Another possible element of the proposal, according to two of the people, is that ByteDance could move its headquarters outside of China to alleviate concerns that the parent company would be subject to Chinese laws that require firms, if directed, to share data in their systems with the government.

Treasury Secretary Steven Mnuchin and Commerce Secretary Wilbur Ross, who spoke late last week, are open to hearing the offer, said a senior administration official, speaking on the condition of anonymity because of the matter’s sensitivity.

“The deal, if it happens, is going to have to address our underlying national security concerns,” the official said.

But a former U.S. Official said that while such an approach might address some of the security concerns, “it’s well short of a U.S. Company taking over the asset and the algorithm, and politically, it would be a massive climb-down from what the president said he was going to accomplish with this.”

“It’s not a climb-down,” the administration official said. Any deal would have to be approved by an interagency group tasked with ensuring that national security concerns are mitigated, the official said. “All the details are not out,” the official said.

Oracle’s executives have close ties to the president, and the company may be well positioned to meet Trump’s expectations after the president took an active role in raising concerns about TikTok. The deal would probably involve Oracle, a business software giant best known for selling database technology to corporations to help run their operations, taking a stake in the company, one of the people said.

President Trump previously issued an order that would ban the app in the United States beginning Sept. 20. He followed that with a second order that would essentially require parent company ByteDance to divest from its operations in the United States.

TikTok has repeatedly insisted that it is not a national security threat and that it does not share any U.S. Customer information with the Chinese government.

Both Microsoft and Oracle were bidding for the business, which has surged in popularity, particularly with young users. TikTok had 91.9 million monthly active users in the United States in June, up from 26.7 million in February 2019.

Microsoft said in a blog post Sunday that its offer to acquire TikTok‘s U.S. Operations was rejected. Microsoft was the first to confirm that it was courting TikTok this summer as Trump threatened to ban the app over national security concerns.

“We are confident our proposal would have been good for TikTok’s users, while protecting national security interests,” Microsoft said in its post. “To do this, we would have made significant changes to ensure the service met the highest standards for security, privacy, online safety, and combating disinformation, and we made these principles clear in our August statement.”

Oracle and TikTok declined to comment. The White House did not have an immediate comment.

While Oracle never seemed like a logical acquirer of TikTok’s U.S. Assets, it had one thing going for it during its pursuit: a close relationship with Trump. Oracle’s chief executive, Safra Catz, has dined at the White House with Trump and served on the president’s transition team after his election in 2016. Oracle co-founder and chairman Larry Ellison hosted a fundraiser for Trump this year.

Earlier this year, Ellison helped convince Trump, after a series of conversations, that chloroquine and hydroxychloroquine, two old anti-malarial drugs, could be game-changing treatments for covid-19, the disease caused by the novel coronavirus. Ellison helped arrange a partnership between Oracle and the federal government to crowdsource that idea by collecting data in real time from doctors trying out those and other unproven drugs on covid-19 patients.

Trump has said that a “very substantial portion” of the acquisition price for TikTok would have to be paid to the Treasury because he helped manufacture the deal. While lawyers familiar with international transactions called such an arrangement unusual, it’s possible that Ellison and Catz, as supporters of the Trump campaign for reelection, could figure out a way to satisfy the president’s efforts to secure that payment.

The TikTok deal has been facing a series of obstacles for more than a month and was thrown another hurdle in recent weeks when the Chinese government got involved, slowing the bidding process. Beijing established export rules that prevent the sale of some artificial-intelligence technology that probably includes TikTok’s personalized recommendation algorithm.

The algorithm is TikTok’s secret sauce, technology that makes the service so popular and addictive to its users. Without it, the company’s value to an acquirer is significantly diminished.

Had Microsoft been able to acquire TikTok’s U.S. Business, said Stifel, Nicolaus & Co. Analyst Brad Reback, the company was well positioned to leverage its operations to make a deal pay off.

“It’s an extraordinary asset with all sorts of ways to make money,” Reback said.

Oracle, though, doesn’t have the operations, such as an online advertising business, to make an acquisition of TikTok’s U.S. Operations pay off, he said.

“Oracle’s experience with consumer assets is zero,” Reback said.

While the phrase “technology partner” is vague, Reback said the agreement could call for Oracle to merely provide rudimentary cloud infrastructure services, essentially basic storage and computing functions.

The parameters of the ban are still unclear, and it is up to the Commerce Department to define them.

NEW DELHI -- India’s confirmed coronavirus tally has crossed 4.6 million after a record surge of 97,570 new cases in 24 hours.

India on Saturday also reported another 1,201 deaths, taking total fatalities to 77,472.

Infections are growing faster in India than anywhere else in the world and it is the second worst-hit country behind the United States. Experts say India’s limited and restrictive testing has masked the actual toll even as daily tests have been ramped up to more than 1 million.

The Health Ministry said that over three-fourth of reported COVID-19 cases had either recovered or been discharged. The country’s recovery rate was at 77.7%.

“The gap between the percentage of recovered cases and active cases is progressively growing wide,” the ministry said.

Meanwhile, cases in the western state of Maharashtra, home to financial capital Mumbai, have passed 1 million as the virus continues to surge unabated through its rural and urban areas.

Maharashtra is the worst affected state with more than 28,000 COVID-19 fatalities. Nowhere has been the virus more deadly than in Maharashtra, where it has killed 2.8% of those with confirmed infections, well above the national mortality rate of nearly 1.7%.

The pandemic has been economically devastating for India. Its economy contracted nearly 24% in the second quarter, the worst among the world’s top economies.

In other developments in the Asia-Pacific region:

— Australia’s COVID-19 death toll has surpassed 800 after Victoria state reported six more deaths on Saturday and prepared to ease some of the tough restrictions. Victoria, the hardest-hit by a viral resurgence in the country, also reported 37 more cases in the past 24 hours. The national death toll stands at 803, with 716 of those in Victoria. It was Victoria’s ninth consecutive day of fewer than triple-digit cases, meaning some areas of the state can move closer to easing restrictions on travel and lifestyle. BEIJING/NEW DELHI (Reuters) - China and India said on Friday they had agreed to de-escalate renewed tensions on their contested Himalayan border and take steps to restore “peace and tranquillity” following a high-level diplomatic meeting in Moscow.

Chinese State Councillor Wang Yi and Indian Foreign Minister S. Jaishankar met in Moscow on Thursday and reached a five-point consensus, including agreements that troops from both sides should quickly disengage and ease tensions, the two countries said in a joint statement.

The consensus, struck on the sidelines of a Shanghai Cooperation Organisation meeting, came after a confrontation in the border area in the western Himalayas earlier this week.

“The two Foreign Ministers agreed that the current situation in the border areas is not in the interest of either side. They agreed therefore that the border troops of both sides should continue their dialogue, quickly disengage, maintain proper distance and ease tensions,” they said in the statement.

Jaishankar told Wang that the immediate task would be for troops to step back from the “areas of friction” so that things do not get worse, an Indian source said. Troops are barely a few hundred metres apart at some points.

China and India accused each other of firing into the air during the confrontation, a violation of long-held protocol not to use firearms on the sensitive frontier.

Wang told Jaishankar the “imperative is to immediately stop provocations such as firing and other dangerous actions that violate the commitments made by the two sides,” China’s foreign ministry said in a statement on Friday.

Wang also told Jaishankar all personnel and equipment that have trespassed at the border must be moved to de-escalate the situation.

In June, tensions erupted into a frontier clash in which 20 Indian soldiers were killed and China suffered an unspecified number of casualties.

Shares of defence-related firms fell in China on Friday after the news of progress in the talks, with the CSI National Defense Industry Index down 1.2% and on track for its steepest weekly decline since Oct. 12, 2018. Tongyu Heavy Industry shares tumbled as much as 16.4% at one point.

The ministers’ meeting lasted for two hours and was the latest diplomatic effort to head off a broader conflict between the world’s two most populous countries, which went to war in 1962.

Jaishankar told Wang that India was deeply concerned about the buildup of Chinese forces on the Line of Actual Control on the poorly defined border.

“The Chinese side has not provided a credible explanation for this deployment,” an Indian government source quoted Jaishankar as saying at the meeting.

“The provocative behavior of Chinese frontline troops at numerous incidents of friction along the LAC also showed disregard for bilateral agreements and protocols,” Jaishankar said, adding any unilateral attempt to change status quo would be resisted.

China’s Global Times, an influential tabloid published by the official newspaper of China’s ruling Communist Party, reported on Wednesday the People’s Liberation Army (PLA) were moving soldiers, bombers and armoured vehicles into the border.

Chinese state media also recently reported armed jump drills by PLA paratroopers in Tibet.

The Global Times said in an editorial published late on Thursday that any talks with India should be paired with “war readiness”.

“The Chinese side must be fully prepared to take military action when diplomatic engagement fails, and its frontline troops must be able to respond to emergencies, and be ready to fight at any time,” the newspaper said.

Israel is heading toward a nationwide lockdown, the coronavirus cabinet ruled Thursday night, as the country passed more than 4,000 COVID-19 diagnoses in a single day, breaking a record. Ministers met for close to six hours on Thursday, deciding to impose a closure on the country beginning next Friday ahead of Rosh Hashana. The ministers argued late into the night with coronavirus commissioner Prof. Ronni Gamzu about the scope of the restrictions. The final outline will be brought to a vote by the full cabinet on Sunday before Prime Minister Benjamin Netanyahu flies to the United States. Gamzu, who since taking up his position nearly two months ago has been opposed to a lockdown, presented a plan to the government that would nearly close down the country through the High Holy Days. The outline expected to be approved on Sunday, will place the country in a full lockdown for two weeks starting next Friday. During the first two weeks, from September 18 until October 1, people will be confined to a 500m radius of their homes, all businesses will be closed – including retail and restaurants – and the education system will shut down. Moreover, Health Ministry data has been showing that the number of cases of coronavirus in people over the age of 60 is growing; in the beginning of the second wave the virus appeared to be infecting mostly young people. It is likely that if steps are not taken, then the numbers will spike even more, because the school system opened up 10 days ago. The Education Ministry reported a week after school started that some 6.5% of Israeli students had coronavirus and 1% of schools were already shuttered by the virus. Gamzu has said the holidays could also negatively affect the infection rate. “Holidays are a time of many gatherings,” the commissioner said Tuesday at his weekly press briefing. “There will be eating [together] and therefore there is a danger of increased infection.” As Gamzu expressed during his first address to the nation, the public has lost trust in its decision makers. Seven weeks since he took the position, the people are still not following guidelines. Medical professionals, including Gamzu, have stressed that the traffic light plan is meant to be a virus management plan – it is not effective enough to bring down infection, especially when the system that the IDF is building to help contact trace and cut off the chains of infection is not yet ready. Trump Hasn't Said A Word For Weeks About The Record-breaking Fires Ravaging California, Oregon, And Washington — All Democratic Strongholds

President Donald Trump has for weeks stayed silent on the record-breaking wildfires that have ravaged California, Oregon, Washington, and other Western states.

While Trump has approved disaster declarations for California and Oregon, he falsely blamed California's forest management for the deadly fires.

Former Department of Homeland Security chief of staff Miles Taylor recently revealed that the president threatened to reject California's request for federal wildfire aid for political reasons.

White House spokesman Judd Deere said the president had called California Gov. Gavin Newsom to express condolences on Thursday, but didn't say why the president has stayed publicly silent.

President Donald Trump has found time in recent days to rail against his critics, retweet memes, and watch hours of Fox News opinion programming.

But he hasn't said a word for weeks — on Twitter or at his regular campaign rallies — about the deadly, record-breaking wildfires ravaging California, Oregon, and Washington, and other Western states.

California is experiencing its worst fires on record. It's only the beginning of fire season and more than 3 million acres have already burned — breaking the previous record of 1.67 million acres in 2018. Hundreds of thousands of people across the West have been forced to evacuate, thousands of homes have been lost, and millions more people are blanketed in toxic smoke as states run out of resources to battle the blazes. At least 15 people have been killed by the fires in California, Oregon, and Washington.

The last public comment the president made about the fires was during a scripted press conference nearly three weeks ago when he announced he'd approved California's request for a major disaster declaration and sent federal resources to aid the state.

Three days before that, Trump attacked California, misleadingly blaming the state's forest management for its fires. He repeated his false argument that the fires could be prevented by "cleaning" forests of flammable brush and threatened to withhold federal assistance.

"They're starting again in California," Trump told supporters in Pennsylvania on August 20. "I said, you gotta clean your floors, you gotta clean your forests — there are many, many years of leaves and broken trees and they're like, like, so flammable, you touch them and it goes up."

He went on, "Maybe we're just going to have to make them pay for it because they don't listen to us."

Trump's claims about fire prevention — which he also made amid fires in 2018 and 2019 — are misleading at best.

California's fires could hardly be contained by clearing wood and debris. Scientists say record heat and drought in, in part a result of climate change, are major factors contributing to the intensity of the fires, which are burning a variety of landscapes.

On Thursday, White House spokesman Judd Deere announced the president had called California Gov. Gavin Newsom "to express his condolences for the loss of life & reiterate the Administration's full support."

"The Federal government continues to support our western neighbors who are battling raging wildfires in a locally-executed, state-managed, and federally-supported emergency response," Deere said in a statement to Business Insider on Friday. "President Trump is closely monitoring and continues to urge individual emergency preparedness and citizens in impacted areas to listen to the warnings of State and local officials."

He added that a presidential visit to affected areas "would not be wise as it would divert key first responder resources away from the fire fight."

It's unclear why the president is largely silent on the fires. But it could have something to do with the fact that the most affected states are Democratic strongholds. He's also refused to address climate change, which he's repeatedly called a "hoax."

Former Department of Homeland Security chief of staff Miles Taylor, who served as former DHS chief Kirstjen Nielsen's right hand, recently revealed that the president threatened to reject California's request for federal aid to battle wildfires for political reasons.

"He told us to stop giving money to people whose houses had burned down because he was so rageful that people in the state of California didn't support him," Taylor said in an ad for Democratic presidential nominee Joe Biden.

Newsom has repeatedly condemned Trump's response to his state's fires over the last few years. During his video appearance at the Democratic National Convention last month, Newsom slammed the president for threatening "to defund our efforts on wildfire suppression because he says we haven't raked enough leaves" in 2018.

But Newsom recently insisted he has a "strong personal relationship" with both Trump and Vice President Mike Pence and said he's grateful that the administration has "responded favorably in addressing the emergency needs of this state" nearly every time he's asked for assistance.

Sen. Kamala Harris, then a presidential candidate, condemned Trump's response to California's fires last fall.

"Raking leaves is as effective at combatting the climate crisis as your phone's spellcheck is at fixing your tweets," she tweeted at the president. "@GavinNewsom is doing his job. Maybe you should try it."

Pence reiterated the White House's official comments when asked about the ongoing disaster during a Fox News interview on Thursday.

"Look, my daughter and son-in-law live in California," Pence said. "Our hearts go out to all of those enduring or threatened by these fires and I want to assure everyone that we're going to make sure that those courageous firefighters, that homeowners and businesses have the full support of the federal government."

Biden has tied the fires to climate change and called it an "existential threat" in tweets this week.

"The images coming out of California, Oregon, Washington, and other Western states are truly horrifying," Biden tweeted on Thursday. "If you're in an impacted area, please heed the warnings from your local authorities and stay safe. Jill and I are keeping you all in our prayers."

Breaking Down Detroit Lions' 2020 Depth Chart: What We Expect From Adrian Peterson.

There's more buzz about the Detroit Lions as playoff contenders this fall than there has been in recent years. How they answer these three questions will help determine how far they go:

Health is such a relative term in the NFL. No one makes it through a season completely healthy. But the Lions need Stafford effective and on the field for all 16 games if they’re going to challenge for a playoff spot. Stafford was one of the NFL’s top ironmen until a back injury knocked him out of the final eight games last season, but that doesn’t mean he has been a picture of good health. In 2018, he played through transverse process fractures in his back. In 2016 and 2017, he had hand injuries that affected his play to varying degrees.

Stafford had a good training camp and has shown no lingering effects from his recent back injuries. He still has a cannon for an arm and great command of the offense, and he took a full complement of reps this summer. Still, at 32 years old and given the nature of his injuries, there has to be some concern that Stafford won't make it through the season. The Lions, with their actions, even said as much when they targeted Chase Daniel to be their backup quarterback this offseason.

The Lions might not be as balanced on offense as they like, with questions about their run game and an entirely new right side of the offensive line, with rookie Jonah Jackson starting at right guard. That might put Stafford in the firing line for a few more sacks this season, in a division with Khalil Mack, Preston and Za’Darius Smith and a Danielle Hunter-Yannick Ngakoue combo to contend with. It’s more likely than not that Stafford plays all 16 games this fall, but he’ll have some bumps along the way.

What role will Adrian Peterson have this fall?

When the Lions signed Peterson over the weekend, they told him to be ready for a big workload in Week 1. In fact, it wouldn’t surprise me if Peterson got the first carry of the Lions' season. At 35 years old, he’s not going to be a workhorse, every-down back, but the Lions didn’t sign him with the idea of using him only on goal-line plays or in short-yardage situations, either.

Assuming he stays healthy, I think Peterson will be a major part of the Lions’ backfield by committee. The team is concerned about Kerryon Johnson’s knees and what injuries the last two years have done to his elusiveness, and D’Andre Swift is playing catch-up after missing time in the preseason with a leg injury. Swift is the team’s most talented back and should see his role increase as the season goes on, but don’t be surprised if the Lions have Peterson on the field in key situations, especially early in the year.

I don’t think Peterson is a threat to challenge Barry Sanders’ place on the all-time rushing list; he needs 1,054 yards to pass Sanders for fourth place on the list. But Peterson ran for 1,940 yards as the primary starter over the last two seasons in Washington and could lead the Lions in rushing this fall.

The casual NFL fan probably doesn’t realize that the NFL’s touchdown receptions leader last season resides in Detroit. Golladay caught a league-best 11 touchdowns and had a career-high 1,190 yards receiving last year. Just 26 years old, he seems poised for an even better season in 2020.

Golladay, at 6-feet-4 and 214 pounds, is one of the biggest receivers in the NFL but one of the most physical. He overpowers cornerbacks with his strength and frame, and with Darrell Bevell calling the offense and Stafford slinging the ball, he should have ample opportunity to make plays down field again.

Yes, defensive coordinators will be more in tune with Golladay’s every step after his breakout 2019 season, but considering the connection he has with Stafford, and the fact that he played half his games with Jeff Driskel and David Blough last season, it’s not unreasonable to think he could top 80 catches and 1,300 yards this fall.

3 newcomers to watch

RB D’Andre Swift: The Lions used a second-round draft pick on a running back for the second time in three years, and if Swift is the type of dual-purpose weapon they think he can be, they won’t have to commit those type of resources to the position for a long time. Swift’s strength appears to be as a mismatch for linebackers in the open field. He’s not the biggest back, and he missed significant time during training camp, which will limit his role early in the season. But if he does not have a role on third downs out of the gate and isn’t splitting time in the backfield with either Adrian Peterson or Kerryon Johnson by midseason, it will be a disappointment.

OG Jonah Jackson: Matt Patricia insisted on Day 1 of training camp that he was rotating players through the open right guard spot, then gave Jackson, a third-round pick out of Ohio State, just about every first-team rep at the position. Truthfully, the Lions have targeted Jackson to be Graham Glasgow’s replacement at right guard since they traded up to get him in the spring. He was a little bit ahead of most rookies because he played for Lions coaches in the Senior Bowl, but he’s still a work-in-progress as a blocker. The right side of the Lions' offensive line includes Jackson at guard and Halapoulivaati Vaitai at tackle, and they can’t afford any hiccups early if the offense is going to reach its potential.

WR Jamal Agnew: OK, so he’s not technically a newcomer, but Agnew is new to his role after switching from cornerback to receiver this offseason. The Lions are deep at the receiver position, with Kenny Golladay, Marvin Jones and Danny Amendola locked into starting jobs, and Marvin Hall and rookie Quintez Cephus also in backup spots. Cephus is probably next in line should someone go down, but Agnew’s special-teams ability mans he’ll be active and probably have a role on offense every week, even early in the season. I wouldn’t expect big numbers, but Agnew was a quick study at the position and should warrant 10 or 12 offensive snaps a game.

India Coronavirus: Rumours Stall Testing In Punjab.

Punjab has ramped up testing in recent weeks

Wild rumours about coronavirus are fuelling opposition to testing in the northern Indian state of Punjab, reports BBC Punjabi's Arvind Chhabra.

"Human organs are being smuggled," Sonia Kaur, who lives in a village in Punjab's Sangrur district, tells the BBC. "Not just the villagers but the whole world is scared of this. Social media is full of such news."

Ms Kaur says she has heard of people's organs being harvested under the guise of diagnosing and treating coronavirus. She is echoing the fears of countless others in rural Punjab who are sceptical of the virus.

Rumours are flying fast in Punjab that the virus is a hoax, that people who don't have Covid-19 are being taken away to care centres, where they are being killed for their organs, and that bodies are being swapped to allay suspicion.

A mix of fear, anxiety and easy access to social media, especially WhatsApp, has hastened the spread of these baseless rumours in the form of messages and doctored videos.

This has led to protests and even attacks against health workers. Ms Kaur's village was one of several in Sangrur that did not allow health workers to collect samples for testing - crowds pelted them with stones, screaming "Go back, we don't want to be tested", until they left.

The government is already circulating videos aimed at quelling fears and dispelling misinformation, and has also announced an awareness campaign specially targeting the latest spate of rumours.

"All these are baseless rumours," Punjab's Health Minister, Balbir Singh Sidhu, told the BBC. "No-one can even touch the person who has died of Covid. The dead body is wrapped and taken straight to the crematorium. The question of organ harvesting does not arise."

While misinformation about Covid-19 is not unique to Punjab, the opposition to testing has been far more strident and widespread here. And it is stymieing the efforts of the state government to control the spread of the virus.

The state has reported 65,583 cases so far, and 1,923 deaths. And it has been recording a steady rise in numbers in recent weeks. Officials have said one of the reasons for the increase in deaths was delayed testing because people were reporting too late to hospitals seeking treatment.

Sucha Singh, 60, lost his wife Kulwant Kaur to Covid-19. But he still believes that coronavirus is a conspiracy.

"This is all nonsense. There is nothing like corona. If there were, my wife's mother who is in her 80s wouldn't be alive and kicking."

He says he regrets taking his wife to the hospital to get her diabetes treated. "They never treated her for diabetes and kept crying corona, corona," he adds.

Sucha Singh believes the virus is a hoax

Mr Singh insists that something more sinister is under way.

"We've been hearing that doctors and governments are getting paid for showing more Covid-19 casualties. We also heard that people are being dragged out of their homes and then killed."

The changing information about Covid-19, and the varying impact it has had across ages and regions, appears to be fuelling the misinformation.

"Earlier the older people were dying. Now even the youth are dying. How is it that suddenly even youngsters are getting infected?" asks Satpal Singh Dhillon, a village head whose council did not allow testing for Covid-19.

"We commonly see that it was an old man who died but their family gets the body of a young woman. So, how can the people trust anyone in such a scenario?"

It's impossible to trace the origin of these rumours, but some - such as the one about bodies being swapped - could have been sparked by an error.

In July two brothers whose father died of Covid-19 had alleged that he was still alive and they had received the body of a woman. This led to a magisterial probe, and officials later admitted there had been a mix-up, but said that the man too had died and was cremated by the woman's family.

Nonetheless, the rumours have taken a firm hold.

"We are not opposed to testing but we are definitely opposed to people being forcibly taken away by health workers," says Sukhdev Singh Kokri from Moga district. "People are normal when they are taken away but they come back dead with their organs removed."

He alleges that the government exaggerates Covid-19 figures to control people and put an end to the protest.

Weekend lockdowns are being used to curb the spread of the virus

Officials say it's unclear why someone would start these sort of rumours, or why it's happening to this extent in Punjab.

But the state's deputy director of health, Arvinder Gill, says there were similar protests sparked by rumours during polio and rubella vaccination campaigns.

"I remember that during our polio vaccination drive, people resisted our teams saying that these drops would make their children impotent. Again, during the rubella drive, people would oppose it saying it was causing a fever and could prove fatal."

Dr Gill adds that the resistance could prove disastrous because people will not know if they are infected.

"They will be infected and moving around. Their own condition will deteriorate. Later, when they come to hospitals, the medical facility may not be able to help them."

Shots Fired On The India-China Border For The First Time In Decades As Tensions Flare.

Such protocols did not prevent the two countries from engaging in their deadliest violence in more than 50 years in June, when Chinese soldiers armed with clubs studded with nails and metal rods clashed with Indian troops in a remote area of the western Himalayas.

Twenty Indian soldiers were killed. The number of Chinese casualties remains unknown.

Both countries moved thousands of troops as well as tanks, artillery and fighter jets to areas close to the disputed and unmarked border, which is known as the Line of Actual Control.

Experts say that starting in May, China intruded into areas claimed by India at several points along the frontier and might now control as much as 400 square miles of territory that India considers its own. Months of talks have failed to reduce tensions.

Last week, President Trump said that the situation between India and China had been “very nasty” and that the United States stood “ready to help.”

Col. Zhang Shuili, spokesman for the People’s Liberation Army (PLA) Western Theater Command, said in a statement early Tuesday that Indian troops had “blatantly fired upon Chinese border patrols with threatening shots” near the southern bank of Pangong Tso, a lake in the Ladakh area. In response, Chinese troops took unspecified “countermeasures,” he said.

“These are serious military provocations of a terrible nature,” Zhang said. China demanded that India restrain its troops and punish the soldiers who fired their weapons.

India denied that its troops had used firearms. Its Defense Ministry released a statement saying that PLA soldiers were approaching a forward position on the border and “fired a few rounds in the air in an attempt to intimidate” Indian troops.

An Indian official with knowledge of the incident, who spoke on the condition of anonymity because he was not authorized to discuss the matter, said that Chinese soldiers were making a repeat attempt to cross the Line of Actual Control at a particular location. When Indian troops told them to go back, the official said, the Chinese soldiers “became aggressive and fired shots” in the air.

Indian troops also fired warning shots, according to two army officers stationed in the region who spoke on the condition of anonymity because they were not authorized to speak to the press.

A fresh spike in tensions occurred last week. Indian soldiers went up to the border line claimed by India near Pangong Tso, which straddles the frontier. There they took control of “dominating heights that will give us an advantage over the long term,” the Indian official said.

China responded angrily, saying that India had “illegally crossed the LAC, made provocations, changed the status quo in the border areas and violated bilateral agreements.”

China’s current behavior is driven, at least in part, “by a tougher stance on sovereignty issues” under President Xi Jinping, said Bonnie Glaser, director of the China Power Project at the Center for Strategic and International Studies.

Xi has said that the country will never give up an inch of territory, and Beijing has become more strident in asserting such claims in recent years, Glaser said, whether in the South China Sea or the Taiwan Strait.

India and China later brokered successive agreements that laid out how their troops should react when their patrols encountered each other in areas they both claim, including unfurling banners and shunning the use of firearms. While the border remained unsettled, any tension was focused on a few key disputed areas.

All of those understandings have now vanished. “You have a complete breakdown of agreements and protocols, and you have deep suspicions on both sides,” said D.S. Hooda, a retired general who previously commanded the Indian army’s forces in Kashmir and Ladakh.

The current buildup at the border is inherently dangerous, experts said. The use of firearms is “an example of unintended escalation that can pick up momentum,” said Ajai Shukla, an Indian defense analyst and former army officer who has written extensively about the standoff. “All it takes is one red-blooded guy on the other side to fire back, and before you know what’s what, you’re in a good old-fashioned firefight.”

Christopher Clary, a political scientist at the State University of New York at Albany and a former Pentagon official, said the risk of violence rises when troops are in close contact and especially when “they are trying to deny one another access to sites of tactical or operational significance.”

India and China both have “plenty of firepower in the region, so things could get quite ugly quite quickly if the restriction on firearms becomes inoperative,” he said.

With the standoff showing no signs of ending, both India and China are preparing to maintain their deployments on the barren Himalayan heights throughout a long, harsh winter. Temperatures plunge to minus-22 degrees Fahrenheit, said Hooda, and the two main roads into Ladakh are cut off, forcing India to stockpile supplies well in advance.

The last war between India and China, in 1962, unfolded in October and November. After that point, the weather makes large-scale operations practically impossible, experts said. It is “nature’s way of calling a truce,” said Bharat Karnad, a security expert in Delhi.

The government had alleged that the apps were “prejudicial to the sovereignty, integrity, defense of India, and public order.”

As part of the latest developments, PUBG Corporation has announced that PUBG Mobile will no longer be controlled by Tencent Games in India and the South Korean-company will take the full charge of all the subsidiaries. This could mean that the PUBG Mobile will be unbanned in the country soon.

“PUBG Corporation fully understands and respects the measures taken by the government as the privacy and security of player data is a top priority for the company. It hopes to work hand-in-hand with the Indian government to find a solution that will allow gamers to once again drop into the battlegrounds while being fully compliant with Indian laws and regulations.In the light of recent developments, PUBG Corporation has made the decision to no longer authorize the PUBG MOBILE franchise to Tencent Games in India. Moving forward, PUBG Corporation will take on all publishing responsibilities within the country. As the company explores ways to provide its own PUBG experience for India in the near future, it is committed to doing so by sustaining a localized and healthy gameplay environment for its fans,” the statement issued by PUBG read.

Now, it is important to note that PUBG Mobile was banned in India but PUBG is still available for users. This is because PUBG Mobile is the mobile version of the PUBG gamed, which was originally developed by PUBG Corporation, a South Korean gaming company. However, PUBG Mobile came to the shore when the Chinese company Tencent Games bought a 1.5% stake in Bluehole Studio. This was the version that was banned by the Indian government due to its connection with China but not the PC version of the mobile gaming app.

“PUBG Corporation is committed to providing its unique battle royale experience to a global audience and hopes to continue engaging with its passionate player base in India. In addition to regular content updates, the company is exploring different ways to engage its community in India through various region-based activities, including esports and community events,” the statement read.

The government had earlier banned TikTok and 58 other apps in India. The apps were first removed from the app stores and then blocked on the networks. This meant that people could no longer download TikTok initially and then the users that already had the app, could not use the app anymore after it was blocked by servers. Apart from TikTok, popular app including Shareit, WeChat, CamScanner, UC Browser was also banned during the first wave of Chinese apps ban in India.
