‘Suicide Bomber’ Detonates Explosive at Oakland Health Clinic

Authorities in California say a man in a wheelchair detonated a pipe bomb inside the waiting room of an east Oakland health clinic on Tuesday night, killing himself in what is believed to be a suicide bombing, though not necessarily with the intent to kill others.

“At this time it doesn’t appear to be related to terrorism,” Oakland police Lt. Rachael Van Sloten said, according to the San Francisco Chronicle.
The Oakland Police Department released the following statement regarding the incident:

Witnesses reported that an adult male, who was in a wheelchair, entered the lobby of the clinic armed with what appeared to be a pipe bomb and detonated the bomb taking his own life. No other injuries were reported. The investigation reveals this is an isolated incident where an individual took his own life. OFD and emergency medical services responded to the scene. The Alameda County Sheriff’s bomb squad also responded.

According to the OPD press release, the man was the sole person in the lobby when the bomb was detonated. His name has not yet been released. According to the East Bay Times, the man may have been sitting in the lobby for as long as one hour before setting off the bomb and taking his own life.
The Chronicle notes that Oakland police said the explosion occurred at 6:26 p.m. inside the San Antonio Neighborhood Health Clinic, located on 1030 International Boulevard.

Thoughts:

I would suggest that if anyone buys this bow to put a different arrow rest on it. That is really the only flaw in the design that I could find. Other than that the bow looks and functions great. You will NOT get a full draw on it as you would a 1 piece bow. There is no place to mount sights but as I have always said K.I.S.S.(Keep It Simple Stupid). The more crap you have on something the more things that can break. You also will need to twist the string before fully stringing the bow and you will want to wax it as well with sex wax(bees wax that is used on surf boards or bow wax. Learn to instinctive shoot.
This bow can be used by both right and left handed shooters.
I would suggest adding a nock point and IF you want, a peep sight. Like I said, K.I.S.S.

You will also need to twist the string before you fully string the bow.

The bow breaks down in to a total length of 18 inches so it fits perfectly in a bug out bag or back pack. The arrows are 2 piece carbon arrows that screw together. All of breaks down to fit in a nice little canvas case that comes with it.

Antarctic Sea Ice Reaches New Record Maximum

Sea ice surrounding Antarctica reached a new record high extent this year, covering more of the southern oceans than it has since scientists began a long-term satellite record to map sea ice extent in the late 1970s. The upward trend in the Antarctic, however, is only about a third of the magnitude of the rapid loss of sea ice in the Arctic Ocean.
The new Antarctic sea ice record reflects the diversity and complexity of Earth’s environments, said NASA researchers. Claire Parkinson, a senior scientist at NASA’s Goddard Space Flight Center, has referred to changes in sea ice coverage as a microcosm of global climate change. Just as the temperatures in some regions of the planet are colder than average, even in our warming world, Antarctic sea ice has been increasing and bucking the overall trend of ice loss.
“The planet as a whole is doing what was expected in terms of warming. Sea ice as a whole is decreasing as expected, but just like with global warming, not every location with sea ice will have a downward trend in ice extent,” Parkinson said.
Since the late 1970s, the Arctic has lost an average of 20,800 square miles (53,900 square kilometers) of ice a year; the Antarctic has gained an average of 7,300 square miles (18,900 sq km). On Sept. 19 this year, for the first time ever since 1979, Antarctic sea ice extent exceeded 7.72 million square miles (20 million square kilometers), according to the National Snow and Ice Data Center. The ice extent stayed above this benchmark extent for several days. The average maximum extent between 1981 and 2010 was 7.23 million square miles (18.72 million square kilometers).
The single-day maximum extent this year was reached on Sept. 20, according to NSIDC data, when the sea ice covered 7.78 million square miles (20.14 million square kilometers). This year's five-day average maximum was reached on Sept. 22, when sea ice covered 7.76 million square miles (20.11 million square kilometers), according to NSIDC.

A warming climate changes weather patterns, said Walt Meier, a research scientist at Goddard. Sometimes those weather patterns will bring cooler air to some areas. And in the Antarctic, where sea ice circles the continent and covers such a large area, it doesn’t take that much additional ice extent to set a new record.
“Part of it is just the geography and geometry. With no northern barrier around the whole perimeter of the ice, the ice can easily expand if conditions are favorable,” he said.
Researchers are investigating a number of other possible explanations as well. One clue, Parkinson said, could be found around the Antarctic Peninsula – a finger of land stretching up toward South America. There, the temperatures are warming, and in the Bellingshausen Sea just to the west of the peninsula the sea ice is shrinking. Beyond the Bellingshausen Sea and past the Amundsen Sea, lies the Ross Sea – where much of the sea ice growth is occurring.

That suggests that a low-pressure system centered in the Amundsen Sea could be intensifying or becoming more frequent in the area, she said – changing the wind patterns and circulating warm air over the peninsula, while sweeping cold air from the Antarctic continent over the Ross Sea. This, and other wind and lower atmospheric pattern changes, could be influenced by the ozone hole higher up in the atmosphere – a possibility that has received scientific attention in the past several years, Parkinson said.
“The winds really play a big role,” Meier said. They whip around the continent, constantly pushing the thin ice. And if they change direction or get stronger in a more northward direction, he said, they push the ice further and grow the extent. When researchers measure ice extent, they look for areas of ocean where at least 15 percent is covered by sea ice.
While scientists have observed some stronger-than-normal pressure systems – which increase winds – over the last month or so, that element alone is probably not the reason for this year’s record extent, Meier said. To better understand this year and the overall increase in Antarctic sea ice, scientists are looking at other possibilities as well.
Melting ice on the edges of the Antarctic continent could be leading to more fresh, just-above-freezing water, which makes refreezing into sea ice easier, Parkinson said. Or changes in water circulation patterns, bringing colder waters up to the surface around the landmass, could help grow more ice.
Snowfall could be a factor as well, Meier said. Snow landing on thin ice can actually push the thin ice below the water, which then allows cold ocean water to seep up through the ice and flood the snow – leading to a slushy mixture that freezes in the cold atmosphere and adds to the thickness of the ice. This new, thicker ice would be more resilient to melting.

The internet link of WikiLeaks co-founder Julian Assange was “intentionally severed” early Monday by a state party, the organization has claimed.

According to a statement released at 12:33 a.m., the “appropriate contingency plans” were taken shortly after.
The announcement came only hours after three cryptographic hashes, used in verifying the integrity of data, were also sent out on WikiLeaks’ Twitter account.
The hashes – which concern US Secretary of State John Kerry, Ecuador and the UK’s Foreign and Commonwealth Office – led to widespread speculation over potential issues with Assange’s asylum in the Ecuadorian embassy in London.

The pre-commitment tweets suggest WikiLeaks is in possession of data concerning the aforementioned governments. Releasing the 64-character codes allows any upcoming data dumps to be verified and checked for any unwarranted alteration.
The day prior WikiLeaks released its 9th batch of emails from Hillary Clinton’s campaign manager John Podesta.
The situation will be updated as new information becomes available.

Obama Tells CIA To Prepare For Cyber War With Russia

In what is looking more and more like a season finale of the HBO series "House of Cards" with each passing day, the Obama administration is now literally threatening a cyber war with Russia over allegations it was behind the hacking of Clinton's emails. According to an exclusive NBC report, the Obama administration "is contemplating an unprecedented cyber covert action" (though it's unclear how exactly it's covert if Biden is announcing it to the world via an interview with Chuck Todd) against Russia, in "retaliation for alleged" interference in the American presidential election, and has asked the CIA to draft plans for a "wide-ranging "clandestine" cyber operation designed to harass and "embarrass" the Kremlin leadership."
So now the Obama administration is overtly leveraging the full power of the United States to intimidate foreign governments, and most likely Julian Assange, in order to maintain control of the Executive Branch of the government. Does anyone within the mainstream media see any problems with this? Certainly Chuck Todd and NBC do not. And notice that even the NBC article refers to "alleged" Russian interference because not a shred of evidence has been presented to prove that senior Russian officials were actually behind the hacking of Hillary's emails...but who needs facts when you have a complicit media eager to advance whatever propaganda is necessary to maintain power?

The Obama administration is contemplating an unprecedented cyber covert action against Russia in retaliation for alleged Russian interference in the American presidential election, U.S. intelligence officials told NBC News.

Current and former officials with direct knowledge of the situation say the CIA has been asked to deliver options to the White House for a wide-ranging "clandestine" cyber operation designed to harass and "embarrass" the Kremlin leadership.

The sources did not elaborate on the exact measures the CIA was considering, but said the agency had already begun opening cyber doors, selecting targets and making other preparations for an operation. Former intelligence officers told NBC News that the agency had gathered reams of documents that could expose unsavory tactics by Russian President Vladimir Putin.

Vice President Joe Biden told "Meet the Press" moderator Chuck Todd on Friday that "we're sending a message" to Putin and that "it will be at the time of our choosing, and under the circumstances that will have the greatest impact."

When asked if the American public will know a message was sent, the vice president replied, "Hope not."

Former CIA officers interviewed by NBC said that there is a long history of the White House plotting potential cyber attacks against Russia. That said, none of them were ultimately carried out because "none of the options were particularly good, nor did we think that any of them would be particularly effective."

Two former CIA officers who worked on Russia told NBC News that there is a long history of the White House asking the CIA to come up with options for covert action against Russia, including cyber options — only to abandon the idea.

A second former officer, who helped run intelligence operations against Russia, said he was asked several times in recent years to work on covert action plans, but "none of the options were particularly good, nor did we think that any of them would be particularly effective," he said.

Others warned that the White House has always caved on plans to follow through with cyber attacks because anything the U.S. can do against Russia, they can also do in response. As one of the former CIA officers said, "if you are looking to mess with their networks, we can do that, but then the issue becomes, they can do worse things to us in other places."

"We've always hesitated to use a lot of stuff we've had, but that's a political decision," one former officer said. "If someone has decided, `We've had enough of the Russians,' there is a lot we can do. Step one is to remind them that two can play at this game and we have a lot of stuff. Step two, if you are looking to mess with their networks, we can do that, but then the issue becomes, they can do worse things to us in other places."

Putin is almost beyond embarrassing, he said, and anything the U.S. can do against, for example, Russian bank accounts, the Russian can do in response.

"Do you want to have Barack Obama bouncing checks?" he asked.

Former CIA deputy director Michael Morell expressed skepticism that the U.S. would go so far as to attack Russian networks.

"Physical attacks on networks is not something the U.S. wants to do because we don't want to set a precedent for other countries to do it as well, including against us," he said. "My own view is that our response shouldn't be covert -- it should overt, for everybody to see."

To take the yellow press first, on October 13 the Sun ran a piece entitled: WAR READY Putin orders all Russian children and relatives studying abroad to return to the ‘motherland’ as he ‘prepares for WWIII’.
The tagline reads: Move comes after Moscow held defense drills for 40m citizens in apparent preparation for an all-out nuclear war.
This seems conclusive enough. May as well shaft the mortgage payment this month and go shopping.
Russia then, according to the Sun, is ordering all officials posted abroad to remove their children from schools and return to Russia immediately. The source is cited as “local [i.e. Russian] media” but no link provided.
Supporting evidence is implied by the fact that Putin cancelled a scheduled meeting in Paris “after Hollande accused the Kremlin of war crimes in Syria.”
But even a generation with minds addled by endless distractions and indulgence is able to grasp a distinction between a cancelled meeting and all-out thermo-nuclear war – or, at least, so one assumes.
The view of “ultra-nationalist” Vladimir Zhirinovsky that Trump’s election as President is all that stands between us and war shores up the article.
The Express mirrors the Sun’s hysteria in a piece dated October 14 which rejoices under the title Vladimir Putin issues emergency call to ALL Russians to return home amid WORLD WAR fears.

The tagline reads: RUSSIA’S Vladimir Putin has issued an emergency decree that all officials urgently repatriate any family members living abroad amid fears the world is about to be plunged into a new global conflict.
And what follows repeats, in essence, what the Sun ran with.
This same basic story has been repeated also by Fox News and is found quoted ad nauseam by bloggers and the like further down the food chain.
The Express piece cites “reports”. But the only source is the Russian-language site znak.com – a subject to which we shall return.
The broadsheets are hardly more restrained. Their tack is different, but their bearings are the same: war with Russia is coming.
The Independent features former cabinet minister Andrew Mitchell who compares Russia’s actions in Syria to those of the Nazis before World War II.
The unsubtle conclusion we are left to infer is that Putin is the new Hitler.
Everyone the Establishment doesn’t like is the new Hitler – whatever we mean by that term. Its use merely signals to the masses who is to be the new target – be it economic, cultural, political or military.
And while we’re about it, what we mean by the new Hitler is someone we must now attack without for a single second considering if perhaps he has a point.
Less than a year ago, the Telegraph ran a piece which featured a quiz where readers are invited to guess whether Hitler or Donald Trump said a particular thing. So Trump is also the new Hitler. Putin is the new Hitler. I expect after this article, I will be the new Hitler as well.
The Independent ran a piece proclaiming Russia accused of ‘posturing’ as its warships head for English Channel.
That’s it. Russians are about to storm the beaches of Kent. Where’s Churchill when you need him?
Meanwhile, in the Telegraph, Boris Johnson – the UK’s new Foreign Secretary – displayed a cool head and undeniable facility for international diplomacy by labeling Russia’s actions in Syria war crimes and calling for protests outside Russian embassies.

Media campaigns

In public relations terms, the anti-Russian sentiment outlined above comprises what is called a campaign – that is, a coordinated and strategically cohesive presentation featuring particular messages intended to create a shift in the (usually unconscious) perceptions of target audiences.
In my opinion, there is little one reads in the mainstream press which is not part of a campaign. Campaigns are designed to create impressions; people like to claim that facts underpin their decisions and opinions, but they rarely do – especially among those with no background in logic.
For their part, Russian public relations teams seem finally to have grasped that what works with Western audiences is not arguments or facts but simple name-calling. Accordingly, they are now using the term Russophobic to rebut parts of the current media frenzy demonizing Russia.
Addressing the media frenzy
But perhaps we should consider the facts.
There is no statement anywhere in the official Russian press which confirms the claims made by the Express and the Sun, and echoed elsewhere.
TASS is unequivocal. It states: Peskov does not confirm a recommendation to officials to limit children’s schooling abroad.

Dmitry Peskov is Putin’s press secretary. He speaks for Putin. And Peskov said on this subject – and I quote – “I have neither seen nor heard anything like that.”
The source which TASS refers to is the same znak.com mentioned above.
RIA Novosti – itself a state-owned news outlet much like the BBC in the UK – confirms the TASS position: nobody of any substance has heard of such a thing, and the only source for the yellow-press portion of this furor is, again, znak.com.
The original znak.com article was penned by one Ekaterina Vinokurova. Vinokurova is hardly a Putin fan-girl, as may be deduced here if you speak Russian. But to judge on the basis of the merits of the article rather than its writer, the piece in question is modest.
The story suggests that political discomfort exists that the children of the Russian elite are being schooled abroad. After leveraging anonymous sources, Vinokurova explores opinions held by relevant persons on the question of whether such a tendency might not be compromising.
Such sentiments have surfaced in Russia since the time of Peter the Great. And when put in context, this story corresponds to a scenario in which the British elite began sending its scions to be educated in China rather than at Eton.
The piece closes with remarks considering the effects of the cold economic war via sanctions conducted by the U.S. and its allies to drive a wedge between Putin and the Russian elite, but there is no talk of an impending hot war.
To return to the piece in the Independent about the “Russian warships”, the fact is that Russia is sending its only aircraft carrier to the Mediterranean by the same route it always uses when it sends a ship to the Mediterranean from northern Russia – a fact which the piece tacitly acknowledges some way below the salacious title, where an unnamed Royal Navy spokesman is quoted as saying: “UK and Nato assets routinely monitor warships from other nations when they enter our area of interest and this will be no different.”
And readers of the Sun may not know that Zhirinovsky – while a longstanding member of the Russian Duma – has never formed a part of any government in the Russian Federation. His party, LDPR, has only 3 seats out of 170 in the Federation Council and less than one-tenth of the seats in the Russian Duma. And Zhirinovsky – while a skilled rhetorician and showman – is famed for outlandish and inflammatory statements, such as the one about Trump. He occupies a position in the Russian political landscape which combines the offices of court jester and pet bulldog, and while his views may entertain the Russian leadership, they in no way inform or reflect government policy.

Warfare

I return to Andrew Mitchell, the UK’s former Secretary of State for International Development, since my perception is that his message is the real payload in the current campaign, whereas the rest is merely the delivery system.
Mitchell is quoted by Press TV as saying to the BBC “[…]if shooting down Russian jets ends the conflict in Syria, then that is what Britain and its allies should focus on.”
We non-military specialists have a polarized, primitive conception of warfare. Our conditioning references sports: two teams duking it out until the bell – after which points are totted up, winners announced, and the final score recorded.
But modern warfare is not like American football or ice-hockey. It is like a child’s kaleidoscope; an ever-changing chimera of refractions and illusions which serves to keep the less intelligent observer engaged in turning the tube because it is distracting – and the more intelligent observer engaged in trying to guess what part of what he sees is real.
The object of the present media noise, in my view, is twofold. It is to make the prospect of getting into dogfights with Russian jets seem somehow acceptable in the eyes of dissolute Western audiences – at least when compared unconsciously to the prospect of all-out nuclear war – and it is to manage an incremental escalation in the long-term project of war with Russia without spooking the herd.

While the nation focuses its collective attention on Donald Trump’s alleged misdeeds and Hillary Clinton’s documented corruption, and as the drumbeat of war gets louder from Russia, there is a terrible bloody conflict going on right in the heartland, in our “Second City” of Chicago.
Another weekend, another bloodbath.
The Chicago Sun Times reports, Seven men were killed and at least 31 others have been wounded in shootings across Chicago since Friday evening, according to Chicago Police.

The weekend’s latest homicide happened Saturday morning in the Little Village neighborhood on the Southwest Side.
Here’s just a summary of a few incidents:

About 8:15 p.m., a mass shooting in the East Garfield Park neighborhood on the West Side left one person dead and six more wounded.

They were standing together in the 3300 block of West Maypole when someone in a black vehicle going east opened fire, police said. Three men, ages 26, 27 and 34, suffered gunshot wounds to the arms and legs and took themselves and 32-year-old Jeffrey Brinson to Mount Sinai Hospital, authorities said. Brinson, who suffered multiple gunshot wounds, was pronounced dead at 8:33 p.m. The men were all listed in good condition. The vehicle drove away west after the shooting. The unidentified younger man was shot in the head and taken to Stroger Hospital, where he was pronounced dead. Richardson, of the 1100 block of South Albany, suffered multiple gunshot wounds and was also taken to Stroger Hospital, where he was pronounced dead at 8:42 p.m. His death was ruled a homicide.
A site called Hey Jackass which tallies up Chicago crime notes the shooting total for the week of Oct 9-15 is 17 shot and killed, and 94 wounded. Year-to-date, a total of 3,473 people have been shot in Chicago, 537 fatally.
Of the homicide victims, 77 percent were black and for all you Black Lives Matters folks keeping tabs, police were involved in only ONE percent of the shootings.

According to the Council on American Islamic Relations (CAIR), a religious rights group, Muslims are fired up this election cycle - 86 percent of registered Muslim voters plan to cast ballots, with 72 percent backing Clinton against Trump's 4 percent.

Neither Arabs nor Muslims pack as big an electoral punch as Latinos, some 17 percent of the population, or blacks [13 percent]. But they cluster in a handful of swing states and their near-total rejection of Trump could hurt him on polling day.
"While our population is not so large, we're concentrated in some key battleground states. Winning in these places can come down to several thousand votes and in a close-call race, Arab Americans are a swing constituency that could sway the outcome," Maya Berry, the director of AAI told Al Jazeera.
"There is no path for Trump to the White House without those states right now."
US presidents are not chosen by popular vote, but through a system that elevates the importance of several competitive states. Muslim and Arab Americans are clustered in such battlegrounds as Florida, Ohio, Michigan, Pennsylvania and Virginia.
Muslim and Arab American voter drives have been concentrated in these areas, which could swing a Trump or Clinton victory. In Florida, Clinton leads polls by less than three percent; in Ohio, her lead is narrower than two points.

In Ohio, student Malek Khawam, 23, enrolled more than 100 young voters at Cleveland State University.
"It's vital for minorities and groups that feel they are underrepresented to use their voice in the political process and not walk away from that process," Khawam told Al Jazeera.
Of course, Trump may not need any help losing.
The final weeks of campaigning have been dominated by his sex life and his bragging about a predatory treatment of women, pushing him about seven percentage points below Clinton in an average of national polls.
But while such respected pundits as Nate Silver currently give Trump only a 14 percent chance of winning the keys to the Oval Office, others are loath to call an election that barely resembles America's previous presidential face-offs.
Though Trump's rhetoric has alienated minorities and women, his stances on immigration and free trade and his promise to "make America great again" resonates with many, including a core of white men, both blue collar and college educated.
Many Muslims rejected his claims that large numbers of Muslims in New Jersey celebrated the 9/11 strikes, or that terror hits on Paris and San Bernardino, California, should be met with bans on Muslims or those from terrorism-afflicted countries visiting the US.
The billionaire famously feuded with Khizr and Ghazala Khan, the parents of soldier Humayun Khan, who was killed in Iraq in 2004.
He has spoken of Syrian refugees as a potential "Trojan horse" through which fighters could enter the US.

During the second presidential debate, when asked by a Muslim woman how he would help stop her being labelled a "threat to the country", Trump called Islamophobia "a shame" but put the onus on Muslim Americans to tackle extremism within their faith.
This puts off many, but not all Muslims. Mosque-goer Amin Sattar, 20, will vote for the first time next month after getting citizenship for the "best country in the world" four years ago.

Trump is a "little mental" but Clinton underwhelms too, he said.
"My ears are still opening," Sattar, a student, told Al Jazeera. "My final decision will be on November 8."
Both candidates are unpopular. While Clinton's trustworthiness is repeatedly questioned, among Muslims and Arabs, her hawkish track record in backing US interventions in Iraq and Libya is perhaps more troubling.
Earlier this month, Clinton's campaign team was in Dearborn, Michigan, one of America's biggest Muslim populations. There, Clinton’s surrogate and former rival in the Democratic primaries, Bernie Sanders, bashed Trump as a tax-dodger.
Many Arab and Muslim voters favoured Sanders, a left-leaning Jewish septuagenarian who calls for a fairer treatment of Palestinians, over Clinton in the primaries.
They helped him score a surprise victory against her in Michigan in March.
For others, it is just a matter of business.
"This is an election between freedom and socialism at the same time. We are Muslims, but we are Americans as well," Sajid Tarar, a Pakistani-American businessman who spoke for Trump at his convention in Cleveland in July, told Al Jazeera.
For Tarar, Trump will tackle home-grown fighters and stand up for the conservative values underpinning Islam. Democrats, he said, promote such vices as "same-sex marriage, legalising cannabis and socialism".
But the numbers show Tarar is a relic. Muslims and Arabs used to be split between Republicans and Democrats. The Iraq war saw some shift left, but Trump's anti-Muslim railings have pushed many more into the Democratic fold.
It may come back to bite him.

As the campaign tried to figure out whether to let former President Bill Clinton speak on immigration, his chief of staff Tina Flournoy took a minute to praise Bush.
“43 is soooooo good on it,” Flournoy wrote in a March 2015, email. “Really good. At least he has been when I’ve seen him talk about it with 42.”
The rest of the email chain is devoted to whether to risk Clinton talking about immigration and having a potential interview with Jorge Ramos, a journalist and anchor at Fusion’s America.

“This would be our third interview with Jorge Romas – none of which have been particularly great. And as a general matter, trying to manage the number of joint 43 events – we have lots of requests for same,”

Podesta quickly gave his approval, saying that preparation would be needed beforehand. “Gee. Joint with 43 on immigration,” Jennifer Palmieri, the Director of Commutations for Democratic Presidential nominee Hillary Clinton’s campaign, wrote. “That would be interesting.”

Haiti and Africa Projects Shed Light on Clinton’s Public-Private Web

As chief of staff and counselor to Hillary Clinton at the State Department, Cheryl Mills worked ceaselessly to help a South Korean garment maker open a factory in Haiti, the centerpiece of United States government efforts to jump-start the island nation’s economy after the 2010 earthquake.

Ms. Mills took the lead on smoothing the way for the company, Sae-A Trading, which secured millions of dollars in incentives to make its Haiti investment more attractive, despite criticism of its labor record elsewhere. When she presided over the project’s unveiling in September 2010, she introduced Sae-A’s chairman, Woong-ki Kim, as the most important person at the ceremony, which included Mrs. Clinton and the Haitian prime minister.

Mr. Kim would later become important to Ms. Mills in a far more personal way — as a financial backer of a company she started after leaving the State Department in 2013. The company, BlackIvy Group, is pursuing infrastructure projects in Tanzania and Ghana, the only African nations in the “Partnership for Growth,” an Obama administration initiative that Mrs. Clinton helped initiate that promotes investment in developing countries.

The partnership with Mr. Kim sheds light on the business activities of Ms. Mills — a longtime Clinton loyalist who is likely to play a significant role in any future Clinton White House — as well as the interlocking public and private relationships that have long characterized the Clintons’ inner circle. A lawyer, Ms. Mills has been a target of Republican critics for her central role in determining which emails from Mrs. Clinton’s private server would be publicly disclosed, and for sharing information about Africa — later designated as classified — with the Clinton Foundation while working at the State Department.

During Ms. Mills’s tenure at the department, Mr. Kim’s company, Sae-A, became a donor to the Clinton Foundation, through its Clinton Global Initiative, and Ms. Mills remained involved in foundation matters. According to emails hacked from the accounts of Mrs. Clinton’s campaign chairman, John Podesta, and released by WikiLeaks, Ms. Mills helped draft memos and consulted on internal organizational issues at the foundation, though she used her personal Gmail account and not her government email.

Another close Clinton aide at the State Department, Huma Abedin, was for a time permitted to work for the foundation and an outside consulting firm while serving as a “special government employee.” Ms. Mills was also granted the same special designation after leaving the department, during the period when she was getting BlackIvy off the ground. The unpaid, part-time government role was “solely focused on Haiti” and did not involve her activities at BlackIvy, according to her spokesman, Eric London.

Since teaming up through BlackIvy, Ms. Mills and Mr. Kim have maintained close business ties, appearing together last year for the opening of a new Sae-A factory in Costa Rica where they cut the ribbon alongside Costa Rica’s president, Luis Guillermo Solís. In Africa, representatives of the United States Agency for International Development have consulted with BlackIvy and Sae-A about efforts to expand the textile trade in Ghana, where BlackIvy says the country’s 23-cents-an-hour minimum wage “compares favorably” to higher wages in China, Bangladesh and Vietnam.

Federal officials are barred from using their positions to negotiate future employment or exchange services for something of value, and no evidence has emerged to suggest that occurred with BlackIvy. Both Ms. Mills and Mr. Kim deny that his investment was influenced by the substantial assistance she provided his company while serving as Mrs. Clinton’s right hand at the State Department.

Ms. Mills, 51, declined to be interviewed for this article, but Mr. London, a BlackIvy spokesman, said she had consulted with the State Department ethics office before accepting Mr. Kim’s investment “to ensure it was consistent with any rules that applied to her because of her service.”

“Ms. Mills and Mr. Kim met during her work for the State Department in Haiti during earthquake reconstruction,” Mr. London said. “She had no personal business ventures and no discussions about any prospective business with Mr. Kim while she was at State.”

Karen Seo, a spokeswoman for Sae-A, said the State Department’s assistance in Haiti played no role in Mr. Kim’s decision to invest in BlackIvy. His discussions about making the investment began in “late 2014,” she said, more than a year after Ms. Mills had left the government.

Ms. Seo said Sae-A “currently has no plans to invest in garment and textile manufacturing facilities in Africa,” and that Ms. Mills had no business relationship with Sae-A outside of BlackIvy, adding that her appearance with Mr. Kim at the Sae-A factory opening in Costa Rica was of a social nature.

“Ms. Mills was invited and came to the Costa Rica event as a friend, as did many others,” she said.

Ms. Mills first gained public notice in the 1990s as a member of the legal team that defended then-President Clinton during his impeachment trial. A graduate of Stanford Law School, she worked for Mrs. Clinton’s unsuccessful 2008 presidential campaign. While she has said she has no formal role with Mrs. Clinton’s current campaign for president, she remains a close confidante — she was one of the few people aware of Mrs. Clinton’s pneumonia diagnosis days before it was made public.

While at the State Department, Ms. Mills took the lead on a number of projects important to Mrs. Clinton, perhaps none more so than Haiti.

Even before the January 2010 earthquake, the impoverished Caribbean nation was the focus of attention from the Clintons. Mr. Clinton, whose foundation is active there, had been named a United Nations special envoy to Haiti, and as early as April 2009, just a few months after becoming secretary of state, Mrs. Clinton was being forwarded emails from Ms. Mills containing economic development ideas.

Some of those ideas were from Jean-Louis Warnholz, an economist whose consulting business provided “intelligence on African markets.” In emails and meetings with the Clintons and Ms. Mills, he advocated investment in textiles and agriculture as a way to create jobs, a theory that was fast-tracked in Haiti after the earthquake with a proposal for an industrial park anchored by a major garment factory.

Ms. Mills soon hired Mr. Warnholz as her own adviser at the State Department — he would later join her at BlackIvy — and the two worked closely to push the industrial park concept. After overtures to another South Korean garment company fell through, Mrs. Clinton and Ms. Mills met with Sae-A Trading executives during a trip to Seoul to pitch the idea. Sae-A supplies clothing to some of the largest American retailers, including Walmart and Kohl’s, and has been accused of illegal tactics against union organizers at a plant in Guatemala, charges the company disputes.

Ultimately, the United States provided about $124 million to develop a power plant, housing and other improvements for the Haiti industrial park, while an international development bank contributed $100 million and the Haitians provided the land. Sae-A agreed to invest $78 million. Sae-A was blunt about the need to make the deal worth the money.

“This is business,” a company spokesman said at the time. “At the end of the day, it’s about making a profit.”

In addition to being good for Sae-A, the Haiti project recast the low-profile Mr. Kim as the sort of enlightened global capitalist the Clintons favor, earning him appearances at the Clinton Global Initiative and other international forums. When the industrial park opened for business in October, the Clintons were on hand for the celebration. Mrs. Clinton thanked Mr. Kim “for everything that you and the leadership of Sae-A is doing,” and she praised Ms. Mills for being the “real driver of our government’s support for everything that we see here today.”

Six months after she resigned from the State Department in February 2013, Ms. Mills incorporated BlackIvy Group. She has described it as a “private operating company that builds commercial enterprises in sub-Saharan Africa.”

Mr. Kim was among a handful of prominent investors in BlackIvy, according to a description that was once on BlackIvy’s website but has since been removed. The deleted page carried the heading “Our Team” and listed, in addition to Mr. Kim: Continental Grain, a multinational agribusiness with operations in Haiti; Steve Case, the founder of AOL; the Wall Street financier John Mack; the hedge fund founder Raymond Dalio; and Beck, Mack & Oliver, an investment firm.

The executive chairman of BlackIvy is Anthony Welters, a retired health insurance executive and longtime friend and mentor to Ms. Mills who has raised money for Mrs. Clinton’s campaign. His son, Bryant, works for BlackIvy, and his wife, Beatrice Wilkinson Welters, was the American ambassador to Trinidad and Tobago from 2010 to 2012.

In July, two BlackIvy representatives, including Bryant Welters, met with government leaders in Trinidad, part of what the prime minister’s office there said was a visit to explore “avenues for doing business with Trinidad and Tobago.” Asked why BlackIvy was in the Caribbean, far outside its stated market areas in Africa, the company’s spokesman, Mr. London, said it had nothing to do with Ms. Welters’s connections as a former ambassador.

BlackIvy, he said, was not actually seeking business in Trinidad, but met with companies there “to learn about their successes in the region and to explore opportunities for them to establish operations in Ghana and replicate those successes.”

What BlackIvy has accomplished so far is not clear. It signed an agreement with officials in Tanzania to develop a transportation hub, but Tanzanian media reports suggest it is progressing slowly. A Tanzanian government audit in March questioned how BlackIvy was chosen, saying “there was no evidence” it was through a competitive bidding process. Mr. London said competitive bidding was not needed because BlackIvy’s project is privately funded and there is no financial risk to the government.

In Ghana, where BlackIvy has been pursuing an industrial park project, a PowerPoint presentation prepared by BlackIvy cited the country’s low minimum wage as one of several competitive advantages that made Ghana “an ideal entry point to the West African market.”

Defending the model of attracting investment with promises of cheap labor, Mr. London offered an argument very similar to the one American officials made when explaining why Sae-A’s factory would be good for Haiti.

“The industrial park will increase manufacturing in Ghana — creating jobs and catalyzing growth — which benefits the country and investors,” he said. “Wages usually rise when manufacturing sectors expand and produce higher-value goods, which is what we want to see in Ghana.”

BlackIvy’s rationale did not sway labor advocates like Scott Nova, executive director of the Worker Rights Consortium, who had criticized the Haiti project as a misguided American relief effort that glossed over Sae-A’s labor-relations history.

“When you urge garment manufacturers producing in countries like Bangladesh, where wages are far too low for workers to adequately support their families, to move production to countries with even lower wages, it undercuts the efforts of apparel workers across the Global South to persuade governments, employers and major apparel brands to lift wages to a decent level,” Mr. Nova said.

One state GOP official called the attack in Hillsborough, Orange County an act of 'political terrorism', the Charlotte Observer reported.

A bottle, filled with flammable substance, was thrown into a window during the night, setting off a fire that scorched the interior of the building before the blaze burned itself out, police said.

Photos from the interior showed damaged yard signs bearing the names of Donald Trump and Mike Pence, along with other politicians.

With three weeks left until election day, Mayor Tom Stevens acknowledged the significance of the attack, saying: 'This highly disturbing act goes far beyond vandalizing property.

'It willfully threatens our community’s safety, and its hateful message undermines decency, respect and integrity in civic participation.'

The GOP headquarters is located in the strip mall Shops at Daniel Boone, with the graffiti left outside Balloons Above Orange a few doors down.

The owner of the balloon shop, Bennie Sparrow, was on her way to church this morning when she saw the 'hateful' message scrawled along the side of her business.

While she has 'no idea' who could be behind the attack, she believes her shop was targeted because it is a 'good billboard to aim towards the Republicans'.

She told the Dailymail.com: 'I'm not afraid to go into work tomorrow but I don't feel quite as secure as I did before. This is the world we live in.'

Police have not been able to estimate the total value of the damages, but executive director of the state's GOP, Dallas Woodhouse, said the office was 'a total loss'.

The DEFCON level is controlled primarily by the U.S. President and the U.S. Secretary of Defense through the Chairman of the Joint Chiefs of Staff and the Combatant Commanders, and each DEFCON level defines specific security, activation and response scenarios for the troops in question.
Different branches of the U.S. Armed Forces (i.e. U.S. Army, U.S. Navy, U.S. Air Force, U.S. Marine Corps, U.S. Coast Guard) and different bases or command groups can be activated at different defense conditions. In general, there is no single DEFCON status for the world or country and it may be set to only include specific geographical areas. According to Air & Space/Smithsonian, as of 2014, the worldwide DEFCON level has never risen higher than DEFCON 3. The DEFCON 2 levels in the 1962 Cuban Missile Crisis and 1991 Gulf War were not worldwide.^[4]
DEFCONs should not be confused with similar systems used by the U.S. military, such as Force Protection Conditions (FPCONS), Readiness Conditions (REDCONS), Information Operations Condition (INFOCON) and its future replacement Cyber Operations Condition (CYBERCON),^[5] and Watch Conditions (WATCHCONS), or the former Homeland Security Advisory System used by the United States Department of Homeland Security.

Levels

Defense readiness conditions vary between many commands and have changed over time,^[2] and the United States Department of Defense uses exercise terms when referring to the DEFCONs.^[6] This is to preclude the possibility of confusing exercise commands with actual operational commands.^[6] On 12 January 1966, NORAD "proposed the adoption of the readiness conditions of the JCS system", and information about the levels was declassified in 2006:^[7]

History

After NORAD was created, the command used different readiness levels (Normal, Increased, Maximum) subdivided into eight conditions, e.g., the "Maximum Readiness" level had two conditions "Air Defense Readiness" and "Air Defense Emergency".^[7] In October 1959, the JCS Chairman informed NORAD "that Canada and the U. S. had signed an agreement on increasing the operational readiness of NORAD forces during periods of international tension."^[7] After the agreement became effective on 2 October 1959,^[7] the JCS defined a system with DEFCONs in November 1959 for the military commands.^[2] The initial DEFCON system had "Alpha" and "Bravo" conditions (under DEFCON 3) and Charlie/Delta under DEFCON 4, plus an "Emergency" level higher than DEFCON 1 with two conditions: "Defense Emergency" and the highest, "Air Defense Emergency" ("Hot Box" and "Big Noise" for exercises).^[7]

During the Cuban Missile Crisis on October 22, 1962, the U.S. Armed Forces (with the exception of United States Army Europe (USAREUR)) were ordered to DEFCON 3. On October 24, Strategic Air Command (SAC) was ordered to DEFCON 2, while the rest of the U.S. Armed Forces remained at DEFCON 3. SAC remained at DEFCON 2 until November 15.^[8]

Gulf War

On January 15, 1991, the Joint Chiefs of Staff declared DEFCON 2 in the opening phase of Operation Desert Storm during the Gulf War.^[9]

DEFCON 3

Yom Kippur War

On October 6, 1973, Egypt and Syria launched a joint attack on Israel resulting in the Yom Kippur War. The U.S. became concerned that the Soviet Union might intervene, and on October 25, U.S. forces, including Strategic Air Command, Continental Air Defense Command, European Command and the Sixth Fleet, were placed at DEFCON 3.
According to documents declassified in 2016, the move to DEFCON 3 was motivated by Central Intelligence Agency reports indicating that the Soviet Union had sent a ship to Egypt carrying nuclear weapons along with two other amphibious vessels.^[10] Soviet troops never landed, though the ship supposedly transporting nuclear weapons did arrive in Egypt. Further details are unavailable and may remain classified.
Over the following days, the various forces reverted to normal status with the Sixth Fleet standing down on November 17.^[11]

Operation Paul Bunyan

Following the axe murder incident at Panmunjom on August 18, 1976, readiness levels for American forces in South Korea were increased to DEFCON 3, where they remained throughout Operation Paul Bunyan which followed thereafter.^[12]

September 11 attacks

During the attacks of September 11, 2001, the U.S. Secretary of Defense Donald Rumsfeld ordered the increased DEFCON level to 3, and also a stand-by for a possible increase to DEFCON 2.^[13]

DEFCON Warning System – Update 10/13/16

This is the DEFCON Warning System. Alert status for 8 P.M., Thursday, October 13th, 2016. Condition code is Yellow. DEFCON 3.
There are currently no imminent nuclear threats against the United States at this time, however the situation is considered fluid and can change rapidly.
Tensions between Russia and the United States have reached levels beyond the cold war in the recent week.
The situation between Russia and the United States is extremely fluid at the moment. In all likelihood as dynamic as at times during the Cuban Missile Crisis of 1962. Mainstream media has taken a very serious tone concerning the change from diplomatic to military options between NATO and Russia. CNN stated, “It’s not a new Cold War. It’s not even a deep chill. It’s an outright conflict.” On October 10th Former Soviet Premier Gorbachev is quoted as saying, “I think the world has reached a dangerous point.”  There are signs of a potential growing large scale conflict in nearly every geopolitical hotspot including Syria, Yemen, Ukraine, and the Philippines. Syria is seen as one of the trigger points to the renewed tensions between the United States and Russia. The United States has also accused Russia of a cyberattack and meddling with the US Presidential Election. White House Press Secretary Josh Earnest promised on Tuesday that the U.S. would deliver a “proportional” response to Russia’s alleged hacking of American computer systems. The US and Britain are also expected to weigh into Syrian military options on Friday. This could increase tensions between the two superpowers to a greater extent.
Moreover, Houthi rebels on the South Coast of Yemen fired one anti-ship missile at the U.S.S. Mason on Sunday, and another on Wednesday. The Pentagon responded by firing 5 TLAM missiles at radar stations inside Yemen. Around this same time, Iran dispatched a fleet of ships to the area. The U.S.S. Eisenhower Carrier Strike Group has also been dispatched to the area.
At this time, the DEFCON Warning System feels that an increase to DEFCON 3 would be a prudent move. The situation is currently fluid with diplomatic ties strained and military threats coming from both sides. Russian media is reportedly telling its citizens to prepare for nuclear war. Russia has recently conducted civil defense drills and completed inspections of underground areas to house government officials and some civilians in the event of nuclear war. This is a very sensitive situation which has the potential to spiral out of control. It is recommended that all citizens learn the steps to be taken in the event of nuclear war. We will continue to bring updated information as we receive it.
The DEFCON Warning System is an analytical reporting organization which focuses on nuclear threats against the United States and offers an alert code to the public based on current events. It is not affiliated with any government agency and does not represent the alert status of any military branch. The public should make their own evaluations and not rely on the DEFCON Warning System for any strategic planning. At all times, citizens are urged to learn what steps to take in the event of a nuclear attack.

The globalists will use Russia as a scapegoat to throw the US into chaos, allowing Hillary to steal the election.

Hillary answers to foreign, multinational groups who want to permanently wound America and merge it into their global power structure which only they control.
To accomplish this, the globalists will likely try to steal the election for Hillary and start a military conflict with Russia. Both strategies are complimentary.
Notice how the U.S. is now staging a cyber attack against Russia, despite the fact that Russia doesn’t have anywhere near the cyberwarfare capability of the U.S. government.
This is intended to create a public narrative that Russia poses a major cyber threat that will give the globalists an opportunity to blame Russia for “hacking the election” and respond with warfare.
There is one thing that could unravel their plan: patriots within the government who are aware of what’s going on and don’t want a nuclear war with Russia.

In the Spin Room after that debate, Clinton surrogate Rep. Sheila Jackson-Lee continued to use the 9/11 talking point as Clinton communications director Jen Palmieri tried to stop it.
“I’m glad you brought this up. She did not use it as a justification for Wall Street donations,” Palmieri told Breitbart News, denying that the campaign has a 9/11 talking point.
“Sounds like maybe I need to,” Palmieri said when asked if she would try to rein in surrogates like Jackson-Lee who were using the talking point. “I wasn’t aware of that.”
