canada      would accept limited number of applications under the Federal Skilled      Worker program every year. The quota for the year (July 1) 2011 to (June      30th) 2012, is only 10,000 applications. In addition, no more than 500      applications will be accepted per occupation.&lt;span style="font-family: Arial; font-size: 10pt;"&gt;&lt;/span&gt;&lt;/li&gt;
&lt;/ol&gt;&lt;div class="MsoNormal" style="margin-bottom: 12pt;"&gt;&lt;span style="font-family: Arial; font-size: 10pt;"&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; 2.New occupation list for immigration to &lt;/span&gt;&lt;span style="font-family: Arial; font-size: 10pt;"&gt;Canada&lt;/span&gt;&lt;span style="font-family: Arial; font-size: 10pt;"&gt; under Federal Skilled Worker category will be announced in June , 2012. List of 29 occupations announced in June, 2011 remains to the Last Priority Published last June 2010-June 2011. Many who qualified under the very popular 1122 category were left empty handed as the limit of 500 applications was crossed earlier than expected. Citizenship and Immigration Canada has started accepting applications for parent and grandparent super visa as announced earlier. With the Super Visa, parent and grandparent could be enjoying the company of their family in about eight weeks as compared to waiting for as long as eight years or more when applying through Family Class sponsorship.&lt;br /&gt;
Super visa is one of the first steps by Canadian government to reduce the backlog of sponsorship application of parents and grandparents by the Canadian residents.&amp;nbsp; Parents and Grandparents will be able to reunite with their children and grand children without unnecessary delays.&lt;br /&gt;
&lt;h3&gt;Who Can Apply?&lt;/h3&gt;The applicant must meet the following eligibility&amp;nbsp;criteria:&lt;br /&gt;

&lt;li&gt;&lt;div style="margin-bottom: 0cm;"&gt;covers the applicant for health   care, hospitalization and repatriation.    &lt;/div&gt;&lt;/li&gt;
&lt;/ul&gt;&lt;/li&gt;
&lt;li&gt;&lt;div style="margin-bottom: 0cm;"&gt;Applicants satisfy the visa  officer that they meet all other standard admissibility criteria.  Following are a number of reasons why applicant can be found  inadmissible, denied a visa and refused entry to Canada:   &lt;/div&gt;&lt;ul&gt;&lt;li&gt;&lt;div style="margin-bottom: 0cm;"&gt;security    &lt;/div&gt;&lt;/li&gt;

&lt;li&gt;&lt;div style="margin-bottom: 0cm;"&gt;&lt;span style="font-size: x-small;"&gt;Parent  and Grandparent Super Visa applicants will be required to obtain  private Canadian health-care insurance for their stay in Canada&lt;/span&gt;&lt;/div&gt;&lt;/li&gt;
&lt;li&gt;&lt;span style="font-size: x-small;"&gt;At the end of the 24  months, they can apply to extend their status for up to 24 months&lt;/span&gt;&lt;br /&gt;

&lt;/ul&gt;&lt;span style="font-size: x-small;"&gt;To qualify, parents and grandparents must:&lt;/span&gt;&lt;br /&gt;
&lt;ol&gt;&lt;li&gt;&lt;div style="margin-bottom: 0cm;"&gt;&lt;span style="font-size: x-small;"&gt;Undergo  the Immigration Medical Examination;&lt;/span&gt;&lt;/div&gt;&lt;/li&gt;
&lt;li&gt;&lt;div style="margin-bottom: 0cm;"&gt;&lt;span style="font-size: x-small;"&gt;Demonstrate  that they have purchased private Canadian medical insurance; and&lt;/span&gt;&lt;/div&gt;&lt;/li&gt;
&lt;li&gt;&lt;span style="font-size: x-small;"&gt;Provide a written  commitment of financial support from a child or grandchild in Canada  who meets a minimum income threshold.&lt;/span&gt;&lt;br /&gt;
&lt;/li&gt;
&lt;/ol&gt;&lt;span style="font-size: x-small;"&gt;Visa officers consider several factors before deciding if the person is admissible.&amp;nbsp; This means they are a genuine visitor to Canada who will leave by choice at the end of their visit. Among the things that could be considered are: &lt;/span&gt; &lt;br /&gt;

&amp;nbsp;TORONTO – More than 22,500 foreign millionaires are waiting abroad to resettle in Canada, bringing with them more than $9 billion to help cash-strapped Ottawa, immigration officials say.&lt;br /&gt;
&lt;br /&gt;
&amp;nbsp;There are about 16,400 millionaires alone in Hong Kong, Jim Versteegh, a federal immigration program&amp;nbsp; manager at the Canadian consulate in Hong Kong, said about classified numbers released this week.&lt;br /&gt;
&lt;br /&gt;
&lt;br /&gt;
Versteegh said there are about 22,491 millionaire investors worldwide who've applied and are waiting to come to Canada.&lt;br /&gt;
&lt;br /&gt;
&amp;nbsp;They'll bring about 77,000 family members with them.&lt;br /&gt;
&lt;br /&gt;
&amp;nbsp;"We still need a game plan for dealing with our inventory," he said in a July 2010 memo obtained under an Access to Information request by lawyer Richard Kurland.&amp;nbsp; "The total number o investor cases we now have on hand is 16,400."&lt;br /&gt;
&lt;br /&gt;
&amp;nbsp;He said it'll take about 12 years for visa officers to process the backlog of cases.&lt;br /&gt;
&lt;br /&gt;
&amp;nbsp;Only about 2,000 cases involving the federal investor program are processed yearly.&lt;br /&gt;
&lt;br /&gt;
&amp;nbsp;Kurland said investors are required to dis out $400,000 in cash each to Ottawa to obtain visas for their families, providing they pass medical and background checks.&lt;br /&gt;
&lt;br /&gt;
&amp;nbsp;He estimated the millionaires will hand over about $9 billion in cash to the federal government for use for the provinces.&lt;br /&gt;
&lt;br /&gt;
&amp;nbsp;"We are losing some of these people to other countries," Kurland said.&amp;nbsp; "Many of these people don't want to wait for years and are going elsewhere."&lt;br /&gt;
&lt;br /&gt;
&amp;nbsp;He said there's stiff competition from the United States, Australia and some European countries for the well-heeled crowd.&lt;br /&gt;
&lt;br /&gt;
&lt;br /&gt;
"These people are paying hard cash for Canadian visas," Kurland said.&amp;nbsp; "that money will go a long way to create jobs and reduce our deficit."&lt;br /&gt;
&lt;br /&gt;
&lt;br /&gt;

The federal government is calling in the RCMP and the Canada Border Services Agency to investigate allegations of fraud and bribery in a PEI immigration program that allowed hundreds of primarily Chinese nationals to buy their way into Canada.&lt;br /&gt;
In less than three weeks, Islanders will vote on whether to re-elect Robert Ghiz’s Liberal government. His party is leading in the polls, but has been on the defensive since 2008 because relatives of the Premier, along with cabinet ministers, deputy ministers and several MLAs, benefited financially from the immigrant investor program.&lt;br /&gt;
The federal Citizenship and Immigration Department referred the case to police late Wednesday after it received information from at least three former provincial public servants, including detailed allegations from one of them that, at a Marriott hotel suite in Hong Kong, would-be immigrant investors gave senior island bureaucrats cash-stuffed envelopes to have their applications approved.&lt;br /&gt;
&lt;br /&gt;
“These allegations were recently brought to the attention of senior civil servants in the department. They have referred the allegations to the RCMP,” Candice Malcolm, press secretary to Immigration Minister Jason Kenney wrote in an e-mail response to a question from The Globe and Mail.&lt;br /&gt;
A government source confirmed that the case has also been referred to the Canada Border Services Agency.&lt;br /&gt;
The three individuals sent the allegations to the federal department and The Globe and Mail.&lt;br /&gt;
Svetlana Tenetko and Cora Plourd had responsibility for reviewing, investigating and approving immigrant applications under the provincial nominee program. They say senior managers pressed them to approve files they had already rejected. Susan Holmes dealt with other aspects of the program as the province's manager of population services and expressed concerns about the behaviour of senior provincial officals.&lt;br /&gt;
“Ethically and morally, a lot of these files were not quality files,” Ms. Plourd said in an interview.&lt;br /&gt;
Ms. Tenetko’s allegations concerning the summer meetings in Hong Kong in 2008 – a trip paid for with fees charged to applicants – go beyond the claims of patronage that have dominated PEI media and politics for three years.&lt;br /&gt;
She said word got out that provincial officials would be in Hong Kong to meet with prospective immigrants.&lt;br /&gt;
“Chinese applicants informed their friends,” she said in an interview. “These extra people, they had to bribe management because they were not on the list.”&lt;br /&gt;
&lt;br /&gt;
Late Wednesday, Mr. Ghiz questioned the timing of the allegations.&lt;br /&gt;
“Although there are clear political motivations behind these allegations – which have been raised repeatedly in the past and shown to have no substance – government will co-operate fully with any formal inquiries into these matters,” Mr. Ghiz said in a statement to The Globe. “I would also note that it is not overly surprising that those making the allegations waited three years to do so, and that their actions coincide with a provincial election.”&lt;br /&gt;
While the federal government is responsible for immigration, agreements with Ottawa allow provinces to nominate specific candidates for approval. In early 2008, the federal government informed PEI that it intended to tighten the rules for the program, which let the province nominate foreigners who made an investment in an island business and agreed to live in the province for a year.&lt;br /&gt;
&lt;br /&gt;
In response, the PEI government approved a plan to rush through applications in the summer of 2008 before the new rules took effect. To speed up the process, teams of officials travelled to Hong Kong and Dubai to process applications, foregoing the usual practice in which prospective immigrant investors visited the Island and the business in which they would invest.&lt;br /&gt;
&lt;br /&gt;
During this time, several numbered companies were created on the Island to qualify for the sudden rush of investors. The last-minute push raised about $400-million, equal to about one-third of the provincial government budget.&lt;br /&gt;

I've talked to two dentists today.&lt;br /&gt;

One of them have just received the visa while the other seeks a remedy to her refused visa application. They both attended information seminar/orientation we've conducted. One of them hired the services of Canadian Immigration Consultancy while the other decided to file on her own. They both filed an application under Federal Skilled Workers program.&lt;br /&gt;
&lt;br /&gt;
When Dr. Alvaro attended the seminar few years ago, his occupation wasn't included in the priority occupations and thus, not eligible to apply. But when his occupation was included in the Ministerial Instruction 2 (MI-2), he decided right away to file his application through our help. I have just contacted him this morning to inform him that his visa was delivered to our office yesterday.&lt;br /&gt;
&lt;br /&gt;
While Dr. Alvaro was in the head office attending our in-house pre-departure orientation, I was talking to another dentist who visited our Mall of Asia office. She showed me a refusal letter from Centralized Intake Office (CIO). Her application was refused due to insufficient documents to support her experience as a dentist. To save on cost, she decided to seek help from a friend instead of getting help from an experienced consulting firm. She wanted to file an application again, this time, with our help. Unfortunately, she now have a slim chance due to the information she have already submitted. &lt;/blockquote&gt;&lt;br /&gt;

&lt;strong&gt;Ottawa, June 24, 2011&lt;/strong&gt; — Canada is adjusting its
intake of applications from economic immigrants to further reduce the
backlog and improve wait times while meeting the country’s labour
market needs, Citizenship, Immigration and Multiculturalism Minister
Jason Kenney announced today. &lt;br /&gt;

        “The backlog of federal
skilled worker applications is now half of what it was when we
announced the Action Plan for Faster Immigration in 2008,” said
Minister Kenney. “These measures will help us to continue that
progress.”&lt;br /&gt;

        Canada receives many more immigration
applications than can be accepted every year. As part of ongoing
efforts to better align application intake with priorities for
immigration, Citizenship and Immigration Canada (&lt;abbr&gt;CIC&lt;/abbr&gt;) is limiting the number of new applications it will consider in certain  categories of the federal economic immigration stream.&lt;br /&gt;

        Effective
July 1, 2011, the changes will affect new applicants to the federal
Skilled Worker, federal Immigrant Investor and federal Entrepreneur
programs. The changes will not affect the number of permanent resident
admissions in 2011 in these three categories.&lt;br /&gt;

        “Canada
continues to welcome historically high numbers of new immigrants each
year, but the Government continues to receive applications that far
exceed this number,” said Minister Kenney. “If we don't keep putting
reasonable limits on new applications, backlogs and wait times will
grow.”&lt;br /&gt;

        In November 2008, the government first took steps
to identify for processing those federal skilled worker applications
that responded to Canada’s labour needs, such as applicants with
arranged employment offers from Canadian employers or with experience
in an occupation in high demand. In June 2010, the government released
an updated list of 29 priority occupations and introduced a global cap
of 20,000 for federal skilled workers, as well as a sub-cap of 1,000
under each occupation. Over the past year, &lt;abbr title="Citizenship and Immigration  Canada"&gt;CIC&lt;/abbr&gt;
has received approximately 13,800 federal skilled worker applications
under the priority occupations list (figure accurate as of June 24,
2011). &lt;br /&gt;

        Now, for applicants who do not have an offer of
employment in Canada, the government will further limit the number of
new federal skilled worker applications that are considered for
processing to 10,000 a year, beginning July 1. This limit will help
better align the number of applications with labour market demand.
Within the 10,000 limit, a maximum of 500 new applications in each of
the current &lt;a href="http://www.cic.gc.ca/english/immigrate/skilled/apply-who-instructions.asp"&gt;29  priority occupations&lt;/a&gt; will be considered. &lt;br /&gt;

        In addition, the Minister is introducing a cap of  700 on new federal investor applications. Although last year, &lt;abbr title="Citizenship and Immigration  Canada"&gt;CIC&lt;/abbr&gt;
made changes that raised the minimum net worth and investment
requirements, it continues to receive applications in excess of what is
required. An annual cap on new applications will allow for progress on
backlog reduction while ensuring that the Department has a sufficient
volume of new files to meet its commitments.&lt;br /&gt;

        The
Minister is also introducing a temporary moratorium on new federal
entrepreneur applications. Wait times for this program currently
stretch to eight years in some visa offices. By ceasing to accept new
applications as of July 1, the government will prevent further
processing delays. The federal Entrepreneur Program will undergo a
review in the coming months to ensure that Canada is better able to
attract and retain innovative entrepreneurs. &lt;br /&gt;

        The authority for these changes, which are being  introduced through ministerial instructions, comes from amendments to the &lt;em&gt;Immigration and Refugee Protection Act&lt;/em&gt;
approved by Parliament in 2008 as part of the Action Plan for Faster
Immigration. The instructions are meant to be a flexible tool that
allows the government to align the intake of immigration applications
with priorities for immigration.&lt;br /&gt;

        Since these changes
were implemented in November 2008, the backlog of pre-2008 federal
skilled worker applicants has decreased by 50 percent. As well,
priority applications are being processed in a period of months rather
than years, as was the case prior to the 2008 changes.&lt;br /&gt;

eligible occupations remains the same for the coming 12 months. However,
 between July 1, 2011 and June 30, 2012, CIC will only accept a maximum 
of 10,000 applications for processing under this category of immigration
 with a cap or limit of 500 applications considered in any one of the 
eligible occupations. Applicants who have a validated job offer from a 
Canadian employer will not be affected by the cap limit.&lt;br /&gt;&lt;br /&gt;&lt;b&gt;Federal 
Investor Immigrant Program &lt;/b&gt;– The number of applications that will be

 On June 26, 2010, the &lt;a href="http://www.cic.gc.ca/english/immigrate/skilled/apply-who-instructions.asp"&gt;eligibility
 criteria&lt;/a&gt; for Federal Skilled Worker applicants changed.&lt;br /&gt;

 Between June 26, 2010, and June 30, 2011, a maximum of 20,000

A recent report, entitled Outlook for Human Resources in the ICT
Labour Market, 2011-2016, states that there will be a labour shortage
of qualified applicants for IT related jobs in Canada within the next
few years. The report was released by the Information and
Communications Technology Council (ICTC).  &lt;br /&gt;
According to the
report, over 106,000 IT related positions will become available between
2011 and 2016 in Canada; however there may not be enough people to fill
those positions. The report has also indicated that the most shortages
will occur for positions which require five or more years of experience.&lt;br /&gt;

In order to address the concerns regarding labour shortages, the report is suggesting five recommendations:&lt;br /&gt;

&lt;ul&gt;
&lt;li&gt;Post-secondary students should be encourages to take IT-related courses;&lt;/li&gt;
&lt;li&gt;Foreign-education workers should be better integrated into Canada’s IT workforce;&lt;/li&gt;
&lt;li&gt;Making post-secondary education more cross-disciplinary; and&lt;/li&gt;
&lt;li&gt;Making the IT industry more accessible for various skill levels and diverse employees.&lt;/li&gt;
&lt;/ul&gt;
Another important suggestion made by the report is to bring more
foreign skilled workers to Canada. The IT industry will be looking for
skilled workers with many different skills, rather than a specific
technical expertise.&lt;br /&gt;

The Government of Canada has not indicated how these shortages will
affect their immigration strategies. Canadavisa.com will report on any
