On Friday, the 26^th of February 2010 at the CIO Breakfast Forum, John Roodt will be presenting the graphic model that has evolved over the 8 CITiCafe conversations. The CITiCafe is a series of Café Conversations on re-vitalizing the vision, strategy and program of the Cape Information Technology Initiative (CITI). During these Café Conversations we presented a hybrid reference model but one which starts with the Hollywood Reference Model for the development of the Information Communication Technology (ICT) cluster aligned with broader Western Cape and Cape Town initiatives such as the Creative Cape. The CITiCafe is one of the results of the collaboration between CITI, the Software Engineering Colloquium and Academic CIO Forum. Towards the end of last year at our first CIO Conference and at the dinner and launch of the CIO Academy, we communicated that we would be aiming in 2010 to move from conversation to action by collaborating with other organizations to develop social initiatives under the program we called Citizen1.

During the past 3-4 months, we have been busy engaging and mobilizing. After the launch of the CIO Academy in November, we have worked with 12 student nominations, one of which was able to participate in an overseas trip and we will be presenting her report and the progress in the coming months as we finalize the pilot group and present their stories to the CIO Forum community and request for support to mentor and “adopt” them towards success.

After the CIO Conference, we began working the 3^rd Cape Software Engineering Colloquium in 2010 (SE10) with the IEEE and Dr David Hislop. We aligned the CIO Forum themes and agenda with that of the SE10 and formed a technical committee and working groups. The management team and technical committee have reviewed almost 10 years of documentation on IT and software engineering related policies and government strategies, much of which is congruent with the issues out of the CIO Forum and CIO Conference.

As part of the Citizen1 initiative, we needed to work closely with software organizations and software engineers as well as CIOs and other stakeholders. We have been developing solutions to incorporate into a vision to provide better access to technology for disadvantaged communities. This has led us to working closely with the software engineering community, the Cape IT Initiative and organizations such as the Software Process Improvement Network (SPIN), IT lawyers, the Silicon Cape community of entrepreneurs and venture capitalists.

We also engaged with a number of CIOs, led by Andre Stelzner, CIO of the City of Cape Town for the formation of a CIO Council through which the contribution and program of the CIO Forum in the Western Cape will have a governing oversight.

We specifically decided to focus on collaborating and unifying our initiatives in the Western Cape as it was easier for stakeholders in the region to work together on a common set of initiatives. Starting with the agenda and issues tabled at the CIO Conference, we then discussed a wide range of issues and decided to focus on the top 10 issues that would evolve out of various engagements and discussions with other stakeholders.

So by aligning a common agenda of concerns of the broader Cape, the ICT stakeholders, software engineers, academics, CIOs and IT professionals and government, we believe that the various communities can collective develop a strong regional IT environment.

Each of the agenda items have a set of working groups of individuals who are actively contributing towards the development of the program as a “blueprint”. These working groups will be able to present their work to the CITI program into government, the software engineering communities, academics in our universities and the CIO Forum and CIO Council as well as other communities and stakeholders. We believe that such a structure which is growing stronger day by day as passionate individuals take up and support the work, will lead to a more coordinated effort to address the issues we have been discussing in conversations and for which meaningful programs and coordination and support of existing initiatives needs attention.

Some of the agenda items that began with the CIO Forum such as the impact of new regulatory compliance issues in 2010 have continued in the legal and compliance working group. We have a group of lawyers with strong IT backgrounds who have been busy working on a program of initiatives that will be presented to the SE10 as well as through the CITI program to government. We also have a working group on skills development, agile in the enterprise and cloud computing – themes that have been part of our conversations and the CIO Conference. There is a strong focus on the role of stakeholders such as academia and universities, on CIOs and IT professionals. Much of the work of the CIO Forum over the past 2 years has now found synergies with the software engineering community and other stakeholders.

This has led to our involvement with CITI and Jenny McKinnell. When Jenny took over as Executive Director of CITI, she began looking at IT organizations which led her to the CIO Forum community. She was also a member of the management team of the SE10 which adopted the “Cape Software Factory” model presented by Roderick Lim Banda. It was intended as a model to unify the issues that were developed to align the CIO, academic and software engineering, creative design and innovation “social pre-occupations” with a distinctive software focus at the SE10.

The role of CITI is an important one in that it is the representative organization and bridge between government and the private sector as well as the broader ICT cluster. A weak cape IT initiative is therefore detrimental to all of us and it is important for this cluster to be effective and to find a common voice which is served in part by the collaboration and unifying of a shared set of agendas.

After much discussion, we decided to develop and extend the theme for re-vitalizing the collaborations and partnerships with CITI and to discuss the “Hollywood Reference Model” and “CITi’s as Cultural Innovators” which is aimed at drawing attention to the role of our city and provincial region in providing resources to enterprises, the model of enterprise as a network and the power of harnessing the common social pre-occupations amongst stakeholders.

The use of a reference model encourages a more positive drive towards solutions rather than being held back by problems. This process started at the end of last year and it is fitting that we present the evolution of the model at our first CIO Breakfast Forum for 2010. John Roodt will present how the graphics has evolved over the past 8 Cafe Conversations.

As a grass roots initiative, we have strived to build a network of people who are passionate about making a difference. We have focused on the creation of value rather than on organizational control.

But as we move from conversation to action, 2010 represents a defining year for which we now would like to encourage you to think about the value gained from becoming a paid up member and supporting the maturation and programs of this community and organization.

We wish to continue holding the Monthly Breakfast Forum as an open event and to use this as a vehicle to engage with participants and members of the community. With further support and sponsorship, our activities and open events will expand and will forward to an exciting year ahead.

The intent of this document is to highlight the background and benefits of moving from “participant-driven conversations” to “action-driven membership”.

What We’ve Achieved So Far and Why IT Matters

There have been various initiatives to build and develop local Chief Information Officer (CIO) forums. Most of these initiatives start with a lot of enthusiasm but are difficult to sustain. The demands on the CIO, as with any C-Level executive, means that there is little time available for networking with peers and the broader community. Add to this the number of organizations and events seeking the involvement of a CIO and it simply becomes easier to avoid participation all together.

Industry and vendor driven initiatives are also seen to be a means of getting into the boardroom to influence the bottom line and collaboration is often mired by bureaucracy and politics. To further contemplate bridging the gap between academia and commercial enterprise brings into the equation the challenge of trying to get universities to collaborate and convincing industry professionals of the practical value of engaging in academic issues.

Yet, consider what we (i.e. you) have achieved in simply giving support for the existence of such a community.

Year 1: 2008

In 2008, we first focused on building conversations and to network. We held monthly breakfast forums using the method of Cafe Conversations & workshops. During the first 6 months we covered the topic of Skills Development with quality speakers representing stakeholders such as academia, government and the private sector and then provide a summative report and feedback highlighting the disparities and issues. We also engaged in initiatives to develop certification programs within the curriculum of universities, engaging in dialogue to overcome concerns. Initially, there were those that questioned this approach and said we were only about “talk” and not “action”. But our intent was to engage and find people who were passionate about making a difference. We also wanted to provide continuity and let people know that whether or not they had the time available, we would be here and they are welcome any time and when they felt ready to participate. We were offered funding and sponsorships but chose to focus on creating value and a community. Using Social Media, we extend our reach and within 3 months extended our online community to over 300 CIOs, aspiring CIOs and IT professionals and academics.

Year 2: 2009

In our second year, we decided to tackle one of the main objectives we had for initiating the forum, namely, to address the lack of an academic qualification program for CIOs. We started by launching the Centre for CIO Research in Africa (CenCRA) and the Master Information Officer (MIO) postgraduate Programme. We have also worked behind the scenes to encourage certification programmes into universities and follow up on developing internship models from conversations the previous year. We held our first annual CIO Conference on CIO Research in Africa in October. In November we launched the CIO Academy Programme for “adopting” and mentoring young graduates to succeed as leaders which will involve a pilot in 2010. In December, we ran a series of pilot workshops that will start an active programme of workshops in 2010. Hence, while the focus has been on academic initiatives, we have had a very active program.

Year 3: 2010

We will see the continuation of initiatives such as the breakfast forums, workshops, dinners, conferences, academic programmes, certifications, internships and mentorships in 2010. We have also decided to create an umbrella brand for our focus on social responsibility engagement in 2010 called “Citizen1”. This involves a program we are going to be sharing in this document and which you will see throughout the year. An essential element of this program is the formation of the CIO Council.

The CIO Council and its working groups or committees is an opportunity for members to become engaged and more actively involved. It will also enable CIOs to develop more relevant agendas and extends the academic format of the CIO Forum to both social and enterprise level. We are also recognizing the fact that this is the first year where we have formally extended the membership programme and so are conferring a special status of “Founding Member” to registered members by 25th January 2010.

We have been very fortunate to have developed good relationships with academics across our partner universities: the University of the Western Cape, the Cape Peninsula University of Technology and Stellenbosch University as well as the Meraka Institute at the CSIR. We certainly appreciate the support of academics and individuals who share a common value and who have shown a spirit of compassion and hope to engage with more academics from other universities and institutions.

It is clear that with this spirit and support, the CIO Forum will continue from strength to strength and that this value based approach is sustainable. The foundations of the network have already been laid in the network itself and in the core activities that represent the ongoing function for sustaining the network. More importantly, this has been based on shared values rather than on formalized structures. Thus, we have sought to create the spirit and essential “life” of a community – i.e. the desire to support one another using the model of family rather than enterprise.

We can sustain this approach with minimal funding because it is not the financial resources that drives our initiatives. We have taken a very humble approach of tackling initiatives we could honestly work hard at achieving rather than focusing on flamboyant marketing. As we engage in more active programs and initiatives to create value for the community and network, the membership fees become an important means for sustaining the organizational work but we are not reliant on this. More important than anything is else is your compassion, spirit and energy.

Founding Members and Annual General Meeting in 2010

Our main period of activity is between February and November and we try to execute our events and programmes during this period. We will be sending invites to our members for our first Annual General Meeting (AGM) in February 2010.

We will:

establish the steering committee for the CIO Council;
formalize the structures;
review our strategies, values, mission and program which will provide members with an opportunity to make a difference and become more actively involved.

Those who have joined as members by the 25th of January 2010 (for 2010) will be given the status of “Founding Members”.

Membership certificates will be awarded during the event, so make sure you join and receive an invitation.

Maturation and Structures

While we have taken a more human-centric approach, we have always strived to adopt the organizational terms that have been adopted globally. In line with this, we have sought to gradually develop all the facets of a CIO community over time, including:

· Forum: We see ourselves first and foremost as a forum, meaning a network for engaging in personal meetings and conversations to network using events like the monthly breakfast forum or online and mobile social media

· Events: Organizing and managing events is an essential element of building the network so there are opportunities to become involved or participate in our annual conference and other forums, seminars and conferences. We are always open to collaboration with other communities, providers, organizations and individuals.

· Conference: Having established our 1^st Annual Conference, we will be looking to a host the event in May 2010 in Johannesburg as well as our second Cape Town conference in the 4^th quarter.

· Workshops: Using various workshop based models such as Cafe Conversations, we want to facilitate the ongoing learning and networking process that supports more formal training programmes and courses.

· Research & Qualifications: We will continue to expand and grow academic initiatives. This includes the Centre for CIO Research in Africa (CenCRA) as a research centre and the Master Information Officer (MIO) program will help improve CIO qualifications. We are engaging with innovation research to grow capacity in software engineering research expanding on our Agile Webinar events.

· Skills Development: We will be developing our relationships with our partners including Microsoft, Oracle and SAP, Zensar Technologies, Simeka Business Group as well as Social Innovation and Open Source communities on skills development through internships and certification as well as helping to create local community networks to develop enterprise skills and capacity.

· Academy: We are in the process of identifying students and graduates across our partner universities who will be “adopted” by the community as aspiring CIOs. We will be looking to the community as individuals and as a collective family to help ensure the success of these young leaders, especially in their first 3 years entry into the market.

· Council: The formation of the CIO Council in 2010 will facilitate the oversight of programs and initiatives at the executive level. Expect to see top level CIOs leading this council.

· Working Groups: The CIO Council will be supported by active members who will be involved as program managers in defined working groups. These working groups will tackle a number of initiatives pertaining to Compliance, Green Life Style, Community Socio-Tech, Change Management, Business Process Improvement, Enterprise Architecture, Software Engineering, Enterprise Development, etc. which the CIO community will be engaged in along with other industry, government and academic partners and collaboration.

· Governing Board: We will be establishing a Board as a governance body. This will follow a process of formalizing stakeholder arrangements and representations and will be announced in the 1^st quarter of 2010.

· Social Programs: Citizen1 will enable members to become engaged in social responsibility initiatives including socio-tech projects which involve the use of technology in addressing social issues.

· Expert Network: Members doing consulting work and those seeking expert and specialist services will benefit from the Guru Network. We will be publishing directories, catalogues of individuals and organizations as well as their products and services so that there is a better understanding of what capabilities exist.

· Chapters: In response to requests to start chapters in other cities, we will be establishing a process for establishing chapters of the community in other cities.

Kent Beck created eXtreme Programming (XP) and has been a major influence on the Agile movement. This is an opportunity to engage and reflect on the concepts of agile and how software development practices can be enhanced to deliver value, quality software and build effective teams.
The relevance for South Africa and its aspirations to be more competitive in innovation requires the existence and encouragement of software development and software organizations. Responsive Design
The goal of Responsive Design is to support a steady flow of features by staging investment in design. The project aims to uncover the deep structure of software design and put it to practical use by giving designers concrete tools and techniques they can use to design safely, efficiently and effectively.
The project was started in 2006, inspired by the 25th anniversary of the publication of Ed Yourdon and Larry Constantine’s Structured Design, the work that introduced the concepts of coupling and cohesion. Bringing that work technically up to date, enhancing its goals to include revenue maximization and risk reduction in addition to cost reduction, and reducing it to practice are the goals of the project.
The project uses three parallel tracks of investigation:

Introspective–having designers carefully watch themselves while designing to find patterns
Empirical–correlate externally observable behavior like defect rates with design features
Quantitative–numerically measuring designs to find patterns

The project is looking for an industrial sponsor who would like early and personal training in Responsive Design in return for steady support.

Kent Beck is an American software engineer and the creator of eXtreme Programming (XP) and Test Driven Development. Beck was one of the 17 original signatories of the Agile Manifesto in 2001.

Kent Beck is the founder and director of Three Rivers Institute (TRI). His career has combined the practice of software development with reflection, innovation, and communication. His contributions to software development include patterns for software, the rediscovery of test-first programming, the xUnit family of developer testing tools, and Extreme Programming. He currently divides his time between writing, programming, and coaching. Beck is the author/co-author of Implementation Patterns, Extreme Programming Explained: Embrace Change 2nd Edition, Contributing to Eclipse, Test-Driven Development: By Example, Planning Extreme Programming, The Smalltalk Best Practice Patterns, and the JUnit Pocket Guide.

Kent Beck has an M.S. degree in computer science from the University of Oregon. He has pioneered software design patterns, the rediscovery of Test-driven development, as well as the commercial application of Smalltalk. Beck popularized CRC cards with Ward Cunningham and along with Erich Gamma created the JUnit unit testing framework. Kent lives in Medford, Oregon where he makes goat cheese.

Scott Ambler is the chief methodologist on Agile at IBM and he will be sharing some of his latest work on scaling agile in the enterprise.

But, agilists approach architecture a bit differently than traditionalists do.
Architecture provides the foundation from which systems are built and an architectural model defines the vision on which your architecture is based. Regardless of the scope, my experience is that you can take an agile approach to the modeling, development, and evolution of an architecture.

Scott W. Ambler is a Canadian software engineer, consultant and author, currently Practice Leader Agile Development at IBM Corporation in the IBM Methods group. He is known as author of several books focused on the Unified process, Agile software development, the Unified Modeling Language, and CMM-based development. Ambler received a BSc in computer science and a MA in information science from the University of Toronto.

He has been worked in the IT industry since the mid 1980s, and with object technology since the early 1990s. Since 1990 he has worked with OO technology in various roles: Business Architect, System Analyst, System Designer, Project Manager, Smalltalk programmer, Java programmer, and C++ programmer. Further he led the development of several software processes, including Agile Modeling (AM), Agile Data (AD), Enterprise Unified Process (EUP), and Agile Unified Process (AUP) methodologies. Scott has been a contributing editor with Software Development, and has writem columns for Object Magazine and Computing Canada.

He is speaker at a wide variety of practitioner, Academic and private conferences world wide, such as conferences on Software Development, Agile Universe, UML World, JavaOne, BorCon, Comdex, and Application Development, conferences such as OOPSLA, EuroSPI, and CAiSE and conferences held by large, Fortune 500 conferences for their managers and IT staff. He is a Fellow of the International Association of Software Architects, an Eclipse Process Framework (EPF) committer, and a Jolt Judge at the Jolt Awards.

Dear Colleagues and UA Members,

The University Alliances in Africa is inviting you the first UGM of its kind under the auspices of the University Alliances on the African Continent, with a focus on the Indian Ocean Islands from the 5th - 6th November 2009, Mauritius. The UGM will be hosted by a member of the University Alliances, the Mauritian University of Technology.

The deliberations at the User-Group will focus on leveraging and utilisation of Information and Communication Technologies (ICTs) to drive knowledge economies for sustainable communities. Invited guest speakers, keynote speakers, include Senior SAP representatives, official from the Mauritian Government, the President of the Maurtian University of technology, SAP expertise, students and lecturers.

Delegates are expected from members and prospective members ranging from schools, universities, colleges in Africa, SAP officials, selected SAP partners, selected SAP customers and senior representatives from the Mauritian Government.

Through the UGM, the University Alliances in Africa will bring forward first hand information to faculties and schools on important topics such hosted software and UCC services, erp4schools, erpsim, All-In-One pilot, future TERP10 certification.

Conference on Research and Technology Leadership

Researchers, Chief Information Officers (CIOs), information technology (IT) professionals and academics from the four universities in the Western Cape will be attending a conference aimed at developing capacity in technology leadership. The Conference on CIO Research in Africa being held at the Cape Peninsula University of Technology (CPUT) in Cape Town on the 22^nd and 23^rd of October 2009 is aimed at sharing information on research on the role of the Chief Information Officer, technology leadership and related topics.

Technology has been a driving force in the past century and will continue to shape our society in the 21^st century. As with the broader continent of Africa, the Western Cape region is striving to develop its capacity to innovate and to compete in an increasingly technology driven economy. Research undertaken by universities in the region forms an important part of this process of creating innovation and the conference seeks to highlight the need for building capacity in both the public and private sector.

The initiative is being organized by the academic CIO Forum formed in 2008 to increase collaboration and networking between academia and commerce. Academics from the Cape Peninsula University of Technology (CPUT), the University of the Western Cape (UWC), Stellenbosch University (SUN) and the University of Cape Town (UCT) have participated in the forum. At the beginning of 2009, the forum and the Cape Peninsula University of Technology (CPUT) started an initiative to promote research into the role of the CIO to encourage CIO qualification programs.

Prof Pete Janse van Vuuren of Gartner sees the role of the CIO and that of technology leadership evolving. Notably the trend towards “a split in the CIO role in which he or she will be responsible for business processing improvements, while the CTO will actually take care of technology,” says van Vuuren. The role of CIOs in business and in the delivery of government services are some of the issues which will be discussed at the conference.

The theme of the conference “Creating Agility: the CIO Conundrum” is aimed at addressing how organizations can leverage human, organizational and information capital to become responsive to changes in the business environment and the complexity of technology. Researchers and speakers will cover a range of topics including: agility in government and the enterprise, strategy and governance, change, enterprise architecture, mobility and social media, software as a service, knowledge management and organizational innovation. Researchers include not only academics but CIOs and IT professionals doing research with universities in the Western Cape as well as with the Meraka Institute of the CSIR.

A highlight of the conference is a gala dinner and CIO award ceremony honouring contributors to research and CIO leadership on the 22^nd at the De Oude Welgemoed. Dr Mosibudi Mangena, the former Minister of Science and Technology will be speaking on “Technology Leadership under former President Thabo Mbeki” and will be leading a panel discussion on technology leadership. The main sponsors of the event include the Simeka Business Group, Microsoft, Oracle and SAP.

Background to the CIO Forum

The CIO Forum facilitates in providing services that make it convenient for Chief Information Officers (CIO’s), IT Professionals, Academics and Government to connect with one another and to discover opportunities to collaborate in developing the IT profession and sector. We do not seek to compete, control, dominate or represent the industry or act as a professional body. We aim to facilitate and provide a neutral platform and channel that connects individuals who are passionate about Information Technology and who truly want to make a difference.

The CIO Forum connects people and builds communities and social networks in the ICT sector. This is primarily achieved through social networks but it requires a more holistic approach. We have identified a number of services that we believe are required to grow and develop the CIO Forum community. This is in part facilitated through grass roots volunteerism but also through partnerships and commercial enterprise. The individuals within the network collaborate to provide these services and are encouraged to connect and build models for engaging and discovering what ultimately works to develop ICT related initiatives.

The primary goal of the CIO Forum is to bridge the gap between commerce and academia. Our objectives include:

1. To provide opportunities for students, graduates, researchers and academics.

2. To enhance the qualifications and opportunities for associated professionals.

3. To assist partners and members to build capacity and develop new business opportunities.

4. To engage in research and development in the pursuit of knowledge and innovation.

The CIO Forum is open to CIO's, Academics whose work falls into the intersection of business and technology, IT Professionals in Industry and Commerce, Government and Graduates. It is an educational and interactive gathering of IT professionals and academics which evolved as an informal social network of academics in response to calls for institutions in higher education to better prepare graduates entering the Information and Communication Technology sector. As academics and professionals, they felt the need to bring influential stakeholders such as those serving as the Chief Information Officer (CIO) of corporate enterprise and academics teaching in universities to discuss a variety of important topics. They began by dealing with the lack of skills in the Information and Communication Technology (ICT) sector and reviewing the disparate views on internship and graduate programs held by corporate employers and academia.

Since 2009, the CIO Forum has grown as a South African social network with a view to broadening out into the African continent and we have also had a number of international CIO’s who have joined and actively participate on the on-line forums . The CIO Forum was launched in February 2008 with sponsorship by the Simeka Business Solutions Group and co-hosted by the Department of Information Systems of the Faculty of Economic and Management Science (EMS) at UWC and the School of Information and Design at CPUT. Academics from the Department of Information Systems at UCT and Social Informatics at SU have also joined and hosted these monthly breakfast forums. ICT industry role players such as Microsoft, Oracle and SAP have supported the forum and a number of influential stakeholders from government have presented and participated in our discussions.

The format of the breakfast forum is a conversation modelled on the concept of Cafe Conversations - visit The World Cafe. The opening topic of the forum was "ICT Skills Development - the Role of Universities and Employers". In discussions with academics and CIOs it was evident that there was support for such an event and more importantly that on-going conversations between these important role players needed to take place.

Apart from providing an opportunity to discuss ways of bridging the gap between academia and the working environment, it further provides a platform for establishing closer collaboration in building capacity, innovation and intellectual capital. CIOs gain insight into the academic program, research and initiatives being undertaken by the participating universities and academics can share, learn and engage with key decision makers in the sector.

The Knowledge Gap in Emerging Economies – How to Innovate
Prof. Eric Tsui joined Computer Sciences Corporation (CSC) in 1989 after years of academic research in automated knowledge acquisition, natural language processing, case-based reasoning and knowledge engineering tools. His research was supported by grants and scholarships from Arthur Young, Rank Xerox, CSC, Graphic Directions, and the Australian Research Council. He was also a gratis visitor to Microsoft Research in February, 2000.

Since August 2000, he has taken up the role of Innovation Manager at Australian Mutual Provident (AMP). Eric is responsible for strategic research, knowledge brokering (between CSC and AMP), innovation management and university-industry collaborations.

His research interests are on the role of information technologies in supporting knowledge processes and communities, the interplay between Knowledge Management and E-Learning, and the applicable tools and skills for individual knowledge workers (as opposed to enterprise KM). As a recipient of CSC's Leading Edge Forum (LEF) Technology Grant in 2002, he carried out research into "Technologies for Personal and Peer-to-Peer Knowledge Management" out of which the research report was one of the top 10 downloaded documents from www.csc.com in September, 2002. He has delivered numerous KM and Portals presentations and workshops in Asia, Australia and the US.

In his academic capacities, Eric has designed and delivered KM, AI, BPR, Portal, and MIS courses at the University of Sydney, University of Technology, Sydney, University of New South Wales, RMIT University, University of Kentucky, The Hong Kong Polytechnic University and City University of Hong Kong. He is the program co-leader of a forthcoming master degree in Knowledge Management to be delivered in an online blended learning environment. He has B.Sc. (Hons.), PhD and MBA qualifications.

The Chief Information Officer (CIO)

The Chief Information Officer (CIO) in any corporate enterprise faces a daunting challenge. Dr Pete Janse van Vuuren of Gartner who addressed the forum in October 2008 provided some insights into the role of the CIO. Included in his presentation were 4 major issues facing CIOs, namely, Growth, Changing Role, Talent and Economic Uncertainty.

Enterprises are prioritizing growth and innovation. Leading CIOs are making a difference through focusing on distinctive IT that makes a difference for the end customer. CIOs see their role changing with over half of CIOs having non-IT responsibilities, top of which is business process improvement. The way CIOs use their time is making the difference in their success. CIOs are least confident about being able to evolve and retain the IT organization’s talent, especially with business and behavioral skills and capabilities. Economic uncertainty is impacting budgets, which still continue to grow slowly. Approaches to recession pressures will separate the winners and losers and CIOs must be ready.

Well known corporates in the Western Cape including Sanlam, Old Mutual, Shoprite, Foschini, MWEB and Deloittes have taken time to present and share information about their graduate programs, initiatives, architecture and complex technology environments in an effort to better understand the challenges facing the industry as a whole. Companies as employers have made a considerable contribution to important discussions such as skills development and have been able to work more closely with academics in internship and graduate programs and recruitment.
The forum has become an important initiative for closer collaboration between academics and chief information officers or employers and industry. It is also improving the relationship between the universities in the Western Cape. The participation of other industry organizations and government is also promising. Not only is the forum a channel for learning and communication but the involvement of important stakeholders at an individual level is also helping to turn conversation into action.
