Why the district is taking at a two-phased approach to fixing buildings

School officials last week announced a $145 million plan to renovate or rebuild all the district's school buildings over the next few years.

The plan is broken into two phases. The first would begin next year, if voters in November approve an $81 million bond issue, and would pay to build a new middle school for grades 6, 7 and 8; make $27 million in improvements to Strongsville High School; make $3.5 million in "critical repairs" to elementary schools; and demolish the Allen, Center and Albion buildings.

Phase 2 would follow a few years later. A separate bond issue would pay to build three new elementary schools in Wards 1, 2 and 3; rebuild part of Muraski and renovate Kinsner; and demolish theotherelementary buildings.

Why no expansion at the high school?
While the school is crowded now, enrollment projections show that the number of students is declining pretty rapidly, according to the Facilities Task Force, a group of residents, teachers and school officials who came up with the plan.
In a few years, the students will fit comfortably in the building, the task force says.

Why build new elementary schools?
The committee had concerns about putting "major money" into buildings that are 40 years old, task force member George Grozan said.
Member Ken Evans said the group is looking to the future.
"We feel it is more expensive to invest in buildings that have a short-term life span," he said.

Only 5 elementary schools?
Again, declining enrollment shows the district won't need seven grade schools -- especially if sixth-graders move to a new middle school.

Why does Kinsner need renovations? It's not that old
Its heating and air conditioning system needs to be overhauled, and like the rest of the buildings, it was not built to accommodate today's technology, the report says.

Why two phases? Why not ask for $145 million now and tackle all the needs?
First, because families are still recovering from the economic downturn, said Mark Donnelly, the schools' business manager. Many can't afford a tax increase now.
Also, because the needs at the secondary schools are "more pressing," he said.
In addition, Assistant Superintendent John Krupinski said waiting will allow the district to get a better handle on enrollment before moving ahead with elementary school plans.

Will voters really pass two bond issues?
Yes, officials say, and here's why.
The $81 million issue will not raise taxes very much because an old bond issue is expiring. Homeowners now pay $77 a year per $100,000 in home valuation. The new issue would cost $95, for an increase of $18 a year.
Consolidating the middle schools will save money, which could ultimately delay the time when the district has to seek a new operating levy.
Voters will see that consolidating elementary schools -- as well as tearing down unneeded buildings and reducing maintenance and energy expenses in old buildings -- will also lower operating costs and be a better deal in the long run.
"Beyond the positive impact of new buildings on the community and students, there will be operating efficiencies that reduce expenses," the report says.

Seems like things are moving fast. Why the rush?
The main reason to get the bond issue on the ballot this year is to take advantage of the expiring issues. It's easier to sell voters on an $18-a-year tax increase than $95 a year, officials say.
After that, things will slow considerably, the report says. It projects construction on the middle school will start in mid-2014; the school would open in the fall of 2015.

A 1991 Strongsville High School graduate, Carbone wants to take advantage of the fact that existing bond issues are expiring, replacing them with a new one that homeowners would barely notice -- but would have a major impact on replacing the aging middle schools with one new building and also fixing up other school facilities.

He and school board member Carl Naso are hoping to get the bond issue on the November ballot.

"There's a real buzz in the community about it -- a real energy," Carbone said.

Also, five months into his first term on council, Carbone has already spearheaded a Pearl Road beautification effort that would require new buildings to conform to certain style and color standards to eliminate the "hodge podge" look of Route 42.

Board agrees to pursue bond issue and new building despite obstacles

School Board members agreed Tuesday night to move ahead with a plan to build a new middle school even though a consultant warned there could be game-changing obstacles ahead.

Craig Kertesz of Ruscilli Construction said the building, parking lot and athletic fields may not all fit on the 17-acre site the district owns near the high school.

He cautioned that the 4.91 acres of wetlands on the site could be costly to mitigate -- and take up to a year to win approvals.

And he said he doubts the district could get the new building open 2015, as hoped.

"I believe you're looking at the winter of 2016 before this building is done," Kertesz said.

But school board members unanimously said the district should nonetheless pursue the idea as aggressively as possible to get a bond issue -- it's currently estimated at $72 million -- on the November ballot.

"I want the ball to go forward. Keep it moving," board member Ruth Brickley said at a special work session Tuesday night.

"Press the pedal to the metal. I'm all for moving forward," agreed board member Jennifer Sinisgalli.

Board member Carl Naso and Ward 3 City Councilman Jim Carbone earlier this month pitched the idea of building a new middle school as a way to replace the aging Center and Albion schools and also save money by consolidating two buildings into one.

The plan, as proposed, also includes bringing sixth-graders into the middle school to allow one of the seven elementary schools to close.

The goal is to save enough money to offset the need for another operating levy in a few years.

The bond issue would replace another issue that is being paid off, so the average homeowner would only see his taxes increase about $12 a year.

"This has to happen now," Carbone said at Tuesday's work session. "There's a buzz in the community. There's energy. If we don't do this now, it's never going to happen."

Next step is to bring on a project manager who would agree to serve on a voluntary basis until the November vote.

The district also has to find at least $50,000 to handle the wetlands issues and bore for soil samples to see if the site is buildable.

But even if it isn't, "we have other options" for sites, Carbone said.

Board members said nothing is set in stone yet, although Naso said he believes consolidating schools is at the heart of the matter.

"This is a plan for consolidation because consolidation drives savings," he said.

In addition to Kertesz, Roger Riachi, president of RFC Contracting, and Marc Bittinger of CBLH Design both attended the meeting to offer free advice to board members on how to proceed.

Plan to Build New Middle School Unveiled

Councilman, school board member announce idea to construct new building next to high school, ultimately save money for district.

Two City Councilmen and school board member have unveiled a proposal to build a new middle school next to Strongsville High School -- a plan they say would bring much-needed improvements to buildings throughout the district and ultimately save money.

Ward 3 Councilman Jim Carbone, Ward 2 Councilman Matt Schonhut and board member Carl Naso want to put a bond issue on the November ballot to build a new middle school that would replace Center and Albion.

"I graduated in 1991 and I remember how bad Center was then," Carbone said. "And 21 years later, it's still bad."

The $72 million bond issue would include $55 million for a middle school, plus $12 million for improvements to the high school and $5 million for upgrades to elementary schools.
Just as important, it could offset the need for a new operating levy in two or three years, when forecasts show the district slipping back into red ink.

"This is a long-term plan to stem some of that red ink," Naso said. "I don't want to put up another operating levy in a couple years."

Carbone said the new middle school, which would likely be built on land the district already owns, could house 6th, 7th and 8th-graders, which would allow the district to also consolidate some elementary schools.
He estimates the savings in building maintenance, utilities and transportation at $1.5 to $2.5 million a year.
The district saved $1 million by closing Allen Elementary School, Naso said.

And while $72 million sounds like a lot, Carbone and Naso said homeowners would actually see a property tax increase of only about $8.42 a year per $100,000 of home valuation.

That's because other bonds are expiring. By 2014, $74.11 a year will go off the books.

Replacing those with the new bond issue, at $82.53 a year, means taxes would go up only $8.42 a year per $100,000 in home value.

"When I was campaigning, I kept hearing complaints about the school buildings," Carbone said. "People said they want us to pass levies, but we have nothing to show for it."

Other points of the plan:
• Technology -- Some of the money would go toward upgrading technology in all the schools. "You see classes still using projectors," Carbone said.

• Schools could sell property -- The district stands to make money if it sells the Center and Albion sites, as well as other land if elementary schools are consolidated.

• Bond issues pay for buildings, not operations -- Money from bond issues can only be used for hard assets like new buildings, repairs and permanent improvements, not for salaries or other operating costs.

• Boost for community -- The proponents say improving the school buildings would increase property values and help Strongsville market the city to new businesses. "It's a real face lift for the community," Carbone said.

Naso emphasized the plan is preliminary and much of it -- from the location of the new middle school, the price tag and the idea of putting 6th-graders in the new building -- could change.

"It's not the only option," he said. "But we can't keep putting millions into new roofs."

The school board is planning to meet on April 17 to discuss the idea again.

Strongsville Superintendent said school police will be more alert following Chardon shooting

Superintendent Jeff Lampert said he sends his thoughts and prayers to students, parents and employees of the Chardon school district.

Lampert said security will pay closer attention following today’s shooting at Chardon High School. Police are stationed at Strongsville High School every school day.

“Security will be heightened. I’m working with the school leadership teams to double check the strategies we have in place,” Lampert said.

The Strongsville school district has a confidential Crisis Plan in place for emergencies ranging from shootings to tornadoes.

“Student safety is our number one priority. We have a plan in place. I feel good about what we have. Unfortunately you can never guarantee safety 100 percent,” Lampert said.

Aside from a standby officer, the high school and remaining schools in the district do require visitors to check in before entering the building.

“They are very thorough…the high school in particular because of its size,” Lampert said. “We do what we can to ensure the kids come to school in a safe environment.”

Less than two months into his term, Ward 3 Councilman Jim Carbone is making good on a campaign promise to try to beautify Pearl Road.

"When you talk to people about Pearl Road, the term you hear is 'hodgepodge,'" Carbone said.

His goal: To unify the jumble of storefronts into blocks of consistent architecture, landscaping, and brick and stone color.

Carbone has long had a problem with the unsystematic growth of businesses along Strongsville's older business district.

Obviously, he can't make existing retailers rebuild.

But he can take aim at sections that are still developing, like areas on the south end of the street and at the Whitney-Pearl intersection -- if, that is, the city hurries.

"At Whitney and Pearl, in the next five years, we could see a dozen new businesses," Carbone said.

He and other city officials, including city planner Bob Hill and Jennifer Milbrandt, coordinator of natural resources, are putting together a plan that would break Pearl Road in districts.

They will then determine an architectural style and brick color "to make everything flow in that district," Carbone said.

It would extend to landscaping and fixtures, too -- like a hedge row in front of parking lots, pine trees on the sides of buildings, black fencing and black lamp posts.

He hopes Strongsville will have an architectural plan for Pearl Road in place in time to affect Giant Eagle's proposed construction of a Market District store, which could start this year if a rezoning issue passes at the polls March 6.

"We could really make an impact there," Carbone said.

During his campaign, Carbone said if he was elected, he would look into making Pearl Road a better-looking thoroughfare.

"It's just in the beginning stages," he said. "But if we do this, it would look like we had a plan there and create some unity among the buildings."

Retail is thriving here despite the stagnant economy

When Janet Yurcik decided it was time to expand the home-based bakery business she and her mom ran, she chose a storefront in Strongsville.

"It is a continuously growing community that more and more people are considering as a great place for shopping," Yurcik said.She and her mom, Marcia Rehak, haven't had a moment of regret since opening the Cute Little Cake Shop in December.

"Business has been better than we ever could have imagined," Yurcik said. "We have been selling out every day since Day 1."

It's no secret the economy has taken a toll on small businesses across the country.

But you'd hardly know it looking at Strongsville's thriving retail and industrial community, which has boomed while those in other suburbs have struggled.

The reason? A little luck, hard work and a plan, officials say.

"We've worked hard to have a business-friendly reputation," Economic Development Director Brent Painter said.

The city has become a haven for start-ups over the last couple years.

"You can see it in Strongsville right now -- there's a buzz," Painter said. "There's so much activity going on here, business owners notice it and want to see what's going on."

Warm Welcomes
Location doesn't hurt, of course. Interstate 71 and the Ohio Turnpike run through Strongsville, a convenience retailers and industry owners like for their shoppers and employees.

A mall isn't a bad asset, either. Businesses have sprouted around Westfield SouthPark, and the nearby Plaza at SouthPark quickly drew major tenants like Costco, Bed Bath & Beyond and Best Buy.

But, Painter said, it's more than that. The city has cultivated a business-friendly reputation that starts in Mayor Tom Perciak's office and extends through the building and engineering departments.

"When (commercial and industrial) real estate agents feel comfortable doing business here, they'll send clients to Strongsville," Painter said.

Yurcik said the city -- and Painter in particular, who she called "really a great help and source of answers" -- made the daunting process of opening a business easier.

"You have to make sure you're helpful," Painter said. "I think other cities aren't as focused on the customer service aspect of economic development."

Building a Business Base
There's no denying business breeds business. A look at activity here over the last year tells the story.
When Borders closed, it was only a couple months before a new (as yet undisclosed tenant) was eyeing the site. Pure DeLite, a cupcake shop, is looking at a spot next door.

The former Palate restaurant has been replaced by the brand new DC Pasta Co. Rosewood Grill will fill one of the last vacant storefronts in the Plaza at SouthPark this summer. Master Pizzeria at Bennett's Corners is expanding next door with a family-friendly bar and grill.

Elevated Fitness has opened, and Dynamic Fitness has gotten approval to take over the former Ethan Allen store at Westfield SouthPark with a full-service gym.

The Royal Center plaza on Pearl Road is starting to attract tenants, and Sweet Kiddles, a drop-in child-care center, is planning to open soon. Malley's, Dunkin' Donuts and First Federal of Lakewood opened in a brand new plaza farther north on Pearl.

Rockne's and Chick-fil-A built new restaurants on Royalton Road, and Discount Drug Mart is wrapping up construction. A few others that opened: Conte's Cafe, Jimmy John's, Samurai Japanese Steakhouse and Hibachi and United Art and Education.

O'Charley's and Sheetz are now looking to build at Whitney and Pearl.

And in the biggest retail news of the year, Giant Eagle is seeking to build a 110,000-square-foot upscale supermarket -- one of only a handful of its Market District stores -- on Pearl Road.

"Just look what Giant Eagle wants to invest here," Painter said. "We're very lucky."

Plenty of Support
Planning also played a role in Strongsville's retail and industrial success, Painter said.

"When they laid out the community, they set up a lot of industrial land and room for shopping centers to grow," he said.

It has all melded into an atmosphere where Yurcik can talk, three months after opening, about expanding.
The community and other local businesses have been very supportive," she said. "I am amazed at how much people will really go out of their way to support a local business. They realize how important small businesses are to the community."

Report traffic light problems to council

Goal is to create better traffic flow in city

A situation arose this past weekend with the timing of traffic lights along Pearl Road between Royalton and Drake roads. According to Strongsville Councilman-at-large Joseph DeMio, only three cars could get through any left turn signal at one time causing inordinate backups.

Photo by TERRY BRLAS Strongsville councilmen are compiling a list of traffic light issues in the city. The list will be mapped out and discussed at the next council caucus on Feb. 21 with the goal of creating a better traffic flow.

The situation was rectified in a timely manner. However, this recent situation might be symptomatic of a trend in the city or it might have been an isolated incident. In any case DeMio is asking fellow councilmen to compile a list of problem traffic signals throughout the city for presentation and analysis.

The request came at the regular council meeting on Feb. 6. Ward councilmen and the at-large members will determine at least the top five problem spots.

"I'm not talking about a one or two day glitch that gets resolved," DeMio said. "If there is more than five, that's fine. I think the ward councilmen have a different perspective than the at-large."

The council clerk or assistant clerk of council will gather the lists and cross-reference them. Council will take approximately 20 minutes to discuss the master list and map them out in caucus prior to the next regular council meeting on Tuesday, Feb. 21. The next meeting is on a Tuesday instead of Monday due to the Presidents Day holiday.

"The ultimate goal is to create a better traffic flow," DeMio said. "We're going to try and find perceived hot spots in the city. We get our information from residents."

Public is invited to hear about plans for corner

The new developers of the long-in-coming retail project at the corner of Pearl and Whitney roads will host a public meeting Tuesday, Jan. 24 to talk about plans there.

WXZ Development Inc., have set a public meeting for 7 p.m. at the Ehrnfelt Recreation Center to talk about the first phase of the project, which city officials said is to include an O'Charley's restaurant and a Sheetz gas station.

The parcel at Whitney and Pearl has been tied up in foreclosure since the Toledo-based Timberstone development group ran into financial obstacles and bowed out in 2009.

Timberstone was the second developer to plan and then abandon a project there.

Residents were promised a major retail project, to be called Renaissance Park, that would include a grocery store and a mix of other retail and restaurants by original developer David Lewanski, who in late 2005 said he had commitments from Lowe's, Bed Bath & Beyond and Circuit City to locate there.

Lowe's and GFS have been constructed so far. Circuit City is out of business, and Bed Bath & Beyond built a store at the Plaza at SouthPark.

When Lewanski left, Timberstone proposed a multi-phased project that would include smaller retail stores, restaurants and office space.

City officials said they met with WXZ in mid-November to talk about landscaping and general issues at the site.

Strongsville church seeks rezoning approval

Though much of the March 6 primary election attention is going toward the Giant Eagle rezoning proposal, Strongsville United Church of Church is also asking for a zoning change.

According to Ward 3 Councilman Jim Carbone, in whose ward the rezoning would take place, Issue 5 was put on the ballot as a precaution for possible future development by the church.

At this time, Carbone says Strongsville United Church of Christ has no plans for the property at 19130 Royalton Road. The church is situated on northwest corner of Pearl and Royalton roads.

“The church doesn’t want to be in a difficult situation when the church does decide to expand,” he said.

Voters will decide whether to rezone Ward 3 in order to change the ward’s classification to PF (Public Facilities) from R1-75 (One family 75) resident zoning. The rezoning would allow the church to expand its parking lot or facility in the future.

“This could be something that happens five, 10, 20 years down the road,” Carbone said. “The church will be sensitive to any concerns residents have.”

Carbone said he and the church are looking into bringing residents together to listen to any concerns.

“I haven’t heard anything negative,” Carbone said.

Like the Giant Eagle rezoning, Issue 5 must receive a citywide majority vote as well as the majority vote in Ward 3.

Strongsville Driving Range owners to answer questions about rezoning plans

The Strongsville Driving Range Property Owners are inviting residents to attend a public informational meeting regarding the rezoning plans in Ward 3 on Pearl Road.

The meeting will begin at 7:30 p.m. in the St. John Neumann Church Activity Center located at 16271 Pearl Road.

The owners will give a presentation followed by a question and answer session.

Residents will vote on the rezoning plans March 6. Passage would allow Giant Eagle to move from its current location on Royalton Road to the property where Strongsville Golf and Honey Hut currently sit on Pearl Road.

Public Meetings Set on Market District Plan

Giant Eagle reps, city officials to explain project and answer questions

The first of three public meetings to talk about Giant Eagle's plan to build a Market District supermarket on Pearl Road is set for 7:30 p.m. Jan. 18 at St. John Neumann Church Activity Center, 16271 Pearl Rd.

Officials from Giant Eagle are expected to present information about the plan to construct a 110,000-square-foot Market District on the site of Strongsville Golf and Honey Hut.

It would be the first Market District -- an upscale version of Giant Eagle that features an in-store restaurant and foods from around the world -- in northeast Ohio and the second in the state.

But residents hold the key to whether it will be built here. The company needs to have part of the site rezoned from residential to business, which in Strongsville requires a vote of the people.

The rezoning is on the March 6 ballot. The issue would have to pass both citywide and in Ward 2.

A grassroots campaign, led by businessman Mike Catan, has already launched. It will include the public meetings, ads in local media and mailings.

"This is a unique product that is not anywhere else," Catan said.

The city is supporting the project, saying it will revitalize the south Pearl Road corridor.

Sticking points, though, are the store's impact on nearby residents and on Pearl Road traffic.

Bruce Haney, managing partner of Echo Realty, the project developer, said the company would address buffering and traffic concerns "as quickly and honestly and openly as we can."

Mayor Tom Perciak said his fear is that Giant Eagle, which is unhappy with its outdated store at Westfield SouthPark, will leave Strongsville altogether if the Pearl Road project is not approved.

"If not there (Pearl Road), then where?" Perciak asked. "And what's going to happen if there isn't one (a Giant Eagle)?"

Other public meetings have been tentatively scheduled for mid- and late February.

Giant Eagle Changes Plans; Seeks to Build First NE Ohio Market District Here

Strongsville store would be only second upscale location in the state

Giant Eagle announced this afternoon it wants to build the first Market District store in northeast Ohio on Pearl Road in Strongsville.

The company told city officials today it wants to amend the plans it submitted late last year for a92,000-square-foot Giant Eagle on theStrongsville Golf property.

Instead, it wants to build a Market District store -- an upscale, 110,000-square-foot grocery store that includes a restaurant, pharmacy and a vast array of prepared foods.

"This is going to be incredible," Jim Chickini, a Giant Eagle vice president, told city officials Tuesday afternoon. "These (stores) are special. There will only be a handful of these."

It would be only the second Market District in Ohio -- there is one in Upper Arlington, an affluent community near Columbus -- and the sixth in the nation. The other four are in Pittsburgh.

Giant Eagle officials wouldn't speculate yet on the cost of the project, but said the shell of a building alone would cost $10 million.

The store would create 150 to 250 new full or part-time jobs, in addition to the employees at the existing Giant Eagle store outside Westfield SouthPark.

The company would close that store once the Market District opened.

It would also build a Get Go gas station, either on the same property or nearby, Chickini said.

"For the first time in more than a decade, we hope to have a grocery store on Pearl Road," Mayor Tom Perciak said.

It's not a sure thing, however. Part of the Pearl Road site is zoned residential, and rezoning any parcel from residential to any other use must be approved by voters, both citywide and in the ward -- in this case, Ward 2.

City Council has already placed the rezoning on the ballot for a March vote.

And a campaign for that vote is under way. Strongsville businessman Mike Catan, whose son, Nick, is providing legal representation for Giant Eagle, said he was so impressed by the project he has volunteered to run a campaign to get the rezoning approved.

"I think this is a project that's going to make a huge difference in our city," Mike Catan said. "In my opinion, we're creating a secondary shopping district in Strongsville, which is what we need."

Some officials said they believe the store would revitalize the south end of Pearl Road, which currently has a number of vacant storefronts.

City and company officials will host meetings with the public to answer questions about the project. Plans currently show two driveways onto Pearl Road, one with a traffic signal.

Giant Eagle has already vowed to provide landscaping and other features to buffer nearby residents from any noise and lighting.

"Giant Eagle is sensitive to the needs of our residential neighbors," Perciak said.

The company says its Market District stores are inspired by open-air European markets and a passion for food. The stores feature food from all over the world, in-store cooking demonstration, celebrity appearances and daily advice from employees.

Departments include gourmet cheeses, a sweet shop, housewares, health and beauty and a bakery, as well as meat, seafood and specialty foods.

Ward 3 Councilman Jim Carbone has big expectations

His vision includes consistent architecture and landscaping for certain areas

Ward 3 Councilman Jim Carbone, who took the oath of office on Jan. 2, is the newest member to Strongsville City Council along with Ward 2 Councilman Matt Schonhut.

Carbone replaces 24-year councilman Mark Roth, who elected not to run again. Even though the new councilman realizes he has big shoes to fill he his is own person and excited to jump into the fray with mind and body.

"Matt and I talk about this a lot. We need to take what they did and build on it with different ideas, with a different vision," Carbone said. "The sky's the limit. I have big expectations and a lot of people supported me for the vision of what I want to do."

Strongsville school colors are green and white. Carbone's vision includes a green city in another fashion. His plan consists of a consistent look with trees lining Pearl Road.

"People are tired of this hodge-podge," he said. "Let's introduce legislation. We can do it. The naysayers think it's too late. I say absolutely not. It's never too late. Do we continue to do it wrong? We have great opportunity in our north and south end. This is the time to start creating that consistency.

"Jennifer Milbrandt (city arborist) is phenomenal. We can have buildings where their exterior is consistent, their landscaping is consistent and in the next five years we can rehab buildings by taking those elements to existing buildings. We will have transformed that area. Hopefully we can make it happen."

Carbone has similar thoughts regarding Prospect Road. In his words it all comes down to making an area desirable. Making a shopping district more attractive takes time, however.

"It has to have controlled growth. We don't want to rush things. It has to fit into the plans," he said.
Carbone wants to do everything in his power to make Strongsville a place where residents remain and live their lives to the fullest. He wants people to love the city as much as he does.

"I genuinely care. I have nieces and nephews that grew up here and want to remain here," he said. "There's a lot of weight on my shoulders. I need to keep Strongsville a strong community, along with the rest of Strongsville, so they can remain here."

In addition to his nieces and nephews, Carbone wants a strong future for his son, 2-year-old Michael Anthony, to be able to enjoy Strongsville and raise a family.

"We have a lot of development going on, but I want to gear it towards 10 to 20 years from now like a Rocky River or a Bay Village. Every so many years the community is reborn," Carbone said.

Carbone is an 18-year veteran of the North Olmsted Police Department. He serves as the school resource officer there. Safety and schools are his top two priorities when it comes to Strongsville and its citizenry. Without both being as strong as they can be development will not be what it can be.

"If you look at Cleveland's outer ring suburbs what made them deteriorate? It was because the schools declined and crime came in," he said. "Let's focus on those things. It's easy to say and maybe it changes when politics come into play. Let's focus on keeping the streets safe and let's focus on our schools."

He added, "The services are great here. It's not a case of improving services. It's a case of maintaining them. We can talk about beautification, that's all well and dandy. We need to bring economic development to the city so we can pay for these services."

Carbone stated that the first item on resident's minds at each meeting or interaction he has had since becoming elected is the state of the schools in Strongsville.

"We have to listen to residents. What are they telling us?" Carbone said. "The people I'm talking to are not dissatisfied with the education their children are getting or the education their children received.

"However, Strongsville schools are still using projectors in 2011. There is a portion of the school system that has to be run as a business. This community needs new buildings. We need a spark. Whatever we need to do to provide our kids with the best technology and best facilities, that's what we need to do."

Carbone defeated Larry Frawley by a 57-43 percent margin of victory, the largest of the three contested council races.

"I knew he (Frawley) had a lot of support from people in the community and a lot of support from Republicans. I knew if I just stayed the course, kept working, held to the values I was brought up on and ran a clean campaign that the people were going to back me."

Carbone's backing cut across all demographics. His support came from the young, senior citizens, men and women. In the end it was that type of broad based support that made the difference.

"I had so many people working for me that just moved to the community and people that have lived here for 40 years. If I'm going to toot my horn at all it's the fact that I've been here forever and people respect my family and me. They knew what they were getting."

Carbone makes a point to say that he is working for all the residents of Ward 3, not just the ones that voted for him.

"I'm excited to work for the people that didn't vote for me," he said. "Hopefully they are excited about their new councilman and I can earn their respect. At the end of the day we are all neighbors and I am a representative of them with the city."

First Day on the Job for 2 New Councilmen

Strongsville's two newest councilmen cast their first official votes at Tuesday night's council meeting, 24 hours after taking the oath of office.

Matt Schonhut and Jim Carbone start 2012 as the new representatives in Wards 2 and 3, respectively.
"Welcome to government, and welcome to governing," Mayor Tom Perciak told them as Tuesday's organizational meeting started. "We look forward to a very successful four years."

Carbone got an assignment as his first council meeting -- Council President Mike Daymut appointed him to serve as council's liaison to the Strongsville schools.

"I think it's fitting," Carbone said. "I'm a school resource officer (in North Olmsted) and I went to Strongsville schools kindergarten through 12."

Otherwise, Carbone said he wants to spend his first weeks in office "learning as much as I can."
Schonhut, 20, is by far Strongsville's youngest councilman. He beat longtime Councilman Ray Haseley in a close race in Ward 2, while Carbone bested Larry Frawley in a race for the seat vacated by Mark Roth in Ward 3.

Strongsville's newest councilmen ready for the job

STRONGSVILLE — With the new year comes new representation for two wards in the city.

Matt Schonhut and Jim Carbone officially began their new council terms Jan. 2 when they — along with Mayor Thomas Perciak, Ward 1 Councilman Michael Daymut and Ward 4 Councilman J. Scott Maloney — were sworn in at the Walter F. Ehrnfelt Recreation Center.

Both council rookies are looking forward to getting acquainted with their new positions and listening to resident opinions.

At the tender age of 20, Schonhut nonetheless takes his role as Ward 2 councilman seriously. Although he’s pretty sure he is the youngest councilperson ever in Strongsville, his age is not something he focuses or dwells on. He does recognize that his age can help get more representation of the city active.

“Trying to get the younger people more involved is a great thing,” Schonhut said, explaining that getting more people involved will help keep the city vibrant.

Schonhut starts his term with the talks of a Giant Eagle moving into his ward as a potentially huge economic opportunity — one on which he seeks residents’ input.

“That’s a pretty big move,” Schonhut said of the Giant Eagle. “There’s a lot of things coming up right away.”

Schonhut said residents of his ward can expect a letter shortly inviting them to meetings in which they can share their views on the proposal. He also plans on having meet-and-greet type meetings with residents after he settles into his new position. He wants to create a more community feel throughout the city, creating more of a universal feel.

Schonhut also hopes to get residents involved in discussions about the future development of Pearl Road down to Boston Road.

“I’m excited — that’s all I have to say,” Schonhut said about starting work.

Carbone also expressed his excitement about his new role as Ward 3 council. He is currently trying to absorb all the information he can to serve his ward.

“There is going to be a learning curve,” Carbone said. “It’s trying to take in everything you can.”
Carbone is also looking to listen to residents’ voices about the proposed Giant Eagle in Ward 2 and also about a church in his ward that is looking to expand its parking lot. He wants to have plenty of opportunity for residents to speak.

“We represent the community,” Carbone said. “It’s very important to me that I know what the feel of the people is.”

Carbone plans on setting up meet-and-greet meetings as well, but is still working on details.

STRONGSVILLE Strongsville Ward 3 Councilman Mark Roth III told those at the Dec. 5 council caucus meeting to get ready for the council meeting immediately following the caucus.

Roth was met with a cheers and applause from friends and family as he entered the crowded chamber. It was a swan song for Roth who ended his 24 years on the council.

He was presented with an award from City Council by Council President Mike Daymut. Mayor Tom Perciak then proclaimed Dec. 31 as ‘Mark Roth Day’ in Strongsville.

The accolades kept coming as Roth was given a proclamation from State Sen. Tom Patton, R-Strongsville, presented to him by Councilman at large Duke Southworth. Southworth said the crowd showed how much Roth has done for Strongsville.

After plaques and proclamations, Roth, in a flourish, appeared again at the podium dressed like a gladiator. The crowd chanted “Maximus. Maximus,” which he said was his real middle name.

Roth said he was leaving council because of some health issues with a grandchild. “The Lord pulled the family card,” said Roth, who plans to spend time with his children and grandchildren.

He talked a bit about his voting record and how hard he worked to solve problems in the community. “I did whatever it took to solve a problem.”

The city named a baseball field in his honor in October, where he coached the Pink Panthers girls softball team for 13 years.

Throughout the meeting, which was otherwise uneventful, Roth kept holding up paper signs expressing his gratitude for the crowd and his support during his tenure.

When he spoke to the crowd for the last time, his voice often faltered, holding back his emotion.

He said he was thankful for so many things in his life.

“I am a very blessed man,” he said.

The swearing in of new council members is scheduled for Jan. 2.

Two Strongsville businesses are planning ribbon-cutting ceremonies and a new tenant is looking at the vacant Borders store.

Here's a look at some of the recent business activity in Strongsville:

• Samurai Sushi Bar and Hibachi Steakhouse, which opened a few months ago in the Plaza at SouthPark, will have its official grand opening and ribbon-cutting ceremony at 4 p.m. Dec. 6.

• The Cute Little Cake Shop will have its grand opening celebation at 10 a.m. Saturday, Dec. 10. The gourmet cake ball and cake pop store will move into Strongsville Towne Centre near Plato's Closet.

• A company is looking at the vacant Borders spot, but Economic Development Director Brent Painter said no deal has been signed.

• There has been some interest in the former Bounce City site, but no takers yet, Painter said.

• Dynamic Fitness has gotten city approval to open a gym in the former Ethan Allen store outside Westfield SouthPark.

• Negotiations continue for a tenant next to La-Z-Boy Furniture at the Plaza at SouthPark. In May, a company applied for a liquor permit there. The name of the restaurant was not revealed, but officials said the applicant was Hospitality Restaurants of Cleveland, which operates Delmonico's Steakhouse in Independence, Salmon Dave's in Rocky River, The Cabin Club in Westlake, Blue Point Grill in downtown Cleveland and Rosewood Grill in Hudson, as well as the Thirsty Parrot nightclub in downtown Cleveland.

• The big news, of course, is that Giant Eagle plans to build a 92,000-square-foot store on Pearl Road, on the site of Strongsville Golf. Those plans depend on voters approving a rezoning in March.

Giant Eagle Seeks to Build on Strongsville Golf Property, Close SouthPark Store

Giant Eagle wants to build a 92,600-square-foot supermarket at the Strongsville Golf property on Pearl Road and close its existing store next to Westfield SouthPark.

Company officials said there isn't room to expand the existing store on Royalton Road.

Instead, the Pittsburgh-based grocery chain wants to clear 13.5 acres that are now occupied by Strongsville Golf, Honey Hut Ice Cream and a residence and construct a "signature store" that would be about 25,000 square feet larger than the current one.

There would also be a Get Go gas station on the site.
Attorney Nick Catanzarite, who represents Giant Eagle in its project here, said the company is also in negotiations to buy a vacant 6-acre parcel just south of Strongsville Golf.

"The (Pearl) road widening created an opportunity for this project to happen," Catanzarite said.

The plan was formally revealed at Monday night's City Council meeting during a public hearing on a proposal to rezone the Strongsville Golf property.

The project can't move forward, though, without going to the ballot for a rezoning. Part of the property is zoned residential, and Strongsville's charter requires that any zoning change from residential to business be approved by voters -- both citywide and in the ward where the property lies.

City Council on Monday passed legislation to place the rezoning issue on the March ballot.
If approved at the polls, the company has set forth an ambitious timetable, hoping to start construction in the early summer and finish next winter.

Officials said the expansion would create about 100 new jobs.

"I think it's exciting," Strongsville Economic Development Director Brent Painter said. "Any time a company is looking at investing millions of dollars in our community and creating 100 jobs, it's a good thing."
Painter said he does not expect Strongsville Golf to relocate, but said he is working with Honey Hut to find a new location in the city.

Officials said it is too early to speculate about what would fill the vacated Giant Eagle store at Westfield SouthPark, but Painter said "that end of town is very appealing" to large retailers.

"Sometimes a vacancy can be an opportunity in a community," he said.

Phil Bishop of Echo Real Estate, the development arm of Giant Eagle, said the site would have the potential for one or two out-parcels in addition to Get Go. He said the only access to the property would be from Pearl Road, and said the company would ask that a traffic signal be installed.

He also promised a larger-than-required buffer around the property to protect adjacent residents.
The new store would feature a heath-beauty-and-wellness section with an in-store dietitian, said Pat Avolio, director of real estate development for Giant Eagle.

It would also have a hot foods bar, a much larger salad bar, a 35-40-seat WiFi cafe, expanded meat and seafood selections, a gourmet cheese area, drive-through pharmacy and about 5,000 organic and natural project the existing store doesn't have room for.

Painter said he believes the new Giant Eagle "could be a kick-start for the redevelopment of Pearl Road."

Strongsville City Council gets Election Day shakeup with Schonhut, Carbone victories

STRONGSVILLE City Council races brought several surprises on Election Day.

Matthew Schonhut defeated longtime incumbent Ray Haseley for 2nd Ward representation by a vote of 2,238 (55 percent) to 1,795 (45 percent).

Schonhut’s message throughout his campaign was based on providing “a lot of change – a lot of good change.

“I look forward to working with (the rest of City Council) now,” Schonhut said.

As the numbers came in Nov. 8 and Schonhut looked toward the future, he also paused to look back on his time spent serving as the student liaison the board of education. It was an experience that served him well, he said.

In Ward 3, following councilman Mark Roth’s decision not to run, Jim Carbone defeated Larry Frawley by a vote of 2,427 (57 percent) to 1,795 (43 percent).

“This is something that I’ve always had my eyes on,” Carbone said. He added that, when he was in sixth grade, he told then-Mayor Walter Ehrnfelt that he would one day represent the city.

“The people want change,” Carbone said.

Frawley spent months campaigning on messages revolving around economic development and communication. “I would not have done anything differently,” Frawley said of his efforts.

In the city’s 4th Ward, incumbent J. Scott Maloney will retain his role after defeating Patricia Pell at the polls by a vote of 1,824 (53 percent) to 1,632 (47 percent). Maloney was unanimously appointed to City Council in January 2011.

“I’m blessed that the people had the faith and confidence that I’m the right person,” Maloney said, adding that he will continue to maintain his goal of “ultimately doing a good job of serving (the residents’) interests.”

There will be a new look to Strongsville City Council when it meets for the first time in 2012.

Voters decided races in wards 2, 3 and 4 on Nov. 8. J. Scott Maloney, who was appointed earlier this year, defeated Patricia Pell for the ward 4 seat by a 53-47 percent margin in the closest of the council races. Maloney earned 1,824 votes, while Pell gained the favor of 1,632 voters.

The largest margin of city came in ward 3 where Jim Carbone earned 2,428 votes to Larry Frawley's 1,799 votes for a 57-43 percent margin of victory.

The surprise of the night may have been newcomer Matthew Schonhut's win over l4-year councilman Ray Haseley. The youthful landscape company owner earned 2,240 votes to Haseley's 1,796 for a 55-45 percent margin of victory.

Maloney gave credit to Pell for a well-run race.

"My challenger has a solid background with a lot of credentials," he said. "She certainly gave me a run for my money and made me work very hard. It's actually great that the community has more than one truly qualified candidate. At the end of the day I am pleased that voters felt I was the best candidate to lead the community forward."

Carbone is looking to get back to time with his family that he lost campaigning. Then it's time to learn what the first time councilman needs to know as he prepares to serve the community as ward 3 councilman, a seat that is being vacated by longtime Councilman Mark Roth, who chose not to run for reelection.

"I'm a newbie here with big shoes to fill," he said. "I want to sit back and learn so I can make informed decisions. I'm my own person and I bring a different element. I'm excited for the city and I'm excited to move forward."

Schonhut and Haseley have a lot of mutual respect for one another. The incumbent was hoping for another four years and was counting on voters to lean on his experience.

"We never went negative," Haseley said. "We are faced with a big shortfall next year. We need experience on city council. This is not the time for on the job training. Evidently I didn't make that known like I should have."

Schonhut, on the other hand, brought a youthful enthusiasm to his campaign that apparently resonated with voters.

"We were the only race where there was never any negative campaigning against each other," he said. "Whenever I run into Ray we have a laugh and get along with each other. That's a good thing and I hope that relationship continues. I'm sure I'll be turning to him for advice because he's been doing this for a long time."

The job of any public servant starts with listening to the voice of the people. I’ve heard from many of you about your concerns and ideas to strengthen Ward 3, and I’ve based my platform on your input.

ISSUE 1: Upholding high standards for property maintenance not just for homeowners but also for businesses, restaurants and companies in Ward 3.

ISSUE 2: Taking the lead on the beautification, redevelopment and rezoning of businesses along Pearl and Prospect Roads.

ISSUE 3: Increasing the minimum lot size required by the City of Strongsville to encourage larger homes, which will increase all homeowners’ property values and preserve residential land in Strongsville. With limited land available in Strongsville, larger lot sizes can stem the growth of traffic on our roadways and the strain on our sewer system.

ISSUE 4: Creating a program called S.T.O.P. -- Safe Traffic-Oriented Policing. S.T.O.P. would put extra police on traffic enforcement and patrol and would be self-funded through citations issued. S.T.O.P. officers would primarily patrol I-71 North and South, but would also be available to answer calls and assist residents with neighborhood traffic complaints. A more visible police force would help in deterring crime in our community. Any additional funds collected through the S.T.O.P. Program would be allocated to:

• New equipment purchases for the police department

• The Shade Tree Committee for beautification projects

• Road improvements throughout the city

• College scholarships for Strongsville High School graduates

• New equipment purchases for the Strongsville Recreation Center

• Support of programs and services for seniors at the Senior Center

ISSUE 5: Creating an optional “Are You Okay?” program for the senior citizens of Strongsville. Seniors would receive an automated phone call daily, which they can simply pick up and hang up to indicate they are okay. If the senior does not pick up the phone, the police dispatcher immediately calls the resident. If they still do not pick up the phone, a patrol car would be dispatched to the house. A lock box at the senior’s home would allow police to enter the home to check on them. This is a program being used with great success in North Olmsted.

ISSUE 6: Seeking solutions to reduce traffic on Pearl Road. Long-time residents and new visitors agree, the traffic on Pearl Road is problematic. One potential solution is eliminating driveways in and out of retail strips. Having several entrances in and out of a strip does not allow traffic to flow freely. Reducing the number of driveways from three or four to one or two per strip while connecting the strips would allow motorists to travel from one to the other without having to exit to Pearl Road. Such an approach could also help boost business at these connected strips.
