為什麼在市集找不到更新？

如果電腦目前正在執行 Windows 8 (或 Windows RT)，且您要更新為 Windows 8.1 (或 Windows RT 8.1)，則在大部分情況下，這項免費更新會以精選方式出現在 Windows 市集首頁。如果您開啟了市集但看不到更新，可能的原因如下：

雖然您可以從市集下載並安裝 Windows 8.1 更新，但是您的電腦需要 Windows 更新 (KB 2871389)，您才能在市集看到Windows 8.1。

安裝必要的 Windows Update

從畫面右邊往內撥動 (或者，如果您使用滑鼠，請指向畫面右下角，將滑鼠指標往上移動)，點選或按一下 [設定]，點選或按一下 [變更電腦設定]，再點選或按一下 [Windows Update]，開啟 Windows Update。
點選或按一下 [立即檢查更新]，然後等候 Windows 尋找電腦的最新更新。如果您沒有開啟重要更新的自動安裝，可能需要在檢查更新之前，先點選或按一下 [開啟建議的設定]。

將試算表格式轉換為文字檔

將試算表格式(.xls)(.ods)轉換為文字檔(.csv)(.txt)

1.開啟免費的文書軟體 OpenOffice

2.點選試算表新建檔案或直接開啟範例檔

3.將編輯完成的試算表(.xls)(.ods),選擇"另存新檔",並選擇"文字CSV"格式(.txt格式不見了 "_"),勾選"編輯篩選設定"

4.選擇"保留目前格式"儲存

5.將輸出的字型選擇"Unicode(UTF-8)",按確定

6.可用筆記本軟體開啟(.csv)檔案,或將附屬檔名(.csv)改成(.txt),這樣也行^_^

7.成功的將試算表欄位轉換成用逗點隔開的文字檔

Click to enable the box next to Edit filter settings.

In the Export of text files dialog box that pops up, enter the field and text delimiters of your choice.
The Text delimiter is the character that will surround any text entries in your spreadsheet, to keep each phrase together as an entity, when the file is exported into ASCII format.

A new, robust CFF parser implemented in C (replacing the previous Poscript one),
tiffscaled device - this renders internally as tiffgray, but then downsamples by an integer scale factor (specified by -dDownScaleFactor=n) and error diffuses to 1bpp output. The tiffscaled device also implements limited minimum feature size functionality; by setting -dMinFeatureSize to 1, 2 or 3, the device output is guaranteed to generate minimum dot sizes as multiples of the final resolution, useful for devices that offer finer position control than dot size control.
Add DSC compatible output in ps2write.
Windows makefiles now support 64 bit builds on 64 bit systems.
A number of performance, memory use, and stability improvements with the new features introduced in 9.00, plus the usual bug fixes.
We have also dropped support for Watcom and Borland development environments. These had not been maintained for some time, and were suffering "bit rot".

行車紀錄器蒐證檢舉賺外快~環保小尖兵

新北市政府環保局 -

多了不少用途，拍攝道路上的驚險畫面或交通事故，也有民眾用來作為檢舉蒐證賺外快。環保局近來發現新北市的「環保狗仔隊」寄來的檢舉影片不少就是以行車紀錄器拍攝，環保局歡迎民眾多多利用行車紀錄器檢舉，賺檢舉獎勵金不但拿獎金，還能為環保盡一分心力。

新北市環保局為了整頓市容，並考量有限的環保稽查人力，因此請全民一起當環保稽查員，作「環保狗仔隊」。環保局表示，亂丟垃圾、菸蒂、隨便張貼小廣告等污染環境的行為，依違反廢棄物清理法，可處新臺幣一千二百元罰款，檢舉者可獲得罰款三成的檢舉獎金。不過，檢舉獎金不是檢舉就能發獎金，必須等到違規的民眾繳交罰款後，才能發放獎金。

環保局表示，接獲檢舉案，環保局的處理程序是，根據車牌找到車主，之後，發文給被檢舉人，讓其有提出陳述意見的機會，若陳述無理，即會寄出處分書；若被檢舉人針對處分不服，有可能會提出訴願，所以最快兩個月至半年以上，被檢舉人才會繳交罰款。

環保局指出，98年「環保狗仔隊」檢舉的案件有50,791件，發放獎勵金的件數有17,101件，佔檢舉案件數的34%；99年檢舉的案件稍有減少，為47,478件，發放獎勵金的件數提升至20,818件，佔檢舉案件數的44%，增幅達三成。這兩年環保局發出的獎勵金高達1千3百多萬元，罰鍰金額更達3千8百多萬元。

環保局提醒，檢舉影片拍攝有技巧，一要車牌拍清楚、二要影片有日期、三要拍到違規(丟菸蒂或垃圾)連續動作，才足做為告發處分的依據。
