Value for Money – A Review of URCS DRR interventions

Background

In 2008 Uganda Red Cross (URCS) introduced Disaster Risk Reduction (DRR) as a major for Disaster Management with the aim of mobilizing communities to identify and act upon risks before disaster strikes.

In 2009, with support from British Red Cross (BRC) a three year DRR project was launched in Pallisa district in Eastern Uganda; with the aim of (a) building resilience to flooding and its associated risks for 2,800 households in two communities vulnerable to frequent flooding in Pallisa and (b) strengthening URCS Pallisa branch capacity, with particular focus on its branch and community structures, to implement risk reduction work. Interventions focused on malaria control, watsan and livelihoods all implemented using a DRR approach.

In effect, the project became a test site for URCS as approaches then helped inform the development of the 5 years URCS 2011-2015 DRR Strategy.

Since 2010, URCS has initiated a number of programmes which have, solely or partly, focused on DRR including:

2010-2011 DRR project (Katakwi branch)

2011-2014 Reducing Community Risks: Strengthening Disaster Response (Kumi, Sironko and Bududa branches)

2012-2015 Manafwa River Basin Project (Butaleja, Bududa and Manafwa branches)

2012-2014 Urban Disaster Risk Reduction (Gulu and Lira branches)

2011-2015 Partners for Resilience (Katakwi and Apac branches)

2012-2014 Diarrhea Risk Reduction (Iganga branch)

In addition, there are many other DRR projects that started in 2013 and there is much on-going work supported by different branches which includes elements of DRR practice but which is not supported by specific project funding.

A study of DRR – A Value for Money Review

Moving forward, URCS would like to better understanding the whether its DRR work offers value for money (VFM). To date, no specific studies have been undertaken by URCS in this regard and this is seen as a gap which needs to be addressed. A consultant(s) is needed to work with URCS to develop an approach to VFM and undertake a review of URCSs DRR work from a VFM perspective.

The study will involve the development of a methodology which can be used to assess VFM of the URCSs DRR work and a review of existing work using the agreed methodology. The purpose of the study to develop a better understanding of URCSs DRR and the degree to which different interventions and approaches offer value for money. Findings will be used to guide future plans as well as shared findings more widely to inform learning about DRR planning in Uganda.

The consultant will also document any issues arising or recommendations which fall outside the remit of the study but which could be useful for URCS to consider in its DRR work in future.

Methodology

It is anticipated that this will include:

A literature review including:

o DRR related VFM and cost benefit literature

o Evaluations, reports and documents from the URCS DRR projects

o URCS DRR process documents

oURCS DRR strategy

o GoU DM policy

o Minutes from the URCS DRR task force

Development of an appropriate and replicable methodology for value for money assessments, with an approach includes the views of beneficiaries

Interviews and group discussions with staff and volunteers involved in DRR

Visits to DRR project communities (to RRSR programme and selected others from those listed in section 1)

Interviews with beneficiaries and other stakeholders

A review of URCS financial information related to DRR programming

The consultant will work closely with URCS colleagues to complete this task.

o DRR practitioners and policy makers in Uganda

o DRR practitioners within the Red Cross Red Crescent Movement

Working with the communications manager and DM colleagues, high quality photographs should be identified, and together along with captions and copyright details, should be appended to the case study. Note: the consultant is only expected to provide the content for the case study, the layout/design of the final document will be managed separately.

Quality and Ethical Standards

The consultant should take all reasonable steps to ensure that the review respects and protects the rights and welfare of the people and communities involved and to ensure that it is technically accurate and reliable. The consultant should therefore adhere to the following standards:

The outputs:

a) Must be prepared in an ethical and legal manner, with particular regard for the welfare of those who may be affected by the report and case study.

b) Should provide a comprehensive, unbiased and transparent view of the situation being documented.

c) Should be technical accurate and provide sufficient information about the data collection, analysis, and interpretation methods so that its worth or merit can be determined.

It is also expected that the report will respect the seven Fundamental Principles of the Red Cross and Red Crescent: 1) humanity, 2) impartiality, 3) neutrality, 4) independence, 5) voluntary service, 6) unity, and 7) universality.

Timing

It is expected that the assignment will take approximately 20 days to complete. Ideally all work will finalised by mid December 2013

8.2 Accountability and Support

a. The consultant will be contracted by BRCS.

b. A team comprising URCS and BRCS will oversee the process

c. A technical review team (URCS, BRCS and possibly others) will and provide feedback on the draft case studies.

d. The draft report (second output) will be reviewed and feedback provided by URCS/BRCS.

e. As the contracting party, BRCS will sign-off the final case studies and reports.

f. URCS will provide logistical support: it will organise visits to project sites and help arrange meetings as needed.

g. URCS will provide / make available all necessary and relevant programming documents that may facilitate the work of the consultant

I. Background

UNESCO, within the framework of the Joint United Nations Programme on HIV and AIDS (UNAIDS), is providing support to the strengthening and national scale-up of education sector responses to HIV and AIDS in Rwanda by:

The main tasks and responsibilities for the position include the following:

• Strategy and policy development: - Identifying opportunities for UNESCO engagement in HIV policy development and programming (within the framework of the UNESCO Strategy on HIV and AIDS, national strategies, and the UNAIDS division of labour); - Facilitating a process of strategic planning within UNESCO for engagement in these opportunities.

REQUIRED QUALIFICATIONS

EDUCATION

Care (PHC) intervention in Twic County, South Sudan in 1998 where it now supports 11 facilities. GOAL began work in Abyei in 2003, and now supports seven facilities from its base in Agok (37km south of Abyei town), and expanded programmes along the Sobat Corridor (Baliet and Ulang counties) in Upper Nile State in 2007, where it now supports the County Health Department (CHD) to manage all health facilities in the counties. GOAL’s holistic approach to addressing the poor health status of these populations includes the provision of curative care, reproductive health (RH), nutrition and Water, Sanitation and Hygiene (WASH) services, with complementary livelihoods programming to tackle the root causes of poverty. In addition, in recent years GOAL has placed a particular focus on preventative medicine including community health promotion and behaviour change.

Job Purpose:

To manage, coordinate and collate information for high-quality and timely proposals and reports, coordinate with the Programme Support Officer (PSO) and Assistant Country Director –Programmes (ACD-P) the preparation of draft proposals and reports, and supporting the GOAL South Sudan team on grant implementation is the first and foremost priority followed by other internal and external communications responsibilities. The Grants and Communication Manager will further support the GOAL South Sudan country programme with high-quality research, analysis and communication for internal and external audiences. Communications will include, but not be limited to newsletters, advocacy and the development of proposals and reports.

Main duties and responsibilities:

Grants

• Assist in the strategic design and development of proposals, reports and communications in collaboration with the Country Director, ACD-Programmes, Monitoring, Evaluation and Learning (MEL) Coordinator, sectoral programme coordinators, and other GOAL South Sudan staff.

• Ensure timely delivery of quality reporting and proposals through support to reporting, procurement planning, tracking of Budget Monitoring Tools (BMTs).

• Research new programme and funding opportunities in line with the GOAL South Sudan country strategic plan, including liaising with other INGOs, government ministries, UN Agencies, bilateral donors and private foundations and businesses to maintain current knowledge of the donor environment and ‘map’ funding opportunities for GOAL’s programmes in South Sudan.

• Help to notify the HO Media team of any potential news stories and help gather news items on GOAL South Sudan programmes.

Person specification

• Post-graduate qualification ideally with a specialisation in public health, development, humanitarian aid, international law, social sciences or another relevant field;

• At least three years’ experience in proposal development, logical framework development and donor reporting (ECHO, DFID, UNHCR, OFDA etc);

• Experience of working with INGOs in a similar capacity providing programme/ communication/ information management support to relief and development programmes.

The Building Resilient Communities in Somalia (BRCiS) programme is a 4 year DFID funded programme to

be implemented in Somalia by a consortium consisting of the Norwegian Refugee Council (NRC) (lead agency), Concern, Save the Children, IRC and CESVI. The consortium is seeking a Consortium Manager for its Somalia program, based in Mogadishu with travel to Nairobi. The position will provide overall leadership for implementation of the programme and leading the Consortium Management Unit (CMU). The consortium members have long standing field presence and operational experience in different parts of Somalia, implementing large multi-sectoral programmes (eg. food security, WASH, community development, NFIs, protection, Governance, infrastructure development etc), both directly as well as working with local implementing partners.

NRC has been present in Somalia since early 2004 and has since expanded its Horn of Africa regional program to Kenya in 2006 and to Ethiopia in 2011. Since 2004, NRC has demonstrated a regional competence and expertise in working with displaced populations. The program sectors NRC is implementing are- WASH, Shelter, Food Security, Education, and ICLA (Information, Counselling & Legal Assistance). Program activities are targeted for vulnerable populations including IDPs, refugees, returnees and local communities. Programs target both emergency responses to acute crises as well as the capacity to address recurring protection needs of refugee or IDP populations through promotion of durable solutions.

The Consortium Manager will report to the NRC Country Director for Somalia and work closely with the overall guidance of the Consortium Steering Committee (CSC). This recruitment is in expectation of final approval of the programme and contract award by the donor.

MISSION

Solidarités International is an international humanitarian organization which provides aid and assistance to victims of war or natural disaster. Whilst fully respecting the assisted populations’ customs and culture, Solidarités International’s programmes are implemented through the joint expertise of around 200 expatriates and 1500 local managerial staff and employees.

Solidarités International is currently present in Africa (Central African Republic, South Sudan, Kenya, Somalia, Mali, Niger, Mauritania, Chad, Democratic Republic of the Congo, Ivory Coast), in Asia (Afghanistan, Thailand, Bangladesh, Myanmar and Pakistan), in the Middle East (Syria and Lebanon) and in Haiti.

SI is operating in South Sudan since 2006, and it developed activities in emergency and post emergency context, particularly in rural and semi-urban areas. Its expertise in running emergency WaSH intervention is highly acknowledged by all WaSH actors and donors.

SI’s South Sudan mission grew very quickly in 2012 and the trend continued in 2013 as a consequence of the emergency interventions launched in response to Sudanese refugees influxes into South Sudan in April and May 2012. The first 9 months of 2013 have been extremely challenging due to the workload in the 3 bases working on refugees assistance programs, including the opening of a new base where SI was the first NGO settling there. The budget for 2014 should be of about 5 M€, with 4 operational bases + the coordination team in capital, and the team should be made of around 20 expats and 200 national staff.

The main challenges for 2014 will be:

To implement the refugee camps exit strategy that is part of the mission strategy
To ensure the development of other emergency interventions in the country (short term intervention through the Emergency Preparedness and Response (EP&R) project, or longer term if more than 3 months intervention)
To initiate the development of livelihoods emergency and/or longer term programs in South Sudan

In addition, the key tasks for the country director will be: - To maintain and continue the improvement of efficient, productive and appropriate communications within the members of the SI team (particularly between Juba and the bases) and between the mission and the HQ - To actively represent SI in NGO forums, clusters, and other coordination bodies, and to encourage the coordination team to do so in their own sector of activity.

PROFILE

Experience:

CONDITION

Salaried post: According to experience from 2300 euros gross per month, plus 10% annual leave allowance paid monthly, and a monthly Per Diem of 600 USD.

Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of one break every three months. For a one-year assignment, the expatriate will have a 7-day break during the 3rd and the 9th month (with 500 euros allocated by Solidarités). He or she will also be entitled to go back to his or her home country for a 14-day period after six months spent on the mission (Solidarités will cover travel costs).

At the World Society for the Protection of Animals, we have worked to expose animal cruelty and prevent animal suffering for more than 30 years. Animal welfare is not a ‘stand-alone’ issue; it impacts on and is affected by climate change, food security, development and poverty issues and WSPA is setting its sights on building partnerships with INGOs, businesses and government organisations that work in these fields . Main Purpose of Role

This post will support the Programme Director in the development of WSPA's regional wildlife strategy, and will design and implement campaigns and projects in Africa that progress this area of work towards meeting its objectives. Duties and Responsibilities

 Support the Programme Director in developing and delivering the wildlife campaign strategy, in line with WSPA's global strategy

 Carry out project planning, oversight and coordination, in line with WSPA's project management approach, ensuring that the programme is making progress toward its objectives

 Provide technical leadership in major project components; policies and legislation, development of wildlife management strategies & plans, support community-based projects; institutional strengthening and training

 Deliver high quality wildlife campaign related activities through effective project implementation and administration, using a participatory and adaptive approach, to create demonstrable animal welfare development advances

 Build WSPA’s profile by ensuring that WSPA plays a key role in global wildlife animal welfare campaigns working with both internal and external stakeholders

 Monitor and evaluate WSPA Africa’s wildlife campaigning work so that the organisation continuously learns and develops new projects and networks

 With support from WSPA, ensure that projects are in compliance with donor regulations.

 With the support of the Finance and Administration Manager, ensure campaign and project work is carried out with adherence to WSPA's financial policies and procedures.

 Develop effective working relationships with WSPA’s international, regional and country offices

Person Specification

 Strong working knowledge of wildlife ecosystems and natural resource management principles, preferably gained through working in a similar role.

 Understanding and experience in dealing with various forms of wildlife utilisation enterprises in Africa

 Demonstrable experience of developing campaign or programme strategies and turning them into action

 Significant project management experience, gained through managing multiple projects ideally across different locations  Proven experience of delivering campaigns and related activities which have resulted in significant impact and / or brought about change

 Proven experience of building, developing and maintaining effective external stakeholder relationships, including with governments, civil society, local communities and donors

 Experience of working with monitoring, evaluating and impact assessment tools and frameworks

 Experience of working in an international NGO environment ideally within an environmental, conservation or animal welfare organisation.

 Excellent written and verbal communication skills with the ability to work effectively with global teams

 Ability to manage and prioritise own workload effectively, work to multiple deadlines & effectively manage internal stakeholder contributions

 English is the working language at WSPA, although knowledge of another language would be beneficial
