Media men are in General biased, ill- motivated. Some of them are really good. Reporters and journalists are not only reporting a news like news . They sit on the chair of judge, jury and executionist. They carry out trial of a person on TV media in their biased style . They portray usually only one side of a accident and put entire blame mostly on the head of innocent and exonerate real culprit. They do not hesitate even in showing which are normally concealed in overall interest of a civilised society. They do not project and glorify the person who try to sprinkle water to extinguish fire and stop quarrel. They will try to project only who can disturb peace.

Bad reporters like Rajdeep Sardesai or Rahul Kunwar or Arnab are in the name of press freedom humiliating persons they like . They know the art of twisting the matter as they like, they may misinterpret a word or a sentence as they like, they may paint an accident as a act acted under conspiracy, they may undresss and throw ink on face of anyone they like but if someone criticise a reporter it is termed as attack on freedom.

If a leader dare criticise a reporter they will kill such leader through their bullets and missiles, and the most painful is that they take the audience for granted. They know that people will like them only if they humiliate a top leader. This is their culture.

Day will come when people will teach them lesson because rulers are afraid of being tagged as Talibani by such mean minded reporters who form a devious gang to attack on such rulers. Even nuclear bomb will prove to be less damager and destructive as gang of such reporters can damage the fabric of communal harmony and destroy the country emotionally ,socially, internationally and financially and in all parameters of destruction.

I do not advocate that there should be restriction on freedom of expression or freedom of speech. Constitution has granted freedom to all of us. I understand it well that free press is the Atma and lifeline of Indian democracy. Free press have the power to make our government strong and stop misuse of power by a ruler. Still we have to follow certain duties towards our fellow citizen, our rules and laws, our society, our social harmony, our love for peace and tranquillity and unity, integrity , safety and security of our beloved great country.

It is the duty of reporter to report all news in an unbiased way. Still they are duty bound to present the matter in such a way which may not provoke violence or instigate a group to fight against other group.

If media men become totally free and do the task of humiliating leaders only, they will spoil India. In a country of 125 crore population , if a few Ravana like persons commit evil work , that should not be equated with culture of a group or the other. But reporters are Rajdeep always try to make a mountain of a mole hill to become famous without caring the ill effects it causes to social harmony and tarnishes the image of our nation in international forum.

Pakistan cannot damage our strong country even by nuclear bomb to the extent as some of medias and social sites are damaging India, Indian culture and mentality Indian citizens by serving only dirty materials on their platform. It is very dangerous and Indian government has to take proper care to stop misuse of freedom or media men and social sites themselves have to formulate self restraining framework for sharing news with common men or TV or social sites.

When media men show on their TV an act of killing of a person by another person, they do not say that an Indian has been killed by another Indian. They give it a caste and communal colour so that the riot spreads to every corner of the country . It is thy who are helping to widen the distance of two communities . They never try to repeat the stories of those acts which bring two caste and communities together. This culture is dangerous. Press has to learn the ill affects of such journalism and stop it voluntarily or government has to take appropriate step to curb it. I stress on social sites which has become a strong platform to spread virus of poison

Freedom does not mean to disclose defence secrets to enemy country and freedom does not mean only to portray negative picture of society and put blame on government for all small incidents and weaken India's power of bargaining and dealing with foreign countries on international forums. Freedom does not mean only blackening with ink the long cherished culture of our country . Freedom does not mean that a person will dance naked on road or serve porno materials on social sites . Freedom does not mean that a person will sing a song loudly to disturb his neighbour.. Freedom does not mean to throw all kachara on road or in others house..

Let us think over it to save our culture, our colleagues and our country.

The pseudo-patriots are at it again. Having behaved disgracefully after the Dadri murder -- witness the statements made by leaders that either played down the incident or deliberately stoked hatred -- they have now found their voice again. The killing of a Bajrang Dal activist in Moodbidri in Karnataka has sparked off the charge of 'selective outrage' once again: why hasn't the media covered Moodbidri with the same intensity as Dadri we are asked.

Well, I'll tell you why. In the first instance, any killing is condemnable. But when we seek to compare two instances without even bothering to examine the political context, we are entering dangerous territory. Prashant Poojary was a Bajrang Dal activist in Moodbidri. The Bajrang Dal has self-admittedly used violence as a weapon against minorities (don't believe me, meet Babu Bajrangi in Gujarat or listen to him in a Tehelka expose). Poojary has been allegedly involved in cases of intimidation and violence in the region. He was fighting the 'beef Mafia' as part of the anti cow slaughter agitation. He didn't deserve to die under any circumstance but there is a political context to his death as there would be in Bengal when Trinamool workers clash with CPI M. He was part of a 'political war' between the Bajrang Dal and minority group outfits, some of them with criminal links. Can his killing be compared to Mohammed Akhlaq, an innocent householder whose only 'crime' was that he was the victim of a 'rumour' that he had stored beef and belonged to a particular religion. Naturally, the outrage over a hate crime will be and must be greater in his case (I will concede that Dadri is closer to most 'national' TV studios, and if it had happened at a distant spot, it might have attracted lesser attention)

I submit below an article cum letter written to RajdeepSerdesai and presented on facebook titled as "But Rajdeep Sardesai you are wrong. Again"

Dear Rajdeep Sardesai
Before I come to your latest blog, I want to talk about your Facebook post from 14th October 2015. One of the issues you raised there was your problem with “labels“. You said: “it is so easy to label someone with a differing opinion” and that you “resent the use of labels“. Yet, your latest blog starts with the words “The pseudo-patriots“. Isn’t this a “label“, on “someone who has a differing opinion“?
I, on the other hand, have no issues with labels and hence I call you a two-faced hypocrite.
Coming to today’s post, you have chosen a convenient straw-man of pitting Dadri against Moodbidri. Like a one-on-one encounter where one event has to win, and the other must suffer an ignominious defeat. In your highly bi-polar world, only one can exist and the other must perish. Unfortunately, the point was never that and it never will be.

What the ordinary man on the street is saying repeatedly (and why you had to write your apologetic and defensive blog) is: “Yes Dadri was an extremely heinous incident. We all condemn it. Now can we hear at least a part condemnation for Moodbidri?“. No-one is saying Moodbidri is the counterpart of Dadri in all “chhatees gun“, It is you who has purposely made the debate so, for your own convenience.

While Dadri was in the media spotlight right from day one, Moodbidri was relegated to regional media and in the back-pages of national media. It came into national media’s focus almost 10 days after the event, that too after consistent pressure from social media. This is the problem. The role of the media is to report news in an impartial manner. A business news outlet would, for example, report news about an Ambani and also news about a Wipro. The intensity and the focus would be proportionate to the respective news but yes, they would certainly report it. But no, our “secular” mainstream media finds zero value in reporting all news proportionately.

Instead self-appointed “thekedaars” of secular and liberal values like you, go on to play judge, jury and executioner all rolled into one. Sitting in your plush offices, you like to decide which news item was a ‘political war‘ and which news item was threatening the “Idea of India”. Which is why you have given elaborate justifications for ignoring Moodbidri and also the “context” of the murder of Prashant Poojary, as if to say, since this is the context, the murder is not important.

Power OF Expression

Standard of politics is moving from bad to worse. Some People who use to abuse Manmohan Singh are now blaming Modi too. Some abuse Lalu and some to Nitish. Some Like Kejriwal and Mamta like persons and some dislike them, Some Like Karunanidhi and Some to Anna, Some abused Rajiv Gandhi ,some to VP Singh and some Indira Gandhi too. But people are unable to say who is best among last all PMs of India or who appears better among PM who has been watched , assessed and experienced by reader. Politicians have polluted the atmosphere of this country by using bad language against each other. Most of them use the power of talent and power of expression in abusing and accusing others.

Without any biased approach one has to say who is better and who will be better keeping in view, Lalu, Mulayam, Rahul and all other probable candidates. After all the country cannot remain without a leader and cannot have a leader who is liked by all. There are protagonists and antagonists of all leaders. We have to learn to respect a leader who is chosen through electoral process as best among all available options. We have right to criticise and it is also true that Even Gandhiji, Nehru, Ambedkar, Patel like persons had followers and had antagonists too. Anna Hazare And JP had many fans and many disliked him too.

If we go on abusing all , we will be guilty of not only tarnishing the image of our Nation in world forums but also guilty of weakening the country and stalling the process of development.. Parliament and State Assemblies are made to discuss and debate important matters , make rules and laws and give country a direction of safety and growth. But unfortunately the same is used for mudslinging against each other. There may be differences in opinion and approaches, but there should not be personal attacks only to weaken a person, a party or a group. It is not good either to become a blind Yesman or to become a blind condemner of a leader. It is always good to become a balanced critic with positive goal in mind.

Writers of the past , like Munsi Prem Chand, Harivans Rai Bacchan , Mahadevi Verma, Rabindra Nath Tagore,Salman Rushdie,Khuswant Singh, Bankim Chand etc used to change the direction and mood of the country by power of their pen. Writers have power to guide leaders and citizen of the country. Write ups of popular writers become material to be taught in schools and colleges. Writers have the capacity to motivate people of India by a small poem or a song or small article. There used to be debate in schools and colleges on topic called as 'which is more powerful , pen or sword'.

In modern era writers have perhaps lost their power of expression because writers who were awarded for their so called effective writing are now trying to become effective not by dint of their writing but by returning the award they got from rulers. It appears writers also have become victim of wave of dirty politics flowing in the country. It is hoped that valued writers of country will change the ugly language of greedy and bad politicians through their write ups, songs, essay and articles.

Unfortunately some of writers and intelligent people of our loved country take credit even in misinterpreting the statement of politicians wilfully to malign the image as per whims. Entire perspective is changed to suit the analyst. Comparison of human skill or an incident with animal is the tradition of the Hindi Language. Clever are compared with fox, sharp eyes are compared with eagle, simplicity is compared with cow and so on. Writers and speakers in all walks of life use to explain their ideas with illustrations related to animals. In modern era , even such comparison and illustrations are projected wilfully snd strtegically as attack on some caste or community.

Journalist and media men in general are master in changing the meaning of any statement as per their whims and fancies. In a country vast like India , it is very easy for media men specially those attached to TV media to malign a popular leader or to project an evil person as most popular. To add fuel to fire, social sites are also being used to malign the image of a person rightly or wrongly.

It is now purely upto reader , skill , maturity and capacity of reader and viewer to assess a person honestly or not. Media men has become more powerful than writers and politicians. It is they who collects stools and rotten materials from abdomen of a leaders and start pouring them as rain all over the country and continue to do so until entire country is full of bad smell and start stinking to create irritation and evoking sharp and violent reaction . it is they who paint even a good statement with bad colours.

In olden days, scavengers used to collect night soil from every home and used to throw in a deserted and isolated place away from town. Now these Media men collect stinking materials and carry on their head to sprinkle the same from air so that it reaches every nook and corner. They have the art of adding bad smell even in good and healthy sttuf.
　
Incident of Dadri or Greater Noida or incident of UP or Bihar , rape of Damini or killling of Ayushi , statement of Owessi or Sakchi Maharaj become viral in no time and continue for days, weeks, and months whereas good words uttered by valued leaders of the country vanishes in minutes of reporting. There used to exst Ram and Ravana, Arjun and Duryodhan in all eras.

I hope media men, journalists, reporters , writers and critics of the country will help leaders of this country in making a good India and stop maligning its image .God bless them all. They have the power to give a good direction to political class of our country and if they like they can win the war launched by anti-national elements through their power of pen , their power of presenting the facts on TV and in print media. Let us hope for the best. Let us celebrate Durga Puja and Diwali as victory over evil forces.

An Appeal To Regulate TV Media And Social Sites, (Read comment box too)

Mostly Hindu and Muslim love each other and majority of them prefer to live in peaceful and cordial atmosphere. But a few insane persons try to disturb peace and media men try to use these insane persons to disturb peace and tranquillity, may be to earn higher revenue . Media men do not see good news which may promote love and peace , which may being closer two communities and which may send the message of mutual respect.

Whoever spit poison must be punished. But I want to stress is that media men try to ignite fire by using a few mischievous elements, whosoever he or she may be .

There are about 700 MPs and hardly 5 percent of them are bad. Media project only 5 percent and totally ignore rest 95 percent who are jewel for the country. ( Read my comments on responses of some readers submitted below in comment box ). Many MPs have done excellent job in their area and who speak good for society . Media has got no time to give them coverage. But if a person speak bad , they will repeat his story 24 hours and for many days. Media is certainly habituated to spread the virus of poison and poison only.

In every family of 20 persons you will find one is notorious. Good parents always good points of good person, sooner or later... bad also turn good, it is possible. But if parent glorifying or focusing only on bad persons there is all possibility that ratio of bad will increase slowly.

Let police take action against all bad Indians. Yes it is true that if police do not perform or are under pressure of some miscreants. Media should take up the matter with proper authority. If there is a wound or injury on a portion of hand, doctor has to cure that only. Doctor cannot say that all persons of that colour are bad for society. But doctor is also ill motivated that particular Doctor should be booked to task ,not entire community of doctors should be blamed.

Every human being has stool concealed below his abdomen and may evil materials in his body . Person cleans the body every morning and frequently .But when the person comes out , he does not discuss stool or he is not accused of having stool concealed in his body. He comes out well decorated, well dressed and hiding all hidable organs .People are worshipped for good points. But media will collect only stool of all persons and pour it like rain all over the country using powerful TV media. This create a stinking smell in every nook and corner all over the country which is undesirable and should be avoided as far as possible to keep environment neat and clean

In greed of higher TRP and in greed of getting greater popularity of TV channel , journalists are striking at emotions of people and playing with their emotions to earn higher revenue .In this way , these journalist may become fame for some time but ultimately people will stop trusting them and abusing entire Press which is not good. It will not be an exaggeration to say that some of TV media do not hesitate even in broadcasting secrets of the country and leaking secrets of the country, they leave no stone to divide the nation on ground of caste and community.

There are on the contrary many events when a Muslim saves the lives of hundreds of Hindus and a Hindu saves the life of several Muslims. Can Media do not give major portion of their precious time on TV on such news which may help in strengthening unity of two groups?

Hundreds of such events take place in our vast country when people help their fellows without any discrimination. Why media remain silent on such adorable events? People in general want to leave in peace and love each other. Hardly 1 in 1000 person crate nuisance , if that is ignored and isolated, country will grow like anything.

Why do journalists not repeatedly telecast those news and events which may motivate people to love other people and where lesson of patriotism is spread?

I do not understand why there is so much hue and cry on what a person eats. Let it be a choice of a person. But who will stop TV media who are organising one after other debates on their TV attended by selected hard core persons who is habituated to spit poison. Modi and many leaders has several times requested all Indians to focus on growth and try to live together in peace and harmony. Media does not listen such wordings. They listen only those hard sentences which can provoke discussion and aggravate fight against each other.

Normally civilised persons try to mediate and pacify two quarrelling persons by various tactics to restore peace and love.. But media is great media in our country. No one has courage to criticise Media men , otherwise journalist will term them Talibani and humiliate him to their best.

It is true that eatables or meat should not be kept in open and shown to all. Even many of meat eaters and children of meat eaters do not want to see cutting of animals because it may harm them, their mental peace and sometimes child become mentally sick. Even doctors and medical sciences do not approve cutting of animals in public places.

All religions on earth teaches love and peace. But a few sane and mad minded persons misinterpret religion to serve their selfish goal. Media men are always in search of insane persons who can help in making them popular and gain cheap popularity.

At the cost of repetition I would like to say that it is now very much necessary to have some strict code of conduct for media men , social networking sites and politicians. Otherwise India will grow weakness gradually. There are political monsters who have to be booked to task for using ugly language, provocative and divisive languages. There are religious fundamentalists , extremists and terrorist in every society, we have to isolate them or weed them out or mend their behaviour by imparting training in proper way.

There are many on Facebook who submit false news , ugly photos, and provocative materials which not only misguide children and adults but may also disturb communal harmony at any time. Similarly WhatsApp has become an easy tool to spread rumours without any sense of responsibility, accountability or fear of punishment.

Unfortunately these social networking tools have become tools to disturb society and the country , whereas they have the potential to be used to literate masses and to be used as most quick communication tool. India is facing great danger now not from arms and ammunition or nuclear weapon but more from social sites which has become a place to distribute only fake and dirty materials.

How long such misuse of freedom will be tolerated and upto what extent ?

Time has come that people of all communities , all political parties and all social organisation sit together to decide suitable course of action to stop misuse of power of freedom of expression and misuse of press freedom by paid or biased journalists.

Last but not the least, I make an earnest appeal to Prime Minister, Head of ruling party and heads of all other political parties to select their party spokesman who are well versed in not only presentation of information but also who does not use hard language which may hurt the sentiments of other group , other party or other caste or community. If elected representatives do not behave nicely and in civilised way, this sends a wrong message to common men.

I specially request our Prime Minister Modiji to discipline MPs of his party who are using hard language against fellow Indians. It is the prime duty of ruling party first to crate an example of public conduct for other parties who sit on opposition benches.

Similarly it will be very wise and praise worthy if some of hard core journalists come forward to have self imposed code of conduct to safeguard India's culture of love and mutual respect , social harmony and save India's unity and integrity. India will become strong and achieve growth only by following certain rules of co-existence and mutual cooperation only. Process of mud-slinging against each other will take us back and make world laugh at us.

What Is Your Opinion?

The Dadri incident is an accidental event or an act of some mischievous politician or that of an anti-social element or more precisely and correctly an act of a criminal. There is no doubt in it that we get hurt when a life is killed or injured. But instead of stopping the crime and punishing the real criminal, politicians are playing dirty politics. And it is most unfortunate that fourth pillar of democracy , the press and specially TV channels oriented media men are trying their best to divide the society by projecting each such event in most provoking way.

It is media who add fuel to fire to each such event, it may be a killing or a rape or a murder. In a country of 125 crore population, some barbaric incident use to take place, but media men paint the event with colour of caste and community, it is they who work as agent of some party and try to malign other party. In their dirty game of increasing their TRP media men are weakening country and disturbing communal and caste harmony.

Common men become victim of such dirty game of media as well as that of ambitious fundamentalists , so called politicians. All politicians are not bad , only a few are pure fundamentalist always trying to ignite fire between two groups. Normal citizen are silent spectator of such abnormal incidents or accidents, they do not bother such event but undoubtedly due to such acts and due to ugly role of media and dirty politicians , precious time of all is lost in useless talks, useless debates on TV . People lose their life and property due to avoidable and useless dangas or riots or communal disturbances created by purely criminals and those who do not have love and peace in their mind. None of communities is benefitted by such ugly acts. Only mad men can like such events.

Even in developed countries like USA or UK ,such barbaric killings take place. Media in their countries do not paint it with colour of races or religion. Lacs of people die every year in want of proper health care facilities in our country , in road accidents, in train accidents, fire incidents, lack of food or food poisoning, in natural calamities , due to various incurable diseases and so on. Last week , about 1100 pilgrims were killed in Saudi Haz Stampede. Hundreds of students are killed every year by consuming poisonous mid day meal. Hundreds of people die ever day by consuming spurious wine. And so on..

If we develop proper and adequate health facilities, safe and secure traffic arrangement, secure infrastructure, honest police system , effective judiciary , we can reduce death to a great extent which are caused by weak system. We can save huge money spent in avoidable riots, debates and political infighting by simply focusing on value of life of all animals and all human beings.

It is in India only where media men make mountain of a mole hill. A person is killed means an Indian is killed. But media will say ,a dalit is killed, a Muslim is killed, a backward is killed and so on and try to provoke the sentiments of people. They will not report a person of upper caste is killed by a dalit, or a Hindu is killed by Muslim because such news cannot help them in boosting their TRP.

One is free to choose his food, his religion ,his place of work, his life style but he should not try to disturb others by his acts. Someone try to listen songs but if he plays the music at high sound in train or in public place, it may cause problems to others. In a society one has to learn to love others and give respect to emotions of others. A person is free to move on road but he is not free to violate traffic rules. One is free to worship God of his or her choice but he or she has got no right to show disrespect to God of others.

The most pertinent point is that , Can a person who hurts other live in mental peace? Never. ......only persons who give love to others enjoy peaceful and sound sleep. If every one start loving others , there will be real heaven on earth itself. No need to go elsewhere for getting love of God, it is here we can get if love other human being and animals

Kejriwal or Sadhwi Prachi or Togaria or Owassi or Lalu Yadav like politicians go to Dadri to enhance their vote bank and ask why Modi is not going there. You may imagine the fate of a PM or CM or the country if PM or CM starts visiting each spot where a killing tales place or a girl is raped or some mishappening takes place. Cases of inhuman killings or raping a girl is not new in India or elsewhere in the world, it has taken place in every state, every country during each government and in each country and in each era, each year, each century. . We have read in history books how and why several great men were killed and crucified.

Even a person like Gandhi had opponents and was killed by a fanatic. It is bitter truth that a person who think for all humanity become a target of some anti social or some miscreants. We have to learn to treat crime as crime , pure crime. We have to crate effective police system, effective judiciary and effective administrative set up which deal with criminals without any discrimination and which can function without interference of any politicians. We have to learn to punish media men too who are igniting fire , who are adding fuel to fire , who are trying to divide society , who are projecting only negative picture of society . We have to prepare a code of conduct for media men too. A country can no longer tolerate and should not tolerate biased and provocative attitude of media men in the name of press freedom or in the name of right to expression granted by Constitution.

Let police work against all culprits independently . If left un-interfered, police will catch the real culprit in Dadri. But if they are under pressure of any government or any politician, they will catch hundreds of innocents to prove that they are doing their job. This is why lacs of innocents are languishing in jails for years and decades and real culprits remain free and unpunished.

Unfortunately arresting by policemen due to such political pressure is the reason that lacs of innocents are spoiling their valuable life in jail without even proper and timely trial. In India wherever and whenever targets are assigned, authorities try to achieve the same by hook or by crook and compromise with quality and truth.

It happens in all departments, banks or police or other sector. Crime records are not properly maintained, even FIRs are not registered in police to prove that there is peace in the area and to prove fraudulently that there is no crime in an area or in a state. Position of law and order in any area or a state or in the country is assessed and ascertained by fraudulently and fabricated statistics , not only in police but in all departments.

India need to punish even police or judges or officers or media men who act based on bribery or under influence of some powerful person. In USA police act fast and without fear of government interference and hence there is compliance of all laws in true spirit. But in India it is not so. In our beloved country crime doing people do not have any fear of law whereas innocents are afraid of even entering into a police station. Innocent fear police whereas criminals play hand in glove with policemen . Politicians protect criminals but remain silent when a true person is executed or tried in media.

Kejriwal Questions Modi's Foreign Tours

Delhi's Chief Minister Arvind Kejriwal has questioned Prime Minister Narendra Modi's US visit and said there was a need to first make India strong before expecting investment from abroad. He further says that there is a need to ponder , assess and ascertain what the country has achieved from his foreign visits so far. He does not understand the value of foreign trips, does not understand the necessity of attending international bodies and does not understand the need of foreign investment. He dos not understand that India is obliged to abide by UNO dictates and follow international rules and code of conduct to remain in international family of countries.

Mr. Kejriwal perhaps does not understand the importance of efforts made by Mr. Modi in mobilising support from other Nations of the world in gaining the prestigious seat in UN security council. It may be his strategy to defeat Modi in domestic politics or to malign the reputation of Mr. Modi which is gradually gaining momentum all over the world. He may be jealous of Modi getting accepted and given warm welcome in all countries he visits . Kejriwal may be afraid of Modi's popularity going up and up. But his comments against Modi on foreign trips will definitely not liked by any person who understand the value of foreign visits and who are aware of value added by Mr. Modi in status of our country.

I considered Mr. Kejriwal as a real patriot and had many expectation from him in cleaning the politics and administration from corrupt people and will give India a valued based politics . I do not know whether Mr. Kejriwal is so innocent and unaware of what achievement our country has got through foreign trips made by Mr. Narendra Modi , the Prime Minister of India during last 15 months. But I am sure that he is indulged in most dirty type of politics. He is focused on his self interest , his goal to become national leader and his plan to dethrone Mr. Modi from post of PM. He is wondering in dreamland if he has an Utopian Idea of becoming national leader in his mind. He is in infant stage of politics but he pretends as if he is master of all politicians.

Voters of the country understand the ground reality and will give Kejriwal a jerk if he does not mend his behaviour and does not control his comment against most popular PM Mr. Modi. Kejriwal may compete with Pappu of Congress Party but he is too small a baby to compete with person like Modi.

I do not question his efforts to malign Mr. Modi, the Prime Minister of India and to malign the image of our country in international forums, because it is his freedom and may be termed his democratic right. But I would like to ask learned Kejriwal why did he visit to USA in the year 2014 and why did he frequently visited other states during last two years. I would like of ask him why did he make a long tour of Gujarat . I like to ask why did he went to contest election in Varanasi in UP.

I like to ask why being CM of Delhi , he visits Punjab, Haryana , Bihar and other states. I like to ask why does he invite businessmen of other states to set up industries in Delhi. I like to ask why does he being CM of Delhi meets Nitish Kumar CM of Bihar. I like to ask why has called a meeting of five CMs , CM of Tripura, CM of Bihar and so on. What purpose he is likely to serve for people of Delhi by such interactions with politicians and business men of other states and how much money he has wasted in such tours and meetings. He should say why youth of Delhi are going to other states and abroad for higher studies and for better job and what he has done during last one year or what he is planning to do to stop it and to make Delhi self-sufficient.

Followers of Aam Admi Party AAP say Mr. Modi is going abroad with begging bowl in hand. Here also I would like to state that Mr. Modi is making foreign tours for increasing Foreign Direct investment FDI in India and for growth in India. But why members of AAP were moving with begging bowls in hand to various states and abroad when their party took birth or when they were attached with India Against Corruption and Team India. Mr. Kejriwal and his supporters were and are seeking donation for empowering their political party as against Mr. Modi for empowering the country. This is the difference between the two .

And last but not the least what purpose he being a Chief Minister of Delhi is going to serve for people of Delhi by criticising and ridiculing Prime Minister of India . Why Mr. Kejriwal does not focus on needs and necessities of people of Delhi like CMs of other states ? Mr. Kejriwal has been elected CM of Delhi and rejected all over the country. Yet he , not as a layman leader but as CM is trying to jump to other states frequently and also trying to interfere in the functioning of PM of India , Why? He ridicules foreign trips of Modi made to increase FDI and to promote Make in India plan . He should introspect and say why does he depend on Central government for financial support.

Mr. Kejriwal questioned the honesty and integrity of all politicians before he was elected as CM of Delhi. Now after getting elected as CM of Delhi he is supposed to clean the politics and administrative functions of Delhi Government . He is supposed to question his ministers, his MLAs and his followers why are they getting trapped in various criminal activities. He is talking of Jan Lokpal since long, but he has not got success in trapping his own men through internal Lokpal . His own men are getting arrested in various criminal acts and scams but he failed to nip in the bud as he promised during his role with India Against Corruption and his role with Team Anna.

Kejriwal ask Modi to first make India strong and not go for begging FDI . Why does he depend on central fund for development of Delhi and why does he not plan to become self-sufficient in all respect. May God bless Kejriwal with knowledge and wisdom. I however BJP stalwarts and media men not to give value to child-like behavior of Kejriwal.

Starting Wednesday, the Aam Aadmi Party (AAP) convenor Arvind Kejriwal is set to undertake an almost three-week long six-week tour ahead of the Lok Sabha elections.
These states include, not necessarily in the chronological order, Maharashtra, Goa, Gujarat, Karnataka and Punjab. His tour starts on Wednesday with a visit to Gujarat. The Kejriwal-led party has already declared 70 candidates from 16 states, including these states.

The Election Commission is set to announce dates for Lok Sabha election on Wednesday.
Whether or not Kejriwal himself contests the Parliamentary polls, the party has already declared that the polls will be fought under his leadership. Also, the various state units have been demanding for quite some time the tour of respective states by the party’s most identifiable and popular face.

“After four days in Gujarat, culminating with the rally on March 8, Kejriwal will travel to Mathura on March 9. He will be there in Goa on 11,” party sources said.
The next lap includes three days – March 13, 14 and 15 – in Maharashtra’s Mumbai and Thane, followed by a day long tour on March 16 in Karnataka’s Bengaluru. “Apart from meeting local party office bearers and volunteers, Kejriwal will be holding road shows and addressing rallies,” the source added.

Kejriwal and other top party leaders had undertaken a three-day road show drawing large crowds in neighbouring Uttar Pradesh with a rally at Kanpur on March 2. While announcing the names, the party has maintained that 5Cs – criminality, corruption, cast-related violence, community-related violence and character – and the ‘winability’ of the candidate are important.

Mr. Kejriwal should avoid wasting time as other rivals of Mr. Modi are wasting time in maligning image of Mr. Modi. Congress Party has become almost non-existent only because it has started focusing on Modi's image. Country has greater expectation from Mr. Kejriwal who is product of India's movement against corruption of Previous UPA government which reduced strength of Congress Party from 400 to 40 in Parliament.

An Appeal To Mr. Arvind Kejriwal

I do not like the opinion of Mr Arvind Kejriwal CM of Delhi who has ridiculed foreign visit of Mr. Modi and tried to make a sarcastic comment on his appeal for Make In India. It is definitely true that PM has to focus on India and Indians first. It is just like a parent who focus on their family and it is but natural .

But can a family survive without taking help of society and without taking care of society and other families ?

It is an old saying and bitter truth that Man is a social animal and hence cannot dream of leading an isolated life confined in its birthplace or a small corner. One has to move from corner to corner to know the world, to help others and to seek help from others . Similarly India has to deal with foreign countries as foreigners are dealing with India. India has to export and import goods ,willingly or unwillingly as other nations depend on import and export from India. India has to respect foreign treaties and international standards of mutual respect . India has to help other nation and seek help of other countries for the betterment of Indians and Indian industries.

Not only this , for a developing country like India, it is the not the choice for India but a necessity for India to visit foreign countries to sell our goods and to buy goods for Indians. India has to have good relations with foreign countries not by choice but by necessity because India is still a poor country and making effort for growth and development. India has to depend on foreign investment to create more and more job opportunities and for growth in GDP.

If India cannot set up enough industries and create enough job opportunities for Indian youth here in India , Indian youth will be constrained to go abroad in search of better job opportunities. It is known to all financial and political experts that India has not enough fund, enough capability, enough knowledge and enough resources to set more and more Industries and hence it has to invite foreign investors in India to set up more and more industries here on Indian land. Foreign Direct Investment will not only create new job opportunities for Indian youth in India itself but also make the quality goods available here in India and reduce our dependency on imports. A child may be born talented, but still he has to depend on parent, friends, teachers, quality schools and collages and many other specialists to develop his personality. A child cannot say that he has to remain confined in four wall of his house.

If Indian government will not care for youth of our country due to some reason or the other, Indian talent will go abroad as they are going since long. Kejriwal should therefore appreciate Modi that he has got better success than his predecessors in mobilising investment for India. Kejriwal and his party should praise Mr. Modi for forcing developed countries as well as other smaller countries to support the effort of India to get membership of security council.

As regards foreign investment and make in India concept promoted by Mr. Modi, Mr Kejriwal should at least learn the lesson from China. Major chunk of good produced in China are sold in world market . Even developed countries like USA are getting various goods produced in China and thus indirectly helping China to grow by leaps and bounds.
Arvind Kejriwal has to come out of his narrow thinking. He is CM of Delhi and for betterment of Delhi and Delhites, he too has to seek help of neighbouring states and invite industrialists from other states to create more and more jobs in Delhi. He has to seek the help of contractors, builders and various other service providers of other states to create better infrastructure in Delhi. He has to create more and more educational institutes for Delhi youths so that they may not need to go to southern states or abroad for better study or for better job . It is unfortunate that Kejriwal instead of focusing good for Delhi and Delhites spends more of his time in ridiculing the good efforts made by Mr. Narendra Modi.

Mr. Modi may be belonging to his rival political party but he represents entire country, 125 crore people of India whereas Mr. Kejriwal represents only one crore of Delhites. Kejriwal is made leader of one crore of people and Mr. Modi is elected leader of 125 crore of people by the same democratic process by which Kejriwal is elected. As such to serve his self interest , if Kejriwal ridicules Indian PM Mr. Modi and his appeal for increasing foreign investment in India or for his appeal for Make in India, it will not be appreciated by well wisher of the country.

I condemn such attitude of Kejriwal and I had never thought that Mr. Kejriwal will be so much mean minded for power and position. Arvind Kejriwal Takes a Dig at PM Modi's 'Make in India' Campaign-NDTV 27.09.2015

New Delhi: Stressing on the need to 'Making India' first, Delhi Chief Minister Arvind Kejriwal took a dig at Prime Minister Narendra Modi, 'Make in India' initiative, which is a new national program designed to make India into a global manufacturing hub.

PM Modi is currently on a five day visit to the US where his focus has been on bringing in investments for the 'Make in India' and 'Digital India' campaigns during his meetings with various delegations of entrepreneurs and industrialists.

In a series of tweets, the chief minister said, "People are our best asset. Invest in them and world will follow us. Pro-people power policy of AAP government is a step towards Make India. All doubts on power front have evaporated in front of honest governance."

Earlier on September 20, Congress Vice President Rahul Gandhi had also criticised the Make in India campaign of the National Democratic Alliance government at the Centre.

Mr Gandhi had said, "It is not Make in India, it is Take in (From) India... "There's no place for labourers and farmers in his Make in India. Only his (PM Modi's) selected friends will benefit from it."

Ye Kaisa Competition Hai Bank Me?

It seems ridiculous to me when RBI or Government of India or any other economist or writer or any banker talk of competition in banking industry. What type of competition after all it is? In the recent past ,Reserve Bank of India and Government of India have given license to many business men for opening of new banks, differentiated banks or payment banks, or opened Mahila Bank or Mudra Bank and claiming that these banks will create competition among banks.

About 100 year old public sector banks or you may say that four decades old nationalised banks are said to be competing with new generation private banks , banks which took birth about two decades ago. Giant PS banks with old infrastructure, with mind set of secured government job and with responsibility of shouldering the task of social welfare agenda of government are competing with private banks run by perfectly new generation technology, by youth crazy of jobs and afraid of loosing jobs and run with absolutely profit motto without taking care of any social objective. What type of competition it is, God knows.

There are 28 public banks and they are competing with each other. One PSB is taking over business of other PSB giving interest concession or by giving relaxation in service charges. One PSB sacrifices interest or processing charge to snatch credit business from other PSB and offer higher interest rate on deposits to snatch deposit business from other bank. Is it called competition?

One PSB losses and another PSB gains. Such types of competition is like hand of a person is competing with other hand, one leg is competing with other leg , ears of the same persons are competing eyes of the same person. You may imagine .the fate of a body when different parts of the body competes with each other, act against each other and work in conflict with each other. Or you may say that there is no harmony among different parts of the same body. Perhaps government is forcing such competition on various public sector banks and causing loss ultimately to people of India, to taxpayers and to investors in different PS banks. Number of weak banks has been increasing year after year and talk of merger and consolidation to hide weakness of banks is going on for last three decades and more. Government has to infuse thousands of crores of rupees to these banks to survive and to compete with private banks . Not only this, PSBs have already sacrificed lacs of crores of rupees in writing off of bad loans or in compromising with bad borrowers. This is the cost of competition for PSBs have to bear and still their shares are not choice of investors. In other words, one may that Private banks are allowed to spoil the future of PSBs in the name of so called competition..

Secondly, Different PSBs are competing with private banks like Axis Bank, HDBC bank or ICICI bank as if normal trains are competing with Metro rail. Normal and old chain of trains are to carry an number of passenger running from village to village causing discomfort to all whereas Metros are meant and designed to serve passengers of big towns and confined to big cities only. Fare of normal trains cannot be increased keeping in view the pain of poor people even though quality of service get eroded and deteriorate day by day.

Further Private banks are set up purely to earn profit whereas PSBs are made to serve social agenda and national agenda of the country. Competition imposed on PSBs is like competition between government hospitals and private nursing homes. Private nursing homes charges are extraordinarily higher and theyvhsve option to choose patients and charge as per their whims whereas charges of government hospitals cannot go up and cannot be discriminatory keeping in view the possible protest from common men and from politicians of opposition group. Competition is like that between private schools and private colleges for higher educations on the one hand who charges lacs of rupees as tuition fee per year from student with government run schools and colleges on the other hand which cannot increase tuition fee to that extent. Similar is the quality of teachers in government schools and that of Doctors appointed in government hospitals. On the other hand Doctors appointed in private nursing homes or teachers in private colleges are of high quality and have scope to earn much higher income compared to their counterparts in public hospitals and public schools. Appointment , promotions and transfer in public banks takes place based on flattery and bribery whereas that in private banks based purely on merit and quality of performance and potential of the worker.

Obviously if PSBs with different supporting hands and infrastructure are forced to compete with entirely a different set of supporting staff and infrastructure , it will cause much damage to former only . Private banks will not take any such step or undertake any project for lending which may cause loss to them in future whereas officials working in PSBs can cause all losses to their bank only to achieve the target or to please their bosses or to please their political masters. There is heaven and hell difference between the two sets of bank and between two set of workers. As such the idea of competition is totally unjustified, deceptive and suicidal .

During last few months , RBI has given license for opening of new private banks like Bundhan Bank or IDFC bank , given license for opening of payment bank or for opening of banks to deal in small and micro finance . RBI says that these new banks will further increase competition among banks. Such competition is like a Adult or matured person is said to compete with a newly born baby. Or more clearly you may say that a passenger train is forced to compete with Rajdhani train and inviting accidents and losses to passengers. To make it crystal clear, such type of competition is likev asking a boy admitted in extremely poorly maintained village level school to compete with a boy admitted in high standard costly private school.

I am unable to understand what type of competition these newly born banks will create or generate for old generation public banks. But one thing is certain to me that these newly born private banks, payment banks or small finance banks will grab quality business of old PSBs and cause erosion in business volume and cause loss to existing banks. PSBs will have to pay a lot and face huge damage in competing with these new generation banks and obviously such losses accumulated together will lastly come on the shoulder of Government of India and that on people of India only.

It is true that as number of new banks increases, customers will get new option of banks and they may get better option of services in some towns and cities Rich customers who can afford paying higher service charges may shift to best serving private banks or new generation banks. But there is no doubt that old set of PSBs will gradually grow in weakness and turn from bad to worst , become non-performer or less performer and will slowly be thrown in waste box by new generation youth .WE have seen how Regional Rural Banks during last two three decades have been growing weakness and gradually they are merged with parent bank. We have seen how various cooperative banks are sitting on bomb of bad debts and facing chances of closure. Similarly few PSBs have become too weak to survive and government is contemplating to merge them with stronger PSBs. Government is unable to change the wine , but they are changing bottle frequently . But it is sure that Government cannot increase the sale of wine by changing bottles only. One stock of old bottles will go in the back racks and new set of new bottle may be keep in front rack . Ultimately it is the quality and cohesive policy which work for long period.

Until contents changes, sale of bottle cannot increase. New generation banks which have fresh and quality materials to serve in their banks will grow and old banks which are constrained to stick to old contents and old tools cannot dream of increasing their sale.

To conclude , I may say that entire talk of competition in bank is farce, ridiculous, deceptive and harmful too. And last but not the least, I am unable to understand what purpose is going to be served by such mismatching and ill-conceived competition. It is absolutely unimaginable that PSBs will be getting good outcome and better results in competing with private banks. As a matter of fact , even various branches of the same Public bank cannot dream of competing with other branch of the same bank. This is because each branch has got some locational advantages and disadvantages. A branch situated in remote village cannot dream of competing with a branch situated in a town or in metro city. Not to speak of branches at various location, even branches situated in same town cannot dream of competing with other branches of the same bank in the same town because each mohalla or ward has some merits and some demerits.

A branch situated in the premises of a good school, or a good college or good PSU or a reputed institution can capture business in hundreds of crores of rupees in a year without making any special effort. On the contrary a branch situated in remote village, or in a critical area, or in a naxal affected area or even in dry industrial area cannot dream of capturing good business or earning considerably good profit at par with that in a town or in a city. There are some places in Industrial areas, where credit expansion in hundreds of crores of rupees is possible every year whereas in some other places , it is difficult to increase credit even by a crore or two in a year.

Potential of business for any branch or for any bank in any area depend on many locational factors such as local area, local politicians, local inhabitants, business potential , administrative support ,infrastructural support in the area, local climate ,availability of natural resources ,quality and quantity human resources etc . As such the very thought of competition among various branches or various banks is faulty and misleading.

I want to ask a question to all , are such competition meant for giving better service to customers or for earning higher profits?

Are such competition to fulfil task of the social objective and completing social welfare plans mooted by GOI with available resources , building better infrastructure , growing more and more crop, manufacturing best product, increasing exports and increasing comfort of common men or ..........for giving an opportunity to private banks to earn greater profit at the cost of that of Public sector banks?

People of India, politicians ,great economists and planners of the country have to ponder over it and assess what type of competition is going on in banking industry and what type of it is necessary to save sinking banks. Banks in public sector are meant to distribute charity or to earn profit only.

Is Government forcing competition among looters of banks to loot maximum in the name of business or in the name of competition?

Bankers are freely giving credit ,freely writing off loan and then again giving fresh loan and again writing off and so on . Sometimes they hide bad loans by restructure and sometimes by selling to ARCs and sometimes by writing off them. This is an open secret that public sector banks are competing with each other in increasing stressed assets , in increasing Gross Non Performing assets, in writing off loans , in causing loss due to frauds and in boosting the size of balance sheet by manipulation and by fraudulent methods.

Is it the purpose of competition suggested by RBI and GOI?

The banking industry landscape is set for a salutary change. So far the industry has endured the public sector banks’ patchy performance interspersed with the recent breezy spell of private banks’ entry on a limited scale. The Reserve Bank of India is aiming to foster competition and innovation in order to promote efficient service delivery to end-users.

In June-July this year, the RBI gave licenses to IDFC Limited, a non-banking finance company (NBFC) and Bandhan Financial Services Pvt Ltd, an NBFC-cum-microfinance institution (MFI), to carry out banking services across the country. Subsequently, in August, licenses were granted to 11 payments banks which are ‘niche’ or ‘differentiated’ banks with the common objective of advancing financial inclusion. The RBI announced its ‘in-principle’ approval to 10 applicants for setting up Small Finance Banks (SFBs).

Do You Think TV Media Are Threat?

A girl created nuisance in a Thana at Andheri west Mumbai. All TV medias are showing this ugly scene for the whole day. After all what purpose media men want to serve by repeated telecast of such incidents? If you do not like to hear such news and you think that such news teach others to follow such dirty acts, or such news simply wastage of time for media or such news gives wrong message to all , please suggest remedy to stop such misuse of Freedom by media men.

Prior to that media men spent several days in analysing Sheena murder case or Ayushi murder case. There are numerous such news which when telecasted by TV Channels prove harmful for society. Many times media men telecast false news saying "News received form reliable Sutra " and misguide various groups , castes and communities of the society. They do not hesitate in character assassination of a person based on 'Sutra' news. They do not own responsibility for false news which tarnishes the image of a person. They through false news tarnish the image of corporate house to please some politician or the other.

When any person is beaten, or arrested or killed , media men will make hue and cry in the name of Dalit person or a Muslim or minority or some state or the other, or some religion of the other , arousing sentiments of one group of the other and provoking another group or the other. They play with emotions of people of India and create animosity between two groups , two castes , two communities, two regions, two religions, two states , two countries and so on. It is they who divide person from person, make one caste enemy of the other caste and ignite fire between two communities. They should show such examples and such incidents which may bring two groups closer, which may help in strengthening their relation and which may ultimately help in making unity of Indians stronger.

But unfortunately Indian media particularly TV media try to do opposite to it all the time. They always portray negative side of Indian society which is very much harmful. Even during election times, most of TV channels work as if they are agent of some political party or the other. They do not think whether the quality of news telecasted by them is harmful for peace of society , for Indian culture and for Indian security. They seldom think that news telecasted by them is of news for common men but they make each news as breaking news to enlarge their TRP.

I think all programme and all special news which are repeated many times and become a point of debate, media men should seek votes from audience whether they like such news or not . Further there should be a separate and independent rating media which will assess the voting of each programme and give final rating to each TV channel. When education institutions can be rated, banks can be rated, corporate are rated , technology is rated, government is rated and all projects are rated from risk and success angle, why not each TV channels should be rated?

In my opinion all TV channels must be rated whether the materials telecasted by a channel is harmful for Indians and whether they are safe for security , unity and integrity of India. When all films are subjected to censor board before bringing the film in public domain, why not news telecasted by TV channels should be subjected to scrutiny. I say so TV channels has the potential to misguide the pulse of not only electorate in an general election , it can spoil the future of students, it can disturb peace in any area or any state by propagating false news or by fuelling a small incident or by converting a small quarrel to riot.

Though media men will term my opinion as encroachment on their freedom, but there is no doubt to me that unregulated freedom is not guaranteed even by our Constitution and neither such uncontrolled freedom is beneficial for the country or for any society.

It is now necessary to impose some restraint on media or media men should themselves come forward with code of conduct to make them disciplined and national in true sense. I think it will be wise step that all political parties sit together along with media men to formulate a policy of discipline and of good conduct for at least TV media which is acceptable to all and which may hold the sanctity of freedom and that of Constitution intact.

Growth Not Possible By Jugaad

RBI Governor Raghuram Rajan talks of strong institutions, slams 'jugaad' -Economic Times-17th September 2015

MUMBAI: Coming down hard on quick fixes like 'jugaad' way of working, Reserve Bank Governor Raghuram Rajan today did some plainspeak, saying the key to sustainable growth is strong institutional mechanisms that allow businesses to flourish.

"Jugaad, or working around difficulties by hook or by crook, is a thoroughly Indian way of coping, but it is predicated on a difficult or impossible business environment. And it encourages an attitude of shortcuts and evasions, none of which help the quality of final products or sustainable economic growth," Rajan said while delivering the fourth CK Prahalad memorial lecture here.

"We must have the discipline to stick to the strategy of building necessary institutions and creating a new path of sustainable growth where jugaad is no longer needed," he said.

Emphasising on the need to salute businesses for operating in tough environment, he said "we need to change the system for the better, and while doing so, the business community will have to cooperate," Rajan, the former IMF chief economist, said.

"We need the understanding and cooperation of the business community, not impatience and pressure for quick impossible fixes. Only then, I believe would we realise the true potential as a nation," the academic-turned-central banker said.

Referring to the late marketing guru Prahalad's seminal work around letting businesses find their core competencies, Rajan posed a question on whether nations need to discove ..

My Observations and comments on views expressed by R. Rajan is as follows.

RBI Governor Mr. Raghuram Rajan has rightly pointed out yesterday in plain words that economy of the country cannot improve by applying 'Jugaad' type tools and real GDP can grow and give sustainable and ever increasing growth only by improving the system and by improving the quality of functioning of various institutions.

I would like to add here that system or the Institutions can improve in functioning only when the workforce allotted various assignment perform the same with due diligence, with absolute honesty and with full devotion.

And to enable officers and staff work honestly and devotedly for nation, politicians will have to change their mind-set first and they will have to start thinking and acting for growth and for welfare of human being only. They will have to first discard their vote bank or caste based policies and concentrate on work which will improve the lifestyle and standard of living of all Indians without any discrimination based on caste , community, region or religion.

It is politicians only who make or mar the work culture in any office in particular or in the country in general. For this purpose, leaders of ruling as well as opposing party have to start thinking purely for benefit of Indian citizen and for entire country .

Unless and until there is phenomenal change in attitude of politicians , the culture of flattery and bribery cannot stop. And as long as rulers and administrators of this country continue to give weightage to Yesman, to flatterers and to bribe earners, one cannot imagine of any change in work culture . Politicians and officers in general are self-centred, their all efforts are focused on how to earn and accumulate wealth and power for themselves , for their family members and close friends.

Majority of workers more often than not work for their bosses not for the organisation or for the system or for the country . They know the art of keeping their bosses happy by hook or by crook, sacrificing the interest of common men and that of Institution they are closely associated with. Honest and devoted performers cannot survive with peace of mind until they also follow the culture of flattery and bribery. This is why number of flatterers and yes-man are increasing in all offices and that of good workers getting eroded day by day. The power of transfers and giving promotions to anyone as per whims and fancies delegated to higher bosses is the root cause of evil culture in all offices and in all system.

This is why I use to say that until loyalty of workers and politicians shifts from self to Institution and to the country, one cannot dream of dramatic change in work culture in any office or improvement in quality of functioning of system or that of any institution. There are very few in India who give value to persons like Raghuram Rajan . Persons like Rajan are in fact considered as fool and impractical .

Even in Parliament and various State Assemblies where important work of legislation takes place and where control on various institutions is supposed to be discussed and debated , bills and proposals are normally passed or rejected based on the whims and fancies of leaders of the ruling or opposing parties without going for any discussion or valid debate to ascertain merits of the proposals placed in Parliament or state Assemblies..

If High Command of any political party says , Mr. X is wrong, or such and such policy is faulty , all members of that party will blindly oppose the policy without thinking pros and cons and merit and demerits of the issue. This is called sheep mentality. Similarly in any office , if any boss advocate any line of action, all subordinates have to follow the same blindly , even if the consequences of such action may prove fatal in future. Obviously systems and institutions in our country run not for betterment for Indian citizen or for the country but purely, fully and perfectly for the sake of bosses and for serving the self interest .

Even media men who are supposed to expose evil persons and project good performers are busy in flattery to one party or the other , they too are paid agents of various powerful and wealthy persons . Voice of true men is suppressed from all sides and from all powerful persons. TV media is busy in spreading negativity only. Fourth pillar of democracy has also become too weak and selfish for TRP to think for betterment of India and Indian citizen.

Last resort is judiciary, audit and inspecting teams, vigilance offices and police departments who are supposed to give justice to victim and punish to culprits . But unfortunately they are also inflicted with same bad culture as their brothers in administrative and political fields are.

Obviously Mr. Rajan has to collide with mountain of Yesmen and gang of flatterers to execute his plan of reformation , to execute his idea of growth and to implement his line of action to control inflation and to achieve sustainable real growth without applying 'Juggad' technology which politicians often suggest .He has to fight a long and tough war with SHEEP mentality ,system is inflicted with. He has to change DNA of politicians ,workers and subordinates .

In our country , everyone is preaching positivity to all but in fact most of them are engaged in negativity only.

Person who knows the art of delivering good lectures become a point of attraction for all. And then such person get huge opportunity to exploit this false popularity and he starts stabbing persons and the system to serve self interest . Height of such preachers is that these preachers become saint in social and national domain and using this mask , they become big looters and cheaters but none doubt his honesty and integrity. In words of Munsi Prem Chand, when protectors become damagers, destruction become inevitable.

An Open Letter To LIFT Ban On Sale Of Meat

Dear friends,

I know many of you are very angry these days as we Jains are supposed to have taken your rights to eat meat. We intolerant bunch of goons have reportedly taken away your personal liberty. We are the Taliban, if some liberal activists are to be believed.
All these become easy for you to believe because these activists are in media and they control what you read in the newspapers or hear on TV. It also becomes easy for you to think they are telling the truth because the current ruling party, the BJP, has a national president who is Jain by religion.

Today, the media claimed that Haryana, another BJP ruled state, too had banned meat. Whereas the truth was that it had just appealed some slaughter houses to remain closed for Paryushan Parva, our festival of self purification. An appeal was presented as a ban to you!

And this has led people to believe that Jains are asking for such bans. I say this because I have been subjected to such taunts and abuse on Twitter. People have mocked my faith, my customs, and some even threatened to throw meats loaves in my house in protest.
And I wonder why so much hate! Because I didn’t even ask for this ban!

The media never cared to tell you but I hope you know the truth that this ban has existed for decades. And no, it is not a ban on you eating any meat – you are still free to do that – but a ban on slaughter houses for a few days and a ban on sale of meat in some selected regions of India. In fact, in states like Rajasthan, the duration of this annual ban has actually been reduced this year when compared with the duration during the Congress rule.

Yes, you are going to tell me that it doesn’t justify the ban just because it existed for all these years. I am not even telling you that. But just take a chill pill for a moment, and think – if this ban existed for so many decades, why did you not hear any outrage or protest over this all these years?

Have you not become pawn in the politics of some selected parties? Congress was the party that introduced such bans in many areas and now they are protesting against the same. Shiv Sena too was a party to the decision by virtue of controlling local bodies, and even they are now protesting.

Do you seriously not see the politics here? And this politics is being helped by those in the media who wear the mask of neutrality and intellectualism.

All these decades nobody had a problem as they thought it was not a big deal if the slaughter houses remain closed for a few days in a year, that too in some areas where Jain population reside. It was about giving up limited personal liberty on select days to show respect to fellow Indians. Even courts upheld this view.

Don’t we give up our personal liberties on 3 national holidays? They are dry days and we can’t buy liquor. Technically that is also ban, and that is nationwide. This meat ban is not nationwide.

Don’t we give up our personal liberties when we hear loud azaan five times a day from a local mosque or loud music from a local pandal during various pujas? Remember, personal liberty is also about choosing what you are exposed to.

Nearly all leading restaurants and meat shops offer only halaal meat in order to respect Muslim sentiments. Will it not be unreasonable if Hindus start demanding jhatka meat just to insist on personal choice and liberty? Hindus don’t insist on that because they have “adjusted” to accommodate fellow Indians.

Yes, apart from “jugaad”, other thing we Indian do is “adjusting”. We care for each other and adjust to make space for each other.
But now it looks like my country is all set to demand individual liberties.
And it’s not a bad thing. We as a society have to evolve.

Ever since Narendra Modi became the Prime Minister of India, many people have evolved and started growing up (by their own admission). Our stand up comedians have evolved – they don’t make the same jokes. Our journalists have evolved – they have now started seeing things (like this meat ban) that they were blind to all these years.

So my dear friend angry with Jains over meat ban, you too have the right to evolve. We all have the right to evolve. I just hope that this evolution and growing up is not selective.
Keeping this in mind, I appeal to Prime Minister Narendra Modi to lift this meat ban as it is hurting the sentiments of Indians who are evolving very fast. Sentiments of Jains will be taken care of by those who care and those who can adjust a little.

We Jains might appeal to people in our localities to close meat shops for a few days and if they do that voluntarily, we will be happy that they care for us. But please don’t enforce anything.
I can’t take any more hate due to my surname.

People of India should understand true colours of such leaders. Person like Thakres, Lalu,Mulayam, Mayawati, are least concerned for mankind, they are concerned for vote bank.

Jains are not significant in number and hence politicians of all colours came together to stop BJP or anyone who suggested ban on sale of meat ,that too only for four days. Politicians do not think what is good for humanity and what is good for animals life or what is good for keeping environment pollution free. They ignite fire on emotional issues , divide voters in different segments and then try to win the election . They can go to any ugly extent for the sake of vote, for the sake of power and money.

　
Jains have true faith in true non-violence and they do not Believe in killing even thought of others. Jains follow syadwad (Anekantwad, or the principle of plurality of viewpoints) theory and believes in adjustment and recnciliation. They respect views of others and want that people should follow the principles of non-violence in thoughts and action, not only for preaching sermons to others. Politicians who are greedy of money, power and post go to Gandhi samadhi to act as if they are followers of Gandhi's non-violence.

Politicians pay tribute to Gandhiji every now and then. They take oath by keeping hands on Bhagwat Gita or Kuran that they will follow the path of Non-violence , teachings of Gandhiji and follow in true spirit what is written in Constitution. But unfortunately politicians in general do not act what they preach and they do not think what they speak. Their acts and deeds, and thoughts are altogether different. As a matter of fact they are ready to kill anyone and crush thoughts of anyone if it helps them in getting power ,post and money.

People who eat meat will never like ban on beef. Meat eaters do not know the origin of meat when they eat it in some hotel or public bhoj. It should not be astonishing to anyone that meat eaters or beef eaters can also be man eaters. There may be people who find test in Human flash too. Flash eaters do not hesitate in killing not only an animal but also in killing a human being for serving self interest. This is universally truth, and not only for India. Violence is growing worldwide only because of these people who find test in flash of animals, including that of human being.

We Jains believe in giving respect to thought of everyone and by our action others will be motivated. Let others cry and remain non-vegetarians or meat lovers. respect them too, this is philosophy of our great religion. Killing and attacking thought of others is also a type of violence. Jainism believes in giving respect to all faiths and all thoughts , knows the value of reconciliation and hence propagate the theory of Syadvad (Anekantwad, or the principle of plurality of viewpoints). But they must propagate and spread the principles of non-violence and love for all beings to awaken those who are in darkness of knowledge.

Meat eater are far far bigger in number than non-eaters. You are right that use of pressure in the larger interest of community is advisable from the principles of Non-violence and the same was preached by Gandhi ji too. But it does not hold good in case of meat ban.

But the question here is whether violence or political pressure can stop violence. Even Lord Mahavira moved from one corner to other to spread his message of non violence. But still more than 90% of population are meat eaters. And it is not at all justified to stop meat eater eating meat or selling meat because after all it is their choice in the same way as Jains have choice not to eat meat. All are free to have their choice and choose their eatables .

However Jains should try to convince meat eaters by scientific logics and proofs that eating meat is injurious to health as well as it affects balance of nature created by GOD. Meat eater stop eating meat and become purely vegetarian when they fall ill and Doctors suggest them to stop eating meat.

Can microscopically small population of Jain can stop violent thoughts and actions of larger community by using sword or by resorting to violence?
And is such act not contradictory and in conflict with Jain principles of reconciliation and respect to all?

Jain should rather move from one corner to other to spread the principles of Non-violence. But unfortunately majority of Jains are busy in Ahar Bihar of Jain Munis and Jain Munis are busy in conducting Bidhans, Organising Panch Kalyanak and construction of new temples in Madhuwan only.

Who will then complete the unfinished task of Lord Mahavira?

Can you imagine that mere construction of hundreds of costly Jain Temples in one place or in some places can help in motivating followers of non-violence or eaters of meat or beef to stop such practices? Are these temples helpful in spreading the principles of Jainism?

Keeping in view the present position of Jains and that of greedy politicians, it is advisable that Jains come out with silent protest march all over the country , specially in Maharashtra and more empathetically in Mumbai to express annoyance against Thakres . There are a good number of rich business men in Jains, they can spend crores of rupees to distribute pamphlets and placing big size hoardings all over the country displaying the message of benefits of non-violence for mankind and protesting the acts of Thakres.

Please note it , that Prime Miister of India Mr. Narendra Modi, Chief Minister Of Maharashtra Mr. Fernavis, CMs of many other states and a large section of Indian population are also supporter of ban on sale of beef . It is a positive point. However sale on meat cannot be banned fully until there are eaters in good numbers. But if government want to respect the sentiments of Lovers of Non-Violence, they should at least ensure that act of cutting or butchering animals in not performed in public place and these materials are not sold by displaying them in public domain. Sale of meat can be confined to some covered shops only and it can be ensured in entire country without giving rise to any controversy. Jains have to come forward in spreading the message of Non-violence by conducing various meetings with non-Jains, through newspapers, through free literatures and so on. Jain should stop focusing on construction of new temples at Madhuwan and try to teach people who are on wrong path due to lack of knowledge and lack of understanding the value of non-violence.

Merely abusing on facebook or sending message on Whatsapp will not serve the desired purpose.

Following is the message of Lord Mahavira

The spiritual power and moral grandeur of Mahavir's teachings impressed the masses. He made religion simple and natural, free from elaborate ritual complexities. His teachings reflected the popular impulse towards internal beauty and harmony of the soul.

His message of nonviolence (Ahimsa), truth (Satya), non-stealing (Achaurya), celibacy (Brahma-charya), and non-possession (Aparigraha) is full of universal compassion. He said that,

"A living body is not merely an integration of limbs and flesh but it is the abode of the soul which potentially has perfect perception(Anant-darshana), perfect knowledge (Anant-jnana), perfect power (Anant-virya), and perfect bliss (Anant-sukha)."

Mahavir's message reflects freedom and spiritual joy of the living being.

Mahavir was quite successful in eradicating from human intellect the conception of God as creator, protector, and destroyer. He also denounced the worship of gods and goddesses as a means of salvation. He taught the idea of supremacy of human life and stressed the importance of the positive attitude of life.

Lord Mahavir also preached the gospel of universal love, emphasizing that all living beings, irrespective of their size, shape, and form how spiritually developed or under-developed, are equal and we should love and respect them.

Jainism existed before Mahavir, and his teachings were based on those of his predecessors. Thus, unlike Buddha, Mahavir was more of a reformer and propagator of an existing religious order than the founder of a new faith. He followed the well established creed of his redecessor Tirthankara Parshvanath.

However, Mahavir did reorganize the philosophical tenets of Jainism to correspond to his times. Lord Mahavir preached five great vows while Lord Parshva preached four great vows.

In the matters of spiritual advancement, as envisioned by Mahavir, both men and women are on an equal footing.

The lure of renunciation and liberation attracted women as well. Many women followed Mahavir's path and renounced the world in search of ultimate happiness.

In a few centuries after Mahavir's nirvana, Jain religious order (Sangha) grew more and more complex. There were schisms on some minor points although they did not affect the original doctrines as preached by the Tirthankars. Later generations saw the introduction of ritualistic complexities which almost placed Mahavir and other Tirthankars on the throne of Hindu deities.

PRINCIPLES OF JAINISM

The fundamental principles of Jainism can be briefly stated as follows.

The first fundamental principle of Jainism is that, man's personality is dual, that is, material and spiritual. Jaina philosophy regards that every mundane soul is bound by subtle particles of matter known as Karma from the very beginning. It considers that just as gold is found in an alloy form in the mines, in the same way mundane souls are found along with the Karma bondage from time eternal. The impurity of the mundane soul is thus treated as an existing condition.
The second principle that man is not perfect is based on the first principle. The imperfectness in man is attributed to the existence of Karma in his soul. The human soul is in a position to attain perfection and in that true and eternal state it is endowed with four characteristics, viz., Ananta-darsana, Ananta-Jnana, Ananta-virya and Ananta-sukha, i. e., infinite perception or faith, infinite knowledge, infinite power and infinite bliss.
Even though man is not perfect, the third principle states that by his spiritual nature man can and must control his material nature. It is only after the entire subjugation of matter that the soul attains perfection, freedom and happiness. It is emphatically maintained that man will be able to sail across the ocean of births and achieve perfection through the control of senses and thought.
The last basic principle stresses that it is only each individual that can separate his own soul and the matter combined with it. The separation cannot be effected by any other person. This means that man himself, and he alone, is responsible for all that is good or bad in his life. He cannot absolve himself from the responsibility of experiencing the fruits of his actions. This principle distinguishes Jainism from other religions, e. g., Christianity, Islam and Hinduism.

No God, nor His prophet or deputy or beloved can interfere with human life. The soul, and that alone, is directly and necessarily responsible for all that it does. God is regarded as completely unconcerned with creation of the universe or with any happening in the universe. The universe goes on of its own accord. Because of this definite attitude towards God, Jainism is accused of being atheistic. It is true in the sense that Jainism does not attribute the creation of universe to God. But at the same time Jainism cannot be labeled as atheistic because it believes in Godhood, in innumerable gods, in Punya and Papa, i. e., merit and demerit, in religious practices, etc. According to Jainism the emancipated soul is considered as God and it is absolutely not concerned with the task of creation of this world.

One of the important aspects of Jainism is the concept of Anekantwad, or the principle of plurality of viewpoints. It is central to the idea of tolerance and mutual respect. Each person has a perception of the world which is a mix of both truth and ignorance. These perceptions are valid but are incomplete views of reality. This concept is usually explained with the aid of the parable of seven blind men and an elephant. The story demonstrates that truth can be visualized from seven angles and these views of truth are mere additions to the human knowledge. When viewed together, they present the picture of universal reality. I recently read that Mahatma Gandhi agreed with this, saying, "It has been my experience that I am always true from my point of view, and often wrong from the point of view of my honest critics. I know we are both right from our respective points of view."

Our present challenge is that we live in a world of difference. Yet, as we are interdependent we have to live together. Anekantwad has a lot to offer us and help us learn to live with our differences in peace and harmony. I would like us Jains to use Anekantwad as an instrument to facilitate our conversations and dialogues respectfully in a nonviolent manner when we run into the blind men (represented in the story), who seem to appear in our lives and promote division and injustice, betraying the very ideals and teachings that lie at the heart of Ahimsa. Can Jains take this challenge of shaping the lives of billions in wise and wonderful ways Anekantwad offers? There is hope that the world can be transformed through dialogues and relationships can be nurtured among people of differences by working towards a just, peaceful and sustainable future. The well-being of the Earth and all life depends on this collaboration.

As we begin to chart our course of existence on the basis of Anekantwad, we must master the art of choosing. We make choices and decisions from the most day to day mundane to those forks-in-the-road choices which have great consequences. If we can be guided by the principle "Mitti me savva bhuveshu” (Universal friendliness) the process of making a choice can be made easier. Practice of this principle requires learning to recognize that SPIRIT (atman/soul) is an invisible force also made visible in the blind men we encounter in our daily lives who make choices and live in ways that are very different than what Jains would do and is in conflict with our values of Ahimsa. At such junctures Jains can stop and ask themselves if their reactions and responses to these blind men are guided by friendship and nonviolence?Can we apply the principle of Anekantwad and explore what choices do we have in our responses? For example how do we relate to people who eat meat or to people who express their views (however unreasonable or opportunistic they may be) by damaging Jain Murtis? Or how do we stand by our Buddhist brothers who break down in the face of violence and cruelty? How can we use Anekantwad to motivate people to renounce violence and take responsibility for their actions without furthering violence by blaming them, or punishing them in anyway? To include understanding of Anekantwad in our thinking requires us to consciously learn how to express our selves in a larger context of expansion and with an intention to empower all concerned. It is the conscious decision to live our lives with joy and friendliness. It is a chosen approach to life, a chosen attitude and a constant awareness. Practice of friendship is a necessary beginning to recognize and practice nonviolence and develop the quality of wholesome life prescribed to us by the Jinas.

Jainism is a way of life, experimented and perfected by humans and shared by those who have attained perfect knowledge, omniscience and self-control by their own personal efforts and have been liberated from the bonds of worldly existence, the cycle of births and deaths; although the supreme ideal of Jain religion is nonviolence (Ahimsa), equal kindness, and reverence for all forms of life in speech, thought, and action. The practice comes from the supreme tool of Anekantwad. Anekantwad is the tool for transformation of human passions like desire, hatred, anger and greed to love and compassion for all living beings. Literally, Jina does mean one who has transformed oneself and acquired a special quality of response from within which one is devoid of reaction based on hormones or external circumstances but a response from one’s innate ability and generative, infinite and abundant source of compassion.

Like research, Anekantwad is a perspective. It is the original mind asking a question and setting an experiment to answer in a bigger and bolder way that benefits all involved. It is not about pebble picking but about building magnificent castles.

The path of universal friendliness and love is the process of increasing access to the unlimited potential we have and moving with anticipation of its enfoldment by being open, alert, guided, transformed, fulfilled and healed to wholeness.Anekantwad is the ability to not only count the seeds in an apple but to develop a skill and ability to make visible the apples in a seed and develop the art of possibility. This becomes an art and can be engaged only through alert experiences and moving forward with trust and patience to wait for wholesome possibilities to unfold. This is the human search. This search although partially predetermined in the karmic sense definitely does not run through predetermined paths. If the paths were predetermined or in control of an external force the realm of possibility would not exist and the whole beauty of aliveness would be lost. And as Victor Hugo says "Its nothing to die; its frightful not to live”, Jains have to sharpen their Anekantwad "saw” to face and embody the moral code of "Live and Let Live” using the principle of Ahimsa We have to learn to choose to be strong when we have a default option of being miserable and knowing that the effort and work is the same. as the directing idea and evolving force of the living.

Ahimsa is the conscious decision to live our lives. In the midst of turmoil, pain and adversity, in bad times, Jains have been encouraged to maintain samatabhav (equanimity) or connection with the divine self and manifest peace and bliss.It also means to keep one’s mind unagitated and calm in situations of misery and happiness, gain and loss, victory and defeat etc. without losing one’s balance or evenness. To practice and maintain samtabhav, it requires a decision on our part - it is a chosen approach to life, a chosen attitude and a chosen awareness. Living with such awareness means finding ways to overcome inappropriate demands, injustice, and even abuse, and not engaging in fights in which everyone loses. It is to examine things we do regardless of our current life situation and realize that we have a power within us to do things with more love and respect. Anekantwad is not only about us improving ourselves but learning to let go of what blocks our heart. In the infinity of life all is perfect, whole and complete. Anekantwad is about keeping our selves centered and connected with the purpose and potential of our lives as we unfold the sources of unhappiness and disconnection from our vitality. The awareness and moment to moment practice of Ahimsa generates the compassion within us, thus perfecting the art of Anekantwad. This awareness becomes the vehicle to spread this bliss to the world around us. In modern world when countless opinions can be twittered, a need arises for a virtuoso to channel the different vectors of opinions in a unified direction of peace and harmony, instead of letting them fly to destruct each other.It is for us to use our Jain heritage to change ourselves and the world around us for the best.

Teach Lessons To Media Men

Sumit Awasthi , you may say as enemy of Unity of Mankind, is crying on IBM , asking Paswan and Shakuni who is real Dalit Neta. They will sometimes ask Muslims, who is their true leader, Lalu, Sonia, Nitish, Kejriwal or Mulayam or Mayawati. Another day they will ask who is true Hindu leader? They will never ask Who are true Indian leaders, who is the best leader for growth and development of India and who is real well wisher for mankind.

Media men are bent upon dividing Indians in different groups of different castes, different communities , different religions, different regions. They never try to unite people, they search extremists and fundamentalists of each group, call them for debate on their TV Channel and ignite fire on TV channels in such a way that difference of opinion becomes difference of hearts, gulf between two groups is widened and different groups of one colour become hard-core enemy of other.

It is media men who are trying their best to dilute all efforts made by true and real social reformers and well wishers of humanity. Anyone who tries to give value to all groups as Indians is rejected outright by clever anchors of various TV channels.

If Modi or any leader of the country tries to bring Muslims in mainstream and tries to bring all communities on one platform , these dirty media men will drag them to graves of history , recall various accidental events of the past and create a hypothetical and then real war between lovers of various personalities of the past. It is they who allot permanent tag to one group as Pro-Gandhi and to another as Anti-Gandhi, who tag a party as Pro-Muslim and another anti-Muslim, one with pro-Hindu and another with anti-Hindu and so on. They never conduct any programme on TV which treat all Indians as Indians only.

Thes media men oppose ban on selling of beaf and oppose proposed ban on porno site, not directly but by projecting such fundamentalists in upper bracket and make all possible efforts to belittle the good ideas behind such vision. Media men do not support or oppose any idea on the basis or merit or demerit but based on person who advocates such idea. They act as if they are paid agents of some person or party or the other.

If a media man is anti-Modi, he will reject all ideas of Modi and if he is pro-Modi, he will support all his plans and ideas. Media men for their TRP do not hesitate even in leaking out defence secrets. They will tell the world how Indian Government is trying to trap Daud and Hafiz Sayeed and how Indian government will fight war at POK . They waste their valuable time on How Sheena was killed and how Ayushi was murdered. They never try to understand that such stories are of no significance for common men.

But the million dollar question is who will stop media men?

Who will have the courage to say against such media men who are real enemy of the country , of mankind and who are real enemy of peace, love and harmony?

After all it is the question related to their freedom?

Media men try to raise the issues of quota and reservation on their TV and make all possible efforts to divide Indians. They say that it is leaders of various parties who talk on these issues , they simply bring it to the attention of common men. But bitter reality is that there are hundrds of such acts and events which help in bringing together diffrent groups on one platform ,which talk of unity and gives importance of being an Indian and which helps in strenghthening unity and integrity of India. Media is blind on such positive news . They want to create havoc by promoting Porno site , by promoting sale of beaf and by promoting quota and reservations for one group or the other which can divide mankind and which can enhance their audiance and their revenue.

If India grows , all Indians will be benefitted.
If there is peace, it will be good for all Indian families.
All religions preach good sermons but it is only a few so called experts of religions who propagate ugly interpretation of religion and media help them in getting success in their ill-motivated ugly task and ugly goal.

As soon as election is announced , these media men will present all caste based analysis and then predict future of various leaders based on caste based permutations and combinations. They will inject poison even in the minds of those who think always in terms of word Indian , not as pat of any caste of community.
　
It is the demand of Time that media is taught a lesson to become lover of humanity and lover of India. Media men have to be self-restraint. India has to learn to develop good practices for TV media because TV media has the capacity to create turbulence even in peaceful and deep ocean. They can make or mar image of any person ,any party and even the country as per their whims and fancies. Time has come that PIL is filed in courts against media men who do not treat all Indian citizens as purely Indian and Indian only. We have to tell them that dancing nude on road or advocating porno site in not the real meaning of freedom .Even Constitution does not grant unlimited and unregulated freedom to any citizen .

I focus and put stress on regulating and controlling TV media and social networking sites because they can spread the dangerous and killer viruses and right or wrong ideas in seconds in every nook and corner of the country. In olden days of print media, it was hardly five to ten percent of total population used to read seriously newspapers and magazines. And only five out of one thousand readers could read and understand the news pertaining to murders, rape, caste based analysis, defence strategy etc. Now a days social sites spread bad news in seconds and even terrorists use such sites for sending their ill-motivated killer messages to India to spread communal disturbances and to weaken our country.

Print media used to print any bad news only once whereas TV media broadcast such bad news 24 hours not for a day or two but for months and years. Through TV and social sites ugly news spread fastest and hence create havoc in minutes.

Politicaly Motivated Bank Strike

Bank staff are on Strike on 2nd September 2015 on the call given by various trade unions in favour of following demands

.

The National Convention adopted a declaration listing out the following demands.

i] Control the Price Rise

ii] Contain the unemployment

iii] Strict implementation of Labour Laws

iv] Halt the mass scale contractualisation

v] Ensure minimum wage of not less than Rs.15000/-

vi] Extend Universal social security benefits

vii] Pension for all including unorganised workers

viii] Compulsory registration of TUs within 45 days

ix] Immediate ratification of ILO convention 87 and 98

x] Halting the the FDI in Defence /Railways / Insurance

xi] Attempts to disinvest the Government equity in Public Sector Banks

xii] Attack on agriculturists through Land acquisition bill promulgamated

through ordinance…… etc.,

My Observations on strike is as follows. I have tried to touch all major points of demand raised by these leaders in support of bank strike on 2nd September .

Strike called by trade union leaders of bank on 2nd of September 22015 in support with other trade unions of the country is in my view totally unwarranted, politically motivated and for serving the ego of only a few of leaders associated with bank staffs. It took months and years for these leaders to opt for strike in support of wage hike but it took no time for them to decide to join strike with other trade union leaders .

When it was a matter of wage hike, none of political entities came forward to support and strengthen bank strike when they were striving hard to get their demand for wage hike accepted by central government. It took 30 months to get miserable hike of 15 % in pays and allowances of bank staff and it took further six months for notifying holidays on 2nd and 4th Saturday agreed upon by Trade Unions And IBA in March 2015.

Now I try to enlighten usefulness of each demand one by one to substantiate my conclusive opinion going against happening of strike on 2nd of September .

First demand put by Leaders supporting strike on 2nd September 2015 is price rise. It may be noted here that price rise is a regular phenomenon in a developing country like India. However it was at its peak during UPA government led by Manmohan Singh. Prices of goods started falling After Modi came to power. Data on Inflation released by GOI from time to time will substantiate this truth.

However price may further be controlled by strike by attacking on hoarders and blackmarketeers. State Government can take punitive steps against such hoarders who artificially rise price. But where the prices rise is genuine, we have to raise supply by producing more and more of goods. For that leaders should attack on unwarranted exports of some goods which is cause of price rise. Instead of making price rise only a point to increase number in demand, they should suggest the ways and means to tackle the issue of price rise.

Problem of unemployment is as old as freedom of our country. It peaked after GOI accepted the policy of privatisation, liberalisation and globalisation in the year 1991. Since then position of public sector undertaking is going from bad to worse. Retrenchment or cut in employment is on rise since 1991. Computerisation in all offices and PSUs added fuel to fire. All governments of last seven decades promised to reduce unemployment , but they all failed. They stopped registration of unemployed youth in employment exchanges . They promised for quota for various castes and communities but they did not create employment opportunities. There are no chairs to sit on , but politicians are talking of reservations for various castes and groups who will sit on chair if chairs are in any office.

Public sector have almost closed the door for employment and it is only private sector which has generated few opportunities for employment . But unfortunately selfish leaders are opposing it too.

Since 1991 , vacancies in government offices are almost negligible as compared to what it used to be before 1991. Recruitment in PSUs , banks and government offices do not match even with the number of people retired during this period i.e. from 2001 to 2015. Number of staff in public sector banks is almost same what it was five to ten years ago despite rapid expansion of branch network . Number of branches have doubled and total business have grown manifold, but number of bank staff has remained almost stagnant. Staff in almost all branches and all offices have to sit late to complete task assigned to them or simply to keep boss in good stream.

Trade union talk of Labour laws. All branches of almost all banks work overnight and even on Sundays and holidays. Almost all departments of government work till late night. Shops and factories work late hours, private banks and private corporates force their staff to work not less than 12 hours a day. What labour offices are doing in the country for last so many years. Which labour law has been put in force during last one decade and more.

Almost all banks are resorting to outsourcing and contract labours. What these leaders have been doing all the time during last ten years and more. Are they in deep slumber or in long hibernation. Left parties which are considered as well wisher of working class are silent spectator of exploitation of working class for years and decades. Bank officers are forced to commit suicide , but leaders are almost silent on why officers are to face huge burden of workload?

What is the fun of setting Rs.15000 as minimum wage if a worker has to work double the normal working hours they are supposed to work as per exiting labour laws. What labour offices are doing and what these leaders are doing. Majority of labour offices have gone defunct slowly and gradually. Even shops and Malls are open on all 7 days of the week and for more than 12 hours a day. In seventies and eighties , there used to frequent raids on factories and shops to stop exploitation of working class. Gradually these labour exploitation protecting offices have stopped their function and keep them confined to their offices and draw salary by doing no job at all.

Leaders should explain what they mean for bank staff when they talk of universal social security. Are they concerned for old age pension or they advocate free education or free drinking water and electricity?

Bank staff use to get pension at least to the extent of half of their last salary , which ranges from Rs.15000 to Rs.45000 per month. Central government employees and armed forces are getting even more. Other sections of working class never dream of pension . What trade union leaders were doing till now. Old age pension which is paid by GOI or state government is only few hundreds of rupees. Why advocates of social security were silent all these days?

Similarly pension to staff working in unorganised sector and modern era private companies , IT sector companies is almost negligible or not at all. When pensioners are not happy in organised sector, why do these leaders worry for private sector workers. Are they more concerned to disturb present government on some issue or the other ?

Registration of trade unions is not an issue at all. Majority of trade Unions are already registered. And if some trade unions are yet to be registered, thy can not be registered . I think unregistered trade union in organised sector represent hardly one percent of total workforce. There is practically no Trade Union in private companies of modern era. As such question of registration of trade union does not arise at all.

Trade Union leaders should make it clear what are implications of non-ratification of ILO convention 87 and 98. They should say why they support FDI in other sectors and why not in railways, insurance and defence. Bank staff are in general not aware of FDI and if they are aware , why these leaders were silent since 1991 when our government in principle accepted the policy of privatisation, liberalisation and globalisation. FDI in some form or the other has been raised by each Government since 1991. Even left parties were in power in coalition with Congress Party n UPA I and were fully in power in States like West Bengal for decades.

Trade union leaders are opposing so called disinvestment in banks. Perhaps they are not aware that due to increasing burden of provisions for bad debts , GOI is not disinvesting but investing by infusing more and more capital to banks suffering from shortage in Capital Adequacy Ratio fixed to comply International norms. Shareholdings of GOI in many banks have gone up and it will continue to go up if rise in bad debts is allowed to go up and up unabated. Fundamental cause of sickness has now become poor quality of bank assets which majority of top trade union leaders could not protect because they too work in nexus with corrupt bank officials to serve various purposes . If escalation in bad debts is not stopped soon, disaster is to happen on PS banks, none can stop it.

Last but not the least, leaders are on strike to lodge protest against Land Acquisition Bill proposed by Modi Government. They should suggest how to create employment opportunities. They should focus why Public sector undertakings have failed to perform as per expectation and why they have stopped creating employment opportunities. They should say why they did not insist for preferred financing to farmers . Why did they not stop banks which financed hundreds ad thousands of crores of rupees to high value projects and why they are unable to recover dues from them.

Trade Union Leaders of banks did not stop top officials of banks who concealed bad loans for years and decades and finally wrote off these loans or sacrificing huge amount of principals and interest in compromise settlement with wilful defaulters just to save corrupt bank officials or to help political masters. They should say why these big loans are now bad for recovery, who are responsible for it and how many of top officials have been punished for their ill-motivated sanctions.
Are they acting as partner of top officials in causing loss to the bank?
Are they shedding Crocodile Tears when Government is talking of Land Acquisition .

After all , how growth will take place , how employment opportunities will be created and how infrastructure will grow if land is not acquired. Are they also supporter of Consent Clause?

If yes , they should say whey Parliamentarians who are supposed to be literate and people's representative do not discuss and debate these vital issues in Parliament. and why do they disturb the functioning on Parliament on non-issues.

Is there consensus on happening of strike in bank?
Have trade union leaders obtained consent of all staff or even one fourth 25% of bank staff before opting for strike on 2nd of September 2015?

When consent cannot be arrived at among literate class of bankers, how these union leaders dream of consensus or consent among farmers is possible before acquisition of land? When Parliament and State Assemblies cannot arrive at consensus on any bill due to political reasons or any other reason, how one can dream of consensus of farmers of different interest and different caste before any portion of land is acquired even for any national objective.

The Last post of an anguished bank employee-

Dear Friends this is my last post on the social media on banking issues Hereinafter I will not post anything on issues concerning bank employees because I have come to the conclusion that come what may, bank employees lack the guts and gumption to understand the things and change their course. They will go on the same track. Will be beaten at every step b...ut will not introspect...I feel very much anguished and hurt today. Of course I do not use abusive language against anyone but at times I can be direct and hard hitting.

Despite so much discussions and arguments the Bank Employees have again gone on strike today at the call of so called leaders who betrayed them. They have provided legitimacy to the discredited leaders. They gone on strike for issues which does not concern them. They have lost one days' salary again. They will do this today's work tomorrow. They have lost the sympathy of general public by going on strike immediately after wage revision. They have further eroded their relations with the Government.

Why should the Government be sympathetic to your demands when you oppose the Govt jut for the hack of it and try to put spanner in whatever reforms the Government wants to introduce. By going on strike today the bank employees have provided legitimacy and oxygen to the retired leaders of UBFU, who are not at all concerned with the issues that agitate the common bank employees.

You have revived their fiefdom by losing your wages and honouring their call for a strike. You are so myopic that you cannot see the changes sweeping the world in general and your country in particular. By striking today you have shown that you are not only incorrigible you are so dumb also that you cannot discern what is in your favour and what is against you. In essence you are incapable of thinking rationally and only blindly follow people who have proven track record of incompetency ,deceit and selfishness..

Please mark my words "Today's Strike is an epoch making strike like the strike of 20th January 1982 ands its impact on your working will be very much longer lasting and it will hasten the changes some of which may not be of our liking. In the end YOU, bank employees will be the category who will pay highest price for this strike. It will not have any impact on a strong Govt. Whatever reforms have to take place will take place and your condition will be akin to rats trapped on a sinking ship.

I think there is no need to get anguished and loose hope. We can just make sincerest efforts and we must continue to do the same. Even if our sincerest efforts don't yield desired results, we must initiate discussion and debate to find out where we committed mistake or what is required to be done. As regards strike, one needs to go in details of the reason.

As Jain Danendra Sir pointed out possibilities of it being a politically motivated strike can't be ruled out. Its the irony of fate that trade union movement of our country is divided on political grounds-every major political party has its trade union wing. Then, one day strike never ever can pressurise or create impact on Government.

Those who sincerely want welfare of Bank Employees, they must bear in mind that they will have to face challenges from these politically affiliated trade union leaders. Instead of applying your mind on these leaders, you must constantly pay attention on bank employees related issues and must strive to create awareness amongst bank employees. Even if a force of 100 fully devoted and committed activists gets generated who are determined to put their every thing, things would start moving in desired direction

Can Payment Banks Affect Public Sector Bank's Future?

Government has given license to many business entities for opening newly branded Payment Bank . Our Finance Minister and RBI Governor say that it is not going to harm future of existing public sector banks. I will not say it is their lack of foresightedness or lack of vision about what is going to happen in future, but I will definitely say that fate of public banks is going to move from bad to worse. And ultimately it will be public money which will be spent in saving existing PS banks from disaster.

In 1991 government decided to give license for opening of private banks in the name of privatisation ,liberalisation and globalisation. At that time too , the then government had assured warring trade union leaders that giving license for private banks will create competition and not affect the future of existing Public sector banks. This time too , Government and RBI are trying to fool or purchase Leaders of Trade Unions .

But unfortunately ,during last 25 years and more , Public banks have faced severe erosion in their business, profitability and capital. It is true that they have spent billion of rupees in frequent renovation of bank premises or in rebranding of bank, but they failed to compete with private banks from any point of view. Public banks have spent crores of rupees in changing costume and appearance of their branches, but totally failed to change minds and mentality of bank employees and their political masters.

Office fixture and furnitures of public banks changed but the mind-set of workers , government and regulating agencies did not change. This is why though banks have expanded their network of branches rapidly and reached almost to all villages but there is no improvement visible in quality of operation, quality of lending and quality of service or housekeeping of public sector banks.

Not only market share of business of public banks has faced sharp erosion , but Quality of assets has also been deteriorating quarter after quarter and government is forced to provide support of capital to weakening banks from time to time. PSBs had a market share of around 80 per cent and private banks 20 per cent as on March 2013. Within PSBs, SBI has the largest market share of 19.1 per cent, and the balance 20 NBs account for 60.6 per cent.

In 1991 too , Government gave absolute freedom to public banks in deciding interest rate structure, in process of recruitment and in process of promotion of bank employees . RBI deregulated power of expansion of branches and empowered all banks to decide their expansion policy keeping minimum norms in mind only. But the bitter truth is that private banks like ICICI , HDFC, Axis Bank, Yes Bank have snatched major chunk of quality business from public banks . Position of public bank officials have become pathetic and these officials are moving from pillar to post to garner good business but always fail.

Not only this , majority of good and quality customers are inclined to bank with private banks only despite the fact that their charges are quite higher than public banks. Even large amount of government fund is parked in private banks. Large corporate houses disburse their salary of their employees through only private bank. Public servants, politicians and even employees of public sector banks in large numbers have their main account with private banks.

Position of public banks is so much pathetic that they are constrained to extend concession in interest rate, concession in processing and other charges and various other concessions to attract customers from private banks. Even by these ill-motivated tactics and even by sacrificing liberally the interest of public money , they face much difficulty in attracting and sustaining quality good customers. Customers who are somewhat of inferior quality and whose integrity is doubtful approach public banks offering so many gifts and temptation of top officials of public banks.

Not only this, when account of such unscrupulous borrowers goes bad and become substandard and doubtful for recovery, they think it wise to rephrase their account, restructure the account or sanction additional loan to keep them standard and to save them from Ministers and their top bosses. Bank management of almost all public banks use to fix target not only deposits and advances but also for Bad assets i.e. for Non Performing Assets. Window dressing is used not only for achieving targets for deposits and advances but also for NPA. Banks use to show false recovery or use other wrong tools as mentioned above to hide bad loans and continue to treat them as Standard Advances so that their target for cash recovery as also for terminal NPA is achieved . Not to speak of loss caused to bank by bad assets, even loss caused due to ever rising incidents of fraud is enormous.

Despite all window dressing methods and unethical lending and unethical write offs, banks are unable to give even half of incremental growth every year which a private bank use to give. Now RBI has given license for payment banks. These payment banks will cut considerable amount of CASA (Savings and Current deposits ) of public sector banks. New generation banks have already taken large portion of CASA. Average CASA of Private banks is more than 40 percent whereas that of public banks is less than 30 percent of total deposits. Now payment bank will cut their share of slice from existing public bank only. There is no doubt that these payment banks will adversely affect the profitability of public banks.

High value loans of good quality and high value bulk depositors have already been taken away by new generation private banks and now small and mid level depositors will also switch to these Payment banks in quest of getting excellent service of deposits and quicker remittances to their target. .

Overall outcome is that public banks are already facing depletion in their capacity to bear with rising burden of rising bad debts .NET interest margin is getting thinner and it will further get thinner when share of CASA will fall due to Payment banks newly created by Government. Cost of deposits of public banks will further go up and yield on advances will fall sharply first due to politically motivated bad lending and then due to constraint in recovery from bad borrowers .

Quality of manpower and quality of management will further add fuel to fire. And lastly government itself take all possible steps to spoil future of public banks for their political gain. It is they who impose various schemes on public banks to attract voters and it is they who get many unproductive work get done by public banks only. As such already public banks are already dead bank or running on ventilators, now Payment bank will prove to be last nail in their coffin.

Last but not the least, if it is assumed that public sector banks will not be affected by newly launched payment banks, then it is almost certain that Payment Bank of Narendra Modi Government will die its natural death within a few years as Mahila Bank of Chidambram almost failed . Private banks will not get much impact because they have already shaken hands with Payment banks directly or indirectly.

Government made experiment by Cooperative Banks ,Regional Rural Bank and now making experiment with Payment Bank. RRB and Cooperative Bank almost died or on the verge of it or merged with some or the other bigger bank. In future Payment bank will merge with some or the other Private bank of modern era

As a matter of fact Government is using it a social welfare bank when it come to talk f politics , treating them as commercial bank when they review performance of PSBs in comparison to private banks and talk of profitability when bank employees demand respectable wage hike.

Mr. Jaitley speaks to media and tells that PSBs are performing better than private banks but when media ask questions about stressed assets , he says that health of assets is not good and volume of bad assets has gone above accepted level.

At Gyan Sangam held last year Mr. Modi assured to give full freedom to banks and to ensure minimum interference in banking operation but it is he who use to use banks for political purpose without caring for deteriorating health of these banks.

Obviously Government has to first make it crystal clear PSBs are commercial entity or purely profit making entity as private banks are. Charity and business cannot go together . If banks have to be used to distribute charity in social welfare schemes, government should stop talking about profit and stressed assets. Otherwise , if they want Public banks to perform as purely commercial entity, then they should stop using banks for political gain and slowly handover these banks to private business houses .They should ensure all development work , charity work or poverty alleviation work or infrastructure development work through their administrative offices only .Or else they should establish new banks with pure purpose of helping poor .

Know About Payment Bank

A payments bank is a type of non-full service niche bank in India. A bank licensed as a payments bank can only receive deposits and provide remittances. It cannot carry out lending activities. This type of bank was created to help India reach its financial inclusion targets. This type of bank is targeted at migrant labourers, low income households, small businesses, and other unorganised sector entities.

The minimum capital requirement is ₹100 crore. For the first five years, the stake of the promoter should be 40% minimum. Foreign share holding will be allowed in these banks as per the rules for FDI in private banks in India. The voting rights will be regulated by the Banking Regulation Act, 1949. The voting right of any shareholder is capped at 10%, which can be raised to 26% by Reserve Bank of India (RBI). Any acquisition of over than 5% will require approval of the RBI. The majority of the bank's board of director should consist of independent directors, appointed according to RBI guidelines.

The bank should be fully networked from the beginning. The bank can accept utility bills. It cannot form subsidiaries to undertake non-banking activities. Initially, the deposits will be capped at ₹1,00,000 per customer, but it may be raised by the RBI based on the performance of the bank. The bank cannot undertake lending activities. 25% of its branches must be in the unbanked rural area. The bank must use the term "payments bank" in its to differentiate it from other types of bank. The banks will be licensed as payments banks under Section 22 of the Banking Regulation Act, 1949 and will be registered as public limited company under the Companies Act, 2013.

On 23 September 2013, Committee on Comprehensive Financial Services for Small Businesses and Low Income Households, headed by Nachiket Mor, was formed by the RBI. On 7 January 2014, the Nachiket Mor committee submitted its final report.Among its various recommendations, it recommended the formation of a new category of bank called payments bank.

On 17 July 2014, the RBI released the draft guidelines for payment banks, seeking comments for interested entities and the general public. On 27 November, RBI released the final guidelines for payment banks.

On February 2015, RBI released the list of entities which had applied for a payments bank licence. There were 41 applicants. It was also announced that an external advisory committee (EAC) headed by Nachiket Mor would evaluate the licence applications.

On 28 February 2015, during the presentation of the Budget it was announced that India Post will use its large network to run a payments bank. The external advisory committee headed by Nachiket Mor submitted its findings on 6 July 2015. The applicant entities were examined for their financial track record and governance issues.

On 19 August 2015, the Reserve Bank of India gave "in-principle" licences to eleven entities to launch payments banks:

The "in-principle" licence is valid for 18 months within which the entities must fulfill the requirements. They are not allowed to engage in banking activities within the period. The RBI will consider grant full licences under Section 22 of the Banking Regulation Act, 1949, after it is satisfied that the conditions have been fulfilled.

The RBI on Wednesday granted ‘in principle’ approval for payment banks to 11 entities, including big names like Reliance Industries, Aditya Birla Nuvo and Tech Mahindra, as also Airtel and Vodafone.

What are they?

New stripped-down type of banks, which are expected to reach customers mainly through their mobile phones rather than traditional bank branches.

What they can and can’t do

-They can’t offer loans but can raise deposits of upto Rs. 1 lakh, and pay interest on these balances just like a savings bank account does.

Why are they going to be a game-changer?

This is for the first time in the history of India's banking sector that RBI is giving out differentiated licences for specific activities. RBI is expected to come out with a second set of such licences — for small finance banks — and the process for those is in its final stage. The move is seen as a major step in pushing financial inclusion in the country.

It’s a step to redefine banking in India. The Reserve Bank expects payment banks to target India’s migrant labourers, low-income households and small businesses, offering savings accounts and remittance services with a low transaction cost. It hopes payments banks will enable poorer citizens who transact only in cash to take their first step into formal banking. It could be uneconomical for traditional banks to open branches in every village but the mobile phones coverage is a promising low-cost platform for quickly taking basic banking services to every rural citizen. The innovation is also expected to accelerate India’s journey into a cashless economy.

India’s domestic remittance market is estimated to be about Rs. 800-900 billion and growing. With money transfers made possible through mobile phones, a big chunk of it, especially that of the migrant labour, could shift to this new platform. Payment banks can also play a crucial role in implementing the government’s direct benefit transfer scheme, where subsidies on healthcare, education and gas are paid directly to beneficiaries’ accounts.

Also, this is the first time since banks were nationalized, that private sector business groups have bagged the RBI’s nod for banking services.

What has the experience been in other countries?

Payment technologies have proved hugely popular in other developing countries. In Kenya, the most cited success story, Vodafone’s M-Pesa is used by two in three of adults to store money, make purchases and transfer funds to friends and relatives.

Employee union opposes entry of payment banks -Economic Times-21.08.2015

VADODARA: A leading bank employee union today opposed setting up of payment banks and said their entry will hurt the interest of public sector lenders.

RBI has granted in-principle approval to 11 entities to set up Payment Banks, who will be able to collect deposits (initially up to Rs 1 lakh per individual), provide Internet banking, facilitate money transfers and sell insurance and mutual funds. They can issue ATM/debit cards, but not credit cards.

Allahabad High Court On Condition Of Public School

UP Government has terminated the services of the teacher who had filed PIL in Allahabad Court against pathetic position of primary education in the state of Uttar Pradesh and based on which the High Court issued order to UP government to ensure that wards of all public servants are admitted only in Government Schools within a timeframe of six months. This historic order of High Court has brought the Government in a worrisome and awkward situation where Compliance of court order is equally dangerous than non-compliance of the same.

Government has taken a suicidal step by terminating the teacher who had filed PIL against government. This step tantamount to not only contempt of court but absolute disregard of court.

It proves that the government is neither worried about poor quality of education nor about the moral duty of putting court order in action in true spirit.

I think this step will prove to be a last nail in the coffin of UP government led by Samajwadi Party. I of strong view that parent of children of UP state who are real victim of pathetic position of primary or higher education in the state should revolt and teach a lesson to UP government . The may unite and come out with a mass rally or vote against the party in coming election.

If people of UP remains silent spectator of wrong step taken by UP government , there is no doubt that clever politicians ruling the state will opt for knocking the door of Supreme Court or pass a law nullifying court order. Already state of UP is victim of law and order problem and UP police has completely failed to protect the life of common men .

Political transfers, unabated killings of innocent by mafia, beating by police at behest of political masters ,inaction on rising incidents of rapes have already made the public sufferer and looser by giving SP power to rule. I am fully confident that voters will not commit blunder by re-electing SP to power in forthcoming election.

UP govt sacks whistleblower teacher-20th August 2015---The Hindu

The Uttar Pradesh government has terminated the job of Shiv Kumar Pathak, a trainee government teacher who had filed several Public Interest Litigation cases to highlight pathetic condition of primary education in the State. He had also filed cases with allegations of irregularities in the recruitment of primary teachers in courts.

In a PIL case where he was also one of the petitioner, the Allahabad High Court had on Tuesday, ordered that all government employees, public representatives and judges have to mandatorily send their children to government schools.

The court issued directives to the State Chief Secretary to ensure that its order is implemented putting the government in a "tricky situation" as government schools have become "the last refuge of only the poor", as Mr. Pathak put it.

Mr. Pathak told The Hindu on phone that he was sacked because he was "actively highlighting the pathetic state of affairs of primary education."

I think that the government is not happy with my activism highlighting the bad state of affairs of primary education in the State. The government order which informed me about my termination said I was not "fit" to be a teacher," said Mr. Pathak who was posted as a trainee teacher in Pandeypur in Sultanpur district of Uttar Pradesh.

But the trigger of his termination, said Mr. Pathak, was his PIL because of which the High Court ordered the government workers, elected political representatives and judges to send their children to government

The government order dated August 17, informing Mr. Pathak about his termination said “filing PILs” and “leave without permission” were the two reasons behind his termination. Mr. Pathak was appointed for the post of primary school teacher in Januray this year and was going through the training period.

Mr. Pathak rejected the government order saying that he had to take leave to attend the Court hearing for which he had sent a written application.

"I will approach the court if the State government doesn't do justice with me," he told The Hindu.

The Allahabad HC had in its order made strong remarks about the state of primary education in the State and ordered that all salaried employees of the government besides elected representatives and judges must send their children to government school.

The State Advocate General Vijay Bahadur told the media that the government is waiting for the High Court order and will take a decision on the issue only after reading the order and examining all aspects associated with it.

My Comment dated 19th August 2015 on Allahabad Court Order dated 17th August 2015

Allahabad High Court has given order to Uttar Pradesh Government to ensure that children of Government servants are admitted only in government run schools. Some people who want to take care of their children are treating this order of Apex court as encroachment in their fundamental right of choosing place of education as per their will and choice. Some legal experts consider the said order as judicial outreach.

Public servants think that career of their children will be spoiled if they are forced to send them in government run schools only. These clever, corrupt and immoral persons know very well that it is they who have looted these temples of education in the name of freedom , in the name of democracy, in the name of caste, in the name of minority or secularism and in the name of fundamental rights.

Half a century ago, there used to be government run schools, hospitals and airlines only and comparatively these institutions used to serve better then . Because options of private schools used to be negligible. People used to trust only government run schools, hospitals and all .Trust level of these institutions have faced severe erosion since 1991 when our own government started giving more value to private sector in the name of privatisation and to conceal their evil work. These people propagated a line of privatisation so that their evil work and loot of public money is not exposed . Otherwise Government run schools were not as bad as they are now.

Logically it is rightly suggested by a class of intelligent people that court should make effort first to reform the existing system . They say that court should first give order for improving the quality of these schools and then force their child to be admitted in such schools. Otherwise it is encroachment in their fundamental right.

But the question is who will come first. First egg will come or first Hen will come. It is true that wards of judges should also be admitted in government run schools. Here essence of the judgement is that if children of public servants as also that of politicians are admitted in such schools, they will honestly work for good quality education in these schools. On a broader spectrum , if these servants treat entire country as own family, entire system will improve .We find pathetic position all where , in all offices , in all schools and colleges wherever government has control , directly or indirectly , partially or fully. Because there is no patriotism anywhere .

People in government job or politicians who rule this country treat all these places as scope for earning wealth for their family. Heavy fund is spent on such Government schools on papers , but major chunk of it is lost in pilferage and taken away by public servants including politicians.

Appointment of teachers and supporting staff are done not on the basis of merit but on the basis of underhand dealings or value of recommendation the candidate is able to bring to ensure selection for the post. If a teacher is appointed, , merit is not seen in him , potential and capacity of teaching in the person is not assessed, , only thing in mind of selector team remains who has recommended for his appointment and what money he is ready to offer in lieu of job. Quality is not given any significance in any of government offices.

This is why private schools, private hospitals , private airlines , private banks are getting recognition in the minds of all parents. And government t run places are meant and used for parking poor and weaker persons only.

As such when public servants are forced to send their child to government run schools, these public servants will definitely take all possible care to provide education better in government schools than that provided by private schools.

Further it is to be kept in mind that in our country , it is only judiciary outreach which helps in improving condition in any sphere of life. Politicians and public servants do not have time for giving value to their moral and religious duty towards citizen of India . They play caste or communal cards to win the election . They are least bothered of poor or quality of performance. And it is ironical that their such cards get success many times in election. .Even religion has failed to motivate these greedy people to serve mankind honestly . People fight in the name of religion, fight for saving religion, riot in the name of religious pundits or temples or masjids but do not follow preaching and principles of religion honestly and truely.

As such when court given a ruling , even if it appears that judiciary has surpassed its jurisdiction , it must be honoured , respected and given all weightage.

Why not we think , Why court has thought it better to go beyond their judicial area , why do they think it necessary to encroach in legislative and administrative powers . Do you think that judges who deliver such orders do not know the law and do not understand the spirit of these laws. They know what the Constitution say and they know the condition prevalent in outside world. It is good luck that at least court has taken cognizance of pathetic position of government run schools and suggested a small step which in the long run may help in improvement of these poorly run schools, hospitals, and other offices.

Those who are engaged in debate to decide whether the court order is good or bad, constitutional or unconstitutional, within power or outreach should think why there is continuous deterioration in quality of teachings in government run schools. Why educated youth do not want to accept the job of a teacher if he or she has other option available . Why there is a mad rush to become an engineer or a doctor or a management expert? Why a educated person prefer even a job of a peon or waiter in a hotel or a cleaner in an office than to become teacher? Why youth who do not get job elsewhere and who is constrained to go for teaching, he or she try to go for teaching in a private school?
Further , those who are engaged in debate over said court order ,do not think that cost of education in private schools right from kids schools to schools for higher studies has gone up to such a high extent that poor or even upper middle class cannot afford. It is hardly five percent of population who can afford costly education for their wards in reputed private schools. Why do they not talk of their fundamental right of education because admission in private schools is slowly and gradually going beyond their reach and affordability.

Million dollar question is after all why people do not want to send their children to government schools for education?
Why do they no like to get treatment of their sick kith and kin in government hospitals?
Why do they not like to fly by Indian airlines?
Why do they not like to have account and business in public bank?
Why do they not like to buy goods produced by Indian companies and prefer imported goods?
Why do Indian talent prefer working in USA , UK and abroad but not for Indian Companies? And so on..

I therefore not only justify the judicial order of Allahabad Court directing UP government to force public servants to send their children to Government schools only, I like to request courts to give order directing public servants to get treatment of them and their family embers only in Government run hospitals. Bills pertaining to treatment in private nursing homes or private hospitals should not be paid from Government fund. Rather public servants opting for treatment in private hospitals should be punished and penalised.

I like to request courts to direct all public servants, ministers and politicians to fly by Indian Airlines only and to buy goods produced by public sector undertakings in preference to multi-national companies.

Last but not the least , media men who are wasting time in conducting debates on their TV channels to decide whether the said court order in as per Constitution or not should stop such debates on focus on point whether the said court order is helpful and good for common men?

Media men should debate why political class who ruled this country for seven decades failed to protect the quality of public utility services like education, medical care , transportation , roads etc ? They should debate whether rulers of this country who ruled this country for seven long decades performed their duty as per wishes and ambitions of our great Constitution and great Constitution makers.

Media men should debate whether executive and legislative wing of the country is performing well and whether they are not encroaching fundamental rights of common men?

And lastly whether media men are made and meant for projecting only negative sides of all events, all acts , all individuals, all institutions and all rules, laws and policies.

Whey media men point out their accusing fingers towards Allahabad court order directly or through participants chosen by them , they should also try to know what is happening in other developed countries like USA.

Education in the United States is provided by public schools and private schools.About 87% of school-age children attend public schools, about 10% attend private schools, and more than 3% are homeschooled.

State governments set overall educational standards, often mandate standardized tests for K-12 public school systems, and supervise, usually through a board of regents, state colleges and universities. Funding comes from the state, local, and federal government. Education provided to all American s is not only free but also mandatory and of high quality standards.

Education in USA is compulsory over an age range starting between five and eight and ending somewhere between ages sixteen and eighteen, depending on the state. This requirement can be satisfied in public schools, state-certified private schools, or an approved home school program.

The United States spends more per student on education than any other country. American students rank 14th worldwide in cognitive skills, just behind Russia.On the other hand, of the top ten colleges and universities in the world, eight are American. (The other two are Oxford and Cambridge, in the United Kingdom.)

Why India spend so little on education and why the government is so much negligent on performance and teaching standard in these schools which forced Allahabad High Court to go beyond their jurisdiction .

Allahabad HC orders UP officials, politicians to send their kids to government primary schools

The Allahabad high court on Tuesday took a serious note of the pathetic condition of primary schools in the state and directed the chief secretary to ensure that children/wards of government officials/servants, those serving in the local bodies, representatives of people and judiciary, etc., send their wards to these schools.

"Only then would they be serious enough to look into the requirements of these schools and ensure that they are run in good condition," the court observed.
Hearing a slew of writ petitions filed by Umesh Kumar Singh and several others, Justice Sudhir Agarwal directed the chief secretary to take steps within six months so as to make the aforesaid directions effective from the next academic session of primary schools.

The court also directed him to submit a compliance report immediately after the lapse of six months.

The issue involved in the writ petitions was with regard to appointment of assistant teachers in state's primary schools.
During the course of hearing, the court noticed the deplorable condition of these schools and observed that although they are catering to the needs of 90% population of children, their condition could be described as "shabby."

The court further observed that as officials responsible for running these primary schools are treating them in a shabby manner, these schools have given rise to multiple litigations.

Government Not Serious On Sickness Of PSU Banks

AIBEA has given a call for all bank employees to observe strike on September 2 , 2015 to protest against proposed modification / amendments in labour laws to the detriment of bank employees and to favour employers.

AIBEA has further requested Government to declare Loan to Kingfisher as wilful default so that bankers can recover the money from defaulter like Vijya Mallya. This makes it clear that despite several efforts made by many banks, bank officials failed to convince the borrower and the court that the default is wilful. Not only Vijya Malya, there are hundreds of such big defaulters , who are not repaying the dues to banks despite the fact that they have capacity to repay in time, but bankers are unable to consider the default as wilful default.

It is just enough to prove that not only bankers have acted with negligence in lending to high profile borrowers in greed of some favour and some material gain but also Indian laws and Rules framed by RBI are proved to be ridiculous and ineffective. It is painful that banks are needed to prove the default as wilful to recover the loan given to a borrower. After all, default is default. Courts and tribunals are unable to decide bank cases filed against defaulters in years and decades. It is Himalayan task for bankers to prove in court that they have given loan to defaulter, that documents are genuinely executed by defaulters only and that amount of default is correctly calculated.

Government of India do not hesitate in building pressure on banks to lend money to big infrastructure project, big corporate, high value business houses, Power generating companies or power distributing companies or even to farmers, small traders and small industrialists.

But when it is the issue of recovery of overdues from defaulters, Government of India do not extend any support to bank officials , rather bank officers are advised to be tactful and effective. When default occurs, blame is pointed towards nature, or global situation or domestic economic slowdown.

GOI fail to make laws or is unwilling to make laws effective so that money is recovered from all types of defaulters without the need of proving various points, like whether the default is wilful or not, like advance made was adequate or inadequate, documents executed by defaulters are time-barred or within limitation, whether proper notice has been served to defaulters or not, whether proper formalities for creation of mortgage of properties was created or not, whether any property not under mortgage can be seized or not, interest rate was low or high and so on.

Government of India is not willing to build pressure on courts and various tribunals like Debt Recovery Tribunals to decide the bank cases pertaining to recovery from defaulting borrowers in timeframe and fix accountability on judges and magistrates who in collusion with borrowers and in nexus with advocates go on delaying decisions on bank cases on flimsy grounds for years and decades.

It is very much painful and ridiculous too that Banks are forced to give loan to a person or a company in a timeframe of few days or few months but borrowers , loan takers are not forced to repay the loan on demand or face stern punishment and judiciary is not forced to decided the case in a fixed timeframe of few months or a year or two and courts are not forced to decide the case in fixed timeframe. I am unable to understand why does it takes years and decades to prove that loan has been given , that default has occurred and that defaulters have to repay the dues.

Banks are required to give loan to farmers, students, business men, professionals or industrialists without any trouble to loan seekers , but when loan takers fail to repay the loan in time willingly or unwillingly, then bank need to prove it from various angle that bank has truely given loan or default is wilful . It means needle of doubt is always pointed out towards bankers and not against borrowers who have wilfully defaulted in repayment of loan in time with a malicious intention to get it written off or to settle the loan under compromise with huge discount.

The root cause of accumulation of stressed assets in public sector bank is neither global recession or economic recession as claimed by clever bankers and clever politicians. Reasons for rise in stressed assets starts from the first day of loan sanction to days of monitoring, day of default and finally days when recovery processes are initiated till it is parked in courts for final ordeal. Quality of sanctioning of loan, quality of monitoring, quality of legal system , quality of politics, quality of governance, quality of workforce who handle such cases all need to be questioned and made effective .

The key reason is that bank officials in public sector banks are to sanction loans under pressure from some corner or the other or under pressure of achieving the target. If loan growth is not achieved , the career and personal life of bank officers may be affected badly. There is no protection to bank officers who are shouldering the task of loan sanctioning and loan processing. Loan processing officers and loan sanctioning officers may face threat to their life and their family or may face critical and frequent transfers or rejection in promotion. In such position , some officers become extraordinary clever and they start earning money from unfair means by giving loan to those who bribe them better. In this way they kill not only two birds but many birds with one stone. They achieve the target given by management and earn money from evil ways, they get appreciation in all meetings, they get quicker promotion, cash incentives not only from borrowers but also from bank management for achieving the target and finally get cream posting.

Bankers are meant to do banking activities , but they are forced to indulge in non-banking activities which adversely affects the quality of lending , quality of monitoring and quality of ownership for assets created by bank. Bank officers act as machine which work as directed by machine owner. They do not have love for banks but love for higher bosses who can make or mar their life and career. The culture in government banks is to pass the time somehow or the other and leave the evil work behind for followers. There is complete lack of ownership and loyalty. Quality is not significant , quantity is important.

Second reason is political exploitation of banks by politicians and local muscle men. Safety of bank officers depends on the mercy of God. In naxal areas , bank officers do not have courage to say 'no' to any loan seeker or even reduce the amount of loan sanction compared to what is demanded by local goondas and muscle men directly or indirectly for others.

Third reason is position of bank officers become pathetic when loan turns bad . When loanee do not repay the loan, bank officers can do nothing other than worshiping defaulters as if defaulters is God. It takes years and decades for bankers to prove in courts that they have really given loan to defaulting borrowers and they have calculated interest correctly or the documents executed by defaulters are genuine and with Limitation act provisions.

Government , either state or central , is unable to pressurise their officials in various departments to clear the project in timeframe and penalise who wilfully delay the process of statutory clearances. GOI is unable to provide land, coal ,power and other inputs for timely completion of projects promoted by various business houses. It is known to all that project valued Rs.400000 crore in steel sector are pending and languishing in various offices for decision for years and finally when cost escalates , promoters surrenders which finally resulting in converting standard asset to Non Performing assets.

Similarly power generating companies and distributing companies have been financed thousands of crores of rupees by various public sector banks and most of them are defaulters because they are unable to recover even the cost from consumers of power to political reasons. Politicians do not want to increase rate to give comfort to voters but when these power companies book loss and default in repayment of bank loan, Government blame banks for failing to recover the dues .

Finally , even if it is proved and it is known to all that loan sanctioned to such defaulters was with ill-motivation and with negligence there is none to penalise such bad officials. Rather corrupt officers are awarded in various ways. As such there is no fear of action in the minds of any bank officer even if the loan given by them become Non Performing Asset. Officers in bank or elsewhere pass time somehow or the other and get retired leaving behind stressed assets in amounting to crores of rupees. Officers and ED and CMDs of bank sanction loan lavishly and after two to three years transferred to other branches or other banks and none is held responsible for lapses because all of them are birds of same feather. This is why ownership for assets crated by bank loan is not developed in bank officials of government bank as it is inculcated , promoted and crated for each asset in private banks.

Intrest Cut Is Not Medicine For Sick Banks

Finance Minister met Chiefs of banks on 12th of June 2015 to assess their performance and to discuss the steps to fight against the menace of bad debts and stressed assets. After marathon discussion on all points , only one point has emerged in media .

Media has written in bold letters in headlines of their papers that Finance Minister has expressed hope that public sector banks as well as private banks will curtail interest rate in near future in view of three times cut in repo rate announced by RBI during last few months.

I am not convinced why banks should bring down rate of interest on lending only due to the reason that RBI has announced little cut (by 75 basis point) in repo rate. Every banker knows that role of repo rate is minimum in process of fixing Base Rate.

Repo rate in rate of interest charged by RBI to banks which borrow money from RBI for short period. Here it is proper to point out that banks are supposed to lend money based on the nature and volume of deposit they mobilise from market . Banks are not supposed to borrow money from RBI and lend it in the market.

Further most of the banks have enough liquidity and enough deposit base to lend. But they are not able to find out loan takers due to various other reasons. Banks are constrained to invest money in mutual fund, various bonds and SLR funds. Banks think it safer to invest money in stock market . Majority of banks have parked money (invested in government securities ) in SLR more than what they are legally bound to. Statutory Liquidity Ratio is currently 21.5 % but this ratio in greater in many banks. This is because banks are not focusing on lending .They are now doing insurance activities to earn few crore of rupees sacrificing the future of hundreds and thousands of crores of rupees trapped in the hands of bad borrowers.

Secondly money lent by banks are not coming back in time and as per scheduled demand raised by banks. This creates asset liability mismatch forcing banks to depend on RBI and borrow money at Repo rate. Banks do not find it necessary to recover the money from borrower in time and take timely action against defaulting borrowers. They want to be in good book of the borrower without worrying about health of bank they serve. They want that they retire from bank without inviting any personal loss.

Base Rate is fixed as per RBI guidelines, depending of cost of fund, establishment expenses and other operational cost . Banks cannot and are not supposed to reduce base rate as per their rates as per their whims and fancies or as per sweet will of Finance Minister. Banks are not supposed to reduce base rate just to please Finance Minister. Some of banks have reduced rate by 10 or 25 basis points merely to please FM without realising the impact of reduction in base rate on health and profitability of bank.

Rate of banks is reduced by bank management not after analysing cost of fund but purely as personal need and greed of Chief of the bank, outcome of flattery to ministers and as per perception of individual who is acting as Chief of the bank. Rates are changed overnight and even by such banks whose assets are severely strained and stressed. Banks are not earning interest on assets and if earning , they are not able to recover the interest from borrower, still they treat such income as per or earning for a year to inflate profit and to win the blessings of ministers so that they may get good incentive in cash or by getting good job after their retirement. Weak banks announce rate cut because they are least bothered of weakness of bank , they are concerned more about their career. Same applied for junior officers . Same culture percolates down.

Here it is also interesting to point out that SBI chairman Mrs Bhattacharya has honestly admitted that despite cut in interest rate there is no proportionate increase in credit growth. It is rather bitter truth that credit growth is not function of interest rate only. Role of interest in growth of credit or in quality of asset is insignificant.

Top officials grant huge concessions in interest rate and processing charges to high value borrowers either to get in return precious gifts for self or to please some other VIPs . There is no denying the fact that majority of high value defaulters have been given interest concessions and still they could not turn loyal to bank. Bank management takeover accounts of other banks by offering unwarranted concessions in interest rates but fail to maintain good standard of assets and fail to increase good quality assets.

Bad borrowers may be loyal to top officials and ministers but are never good for health of the bank they borrow money for business. Character, nature and activities of majority of officials of bankers is not to safeguard bank they are employed , but to brighten their own career , own future and to develop good relation with higher bosses powerful politicians so that they are safe and their family leads a wealth and prosperous life.

I have therefore no doubt in saying that volume of stressed assets in banks will continue to rise and rise particularly in pubic sector banks. Top officials of PSBs are busy in keeping minister happy whereas private banks focus on health of their assets , profit of banks and enjoyment of workforce. This is why credit growth in private banks is around 25 to 35 percent per year whereas in PSBs it is hardly 10 percent. Similarly CASA ( savings and current deposit) in private banks is more than 40 percent whereas in PSBs it is around 20 to 30 percent . On the contrary quality of lending in PSBs is worse and this is why volume of stressed assets in PSBs is more than 10 percent whereas it is around 1 to 2 percent in private banks.

If a Branch Head in a bank sanctions loan of Rs.one crore , he becomes happy not because his branch will earn profit , but because his boss (immediate higher authority) will be happier and help him in getting out of turn promotion. He or she does not bother about future of such loan. A CMD of a bank permits finance of hundreds of crore of rupees to a corporate house not to increase real and quality business but to please some VIP sitting in controlling offices. Pressure of target on each sanctioning authority is tremendous and hence quality of lending is invariably diluted at all stages, in all branches and in all Regional Offices. Even if a loan goes bad, even if there is default and overdues, branch officials or Regional Office think it safe to hide it .

If any official dares to say spade a spade , he has to face the music of his higher bosses either in form of bad transfers or rejection in promotion. Bank officials have neither freedom to treat bad accounts as bad nor to deny sanction to bad person and bad company. This is the most painful story of working culture in public banks.

Finance Minister or Prime Minister may conduct number of meetings with Chiefs of banks or with RBI officials. But they cannot guarantee good health of bank with existing mind-set. Regulating agencies think it safe and pleasant to believe on what Chiefs of Banks say in meetings and remain satisfied after getting written certificates submitted by clever officials confirming compliance of various guidelines. They do not think it necessary to verify the genuineness and correctness of certificates of compliances submitted by various offices including banks. So far as bank Chiefs are concerned , they too are clever, they get false certificates from their juniors by building verbal pressure on juniors and thus keep ministers in good stream.

Every quarter , health of almost all banks in public sector is deteriorating , but RBI and FM still express satisfaction on functioning and health of PSBs, despite the fact they now that there are huge volume of hidden NPA in each bank, that quality of lending by PSB is extremely bad and that there is no repayment culture in the country , there is no legal and administrative support to banks in recovering money from defaulters. Banks are more or less on mercy of borrowers so far as repayment of loan by borrowers is concerned. It is open secret that bank management think it wise to write off bad loans and sacrifice huge principal amount and interest to defaulter .It is ultimately taxpayer's money which Government infuse in banks to save weak banks from collapse.

FM has not talked about window dressing in deposits and evergreening in loans , FM thought it better ti keep mum on risk arising out of improper and unwarranted restructure of loans undertaken by clever bankers to treat bad loans as good loan. FM focused only on interest rate reduction knowing very well that interest cut is not going to create demand for credit in the market unless and until an environment ( political,, social, economical ,pollution, infrastructure etc ) conducive for business growth and for earning profit on capital is created.

There is downfall in business of Tata, Birlas, Mafatlal, Ambanis, and Adani like big giants , There is downfall in auto market, real estate, power generation, textiles etc even though there are many businessmen in these areas who have surplus cash in hand. Many business houses are unable to invest their surplus cash and they do not depend on bank interest rate .

As such , FM , RBI, bank Chiefs and all regulators have to first learn to accept and say the bitter truth , ground reality and true mindset of workforce. They plan growth keeping in view that every ingredients required for growth are placed in ideal position . They do not like to accept that all public servants including bank chiefs and politicians turned ministers do not think for the society , for the country or for the safety of organisation they serve. They think only for self interest .

Hence they have to devise all processes in more transparent way and reduce delegated powers of all individuals to the maximum extent possible . They cannot find good reports from auditors and inspectors if they are forced to complete audit and inspection in specified and negligibly few days and that too they are forced to write in their reports as per whims of bosses. None of higher bosses want that their evil works are exposed. All are birds of same feather and hence all try to protect the interest of colleagues first and then to protect the bank they serve. Similarly politicians first try to protect their post of ministers and then the common men or the country.

Conclusion:

If agriculture loan in any bank turn Non Performing Asset , it will be told by bankers that there is monsoon failure , even if the quality of lending was not good or even if there was role of bribery behind sanction of loans to farmers. Similarly if industrial loan goes bad , they will say that there is recession in the market. If traders loan goes bad, they will say that there is no demand in the market. If education loan turn bad , they will say that due to scarcity of employment opportunities students are not getting job. And so on................... There is no one to verify the genuineness of the reason attributed by bankers as cause of loan turning bad .

Politicians say that if interest rate is reduced , there will be credit growth and hike in creation of employment opportunities. They do not think that if a consumer has got no purchasing capacity , how demand will rise. If a salaried class person does not have capacity to repay instalment of even interest free housing loan, he or she cannot dream of buying a house of Rs.40 to 50 lacs. Until there is rise in income level of individuals, demand of any goods cannot rise, may it be auto or houses.

Further ,In the same environment and same economic conditions of the country, private banks make good finances and earn huge profit. GOI never bothers to think why public banks are only sufferer and why there is such huge erosion in quality of lending . Why Human workforce are not happy and why are not enjoying their work?

Politicians never like to introspect and analyse the real reasons resulting in accumulation of bad debts in PSBs and hence until they know the real cause, they cannot prescribe proper medicine to cure the sickness of banks. This is why PSBs are growing sickness year after year and they all are facing problems of stressed assets and shortage of adequate capital. Political exploitation of public sector banks for vote banks is not going to stop despite all promises made by present government and by all governments in the past .

EMIs May Fall Further, After Jaitley Meets Bank Chiefs-NDTV 13th June 2015

Home, auto and other loans are likely to get cheaper further, with Finance Minister Arun Jaitley on Friday saying that banks have promised greater rate cuts in the coming days. Addressing a press conference after his meeting with bank chiefs, Mr Jaitley said he discussed the transmission of Reserve Bank rate cuts by banks, among other issues.

Mr Jaitley expressed hope that banks will be able to further lower lending rates following a series of rate cuts from the Reserve Bank of India (RBI). Many banks have lowered their lending rates this year after the Reserve Bank lowered repo rate or main lending rate by a combined 75 bps this year. But the quantum of rate cuts by banks lag the reduction in the RBI's policy rate. The country's largest lender, State Bank of India, for example, has lowered its base rate by 30 bps this year. It base rate currently stands at 9.70 per cent.

Bankers have blamed tight liquidity and slower credit growth as reasons for not cutting rates aggressively. The loan growth for banks for the fiscal year to end-March was the slowest in 18 years.

Arundhati Bhattacharya, the chairperson of SBI, told NDTV that it has not seen much pick-up in demand since the cutting rates, though it is too early to assess the impact of the rate cut on credit demand.

Banks on their part, Mr Jaitley said, have asked the government to relook at small savings rates.

Many bankers had earlier said that high rates on small savings schemes like public provident fund makes them keep deposit rates high and this holds them from lowering lending rates. (With Agency Inputs

Arrogant Kejriwal And Lt Governor Mr. Jung

Lastly Kejriwal Has got setback in Delhi High Court. Media and AAP men made too much hue and cry against BJP after certain remarks passed by a judge in Delhi High Court two days ago. Today on 28th May 2015 Supreme court at the instance of Central Government directed Delhi court to review its observation . Today evening Delhi High court has given an interim order that Delhi CM Mr. Kejriwal cannot bypass LG Delhi. Notification issued by Central Government has been upheld by Delhi Court after due deliberation on the disputed notification.

There is no doubt in it that Delhi is a Union Territory and Lt Governor is Administrative Head of it who is directly under control of President of India and President of India acts on the advice given by central council of Ministers. In brief Delhi is governed by Central Government as per provision of Constitution. However after certain amendment of 1991, Delhi state has been given a special status and hence has a provision of elected government which is empowered to deal with matter of concern of common men.

State Assembly may make law related to any subject enlisted in state list or concurrent list except entries 1, 2 and 18 of state list. But all such laws are subject to review of LG , Parliament and Central Government. In case of overlapping of law to any subject, the law framed by Parliament will prevail. The role of Chief Minister of Delhi and council of ministers is only to aid and advice Lt Governor who after due discussion and consultation may give his ascent on the bill. Obviously Delhi Government is not free to impose any rule or act on Lt Governor who as per provisions of Constitution represents Central Government only. But if CM and LG go together as joint entity , they can do a lot of good work and save their time in unnecessary and avoidable quarrels.

In such situation , it is the duty of CM Delhi to consult with Lt Governor on every important issue and only after mutual consent , he can and he should announce or initiate any bill. It is unfortunate that CM Mr. Kejriwal does not understand this well or does not like to understand wilfully to focus on full statehood .

It is undoubtedly true and a fact that his ego is hurt as soon he is told to consult Lt Governor. During his last 49 days rule, Mr. Kejriwal resigned from Post of CM only because he wanted to introduce Jan Lokpal bill without taking concurrence of Lt Governor . His rigidity annoyed opposing parties BJP and Congress Party . Lastly he thought it better, beneficial and strategically profitable to leave the post of CM and hence he surrendered his government.

After getting a great jerk and facing huge humiliation in public domain , I thought , Mr. Kejriwal has learnt lesson and he also begged pardon from public. But unfortunately , Mr. Kejriwal has again entangled himself in the same ego clash with the same Lt Governor on the issue of administrative powers related to transfers and posting.

Only difference is that last time he was blaming Governor Mr. Jung saying that he is agent of Congress Party and this time he is Blaming again the same Lt Governor Mr. Jug by saying that he is viceroy of BJP led government and Agent of Mr. Modi.

Kejriwal is like a bad carpenter who usually quarrels with his tools, is like a bad dancer who abuses quality of floor , is like an administrator who blames law of the land , is like a CM who abuses Constitution and like a government head who abuses external agencies for his failure, deficiencies and shortcomings in performances.

God knows whether Mr. Jung is agent of Congress Party of BJP , but this is for certain that Mr. Kejriwal does not know the art of taking work and art of performing with all types of persons and officers . He perhaps does not know how to get work done by process of consultation ,discussion , debate and motivation. He does not want to listen to views of others . His ego put hurdles in smooth functioning.

On the contrary ,Lt Governor Mr Jung does not make any public comment and silently perform his work and he got support from Congress Party when UPA was in power and he is getting support from BJP when NDA is in power.

Kejriwal is no doubt elected by public vote and his party has got full majority in assembly. But he cannot overrule provisions made in the Constitution. Mr. Kejriwal should keep in Mind that Mr. Modi also represents a elected government and enjoys majority . Mr. Kejriwal represents one crore whereas Modi represents 125 crore of people of India.

He could have referred his liking and disliking of officers and he could have referred the matter of corruption related to officers and police to Lt Governor and could have waited for he outcome. Governor cannot and should not delay the action against any corrupt officers , even if he or she is of central services. He could have followed up the matter with LG . If despite reminder, Lt Governor favours corrupt officials, he could have brought the matter to the notice of Central Government and President of India. Finally he could have brought the matter in public domain if his effort failed as per existing laws, customs and provisions. There is however no reason to believe that Lt Governor will favour a corrupt officer or corrupt police man.

Habit of Mr. Kejriwal of putting blame on all, blaming Modi for all petty matters, tagging Governor as viceroy of Modi or Agent of Congress Party or calling any officer as corrupt , thief or looter in public meeting without proofing the allegation is not taken in good spirit by any civilised public servant or by any unbiased commentator and critic.

His dirty politics and his untimely attempt to jump to Central politics had annoyed his many colleagues in the past and many of his close associates have left him or have been expelled by him. Kejriwal had lost his popularity in the country which he had gained just after winning last election .

When Mr. Kejriwal and AAP won election this time by winning 67 out of 70 seats he had promised to confine him and his party to Delhi and for this reason he had expelled reputed leader like Yadav and Bhusan. Unfortunately Mr. Kejriwal is again trying indirectly to jump into national politics by focusing and criticising all the time what Mr. Modi is doing , what Mr. Modi is speaking in public meeting and which dress Mr. Modi wears or why Mr. Modi visit foreign countries. .

I am saying so because he willingly and knowingly passed a resolution in State Assembly against notification of Central Government . He knew it very well that Lt Governor is really administrative head of Union Territory and his role is only to aid and advice LG only. His only motto is to create problem for Modi government and get coverage on TV. He with bad objective wants to get full State hood to Delhi and he wants to function as CM of other states. He also knows that Delhi is kept as Union Territory keeping in view the nature of Delhi and all functions of Central Government positioned in Delhi only
.

Despite this bitter truth , Mr. Kejriwal is trying to evoke emotions of common men by his speech in Assembly even though he understands well that the full statehood to Delhi may cause risk to the country . He is self centred to remain in power and to capture power of the country through the way of Delhi

Mr. Kejriwal had started his movement against corruption from the platform of Team Anna and India Against Corruption. He used to blame all ministers of Congress Government and used to focus on scams of Shiela Dikshit government and Manmohan Singh Government. But he took support of same Congress Party to capture power in Delhi Last time. He became CM of Delhi and forgot all scams and all ministers who were considered by him as looters and anti-national. He used to say that all looters will be in jail when he comes to power. But he forgot all looters for the sake of power.

After one year when he found that Congress Party is not a force to reckon with and Mr Modi became a winning candidate for PM, he started putting blame on Modi and cursing Modi government for all shortcomings of the country or for the pitiable position of poor and for all pains of farmers and common men. He has forgot the idea of Jan lokpal and all scams of the past. His double standard on all critical issues has been proved many times . His protection to leaders of his own party on charges of corruption and misuse of power has annoyed a large section of people who had great expectation from Mr. Kejriwal. His stand against Media men and his effort to spy against all officers and politicians are damagers of his image.

Kejriwal is no more considered as enemy of corruption, he is now treated and tagged as selfish, dictator, ambitious, unprincipled, double-minded, and so on. Even media men who publicised him are now thorn in the eye of Mr. Kejriwal. He does not have trust in democratic principles, he does not believe in growth agenda of Central Government and he does not idea how to grow Delhi . He know only how to tarnish the image of Mr. Modi and how to shine his image so that he may become real contender for the post of PM . He knows very well that Congress Party is no more a force to reckon with in national or state politics.

But as far as I understand, he is a misguided person or his own ability is too poor to capture power at Centre. He in inexperienced in public administration and political mattes.He can put hurdles in the path of growth by joining hands with Congress Party or JD(u) or Lalu or Mulayam . He is damaging his bright career by his wrong steps and by inviting one after other controversy problems and litigation .Some of media men who were fan of Mr. Kejriwal has also turned hostile. His many friends has turned hostile . Many of fans of AAP have changed their mind and become now Modi Fan.Very soon he will break his patience and fly away from national scene when his ego problem will overtake him and become his killer.

I hope Mr. Kejriwal will introspect and take wise step very soon and at least save country from looters and from those who are anti-growth. Politics is and politics must be done for overall growth and image of the country and not only for self -growth. Kejriwal and AAP took birth to give the Nation a different and judicious politics and they should stick to it and not try to align with dirty politicians like Lalu Mulayam , Mayawati or with Congress Party which has damaged the country during their six decade long rule.

Supreme Court takes on board Centre versus Kejriwal row over Delhi -The Hindu

Without directing a stay on the Delhi High Court's remarks calling the Centre's May 21 notification 'suspect', the Supreme Court on Friday said the observations made were only 'tentative' in nature and did not comment on the validity of the notification giving the Lieutenant Governor absolute powers over senior bureaucratic appointments to the Delhi government.

A vacation bench of Justices A.K. Sikri and U.U. Lalit asked a Division Bench of the Delhi High Court to go ahead and consider a writ petition filed by the Delhi government challenging the legality of the May 21 notification issued by the Ministry of Home Affairs afresh and 'independently' and pay no attention to the Single Judge's comments calling it 'suspect'.

The High Court hearing on the State government's writ challenging the notification as bad in law and a ruse by the Centre to usurp governance powers of a popularly elected AAP government will be considered later in the day.

The bench issued notice to the Delhi government, represented by senior advocate Parag Tripathi, on both the Centre's special leave petition challenging the remarks made against the notification. The State has to file its counter in six weeks. The apex court also issued notice to the State on a separate application seeking a stay on the remarks. On this, the State has three weeks to file its response.

The hearing saw the bench ask the AAP government to either pursue their case in the apex court or the High Court.

"This is a matter of the moment. You take a call on whether you want us to decide or the HC to decide," Justice Sikri told Mr. Tripathi. \

Solicitor General Ranjit Kumar for the Centre submitted that the entire law formulated for the governance of the National Capital Territory of Delhi has come into question.

"If this is the case, even for Republic Day we will have to ask their permission...The Delhi Legislative Assembly has passed resolution that they want clarity... the entire law requires consideration... the Single Judge discussed the entire law on the bail application of a constable..." the SG pressed.

At one point, the bench even suggested the delhi government to transfer the writ to the Supreme Court, so a final decision can be arrived at.

On Thursday,while the Centre claimed supremacy to administer the National Capital before the Supreme Court, the Delhi High Court saw the Arvind Kejriwal government claim unfettered right to run Delhi as its popularly-elected government.

Multiple arenas of litigation opened up in the highest courts with both the Centre and the Delhi government simultaneously approaching the Supreme Court and the Delhi High Court,respectively, after days of impasse over who actually is constitutionally empowered to administer the National Capital Territory of Delhi.

The trigger for these identical litigations came in the form of a May 25 order by a Single Judge of the Delhi High Court calling the Ministry of Home Affairs' May 21 notification "suspect" for giving the Lieutenant Governor absolute powers over appointments, postings and transfers of senior officials as well as matters relating to the police and public order. The notification denied the Delhi government's Anti-Corruption Branch power to probe and prosecuteCentral government employees for corruption.

The Delhi government complained in the High Court that the MHA's notification had made it “virtually impossible for a democratically-elected government to carry out its day-to-day administrative functions and responsibilities”.

Centre's petition in the apex court argues that the Single Judge failed to appreciate that the NCT of Delhi is a “centrally-administered territory of the Union”.

It said the observations were made on the notification against all norms of natural justice as the Centre was not given an opportunity to be heard first. Besides, the Single Judge went ahead to comment despite knowing that a Division Bench of the same High Court was already considering the legality of the May 21 notification.

The petition said the legislative and executive powers of the Delhi government is restricted constitutionally. It said Article 239AA (3)(a) gives Parliament supremacy over the Delhi Legislative Assembly to make laws for the National Capital Territory, and in case of conflict, the law of the parliament prevails over that of the Legislative Assembly.

One of the questions the Centre wants the Supreme Court to authoritatively answer is whether the Delhi Assembly has unfettered powers under Article 239AA. If so, does such power to a State government “derogate” the power of the Parliament under the Constitution to make laws with respect to any matter for a Union territory under Article 246(4)?

On the other hand, the Kejriwal government argued in the High Court that May 21 notification deprives the State's executive authority. It said a democratic set-up does not allow two centres of power – the Lieutenant Governor and Chief Minister.

It said that the LG cannot be placed at a higher pedestal as the May 21 notification does. It said the LG has to certainly act in tandem with the advice of the Council of Ministers.

नई दिल्‍ली: दिल्ली में अधिकार की लड़ाई को लेकर आज जब मैं रिपोर्टिंग कर रहा था तो बीच में कुछ समय निकालकर सोशल मीडिया और बाकी न्यूज़ चैनल्स को देखा तो ऐसा लगा कि कहीं मैंने तो कोई गलत रिपोर्ट नहीं की है?(गलती तो किसी से भी हो सकती है)। लेकिन चलिए अच्छी बात रही कि मैंने कोई गलत रिपोर्ट नहीं चलाई क्योंकि मैंने वही रिपोर्ट किया जैसा कोर्ट ने कहा था और जो बहस चलती दिख रही थी वो नज़रिये और समझ के कारण थी।

बहस ये चल रही थी कि झटका किसको लगा? किसको राहत मिली? अदालत का आदेश किसके पक्ष में गया और किसके खिलाफ?

रिपोर्टिंग के समय सिर्फ रिपोर्टिंग करके अब ज़रा अपनी समझ बता देता। क्योंकि मैं आज सुप्रीम कोर्ट और दिल्ली हाई कोर्ट दोनों में मौजूद था।

झटका
सुप्रीम कोर्ट से केंद्र सरकार को झटका लगा क्योंकि कोर्ट ने दिल्ली सरकार के एंटी करप्शन ब्रांच के अधिकार क्षेत्र पर न कोई टिपण्णी की और ना दिल्ली हाई कोर्ट के उस आदेश पर कोई रोक लगाई जिसमें कहा गया था कि एसीबी केंद्र सरकार के कर्मचारियों के खिलाफ भी कार्रवाई कर सकती है जबकि केंद्र सरकार की दलील ही ये है कि एसीबी का दायरा सिर्फ दिल्ली सरकार के अधिकारियों/कर्मचारियों तक सीमित है।

राहत
अब ज़ाहिर सी बात, जो केंद्र सरकार के लिए झटका है वो दिल्ली सरकार के लिए राहत है। दिल्ली सरकार की एंटी करप्शन ब्रांच फिलहाल के लिए दिल्ली के अंदर जैसे काम कर रही थी वैसे ही करेगी और केंद्र सरकार और दिल्ली सरकार किसी के भी अधिकारियों और कर्मचारियों को करप्शन के मामलों में पकड़ सकेगी। सुप्रीम कोर्ट ने हाई कोर्ट के उस फैसले की तारीफ़ भी की जिसमें उसने दिल्ली पुलिस के हेड कांस्टेबल को ज़मानत ना देने का फैसला सुनाया था। ध्यान रहे कि असल में इस पुलिस वाले की ज़मानत की सुनवाई के आदेश में हाई कोर्ट ने एंटी करप्शन ब्रांच का दायरा बताया था।

केंद्र सरकार के नोटिफिकेशन पर कोई रोक नहीं लगी इसलिए उसके लिए राहत की बात है। यानी फिलहाल के लिए ये नोटिफिकेशन लागू रहेगा जिसके तहत दिल्ली में एलजी ही अंतिम फैसला लेंगे।

सुप्रीम कोर्ट ने अपने आदेश में कहा कि दिल्ली हाई कोर्ट जब इस मामले पर सुनवाई करे तो वो इस बात पर ध्यान ना दे कि इससे पहले दिल्ली हाई कोर्ट अपने आदेश की एक टिप्पणी में नोटिफिकेशन को 'संदिग्ध' बता चुकी है। हाई कोर्ट इस मामले की स्वतंत्र सुनवाई करे। ये दिल्ली सरकार को झटका है क्योंकि इसके दम पर वो पॉलिटिकल लड़ाई को मज़बूत बनाकर आगे बढ़ रही थी और आक्रामक हो रही थी।

राहत
केंद्र सरकार को राहत ये है कि जबसे हाई कोर्ट ने अपने आदेश में टिपण्णी करके नोटिफिकेशन संदिग्ध जताया था तबसे केंद्र सरकार सवालों के घेरे में आ गयी थी। लेकिन सुप्रीम कोर्ट ने सुनवाई में इस टिपण्णी को निष्प्रभावी रखने को कहकर कुछ राहत दी।

झटका
दिल्ली हाई कोर्ट ने कहा कि सरकार अपने हाल ही के दो ट्रान्सफर वाले आदेश प्रस्ताव के रूप में एलजी को भेजे। अगर इसको इस तरह से समझें और देखें कि अभी और आगे सरकार नाम सुझाएगी और एलजी चर्चा करके अंतिम मुहर लगाएंगे। तो इसका मतलब ये हुआ कि एलजी अपनी तरफ से कोई नाम नहीं लाएंगे? बस सरकार के नामों पर ही चर्चा होगी? अगर हां तो ये केंद्र सरकार को झटका है

राहत
अगर ऊपर के पॉइंट को ध्यान में रखकर ये मान लें कि यही सही व्याख्या होगी तो ये दिल्ली सरकार को राहत होगी क्योंकि फिर वो अपने नाम सुझा पाएगी और जो कहा जा रहा है नोटिफिकेशन के ज़रिये भी कि एलजी खुद फैसला ले सकते हैं और चर्चा भी मंत्रिमंडल या सीएम से करनी है या नहीं ये उनका अधिकार है तो उस परिस्थिति में तो दिल्ली सरकार के लिए ये स्थिति राहत भरी होगी, कहां सरकार नाम सुझाएगी।

तो कुल मिलाकर बात नज़रिये और समझ की है। एक बात ये भी है कि मीडिया में कोर्ट की खबरें झटका, राहत और फटकार जैसे शब्दों के इर्द गिर्द घूमती हैं इसलिए जो दिख रहा है वो ऐसा है।

Chanakya Niti: Kejriwal's battle against L-G Jung is all about taking AAP national-First Post

What does Delhi Chief Minister Arvind Kejriwal read before going to bed? Nobody knows. But a wild guess is it could be ‘Chanakya Niti,’ especially the line that says 'foe’s enemy is one’s friend.'
In his ongoing tussle with the Lieutenant-Governor (L-G) Najeeb Jung, Kejriwal has created a firewall against the Centre and Prime Minister Narendra Modi by reaching out to non-BJP, non-Congress political satraps of India such as Mamata Banerjee and Nitish Kumar for support.

It’s an unprecedented move for any state chief minister in India to attempt tie-ups with other chief ministers of other political parties who may have common grouse against the Centre. Simple math suggests that if all these chief ministers do come together against the Modi government, they will make up good enough numbers to make noise on the floor of the Parliament.

The Centre’s decision to challenge the High Court order on the notification issued by the Ministry of Home Affairs (MHA) in the Supreme Court may not affect the Delhi CM even if it doesn’t go in favour of the Aam Aadmi Party (AAP) government.

Meanwhile, Kejriwal, according to the sources, has written to chief ministers apprising them of the situation regarding the ongoing power tussle between the Centre and Delhi government.

KC Tyagi, JD(U) MP said, “We are in full agreement with Arvind Kejriwal. In 1990 during the VP Singh government, BJP’s Madanlal Khurana brought the proposal for Delhi’s statehood and now when it’s in power at the Centre, it’s not ready to accept it. In Delhi, the AAP government got a big mandate and it’s an elected government. The Sarkaria Commission gave limited powers to the L-G.

The Delhi CM, the L-G and the Home Minister should jointly discuss and resolve the issue for the benefit of Delhi. One should remember Delhi is not just another union territory like Andaman & Nicobar or Dadra & Nagar Haveli. It’s the national capital and, its CM should have the power to make appointments and take decisions, rather than depending on Centre for each and every issue; or else how can he fulfill the promises he made to Delhi voters.”

He further added, “Nitishji and Mamata Banerjee have extended their support for Kejriwal. Delhi must get statehood. The Centre should make necessary amendments and provide more power to Delhi government.”

The Left also is in agreement with the JD (U) and feels that Kejriwal is right in his stand against the Centre.

Badal Saroj, Central Committee member of the CPI (M) said, “Both Narendra Modi and the BJP are unable to accept the loss they faced in Delhi election. Now, through this irresponsible L-G, who’s dancing to the tunes of the Centre, it has been trying to control Delhi government. Delhi has an elected government and if its CM, who got a sweeping majority, can’t take decisions of his own, how can he function? The Centre by curtailing outlays, has reduced the states to the level of municipal corporations. The BJP also demanded statehood for Delhi, but now it’s not ready to give power to Delhi government.”

Added a Trinamool Congress member from Kolkata, “The BJP at the Centre is ill-treating the Delhi government exactly in the same manner as it has been doing with other non-BJP state governments. This will jeopardize the Centre-State relationship and the federal structure.”

Both in the past and at present, the power sharing between the Centre and the States has been the bone of contention. While, the Centre through its ‘appointed’ representative-- the L-G, tries to have a control over the administration of a union territory, which in the case of Delhi is little different.

Though Delhi isn’t a full state, it enjoys some of the privileges of a state like it has its elected CM, Assembly, etc. The AAP during election had promised that it would seek full statehood for Delhi. So, did the BJP. But, nothing happened in this direction and Kejriwal is not ready to relent on this issue.

Probably, he wants to send the message --‘What Modi is to India, Kejriwal is to Delhi’, and Kejriwal has decided to use both the public sentiment, which is strongly in his favour and the support from non-BJP parties in the other states in order to pressurise the Centre, which has apparently tried to curb the authority of Delhi CM through the L-G and notifications.

Supreme Court advocate Sunil Mathews opined, “He is using this as a weapon to whip up popular sentiments against the centre and ride on it to a separate state of Delhi. That is a separate political ploy, which may work given our history in which states have come into being riding on disenchantment such as in Telangana. On the Gorkhaland front, this hasn't worked. So it may cut both ways, politically.”

He added, “Eventually, the Supreme Court may just rule against it, given that Delhi is a union territory and its powers --executive and legislative can both be curtailed by the Parliament. On the plea of transfers and postings, he may get some leeway. Surely, the state can write to the centre seeking action against corrupt officials. If the centre says no in a particular case, then create a storm, like Kejriwal did. This is a logical extension of the anarchist principle that he used last time as chief minister.”
Even the bureaucracy, which is at the centre of this power tussle, considers the situation to be more political than a constitutional crisis.

A senior bureaucrat, who is in know of things said on condition of anonymity, “Behind this entire power tussle between the L-G and Delhi government, Kejriwal’s motive can be to emerge at a national level, by aligning with the non-BJP states. Instead of constitutional, Kejriwal’s moves seem to be more political.”

Banks Audited Balance Sheet

State Bank of India has today announced annual financial report and announced reduction in Non Performing Assets and rise in net profit.

I do not trust the correctness and genuineness of NPA data of the bank. Without manipulation and without concealment of bad debts, NPA ratio cannot come down. Government will have to inquire whether SBI has reduced NPA ratio by way of writing off of bad loans and by selling Bad accounts to ARC and treating the imaginary proceeds as Standard asset.

Is there real recovery of money from defaulters equivalent to reduction in gross NPA shown by SBI in balance sheet?

Government will have to verify critical accounts with exposure of rupees one crore and above to establish the correctness of financial result. Otherwise it will be equivalent to a fraudulent game played by bankers to conceal bad debts and spending good money to repay bad loans.

If Government is able to peep into books of accounts of largest bank like SBI , the reality of all other public banks will be exposed and bitter truth of hidden bad debts will precipitate . And when truth is known, real action to recover the dues from defaulters may be undertaken by banks as well as by the government.

If CBI is permitted to carry out investigation of each account of SBI , I am fully confident that NPA ratio will at least double than what have ben announced by SBI.NPA ratio may jump to four or five times also. It is simply false restructuring and selling of bad debts which has resulted in reduction of gross and net NPA of SBI.

All banks manipulate the data of high value loans to inflate profit and to reduce NPA simply to please Ministry of Finance and RBI. Government of India is also least interested to expose the real volume of bad debts and neither interested to recover the money from defaulters. Banking scam is bigger than all scams which exposed in the past. All Bad debts are creation of UPA government and wrong policies of the then rulers. It is pity that even media men are incompetent to reveal the truth .

Fact is that all public sector banks have concealed huge volume of bad assets and real volume of NPA is much more than what thy have announced in annual audited financials. Volume of NPA will continue to rise and a day will come it will explode . Ultimate loss will be borne by tax payers, bank staff and bank customers.

There is continuous erosion in bank's capital and each bank is in need of infusion of capital from government. RBI has today told that share of LIC in Bank's capital is rising year after year and there is threat to LIC also in near future. But the question is who will stop such continuous fall in profit , erosion in capital and rise in bad debts.

Are banks and legal machinery of the country equipped well to recover the money from bank loan defaulters?

Are banks well equipped to ensure healthy lending in coming days and years?

Or banks will continue to write off bad debts and sell bad debts to reduce Gross NPA ratio or make additional voluminous lending to HNI corporate to reduce ratio of Gross NPA. as hitherto done.

If Government is somehow or the other ,able to recover money from all bad borrowers , there is no doubt to me that profit of each pubic bank will be at least five times of what they book now. Lacs of crores of good money deposited by people of India in various public banks is lost in bad loans, frauds , write offs, sacrifices in compromises and in money spent in recovery from bad borrowers.

Otherwise , if the banks are allowed to accumulate bad loans , create new bad loans , write off bad loan and loss in fraud in the same fashion, I have no doubt that banks will continue to seek support from government or from LIC till they finally collapse and till LIC faces survival risk.

If a business man is given a loan of Rs.one lac to do business, he may earn Rs.2000 to Rs.20000 per month depending upon the nature of his business. At least he has to earn Rs.2000 pm (2 percent per month ) so that he may pay Rs.1000 p.m.( one percent of capital per month) as interest to the bank and keep Rs.1000 p.m. (one percent of fund invested ) for him and his family. It is assumed that the business man has not invested his contribution as margin.

SBI had a deposit base of Rs 13,94,408.50 crore as on 31st March 2014 . It means SBI has been enjoyed public fund of Rs.13,94,408 crore during the year 1914-15 . For the purpose of easy calculation , we assume that SBI had a deposit base of Rs.14 lac crore. As such SBI is supposed to earn minimum of Rs28000 crore per month. Or you may say that SBI should earn at least one percent of public fund per month as interest which a common businessman is supposed to pay as interest.

In this case for SBI , Rs.14000 crore per month is equivalent to monthly interest and annual profit should be at least Rs168000 crore .As against it SBI has earned only Rs.13000 crore as net profit during the year 2014-15. Obviously SBI is not earning profit even equivalent to earning made by a common men on the capital of Rs.one lac. Similarly none of public bank is able to earn even one percent of public fund per month. Not to speak of per month , they are not earning even one percent per year of total fund they are having as deposit received from public.

IN this way , we may say that though each bank is earning profit somehow or the other , some are also running in loss, but none of them are earning as they are supposed to . Profitability of each bank is at risk and getting eroded quarter after quarter. Even return of equity has sharply come down from more than one percent to half of percent.

SBI Q4 net up 23% at Rs 3,742 cr-Business Standard

Asset quality improves as NPAs fall; profit beats estimates

SBI today reported 23 per cent jump in standalone net profit at Rs 3,742.02 crore in the fourth quarter ended March 2015 on improvement in its asset quality.

The country's largest bank had made a net profit of Rs 3,040.74 crore during the same quarter a year ago.

Total income of the bank also increased to Rs 48,616.41 crore in the last quarter of FY15, from Rs 42,443.27 crore in the same quarter a year ago, State Bank of India (SBI) said in a filing to the BSE.

The bank has recommended a dividend of 350 per cent or Rs 3.50 per share for the year ended March 2015.

During January-March quarter of 2014-15, the bank's asset quality improved as net non-performing assets (NPAs) or bad loans were trimmed to 2.12 per cent of net advances as against 2.57 per cent at the end of previous fiscal.

At the same time, gross NPAs also came down to 4.25 per cent of gross advances, from 4.95 per cent at the end of March 2014.

During the quarter, total provisioning and contingencies of the bank were high at Rs 6,592.91 crore from Rs 5,891.12 crore a year ago.

For the entire fiscal ended March 2015, SBI's net profit increased 20 per cent to Rs 13,101.57 crore as compared to Rs 10,891.17 crore for the year ended March 2014.

Total income on a standalone basis increased to Rs 1,74,972.96 crore from Rs 1,54,903.72 crore for the year ended March 2014.

SBI Group's consolidated net profit rose 20 per cent to Rs 16,994.30 crore during the fiscal under review as compared to Rs 14,173.77 crore in the previous fiscal.

RBI Dy Guv warns LIC may feel pain of banking NPA woes: BS-Money ConTrol

LIC has been buying stakes in PSU banks through private placements to help then raise capital as few other investors were willing to put money given asset quality concerns.

RBI Deputy Governor SS Mundra has warned of a contagion risk because of the Life Insurance Corporation’s high exposure to public sector banks. In an interview to Business Standard, he said rising bad loans in state-owned banks will erode the value of LIC’s stake in them and hurt the insurer’s ability to serve its policy holders. And because of its large holdings, any distress sale could unsettle the market as a whole.

Mundra has been quoted in the interview as saying that LIC on an average holds 9.21 percent across public sector and private sector banks.

The RBI had flagged this concern in its financial stability report in December last year as well.

LIC has been buying stakes in PSU banks through private placements to help then raise capital as few other investors were willing to put money given asset quality concerns.

In March this year, LIC invested Rs 576 crore in Bank of India by picking up 2 crore shares through a preferential allotment.

According to a Financial Express report , LIC doubled its stakes in four PSU banks — United Bank , Punjab and Sind Bank, Central Bank of India and Bank of Maharashtra — in FY15 by investing almost Rs 1500 crore.

In January 2014, LIC had invested close to Rs 3000 crore in State Bank of India ’s Qualified Institutional Placement (QIP). Without LIC’s support, SBI would not have been able to raise the Rs 8000-odd crore it wanted to.

Experts have warned that over-reliance on LIC will make the government complacent in pushing for PSU bank reforms, which are critical to the banks’ ability to raise capital on their own.

According to estimates by broking firms and rating agencies, state-owned banks need anywhere between Rs 2-3 lakh crore of capital over the next 4 years for growth.

Mundhra’s warning comes barely a week after his boss and RBI Governor Raghruram Rajan cautioned that banks non-performing assets could rise further in the coming days.

Similarly dire predictions have been made by some of the rating agencies as well. CRISIL last week said it expected gross NPAs of the banking industry to touch Rs 4 lakh crore this fiscal. Moody’s mentioned the banking sector’s asset quality as a major hurdle to an upgrade in India’s sovereign rating.

The fourth quarter earnings of most public sector banks and even some private sector banks like ICICI reflected the pressure from increased NPAs.

“Not withstanding (the positive surprise on NPA levels) there is considerable pain still left in the economy,” Bank of Baroda ’s Managing Director and Chief Executive Officer Ranjan Dhawan told CNBC-TV18 post the bank’s fourth quarter earnings.

“Most of our major clients are still not out of the woods. They have serious liquidity issues,” he said.

The Economic Times today has reported that close to Rs 57,000 crore of restructured loans have turned bad at the end of the March quarter, compared to around Rs 30,000 crore in the year-ago period.

Restructuring of loans refers to original terms (such as interest rates and repayment schedule) being relaxed when borrowers have difficulty in repaying.

40 firms account for 50% of bank bad loans, House panel told -Business Line

The Centre has told the Parliamentary Standing Committee on Finance that 40 major companies in the country account for 50 per cent of the total non-performing assets (NPAs) or bad loans in various banks.

The Centre is also learnt to have told the panel that if the banks follow the guidelines of the Reserve Bank of India strictly, the amount of NPAs may rise.

The panel members have asked the government to submit the list of defaulters and the amount owed.

On Thursday, the panel started taking oral evidence of various departments on the issue. The representatives of the Finance Ministry (Department of Financial Services), Nabard and SIDBI appeared before it. “The meeting was inconclusive. We will meet these representatives again on the issue,” a member said.

Headed by Congress leader Veerappa Moily, the panel had selected NPAs as a subject last year.

It is likely to submit a report on the subject during the Monsoon session of Parliament.

The Opposition parties have been urging the Centre to take steps to recover liabilities of big companies and use that amount for welfare.

Net neutrality

Meanwhile, the Standing Committee on Information Technology met representatives of BSNL, Bharti Airtel, Vodafone India and Idea Cellular Ltd on net neutrality and frequent call drops.

“We have got a number of complaints from the consumers. We wanted to hear the views of service providers as well. The process will continue,” a member in the panel said. All the three companies submitted their views on net neutrality.

Need for study

An in-depth study is necessary on this new subject of net neutrality, said member of the Committee and CPM leader P Karunakaran, adding that “the main issue is that common people should get the benefits and it should not be at the will and pressure of private companies.”

Telecom Regulatory Authority of India, Telecom Ministry, private companies and other stakeholders will be consulted before taking a final call, he added.

Crisis Of Seniors In Banks

Bank cannot afford wage hike of bank staff but can afford loss in lacs of crore of rupees caused by unrecoverable bad debts and loss incurred due to frauds. Work culture in public sector banks is moving from good to worst due to misuse of banks by politicians. Chiefs of Banks make excuse that they do not have seniors but in fact they do not have respect for senior officers . Only flatterers bribe earners and manipulators have prosperous career in bank. Neither top bank officials nor politicians have any place for merit in their mind.

Government is trying to appoint best officers for the vacant posts of Executive Directors, Managing Directors and CEO or Chief of bank but could not get success . Many banks are without ED and CMD. Bank without head of bank will suffer in many parameters, there is no doubt in it. But if branch runs without Branch Head or with poor quality of officers , volume of loss is bigger and wide spread. History of promotions which took place during last one or two decades will prove that merit is of no use for getting promotions to higher scale and higher post. One needs backing of some VIP and / or need to arrange some bribe for seniors to get elevation in career.

Top officials on the other hand complain of crisis of senior officers for key posts, In my opinion , this excuse is absolutely false and unbelievable. Even now, each public sector bank has many senior officers and senior clerks and this is why average age of public bank is far more than that of private banks. Bitter truth is that talented seniors have been forced to work in junior posts and have been forced to work under the leadership of incompetent and inefficient officers sitting at higher post. This is because only flatterers and bribe earners are promoted to higher scale and posted at higher post. Incompetent and inefficient officers are getting promotion every two or three years whereas officers with experience of two to three decades are working on insignificant post. Good performers think do not participate in Interview because they know that they will not be promoted.

To add fuel to fire ,Government has been imposing various non-productive and economic non-viable works to public sector banks for last few decades. Present government too has imposed additional various schemes on banks which will further destroy future of public banks. Top officials are inclined to please Ministers and for this purpose , they have advised all subordinate officers to focus on quickest completion of task of insurance as directed by FM and PM. As a result , regular customers of bank who provided good business to public banks are being ignored by bank staff. to please their immediate bosses. Self interest is prime objective of bank officials than that of the bank they serve. Outcome will surely affect business adversely, increase volume of bad assets and destroy standard of customer service and finally business will be taken over by private banks.

Government does not think it necessary to assess whether banks have adequate quality manpower . Government has forced banks to indulge in non-banking activities like insurance, demat, stock trading , portfolio management etc which has adversely affected banking activities and bank's profitability . It is true that banks earn a few crore of rupees as non-interest income by doing non-banking jobs like insurance , but it is also true that by such avoidable work, management of bank have caused loss to bank amounting to hundreds and thousands of crores of rupees every quarter due to rise in bad assets and rise in frauds.

I therefore appeal to learned Finance Minister and matured Prime Minister to study in depth the reality of public banks and then impose work like opening of accounts , linking of account to insurance, selling of insurance products etc . It is not prudent, justified and desirable to be "penny wise and pound foolish". There is a proverb " Gau Marker Juta Dan" Bank assets worth lacs of crore of rupees is at stake and bank officials are made busy in works which will further add fuel to fire and which will aggravate the miseries of sick banks. Banks are already burning and government is carelessly sprinkling oil on it.

Branch expansion undertaken by banks during seventies and eighties under the pressure of the then government , banks had to incur heavy losses .Now in the name of financial inclusion , banks are undertaking reckless expansion of branches and ATM and thus causing direct loss to bank. During nineties, in the era of reformation, banks were advised to earn profit and compete with private banks . But government did not take any step to change culture of bankers and politicians did not stop misuse of banks for vote bank. As a result, sickness of public banks grew unabated and it will continue to move from bad to worse.

Government banks could expand their branch network or could spread its ATM network . Mere expansion can help in increasing business for some short period but ultimately it affects profitability of bank in the long run if the expansion takes place without perfect planning and without perfect supporting infrastructure and quality manpower planning. Unfortunately clever bankers could not do real business as private bankers despite disproportionate expansion.

However, to cope with adverse situation, clever bankers manipulated books of account, concealed bad assets , avoided provisions , curtailed staff benefits and did a lot of unfair acts to inflate profit and business by window dressing. But the volume of sins committed by them have been exposed by Technology . Now these banks are facing crisis due to bad debts and due to bad officers. For last five years and more, volume of bad assets and stressed assets and frauds in each public sector bank has been increasing every quarter despite all efforts appear to have been taken by top officials and government of India.

Government will have to strike at the root of sickness and try to cure from the root instead of making surgical operation on the surface by changing ED or CMD of bank or by bifurcating the post of CMD. Bankers who are clever accuse interest rate for poor growth in credit or for poor asset quality and it is funny that even RBI and FM accept their fake excuse wilfully and strategically made to conceal evil deeds of bankers and politicians.

It will be important to point out here that FMs like Pranab Da, Manmohan Singh and Chidambram damaged the fundamentals of public bank during ten years rule f UPA by forcing bankers to use short term fund to use in lending to infrastructure projects, power sector and high value industries of bad corporate houses. They damaged the culture of repayment by waiver schemes and by forcing bank to compromise with bad borrowers. Present government is affecting banks badly by engaging their services in non-productive services like zero balance accounts and insurance activities. It will be better if government declare that public banks are not profit entity and will be used to accomplish social welfare schemes only and there will be no target for profits. And then , it will be also justified to give a good wage hike to bankers to make them loyal and devoted workers in line with employees of central government.

If the govt isn’t able to identify the chiefs of those banks where the top positions have been lying vacant for months, by end-June, corner offices of seven public sector banks will turn vacant

C.V.R. Rajendran, chairman and managing director (CMD) of Andhra Bank, retired on 30 April. V.R. Iyer, CMD of Bank of India, will retire by the end of this month and M.S. Raghavan, IDBI Bank Ltd’s CMD, will retire at the end of June. If the government, the majority owner of the public sector banks (PSBs), is not able to identify the chiefs of those banks where the top positions have been lying vacant for months, by end-June, corner offices of seven PSBs will turn vacant. Four other banks that do not have occupants in their corner offices for months now are Bank of Baroda, Canara Bank, Punjab National Bank and Syndicate Bank.

A few months back, the government split the top position in the PSBs. It was decided that here would be a non-executive chairman to guide the board of such banks while the day-to-day management would be looked after by a managing director (MD) and chief executive officer (CEO). In sync with this, the new heads of PSBs who have been appointed in past few months (at United Bank of India, Oriental Bank of Commerce, Indian Overseas Bank and Vijaya Bank) are called MD and CEO. When Indian Bank CMD T.M. Bhasin’s term ended last month, he got an extension (as he is not 60 as yet) but his designation has changed.

Top positions at three large banks (Punjab National Bank, Bank of Baroda and Canara Bank) have remained vacant and two more will fall vacant in the next two months (Bank of India and IDBI Bank) simply because the government has not been able to find suitable candidates to fill the vacancies. In other words, there are no serious takers for such posts—not a very happy omen for the PSBs, which have a roughly 70% market share in the Indian banking industry’s assets.

Making a deviation from the normal appointment process, where executive directors are promoted to head banks, being picked up by an appointment committee of the finance ministry, the government is scouting for talent from the open market for the chiefs of the so-called category 1 banks, which have a balance sheet size of at least Rs.3 trillion each.

However, the search is not yielding the desired results. Initially, the government looked for candidates not more than 55 years old and with at least three years of board-level experience, but since the response was muted, the government has relaxed the eligibility criteria. While the age limit has been increased to 57 years, the mandatory board-level experience for the applicants has been reduced to one year. I am told that many junior executives of PSBs who have board-level experience by virtue of heading regional rural banks applied for the top posts in the first round and the government had no choice but to relax the criteria in search of the right candidates. An external head-hunting agency—Hay Group—is believed to be involved in the recruitment process.

The vacuum at the top is the proverbial tip of the iceberg. The talent crunch is evident across the spectrum and, to make matters worse, there will be a large-scale retirement of senior employees over the next few years. Junior finance minister Jayant Sinha, in a written reply in the Rajya Sabha, the upper house of Parliament, recently said that about 25% of the staff would retire by 2020. Going by a 2013 McKinsey and Co. report on the Indian banking structure, 87% of general managers of PSBs will superannuate by 2016-17 and between 60% and 90% of deputy general managers will hang up their boots by that time. General managers, who are placed two levels below the level of the managing director, are a very critical cog in the wheel of the decision-making process in PSBs. The Reserve Bank of India (RBI) has termed 2010-20 as the “decade of retirement” for public sector banks.

These banks went on a recruitment overdrive in the 1980s after they were nationalized but once the massive balance sheet clean-up drive was launched in the mid-1990s following the introduction of income-recognition norms, there was a blanket ban on new recruitments. And, on top of that, early this century, about 125,000 bank employees were shown the door through a voluntary retirement scheme after these banks embraced computerization, albeit reluctantly. New recruitments have started, but they have not been able to keep pace with the growth in business and retirement of old colleagues.

How are the banks filling in the vacancies at senior level? Most have fast-tracked the promotion process and senior executives are now being produced on a conveyor belt. In the absence of proper grooming, many among the over-promoted executives are just not equipped to meet the business exigencies.

Meanwhile, the government has constituted a panel, headed by RBI governor Raghuram Rajan, to select non-executive chairmen in PSBs. Other members of the panel are Usha Thorat, a former RBI deputy governor; Hasmukh Adhia, secretary of financial services in the ministry of finance; and N. Vaghul, former chairman of Industrial Credit and Investment Corp. of India Ltd, the erstwhile financial institution. The panel will prepare the eligibility norms, such as maximum age, qualification and tenure, as well as identify the candidates. Let’s hope and pray that retired bureaucrats do not end up hijacking the posts.

In the second half of the last fiscal year, the entire public sector banking industry threw its weight behind the Pradhan Mantri Jan-Dhan Yojana (PMJDY), the flagship financial inclusion programme of the National Democratic Alliance government, which saw a record 140 million bank accounts being opened. The bankers are once again busy linking health insurance and pension schemes to PMJDY to ensure flow of money into such accounts. When will they have time to recruit staff and groom them? I am also curious to know whether appointment of bank bosses features on the government’s priority list.

My Opinion On suggestion given by RBI to Bank Boards to do scrutiny of financials, asset quality and threats to banks is given below ( copy of news item in this regard is given below)

RBI has advised bank boards to do detailed scrutiny of their quarterly and annual financial results during board discussions. It appears to be nothing more than ridiculous and a clever step by RBI to put the onus of correctness and genuineness of financial result on bank boards .

It is the duty of RBI to ensure correctness of financial results announced by various banks including private banks to avoid repetition of stories like that of Satyam Computers. It is the duty of RBI to carry out random checking of bank financials and internal working from time to time to create good culture and to stop fraud and manipulation in banks. RBI officials used to audit in seventies and eighties but gradually they stopped this culture because they are also not adequately manned to cope with the work load needed to properly audit thousands of branches .It is therefore not surprising they too shake hands with clever bank officials and indirectly favour culture of manipulation. Even politicians do not like exposure of bad health of banks .They all are birds of same feather.

RBI is therefore bent upon avoiding owning the responsibility of fraudulent games played by CEOs of banks in hiding bad assets. RBI officials understand very well that huge volume of stressed assets in Public sector banks is concealed by bank officials in nexus with team of Chartered Accountants who certify the correctness of financial results, correctness of profit , provision and bad assets.

RBI also knows very well that volume of bad assets will continue to rise every quarter and no power on earth can stop it , can reduce the speed of assets turning bad until there is change of hearts and change in attitude of credit officials of banks, change in mindset of dirty politicians who are least bothered of quality of assets but more concerned about vote bank and lending and until there is change of heart of officials and magistrates sitting in various administrative offices, courts, police department, DRTc etc.

Here it would like to add here that it is the team of Charted Accountants who are supposed to be more intelligent and talented and who are the competent and legal bodies to certify the correctness of financials of all companies and banks, certify bad assets as standard assets in nexus with bank officials and in lieu of some costly gifts and red carpet welcome extended to them by bank officials..

It is CAs who guide banks how to conceal bad advances , how to lend money to bad borrowers, how to manipulate financials to inflate profit and reduce provisions against bad loans. It is team of CAs who guide business men how to evade tax and how to use black money in real estate or in business itself. It is team of CAs who sign on balance sheet of branches of banks blindly or in greed of some valuable gifts. It is team of CAs who sell their signature at every point of business , at every point of compliance and certification. Gift culture at all levels make the case of certification easy .

Bank officials have been in habit of concealing bad asses to please their bosses, A Branch Manager of a branch try to please his Regional Head,, a RH may try to please his Zonal Head and all try to keep the Chief of Bank in good mood and for this purpose they all have to conceal bad assets .If any officer or any team of CAs dare declaring bad assets as bad asset truly, their career is sure to be doomed. O the contrary officers and CAs who are clever in concealing bad debts are promoted and their career is brightened.

Every quarter bank Chiefs promise that the health of bank will improve from next quarter . They book good profit in one quarter and show drastic fall in profit in next quarter. This clever hide and seek game of figures has been continuing for last ten years and specially after from the period when bank became technology friendly .

The bitter truth is that neither RBI , nor bank officials, nor team of CAs and nor politicians want to say spade a spade . They all are so called positive-minded and it is their compulsion to show banks as healthy so that evil works are not exposed. It is their compulsion to conceal bad assets and to book more and more false profits and projects banks as prosperous so that investors and customers of banks do not lose trust on PS banks.

If a NPA of a bank rises, investors will avoid investing in share of such banks, business men will not like to park their fund in such banks and will not like to borrower money from such banks, RBI officials will have to face the awkward position before ministers, and finally politicians will have to face the anger of common men whose hard earned money will be at stake in case of bank going weak and finally sink.

It is therefore wrong to believe that bank board will be able to find out or detect the fraud game played by CAs and clever bank officials . After all , if they say bad assets as bad , it will tantamount to digging own grave. When protectors become looters, none can save us from disaster. When team of CAs can be bought , when bank officials are bought, when legal officials are bought ,when politicians are bought and when every good certificate of good health can be bought by every officer , RBI should not expect correctness of financials of any bank in particular and any company in general .

Similarly art of Tax evasion taught by CAs to business community help in creation of black money in the system in nexus with tax officials, Hence it will be wrong to blame business community or any individual for tax evasion or for buying a landed property at higher rate but registering at lower rate using black money. It is a well established culture in India and to stop the same is nothing but hard nut to crack . Even politicians cannot survive without black money , how others will stop playing with powers of black money. Culture of flattery will end as soon as culture of dishonesty is stopped. None will like it from core of their heart . All want others to be his or her yesman .

If RBI officials , to begin with ,make a through scrutiny of all accounts of all borrowers who have been enjoying credit facility of more than 100 or 50 crore , the bitter truth of bad debts will come to surface, provided however that bank officials are kept miles away from the place where scrutiny is taking place and provided talented team of CAs are not allowed to talk to any borrower and any bank officials during the period of audit and inspection and entire task is conducted before CCTV and financially expert team of media men.

If RBI does not have enough manpower even to make scrutiny of Rs.100 crore borrower, they may start the task with scrutiny of books of best five banks . If it is proved that banks considered as best performers are best only due to best manipulation and fraudulent placing of figures only , it will become crystal clear to all concerned that the crisis in public bank is more deep rooted , bad culture is imbibed in DNA of all concerned and to stop the culture of manipulation in PS banks is nothing but wondering in dreamland.

It is worthwhile to mention here that proposals of loans and advances of Rs.50 crore or Rs.100 crore and above are sanctioned by none other than bank boards . It is bank boards which are supposed to monitor the health of high value loans . How it is then possible for such bank boards to doubt financials certified by CAs ? It is just like asking a thief to investigate the act of stealing and punish the culprit. There is invariably an unity among dishonest and corrupt officials . They all try to save each other in their mutual self interest. It may be kept in mind that each bank board is manned by RBI directors also.

If a Branch Head says that loan sanctioned by his predecessor is bad due to bad lending or bribe led lending, he will have to face the same precarious situation when his successor joins his branch after his transfer. As such each officer thinks it better and safe to hide bad loans by hook or by crook to save his colleague from punitive action and to avoid rejection in promotion processes. This culture is well established at all levels of management.

The Reserve Bank of India (RBI) has said bank boards should do a detailed scrutiny of their quarterly and annual financial results in their board discussions. According to seven critical themes prescribed by the P J Nayak committee, instituted by RBI that reviewed bank boards’ governance, the latter should look at their financial reports, including non-performing assets (NPAs) management and reported NPA and provisioning integrity.

In the first bi-monthly monetary policy statement of 2015-16, RBI had proposed to do away with the Calendar of Reviews and replace it with the seven critical themes. These include business strategy, financial reports and their integrity, risk, compliance, customer protection, financial inclusion and human resources.

RBI said it has been observed that the Calendar of Reviews uses considerable board time and, as a result, the board might not be in a position to give focused attention to matters of strategic and financial importance. The committee had also recommended that discussions in the boards need to be upgraded and greater focus should be given to strategic issues.

According to RBI, business strategy would include development of new products; competitiveness of individual businesses; business reviews in relation to targets. Risks would include policies concerning credit, operational, market, liquidity risks; assessing the independence of the risk function.

Compliance would include regulatory requirements; adherence to the RBI and Securities and Exchange Board of India norms; observations from the annual financial inspection by RBI, among others.

Customer protection would look at mis-selling, particularly third-party products; laying down the appropriateness of products to different customer segments; understanding the broad trends among others. Financial inclusion would look into review of priority sector lending; payments for the disadvantaged; deposit mobilisation from weaker sections; support to microfinance institutions; and other issues.

The theme human resources would look at appointments and approvals of directors, perks and perquisites for employees, incentive schemes for employees, promotion policies for employees, training and skill development of employees.

Central bank working with lenders to recognize and resolve non-performing assets, says RBI governor

The quantum of bad loans in the Indian banking system may not have peaked yet, Reserve Bank of India (RBI) governor Raghuram Rajan warned, echoing the concern of analysts and bankers.

Rajan’s comment comes a day or two after rating companies Crisil Rating Ltd and Moody’s Investors Service warned of more pain for the Indian banking system. Crisil on Tuesday said the gross bad debt of the banking system will likely rise to 4.5% of total assets from 4.3% at the end of March 2015.

Moody’s India sovereign analyst Atsi Sheth warned that India’s sovereign rating could be affected if banks do not repair their asset quality.

Rajan, speaking at a news conference after the central bank’s board meeting in Goa, said the central bank was working with lenders to recognize and resolve these non-performing assets (NPAs), news agency Reuters reported.

One such measure the central bank has already taken is introducing a term-loan facility for infrastructure projects where loans can be reset every five years. Informally termed 5/25 for stretching a project loan to 25 years with a reset every five years, this scheme is expected to ease pressure on infrastructure companies.

Since such schemes ease the load on promoters to pay back, it is also a good way to keep banks’ balance sheet healthy. But technically, it is also a good way for banks to hide the bad debt numbers, Crisil fears.

The 5/25 scheme alone could mask bad loans of at least Rs.80,000 crore in fiscal 2015-16, according to Crisil. If banks manage to hide more, the bad debt situation on paper will look healthier than that in 2014-15, Crisil said.

Out of 39 publicly traded banks in India, 29 have reported fourth-quarter earnings so far and the bad debt numbers show no sign of improving, although the pace of accumulating bad debts may have slowed a bit.

In the quarter ended 31 March, gross NPAs of these banks grew 28.8% to Rs.1.81 trillion from Rs.1.4 trillion in the year-ago quarter. They grew 3.3% over the third quarter ended December. Interestingly, slippages, or good loans turning bad in the quarter, came down for some banks.

Banks continue to restructure a large number of loans, though, an analyst said. “This shows the stress is far from over,” said Abhishek Kothari, an analyst with Quant Capital, adding that he expects bad assets to peak in the next two-three quarters.

At least 15% of restructured assets soon fall back to the NPA category.

Infrastructure logjam

According to RBI’s annual report released in June 2014, six sectors account for the majority of bad debt in Indian banks: infrastructure, metals, textiles, chemicals, engineering and mining. The six account for only 30% of the total credit, but 36% of the total bad debts in bank books.

Bankers attribute this to the slower-than-expected recovery in the economy and cheap import of commodities and steel from countries such as China and Russia.

“Domestic companies can’t produce at a cheaper rate than the cheap imports. How can you expect our companies to generate positive cash flow when there is no demand and, at the same time, countries like China dumping finished goods like steel?” asked Bank of Baroda ’s managing director and CEO Ranjan Dhawan, while presenting his bank’s results on Tuesday. “We have only one exceptional client in our bank who wants to set up a power plant, but otherwise I haven’t seen a single greenfield project coming up. Who will want to expand capex in this environment?.”

Moody’s managing director for corporate finance, Philipp L. Lotter, said in an interview on Wednesday that infrastructure projects would take time to generate cash flow even if the government’s efforts to improve coal and gas availability show results.

Issues related to land acquisition, fuel availability and environmental approvals held up projects, but the National Democratic Alliance government that took over in May last year has tried to address some of the issues. However, several analysts and executives maintain that there has been no change on the ground.

RBI’s hand

That may require RBI to play a hand, say analysts.

“Token rate cuts will not help. We need to see at least 100-150 basis points cut from the RBI because interest cost has become a major drain for companies in the infrastructure and manufacturing sectors,” said Vaibhav Agrawal, vice-president (research) at Angel Broking Pvt. Ltd. “Take a manufacturing company with a debt-to equity ratio of 3:1, servicing its loans at a minimum of 12-13%. Now factor in project delays and multiply the cost for a few years more. The damage done by high interest cost will be evident. Now that inflation has fallen and commodity prices have fallen sharply, RBI should take the risk of cutting rates drastically,” Agrawal said.

Agrawal does not see asset quality improving in the next six to nine months at least, but expects companies in metals, power, and minerals to show some greenshoots of recovery in a year’s time as positive reforms in these sectors take effect in the coming months.

Treasury income grew by 123% y-o-y and 14% q-o-q to R430 crore led by higher profit from bond portfolio. This helped the bank to report 60.9% y-o-y and 4.7% q-o-q growth in pre-tax profit. However, Pat declined by 23.4% y-o-y to R440 crore due to tax write-back of R180 crore in Q4FY14 versus tax pay out of R200 crore in Q4FY15. Asset quality has also witnessed improvement as fresh slippages ratio improved to 2.5% in Q4FY15 versus 2.9% in Q3FY15 and 3.4% in Q2FY15. We recommend buy on the stock.

Amidst the challenging interest rates and macroeconomic regime, Union Bank of India has been delivering reasonable operating and asset quality performance. The management has guided that fresh NPAs is expected to further moderate in FY16e. However, we expect negative surprise on asset quality front in next two quarters, due to relatively slower pace in economic recovery. Management has also guided that H1FY16e will remain challenging on asset quality front. As a result, we have assigned lower price to book multiple of 0.7x FY17e adjusted book value (earlier 0.9x FY17e ABV) and arrive at revised target price of R204 from R264 earlier.

MUMBAI: The Reserve Bank of India on Thursday directed bank boards to deliberate on seven critical themes including business strategy, risk, financial report and their integrity, customer protection, financial inclusion and human resources as prescribed by the P J Nayak committee. The central bank in its first bi-monthly monetary policy statement had proposed to do away with the calendar of reviews and instead, replace it with the seven critical themes.

While announcing ICICI Bank’s financial results recently, its CEO Chanda Kochhar suggested that the problem of bad loans might have already peaked last year for the lender. And so, Ms. Kochhar said, the current year would be better.

The outlook of India’s largest private sector bank, however, isn’t reflective of the whole banking industry. A few days back, RBI Governor Raghuram Rajan said that the Indian banking system may not have yet seen the peak in bad loans. Earlier in the week, rating agencies including Crisil signalled a similar sentiment.

This issue of the banking industry has wider ramifications. Bad loans are surely bad for the banks; they are bad also for the economy, which is looking up to these financial institutions to fund infrastructure creation. A worsening problem of bad loans only makes banks wary of fresh lending.

Risky, and how

The problem of bad loans is particularly affecting public sector banks, which account for two-thirds of the country’s banking activity. They don’t seem to have got a grip on it. Out of 17 public sector banks for which the results for 2014-15 have been announced, six have reported gross NPA at an alarming level of more than six per cent.

NPA (non-performing assets) is another term for bad loans. When a borrower’s dues is left unpaid for 90 days, the loan becomes bad or an NPA. Gross NPA indicates the loan outstanding in the bank’s books. But a bank also sets aside monies to cover potentially risky loans, through what is called provisioning. The net NPA figure is arrived at after deducting such provisions.

The six public sector banks with that unenviable number are United Bank of India, Indian Overseas Bank, UCO Bank, Punjab National Bank, Bank of Maharashtra and Central Bank of India. Another four — Allahabad Bank, Andhra Bank, Oriental Bank of Commerce, and Dena Bank — have achieved gross NPA levels between 5 and 6 per cent.

(The State Bank of India associates have clocked gross NPAs in the 3s and the 4s, improving from the comparable period.)

The rise in NPAs in the last few years has essentially coincided with the general economic slowdown, both at home and globally. This has adversely affected corporate performance, leading to a negative impact on credit quality.

The asset quality of public sector banks deteriorated in comparison to private sector banks, as big ticket corporate loans form a larger share of the credit portfolio of the former than they do of the latter. Five sectors in which public sector banks have large exposures — infrastructure, steel, textiles, aviation, and mining — contributed to the worsening of the asset quality.

Sample a few private sector bank numbers. For 2014-15, ICICI Bank had a gross NPA of 3.78 per cent (3.03 per cent in the previous year). Federal Bank’s gross NPA was at 2.04 per cent (2.46 per cent), Lakshmi Vilas Bank’s was at 2.75 per cent (4.19 per cent) while Karur Vysya Bank had the number at 1.85 per cent (0.82 per cent).

The private bet

The bad loans issue isn’t going away. A Crisil report says, “Weak assets are expected to stay high at six per cent (Rs. 5.3 trillion). Worryingly, exposure of banks to vulnerable sectors is expected to remain high, just the way it was in 2014-15.”

In the current fiscal, gross NPAs of Indian banks are seen edging up by 20 basis points (bps) to 4.5 per cent of advances by Rs. 600 billion to Rs. 4 trillion. Bad loans are seen rising mainly because of the “withdrawal of regulatory forbearance,” which had ensured that banks could still categorise restructured assets as ‘standard’ and not as NPAs. Not anymore. Also, there have been high slippages from earlier restructurings.

The RBI had called for better governance in public sector banks to bring down NPA levels, which would otherwise affect the very existence of these banks.

Eventually, a faster growing economy could automatically help better manage this issue. Still, in the near term, private sector banks are all set to outdo public sector ones. Crisil, in fact, says private sector banks could grow at twice the pace of capital hobbled public sector banks in the next four years. That’s because, the Centre is said to have strict norms for recapitalising public sector banks, which are in need of capital.

Some South Indian old private sector banks have rejigged their model toward more profitability and less risk over the last few years, as an Antique report pointed out a few months back. The likes of Karur Vysya Bank, Lakshmi Vilas Bank, South Indian Bank and City Union Bank have started focussing on retail and small and medium enterprises for business. As the report said, “During FY12-14, when state-run banks were struggling with deteriorating asset quality and growth, old generation private sector banks were building a strong base to participate aggressively in the next phase of growth.”

That phase of growth could well begin shortly.

Punishment to Salman In Hit & Run Case

Today on 6th May 2015 ,Session court Mumbai has awarded Five year jail punishment to Salman in hit and run case. It is a sad news for all who know that Salman Khan is a very nice and noble person.  Five year imprisonment in his case appears to me on very much higher side and unjustified. On the other hand ,Court has perhaps given a compensation of Rs.25000 to the family of victim which is too low. Maximum amount of compensation should be given to family of the deceased and injured.

After all it was an accidental death. To err is human. It is true that he committed crime by driving in intoxication and killed road dwellers. There is no doubt in it that he should be punished . But the punishment for such mistake should be at most jail for seven days to driver and more compensation to the family of victim. And such decision should be taken in at most seven days. In this Court has taken 13 years in giving judgement. Who will punish court?

Such a hard punishment to such a good person like Salman is really not good and has hurt Salman fans much. Indian judiciary should reconsider the case and in such case lighter punishment should be given .

It is my view that if needed law making body should bring about amendment in related law for future cases to ensure quick judgement with provision of lighter punishment in first case of accidental death while driving , higher punishment of one month jail in second accident and higher in third case .

Ample opportunity must be given by court of law to bring about change in person and if it is proved that the person is beyond change, the hard punishment may be provided and driving license of such driver should be cancelled .In all such cases , family of the victim should be given suitably higher amount of compensation.

Let us pray to God for all help to both parties,Salman and And bereaved family of the deceased . God will provide energy and courage to both parties to pass through this ordeal of five years imprisonment. I am really very sad.

I hope High Court may reduce the punishment if Salman applis for bail in High Court. I have all sympathy not only for Salman but for all such person who due to careless and reckless driving cause death or injury to others . Law needs to be amended suitably so that in future Court may not take 13 years in delivery of judgement and quantum of punishment is not so high.

I like to add here that ,with due respect to judiciary and all learned judges , persons responsible for such inordinate delay in delivery of judgement by court should be punished . Indian court has to be made responsible and accountable for inordinate delay and for this purpose Government must provide adequate infrastructure and manpower to all courts.

There should be hardest punishment in shortest period of time to all those criminals who wilfully , intentionally and with plan kill a person or more. In India many CRPF personnel or police personnel are killed by extremists and terrorists , but unfortunately they are either not caught or the case against them is diluted and delayed to such a large extent that the quantum of punishment to such criminal become irrelevant and useless. Inordinate delay in justice cause much harm to victim of accident and hence there should be provision for hard punishment to judges , advocates and officials who cause delay in delivery of justice.

I lastly express my displeasure on judicial system and on law which provide such a harsh punishment for such unwilled crime , such unintentional crime , for such human mistakes. Crime of Salman is not so much heinous as to keep him in jail for five long years and that too after lapse of 13 years. It is grave injustice to a good person who entertain crores of film fans.

Salman is a person who by virtue of his being an actor entertain crores of people not only in India but all over the world . The purpose of court is to convert a bad man to good man . But in this case or in the case of Sanjay Dutt, the act of court , you may say , the decision of court may convert a good person to a bad person. It is really a tragic act and needs to be condemned by all who are lover of justice and who want real change in mind and attitude of evil doers by intervention of judiciary.

Salman Khan is a VIP, it does not mean that he should be punished without any reasoning. I think, in none of cases related to accidents , court has delivered such a hard punishment. Media men harp on issue of Salman for raising their TRP, but I pray to them also to arrange debates on such vital issues in such a manner which results in precipitation of reasonable legal provisions and justice to all.

It is important to mention here that 137000 people were killed in road accidents in 2013 alone that is more than the number of people killed in all our wars put together. Drunken driving is one of the leading causes of road accidents. There is one death every four minutes in India.

It is unfortunate that no fruitful system has been built up to stop drunk driving. There is no permanent mechanism in place which can stop rash driving. Lack of control on traffic jam and undisciplined driving is also a reason . poor maintenance of road is another reason behind accidents. Govt should also own responsibility and put a brake on rising number of accidental death.

Lastly I raise a question to those people who are in favour of harsher punishment. They should say whether train driver and other concerned rail officers will be equally punished in case of train accidents which cause death and injury to hundreds of people in one go.

Salman Khan sentenced to five years in jail-The Hindu-06.05.2015
A sessions court in Mumbai on Wednesday sentenced Salman Khan to 5 years in prison for culpable homicide for the death of a man in the 2002 hit-and-run case.

Justice D.W. Deshpande held the Bollywood actor guilty of all counts in the 13-year-old case, rejecting Salman Khan's claim that his driver Ashok Singh was at the wheel when the accident took place.

Justice Deshpande said: “You were driving the car,” adding Salman was under the influence of alcohol and behind the wheels without a licence.

The court relied upon judgements in Alistair Pereira and Sanjeev Nanda BMW case of Delhi while convicting Salman.

As the court delivered the verdict, Salman had tears in his eyes and stood silently in the dock.

The case so far

Nurullah Mehboob Sharif was killed and four others were injured after Khan’s Toyota Land Cruiser ran up the stairs of American Express Laundry on Hill Road at Bandra in the intervening night of September 27 and 28, 2002. Khan was arrested and freed the same day after a medical check-up. He was rearrested in October 2002, but got bail from the sessions court.

The trial began in October 2006 at the Chief Metropolitan Magistrate Court at Bandra. In 2012, the magistrate ruled in favour of an enhanced charge under Section 304 II of the IPC (culpable homicide not amounting to murder) and transferred the case to the Mumbai sessions court for a fresh trial. In 2013, the sessions court framed charges under the stringent Section. Earlier, the actor had faced the charge of causing death by negligence under Section 304-A of the IPC.

He is also facing the charges of rash driving under Section 279 and abetment of assault under Section 134 of the IPC, besides those under the Motor Vehicle Act. If convicted, he may face up to 10 years in jail.

Prayers at home

At Salman’s home in Galaxy Apartment in suburban Bandra, his family members — mother Salma, brothers Arbaaz and Sohail Khan, sisters Alvira and Arpita have been offering prayers since last night.

“We are all eagerly waiting for the verdict and we hope all will go well,” Salman’s father and noted scriptwriter Salim Khan said.

The actor’s mother has been visiting temples since a few days, family sources said. Salman returned from Jammu and Kashmir on Tuesday where he had been shooting for his home production Bajrangi Bhaijaan, which is due to release in July.

The actor arrived in the evening and spent time with his family at home, the sources added. A strong posse of policemen has been deployed at the sessions court.

HCs draw template for early settlement of road accident claims-Economic Times 19th May 2014

CHANDIGARH: Two of the country's high courts have joined hands in a unique initiative to sharply reduce the time it takes to get compensation for road accident victims, a move that will help considerably in reducing the pain and suffering of the next of kin who otherwise have to wait indefinitely for justice.

There are several thousand such cases pending in several courts, some of which have dragged on for decades, with delays being blamed variously on evasive insurance companies, lackadaisical police officials and inordinate delays in the judicial process that's typical of the Indian system.

The Punjab and Haryana High Court and the Delhi High Court have now drawn up a template that will shorten the entire claims exercise to eight months. The aim is to put an end to unnecessary litigation and harassment, according to the judges behind the plan — Justice K Kannan of the Punjab and Haryana High Court and Justice JR Midha of the Delhi High Court.

Motor accident claim cases constitute a big part of the backlog at all high courts. In the Punjab and Haryana High Court, 40,000 of 2.3 lakh old cases are related to motor accident claims, some of them pending since 1985.

The judges want to put an end to "adversarial litigation" and promote the amicable resolution of claims. In the current system, after a lower court decides the case in favour of one of the parties — family or insurance company — the losing side approaches the higher court leading to delays.
It's this dragged-out litigation that the courts want to curtail.

The judges of both high courts have already begun strict enforcement of the template, relying on "established principles of Supreme Court directions", said a source.
Justice Kannan has meanwhile been holding workshops with insurance company, police and lower court officials to train them on how the system works.

"The endeavour is to help all the necessary parties appreciate that motor accident claim cases aren't adversarial litigation. It's the right of the victim's kin, who already stands harassed. Judges, cops and insurance companies are being told to adopt the template which in future will benefit all of them and save the courts from unnecessary litigation," said a senior high court official on condition of anonymity.

A similar initiative was carried out in the Delhi High Court to resolve nearly 20,000 such cases in one go. In the new format, the exercise of gathering accident details and submitting these to the competent court won't take more than 60 days. The court has to see the dispute settled amicably in six months.

In a recent judicial order, Justice Kannan directed lower courts in Punjab and Haryana to "elicit from doctors proper evidence of disability, in all injury cases, and how the disability could impact, long term or short term, the earning capacity". The courts have been directed not "to summon doctors, hospital authorities or court ahlmad (a lower court official) for production and proof of MLR (medico-legal report), FIR (first information report) or documents filed in criminal courts".

Land Bill Is Farmer Friendly And Politician Friendly

First the ordinance and now the amendments - the land bill continues to make news as it enters the Rajya Sabha. While the Opposition has accused the government of diluting farmers' interests, the government says that without necessary amendments, India will not be able to embark on a path of industrialisation.

So is this by far the best land bill we could have?
Should the 'consent clause' be brought back as demanded by the farmers?
Has the government made land acquisition easier?
Will forcible acquisition be a thing of the past?

I have tried to enlighten on the issue of seeking consent of three fourth of farmers and making analysis of social impact of land acquisition in following lines.

It is important to mention here that only in the state of Jharkhand ,34 MOU were signed by government of Jharkhand and out of which only 17 have started operation and 20 are pending for execution in want of land. .Most of stalled projects are related to power generation and from private sector. Similarly numerous projects coming under private or public sector are pending in various states due to many reasons , one being non-availability of land also.

In my opinion , government should avoid using Land bill for use of private business entities until it is inevitable due to some urgent reasons and until it is well established that it is in the larger interest of the society. Government cannot dream of rural housing or industrialisation of rural areas until adequate land is acquired. And quick growth is possible in any state only when process of land acquisition is made easier. But in no case land which are used for farming can be or should be acquired unless and until it is unavoidable . Only barren land or unirrigated land can be and should be acquired for normal industrialisation and for normal work. Private entities should be left to acquire land at their own as far as possible and only public utility services should get priority in land acquisition.

Government and local authorities should make a survey to find out and assess how much land may be acquired without affecting the livelihood of farmers. Land bank may be formed in line with concept of Blood bank functioning in all big towns and cities. Blood helps the person during his or her acute sickness and when the survival is at stake. Similarly land helps the sick state and helps poor, downtrodden and land less labourers to get job if adequate number of industries are set up in all villages and towns as per potential of the area.

UPA government did not do anything for ten years but just at the fag end of tenure passed a bill which appears to be growth oriented but in fact it is impractical for all practical purposes. The key reason is consent clause . Though applicability of consent clause and social impact analysis before acquisition of land appears to touch emotions of many farmers and politicians, but these two factors are real barrier in growth and quick acquisition of land. It is easy to preach these two conditions but it is completely unimaginable that there will be consensus on any case of land acquisition.

It is important to say here that even in Parliament , and state assemblies where most of participating members are knowledgeable, talented, intelligent but they never agree to any bill . None of bills placed in the Parliament is ever passed with 70 to 80 percent of MPs or MLAs .Bills pertaining to rise in salary ,perquisite , pension and other benefits to all MPS and MLAs are only passed without any objection from any corner and passed with consent of 100 percent members. Otherwise, any government cannot dream of passing a bill in state assemblies or in Parliament without facing chaotic scene created by opposing parties.

During TV debates organised by promoters of TV channels, it is seen how persons of different political parties quarrel with each other and oppose any bill or any issue for the sake of opposition only. In our country most of party men follow what High command of the party dictates to follow. None of them applies their own mind or concerned with interest of common men and interest of the country.

Even media men speak what they are asked to speak by promoter of TV channel. Media men invent negative points and discover bad news to make it breaking news and to increase TRP without assessing the impact of such news on the society and on the nation. Media men focus on news related to rape, murder, accident, briber, scam, and all bad news to attract the mind of audience. They do not have time to project good work done by any officer or any government.

Similarly in a village where so many mukhiyas and muscle men or local self made guardians and protectors of village will crop up and fight with each other to establish their supremacy as happen in Indian Parliament . In an environment where even members of same blood group families do not like group concept and willingly or unwillingly families face division after division ,it is absolutely impossible that 70 to 80 of villagers will ever agree to any case of land acquisition. Land in villages are divided among family members and share of land available to any one members in a family is shrinking year after year . Division of land has happened to such an extent that many farmers either have left farming or are engaged in labour work because farming has become economically unfeasible for small portion of land they own.

Dirty politics of rural area will not allow consensus to happen on majority opinion to happen in case of land acquisition. In rural areas also there are some farmers pro-BJP and some pro-Congress Party , some are pro-Lalu and some are Pro-Mulayam or pro-Mayawati. . People are divided even in a small family which causes breaking of family and quarrels among family members as also with neighbours. It will be foolish to imagine of success of principle of consensus in such position when interest of each family mostly is in conflicting position to that of neighbouring family. Similarly every family will have different mind-set towards social impact caused by acquisition of particular portion of land. Some of them will find a land acquisition as good for society and some will find it a loss venture.

It is important to point out here that majority of civil suits pending in various courts all over the country are related to land dispute only . Majority of land owners are not in good relation with neighbouring land owners. Land dispute among family members and with neighbours are more in number than land disputes with government or due to land acquisition. Similarly farmers in general are unhappy not with value of compensation they get in lieu of land acquired by government, but with delay and corruption involved in getting of promised value of compensation.

As such application of consent clause and concept of social impact analysis may appear to be farmer friendly , but it will definitely delay and hamper growth to a great extent.

However it is the moral duty of each government in each state and that of local authorities and social organisation to implement the amended Land bill and ensure minimum loss to farming and local farmers. Any law cannot yield sweet fruits until the law enforcing agencies are honest and pure in their mind .

During last 68 years , almost all ruling parties and all government promised for elimination of poverty and promised maximum benefit to farmers , but unfortunately even Today condition of farmers and common men in general is not at all good and it has deteriorated year after year. And this is why some of farmers decide to end their life when they face huge loss in farming even after spending all their own money and borrowed money.

Need of the hour is improve the position of farmers and common men and this is possible by all round growth . This is possible only after farmers carry on farming and they get proper education facilities, medical facilities ,additional job opportunity also in their area only. This is possible only when all parties shed their personal ego and they jointly arrive at a consensus position which is less damaging and more fruitful and beneficial for large section of society.

Suicide by farmers or by any one is not indicative of good health of the social comfort level and not indicative of good governance. As a matter of fact Parliament is not for the purpose of mutual mud slinging or for serving the ill-motivated and conflicting interest of various parties but for framing of rules, act and law after through debate and discussion.

Farmers will stop committing suicide only when the business of farming become a profitable venture . Big farmers exploit small farmers in villages and it is they who oppose land bill prominently. Small farmers and landless labourers are least bothered when land is acquired or not. They bother how to earn livelihood in their area and this will become easier for them only when other opportunities of jobs are crated in villages.

Last but not the least, it will not be wrong and incorrect to say that those parties and media men who are now advocating of seeking consent of three fourth of farmers and making of analysis of social impact caused by acquisition of land are playing foul game to serve their self interest and to increase their vote bank and to brighten their political future. Such advocates are neither growth oriented nor farmer friendly. They are to oppose Land bill for the sake of opposition only.

Whatever may be the truth of Land Bill, it is sure that all opposing parties will continue to harp on emotions of farmers and tarnish the image of BJP saying that BJP is enemy of farmers and friend f corporate. This may adversely affect the future of BJP government. After all , this is India, where emotional issues can make or mar career of any party.

Poverty helped Congress Party and others to win the election and now farmers will help .It is not clear as of now which party will really help farmers but it is crystal clear that non-BJP parties will sail the same boat as long as BJP is in power and they will sail with sail of farmers only.

An Open Appeal To Prime Minister

I am happy that Mr. Narendra Modi PM gives value to Durdarsan in all his meetings, foreign visits and various advertisements. Similarly he should try to give government business to BSNL and Indian Airlines. Thousands of crores of rupees related to various government schemes is deposited in current or savings accounts of private banks which enable private banks to earn hundreds of crore as extra profit. Modi should ensure that entire government fund is parked in government banks only. This will help in improving health of sick banks to some extent.

It is important to point out that if Rs1000 crore of government fund is deposited in Current account of a bank, bank can earn minimum Rs.100 crore per year out of this interest free fund. As per my rough estimation , at least ten lac crore of government fund is parked in various banks in saving or current account. One may imagine the volume of loss caused by public banks if the same fund is parked in private banks.

It is true that government departments and PSUs prefer private banks because private banks offer better services at some places. But in majority of cases high value fund is parked by officials of government departments in private banks when value of gifts offered by private banks and value of bribe money offered by officials of private bank to acquire large fund is higher than that offered by officials of public sector banks. It is not true that all branches of all Public banks are extending poor services.

Similarly if all public servants, ministers, MPs, MLAs, bankers, and employees of all public sector undertakings are forced to travel only by Indian Airlines , it will enable Indian airlines to earn hundreds of crore of rupees as additional profit. It is true that public servants prefer travelling by private airlines only because it is cheaper and better than Indian airlines. Government should try to rationalise and regulate airfare and in no case premium fare should be allowed to charge passengers who book ticker during eleventh hour of their visit.

There is large scale corruption in government schools and colleges. There is proper infrastructure and no proper housekeeping of available infrastructure. Teachers employed in these schools though get higher salary do not teach in schools, do not take adequate classes and do not cover entire syllabus forcing students either to opt for private schools and colleges for better study or have alternative method of learning through coaching classes conducted by teachers of government schools or private schools and colleges. If state or central government properly monitor teaching quality in government run schools and colleges , I think not only literacy level of the country will increase in true spirit but quality of learning will also get boost up. Not only this , government will also have to stop unfair means used by students in examinations and illegal earning by teachers in passing a student.

It is open secret that examiners of various school level or college level periodical examinations including recruitment test conducted for various post are not honest in setting of questions, in evaluation of answer sheets and in marking process during Interview process .In the recent past , people of India witnessed how unfair means were used during an examination held in the state of Bihar. I have no doubt that if examination is conducted in fair way, at least 90 percent of students will fail. I have no doubt that students who could not use unfair means during examination , will try their level best to bribe answer sheet evaluators . If state government of Bihar really want to stop corruption in evaluation of answer sheets, they will have to be strict and honest in their intention.

Youth seeking job arrange settings with Interview Panel Members through some mediators to ensure and guarantee clearance in Interview . Such type of setting is done not only for getting job in government schools, colleges, police departments , PSUs, PSBs and other government offices but the same tactics is applied by clever employees to get promotions to higher grade and higher scale.

If government want improvement in quality of education and quality of working in government offices, it will have to improve quality from schools where seeds of moral values are sown. It will have to ensure corruption free, transparent and seniority oriented promotion process in all offices to improve work culture and to stop flattery and bribery culture . It is easy to preach sermons and it appears soothing to delegate powers to higher bosses to pick up staff on merit basis only . But in fact such delegation of power results mostly in exploitation of staff, misuse of staff for self interest. There is no doubt that power corrupts people and absolute power damages entire system and damage entire culture.

If we look into service quality and treatment quality available for patients admitted in government hospitals , we will have no doubt in our minds that these hospitals are used only by extremely poor families who cannot afford treatment in private nursing homes. Quality of treatment, quality of medicines, quality of doctors , quality of nurses and other staff, quality of pathological test carried out in these hospitals and quality of infrastructure , all are of extremely inferior nature and prone to cause death and greater loss to patients and care takers of patients who are admitted for treatments in these hospitals. These hospitals are normally used only for post mortem purposes or in accidental cases when private nursing homes avoid admission of such patients due to police oriented problems. There is no doubt that private nursing homes are of first preference for patients if one can afford it at its own or even by taking loan from friends and relatives. There is no control of charges recovered for various consultations, operations and pathological test in private nursing homes. Still people prefer private hospitals.

This is why people of India in general have lost trust in working , functioning and disposal quality of government run departments, offices, banks and all PSUs. Inspite of all promises by government banks , people prefer banking with private banks, students prefer admission in private schools, passengers prefer travelling by private airlines, consumers prefer landline phone connections and mobile SIMs from private telecom service providers and finally all patients prefer treatment at private nursing homes.

I hope Mr. Narendra Modi will take care of points raised by me and take adequate corrective steps.

Lastly I salute Mr. Narendra Modi Prime Minister of India for his generous and quick response in time of all crisis Indian people faced in India and abroad. It is praiseworthy that Indian government have extended sincere , commendable and wholehearted services to people of Bihar, People of Jammu and Kashmir and to Indians and foreigners in Yemen and Nepal .

There is no parallel to services rendered by armed forces during period of all crisis and credit goes to Government for ensuring timely and well monitored action to cope with crisis and to rescue people in crisis. There is no doubt that name of Mr. Modi will be mentioned in golden words and he will be appreciated all over the world for his performance and service to h8umanity without any bias to caste , community , region or country.

Dirty Politics On Farmer's Suicide

Mr. Kejriwal Today accepted his mistake of not stopping rally after tragic death of Gajendra Singh. But he repeatedly tried to put blame on Mr. Modi and others for rise in suicidal case of farmers. He suggested Media to stop hair splitting of this Gajendra Singh episode and focus on how to reduce instances of farmers committing suicide. Zee media suggested him to present his party view in Parliament through four MPs of AAP and stop politics of rally , Dharna and that of putting blame on others . Mr. Kejriwal did not like to respond questions related to his insensitiveness on death of a farmer during his party rally and in front of his party men.

If Mr. Kejriwal is really serious on issue of pain of farmers who have been suffering for decades due to natural calamities or due to damage of crops, or due to wrong policies ,he should focus on this issue only and not try to put carpet on his mistake or on wrong stand taken by his party men on the issue of Gajendra Singh death. and not try to divert the attention of the country from fault of his party to BJP promoted Land bill for political advantage.

The issue of land bill for acquisition of land is entirely different from cases of suicides committed by farmers during last few years. Majority of suicide reported in news during last few years are not due to Land Bill of BJP. Mr. Modi has just submitted Land Bill and his government has not acquired any portion of land during last one year. If Mr. Kejriwal is having any case of farmer committing suicide due to snatching of his land by any government , he should come forward with details and then find out who are those politicians, government officers and which are theose political parties who are responsible for such torture and inhumane act on farmers. The habit of Mr kejriwal to point out accusing finger always towards BJP and Mr. modi is no at all justified and proper.

Unfortunately Mr. Kejriwal and his party is doing dirty politics as other Non-BJP parties are doing in the name of farmers . If he is really serious on Land bill he should present his party's opinion in Parliament where all MPs of all parties duly elected by Indian voters are available for discussion and debate. He should ask his party MP to prepare for it and try to sit together with others in Parliament to make appropriate laws for welfare of farmers. All Parties who consider them as well wishers of farmers should honestly present their ideas in Parliament. It is praiseworthy that Prime Minister Mr. Modi has openly Invited suggestion from all parties on the floor of Parliament.

I think Mr. Kejriwal and his party men will stop blaming police men or media men or BJP leaders or Mr. Modi for tragic death of Gajndra Singh in Delhi during his party rally. Mr.Kejriwal his supreme boss in his party and he is supposed to tell his associates and colleagues to stop blaming others. AAP should prove by action that his party is really borne to eliminate corruption. His party took birth to punish Congress men who were involved in various scams. He had joined team Anna and movement against corruption. He has cleverly forgot all stories of scams which he used to narrate before formation of his party AAP last year.

I hope Mr. Kejriwal will not behave like Lalu Mulayam,Mayawati, Rahul Gandhi or Diggy Baba. He should first teach discipline to Mr. Ashutosh, Mr Khaitan and Mr Sanjay whose improper behaviour caused split in the party and who badly tarnished the shining image of AAP. For all pains of party ,real blame goes to its leader and none else. It is Mr Kejriwal who failed to eliminate corruption from his own party and hence he should stop preaching sermon for others.

Decision to commit suicide may be taken by farmers, students, public servants ,bankers , politicians, male, female , lower caste or upper caste and person of all walks of life. It will be totally improper and ill-motivated to blame Land Bill of BJP for rising number of suicide by farmers. Rather well wishers of farmers or students or public servants should think why after all a person decide to end his life.

Why farmers in good number have committed suicide during last few years is a question to be answered before making of any law which is targeted to give comfort to farmers. Suicide may be because of loss of crop caused by unfavourable weather or due to draught or heavy rain or attack by worms and ants or may be due to critical disease. A farmer invests his entire money and also loan availed by bank and if his crop is damaged due to some reason or the other , he is totally shocked and unable to imagine a way to earn his livelihood. Government with the cooperation of all parties have to do some exercise to invent way and means to dilute or end the pain of such farmers . Only making noises or staging Dharna or stalling the proceedings of Parliament is not going to serve any purpose of farmers.

Similarly many students who fear failure in an examination or who fail to get job even after having good qualification, decide to end his life. Government has to ponder over it sincerely and try to create job opportunities and make farming a safe and profitable venture . And for all such works , government want land and capital . All parties have to think how they can provide land and capital to business men who are interested to produce any goods or services. Land bill placed by BJP is a good step in this direction ,all parties have to cooperate BJP to frame the best Land acquisition Act.

Opposition Parties And Media Should Restrain Them On Foreign Matters

Anti India and Pro-Pakistan slogans by Masarat and Hurriat people and hoisting of Pakistani flag on Indian land must be condemned by every Indian. It is very much disheartening and disappointing that leaders of Congress Party in particular and all Anti-BJP parties are busy in criticising BJP without taking care of image of the country.

Opposition parties make hue and cry on domestic issues , it may be healthy sign of democracy but if they indulge in dirty politics on even issues related to foreign affairs and specially issues related to Pakistan,it is not at all good for the country. There is no example available in the history of world that political parties of a country favours act of enemy country . It is in India only that political parties for their vested interest do not hesitate even in supporting enemy country to malign domestic ruling party.

Even media men do not hesitate in criticising all acts of BJP even if the news and debate on their TV goes against the interest of the country. They do not hesitate even in disclosing secrets of defence or sharing any intelligence input with enemy country. Whenever IB gives inputs of threat of terror attack on any corner of the country, media men invariably explain all details on TV and helps terrorist to change their plan. They are concerned for their TRP only. This is the reason that terror attack always occurs at place not known to IB or any intelligence agency. Terrorist are never caught alive only due to the fact that media men make them safe by telecasting all plans of our country and informing all steps of army to enemy by enlightening elaborately all plans of the police and armed forces formulated to counter terror attack..

There is no doubt that PDP is working hand in glove with these separatists called as Masarat or Hurriat conference. . Congress Party and NC indirectly promoted anti-national activities during their rule and failed to create love in the minds of Kashmiris for India. Pakistan took advantage of it and promoted anti-India culture in India. There are many others who are supporting separatist forces from remote sitting in the country itself. Govt. must keep eye on all activities of these anti-national folks and stern action without any delay must be taken to save country from anti -national forces and to save the image of party BJP as also to sustain the trust of Lovers of the country.

Congress Party which spoilt the culture of the country and which made the country unsafe by vote banks policies cannot be trusted . Other parties like RJD, JDU, SP or BSP can go to any extent to tarnish the image of the country. Please save the country from such selfish politicians. Any delay in action may reduce popularity of BJP and Mr. Modi. There are many persons like Musarat in Jammu and Kashmir who are inclined towards Pakistan and who are closely associated with hard core terrorists like Hafiz Sayeed. Love for Pakistan in the minds of Musarat like persons is not the creation of a few months , it is the result of long drawn conspiracy hatched by enemy country like Pakistan and hidden support extended by Indian politicians who are working in disguise.

Politicians like Digvijay Singh who was abusing BJP for release of Musarat from jail, for not arresting or delaying arrest of Musarat for his anti-national activities is now shamelessly asking PDP led government why and under what section Mr. Musarat 'Saheb' has been arrested. Mean mind and selfish politicians like Digvijay Singh can seek the support of even Pakistani leaders to malign Mr. Narendra Modi or to dethrone Modi from power. They tried their best to malign Modi on secular ground for twelve years after Gujarat riot and even misguided USA government to prevent issue of Visa to Mr. Modi.
Now they are very much perturbed when Mr. Modi is being appreciated and praised by world leaders like USA president or Chinese President. These leaders have been rejected by Indian voters . Still they have not learnt lesson from their defeat. Similarly persons like Lalu or Mulayam who have been totally rejected by voters are bent upon tarnishing the image of Mr. Modi or BJP rightly or wrongly. These leaders have no love for the country, they love Chair, power , money and post only.

Leaders of Congress Party and National Conference tried their best to form government in the state of Jammu and Kashmir . But when they failed and BJP got success in forming government in coalition with PDP, they are abusing BJP of forming government with PDP. Dirty leaders of these parties have double edged sword in their hand to kill BJP for all its actions. They are putting all possible hurdles in passing of Land bill only because they have majority in upper house. All defeated political parties have one and only agenda and that is to defeat Mr. Modi by hook or by crook , even by sacrificing the interest of the country.

I reiterate that delay in taking stern action against Masarat and his followers who are involved in anti national activities may prove very harmful and may slowly spread to other parts of the country.

Shortage Of Seniors In Banks

This refers to news items published today that 4 to 5 lac officers in the rank of AGM and DGM are likely to retire in coming three years to create vacuum in top management. Such lame excuses are furnished before government by clever management whenever there is talk of deteriorating quality of assets in banks compared to private banks.

In the year 2000 they were talking of surplus manpower affecting profitability of banks and this is why , public sector banks offered voluntary retirement scheme to bank officers in the year 2001 to curtail manpower and to boost up profitability of banks. Now when they talk of shortage of experienced seniors I simply laugh at cleverness of Chiefs of Banks.

Again during the period 2005 to 2010 each of PS bank was busy in reducing manual work culture by adopting Core Banking Solution . Majority of bank works were automated during this period and some banks are still bus in reducing manual work and focusing only on online and technology oriented banking transactions .This has resulted in making manpower surplus in banks. Management of each PS banks during last years has added many non banking works such as insurance, demat services, share trading , portfolio management etc in their work profile to use surplus manpower available in their banks. Now when they talk of shortage of manpower at senior level, it is unbelievable and nothing but lame excuse to hide their inefficiency, dishonesty , lack of vision , lack of capability to use manpower in more effective way etc.

Even Finance Minister has many times suggested bank management during last few months to promote officers to scale II and III on merit to cope with shortage of senior officers in banks. It is nothing but ridiculous and dangerous advice given to corrupt bank management. Even before 1991 (reformation era beginning), management of banks used to talk of shortage of good officers and they used to give a plea that they were bound to give promotions based on seniority .In fact the culture of promotion based on seniority during seventies and eighties was much better, much judicious and efficiency booster.

Banks have been recruiting staff on the basis of merit and promoting officers to higher scale through so called merit oriented promotion policies only for last two decades and more. Still they talk of shortage of meritorious officers .It means there is large scale corruption even in process of recruitment. And if meritorious persons are recruited, how they become inefficient and unskilled after passage of time . It means meritorious officers are usually rejected in all promotion processes and only blind Yes-man of bosses and perfect flatterers and bribe earners could be elevated to top posts during last two decades of freedom enjoyed by management of each Public sector bank.

In fact merit was never respected during last two decades of freedom given to bank management .Bank management have failed to create motivation in workforce. Now they make false excuses of shortage of good officers. And to add fuel to fire , bank management has started promoting even unskilled and inexperienced officers to higher scales in two to three years which will cause further loss to bank in coming days.

Media men blindly publish the news without verifying its correctness. There are hardly nine lac employees in public sector banks which comprises of not only executive level officers from AGM to GM but also includes class IV employees like peon, clerical staff, offices in scale I , II and III and scale IV. It is beyond imagination that there are 4 lac officers in AGMs and DGMs in Public sector banks. There are hardly four thousand such officers who are in the rank of AGM and above. And if it is true that there are 4 to 5 lac officers in the rank of AGM and DGM, it is the greatest scam of the country because it cause monetary loss in many ways.

Management of banks are indulged in large scale scam in recruitment and it is they who are causing loss to banks by recruiting officers directly in scale II and III or IV to oblige sons and daughters and kith and kin of top officials of banks and other VIP politicians, always in the name of merit only. It is these directly recruited officers who in lack of adequate experience and sufficient exposure in various activities related to banks are causing much losses to banks.

Banking is a service oriented industry and Banks need experienced officers who are well versed in banking and who understand the risk factors of lending and various types of operational works. Such offices may not be found in IIM or other campuses. Bank management like campus recruitment only to give higher pay packages to fresher as per their sweet will , not to improve banking service. It is proved during last ten to twenty years of freedom they enjoyed in recruitment and in promotions.

There are lacs of senior officers who have not been promoted only because there are not perfect Yesman of top officials. Even now there is no scarcity of good and experienced officers in scale I , II or III in any of PS banks. There are many clerical staff who are undoubtedly better than even officers , but they do not like to accept promotion due to bad management or they are not promoted to officer grade because they are not perfect flatterer to their immediate bosses. This is why many scale III or IV officers are performing the work of clerks and many clerical staff and junior officers are performing work of executives. More often than not , executives are unskilled but good speakers only.

In last month only SBI chief told that they will come out with a policy to weed out seniors and the same CMD of SBI is now talking of shortage of seniors .

In the year 2000- 2001 thousands of meritorious officers in senior rank opted for voluntary retirement scheme only because they were totally unhappy with treatment given to them by their bosses.

And it is important to point out here that the same officers who joined private banks after resigning from PS banks in the era of 1991 banking reform are now earning huge profits for private banks. Officers become meritorious as soon as they join private banks after resigning from PS Bank. Why?

There is no respect to merit or experience in banking and hence health of banks in general is moving from good to bad and bad to worse. Media men either do not understand the bitter truth of bank management or they are publishing news in lieu of money they get. They should try to get correct data of manpower In each grade and each scale before publishing such news . CMD of bigger banks are greater master in telling lie and in befooling government compared to smaller banks. This is why banks like SBI, PNB, BOB, IOB which were considered as top banks two decades ago are now considered as worst banks so far as asset quality of bank is concerned. It is they who did not make even sufficient provision for bad assets and for terminal benefits payable to retiring staff. just to give a artificial boost to profit and earn incentive. "Gau markar Juta Dan". Everyone remember , how few years ago , RBI allowed banks to amortise accumulated provision for five years to avoid loss in a particular Financial year.

Profitability of PS bank , Return on assets and Return on equity of each bank has sharply come down during last two decades . But clever Chiefs of bank talk about per employee business which has gone up to some extent only because these banks have curtailed manpower to a great extent when bank became automated and started functioning without use of manpower. These banks doubled their branch network but kept their total manpower almost same or less than what it was a few years ago. Only due to exploitation of staff , these banks are able to increase profit .

Still profit is not as it should be and as private banks are earning with same level of business. Average pay per employee in public sector bank is more than that of private banks. Because in private banks , pay package is fixed as per quality of work a staff perform. Whereas in PS banks, same type of work is done by clerk, officers in scale I or II or III or IV. In PS banks a staff become scale III after completing three decade long service whereas top officials directly recruit officer in scale III and make him scale IV or V . In this way they punish experienced officer and inculcate culture of bribery and flattery .

Even RBI and Ministry of finance do not understand or do not like to understand the real reason behind worsening asset quality of PS bank . They are misguided by gang of corrupt top officials and this is why instead of striking at root cause of sickness of banks, RBI officials or Ministers are suggesting recruiting ED and CMD from other bank or contemplating increasing incentive and pay packages of ED and CMD. MOF is suggesting various frameworks for recruitment of ED and CMDs of banks but not ready to peep into lower level recruitment and promotions.

I can say without any doubt and without any hesitation that health of PS banks cannot improve by changing only Chief of banks or by increase in pay package of Chief of banks. Need of the hour is to punish corrupt officials who in the name of merit promoting flattery and bribery and who are humiliating experienced and seniors by promoting extremely juniors to top posts.

Nearly 4 lakh public sector bank AGMs, DGMs to retire in 4 years-Financial Express 15th April 2015

In three to four years, most AGMs and DGMs in the country’s public sector banks will retire and there will be a vacuum at the senior level. The banks are still not able to make room for specialists and lateral entry for talent is a problem, says Achintan Bhattacharya, director, National Institute of Bank Management (NIBM). Recruitment of probationary offices is restricting banks from taking specialists directly and this needs to change, he says.

If the banks depend on PO level recruitment, there will be a vacuum for 20 years as there has been no recruitment since the 1980s and there won’t be enough talent available as it takes around 20 years to bring up people up to that level, says the NIBM director. Around 4,00,000 officer-level retirements are expected in three to four years with all of them in the 55-plus age group. GM levels posts are lying vacant in banks, says Bhattacharya.

Banks have failed to get talent from the market as these professionals are used to working in an environment where they are not chained by corporate governance norms which public sector institutions demand, there are no incentives for performance and the salary levels at the senior level at PSU banks are much lower compared to private sector bank, points out Bhattacharya. Banks also do not have the option of going down the ladder, he adds.

It was the human resource crunch in the PSU banks that led to the NIBM starting its post graduate programme in banking and finance in 2003-04 later rechristened as Post Graduate Diploma in Management Banking and Financial Services. But they too are not getting the compensation they deserve and it takes 10 years to move to levels up. After graduating from NIBM, students enter at Grade II levels of PSU banks but they should get much better rewards, says Bhattacharya. This year 54 students graduated and there has been 100% placement record with some opting for the private sector. NIBM is doing its bit to expand the talent poll for banks. Bhattacharya said NIBM is planning to increase the intake of students. It is a building a 240-room hostel for the PGDM course as it is run as a residential programme and needs room to accommodate additional students.The institute has started work on creating additional infrastructure at the NIBM campus with investments of around Rs 60 crore to Rs 70 crore, Bhattacharya said.
