Unjukrasa yang juga diikuti putri sulung Ruyati, Een Nuraini, meminta pemerintah mengusir Dubes Arab Saudi.

JAKARTA - Pemerintah melalui Kementerian Tenaga Kerja dan Transmigrasi (Kemenakertrans) secara resmi memberhentikan (moratorium) penempatan TKI non formal ke Arab Saudi.

Kebijakan ini berlaku efektif per 1 Agustus 2011 hingga MoU (perjanjian kerjasama) antara Indonesia dan Arab Saudi untuk perlindungan TKI kedua negara ditandatangani dan terbentuknya joint force antarkedua negara.

Demikian siaran pers Menteri Tenaga Kerja (Menakertrans) Muhaimin Iskandar di Jakarta, Rabu (22/6/2011).
"Ini setelah mempertimbangkan berbagai hal dan mempelajari berbagai dampak dari langkah pengetatan total yang bertujuan memberikan perlindungan maksimal kepada TKI yang bekerja di luar negeri khususnya Arab Saudi," kata Muhaimin.

Berkaitan dengan keputusan ini, lanjut Muhaimin, pemerintah sudah menyiapkan langkah-langkah teknis dari semua aspek sebagai konsekuensi pelaksanaan keputusan moratorium ini.
"Keputusan ini dibuat oleh Pemerintah dengan komitmen untuk terus memberikan pelayanan dan perlindungan terbaik kepada warga negara Indonesia yang bekerja dan hendak bekerja ke luar negeri," ujarnya.

Dijelaskan keputusan ini diambil mencermati berbagai perkembangan pemberitaan beberapa hari terakhir ini terkait dengan Kasus TKI Ruyati dan polemik moratorium penempatan TKI ke Arab Saudi, Pemerintah perlu menjelaskan beberapa hal.
Pemerintah menyampaikan bahwa keputusan rapat paripurna DPR RI tentang Penempatan dan Pelindungan TKI, khususnya terkait dengan moratorium penempatan TKI ke Arab Saudi, sangat sejalan dengan upaya teknis pemerintah dalam rangka pembenahan total sistem penempatan dan perlindungan TKI di luar negeri.
Menurut Muhaimin, Pemerintah telah melakukan berbagai upaya pembenahan baik dalam proses permintaan tenaga kerja, rekrutmen, keterampilan kerja dan pelatihan bahasa, uji kesehatan, pembekalan, jaminan asuransi, pemberangkatan dan perlindungan selama bekerja di luar negeri.

Selain itu, pemerintah juga telah menyelesaikan sejumlah masalah yang dihadapi TKI bermasalah baik yang menghadapi kasus hukum maupun yang harus dipulangkan segera ke tanah air karena overstayers.

Lanjut Muhaimin, setahun terakhir ini pemerintah sudah memulangkan kurang lebih 7000 orang TKI bermasalah. Khusus untuk penempatan TKI di Arab Saudi, sejumlah upaya pembenahan sudah dilakukan. Sejak Awal Januari pemerintah sudah melakukan semi moratorium (pengetatan total) yang dilaksanakan dalam dua langkah yaitu regulasi dan sosialisasi.

Regulasi diterbitkan dengan membuat kebijakan terkait sistem rekruitmen antara lain dengan melakukan pengendalian job order secara ekstra ketat yaitu menambah syarat-syarat agar majikan yang mempekerjakan TKI dalam terseleksi dengan lebih baik. Calon majikan harus melengkapi diri dengan surat kelakukan baik, gaji minimum 11 ribu riyal, peta rumah, jumlah dan foto keluarga dan pernyataan kesediaan membuka akses komunikasi.

Israeli commandos on Monday stormed six ships carrying hundreds of pro-Palestinian activists on an aid mission to the blockaded Gaza Strip, killing at least 10 people and wounding dozens after encountering unexpected resistance as the forces boarded the vessels.
The operation in international waters off the Gaza coast was a nightmare scenario for Israel that looked certain to further damage its international standing, strain already tense relations with Turkey - the unofficial sponsor of the mission - and draw unwanted attention to Gaza's plight.
The tough Israeli response drew condemnations from Turkey, France and the U.N.'s Mideast envoy, while Greece suspended a military exercise with Israel and postponed a visit by Israel's air force chief.
About 10,000 Turks also marched from Israel's Consulate in Istanbul toward the city's main square, shouting slogans denouncing Israel. The protesters earlier Monday tried storm the Consulate building but were blocked by police.
The Israeli ambassadors in Sweden, Spain, Denmark and Greece were summoned for meetings, and the French foreign minister called for an investigation. Activists from all of those European countries were on board the flotilla. In neighboring Jordan, hundreds demonstrated in the capital Amman to protest the Israeli action and demand that their government breaks diplomatic relations with the Jewish state.
There were conflicting accounts of what happened early Monday.
An Al-Jazeera reporter on one of the Turkish ships said the Israelis fired at the vessel before boarding it. Before the ships set sail from waters off the east Mediterranean island of Cyprus on Sunday, Israel had urged the flotilla not to try to breach the blockade and ffered to transfer the cargo to Gaza from an Israeli port, following a security inspection.
Israeli naval commandos stormed the ships in a predawn raid while they were in international waters after ordering them to stop about 80 miles (130 kilometers) from Gaza's coast, according to activists.
A Turkis website showed video of pandemonium on board one of the ships, with activists in orange life jackets running around as some tried to help an activist apparently unconscious on the deck. The site also showed video of an Israeli helicopter flying overhead and Israeli warships nearby.
Turkey's NTV showed actvists beating one Israeli soldier with sticks as he rappelled from a helicopter onto one of the boats.
The al-Jazeera satellite channel reported by telephone from the Turkish ship leading the flotilla that Israeli navy forces fired at the ship and boarded it, wounding the captain.
"These savages are klling people here, please help," a Turkish television reporter said.
The broadcast ended with a voice shouting in Hebrew, "Everybody shut up!"
The Israeli military said troops only opened fire after encountering unexpected resistance from the activists. Activists attacked troops with knives and ir rods, and opened fire with two pistols seized from the forces.
A total of five soldiers were wounded, two seriously, including at least one hit by live fire, the army said. Two of the dead activists had fired at soldiers with pistols, the army said.
"They planned this attack," said Israeli military spokeswoman Lt. Col. Avital Leibovitch. "Our soldiers were injured from these knives and sharp metal objects ... as well as from live fire."
The violent takeover threatened to deal yet another blow to Israel's international image, already tarnished by war crimes accusations in Gaza and its blockade of the impoverished Palestinian territory.
It occurred a day before Prime Minister Benjamin Netanyahu was to meet with President Barack Obama at the White House to discuss the Middle East peace process.
The ships were being towed to the Israeli port of Ashdod, and wounded were evacuated by helicopter to Israeli hospitals, officials said. One of the ships had reached port by midday.
There were no details on the identities of the casualties, or on the conditions of some of the more prominent people on board, including 1976 Nobel Peace Prize laureate Mairead Corrigan Maguire of Northern Ireland, European legislators and Holocaust survivor Hedy Epstein, 85.
Satellite phones on board the ships were turned off, and communication with a small group of reporters embedded with the Israeli military was blocked.
The Free Gaza Movement is an international group of pro-Palestinian activists that claims the blockade, imposed three years ago after the militant Islamic Hamas group overran Gaza, is unjust and a violation of international law.
Organizers included people affiliated with the International Solidarity Movement, a pro-Palestinian group that often sends international activists into battle zones, and the IHH, a Turkish aid group that Israel accuses of having terrorist links.
The Turkish Foreign Ministry condemned the Israeli raid and said it was summoning the Israeli ambassador for an "urgent explanation."
Hasan Naiboglu, the Turkish maritime affairs undersecretary, told the Anatolia news agency that Israel had jammed communications with the ships. He accused Israel of violating international law by carrying out the raid in international waters.
Turkey had unofficially supported the aid mission and has been vocally critical of Israeli military operations against Palestinians in Gaza.
Israel's Ynet news website said Israeli Defense Minister Ehud Barak called Turkish officials, including the defense and foreign ministers, to discuss the raid.
The United Nations expressed "shock" and condemned the killings. "We are in contact with the Israeli authorities to express our deep concern and to seek a full explanation," said a statement from the highest-ranking U.N. official in the region, Robert Serry.
The flotilla of three cargo ships and three passenger ships carrying 10,000 tons of aid and 700 activists was carrying items that Israel bars from reaching Gaza, like cement and other building materials.
This is the ninth time that the Free Gaza movement has tried to ship in humanitarian aid to Gaza since August 2008.
Israel has allowed ships through five times, but has blocked them from entering Gaza waters since a three-week military offensive against Gaza's Hamas rulers in January 2009.

Indonesia has strongly condemned Israel's attack Monday on a Turkish ship carrying humanitarian aid to the Gaza Strip, resulting in the death of 16 passengers while the fate of 12 Indonesians onboard remains unknown.

The Israeli military stormed the Mavi Marmara passenger vessel, which is part of a Freedom Flotilla from 50 countries, on Monday at 4 a.m. local time when they were sailing to try to reach the blockaded Gaza Strip to distribute aid.
Twelve Indonesian volunteers - four from the Indonesian Committee for Palestine Solidarity (KISPA), four from the Medical Emergency Rescue Committee (MER-C), three from Al Aqsha-Hidayatullah and a TVOne journalist - are unaccounted for.
"Indonesia will work with the international community to demand accountability from Israel in accordance with international law," said Foreign Minister Marty Natalegawa. "We urge the United Nations to investigate the incident."
Jakarta said the attack was illegal as it took place in international waters, highlighting that Israel's blockade of Gaza Strip has also violated international law.
Foreign Ministry spokesman Teuku Faizasyah said the Indonesian ambassador in Amman had met with Palestine President Mahmoud Abbas to discuss the rescue efforts.
"The focus of the meeting with President Abbas was on the safety of our citizens," he said. "We had been informed of the departure of these volunteers to Gaza and we reminded them of the safety risk. We would see their return as a better option rather than continuing the journey *should they later be released*."
Chairman of MER-C Sarbini Abdul Murad said they had not been able to contact their volunteer members as of Monday night.
Israel has defended the storming, saying its commandos were attacked with knives, clubs and live fire from two pistols wrested from Israeli soldiers after they slid down ropes from a helicopter to board one of the vessels, AP reported.
Israel alleged the activists were allies of Hamas and al-Qaeda and said they would have opened an arms smuggling route should they have got into the Gaza Strip.
The convoy, carrying 10,000 tons of supplies, set off from international waters near Cyprus on Sunday. The aid flotilla included teams from European countries, including Israel's ally Germany.
The Ambassador of Palestine to Indonesia Fariz Mehdawi told The Jakarta Post the Mavi Marmara was intercepted 15 miles from the coast of the Gaza Strip, in international waters. He said that Israeli soldiers jumped on board the ship to intercept the volunteers, by using helicopters.
Mehdawi said there has been different accounts of the fatalities but Palestine sources recorded 16 dead, 10 of them Turkish, and 30 injured.
He said there were no information on the 12 Indonesians on board the flotilla.
Mehdawi rejected that the aid flotilla was carrying weapons or military personnel as alleged by the Israeli forces.
"They are civilians. This incident against Palestine is an act against the international community because the flotilla comprised teams from 50 countries," said Mehdawi.
Reports said the aid flotilla would be taken to Ashdod port, some 40 kilometers south of Tel Aviv where the humanitarian mission teams would be checked for their identity and the cargoes they carried.
It is not clear if the flotilla would be released as some reports say the Israeli authorities have claimed they would channel the aid themselves into the blockaded Gaza Strip.
AP reported Israel Prime Minister Benjamin Netanhayu canceled a much-anticipated meeting with US President Barack Obama in Washington on Tuesday in a sign of just how gravely Israel viewed the international uproar. In Canada, Netanyahu announced he was rushing home.
The UN Security Council scheduled an emergency meeting later Monday to hear a briefing on the incident, said Lebanon's Deputy Ambassador Caroline Ziade, whose country holds the council presidency. The Arab League called for a meeting to discuss the issue Tuesday in Cairo.

The tactical riflescopes have infrared capability and are designed to attach to M-16's and AR-15 assault rifles. The U.S. State Department has classified the riflescopes as "defense articles" under the Arms Export Control Act and they are therefore subject to the export regulations in the International Traffic in Arms Regulations. The evidence also established that Pulungan took steps to try and further the conspiracy in the Western District of Wisconsin, specifically in the Cashton, Wis. area. On July 31, 2007, he sent an e-mail from Indonesia to a business associate in Cashton, and instructed him to order 100 of the Leupold Mark 4 CQ/T Riflescopes. Pulungan asked this person to have the scopes shipped temporarily to the person's home in the Western District of Wisconsin, for later shipment overseas, and also asked this person not to tell the company that the items were going to Indonesia. When that business associate refused to assist him, Pulungan approached a second individual in the Cashton area while visiting the United States on September 26, 2007. Pulungan asked the individual to purchase 100 Leupold Mark 4 CQ/T Riflescopes and ship them to Saudi Arabia, where the defendant would later have them shipped to Indonesia. In exchange for this individual's assistance, Pulungan offered to pay him $100,000, which was $30,000 more than the cost of the scopes themselves. After the encounter with defendant, the individual contacted the FBI. On September 27, 2007, the FBI interviewed Pulungan, who provided a variety of different reasons for wanting the scopes. He was traveling with two Indonesian passports with different dates of birth. His real date of birth has not been determined. The charges against Pulungan were the result of an investigation conducted by the FBI, with the assistance of the U.S. Justice Department and the U.S. State Department, Directorate of Defense Trade Controls. The CAA added that unless jet engine manufacturers changed their operating specifications, something it added was highly unlikely in the short-to-medium term, the restrictions will continue to apply.
Addressing calls from some quarters of the European travel industry to lift or ease flight restrictions, a CAA spokesman said: "We need evidence to prove that it is safe to fly... we have evidence that ash adversely affects aircraft and at the moment the manufacturers' guidelines are zero rating with respect to ash."

The spokesman said that it would be very unlikely that NATS, the British air traffic control provider, would lift restrictions in the current circumstances.
Developments in volcanic ash affecting air travel
The CAA follows guidelines set by the International Civil Aviation Organization (ICAO), a U.N. agency that talks to aircraft manufacturers, airlines, governments and other organizations to draw up its safety regulations. All European states follow ICAO rules.
ICAO established the International Airways Volcano Watch (IAVW) system, which is collating data for the current volcanic ash spreading over large parts of northern Europe.
ICAO says on its Web site: "Since volcanic ash is composed of very abrasive silica materials, it can damage the airframe and flight surfaces, clog different systems, abrade cockpit windows and flame-out jet engines constituting a serious safety hazard."
NATS decides on whether to restrict flights in designated airspace based on information provided by the UK's Met Office.
The Met Office is currently conducting numerous tests every day to measure the presence of ash in the atmosphere. It does this by using "cloud-base" recorders at various locations to fire lasers into the air to detect particles and by research test flights.
Helen Chivers, a Met Office meteorologist, told CNN: "Ash is not restricted to a particular layer of the atmosphere; some is now being detected on the surface [ground] which means that aircraft would have to fly through it to reach their destinations."
UK sends in navy to help ash cloud crisis
Chivers said that the Met did not provide information about the concentrations of ash, only where it was present and forecasts of how the ash clouds would move with the changing weather patterns.
Responding to airline and air travel group pressure, a NATS spokeswoman told CNN: "Our decisions are not an over-reaction, we did not make them on a whim. We are anxious to fly but these are unprecedented times that are rewriting the rules."

Guy Gratton, head of the Facility for Airborne Atmospheric Measurements at Britain's Cranfield University, flew into the skies Thursday and saw "a really strange and complex set of layers of ash," with a layer of perfectly clear air suddenly giving way to a layer of ash, he told CNN.
If particles of ash enter a jet engine, when they come out they can solidify on turbine blades, he said.
A group of his colleagues took to the skies Sunday, and in some places saw "quite high concentrations of ash," he said. "I suspect it's going to be a few days yet" before it's safe to fly, Gratton added.
However on Monday IATA "sharply criticized" European governments for their handling of airspace rules, saying "Governments must place greater urgency and focus on how and when we can safely re-open Europe's skies."
Giovanni Bisignani, director general and CEO of IATA told CNN the disruption is costing airlines at least $200 million a day in lost revenues and that if flight restrictions continue, some small and medium-sized airlines could be put in jeopardy.
British Airways' Chief Executive Willie Walsh said: "The analysis we have done so far, alongside that from other airlines' trial flights, provides fresh evidence that the current blanket restrictions on airspace are unnecessary.
"We believe airlines are best positioned to assess all available information and determine what, if any, risk exists to aircraft, crew and passengers."
But until NATS lifts its restrictions, a decision ultimately vetoed by its regulator the CAA, no aircraft are allowed to fly in the restricted zones. The British Airways test flight from London's Heathrow to Cardiff in Wales on Sunday required special NATS permission.
Similar airspace rules govern the air traffic flows over other European countries which also follow ICAO rules and are therefore likely to follow similar decision patterns.

There are exceptions like Hangar8, a private charter airline based in Oxfordshire, England, which confirmed to CNN that its aircraft flew to Europe from the UK over the weekend. The company flew outside of the controlled airspace and against official NATS advice but claimed its flights were safe.

Just hours after European Union transportation ministers agreed on a plan to ease restrictions on airliner traffic, the British National Air Traffic Service reported that the eruption of the volcano in Iceland has strengthened.

A statement released late Monday said a new ash cloud is heading toward Britain. It described the situation as unpredictable and changing.

Earlier Monday, the EU ministers held a video conference and created three flight zones over Europe in an attempt to break the huge travel deadlock that has stranded millions of passengers for days.

One area will be open to all flights, another to limited flights and a third would be a no-fly zone.

The EU's Transport Commissioner, Siim Kallas said there would be no compromise on safety. But he said the plan should allow progressively more planes to fly.

He called it good news for the airline industry, for stranded passengers and for the European economy that has been hard hit by the crisis.

Europe's aviation industry has criticized the way the crisis has been handled, accusing governments of over-reacting and waiting too long to come up with a coordinated plan.

The head of the International Air Transport Association, Giovanni Bisignani said the scale of the economic impact on aviation, reaching $1 billion, is greater than the September 11, 2001, terror attacks when U.S. airspace was closed for three days.

He called the situation "embarrassing" and a "European mess."

Germany's aviation authority on Monday announced the resumption of long-haul flights by the country's flag carrier, Lufthansa, bringing some 15,000 passengers home from East Asia, Africa and North America. And Britain has dispatched three navy ships to bring stranded passengers back home across the English Channel.

Police will soon hold a professional code of ethics trial against former Chief of Police Criminal Investigation Agency Komjen Duadji Susno related breaches of the code of ethics.
