Oregon Housing and Community Services (OHCS) and the Oregon Homeownership
Stabilization Initiative (OHSI) are pleased to announce the expansion of the Loan Refinancing
Assistance Pilot Project (LRAPP).&lt;br /&gt;
&lt;br /&gt;
LRAPP is designed for homeowners who have suffered financial hardship and have substantial
negative equity in their homes, but could afford a payment at the current value of their home.
LRAPP has been operating in Crook, Deschutes, Jackson, Jefferson, and Josephine counties
since 2011. These counties experienced the highest rates of negative equity and were extremely
hard hit by the foreclosure crisis.&lt;br /&gt;
&lt;br /&gt;
“For homeowners who continue to be underwater, meaning they owe more than their home is
worth, this program can help them get back on their feet,” said Margaret Van Vliet, Director of
Oregon Housing and Community Services. “In some communities, more than 1 in 10
homeowners are still underwater on their mortgage. LRAPP is an innovative, one-of-a-kind

There seems to be some mixed sentiment whether or not the reduction is a sound choice for the fiscal health of the FHA loan program which has been in the habit of increasing the rates over the last several years but of course only time will tell. Although I agree it will make a positive impact to the affordability for potential homeowners who are feeling the pinch of rising rents in the Portland Metro Area; the issue of the duration of the MI remains a concerning factor. As that annual mortgage insurance premium will remain in effect for the&amp;nbsp;&lt;b&gt;life of the loan&lt;/b&gt;&amp;nbsp;for all loans where the loan to value is 90% or more, under 90% and your MI will cancel after a minimum of 11 years. Of course not everyone purchasing a home is going to commit to a mortgage for 30, or even 15 years, so if your looking to get your foot in the door, it is just that... a means to an end. WASHINGTON – The Department of Veterans Affairs (VA) announced this month that it has guaranteed 21 million home loans since the Home Loan Guaranty program was established in 1944 as part of the original Servicemen’s Readjustment Act of 1944, better known as the “GI Bill.” This achievement comes during the year-long commemoration of 70 years of the “GI Bill,” which established a wide range of benefits for Veterans returning from World War II, including low-cost home loans, education and vocational training.&lt;br /&gt;
&lt;br /&gt;
“This vital program offers Veterans, Servicemembers and their families the keys to homeownership and is truly a testament to our Nation’s commitment to enhancing the lives of those who served our country,” said Allison A. Hickey, VA’s Under Secretary for Benefits. “Twenty-one million home loans guaranteed, with the last one million guaranteed in just two years, is just one example of how VA employees are privileged to continue to serve and give back to our Veterans through the GI Bill.”&lt;br /&gt;
&lt;br /&gt;
VA’s Home Loan Program provides housing-related benefits and services to make home ownership possible and affordable for eligible Veterans, Servicemembers and surviving spouses, who want to buy, build, repair or adapt a home. Nearly 90 percent of all VA loans are made with no down payment. In fiscal year (FY) 2014, the Home Loan Program guaranteed roughly 35,000 loans per month, resulting in a total of 438,398 VA home loans guaranteed for the year. The total value of all outstanding VA loans exceeds $380 billion. During FY 2014, the program also approved 1,253 grants to seriously disabled Veterans for the purchase, modification, or construction of a home specially adapted to meet their individual housing needs.&lt;br /&gt;
&lt;br /&gt;
Through loan servicing efforts, the Home Loan Program also assisted nearly 80,000 borrowers avoid foreclosure in FY 2014. &amp;nbsp;These actions saved taxpayers nearly $2.8 billion in avoided claim payments. &amp;nbsp;Data from the Mortgage Bankers Association show that mortgages guaranteed by VA have had the lowest foreclosure inventory rate for the last 25 quarters when compared to all other types of home loans in the nation, including prime loans.&lt;br /&gt;

Salem – Oregon Housing and Community Services Department (OHCS) is announcing the
expansion of the Rebuilding American Homeownership Assistance Pilot Program (RAHAPP) to
help more Oregon homeowners struggling to stay in their homes. The program is designed to
help homeowners with high-interest loans who can’t refinance because they still owe more than
their home is worth.
The program has been in operation in Multnomah, Clackamas, and Washington counties since
July 2013 and is now expanding to serve all Oregon counties. The program is based on the
Rebuilding American Homeownership proposal by Oregon Senator Jeff Merkley.
“Today, too many Oregonians continue to struggle to pay their mortgage, and the risk of
foreclosure continues to have a significant negative impact on Oregon’s communities.” said
Margaret Van Vliet, Director of Oregon Housing and Community Services. “We’re excited to
expand this program statewide to reach more homeowners who are struggling with underwater
mortgages and are stuck in high interest rates with no options.”
The expansion of the program also includes changes to the eligibility criteria. More homeowners
will now be able to access the program because of changes to the loan-to-value ratio, and a lower
required credit score. To apply, homeowners need to be current on their payments, and ineligible
for the Federal Home Affordable Refinance Program (HARP) because their loans are not owned
or insured by Fannie Mae or Freddie Mac.
Recent reports show that a significant number of homeowners across Oregon still owe more than
their home is worth. In some of Oregon’s counties, as many as one in four homeowners are
underwater.
Homeowners are encouraged to visit www.OregonHomeownerHelp.org for information on the
program, to take an eligibility quiz, and submit an online application. Homeowners are also able
to submit applications online or in person through OHCS partner, Alpine Mortgage Planning, a
division of Pinnacle Capital Mortgage Corporation.
This program is funded through the Hardest Hit Fund, which the state received from the U.S.
Treasury as a result of the economic downturn and foreclosure crisis. Oregon Housing and
Community Services administer the Hardest Hit Fund through the Oregon Homeownership
Stabilization Initiative (OHSI), which to date has provided more than $128 million in assistance
to more than 9,300 homeowners.

On October 16, 2013, the President signed the “Continuing Appropriations Act, 2014” (H.R. 2775), which further defers transition to the 2010 Census information for USDA housing programs through January 15, 2014. (H.R. 2775 extends Sec. 731 of H.R. 933 “Consolidated and Further Continuing Appropriations Act, 2013.”) Until that time, and unless specifically directed otherwise, the RHS housing programs are instructed to use the data from the 2000 Decennial Census for program eligibility purposes.
