A Blog is short for Web Log. An online journal. A diary that you just happen to share with a potential audience of hundreds of millions of other people.

Volume I

Haitian news: Haitian Immigrant’s Redemption Story Leaves ICE Cold

Can people change?

This question is at the heart of a fight between Homeland Security and Jean Montrevil. The answer has major implications for the reforms that lawmakers propose when they take up immigration reform after health care.

The feds charge that Montrevil is a hardened criminal alien. Montrevil claims he’s paid for past mistakes. He has a colorful rap sheet for crimes he committed 20 years ago. He’s now a community leader and the father of four American-born children, ages 2, 6, 11 and 19.

At a routine visit to Homeland Security on Dec. 30, 2009, Montrevil was arrested, pending deportation to Haiti. By New Year’s Day, a hundred gathered at his church to call for his release. U.S. Rep. Jerrold Nadler and other politicians rang Homeland Security round-the-clock with the same demand. Meanwhile, in Pennsylvania’s York County jail, Montrevil began a hunger strike.

Four days later, awaiting the government’s response, eight clergy were arrested by NYPD in a non-violent civil disobedience. Upping the ante, they demanded reform of the federal laws that put Montrevil into deportation in the first place. More actions are being planned.

Here’s the full story.

Montrevil at his religious supply store.

THE PAST

Jean Montrevil came to the United States legally with a green card. He and 12 siblings arrived from Haiti in 1986, after his U.S. citizen dad sponsored them. “We came to America to make it big,” Montrevil says. “Along the way, I got stupid.”

He stumbled into the taxi business. A fellow cabbie opened the door to drugs. “I started selling marijuana to passengers. From there, I took off.”

Montrevil didn’t get very far. In 1989, at age 20, he was arrested in New Jersey, driving down I-95. “No one told me it was a corridor,” Montrevil recalls. “Police stopped black guys driving nice cars all the time, looking for people like me.” Just months into selling, he was busted for cocaine.

Out on bail, he made another drug run to Virginia. A federal agent and deputy sheriff found an ounce of crack hidden in his car’s gas tank. Montrevil would’ve gotten five years under mandatory federal sentencing guidelines. But prosecuted in Virginia state court, he got 27 years. Inside, he caught an assault conviction for fighting with another inmate.

“1989 was a rough year,” Montrevil says. “Prison saved my life.” Released early for good behavior, he opened a store selling candles and religious supplies in Brooklyn in 2000. He believes that the 11 years he served kept him from getting killed in the underground drug trade.

Montrevil with an electronic ankle bracelet.

HOMELAND SECURITY

Nationwide, of the 2.3 million deported from 1997 to 2007, 37 percent have criminal records. Homeland Security spokesman Mike Gilhooly explains in an email, “One of ICE’s primary missions is to remove foreign national criminals from the United States.” ICE, or Immigration and Customs Enforcement, is the federal government’s deportation unit.

Montrevil charges that this mission is double jeopardy. “Why do I have to keep paying for crimes I already served time for? I feel marked for life.”

By chance, the feds didn’t deport Montrevil directly from prison. They got him in a sweep of New York parole offices in 2005. He’s been in deportation proceedings since then, reporting to Homeland Security offices when asked, and banking on legal appeals and political pressure to stay here. Haiti’s refusal to take U.S. deportees bought him time at different moments.

On Dec. 30, 2009, his luck ran out. He was detained during a routine check in. Haiti was taking people back, and he had no appeals left. But the holiday grab surprised his supporters. Months earlier they’d requested a meeting with the feds to discuss Montrevil’s case.

The agency can defer action on any deportation order. Montrevil’s attorney Joshua Bardavid explains, “My client is eligible for deferred action. ICE has not yet refused or granted it.” According to Montrevil’s minister, Reverend Dr. Donna Schaper of Judson Memorial Church, “Jean’s spirit is not junk. We just want one face-to-face meeting to explain how we know that.”

According to Gilhooly, "Jean Murat Montrevil is an aggravated felon with a significant criminal record who has a final order of removal from an immigration judge. Montrevil has exhausted all of his appeals and ICE will enforce the immigration judge’s order.” Homeland Security declined to comment on their policy for exercising discretion.

Nadler jumped on the phone New Year’s Eve, as soon as he heard about Montrevil’s detention. But Nadler hasn’t been able to convince Homeland Security to budge.

Nadler connects Montrevil’s case to the call for immigration reform. “The practice of deporting people for minor crimes committed many years in the past when they have been law-abiding ever since makes no sense and is blatantly unfair,” Nadler says.

U.S. Rep. Nydia Velasquez, chair of the Congressional Hispanic Caucus, echoed the sentiment in a letter to Homeland Security in 2008.

Prior to Montrevil’s detention, these supporters were hopeful. The feds had removed an electronic monitor from his ankle, thereby reducing his risk-level. His regular visits to Behavioral Interventions, a private security firm subcontracted by Homeland Security, were uneventful. “I complied with whatever they asked of me,” Montrevil says. “Why lock me up during my kids’ Christmas holidays?”

Montrevil kissing his newborn daughter Jamyah in 2007.

FAMILY

“I was still nursing our son when they took Jean in 2005,” says his wife Janay Montrevil. an African-American school teacher from Brooklyn. Janay, 31, met her husband on a blind date. She says, “When I fell in love, I didn’t know Jean could be taken from me.”

Montrevil told her he was locked up for crimes. But neither expected his deportation. The couple got married, each bringing a child from a prior relationship into their union. “I can’t believe President Obama would turn me into another single mother,” she says.

Montrevil is the family cook. “I tried making my kids oatmeal the morning after they took him,” Janay recalls. “But I don’t know how to do all that stuff with the milk and fruits. I just boil water. When I gave it to my kids, they looked horrified, like, ‘are we gonna starve now that dad’s gone?’” Montrevil just began a hunger strike to protest the deportation system.

Six-year-old Jahsiah seems the hardest hit by his father’s absence. An asthmatic who’s legally disabled, he’s wetting his bed and leaving voicemails on Montrevil’s cell phone.

Montrevil’s mom died in Haiti when he was Jahsiah’s age. He doesn’t think much of his own father, now deceased. “He beat us and ran around with other women. I promised myself I’d be a good father to my kids. What’ll happen to them without me?”

Montrevil speaking to staffers of Congressman Ed Towns in 2006.

IMMIGRATION REFORM
The Montrevils made their case into a campaign to change the laws. Whether you think the border wall is too high or too porous, everyone agrees the immigration system is broken. Today, pro-immigration activists are lobbying President Obama to pass legalization right after health care.

But that fix wouldn’t help Montrevil. He came here as a legal permanent resident. Homeland Security wants to de-legalize him. “Families like mine have to change the deportation system,” he says.

In 1996, under President Bill Clinton, the United States passed sweeping immigration laws that made detention and deportation mandatory for most immigrants with any brush with the law. Although Montrevil’s crimes occurred before their passage, they’ve been applied to him retroactively.

In 2006, Montrevil donated a passenger van from his small transportation business to Families for Freedom. The New York non-profit was shuttling families like his to Washington, D.C. Montrevil led one delegation to talk directly with lawmakers. “I’d never been in Congress before,” he recalls. “I was so excited.”

In response to these efforts, U.S. Rep. José Serrano introduced a bill. "Jean Montrevil's case is precisely why we need to see the provisions of the Child Citizen Protection Act passed into law,” says Serrano. “We cannot continue to allow inflexible deportation guidelines to separate families with U.S. citizen children."

Currently, immigration judges can’t consider the well-being of American children before deporting a parent. Serrano’s proposal, now part of a larger House immigration reform bill, would untie judges’ hands. New York advocates are asking U.S. Sen. Charles Schumer to include the proposal in the Senate. Montrevil could be put on a plane to Haiti before the bill he inspired is considered.

Reverend Bob Coleman commits to join a hunger fast.
SANCTUARY

While Homeland Security takes Montrevil’s time in prison as proof of his criminality, his supporters take it as a measure of his redemption. “Eleven years is a long time to be locked up,” says Reverend Bob Coleman. “Jean represents a restored life. Who benefits by stripping him of his legal status?”

Rev. Coleman is the minister of the historic Riverside Church, a spiritual home to the political elite. Montrevil has spoken from the church’s pulpit on several occasions. Shuttling through the city’s houses of worship, bearing witness three or four days a week, he moved them and others to join New York’s New Sanctuary Coalition.

Montrevil co-founded this faith-based group for immigration reform in 2007, along with his minister. Schaper says, “Everyone has a soul. A language of eternity. Words of an intangible power that address humanity's eternal quest for freedom. They claimed the victory over time and chanted the glorious dream of Titan. They camped the Northern man, genius christophien in his vision of a country standing in one breath, carried by the winds of history everywhere. They rewrote the inescapable truth: human vertical touch the stars in thought and change the world by his actions.

The great hall of the Karibe Convention Center has put on his attire to receive Saturday, December 12, 2009 the grand gala fundraiser to benefit the Henry Citadel. In a spectacular setting of round tables dressed in royal blue and enhanced arrangements evoking the orchid-bearing branches of mountain peaks. Monique Rocourt and his team are unsurpassed for providing an exceptional evening.

Monique Rocourt highlighted the magic of the evening which saw the culmination of combined efforts of the consortium Logo More Haiti, Music Lab, Logo Plus USA, Grissom Company, the sister companies working in the field of literary production, photography and music at the educational, cultural and historical. The group capped two years of hard work to present a book worthy of the greatest monuments of our architectural heritage, historical work that has built a team in an amazing and extraordinary adventures.

The output of the Book "The Citadel Henry" brought together all sectors of Haitian life: government, private, trade, industry, tourism, education, media, the arts, that of transport and communication ... In a celebration and a final recognition of the great figures of our past and our present are joined for a common journey towards identity found. The result is tangible proof of what can be done when a dream fills the soul, when faith supports the approach in an uncertain path strewn with pitfalls. This movement rallying around the safeguarding of national heritage has attached a great assembly of people sensitive to the redevelopment of the ultimate symbol of Haitian identity, the Grande Dame, the Citadel Henry.

... the spirit of eternal rocks

Pin loyalty "The Citadel Henry Haiti Heritage" were pinned inside by the side support in a gesture to honor the spirit of eternal rocks.

The Institute for the Protection of National Heritage, independent technical body, is born by government decree of March 28, 1979 the upgrading of the historic preservation, government agency founded in 1972 by Albert Mangonès. Daniel Elias, Director of ISPAN, stressed the importance of the mission of the Institute for Scientific and Technical. It is an inventory and ranking of evidence in the national heritage, general studies and detailed project of restoration and enhancement of monuments and historical sites, provide leadership and supervision of work performance, help promotion and development of public or private business to safeguard the national heritage and disseminate all information and documentation relating to the architectural heritage and monuments, national and international.

Albert Mangonès in its ideological vision of heritage conservation has advocated the strengthening of national identity by establishing the historical and cultural values conveyed by our monuments, developing education and knowledge essential to the establishment of a sense of belonging. The social and economic values provided by the approach are the logical result of an intelligent and rational exploitation of this heritage. For Albert Mangonès, beyond the aesthetic, cultural, technical and economic, conservation of architectural heritage "must find his true purpose in seeking solutions to human problems raised by the sudden changes of living environment." He was "aware of an organized community has the right to exist in decent conditions, which must grow and why heritage should remain a key factor of social cohesion".

The history of ISPAN is linked to the Citadel National Historic Park Sanssouci Ramiers, classified World Heritage by UNESCO since 1982. The institute has taken up the work begun by the Department of Conservation of Monuments, which consisted with the retirement of water, protection and stabilization of these historic buildings, with technical assistance from UNESCO and a UNDP funding and treasury. In undertaking this work, the ISPAN has used a multidisciplinary team of architects, engineers, but also sociologists, archaeologists, chemists, specialists in conservation of stone and metal, historians , photographers, specialists in regional planning, master carpenters, master builders and others. This adventure has been crowned with success in putting Henry Citadel and Palace of Sans-Souci out of danger and saved from destruction is irreversible.

The ISPAN has continued the first scientific and objective inventory of historical monuments of Haiti. Albert Mangonès has, in its generosity, enabling young people to grow in this business, coach, encourage them, its their lavish sound advice based on his long experience. The writings of historians such Madiou, Ardouin, Cabon, Debien, Pean, George Corvington, and the chronic period of Logbook of Christopher Columbus to chronic Edgard LaSelva, texts Labat, Moreau de Saint-Mery , Descourtilz were consulted to guide the search for ruins and ancient buildings.

The research archives were made by the team of the inventory. The identification and documentation of the defense system of the French colony of Saint Domingue, the network of fortifications erected in Haiti in the aftermath of 1804, the network of colonial sugar houses, historic centers of Cap-Haitien, Jacmel and Port - au-Prince, the site of the first voyage of Columbus on the north coast of Haiti was established.

Haiti rcihesse discovers his heritage
Haitian society now finds wealth, the vastness, the diversity of its cultural heritage. The prospects for tourism development become clearer. Youth is open questioning of its cultural identity. Our natural environment undergoes continuous degradation and alarming. Knowledge of our past should serve as a compass and leverage to build this sense of belonging to the land of our ancestors. The ISPAN is devoid of resources, financial resources reduced drastically since the Haitian state is forced to deal with other priorities. While remaining under its organic law, the institute has been forced to diversify its sources of funding. He had to call for international assistance to nongovernmental organizations and the private sector.

This approach has begun to bear fruit. The gala La Citadelle Henry is an outstanding example of collaboration between ISPAN and its generous patrons. Michèle Duvivier Pierre-Louis has encouraged and supported the draft publication of the ledger La Citadelle Henry.

The World Heritage Center, UNESCO agency responsible for management of properties inscribed on the World Heritage List, is currently updating the files and start the retrospective inventory of properties. The ISPAN will under this program, in agreement with the World Heritage Center, take the boundary of the National Historical Park covering 25 square kilometers, and its zoning regulations. It will assign a legal status, the build, within the World Heritage Convention ratified by the Republic of Haiti in 1980, a management structure and operation.

The ISPAN will speak on the historical monuments in order to complete the restoration work and complete the second phase of the project to organize and facilitate their visit. The development of the Museum of Citadel Henry will be a priority objective of the ISPAN, with the collaboration of the Musée du Pantheon National Haitien. This museum will showcase the finest collection of guns made in the ledger of Henry Citadel.

John Mac Aslan, representative of Aslan Mac Foundation, will support the study of museum Citadel Henry. He conveyed to the people of Haiti at the gala, the greetings and wishes of his Royal Highness the Prince of Wales, a mentor to the preservation of monuments in England, whose foundation also works with Mac Foundation Aslan.

The Minister of Culture and Communication, Marie-Laurence Jocelyn Lassegue, welcomed a very special presence in the room of family members of Albert Mangone and his friends. In recognition of a man who has traced a path through buildings, institutions and works that have enriched our humanity and our sense of memory, a certificate of decoration was awarded to Messrs Frederick and George Mangonès with these words:

Albert Mangonès, Grand Officier posthumously National Order of Honor and Merit

"On behalf of the Haitian government, on behalf of the Ministry of Culture and Communication, it is with humility, respect, we do the architect Albert Mangonès Grand Officer posthumously National Order of Honor and Merit, in recognition of its commitment to safeguarding the architectural heritage of Haiti. "

In her speech, Ms. Magali Comeau Denis, Special Advisor to the Minister Jocelyn Lassegue, honored the memory of both builders and designers, King Henry Christophe and architect Albert Mangonès passionate Citadel. The Ministry of Culture and Communication is pleased and hopeful that the various components of the society seized this monument founder and proclaim that the mission of conservation, preservation and backup can be only a matter of 'State. It rests on the arms of all the forces of the country can be an honor for the authorities - which do not unload all - and especially civil society commits more and more. He appreciates the way of civil society through actions of general interest to claim that the nation is us, that this heritage is ours, all of us.

The presentation of plaques to the guards of the Citadel, seven men who for over thirty years providing its maintenance and cleaning, has been applauded by the audience standing. One of their job is dangerous, it is to remain suspended, attached to a vein, 45 feet high, clinging to a ladder, to uproot the trees rooted among the old stones, seeds brought by wind.

The screening of the documentary "The Citadel Henry", written and narrated by Monique Rocourt, raised in me the pride of being part of this nation legatee of energy so powerful. This is an example of a man in all the greatness it can achieve on this earth and beyond. Walls challenge. They question us. Why can not we walk in the footsteps of men of brass?

1804 and 2009, two different circumstances, but so similar, through their affinity combinatorial hi, opportunities and possible collapse. A nation that has no other choice but to rise above impossible.

"The Citadel", a folkloric ballet

Design and texts of folk ballet "The Citadel" presented the audience are Monique Rocourt. This was also the occasion to renew the new office at the head of the association.

Discussions during the two days of the fourth congress of the National Association of Haitian Magistrates (ANAMAH) took place on the need to install the Superior Council of Judiciary (CSPJ) created by a law published in the Official Journal of the Republic, The Monitor, December 27, 2007. Different panelists who spoke on the issue have recognized that the creation of CSPJ is "absolutely necessary" for the course of justice in Haiti. They said the lack of political will of the Executive to appoint the President of the Court of Cassation is the main obstacle to establishing the highest court in the country.

"The political implications are too heavy so the executive does everything possible to prevent the creation of CSPJ," fumed Mr. Léon Saint-Louis. This, he says, explains why many previous attempts have failed.

All the panelists who spoke during the two days are in the refusal of the Executive to appoint the President of the Court of Cassation an obstacle to the process of establishing CSPJ.

"The Executive has, inter alia, the constitutional responsibility to enforce the laws of the Republic has chosen not to enforce a law under the Constitution which requires the amendment, however, said the barrister of the Bar, Mr. Gervais Charles, adding that the law establishing the highest court in the country has yet been adopted since 2007. The installation of CSPJ for which judges are fighting not only in the interest of the judiciary, says Mr. Charles, this concerns the whole community.
On "The Judiciary in the future movement of the creation of CSPJ" This Fourth Congress, says past president of the ANAMAH, Me Durin Duret Jr, reflects the determination of the judiciary to consider reports that must exist between this and the CSPJ association is an institution of organization, control, discipline and deliberation and whose mission is to ensure the careers of judges and punish when necessary.

The judiciary, a power dependent

The judges of courts of different countries who took part in the congress denounced the stranglehold of the executive over the judiciary and the fact that the Minister of Justice, in their opinion, behaves as the head of the judiciary. "If justice is under the Ministry of Justice for its operation, this dependency is spreading also in terms of judges, at times, are influenced by the government in making their decision," denounced Me St. Louis. He said only the creation of CSPJ can free the judiciary from the clutches of the Executive. "The creation of CSPJ, institution that will break with the past practices of the executive, is" an absolute necessity, "he said.

Mr. Vandal, meanwhile, argued the same meaning to say that the creation of this institution is an "appropriate response to the need for independence of the judiciary, also denouncing the interference of the Executive and the Legislature in exclusive affairs of the judiciary. However, Mr. Patrick Pierre-Louis noted that the CSPJ is a tool, a means but not an end in regard to independence per se of the judiciary.

For her part, Ms. Danielle Saada, head of the Justice Section of MINUSTAH, said that the complexity of the task of judges and lack of resources are the main obstacles in performing their work. She took the opportunity to reiterate the need to strengthen the judicial system to make it more effective.

Ultimatum to the Executive ...

After this congress, a resolution issuing ultimatum to the Executive for the implementation of the law establishing the CSPJ was adopted by a majority of judges present. However, the text still needs to be revamped will be sent shortly to the Executive which say they hope a wise decision. They also threatened to cease all activities across all jurisdictions in the country to force the executive to "take its responsibilities towards the nation."

Haiti: Haiti strengthens measures against chicken eggs and the Dominican

The Haitian authorities have stepped up surveillance at the border to combat smuggling of chickens and eggs from the Dominican Republic, informed on Tuesday, traders at Dajabón.

The spokesman traders of northern Haiti, Roul Joseph, said in the press that during the three days, police officers and inspectors of the Department of Animal and Plant Health of the Haitian Ministry of Agriculture seized Thousands of chickens and eggs purchased in Dominican territory.

Haiti in 2007 banned the entry of poultry products from the Dominican Republic after the identification of confirmed cases of avian flu. In the parliamentary elections of February 2010, the OAS has planned to deploy some 80 observers, and is expected to double the presidential elections in November 2010.

The purpose of the Electoral Observation Mission (EOM) is to support the electoral process, to identify strengths and weaknesses in the organization of elections in order to strengthen the capacity of the Provisional Electoral Council. In this spirit, the Electoral Observation Mission (EOM) has to follow up recommendations in order to ensure the establishment of an electoral process transparent, inclusive and democratic.

The OAS has also decided to continue to provide technical support to the CEP, through training of officials of the Provisional Electoral Council to increase the autonomy of the Authority in relation to international actors and strengthen the sustainability of aid made up 'here. DYING TO LIVE: THE MIRACLE OF WISDOM
"Unless a grain of wheat falls to the ground and dies, it bears much fruit ..."

In a previous article, the Association of Disciples for Life pointed out that the Bible is to teach and not to inform and direct its message to the ultimate development of human potential. The Friendly consider here the model of development which, according to the Bible allows "living being" to achieve such development and meet its aspirations, and the sacrifice made to that effect. This review begins with an analysis of the human condition from a biblical perspective.

The Bible sees humans as in the intoxication of the hypnotic state, the source of all evils: "They have eyes but they do not see ... they have ears, but they do not understand ...", "The earth is fatal to the penitentiary ... Man is born for trouble ...". This spell is cast by obscurantist forces omnipresent (Ephesians 6 :11-12), said "the Adversary or Satan" (Job 1: 6; Mt 17: 23 Ps 108: 13), under the command of YHVH Elohim (l 'Lord God) (Job 2 :6-10; Rev 17: 17), an entity claiming all: The Lord God of Adam plunged into a deep sleep ...", "The Lord of quenches your breath hypnotic ...", "The Lord God said, Lest that Adam took the tree of life, he eats and live forever ..."," I, saith the Lord, I am from Jerusalem a cup of trembling ...", "Like clay in the potter's hands, so you are in my hand, O house of Israel ..."," they know and recognize that outside to me is nothing ...", "I create the light, I create darkness ..."," The Lord kills and gives life ...", "From him come the evils and property ...", "Who maketh the dumb, deaf, seeing or blind? Is not me, saith the LORD ?...".

Thus, from the beginning (Psalm 51: 7; Gen 8: 21), the spiritual potential of "natural man" is lost or compromised: "All is lost and perverted ...". As a zombie, the human loses consciousness or spirit ( "breath") before his last breath. So to say, it goes through a "first death" before dying. In this blinding ignorance (Es 6 :9-10; 2Cor 4 :3-4, Jn 12: 35 (b) 1 Corinthians 2: 14), progress is trapped (Ezekiel 20: 25) or empty: "The people who understands nothing is doomed ...", "He who walks in darkness does not know where it goes ..."," The Lord knows the thoughts of humans, they are useless ...", "The creation was subjected to futility ...". But, amused by his imagination and the visions of the heart "(Jeremiah 23: 16, Jer 29: 8), each is locked in his little world of perceptions, superficialities, appearances, lies, pretensions, fantasies, confusion, seduction, like the movies: "The son of Adam is a lie ..."," Men, how long do you love vanity and seek your deception ?...", "Woe to the man who trusts in man ...".

According to the Bible, mankind is subject to the seductive power ( "malignant") of the illusion or imagination, hypnotic effect of sleep: "The whole world is the power of evil ...". "Evil" ( "fault", "sin") is recklessness created by this spell making humans ignorant, closed ( "hardened") to reason and common sense private (Jeremiah 4: 22 ; Os 4: 6). What makes it work like a fool (Psalm 69: 6; Es 59: 10) or a sleepwalker wandering: "I'm wandering like a lost sheep ...". In this sense, "evil" is forgetfulness (amnesia), scattering humans outside of himself, away from its source, its essence (his home) and it causing all the troubles (Luke 15 :14-16; Deuteronomy 28 :28-29, 66). This lack of the spirit prone to be 'owned' by multiple personalities and contradictory (Mark 5: 1-5; Romans 7 :15-20). This mixture addictive and unhealthy ( "the unclean spirit, perverted or corrupt") is symbolized by the "spirit of prostitution" or "spirit of adultery" (Os 4 :11-13; Ez 16 :15-32 ; Jr 2: 20, 23, 28; Jr 3 :6-9). Finally, the "evil" is the degeneration ( "the fall") fatal (Job 14: 4; Jr 13: 23) of the human being "excommunicated" a failure or an undead: "The wages of sin is death ...", "Who shall deliver me from this body of death ?...".

Nevertheless, the Bible celebrates the "good news" that man is not to be missed for his life in vain live (Ezekiel 18 :31-32; Is 53 :7-11), it can rise from ashes ( "back from the grave") (Ezekiel 37: 13, Jn 11 :38-44) and "move from darkness to light": "The people walking in darkness have seen a great light on the people of land of the shadow of death, a light shines ...", "Awake, Jerusalem, you who have drunk from the hand of Jehovah the bottom of the cup of trembling ..."," The same creation will be liberated from the bondage of corruption to enjoy the glorious liberty of God's children ...". The human has the capacity to regenerate ( "pass from death to life"), to realize its potential and meet their aspirations: "The winner, I give to eat of the tree of life ... "" I create Jerusalem a rejoicing and her people a joy ...". At least that's the experience of those who have "found the wisdom" and "saw the light": "The breath of God has anointed me to preach good news to the poor, to open blind eyes, to out of jail prisoners and those living in darkness ...".
Faced with the syndrome of "original sin" (Psalm 51: 7), the Bible goes beyond the symptoms to the root of "evil" human is the psychological underdevelopment or lack of consciousness. To cure man of such failure or "exorcise a demon as" the biblical authors advocate the awareness, that is to say the widening or opening of consciousness. This esoteric approach puts priority on the metaphysical or spiritual dimension of man, not the accumulation of knowledge assets and powers: "Even in abundance, human life does not depend on what it has ...", "Seeking first the kingdom of God ... the Kingdom is inside of you ...". Outside this inner temple, there is no salvation. This philosophy calls for the "exodus" in consciousness, that is to say, to leave "the desert of ignorance and mental slavery to" the mountain of knowledge and empowerment: "Take the garment of the old man with his practices, and passes the garment of the new man to access to knowledge ..."," An understanding heart seeks knowledge ...", "The people perish for lack of knowledge. .. "" Fool, you learn to know ...", "Give up the stupidity and live; heads up in the way of intelligence ...". This contrasts with the rehabilitation of worship prophecies (Jer 5: 13; Jr 14: 14; Ezekiel 13 :1-7, Lk 21: 8), the cult of the marvelous (Mark 13 :21-22) and idolatry in form of worship of the person (Mt 23 :5-10) or messianic cult: "Away with the basic principles of the Messiah, tend toward perfection ...".

It follows that, according to the biblical authors, the internal revolution ensures the transition from "old man" to "new man". As such, the development process of "being alive" is an unveiling or a revelation, following the model of grain growth. Indeed, the potential of the seed, just like humans, is hidden (Matthew 13: 44, Job 28 :20-23, Pr 25: 2; 1 Corinthians 2: 7). For this potential to ripen, the seed must be prepared and sown or buried. In the manured soil (good soil), the burial may cause irreversible metamorphosis during which seed "dies" and "reborn" in newness of life. To bear fruit and multiply, the tree (the son) thus generated must be pruned: "Unless a grain of wheat falls to the ground and dies, it bears much fruit ...". How to apply this process happen to man?
For humans hypnotized or "knocked dizzy, be prepared is to rediscover the spirit or return to common sense (" back to life "," open eyes "," being awakened or forgiven) ( Gen 3: 7, Lk 15: 24; Mk 2 :3-9). This "first resurrection" (Luke 7 :11-14, Jn 11: 11, 38-39, 43-44, Mt 27: 52) marked a crucial turning point (Pr 8 :4-6; Rom 13 :11-12) . This is the gift of "repentance" (Isaiah 52 :1-3) in which "the sinner" as is "from nothing": "May God give them repentance to return to their senses ... "" Oh you who sleep, wake up from the dead ...", "It is time to wake out of sleep ..."," If you do not repent you will perish ... " "And their eyes were opened ...". Without this awareness and self-examination ( "confession"), any change is impossible, and humans can not measure the price (the "ransom") to pay to fulfill his potential or "save his life" "Let our ways ..."," The man knows the price of wisdom ...", "It is through much tribulation that we enter into the kingdom ..."," Fool, this you sow does not come back to life unless it dies ...", "Whoever would save his life will lose it ...". Note that hi is personal: "Every one should carry his own load ..."," The man of common sense is useful but himself ...".

For the "repentant" burial ( "be buried"), is the spirit of humility or selflessness: "If you can humble yourself and if you do not pay very little, you shall not in the United ...". Fertilizer ( "solid food") is the spirit of discernment (Hebrews 5 :11-14) combined with the receptive mind ( "fear of the Lord" or "obedience to the will of God "):" The fear of the LORD is the beginning of wisdom, those who have inspired common sense ...", "If you lend a sympathetic ear to wisdom, if you call the intelligence, if you raise your voice to reason, if you should research carefully as treasures, then you will understand the fear of the Lord ...", "My food is to do the will of God ... Do not foolish, but understand the will of God ... God's will is to give thanks in all circumstances ...", "If you give thanks, nothing to be refused ..." . In contrast, "milk" ( "basic principles") (Heb 5: 12; Col 2: 8; Gal 4 :9-10) is the immaturity, intolerance, and traditional observances dogmatic beliefs: "You need milk, since there is jealousy and strife among you ..."," Whoever is in the milk can not appreciate the word that just makes it ...", "What no one judges you on what you eat, what you drink [...], on the Sabbath ... These regulations doomed to corruption, human teachings which pass for wisdom .. ., "" Do not return to the basic principles of [...] belief in God, doctrine of baptisms / immersions, the imposition of hands, resurrection of the dead and trial future ... " "As a child, I spake as a child, I thought like a child, I reasoned like a child when I became a man, I put away childish what was ...".

The metamorphosis is the miracle of the irrevocable transformation of the "inner man" (Eph 3: 16). It is triggered by the new provision and new mentality refined sense of belonging: "Be transformed by the renewing of your mind ..."," If thou wilt be perfect, renounce all your possessions to your ... parents, your spouse, your children, to your own life ...". This second birth or "resurrection" (Rom 6 :3-10, Ph 3 :10-11, Lk 21: 36) is the criterion of progress par excellence: "Make yourself a new heart and new spirit ..." "What counts is a new creation ...". Without this renewal, is under a facade of hypocrisy (a "whited sepulcher") (Matthew 23 :25-28); wisdom ends in madness (Rom 1: 22); religion turns into superstition in show business or in foster darkness (Lk 11: 52, Mt 23 :5-6, 1 Timothy 6: 5). To increase its potential or "multiply", "new man" must continually s'émonder or purify its attachments (his "master" or its "treasures") (2 Corinthians 4: 16, 18). The mature mind and stripped to recognize the values that radiate safe: "We recognize the fruit in lei ... The fruit of the spirit is love, kindness, joy, peace, self-control ...".

The biblical message is to the development potential or "talent" of humans, following the growth pattern of the seed: "Be fruitful and multiply ..."," Bear fruit ...", "To they are perfect and made ...". This development signifies the spiritual development of "living being" (Genesis 35: 11, Col. 1: 10; Phil 4: 17) and based on the awareness and self-purification ( "mind blank or innocent"): "Search sanctification ..."," Let your whole being is sanctified ...", "Wash you, purify you ...". What the Bible means required to accomplish this development model and clear conscience? The Friendly examines this question in a third section.

Haiti On crowded prisons

You ask why the prisons are overcrowded. First, you must know, by affirming the Minister that the Department can not release without trial. But to trial takes time. Sometimes a very long time. When one is without a name, anonymous, no-one degree. You know that the social composition of preventive detainees (or temporary) is crucial in understanding the problem. Anyone who has an economic burden, social, cultural, political undergoes less the prison. Is it because he can choose a battery of lawyers to prepare his defense. Unlike the impoverished who finally assisted by the judicially-appointed office of a lawyer. Meanwhile, the defense has not been organized at all. To cause.

Then, the problem space. The Justice Minister, Jean-Joseph Exumé said on the morning of Wednesday, September 16, 2009 apart from the National Penitentiary, the prison is not appropriate. "These barracks, said he on Radio Métropole, Army and Police were combined, next to the barracks there were booths that are large halls, where it has bars and now." Currently, the Croix-des-Bouquets, is building a prison. Each detainee will have 4 m² of space. So the department is tackling cooking overflow in prisons.
But all is not simple because Minister Jean Joseph Exumé reveals the blow of rising crime. The forms of crime have changed. It was understood, in the confusion, there is no restraint or discomfort to slide into delinquency. The sociological composition of the sobering crime, offenders are getting younger. Monday, September 14, 2009, the Second Board (Chair: Judge Bredy Fabien), was on trial a young man of 21 years. In the streets of Petion-Ville, at dawn he threatened bystanders with a fake weapon. An object nickel but was not a gun. The Crown will waive the charge. The accused found freedom. But his youth was caught with the meager assistance. Another offender, accused of illegal possession of weapons will be fined. Again, a young. And does this mean that young people, left to themselves, glide easily on the path of crime (iter criminis)? Must specify that idleness is not an excuse.

The living conditions are difficult, there are limited opportunities, lack of prospects. These problems have long been identified, but without wishing to make moral judgments, the descent into crime is not the solution. This means that the government, the government must deploy action continues to occupy young people, their interest and facilitate opportunities for vocational training and university and access to employment. Otherwise, the delinquency will not retreat. It is true that family breakdown is for something. The family has a role to play in guiding and educating young people. Similarly, non-supported youth has strong rural-urban migration. Families do not replenish themselves. The young immigrant finds himself in a neighborhood with malformed unsavory groups. It does not take more to change the margins of society. Again, the government, the government must make a well thought out action to promote the resumption of productive activity in the countryside. To set the generator to his land. At the same time, develop the campaign through the establishment of basic services. The eternal problem of the development of rural areas.

You have understood, the prisons overcrowded, not a simple problem. He deserves to be identified in order to find solutions with the Department of Justice if, of course, the department wants to involve civil society whose availability is a foregone conclusion and cooperation never bargained.

Haiti: Problem of solid waste management in the city of Port-au-Prince

On the eve of Christmas, the detritus are visually striking in most streets of Port-au-Prince. Mountains of waste of all kinds were abandoned in the streets by the authorities concerned ....

The average waste generated in Port-au-Prince is estimated at six thousand (6,000) m3 per day of which only 30% are collected and the rest is poured into the streets and ravines and clogs drains. The current rate of landfill waste is 200-300 tonnes per day (SMCRS, May 2004) and part of the waste collected is incinerated by households without thinking about the impact on their quality of life. The mass of accumulated waste in the city is growing faster than the establishment of facilities capable of treating and eliminating them.

The pollution caused by solid waste in Port-au-Prince is constantly increasing. It poses many challenges to those responsible to remove these nuisances. Many attempts have been made by the State and other agencies, but the problem is far from resolved.

The eradication of solid waste in the city is a goal if we want to protect the environment and create new jobs from recycling.

The city of Port-au-Prince to be confused with an area unsafe with the exception of some residential neighborhoods. The accumulation of many types of waste in the streets becomes a concern when the authorities of the mayor and SMCRS not know what to do. The ecological waste management is a collective duty of actors in search of a healthy environment.
The waste has become one of the great challenges of the city of Port-au-Prince. They threaten the urban environment, water resources and population health. Their accumulation in the streets leading to uncontrolled landfills or uncontrolled. A poorly managed landfill has potential risks to human health because of the inevitable environmental degradation due to the release of biogas and other toxic substances. The sound management of solid waste reduction at their source to their ecological traits and encourage their reuse.

The method of solid waste carried by the actors involved far reflects their effective management in Port-au-Prince. The lack of adequate facilities paralyze public services and collective. The weakness of municipalities lies in the inability to provide and effectively distribute a minimum of urban service quality to all citizens. The majority of functions related to urban waste management is not organized coherently and has too many players at once. Waste management in the city faces a problem of strategic plan in the various activities (discharge - Collection - recover - reuse) due to a lack of synchronization between the different actors.

The solid waste collection is usually performed on the anticipated demand of users. This gene greatly the movement of vehicles in Port-au-Prince. Some arteries because of heavy traffic which prevails are collected at night or in hours "hollow". The collection containers are not standardized and the surplus dumped on the floor increases the volume of waste to be cleaned by the scavengers of the City Council.

Taking into account the limited capacity of collection materials, the different collection systems claimed by different types of urban fabric, templates collection vehicles and various types of roads should be re specific routes collection circuit and management areas and much more fine collection that should be adapted to each type of waste.

The establishment of a strategic reorganization plan taking into account the ecological limits reduces the volume of rubbish in the city. The development of this program facilitates the recovery and recycling of garbage, giving rise to strategic groups that convey information relating to proper waste management. Redefining the role of actors who would avoid involving institutional confusion.

Haiti: A blind revoked in search of justice

<img style="float:left; margin:0 10px 10px 0;cursor:pointer; cursor:hand;width: 320px; height: 287px;" src="https://blogger.googleusercontent.com/img/b/R29vZ2xl/AVvXsEjoR5i_fF8fcgz-rq0mn8Jx6DHtM__aQ04n91oPmV5snGeIfCQ4K8wItmv3e4xCVfU9D6yu9PLtRqkq_VvdieLHoKzNnX44vti6Vc8AT4o18p4g2DaEyoMrsg8DhINTe_DyttwMqUD22REI/s320/samuelmadistin_discours.jpg" border="0" alt=""id="BLOGGER_PHOTO_ID_5413648979397766658" />
After 15 years at the National Television of Haiti, Peterson Célius Orelma, a blind, was revoked by Director Pradel Henriquez. Mr. Samuel Madistin, the victim's lawyer said the case was heard by the Superior Court of Audit since May 20, 2008 and to date no decision has been taken. But after 19 months, no decision has been taken.

In the opinion of Mr. Madistin, three months is the maximum period sufficient for the Court to make and enforce decisions.

For his part, Peterson said Orelma be disappointed that the Court refuses to take a decision after all this time that the case was heard. Murders, rape, armed robbery, destruction of private property under Lavalas are the main accusations against the candidate indexed.
Nahoun Marcellus, Jocelerme Privert, Elie Andre Carlito, Biron Odigi and Dr. Sinal Sergot are some candidates in the upcoming legislative indexed by human rights organizations for their involvement in any way in cases of murder, rape , theft ... Some of these candidates have questionable past complaints formally filed against them in court. This is the case of former Lavalas officials who dream of joining their fellow Moses Jean-Charles to Parliament.

Former Interior Minister under the second presidency of Jean-Bertrand Aristide, Jocelerme Privert, looking to land the only Senate seat available for the Department of Nippes the next election. After the rejection of his nomination during the recent Senate, he returned to the stage under the banner of platform presidential INITE. Pending publication of the list of candidates approved by the Provisional Electoral Council, his candidacy is considered a blow to the country by organizations defending human rights, including the National Network of Human rights (RNDDH).

"Charged in the killing of The Sawmill, Jocelerme Privert is within the scope of an order of the judge of the St. Mark-by reviewing the criminal court jury without assistance," noted the agency's rights humans in a recent report published in the partial Senate this year. Meanwhile, former Lavalas dignitary, according to a certificate of registry dated 1 December 2009, is being prosecuted in the Cabinet's instruction Palais de Justice in Port-au-Prince to the facts of skilled and looting of conspiracy to the detriment of the private television station Tele-Haiti.
For its part, Nahoun Marcellus, MP of the 47th Legislature, is running for Senate for the Northern Department under the banner of the platform INITE. In 2003, his U.S. visa had been revoked for his alleged involvement in drug trafficking. Former Lavalas dignitary is also the subject of a lawsuit brought against him by Radio Vision 2000 for his role in looting and vandalism perpetrated against the premises of the station in Cap-Haitien the night of 7 to 8 February 2004. The public threats had been leveled by former member against the station. The Senate candidate for the platform INITE for the Northern Department was also accused of involvement in the attempted assassination of journalist Peter Elicème occurred February 21, 2004 at Trou du Nord.

Biron Odigi, also charged in the massacre of the sawmill, is parliamentary candidate for the riding of Saint-Marc under the banner of the insider, compared by some to TITANIC. Coordinator at St. Mark's Lavalas party under Lavalas, he was also a leader of popular organization Bale Wouze infamous. The massacre of The Sawmill attack in February 2004 is attributed to that organization.

Dr. Sinal Sergot, parliamentary candidate for the riding of Port-Hi, is housed in the same boat as the former Lavalas officials. It is, in turn accused of raping a minor in 2008. A letter and a copy was sent to the newspaper is sent to the Electoral Advisor Ginette Cherubin by relatives of the victim to withdraw the candidature of the doctor. "My minor daughter was raped by Dr. Serge Sinai, chief physician in Port-Hi, in March 2008," reads the letter signed Yolene Pointe-Day. It said he had taken steps in the Ministry for Women, the Ministry of Justice and with organizations of human rights that the rape did not go unpunished. The fact that the doctor accused of rape is regarded as the son of Justice Minister, Paul Denis, remains a source of concern for relatives of the minor. In addition, both men are members of the same political party.

These candidates INITE indexed by the organizations of human rights could be the tree that hides the forest. But the list of candidates has not yet been made public by the Provisional Electoral Council. This does not allow organizations of human rights to be an exhaustive list of past black candidates.

Haiti: Our countrymen are elected according

First Haitian American elected mayor of Spring Valley, a suburb of New York, Noram F. The view recalls Coral Gables or South Beach, high-tourist areas of Miami in Florida. But this is not the case.

"People entrust me the middle: you never think you're in Haiti," said Jerry Tardieu, the visionary behind the Oasis. "I tell them that is Haiti. This is the Haiti of tomorrow. "

Five years after Haiti was plunged into anarchy, the nation thirsting for investments shown some improvement in safety and relative calm. The result: a new state of mind and assurance in new investors very unpopular with a group ..... private local business.

The hotel industry sets the tone. Indeed, in the wake of Oasis, lies a project to build a Best Western in which a not too distant future will be the best hotel of international standard in the country for a decade.

"Now we want to invest our money and our efforts in this country," suggested Christopher Handal, president of the Haitian family company that supports the draft Best Western. Often scorned for their opposition to the government and lifestyle pretentious, leaders from business Haitian join now President René Préval to recruit foreign investors.

Among those answering the call: the Vietnamese who express a desire to invest in telecommunications and Brazilians are interested in the apparel industry. The change comes as international investors led by former President Bill Clinton of the United States became involved in promoting these types of investments that create jobs in the Caribbean country. "The private sector approach, the way we perceive the government, everything is totally different today, according to Richard Coles, a manufacturer of Haiti, who was speaking before an audience of business leaders from the hemisphere in d an investment seminar held in Haiti last week in Miami.

"Attitudes are changing in Haiti. There has been a new synergy, new enthusiasm, "he said.

New Investisement

There are only four years, a surge of kidnappings and violence took the part in the beautiful hills of Petionville. But in recent months, the area welcomed:

The Hotel de Karibe Convention Center.

First conceived in 1996 by owner Richard Buteau, it was finally completed in February 2008. The family owning, claiming a luxury spa, a courtyard abundant and 87 rooms including a presidential suite designed by Miami artist Romero Britto for his first guest: Clinton.

Expansion of Montana

One of the most renowned hotels in Haiti, it has undergone several expansions since it was built in 1947. The latest concern the replacement of tennis courts by a shopping center containing expandable fashion shops, a wedding chapel and an endless pool with a breathtaking view on the mountain.

The central Haiti, the vibration level of the hotel welcomes competition, "says Garthe Cardozo-Stefanson, co-owner of the hotel. "It's a signal that Haiti has changed direction," said she.

The renovation of El Rancho
Faced with the possibility of bankruptcy, family owned hotel and casino has recently sold its controlling stake to another investor group. They develop new plans with the hope of attracting a franchise of Hilton. In 2002, Hilton plans to invest in Haiti, but recanted when the country was facing socio-political unrest.

The Oasis complex

L-shaped, the cost of the expansion of this building is around $ 19 million U.S. and was in the past the site of the famous restaurant Le Picardy, which in its heyday hosted Marlon Brando and Walter Cronkite. The manufacturers have retained the original brick walls, which now include the design of the architect Hippolyte Haitian Nadine and are festooned with mahogany media for storing wine. The covered wooden exterior leads to a lush tropical garden and lounge inspired by South Beach.

The device most remarkable is not the antique furniture and high end, but the ability of travelers to avoid the clogged streets of Port-au-Prince by the shuttle from the airport over the roof The hotel aboard a helicopter. In the ranking of business-friendly countries, Haiti has recently gained three seats, but it is still 151st out of 183 countries, just ahead of Tajikistan, according to a recent study by the World Bank.

The United States wants to see Haiti adopt legislation to protect investors and make it easier for Americans of Haitian origin who wish to open businesses in their homeland. They also want to see the long-standing monopolies dismantled and competition allowed.

Pushed past the blame

The economic elite of Haiti has long been criticized for simply doing as they please and do little to stimulate economic development, but this is unfounded said Reginald Boulos, president of the Chamber of Commerce and Industry national federation of 10 regional chambers.
"The notion that the private sector in Haiti has been on the sidelines is wrong," said Boulos, who tries to convince the Hilton chain of ownership of the project El Rancho. "The Haitian private sector has also been a victim of the instability of the past 20 years and is now poorer than 20 years ago.

He in turn blames the politicians have created an environment for investment insécuritaire.

However, the new alliance between economic and political elites were evident last week when the powerful businessman Edouard Baussan Haitian and importers have used the Miami conference to shed light on the progress made in Haiti. Sitting at the head table, Jean Max Bellerive, newly installed Prime Minister received a thunderous applause after his speech entitled: "Haiti is ready for business."

"People started to want to believe in Haiti, said the businessman Gregory Mevs. We must say to ourselves, our private sector we have a responsibility to deliver. "

Haiti: A feast for the Haitian literature

The enigma of return" of Dany Laferrière is a novel deep, serious, tender, generous, from the heart. Faced with a disaster management policy that goes back to its independence, Haiti is also experiencing an economic and social crisis that has greatly handicapped in its development. In addition, a failure of responsible leadership, corruption in the system built over several decades. The various governments that have succeeded at the head of the state have always promoted to improve the living conditions of the population, putting the country on track of sustainable development, alleviate the suffering of the people, strengthen institutions to work towards building a modern state, democratic or human rights are respected and guaranteed so. The modernization and institutional consolidation of the state and political system, democratization and the regulation of politics, sustainable development are all challenges the country faces and that its leaders could not meet up . Not because these problems have no solution, but because our leaders have not always hoisted up to the task entrusted to them. They have not, for the most part, the vision which corresponds neither to the size of the problems the country faces neither the legitimate expectations of the people who bore the brunt of this terrible and pitiful situation. Read full article

The Convention for cultural diversity and the empowerment of minority cultures * (continued)

Consider an example. Today considered a non-advanced countries in the periphery of the global village, the company has entered Haiti from the beginning of its history, a cultural trajectory, the result of global economic relations since the days of slavery to that of neoliberalism. This gives both its common features with other companies in the continent and its profound originality (Pierre-Charles cit. Houtard in Remy and, id. 13). The cultural configuration of Haiti stems from the encounter of several currents of Amerindian civilizations, African, European, who competed in the New World during the slave stage of the global capitalist economy. Indeed, culture and Haitian society, from their period of gestation, were marked by globalization, the result of the hegemonic thrust of Europe from the late fifteenth century ... (ibid. 19). But "is still working through the Haitian intellectual production, such as through social and political practices, a system of thought organized around the old couple barbarian / civilized while all the elite of Haiti, from the earliest moments of the independence, is eager to provide proof of non-barbarism of the Haitian people, and somehow continue to desperately search for a cure of the barbarism that the master colon imputed ... " (Hurbon 1987:14-15). The Creole language created by the majority slave from Africa to colonial Haiti, and Haiti's diverse cultural expressions (such as the rara, the lodyans, etc..) Are perceived as unable to be broadcast in national and international media in favor of foreign cultural expressions unrelated to the Haitian cultural identity. When it uses it for use point of view of folk, that is to say unrelated to their materiality historical, economic and political.

Thus, instead of asserting their identity and culture in globalization, elites producing cultural works in developing countries coincide with the Haitian elite, by adopting the same attitude. They seek rather to respect the canons and criteria prevailing in world trade, excluding contempt or even elements of cultural identity and traditional minority groups, they often regard as "unworthy" of globalization standards. Often, they become very hostile to any kind of cultural resistance on the part of holders of minority cultures.

Respect of human communication as a spearhead

Taking again the example of Haiti, the Belgian sociologist Francois Houtart and Haitian anthropologist Anselme Remy recall that during the eighteenth century cultural identity was an element of resistance to the imposition of dramatically unequal social relations. Indeed, as shown by these authors, local so-called minority cultures contain within themselves the potential of their emancipation. The Convention on Cultural Diversity merely offer a universal legal framework favorable. So the big clash between culture and globalized world of representations and values socially constructed according to the collective experiences of peoples is not a foregone conclusion. Those who proclaim the advent of a single global civilization, driven by market values and serving the summit of human history are likely to see their predictions turn into illusions ... The globalization of culture is under the hegemony of the market and local culture are the basis for many forms of resistance ... (Houtard and Remy: 173).

Hence the invitation to civil society organizations, national and international creativity and aggressiveness to win the battle for cultural diversity for social groups, peoples and minority cultures. Battle with the promotion of human communication for the democratization of communication is the spearhead. For, according Wolton, culture and communication are the real challenges of the twenty-first century, the globalization of communication raises once and for all the question of otherness and being a political issue, it should be treated politically. Indeed, "communication and politics, the issue is the same: to organize the coexistence ... In summary, initially, we must admit the importance of cultural identity. In a second time, we must recognize that cultural diversity is unsurpassable. In a third step is to organize cultural coexistence which is the complement of political democracy "(Wolton: 96).

* Published in the journal Media Development, February 2006
http://www.waccglobal.org/fr/20061-celebrating-cultural-diversity/566-La-Convention-pour-la-diversité-culturelle-et-l 'emancipation-of-cultures-minoritaires.html.
