&lt;a href="http://feedads.g.doubleclick.net/~a/4VMzLNJPbLxk4x2OPyRJlST8d7w/1/da"&gt;&lt;img src="http://feedads.g.doubleclick.net/~a/4VMzLNJPbLxk4x2OPyRJlST8d7w/1/di" border="0" ismap="true"&gt;&lt;/img&gt;&lt;/a&gt;&lt;/p&gt;Few doubt the perils of cigarettes: Smoking kills, and it adds billions of dollars to America's escalating health care bill.&lt;br /&gt;&lt;br /&gt;That said, is it a good idea to give would-be quitters free access to drugs that could help them kick the habit?&lt;br /&gt;&lt;br /&gt;Doctors and health care advocates say yes, and are supporting Senate Bill 220, which would require insurers in California to cover any smoking cessation drug approved by the U.S. Food and Drug Administration. They cite research by the nonpartisan California Health Benefits Review Program, which says the legislation could save the state $45 million yearly in health care costs.&lt;br /&gt;&lt;br /&gt;Insurers, however, say no. While the majority of health plans offer at least some level of coverage for smoking cessation, they often restrict access to some of the more expensive drugs, and require patients to complete counseling before obtaining a prescription.&lt;br /&gt;&lt;br /&gt;Already required to comply with new federal rules, insurance companies bristle at the thought of additional state government mandates. They say SB 220 would be an $84 million gift to drug companies and might not do much to reduce smoking.&lt;br /&gt;&lt;br /&gt;Most health insurance policies in California already cover smoking cessation programs and at least some drugs. But about 18 percent of the state's insured population has no coverage at all for smoking cessation.&lt;br /&gt;&lt;br /&gt;The federal health care overhaul aims to change that. By 2014, all health plans participating in government-run insurance exchanges established by the federal health law must provide cessation programs in their "essential health benefits package."&lt;br /&gt;&lt;br /&gt;SB 220 would go further by requiring all plans – not just those in the exchange – to provide coverage, and by eliminating co-pays and deductibles for smoking cessation drugs and counseling.&lt;br /&gt;&lt;br /&gt;Sen. Leland Yee, D-San Francisco, the bill's author, said he doesn't understand why insurers would fight something that saves them money in the long run. Yee won support for the measure last month in the Assembly Health Committee.&lt;br /&gt;&lt;br /&gt;Smoking is linked to an array of killers, including cancer, heart disease and emphysema.&lt;br /&gt;&lt;br /&gt;"As we move this bill through the process, I hope (insurers) will understand that their opposition is penny wise, but pound foolish," Yee said.&lt;br /&gt;&lt;br /&gt;Right now, many Californians who try to quit smoking face financial as well as physical and psychological hurdles.&lt;br /&gt;&lt;br /&gt;Mark Shellenberger, 53, decided to get serious about kicking his 30-year, two-pack-a-day habit two years ago after failing a physical. The Sacramento man, an analyst for Conifer Health Solutions, enrolled in a smoking cessation program offered by Mercy General Hospital.&lt;br /&gt;&lt;br /&gt;Shellenberger's insurer didn't offer the coverage, so he paid out of pocket for classes and the brand-name drug Chantix. "You would think that it would be something they would want to support and pay for because it would be to their benefit," he said.&lt;br /&gt;&lt;br /&gt;He could afford only a six-week supply of the drug, which cost him more than $200. When his supply ran out, he relied on willpower.&lt;br /&gt;&lt;br /&gt;Even now, the craving hasn't ceased. "I just have to make sure that I don't give in to temptation," he said.&lt;br /&gt;&lt;br /&gt;Despite a steady decline in the number of smokers, 3.8 million California adults still smoke cigarettes.&lt;br /&gt;&lt;br /&gt;The costs of the nation's smoking habit are high; the U.S. Centers for Disease Control and Prevention puts the annual tab at $193 billion.&lt;br /&gt;&lt;br /&gt;The California Medical Association, the American Cancer Society and the country's leading lung and heart associations say it's time insurers did more.&lt;br /&gt;&lt;br /&gt;"Our hope is that insurance companies will see … that there's an opportunity here to reduce costs – their own costs – by embracing full coverage for cessation treatments and services," said Paul Knepprath, a lobbyist for the American Lung Association.&lt;br /&gt;&lt;br /&gt;But Patrick Johnston, president of the California Association of Health Plans, urged lawmakers not to issue more mandates, even for such a seemingly worthy goal.&lt;br /&gt;&lt;br /&gt;"The perverse logic of the Legislature is to rail against insurance premium increases and then mandate a smoking cessation drug benefit that would pay pharmaceutical companies $84 million," he said. "This is a good deal for pharmaceutical companies and a bad deal for everybody else."&lt;br /&gt;&lt;br /&gt;Kathleen McKenna, a spokeswoman for Kaiser, said the HMO is against mandates in principle and also objects to the way Yee's bill puts the full financial burden on insurers for drugs, whether for prescriptions or over-the-counter medication. Kaiser provides free cessation programs to members, but requires counseling as a prerequisite to getting medication.&lt;br /&gt;&lt;br /&gt;Brad Kieffer, a spokesman for Health Net, said his company "endorses efforts to curb smoking," calling the addiction "one of the biggest drivers of overall health care costs." But, he said, "We don't believe that this is the right prescription," because it provides smokers with direct access to smoking-cessation drugs without counseling services.&lt;br /&gt;&lt;br /&gt;Experts generally agree that counseling is a key part of treatment. A Health Committee analysis of SB 220 cites numerous studies showing that a combination of counseling and drugs boosts a quitter's chances of success. The bill requires health plans to offer counseling, but does not require patients to go through it before getting drugs.&lt;br /&gt;&lt;br /&gt;As it stands, it often takes smokers many attempts to quit before kicking the habit.&lt;br /&gt;&lt;br /&gt;Carmen Werle, a Kaiser Permanente member, resumed smoking a year ago. "It's very hard to quit, especially with a lot of stuff going in your life," said Werle, a risk manager for the state attorney general's office. "It's a stress reliever."&lt;br /&gt;&lt;br /&gt;Although Kaiser offers smoking cessation classes, she has yet to take advantage.&lt;br /&gt;&lt;br /&gt;"I have to quit for my health, so I can be around longer for my family," Werle said. A  term policy     is written for a specific period of time, typically 1 to 10 years, and  may be     renewable at the end of each term. Also, the premiums increase at the  end of     each term and can become prohibitively expensive for older  individuals. A level     term policy locks in the annual premium for periods of up to 30 years.&lt;a href="http://healthguidedirect.blogspot.com/"&gt;Life Insurance Guide&lt;/a&gt;&lt;/p&gt;&lt;p&gt; &lt;b&gt;Declining Balance Term insurance&lt;/b&gt;, a variation     on this theme, is often used as mortgage insurance since it can be  written to     match the amortization of your mortgage principal. While the premium  stays constant     over the term, the face value steadily declines. Once the mortgage is  paid off,     the insurance is no longer needed and the policy expires. As long as you continue to pay the premiums, you  are able     to lock in coverage at a level premium rate. Part of that premium  accrues as     cash value. Like variable life, you control your  investment in     mutual funds. However, there are no guarantees on universal variable  policies     beyond the original face value death benefit. The piece in questions was in fact a Garfield comic. In Garfield's short monologue he proclaimed that he loved to spend his time planning, because it meant that he then didn't have to actually do anything.&lt;/p&gt;&lt;p&gt;We are bombarded by information about health every single day. I regularly read the newspaper, not just for the Garfield comic, and I've seen some startling misinformation and contradictory articles printed within the space of a few days. This is all from a very reputable UK broadsheet. For example I once read a study proclaiming that drinking two cups of coffee a day was good for your health. Then a week later, in the same paper, there was another study saying that coffee should be avoided at all costs. So which are we supposed to believe?&lt;/p&gt;&lt;p&gt;My answer is to ignore both. I'd recommend ignoring most health information altogether. This may sound drastic but it's intended to be. Keeping healthy isn't a matter of reading all the articles you can get your hands on and then cramming the information into a strict routine. It's too hard to do and virtually impossible to keep to. The key to good health, like most things in life, is to keep it basic. If you wish to get healthy then all you need to do is follow my basic advice. There's only five points to remember and they're not at all complicated so anyone can stick to them.&lt;/p&gt;&lt;p&gt;1. Eat a balanced diet.&lt;/p&gt;&lt;p&gt;You should never starve yourself and similarly you shouldn't overeat. Cut down on fatty foods as well as sugary/salty treats and replace them with fruit and vegetables. It's okay to have a little treat once in awhile but it should be exactly that, a treat...not the norm. Remember "you are what you eat". Do you want to be a sluggish sausage or an sprightly strawberry?&lt;/p&gt;&lt;p&gt;P.S. Go easy on the sodas and alcohol too, these are merely empty calories that will cause excess weight gain.&lt;/p&gt;&lt;p&gt;2. Take regular exercise.&lt;/p&gt;&lt;p&gt;It may sound like a pain but regular exercise only has to be 30 minutes of activity three times a week. If you say you haven't got time for that then you're a liar! Then are many painless ways to fit in exercise around your life. You could get off the bus a couple of stops early, join a local sports team or you could do what I do - I have an exercise bike in my room and I hop on it whenever I'm watching TV. It's amazing how quickly 30 minutes of cycling flies by when you're engrossed in your favourite show.&lt;/p&gt;&lt;p&gt;3. Relax.&lt;/p&gt;&lt;p&gt;High levels of stress weaken the immune system and open you up to an array of health issues, both physical and mental. You can protect yourself though by allotting yourself a little "me time" a couple of times a week. Both meditation and hypnosis are excellent ways to relax, and with hypnosis you can even improve another aspect of your being while ridding yourself of stress. Try purchasing a hypnosis mp3 from a reputable store and listening to it a few days a week. Alternatively you may just want to curl up with a good book or partake in your favourite hobby.&lt;/p&gt;&lt;p&gt;4. Keep good hygiene.&lt;/p&gt;&lt;p&gt;You can stave off many illnesses just by washing your hands thoroughly with soap and then drying them off completely several times a day. You don't have to be obsessive about it, just every time you go to the toilet, handle food or play with your pet will do.&lt;/p&gt;&lt;p&gt;5. Socialize.&lt;/p&gt;&lt;p&gt;We humans are social creatures (well most of us!), and socializing plays an important role in maintaining good health. When we interact in a fun environment it reduces stress levels, strengthens and immune system and improves mental faculties. You can combine socializing with some of the tips above to make the most of your time. For example you could go and play a round of golf with a few friends, you'll get in plenty of exercise walking around while socializing and depending on how well you play it may even be relaxing!&lt;/p&gt;&lt;p&gt;There you have it, the basics of good health. That's really all there is to it. The time for talking is now over, it's time for you to get out there and get active. So much ignorance, so much that just sucks. I’ve had some emails directed my way about some things happening to women I know or know of in the name of religion, and I’m so angry. There’s nothing you can do but stand up and leave. Quitting sounds like you’re giving up the fight, but you’re not. Because when you leave, you weaken them. One by one you weaken the churches, the shuls, the mosques, the temples. Every time a woman walks out, every time a man who cares about women walks out, they’re weakened, and so is their ability to lie to their followers and their fellow Americans about how their gods view women and their ’special purpose’ in life. But I don’t want to talk about it anymore, I really don’t. So here’s a meme.&lt;/p&gt; &lt;p&gt;1. I pronounce it so it's rhymes with 'dream'; some pronounce it so it sounds like 'mem' (from mem-ory).&lt;p&gt; First off, technically most of the sites here are not memes. The fact that most of these sites create new questions all the time removes the whole evolving viral concept of a meme. But most people call them that and I liked the word 'meme' so I used meme.&lt;/p&gt;&lt;p&gt; In the context of web logs / 'blogs / blogging and other kinds of personal web sites it's some kind of list of questions that you saw somewhere else and you decided to answer the questions. Then someone else sees them and does them and so on and so on. I generally consider these to be actual questions and not some multiple choice quizzes that determine some result at the end (what color you are most like, what cartoon character are you, what 80s movie are you).&lt;/p&gt;&lt;p&gt; By some other definitions memes are viral and propagate around sometimes mutating as they propagate. Someone proposed something along the lines of some blog posts are viral, they write about something they see on one blog and the next person does the same sometimes their interpretation varies slightly changing the story (I cannot find this original reference).&lt;/p&gt;&lt;p&gt; Eventually some people decided they were going to creating weekly questionnaires (memes) and post them every week. Some are monthly, a few are daily and some are always there. Some suggest that you get five other people to do the same meme and they have to get five people (and so on), which sometimes increases their propagation. This probably stunts their mutated growth, having a permanent storage place where people go to find them but many people copy them from the site where they see it and they'll still change a bit. &lt;/p&gt; Personally I liked these sites; sometimes they give me things to write about that I would have never started the topic on my own. Mostly all good things, but they still make my hubby nervous. Any change of pace or anything new thrown into his schedule..makes him flustered.&lt;/p&gt;  &lt;p&gt;Today he was going on and on about the fact that he thinks that the mechanic “screwed” him over when he fixed our truck this week. He kept asking my son what he thought, and my son said.. no dad…I think he did the right thing. Maybe you should just call and ask him to explain what he did to the truck? (Damn.. I was proud of that kid!) Hubby listened and called the mechanic and they got it all ironed out. It must be awful to think that someone is out to get you ALL the time.&lt;/p&gt;  Next on his list of worries is this new apt/townhouse thing we are moving into. He just worries about everything about it. He has called every utility company that we have to deal with to get prices, deposit info, etc… and hey.. I am not saying that is ALL bad.. but he is obsessive about it. Then he calculates, figures, obsesses over all the figures and then wonders if we will be able to afford it or not. Baldor &lt;/strong&gt;&lt;/cite&gt;that appeared in the &lt;cite&gt;&lt;strong&gt;Seattle Post-Intelligencer&lt;/strong&gt; &lt;/cite&gt;&lt;cite&gt;on &lt;/cite&gt;Monday. The headline read: &lt;strong&gt;&lt;em&gt;‘Everybody Wants In’: Too Many Soldiers for Army’s Care Centers. &lt;/em&gt;&lt;/strong&gt;The story line goes this way:&lt;strong&gt; &lt;/strong&gt;In a rush to correct reports of substandard care for wounded soldiers, the Army flung open the doors of new specialized treatment centers so wide that up to half the soldiers currently enrolled do not have injuries serious enough to justify being there.&lt;/p&gt; &lt;p&gt;According to interviews and data provided to Associated Press, the number of patients admitted to the 36 Warrior Transition Units and nine other community-based units jumped from about 5,000 in June 2007, when they began, to a peak of nearly 12,500 in June 2008. The AP learned that just 12 percent of the soldiers in the units had battlefield injuries while thousands of others had minor problems that did not require the complex new network of case managers, nurses and doctors, according to Brig. Gen. Gary Cheek, the director of the Army’s warrior care office.&lt;/p&gt; &lt;p&gt;According to the report, Army leaders are now putting in place stricter screening procedures to stem the flood of patients overwhelming the units — a move that eventually will target some for closure.&lt;/p&gt; &lt;p&gt;&lt;strong&gt;Health Plan Innovation Take: &lt;/strong&gt;The experience that the Army&lt;strong&gt; &lt;/strong&gt;has had as a single payer system is indicative of what would occur on a larger scale if the government were in charge of providing health care. There would no doubt be cycles of rationing and substandard care that would lead to protests that would lead to a free-for-all attitude and incredible costs, and then the cycle will repeat. Tap in your details and find out.&lt;/p&gt;&lt;/blockquote&gt; &lt;p&gt;In February, I wrote how I thought that Carol.com was &lt;strong&gt;consumerism&lt;/strong&gt; and &lt;strong&gt;transparency&lt;/strong&gt; delivered in a way that a layperson can understand and at a price point where it makes sense for an individual to spend some time shopping around. I pointed out that not too many people ever tried booking their own flights on the green screens of the old Saber System. Nor did they shop for the best fares when there was a travel agent (insert insurance carrier) sitting between them and the information. I also pointed out that this was an example of how innovation in health care is not going to be driven by the big carriers and the big health care providers. (Should I have added big government?) It will come from small entrepreneurial groups like the team that created Carol.&lt;/p&gt; &lt;p&gt;So, it was with some regret that I read today that Carol has cut 25 jobs, or a quarter of its workforce, and is revamping their strategy. The Star Tribune&lt;a href="http://www.startribune.com/business/34236164.html" target="_blank"&gt;&lt;img id="snap_com_shot_link_icon" class="snap_preview_icon" style="border: 0pt none ; margin: 0pt ! important; padding: 1px 0pt 0pt; max-height: 2000px; max-width: 2000px; min-width: 0px; min-height: 0px; font-style: normal; font-weight: normal; font-family: &amp;quot;trebuchet ms&amp;quot;,arial,helvetica,sans-serif; float: none; position: static; left: auto; top: auto; line-height: normal; background-image: url(http://i.ixnp.com/images/v3.56/theme/purple/palette.gif); background-color: transparent; visibility: visible; width: 14px; height: 12px; background-position: -943px 0pt; background-repeat: no-repeat; text-decoration: none; vertical-align: top; display: inline;" src="http://i.ixnp.com/images/v3.56/t.gif" /&gt;&lt;/a&gt; reported that, despite aggressive advertising, the Bloomington, MN-based Carol has struggled to attract users to its year-old website, and that medical provider never got comfortable with the idea of posting their services online for comparison shopping.&lt;/p&gt; &lt;p&gt;The newspaper reported that Carol’s two consumer websites — in the Twin Cities and Seattle — will remain up. But the company will now focus on consulting and software services aimed at hospitals, clinics and physicians. It will help providers repackage services in ways patients can understand, rather than in the current system organized around insurance payments. It may also rent the Carol software platform for hospital and clinic groups to include on their own websites — backing off from the original goal of allowing users to compare directly among providers.&lt;/p&gt; &lt;p&gt;It is a shame that such a well conceived and well financed ($30 million in seed money) was not successful in getting us to think differently about how we purchase healthcare services. But as Carol’s chief executive, Tony Miller told the Star Tribune, “We are taking a step back.” He said that Carol will now concentrate on “how do you engage at an earlier level and how do you do something that isn’t threatening.”&lt;/p&gt; &lt;p&gt;Sometimes we forget that we need to crawl before we walk. To expect that providers would suddenly get how to package and price their services for retail and that patients would readily become consumers might, in retrospect, have been kind of a stretch. The good news is that the management of Carol realized their mistake before the money ran out and have been able to make a course correction. It was a meeting designed to unpack the results of the national election results and to try to get a sense of what it all means for the future health care in general and tax-preferred benefits plans (FSA, HRA, and HSA) in particular.&lt;/p&gt; &lt;p&gt;The keynote speaker was Grace-Marie Turner, president of the Galen Institute, a public policy organization founded in 1995 to promote informed debate over free-market ideas for health reform.&lt;/p&gt; &lt;p&gt;Ms. Turner recapped some of the health care reform proposals that have been flying around Washington since the Democratic victories earlier this month. Ideas like:&lt;/p&gt; &lt;ul&gt;&lt;li&gt;Community rating&lt;/li&gt;&lt;/ul&gt; &lt;ul&gt;&lt;li&gt; Subsidies for low income people&lt;/li&gt;&lt;/ul&gt; &lt;ul&gt;&lt;li&gt;State Children’s Health Insurance Program (SCHIP) reform and mandated insurance for children&lt;/li&gt;&lt;/ul&gt; &lt;ul&gt;&lt;li&gt;An insurance exchange&lt;/li&gt;&lt;/ul&gt; &lt;ul&gt;&lt;li&gt;Pay or play mandates&lt;/li&gt;&lt;/ul&gt; &lt;p&gt;All of these are anathema to anyone who has advocated for free-market reforms to attack the two-headed headed monster (access and cost) that health care has become in this country. Turner pointed out the real culprit to be poor lifestyle choices by citing a study that found that behavior contributed to 40% of the country’s early deaths versus 10% that were attributed to a lack of health care. Another key statistic she cited was a survey showing that 80% of Americans think that the current system is good to excellent.&lt;/p&gt; &lt;p&gt;So, if 40% of our health problems are caused by our bad behaviors and 80% of us think that the current system is ok, should we look to through out the whole system in favor of something that will probably not work as well and will certainly cost more?&lt;/p&gt; &lt;p&gt;Instead of making fundamental changes to the current system, Turner suggested making incremental changes to the existing employer-based system. &lt;a href="http://feedads.g.doubleclick.net/~a/5OLWUuG3Pbdn2x_8XE8NNqLK1Ms/1/da"&gt;&lt;img src="http://feedads.g.doubleclick.net/~a/5OLWUuG3Pbdn2x_8XE8NNqLK1Ms/1/di" border="0" ismap="true"&gt;&lt;/img&gt;&lt;/a&gt;&lt;/p&gt;A number of major pharmaceutical corporations and biotech firms are&lt;br /&gt;concealing the nature of the biological warfare research work they are&lt;br /&gt;doing for the U.S. government.&lt;br /&gt;&lt;br /&gt;Since their funding comes from the National Institutes of Health, the&lt;br /&gt;recipients are obligated under NIH guidelines to make their activities&lt;br /&gt;public. Not disclosing their ops raises the suspicion they may be&lt;br /&gt;engaged in forbidden kinds of germ warfare research.&lt;br /&gt;&lt;br /&gt;According to the Sunshine Project, a nonprofit arms control watchdog&lt;br /&gt;operating out of Austin, Texas, among corporations holding back&lt;br /&gt;information about their activities are:&lt;br /&gt;&lt;br /&gt;Abbott Laboratories, BASF Plant Science, Bristol-Myers Squibb, DuPont&lt;br /&gt;Central Research and Development, Eli Lilly Corp., Embrex,&lt;br /&gt;GlaxoSmithKline, Hoffman-LaRoche, Merck &amp;amp; Co., Monsanto, Pfizer Inc.,&lt;br /&gt;Schering-Plough Research Institute, and Syngenta Corp. of Switzerland.&lt;br /&gt;&lt;br /&gt;In case you didn't know it, the White House since 9/11 has called for&lt;br /&gt;spending $44-billion on biological warfare research, a sum&lt;br /&gt;unprecedented in world history, and an obliging Congress has&lt;br /&gt;authorized it.&lt;br /&gt;&lt;br /&gt;Thus, some of the deadliest pathogens known to humankind are being&lt;br /&gt;rekindled in hundreds of labs in pharmaceutical houses, university&lt;br /&gt;biology departments, and on military bases.&lt;br /&gt;&lt;br /&gt;An international convention the U.S. signed forbids it to stockpile,&lt;br /&gt;manufacture or use biological weapons. But if the U.S. won't say&lt;br /&gt;what's going down in those laboratories other countries are going to&lt;br /&gt;assume the worst and a biowarfare arms race will be on, if it isn't&lt;br /&gt;already.&lt;br /&gt;&lt;br /&gt;Sunshine says failure to disclose operations also puts corporate&lt;br /&gt;employees involved in this work at risk. Only 8,500, or 16%, of the&lt;br /&gt;52,000 workers employed at the top 20 U.S. biotech firms work at an&lt;br /&gt;NIH guidelines-compliant company, Sunshine says.&lt;br /&gt;&lt;br /&gt;Francis Boyle, an international law authority at the University of&lt;br /&gt;Illinois, Champaign, says pursuant to national strategy directives&lt;br /&gt;adopted by Bush in 2002, the Pentagon "is now gearing up to fight and&lt;br /&gt;win' biological warfare without prior public knowledge and review."&lt;br /&gt;Boyle said the Pentagon's Chemical and Biological Defense Program was&lt;br /&gt;revised in 2003 to endorse "first-use" strike in war. Boyle said the&lt;br /&gt;program includes Red Teaming, which he described as "plotting,&lt;br /&gt;planning, and scheming how to use &lt;a href="http://healthguidedirect.blogspot.com/"&gt;Health care&lt;/a&gt;"&lt;br /&gt;&lt;br /&gt;Besides the big pharmaceutical houses, the biowarfare buildup is&lt;br /&gt;getting an enthusiastic response from academia, which sees new funds&lt;br /&gt;flowing from Washington's horn of plenty. "American universities have&lt;br /&gt;a long history of willingly permitting their research agenda,&lt;br /&gt;researchers, institutes and laboratories to be co-opted, corrupted,&lt;br /&gt;and perverted by the Pentagon and the CIA," Boyle says.&lt;br /&gt;&lt;br /&gt;What's more, the Bush administration is pouring billions in biowarfare&lt;br /&gt;research while some very real killers, such as influenza, are not&lt;br /&gt;being cured.&lt;br /&gt;&lt;br /&gt;In 2006, the NIH got $120 million to combat influenza, which kills&lt;br /&gt;about 36,000 Americans annually but it got $1.76 billion for&lt;br /&gt;biodefense, much of it spent to research anthrax. How many people has&lt;br /&gt;anthrax killed lately? Well, let's see, there were those five people&lt;br /&gt;killed in the mysterious attacks on Congress of October, 2001 ---&lt;br /&gt;attacks that suspiciously emanated from a government laboratory at&lt;br /&gt;Fort Detrick, Md.&lt;br /&gt;&lt;br /&gt;One would think the FBI might apprehend the perpetrator whose attack&lt;br /&gt;shut down the Congress of the United States but nearly six years have&lt;br /&gt;gone by and it hasn't caught anybody. Seem a bit odd to you? Some&lt;br /&gt;folks suspect the anthrax attack was an inside job to panic the&lt;br /&gt;country into a huge biowarfare buildup to "protect" America from&lt;br /&gt;"terrorists."&lt;br /&gt;&lt;br /&gt;Milton Leitenberg, of the University of Maryland's School of Public&lt;br /&gt;Policy, though, says the risk of terrorists and nonstate actors using&lt;br /&gt;biological agents against the U.S. "has been systematically and&lt;br /&gt;deliberately exaggerated" by administration scare-mongering.&lt;br /&gt;&lt;br /&gt;And molecular biologist Jonathan King of Massachusetts Institute of&lt;br /&gt;Technology says, "the Bush administration launched a major program&lt;br /&gt;which threatens to put the health of our people at far greater risk&lt;br /&gt;than the hazard to which they claimed to have been responding." King&lt;br /&gt;added President Bush's policies "do not increase the security of the&lt;br /&gt;American people" but "bring new risk to our population of the most&lt;br /&gt;appalling kind."&lt;br /&gt;&lt;br /&gt;In the absence of any credible foreign threat, Sunshine's Hammond&lt;br /&gt;said, "Our biowarfare research is defending ourselves from ourselves.&lt;br /&gt;It's a dog chasing its tail."
