Some of these key reform policies include:&lt;/p&gt;&lt;p dir=&quot;ltr&quot;&gt;a.&amp;nbsp; The Treasury Single Account (TSA) has realized Billions of Naira being saved from maintenance fee payable to banks.&amp;nbsp; N200 Billion has also been saved from elimination of ghost workers in public service.&lt;/p&gt;&lt;p dir=&quot;ltr&quot;&gt;b.&amp;nbsp; The Whistle-Blowing Policy has helped to recover over N500 Billion;&lt;/p&gt;&lt;p dir=&quot;ltr&quot;&gt;c.&amp;nbsp;&amp;nbsp; The Presidential Initiative on Continuous Audit set up with a mandate to validate controls, assess risks, prune personnel costs, ensure compliance with Public Financial Management reforms has helped to identify and remove over 52,000 ghost workers from the Federal Government MDAs Payroll;&lt;br&gt; &lt;br&gt;d.&amp;nbsp; The Voluntary Asset and Income Declaration Scheme (VAIDS) aimed at expanding tax education and awareness has offered the opportunity for tax defaulters to regularise their status in order to enjoy the amnesty of forgiveness on overdue interest, penalties and the assurance of non-prosecution or subject to tax investigations.&lt;/p&gt;&lt;p dir=&quot;ltr&quot;&gt;e.&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; The Sovereign Wealth Fund project portfolio has been expanded with an injection of US$650 million so as to strengthen its investment in local infrastructure, power, health, re-construction of Abuja-Kano road, Lagos-Ibadan Expressway, East West Road (Section V) and the Mambilla Hydro-electric Power project as well as the construction of the 2nd Niger Bridge.&lt;/p&gt;&lt;p dir=&quot;ltr&quot;&gt;13.&amp;nbsp;&amp;nbsp; The fight against corruption through the Economic and Financial Crimes Commission and the Independent Corrupt Practices and Other Related Offences Commission has resulted in recoveries of Billions of Naira, as well as forfeiture of various forms of assets. This alongside other efforts has improved Nigeria&amp;#8217;s international image and regional cooperation.&lt;/p&gt;&lt;p dir=&quot;ltr&quot;&gt;14.&amp;nbsp;&amp;nbsp; We have retained the services of one of the world&amp;#8217;s leading assets tracing firms to investigate and trace assets globally. This is in addition to the exploitation of provisions of existing Treaties, Conventions as well as Bilateral Agreements with Multilateral bodies and Nations. Nigeria has also signed Mutual Legal Assistance Agreements to ensure that there is no hiding place for fugitives.&lt;/p&gt;&lt;p dir=&quot;ltr&quot;&gt;15.&amp;nbsp;&amp;nbsp; This Administration has therefore focused on revamping the ailing economy it inherited in 2015.&amp;nbsp;&amp;nbsp; In 2016, Government executed an expansionary budget and developed the Strategic Implementation Plan.&amp;nbsp; For the first time, 30% of the budget was earmarked for capital expenditure which represents an upward review when compared with the 2015 budget. The SIP was followed by the development of a comprehensive medium term plan &amp;#8211; the Economic Recovery and Growth Plan 2017 &amp;#8211; 2020.&lt;/p&gt;&lt;p dir=&quot;ltr&quot;&gt;16.&amp;nbsp;&amp;nbsp; The broad strategic objectives of the ERGP were to; Restore and sustain economic growth; Build a globally competitive economy; and Invest in our people.&amp;nbsp; The implementation of the ERGP has started yielding results. The National Bureau of Statistics reports that&amp;nbsp; the economy grew by 1.95% in 1st quarter 2018, which is a good performance when viewed against -0.91 in 1st quarter 2017 and -0.67% in 1st quarter 2016 respectively.&lt;/p&gt;&lt;p dir=&quot;ltr&quot;&gt;17.&amp;nbsp;&amp;nbsp; Our foreign reserve has improved significantly to 47.5 billion USD as of May, 2018 as against 29.6 billion USD in 2015.&amp;nbsp; The inflationary rate has consistently declined every month since January, 2017.&lt;br&gt; &lt;br&gt;18.&amp;nbsp;&amp;nbsp; Recently, Government conducted Focus Labs in three key sectors of the Economy namely, Agriculture &amp;amp; Transport, Manufacturing and Processing as well as&amp;nbsp; Power and Gas. These have yielded significant prospects for investments and Job creation to the tune of US$ 22.5 billion with a potential for creating more than 500,000 jobs by 2020. These investment generation initiatives are expected to increase capital inflows in the form of foreign direct investment. There is a high prospect that the cumulative investments from this first phase of the Labs will hit US$39.2 billion by 2025.&lt;/p&gt;&lt;p dir=&quot;ltr&quot;&gt;19.&amp;nbsp;&amp;nbsp; Under agriculture, Nigeria continues to pursue a strategic food security programme built around self-sufficiency and minimization of import dependency. Please calm her down. What do I know is wrong with her now?&amp;#8221; I &lt;u&gt;kept&lt;/u&gt; muttering to myself as I sat up and held my three month old baby in my arm. She was crying profusely.&lt;br&gt;Tears dotted her face like little puddles of water. She doesn&amp;#8217;t want to be appeased. She refused to be breastfed too. What shall I do?&lt;br&gt;I climbed down the bed and danced around while singing lullabies for her but instead of being appeased, Blossom kept crying.&lt;br&gt;&amp;#8220;Is it her diapers?&amp;#8221; I asked myself. I went to her wardrobe and brought out another diaper. I went back to the bed, sat down, removed all of her clothes and off I set to the bathroom.&lt;br&gt;After giving Blossom a warm bath, I came back to the bedroom to dress her in another light, comfortable sleeper after applying sufficient powder on her body and enough oil on her scalp. Yet, the cry continued. I was frustrated.&lt;br&gt;I brought her close to my bosom as I raised my blouse but her little hands pulled my blouse down meaning &amp;#8220;I don&amp;#8217;t want your jugs!&amp;#8221; She cried the more!&lt;br&gt;We were in the hospital that very day before for the ante-natal. The last vaccination was not like this o! Though she cried it was not as bad as this. This incessant cry, I have been told to anticipate but I didn&amp;#8217;t expect it would be this much. I eased the blouse she was wearing and checked her small shoulder which was the &amp;#8216;venue&amp;#8217; for the substance causing my baby&amp;#8217;s discomfort. I rubbed it over and over again. She cried the more. I put my baby down, knelt beside my bed and cried!&lt;br&gt;Is this how motherhood thing is? God, this is unbearable! I cried and cried.&lt;br&gt;You might be thinking, where is your husband? Is your baby fatherless? My dear people, no! My husband is alive,. He is safe and sound.&lt;br&gt;All the while the drama unfolded, Dave slept so beautifully as if nothing was happening. My baby&amp;#8217;s tears and my own- everything was in his ears like lullabies urging him to sleep on.&lt;br&gt;This was not the man I married!&lt;br&gt;When I just got married to him, my sleeplessness made him sleepless. When I turned on my side on the bed, he would wake up, no matter how deep his sleep was. He would cuddle me and sing into my ears till I fall I asleep but now, he just didn&amp;#8217;t bulge.&lt;br&gt;He turned in his sleep and sat up. I looked at him and shook my head.&lt;br&gt;&amp;#8220;Dear, are you just&amp;#8230;&amp;#8221; I was saying when he shut me up.&lt;br&gt;&amp;#8220;What&amp;#8217;s the noise about?&amp;#8221; He asked, still very sleep-drunk.&lt;br&gt;I looked at him very intensely, my heart beat rising so fast. Can&amp;#8217;t he see my tears? Can&amp;#8217;t he see that I need a word of encouragement?&lt;br&gt;&amp;#8220;Are you crying?&amp;#8221; he asked, yawning, scratching his head and looking away. My already swollen heart ripped open that I cried aloud.&lt;br&gt;&amp;#8220;Dave, where are you? What is happening? Where is my husband? What has happened to us?&amp;#8221; I cried on and on. He shook his head, let out a brief hiss, came down from the bed, picked up a pillow and out of the room he went!&lt;br&gt;My cry stopped abruptly!&lt;br&gt;&amp;#8220;Is this a dream?&amp;#8221; I asked myself&lt;br&gt;I couldn&amp;#8217;t hold it anymore. I tucked my already dozing baby in her small cradle and jumped out of the room as if being pursued by a jackal!&lt;br&gt;Dave was on the settee, supporting himself with the pillow and some other throw pillows. He was snoring! He looked so unbothered.&lt;br&gt;One spirit told me to slap him awake, the other told me &amp;#8216;Liz, take things easy&amp;#8217; I obeyed the latter, walked close to him, knelt down beside him and tapped him.&lt;br&gt;&amp;#8220;Ohhh, Liz, what&amp;#8217;s it? Its midnight. Sleep! If not, let me sleep!&amp;#8221; he said.&lt;br&gt;&amp;#8216;I won&amp;#8217;t cry!&amp;#8217; I told myself. I called my Spirit, Soul and Body to let&amp;#8217;s fight the battle together.&lt;br&gt;&amp;#8220;Dave, what&amp;#8217;s wrong? You couldn&amp;#8217;t hear Blossom crying so heavily. Could you?&amp;#8221;&lt;br&gt;&amp;#8220;Of course I could. But you know, cuddle her, sing to her, do everything. She would sleep&amp;#8221;&lt;br&gt;&amp;#8220;yes, I have tried everything but they didn&amp;#8217;t work. I think it&amp;#8217;s the vaccination that is the cause.&amp;#8221;&lt;br&gt;&amp;#8220;Well, if it didn&amp;#8217;t work when the mother tried all, would it work if I tried? Liz, try to be reasonable!&amp;#8221; He said. I blinked so hard to avoid my tears from falling.&lt;br&gt;&amp;#8220;You could still show care Dave. You are supposed to show me care&amp;#8221; My eyes failed me as I started crying again. Dave hissed!&lt;br&gt;&amp;#8220;See Liz, this cry is irritating! Grow up! What&amp;#8217;s the difference between you and Blossom? When a grown up tries to behave like a baby, she becomes an imbecile!&amp;#8221; he blurted out. I sat on the cold tiles, picked one of the throw pillows and I started banging it on the floor thinking the experience would wake me up from my slumber. I felt a sharp headache.&lt;br&gt;&amp;#8220;Dave, I have lost you! Jesus, I have lost my husband!&amp;#8221; I cried out over and over again.&lt;br&gt;Our marriage is only a year old. What is happening? Those times when I was pregnant and I was acting a kid that was sobbing, he would cuddle me and call me &amp;#8220;my baby with my baby&amp;#8221; while he wiped my tears. Now, this isn&amp;#8217;t even an act and it irritated him. It didn&amp;#8217;t pain him, it didn&amp;#8217;t concern him! What has suddenly come over him?&lt;br&gt;He had been behaving weird and absurd for many days now but now it&amp;#8217;s getting out of hand.&lt;br&gt;I went close to him and sat beside him. I held his hand which he reluctantly allowed. I sighed at this.&lt;br&gt;&amp;#8220;Dave, please, let&amp;#8217;s pray. I can sense that something is wrong.&amp;#8221; I said. He threw my hands away, hissed and stood up.&lt;br&gt;&amp;#8220;Don&amp;#8217;t bring in prayers into something like this. Why are you being illogical? If you can&amp;#8217;t let me be, I will leave the house for you&amp;#8221; he said, wore his slip-ons and walked towards the door.&lt;br&gt;As he was about to open, I blocked him.&lt;br&gt;Where is he going to? It&amp;#8217;s just few minutes to midnight. This night? God forbid!&amp;#8221; I thought to myself.&lt;br&gt;I looked into his face and my heart yearned for my husband, but his eyes scared me. They were red as burning coals. My heart started racing.&lt;br&gt;I cried out as he caught my right hand and pushed me off his way into one of the arm chairs. It was so painful.&lt;br&gt;The key turned twice and the door opened. There was a loud bang as he closed the door behind him.&lt;br&gt;&amp;#8220;Jesus! This can&amp;#8217;t be your will right? But you told me it is Dave and no one else. That was why I said yes. You did! What&amp;#8217;s it now?&amp;#8230;Oh God!&amp;#8221;&lt;br&gt;I could cry no more. The veins at the sides of my head were thumping to the extent that the noise disturbed me! My head was banging as if yam was being pounded in it. I was exhausted. My nose was blocked! The minister commended the courage of the investor for coming from the Diaspora to invest in his country and for believing in the government&amp;#8217;s seriousness about diversifying the economy. He said the company had also demonstrated that government alone could not do all things but needed the participation and synergy of the private sector. &amp;#8220;I want to assure that this administration will continue to assist you and other investors in creating the enabling environment for businesses to grow,&amp;#8221; he said. The minister said that the government was aware of the huge contributions of the creative industry to the nation&amp;#8217;s economy and would continue to support the sector. However, he identified contents and the lack of objective audience measurement as major challenges that had retarded the growth of TV and advertising industries in the country. &amp;#8220;With the liberalisation of the industry, content has become very key because content determines which channels are being watched and which are not. &amp;#8220;Another major challenge is how to get an accurate measurement of which channel is being watched and which is not. &amp;#8220;Kenya and South Africa are about one third of our population but they do much better in TV and radio advertisement than us because of their robust audience measurement,&amp;#8221; he said. The minister announced that the National Broadcasting Commission and his ministry would organise a workshop on Nov. 28 to address the challenge of audience measurement. Earlier, Echefu said that TStv Africa, which had gone through a lot of challenges, was birth to liberalise PayTV in the country, make it affordable to every Nigerian with added values. He said for the first time, Nigerians could now enjoy Pay Per View because with TStv, &amp;#8220;subscription runs as you watch and it has the facility to pause your subscription when you travel&amp;#8221;. Echefu said that TStv for a start has 70 premium channels model with the cheapest pay-TV in Africa with maximum subscription fee of N3,000 only. He said as a fully Nigerian brand with consideration for the masses, TStv is not classified and it has a model that accommodate subscription as low as N200 as N500 for a period of time. The CEO said TStv came with PVR (Personal Video Recorder) Decoder which allowed viewers greater control over their viewing experience with functions like pause, rewind, forward, save and record of programmes of interest. As we have learned in Nigeria, sometimes you need to change in order to remain the same. In another generation, there would not be any African alive who could remember when European powers once governed Africa. That emerging generation is creating new challenges for the African order left behind by the colonial powers. My generation is managing that challenge with the hope of leaving behind nation states that are less prone to crisis. We cannot continue to pretend that conflicts that emerged as a result of our colonial heritage have been resolved. Across our continent, they are still there. In some cases, bad governance is exacerbating these conflict points.&lt;/p&gt;&lt;p dir=&quot;ltr&quot;&gt;Here are some of the things we are doing to make sure that we bequeath to the upcoming generations of Africans a continent that is healthy, wealthy and well grounded in law and order. We are close to enshrining in the African Union&amp;#8217;s creed the fundamental principle of democracy, which says that a credible people&amp;#8217;s mandate should determine who governs any nation across Africa. We are taking it a step further by pushing to make that mandate limited. We believe that Africa has numerous talents and no man or woman should be in the leadership saddle for an inordinate timeWe are also working hard to expand the African market and open it up for our people to benefit from the free flow of goods, services and knowledge across the continent. It is the only path to prosperity for over one billion people in Africa yearning for opportunities to show the world the potentials they have.&lt;/p&gt;&lt;p dir=&quot;ltr&quot;&gt;As Africans, we will continue to build partnerships across the world. As we stretch our hands out for friendship, we do so with the expectation that our hands would be met not with pity and charity but with respect and dignity. As in the past, we know that we do well when we share skills and expertise. That was how we were able to work together with partners around the world to reduce the AIDS epidemic. That was how, in the last two decades, we were able to defeat diseases like polio, tuberculosis and ringworm in several parts of Africa. Africans have always been appreciative of the assistance we receive. We have also paid back to the international community with our involvement in Peace Keeping missions across the world.&lt;/p&gt;&lt;p dir=&quot;ltr&quot;&gt;Mr. President, on matters of security, there is no gainsaying that when one part of the globe is insecure, all parts of the globe become potential victims of that insecurity. The activities of several extreme groups jeopardize not just the nation where they emanated but everyone far and in-between. The free movement of fighters and weapons has all but made the issue of security a global problem. As we have learned in Nigeria, you compromise the security of the whole when components of the sum are not fully valued, appreciated and integrated with the whole.&lt;/p&gt;&lt;p dir=&quot;ltr&quot;&gt;We in Africa have been partners in the quest for a secure world. We will continue to be committed to the mission until all threats to peace across the world are eliminated. In Nigeria, we have degraded the capability of the Boko Haram terrorist group. We are on the path to eliminating the last of their safe heavens. We have also secured the release of some of our abducted Chibok Girls. We are working hard to secure the release of the rest and to finish the job of closing the Boko Haram chapter and get the North East of Nigeria back to a peaceful region that it used to be.&lt;/p&gt;&lt;p dir=&quot;ltr&quot;&gt;Along this line, Mr. President, we at the United Nations need to do more to bring about a more equitable world where a large group of people does not feel suppressed, undervalued and alienated. Last year, I talked about the need for Palestinians to have their own state. Progress has not been made on that matter in the past one year. It is one of those problems that we must not punt to another generation. Any glaring unfairness, like the Palestinian case, diminishes our moral authority to preach and lecture the world on other cases. As we have learned in Nigeria, our stubborn self-righteousness blocks our ears from hearing the cry of those that we left on the fringe of society and blocks our eyes from seeing and reading the handwriting on the wall.&lt;/p&gt;&lt;p dir=&quot;ltr&quot;&gt;In the urgent matter of the nuclear stand off with North Korea, we hope that calm heads prevail. And as our ancestors say, that the disobedient fowl does not wait to be put into a pot of soup before it obeys. We in Africa hope that North Korea and, indeed, all the nations with nuclear weapons will hasten to eliminate them all. We don&amp;#8217;t aspire to have nuclear weapons in the continent of Africa, the cradle of mankind. We will preserve Africa in case the nuclear-armed nations of the world decide to destroy themselves in their so-called mutual assured destruction. Should that happen, be assured that there will be a place in Africa for those of you who will be lucky enough to survive your self-inflicted annihilation. Kabiru Gaya and other northern leaders, Thursday in Abuja, the group however said it would continue to pursue its other demands up to the United Nations. &amp;#8220;Mindful of the concerns generated by the clause in the Kaduna declaration that advised the Biafran Igbo to relocate from northern Nigeria and for northerners in the South East to do likewise, and our commitment to the unity of our dear country,n we immediately opened channels for dialogue and interaction with government agencies, national and international groups, institutions and figures. &amp;#8220;Admittedly, we came under intense persuasive pressure from genuinely concerned national, political, traditional, religious and cultural leaders prominent among which were; a section of the Northern Governors Forum under its Chairman, Gov. Kashim Shettima of Borno state, northern traditional rulers and the Department of State Services DSS. &amp;#8220;Most significant was our correspondence with the then Acting President, Prof. Yemi Osinbajo and most recently our interface with the Presidency through the Special Assistant to the President on Political Matters. &amp;#8220;As a consequence of these vigorous engagements and as cultured people with a tradition of respect for our national values, leaders and elders, we are today pleased to announce the immediate suspension of the relocation clause otherwise referred to as the quit notice from the Kaduna Declaration&amp;#8221;, the CNG said in a speech read by its spokesman, Abdulaziz Suleiman. We&amp;#8217;ve achieved our aims The CNG also said with the Kaduna declaration, it had achieved most of its aims, &amp;#8220;chief among which include forcing the hitherto deliberately neglected dangerous Biafran issue to the front-burner of national discourse&amp;#8221;. &amp;#8220;In the meantime, we shall firmly pursue our petitions to the United Nations and the Nigerian federal authorities calling for the appropriate sanction of Nnamdi Kanu, other IPOB leaders and their sponsors in addition to labelling them a terror outfit&amp;#8221;. The CNG also listed several terms which it asked the government to consider. It said the federal government should allow and support the Igbo to hold a referendum on secession. &amp;#8220;Taking all other issues raised in the Kaduna Declaration over the past few months, vis a vis the effort by various government and non-governmental bodies to engage us in dialogue, we submit that there is the need to look at the following issues holistically as safeguards against future ethnic tensions: &amp;#8220;Allow the Igbo and support them to hold a referendum to decide their future either as Nigerians or as Biafrans in view of the fact that the population of the Igbo that supports Biafra is far larger than the few who appear to be against it. Failure to do that will only douse this tension temporarily while they regroup to prepare for the war, they have always craved and openly called for. We are opposed to war with any part of this country and we are opposed to any situation that will lead to war. &amp;#8220;One of the key reasons why Biafra should be allowed to hold a referendum is because the principle of self-determination has, since World War 11 become a part of the United Nations Charter, which states in Article 1 (2), that one of the purposes of the UN is &amp;#8220;to develop friendly relations among nations based on respect for the principle of equal rights and self-determination of people.&amp;#8221; &amp;#8220;And by virtue of Nigeria being a signatory to the various international conventions that entrench the right of a people to self determination; we submit that it is only proper for Nigerian authorities to reflect that right in the ongoing constitution review or in the alternative, rescind its endorsement of the said conventions. &amp;#8220;If for any reason a referendum cannot be held for the moment, we insist the Igbo both in the Southeast and in other parts of Nigeria including all elected and other office holders be made to discard totally any idea of Biafra and to show practical actions to prove that they believe in one Nigeria. &amp;#8220;Relevant law enforcement agencies, should carry out a careful, lawful and purposive search of all suspected premises in the north in which IPOB sympathizers might be amassing arms. This is necessary because since the declaration of war by IPOB, there had been cases of interception of caches of arms concealed and smuggled into some parts of northern Nigeria. Let it be known, that it is illogical to wait in this obvious and clear state of danger until the secessionist unleashes terror on innocent people and communities. By extension all unlicensed arms and ammunition should be mopped up by the authorities. And if there is a counter suspicion of northerners in the East amassing arms, they should also be searched and confiscated. &amp;#8220;We insist on immediate steps to be taken for the arrest of Nnamdi Kanu and for his appropriate prosecution while calling on the Nigerian Senate to demand that all Senators who stood surety for him in court rescind their bond or be suspended accordingly. &amp;#8220;Total closure of all the open drug markets operating in Northern Nigeria and the immediate implementation of the National Drug Distribution Guidelines NDDG as contained in the 2nd Edition 2012 developed by the Federal Ministry of Health which did not include the Co-ordinated Wholesale Centres CWC. This is the guideline which provides a distribution channel which is in consonance with the national drug policy and the implementation of which is empowered by the Constitution of the Federal Republic of Nigeria. To achieve this, all the states in northern Nigeria, should establish and strengthen the state task force on counterfeit and fake drugs and unwholesome processed foods, revoke all land titles where drugs are being sold and review the laws to provide stiff penalties for offenders. &amp;#8220;The government should come up with clear laws on hate speech, which should remain in place to contain other individuals or groups whose way of agitation is to engage in hate speech capable of disrupting peace and harmony&amp;#8221;. Arrest Perpetrators of Hate Speech -APC Meanwhile, the National Executive Committee NEC of the youth caucus of the All Progressives Congress APC has asked the federal government to immediately arrest perpetrators of hate speeches in the country. Chairman of the caucus, Comrade Markk Joseph Nsimbehe said the group supports all the core issues as stated by the president in his Monday&amp;#8217;s nationwide broadcast. &amp;#8220;We are in support of every effort targeted at unifying all the ethnic nationalities. We are for peace, we are for progress and we are one Nigeria. We urge the federal government to step up and arrest these disgruntled elements and their sponsor accordingly. We acknowledged the effort of the federal government for wanting to establish special court for hate speech. &amp;#8220;We urge those clamouring for restructuring to take a second look at it while channeling their reasons for the call to the appropriate quarters. Political structures evolve over time. Nigeria has been restructured at various times and the agitations have not stopped. Let us therefore restructure our hearts and minds so that the real restructuring of the country can be meaningful&amp;#8221;. Kanu acting out of Ignorance -Gov. Shettima Gov.
