Cornell University’s president, Dr. David J. Skorton, said he believed Dr. Glimcher had the skills to carry out the medical school’s plan to double its research capacity and to help the university compete to develop a new high-tech campus proposed by the Bloomberg administration.

Her appointment will take effect in January. The departing dean, Dr. Antonio M. Gotto Jr., also a researcher, said the school now ranked “somewhere in the mid-30s” in terms of its financing from the National Institutes of Health, a benchmark of research prominence.

Sanford I. Weill, the former chairman of Citigroup who with his wife was the benefactor for whom the college was named in 1998, said Wednesday that Dr. Glimcher had come to his attention through a good friend, Jim Robinson, a co-founder of the technology venture-capital firm RRE Ventures and a former chairman of Bristol-Myers Squibb and chairman and chief executive of American Express.

“He recommended that I meet Laurie Glimcher when he heard we were going to look for a new dean,” Mr. Weill said. He said that after meeting her, he introduced her to the firm handling the search, and she was chosen out of 51 candidates.

Dr. Skorton said he was also aware of her, through N.I.H. and Harvard contacts.

At Harvard, Dr. Glimcher runs an immunology lab that had a three-year contract with Merck, the company that makes Fosamax, a formerly $3-billion-a-year bone drug that became generic in 2008.

Bristol-Myers Squibb, where she has been on the board since 1997, paid her $244,500 in compensation in 2010, including fees and stock awards, according to its 2011 proxy statement. She received $1.4 million in deferred share units, by far the most of any director.

While she has been on the board, the company has paid hundreds of millions of dollars to settle federal and shareholder complaints that it had inflated sales figures, although Dr. Glimcher herself was not found liable.

Dr. Glimcher was also paid $238,545 in cash, stock and options in 2010 by the Waters Corporation, a publicly traded maker of lab equipment, according to a company filing in March. She joined that board in 1998.

Harvard recently revamped its conflict-of-interest policy for medical school faculty, prompted by concerned medical students and faculty. Dr. Glimcher said the policy did not change her compensation or relationships with outside groups.

Dr. Glimcher has undergraduate and medical degrees from Harvard. She is married to Gregory A. Petsko, head of biochemistry at Brandeis University.

Hundreds of academics from Oxford and Cambridge have signed a letter to the British government demanding that the planned increase in tuition fees to £9,000 from £3,290 be halted and a public commission of inquiry be established to look into the plan.

“Universities are being forced to take major decisions, with unknown consequences, to a breakneck timetable,” said the letter, which was addressed to Business Secretary Vince Cable and Universities Minister David Willets.

“We are being asked to ‘fly blind’ over matters of the utmost importance in respect to our ability to continue to deliver world-class education and research,” said the letter, which was signed by 681 faculty members from Britain’s two oldest universities.

A government paper setting out details of the new funding arrangement, which was expected in March, has been delayed, and Professor Peter de Bolla, one of the organizers of the letter, told the BBC that institutions were essentially being asked to set fees “in the dark,” without a clear understanding of the consequences of their decisions.

Morgan Bettex, MIT News OfficeMIT has held the top spot in U.S. News & World Report’s annual undergraduate engineering rankings for more than 20 years, and this year is no different, the magazine announced today.

MIT’s top standing, ranked among peer institutions, will appear in both the magazine and in the 2011 edition of the magazine’s annual college guide, “America’s Best Colleges” that hits newsstands Monday, Aug. 23. All rankings went online early today.

Within engineering, MIT was ranked No. 1 for its undergraduate programs in aeronautics and astronautics, chemical engineering, computer engineering, electrical engineering, materials sciences and mechanical engineering. MIT also ranked in the top five in biomedical engineering and environmental/environmental health engineering.

The MIT Sloan School of Management was ranked second nationwide among undergraduate business programs. Sloan also received first-place ratings in four specialties: management information systems, production/operations management, quantitative analysis/methods and supply chain management/logistics. Sloan was ranked third for finance and fifth for entrepreneurship.

Overall, MIT was ranked seventh among national universities, tied with Caltech (Harvard was ranked first). Last year, MIT and Caltech tied for fourth place with Stanford and the University of Pennsylvania. This year, Stanford and UPenn tied for fifth.

To determine the vehicles with the highest theft rates in the country, the Highway Data Loss Institute looked at only insured passenger vehicles between one and three years old. Then they calculated which insurance claims were filed for each particular model of vehicle, and the size of the payment for each claim. Big Rigs Drive Big Risk For Passenger Vehicles

When a big rig truck and cars collide, the laws of physics determine the outcome. Most often, the passenger vehicle bears the brunt of the damage.

The Insurance Information Network of California, the California Highway Patrol, the San Diego Police Department and the California Trucking Association have joined forces to focus attention on truck and passenger vehicle driver safety this Labor Day weekend. In a live demonstration held today at Balboa Park, expert drivers highlighted the dangers of big rig blind spots and their physical stopping distance, which is much greater than that of a passenger car. In advance of the holiday weekend, CHP officers also reinforced the need for drivers to safely share the road with big trucks.

Trucks often weigh 20-to-30 times more than an average car and have a harder time maneuvering around an emergency situation. The Insurance Institute for Highway Safety estimates that 3,163 people died in truck collisions in 2009. Of these deaths, 14 percent were truck occupants and 70 percent occupied non-commercial cars and trucks. The CHP also estimates that at least half of the 17,000 car-versus-big rig collisions in 2009 were caused by drivers of the cars.

“Motorists need to know that sharing the road with a big rig requires not only patience , but also an understanding of how to recognize and avoid trucks’ blind spots,” said IINC Executive Director Candysse Miller. “Truckers in California maintain the highest standards of safety and need the help of passenger drivers to keep the roads safe,” added CTA president Al Garcia.

“Big rig trucks also drive on our city streets and drivers need to use the same caution as they do on the highways,” said SDPD Assistant Chief Manny Guaderrama. “The number of trucks using the California highway system will inevitably increase over the coming years,” said CHP Border

Division Chief Jim Abele. “For that reason, the CHP is working to create public awareness about driving around commercial trucks; and thus, minimizing truck-involved collisions and fatalities.”

The CHP urges motorists to understand these basics of sharing the road with big rigs:

Allow plenty of room when changing lanes in front of a truck;
Pass trucks quickly and don't linger beside a truck;
Pass a truck on the left, not on the right, because a truck's blind spot on the right runs the length of the trailers and extends out three lanes;
Allow a lot of room around trucks. Try to leave a 10-car length gap when in front of a truck and 20-25 car lengths when behind a truck;
Check a truck's mirrors. If you are following a truck and you cannot see the driver's face in the truck's side mirrors, the truck driver cannot see you; and;
Allow trucks adequate space to manuever. Trucks make wide turns at intersectionsand require additional lanes to turn.

I have had a rash of calls lately. People who have been in car accidents and have panicked. That panic has led them to do something dumb: lie to the insurance company.

Lying to the insurance company can be insurance fraud. How do you know? If you make a material misrepresentation to the insurance company, it is fraud. Of course, what is a material misrepresentation.

To be material, it must be something that would affect whether a claim is covered or not. So, if Bill is an excluded driver from your policy and drives your car causing a collision, it would not be covered. If you tell Bill that Susie was driving instead, it would then be covered. Of course, now the insurance company would be paying a claim that they would not otherwise pay. This would be a material misrepresentation.

So, if that is a material misrepresentation, what is not material? Lets say your child get in an accident today on 14th street. Your child shouldn't have been on 14th street because you did not give them permission to be there. Your child tells you the accident happened on Main Street, where your child did have permission. Your child is covered by the policy. This is not a material misrepresentation to the insurance company, since the insurance company would pay the claim anyway.

Remember, an uncovered claim is not the end of the world. Do not lie. A lie can be insurance fraud and in California that is punishable by up to 5 years in prison and a $50,000 fine.

I get this a lot. Someone is involved a car crash. The insurance company for the other side tells them the car is a total loss. They are sure that they want to keep their car. I am sure they do not want to keep their car.

First, before you take the insurance company's word for it, do a few things. Go to a reputable, independent shop and ask for an estimate. It is not uncommon for the insurance company to call the shop and tell them that if a car is close, they want to make sure it is a total loss. So, go get your own estimate. Of course, you should be doing this anyway, even if you are
going to have your car fixed. After you get an estimate, figure out what your car is worth. Do not take the insurance company's word for it. For a small fee, I assist people in determining the fair market value of their car and preparing a declaration. Just email me and find out about it!
Second, once the car is a total loss, and you are sure of it, give it to the insurance company. Get rid of it! Why, you ask? If your car is declared a total loss, it is reported to the DMV. You end up with a salvaged title. Try selling a car with a salvaged title. And try insuring a car with a salvaged title. Yes, you can clean up the title, but it is a painstaking process that will require many, many hours. Finally, the car is never going to run the same, feel the same, or be the same. Get rid of it!

I know many people are sentimentally attached to their cars. I am. But, once your car is a total loss, you are much better off getting rid of it and finding yourself a new car!

Insurance claims from crashes that appear to be staged rose 46 percent between 2007 and 2009, according to recently released statistics from the National Insurance Crime Bureau. California had the third highest number of staged accidents in the U.S. between 2007 and 2009, with a total of 1,619. Only Florida and New York had more.

Ordinarily, these accidents are set up by criminals who work in groups. They sometimes involve several drivers and passengers who claim injuries, paid witnesses, and even medical providers who claim to have provided treatment for the false injuries. According to a recent article, some of the most common types of crashes include luring innocent drivers into crashes, scammers crashing into each other, and completely fabricating non-existent accidents.

According to an expert with the NICB, a non-profit organization that is funded by the insurance industry, a staged accident that results in a payout to victims, including medical and legal expenses, can average between $80,000 and $100,000. Not coincidentally, insurance premiums nationwide have risen an average of 24 percent over the past three years.

Experts recommend that in order to avoid getting scammed, be sure to maintain sufficient distance between your car and the car in front of you. If you are in an accident, take notes on the names and number of passengers in the other car or cars, and pay careful attention to how they are acting. Use your cell phone’s camera to carefully document damages to your car and the other car or cars. Get a police report, even for minor accidents. Last weekend, the L.A. Times published this article about a state program that helps provide low-income Californians with auto insurance at a reduced cost.

The article pointed out that there are estimated to be millions of California drivers without auto insurance, and the number is growing because of the bad economy. It’s almost impossible to estimate exactly the number of California drivers without insurance, but a 2008 report by the insurance industry estimated about 18% of California drivers at that time did not carry insurance. In addition, since 2008, the unemployment rate in California has more than doubled, so the number of uninsured has most likely risen significantly as families have been forced to choose which expenses to cut.

A lot of drivers are tempted to drop insurance when times get tough. However, getting caught without coverage can result in hundreds of dollars of fines and getting your vehicle impounded.

Many drivers are not aware of a program run by the California Department of Insurance that provides liability coverage for about $400 per year. California Strengthening Laws to Prevent Illegal Health Insurance Cancellations

On August 18, new regulations go into effect in California that are aimed at preventing illegal cancellations of health insurance policies.

Rescission, which is the practice of canceling health insurance policies for mistakes on the health insurance applications, even minor mistakes, is targeted in the new regulations. According to the government, rescission is estimated to add $300 million in profits to the health insurance industry.

The new regulations require questions on a health insurance application to be clear, specific and understandable. The applications are not allowed to use double-negatives or some types of compound questions. Insurance companies will be required to take into account the level of knowledge an average individual with no medical training may have when formulating the questionnaires. Questions on the application must be relevant to the underwriting process. In addition, applicants must be allowed to check that they are unsure or cannot remember to questions on the application. Consumers must also have the right to respond during rescission investigations.

The California Department of Insurance is going to publish a new approved questionnaire for insurance companies to use in obtaining applicants medical history. Insurance companies that decide not to use the pre-approved questionnaire cannot use unapproved questionnaires as the basis of a rescission later.

According to California Insurance Commissioner, homeowners should prepare themselves today for what might happen if a fire occurred, which includes both reviewing your insurance coverage and conducting a home inventory of belongings.

When you are initially purchasing home owners insurance, describe your home in detail and ask your agent what will happen in the event of a fire. Does the policy cover smoke and water damage? Do an assessment of how much insurance is needed to cover both the structure and its contents. What contents are covered? What contents aren’t covered? You may be surprised to discover that fire insurance sometimes doesn’t cover home business office equipment, professional equipment and tools, or some valuable paperwork. If you need extra insurance but can’t afford the premiums, it may be worth raising your deductible to get the coverage you need.

The FIFA series has had a very good run lately. In recent years, each release has improved upon the former, and just when some felt nothing more could be done, the team at EA Canada has found ways of doing so. FIFA 12 aims to improve upon the defensive side of the game and increase the overall realism that has been so well implemented over the last few years. We had the opportunity to sit down and play around with the near-final build of the game and see these adjustments firsthand.

For starters, the focus on the defensive side of the sport is clearly evident. Upon starting up the game and going through the obligatory "How well do you play footie?" introduction, you are tossed into a tutorial that lays out the new defensive system. Returning this year is a dedicated "standing tackle" button. In recent FIFA games, the standing tackle was replaced with "press," where players applied pressure on their opposition but didn't actually perform a shove to win the ball. While the pressure option
is still there, it has been remapped and renamed "contain," alongside the second defender press button, which let you call upon a teammate to aid you when trying to cut off an attacking player's possible passing/dribbling options. Because of the changes with the defensive layout of the controller, longtime fans may be a little clumsy with the controller at first. But like most things, after a little practice, it should feel like second nature. Of course, if you prefer to remap the controller to be more in tune with last year's game, that option is there as well. Other additions and modifications have been made on the defensive side of things: there's better containment, players will actively try to block incoming shots, and trailing defenders can and will try to grab attacking players in the hopes of slowing them down.

Alongside the changes to the defensive approach to the sport, player animations have seen a drastic change, and the defensive side of the game really shows off these new animations. In particular, if you happen to miss a standing tackle--especially when attempting one at fast speed--your player will more often than not completely lose balance and either fall to the ground or stagger before finding his footing and continuing to run. While the animations are much more realistic, this build did show some of the shortcomings of the AI, specifically on the defensive side of the ball.

Collisions are bound to happen, but these situations occurred more than a few times while playing. These ranged from having two computer-controlled players running into each other--which then allowed a striker to walk into the penalty area and fire an easy goal--to defenders falling on their own accord when trying to clear a ball out of their own penalty area. Little AI lapses of judgment like these happened regardless of the difficulty setting or the clubs that we played with.

Other aspects of the game have seen noticeable improvements. The FIFA series has always been among the best to deliver a relatively authentic sporting experience, and that tradition continues. The improvements to expect range from subtle additions to the pregame introductions, players will visibly show their pain if sustaining an injury and perform quicker throw-ins. In the case of throw-ins, if the out-of-bounds ball is within a reasonable distance, players will attempt to rush and grab the ball to restart the action immediately.

Also, for our European readers, I strongly suggest playing a game using Vancouver's BC Place Stadium, which is one of the few authentic Western Hemisphere stadiums included in a FIFA game. If you haven't seen or heard about the complaints from fans on this side of the Atlantic about the use of American football (or in this case, Canadian football) stadiums for footie, playing in this stadium will show you why. The guys at EA Canada did an incredible job of very lightly leaving the yard lines from the stadium turf, which is how the field should look once it opens in October.

Expect much more fluid player animations

Of course, there are many additional things being done by EA Canada in the hopes of yet again delivering fans a sports experience unlike anything other. The defensive side of the game will certainly be fine-tuned prior to launch, but its improvements, coupled with the more realistic animation system, are something that longtime fans have been asking for. While we've touched on a few things, fans can expect to see much more once FIFA 12 hits stores at the end of September.

Call of Duty review

There is no shortage of World War II-themed first-person shooters available, and it's no secret that a number of them, including Medal of Honor: Allied Assault and Battlefield 1942, are extremely good. Now you can add Call of Duty to that list. The first game by Infinity Ward, a studio composed of some of the same team that worked on Allied Assault, Call of Duty presents outstanding action all around and is at least as good as, and in several ways is simply better than, any similar game. Though both its single-player and multiplayer modes will be familiar to those who've been keeping up with the WWII-themed shooters of the past several years, most anyone who plays games would more than likely be very impressed with Call of Duty's authentic presentation, well designed and often very intense single-player missions, and fast-paced, entertaining multiplayer modes.

Call of Duty's distinguishing features, by and large, can't be considered innovations--that's too strong of a word. However, this is a game that pulls together many of the best aspects of other, similar games, and also includes all sorts of little "wish-list items" that may have crossed your mind while playing those other games. The result seems, above all, very well designed. The action in Call of Duty, ultimately, is arcadelike--much like in Allied Assault or Battlefield 1942. You can't survive a shot to the head, but you can take a few bullets anywhere else and can keep going just fine. There's also a clear onscreen indication of the direction from which you're taking fire (and, as you're getting hit, the screen shudders to make it look like it hurts). Luckily, first aid kits, conveniently placed in the levels or occasionally dropped by killed enemies, instantly restore large portions of your health. You hardly ever need to activate a "use" key in this game. When you do, you'll use it to instantly set explosives or grab documents, but you won't use it for opening doors.

Actually, that's because you won't be opening any doors. One gameplay contrivance that's presented in the first few seconds of the first mission is that any time you see a closed door in Call of Duty, it's supposed to stay closed. This seems like a minor point, but how many shooters have you played in which you fumbled for every doorknob, trying to find the one door that would actually open? That's simply not an issue in Call of Duty. Despite the highly authentic atmosphere created for the levels in the game, there tends to be an intuitive, clear path from the beginning of the level to the end. The levels can be challenging, at least at the higher two of the game's four difficulty settings, but they're not frustrating. If you die, you can restart at your most recent save almost instantly. You don't need to worry about hitting the quick-save key all the time, either, since the game automatically and seamlessly saves your progress not just at the beginning of a level but at several points throughout the level. The game's brief tutorial at the beginning of the single-player mode will be second nature for experienced players of first-person shooters. However, since it's in the context of a military boot camp, it will also provide, for new and experienced players alike, some valuable advice on (and practice with) the nuances of Call of Duty's gameplay.

Call of Duty does an excellent job of modeling American, British, Russian, and German weapons of the era. You can shoot your weapon from the hip, aim down its sights, use it as a bludgeon, or change its firing mode, in some cases.

You cannot sprint in Call of Duty, nor can you tiptoe. While standing, you move at a constant pace that's not too slow and not too fast but is just right. You'll have no trouble quickly getting from point A to point B. However, when you're running from cover to cover in an area that's under fire, you'll be painfully aware of how vulnerable you are. You should probably keep your head down, and Call of Duty lets you easily switch between standing, crouching, and prone stances. You move slower while crouching--not too slowly though--which makes this the best way to get around when in the thick of battle. Movement, as well as turning, is understandably much slower while prone. Sometimes, however, this is the perfect option for staging an ambush or staying out of harm's way. As in many shooters, you can also lean around corners in Call of Duty, which can be a real lifesaver during some of the game's deadly firefights when you need all the cover you can get.

Call of Duty features a wide arsenal of authentic American, British, Russian, and German WWII weapons, including various rifles, submachine guns, side arms, and grenades. You can carry only two larger weapons at a time (as well as a pistol and some grenades), so, typically, you'll want to have a rifle for out-in-the-open engagements and a submachine gun for tight-quarter combat. While armed with any of these, you may shoot from the hip, raise the weapon to eye level and aim down the sight (for more accuracy at the expense of movement speed), or use the butt of the weapon to try and club an enemy to death. Manually reloading your weapon tends to be faster than letting the clip run out, and some weapons let you switch firing modes, like going from full-auto to single shot (though, since you can squeeze off single rounds in full-auto mode, this isn't very useful). Your crosshairs expand when you're moving and contract when you're steady, pointing out how much more inaccurate you'll be if you try to run-and-gun. The weapons themselves are modeled very convincingly, thanks in no small part to the tactile sense you get from being able to look through their sights or use them as bludgeons, and most every one will earn your respect since, in the right situations, they can all be deadly effective.

Call of Duty's single-player missions let you experience some incredible battles from the perspective of an American soldier, a British commando, and a Russian conscript, who isn't even given a gun. Additionally, multiplayer Call of Duty features the very clever "kill cam," which lets a player who's been killed relive the last five seconds of his life from his killer's perspective. The implications of the kill cam are pretty significant: If anyone isn't playing fair in a multiplayer match, the kill cam ought to make this quite clear, and then players can vote to have the offending player kicked. When playing a deathmatch-style multiplayer mode, you can easily skip the kill-cam sequence and get back into the action, but if you're playing one of the multiplayer modes in which you can't instantly respawn, it can make for an entertaining five-second consolation prize.

One of Call of Duty's most distinguishing features in the single-player mode is how many humans, both friend and foe, it manages to cram into an environment. With the exception of a small handful of corridor-crawl-style commando missions (which, while pretty good, are probably the least interesting parts of the game), you'll never be fighting alone, and you'll always have allied soldiers fighting--and dying--by your side. These allies are mostly for the sake of ambience; they mostly look realistic as they fight from behind cover and draw some of the enemy fire. They even sometimes charge the enemy, as you'd expect them to under the circumstances. However, they won't do your job for you and can't be depended upon to take out the bad guys.

Call of Duty's graphics, somewhere down the line, are powered by the Quake III engine, but the game looks great--not dated. Occasionally, some of the character animation doesn't look quite right. For instance, the animation for when killed soldiers fall from banisters or balconies looks particularly weak. Additionally, there are a few clipping issues here and there. Also, some of the scenery, particularly small shrubs and such, looks blocky and ugly if you get right up to it. We also experienced some graphical issues running the game with an ATI Radeon 9800 graphics card, which didn't properly handle the game's occasional motion-blur effect. Other than these specific issues, the overall look of the action is excellent. Realistic weather effects, explosions, and muzzle flashes help make the game's environments come alive, and the character models for friends and foes are surprisingly detailed given how many of them can be onscreen. Additionally, the game runs very smoothly in comparison to other recent shooters. If you get a good frame rate out of other PC action games, this one will be silky smooth. Call of Duty, like Allied Assault, squeaked by with a "T" rating from the ESRB despite the extremely violent subject matter it portrays. Unlike Allied Assault, it even shows a little blood in the form of a red mistlike spurt that's seen when a bullet hits its mark. For better or worse, there's no graphic violence here, but the animations are realistic, and action is visceral.

The audio in Call of Duty is even better than the look. You'll learn to tell most every weapon apart by its own loud and clear roar. In those rare instances when shooting isn't occurring all around you, you'll still tend to hear shooting off in the distance--an ambient effect that reinforces the sensation that you're in the middle of a war. Some of the more action-packed single-player missions are practically deafening, what with all that's going on with the bullets practically grazing your head, shells flying, aircraft making strafing runs, and more. In a great touch, if an artillery shell detonates near you, you'll be shell-shocked, rendering you temporarily deaf and substantially disoriented. In fact, you'll struggle to get back on your feet as the sound of battle eventually rushes back to your senses. The game's sporadic use of voice acting is good, though it's a bit of a shame that much of the Russian soldiers' voice-over (and some of the Germans') is in accented English rather than in the native language. For a game that attempts to appear as authentic as possible, this seems a little incongruous. Amidst all the cacophony of Call of Duty, it can be hard to hear the game's orchestral musical score, but it kicks in on particular occasions and adds even more drama and cinematic flair to the proceedings.

Call of Duty is an all-around excellent game that confidently challenges, head-on, all the other WWII-themed shooters out there and comes out on top. When a game is outstanding, like this one is, some people invariably expect it to be something completely different from what's already available. That's not true of Call of Duty, which is directly comparable to Medal of Honor: Allied Assault and other such games. Yet, on its own merits, this game is executed extraordinarily well, and, therefore, can be wholeheartedly recommended not just to fans of other WWII-themed shooters but to anyone looking for a first-rate action game.

Call of Duty is a thoroughly impressive game.
