The two-kilometre strip of powdery sand and palm trees is jam-packed with resorts and restaurants, and it typically catches only a lazy breeze. But just a 15-minute walk across the island, Bulabog is the domain of those who flock from around the world to harness the wind that comes charging into the cove.&lt;br /&gt;&lt;br /&gt;There were at least 50 massive kites in the air. Their riders raced back and forth across the water, sometimes twisting and turning 10 metres in the air, as a few windsurfers weaved between them.&lt;br /&gt;&lt;br /&gt;Angel Parzhuben, a native of Munich and his partner, Normeth Preglo, helped put Boracay on the kite-boarding map when they opened Hángin Kiteboarding Centre in 2002. It was the first school and rental outfit on Boracay, which has since become one of the world’s best-known destinations for wind-seekers.&lt;br /&gt;&lt;br /&gt;An increasing number of people are picking up the habit. Mr Parzhuben said kite-boarding is the world’s fastest-growing sport. But once you get there, you'll experience an island paradise like what you see in postcards. And most importantly, it's an affordable holiday in these lean times. A three-day package, including transfers, costs about $650.&lt;br /&gt;&lt;br /&gt;Located about an hour's flight from Manila or Cebu, Boracay is in the western Visayas.  The island is shaped like a dog bone, the island is all of 7km long and 1km at its narrowest width. You can walk the entire length of the island. The main part of the island is, of course, White Beach (or Long Beach as the locals call it). Aptly named because of its powder white fine sand.&lt;br /&gt;&lt;br /&gt;White Beach stretches some 4km and is on the western side of the island. It faces the Sulu Sea and the crystal clear blue water makes it hard to resist a dip in the shallow sea. Boracay has been named one of the best beaches in the world. Only those who've visited the island can see and understand why.&lt;br /&gt;&lt;br /&gt;Apart from lazing under a palm tree, you can go on a short hiking trail. Hilly areas in the northern and southern parts of the island rise up to 100m above sea level. There are numerous intertwining trails, some leading through tropical jungles for hikers to explore.&lt;br /&gt;&lt;br /&gt;While you won't get any of the infamous Philippine-styled mega malls here, you can still find some souvenir shopping in Boracay. The Talippapa Market offers some bargains for the usual souvenirs, from trinkets and magnets to beach sarongs and beach hats.&lt;br /&gt;&lt;br /&gt;When night falls, you're in for another surprise. The entire stretch of beach turns into an alfresco bar and dining area. You'll find some 200 restaurants and snack bars around the island offering cuisine from local Filipino to French, Italian and even Middle Eastern. This project is meant to ensure the power supply reliability on the island and to minimize brownouts and fluctuations&lt;br /&gt;&lt;br /&gt;But the island has repeatedly experienced power supply and fluctuation problems because of damage to submarine cables.&lt;br /&gt;&lt;br /&gt;The 10-mva Caticlan sub-station is also overloaded because it supplies the municipalities of Buruanga and Malay. It also severly affected the Boracay Municipal Hospital and the D' Mall commercial complex.&lt;br /&gt;&lt;br /&gt;At least 30 percent of the beach area and most of Bulabog area were flooded, said Trompeta.&lt;br /&gt;&lt;br /&gt;The PTA operates the Boracay Water and Sewage System (BWSS).&lt;br /&gt;&lt;br /&gt;Trompeta said the flooding is proof of unregulated development that has destroyed the ecological balance of the island.&lt;br /&gt;&lt;br /&gt;"When you abuse the environment it will get back at you," said Trompeta.&lt;br /&gt;&lt;br /&gt;He pointed out that there was a natural lagoon on the island years ago where rainwater accumulated and flowed to the sea.&lt;br /&gt;&lt;br /&gt;But buildings were constructed over the lagoon and natural waterways were also covered to accommodate the construction boom.&lt;br /&gt;&lt;br /&gt;Trompeta earlier called for the appointment of an administrator for Boracay Island as part of efforts to save the island-resort from unregulated development.&lt;br /&gt;&lt;br /&gt;The Department of Environment and Natural Resources in August last year called for a six-month moratorium on the construction of new buildings on the island until the PTA comes up with a new development master plan for the island which would ensure the protection and sustainable utilization of its resources. Used containers made of Styrofoam from fastfood centers, appliance stores, business establishments and other sources are melted in used oil, and then through a molder, the melted matter is turned into many items which could be used for many purposes.&lt;br /&gt;&lt;br /&gt;Lachica revealed that one of the items fashioned out of the used Styrofoam include tiles, which a Boracay resort is already using as materials for its pathwalks.&lt;br /&gt;&lt;br /&gt;The recycling center, according to Lachica, is being run by the local government of Malay, with the fund provided by the Department of Tourism (DOT) in coordination with the Boracay Foundation Incorporated (BFI). The DOST, for its part, provided the technology.&lt;br /&gt;&lt;br /&gt;Besides recycling used Styrofoam, Lachica also disclosed that the DOST also aids the island by converting other waste matters into organic fertilizer as its waste-management support to the local government of Malay as well to the province and the country’s tourism thrust.
