New sellers in the capital have had the confidence to increase their month-on-month asking prices by 0.8% (£3,453), compared to a fall of 1.5% in the rest of the country (£2,792).

This is a continuation of the trend seen over the last year, with asking prices in London now 6.1% higher than a year ago. The rest of the country recorded a combined fall of 1.7% over the same period.

Miles Shipside, director of Rightmove comments: 
“Depending on local market conditions, there are differing pressures on the direction of prices. The lack of property coming to market in the London area over the last year combined with buyer demand has helped to buoy new sellers’ asking prices in most locations. Prices will be receiving a further boost as estate agents compete to attract fresh stock for the year ahead.”

There have been more than 44 million property searches on Rightmove during the first ten days of 2012. While this doesn’t necessarily indicate a surge in proceedable buyer numbers, it does highlight a strong pent-up demand to move and is also a reflection that value-seeking buyers who can proceed are taking extra care to research the market. January often sees the beginning of a ‘spring bounce’ in the prices of properties coming to market, and there is again evidence of this in 2012, where the overall monthly period rise of 0.8% in new seller asking prices was boosted by a rise of 1.8% (£7,605) in the first week of 2012.

Shipside comments: 
“As we move into the more active spring market with a shortage of new supply, prices will rise where the local market or a particular estate agent is short of a type or style of stock. However, asking more for your property can only be successful if your target buying audience can raise the necessary funds. The market fragmentation caused by the credit crunch means that success in selling now requires a more careful and complex micro-market analysis, rather than a wishful price-punt to see what happens.”&lt;div class="blogger-post-footer"&gt;&lt;img width='1' height='1' src='https://blogger.googleusercontent.com/tracker/7311529965647864434-4588629922085963801?l=holland-park-lettings.blogspot.com' alt='' /&gt;&lt;/div&gt;

That you should go out and buy as much London property as you possibly can, as quickly as possible.&lt;br /&gt;&lt;br /&gt;Germany and France said a City tax will be part of a new European treaty in an aggressive move that will force David Cameron to concede defeat or allow the eurozone to advance without Britain.&lt;br /&gt;&lt;br /&gt;Angela Merkel and Nicolas Sarkozy defied the Prime Minister’s threats and announced a Financial Transactions Tax (FTT) will be part of the proposals for the EU treaty they want leaders to ratify on Thursday.&lt;br /&gt;&lt;br /&gt;In an open letter to Herman Van Rompuy, Europe’s president, Ms Merkel and Mr Sarkozy said their demands should be “enshrined in the European Treaties” but warned without full EU support the eurozone “will have to go ahead”.&lt;br /&gt;&lt;br /&gt;I’ve said before that the financial transactions tax is a dreadful idea: it will increase price volatility, the incidence will be on consumers and workers and we’ll all lose more than the tax will raise. Further, that it won’t even raise any money, for the losses from other taxes will mean a revenue loss overall.&lt;br /&gt;&lt;br /&gt;However, what we’re seeing here is something really quite different. For what is now being said is that the FTT will come in: but that if Britain blocks it (or other non-eurozone states do) then it will be introduced in the eurozone alone.&lt;br /&gt;&lt;br /&gt;Which would be absolutely fabulous for London as it would mean that the 20% of Europe’s wholesale finance which is not already in London would move to London. With all the implications that has for the price of decent property in the capital. In fact, it's the only region that hasn't seen a decrease.&lt;br /&gt;&lt;br /&gt;In terms of monthly changes the north-west saw an increase of one per cent but was still down 2.7 per cent on last year, making the average value £115,057.The area which has seen the biggest decreases is the north-east, experiencing an annual fall of 8.2 per cent and 3.9 per cent month-on-month.&lt;br /&gt;&lt;br /&gt;In terms of individual property types, detached houses held their value best, dropping just 1.5 per cent. Combined with a reduction in income, old people are increasingly struggling to pay to live through their retirement."&lt;br /&gt;&lt;br /&gt;“This suggests that the number of pensioners having to sell their home to move into rented properties could increase even more over the coming years.”&lt;br /&gt;&lt;br /&gt;The HomeLet rental index survey gathers data on agreed, rather than asking, rents from more than 3,000 &lt;a href="http://www.paramount-properties.co.uk/"&gt;letting agents&lt;/a&gt; across the UK.&lt;br /&gt;&lt;br /&gt;The latest survey shows that rents rose 2.2% in July to an average UK rental of £680, and an average of £1,154 in Greater London.&lt;div class="blogger-post-footer"&gt;&lt;img width='1' height='1' src='https://blogger.googleusercontent.com/tracker/7311529965647864434-886326181578780044?l=holland-park-lettings.blogspot.com' alt='' /&gt;&lt;/div&gt;

And the most significant increases came in London and the South East, where the RICS says that ‘rents in some areas have now risen so sharply that previously affordable homes are now unattainable to many, as an increasing number of renters are priced out of the market’. &lt;br /&gt;&lt;br /&gt;That was despite an increase in the supply of properties coming on to the market. &lt;br /&gt;&lt;br /&gt;That’s obviously more bad news for people priced out of home ownership by high house prices and a shortage of mortgages and now forced to pay rising rents, which in many cases will be significantly higher than the mortgage payments on the same property.&lt;br /&gt;&lt;br /&gt;But it’s very bad news too for anyone relying on the local housing allowance and especially for those in London and the South East - the regions where the bedroom caps introduced in April will bite hardest and where the shortfall caused by rates being set at the 30th percentile is likely to be highest.&lt;br /&gt;&lt;br /&gt;An RICS member in expensive Kensington &amp; Chelsea, for example, reports that ‘we are achieving some exceptional rents’. &lt;br /&gt;&lt;br /&gt;Another based in central London says that: ‘With rents still rising in central London we wonder when they will plateau.’&lt;br /&gt;&lt;br /&gt;And a third based in Westminster says: ‘Indications are that rents have now risen to a level that tenants are starting to find that they are unable to afford due to lower incomes and higher taxes.’&lt;br /&gt;&lt;br /&gt;Any claimants forced to move out of central London and look for homes elsewhere in the capital are also likely to struggle. An RICS member in Finchley says: ‘Rents have continued their inexorable rise - albeit at a slightly slower pace - partly a a result of a shortage of stock although many aspirational first time buyers are still finding it difficult to raise a sufficient deposit or a mortgage on affordable terms. A particular shortage of two-bedroom “affordable” flats in our area has emerged.’&lt;br /&gt;&lt;br /&gt;One small hope for trapped renters and claimants alike appears to be come in reports from some surveyors in the South East that the market is stalling because rents are not affordable to anyone. &lt;br /&gt;&lt;br /&gt;The Westminster surveyor I quoted above also said that tenants who had occupied the same flat for three years and only seen a 6% rent increase in that time were having to move because they could no longer afford the rent. ‘The writing is on the wall,’ he said. &lt;br /&gt;&lt;br /&gt;An RICS member in Brighton says that until the end of 2010 it could always increase rents when tenants vacated but cannot do so anymore. However, it is the detail of that reform that needs care if undesirable and unintended impacts are to be avoided.&lt;br /&gt;&lt;br /&gt;Unsurprisingly, Shelter's findings found that 87% of respondents agree with the general statement that lenders should only give loans to borrowers who can show they can afford it. The CML agrees too, and also agrees with the three principles of affordability tests, income verification, and interest rate stress testing.&lt;br /&gt;&lt;br /&gt;The CML also agrees with Shelter that government should listen to consumers, as well as lenders and others, on housing issues. This is the first increase in London new sellers’ average asking prices for three months, and is a timely positive sign for new sellers as it breaks the downward spiral of falls seen in the previous two months when prices fell by a total of 2.4%.&lt;br /&gt;&lt;br /&gt;Miles Shipside, director of Rightmove comments: “This month’s price rise will come as a welcome respite to prospective sellers in the London area as they had witnessed falls in both November and December. Sellers in the run up to Christmas normally have a pressing reason to sell so chopped back their prices, while sellers launching to the market in the New Year are traditionally more optimistic.”&lt;br /&gt;&lt;br /&gt;Rightmove have recorded rises in new London sellers’ asking prices in January for seven of the last nine years. This year’s increase has been assisted by upward price pressure resulting from a shortage of fresh property coming to market. Newly marketed properties in recorded in the January House Price Index were 5.4% down on the same period last year, and remain well-below pre-credit crunch levels of around 14,000. Also within 14 days the landlord must give the tenant the prescribed information (to be set out in secondary legislation) about the scheme being used.&lt;br /&gt;&lt;br /&gt;At the end of the tenancy, if the landlord and tenant agree how the deposit should be divided, they will tell the scheme what they have agreed and the money will be paid out accordingly.&lt;br /&gt;&lt;br /&gt;Should there be a dispute over the deposit, the scheme will hold the amount until the dispute resolution service or courts decide what is fair.&lt;br /&gt;&lt;br /&gt;Interest accruing on deposits in the scheme will be used to pay for its running and any surplus will used to offer interest to the tenant, or to the landlord if the tenant is not entitled to repayment of the deposit.&lt;br /&gt;&lt;br /&gt;In the insurances schemes the tenant pays the deposit to the landlord who retains this amount.
