ON THE LATEST IMPROVEMENTS IN UKRAINIAN INFRASTRUCTURE

National joint-stock company Naftogaz of Ukraine spent UAH 539.9 million on connecting settlements located in rural areas to the gas supply network in January-September 2012 (1).
This data is contained in a report of the Ministry of Energy and Coal Industry of Ukraine (2) on the fulfillment of the plan for the first nine months of 2012. According to the document, Naftogaz (3) funded the construction of 133 facilities and connected 242,000 Ukrainian
households in 127 villages to gas supplies in the first nine months of this year.

As part of the company's gas connection program and the government resolution on the extension of gas pipelines, the company intends to connect another 108 settlements with 84,000 households to the gas network in the fourth quarter of this year (1). Since May 2010, Ukraine has built and commissioned 273 gas pipelines with a total length of 2,147 km. This allowed to connect 607,000 households to gas in less than a year’s time, compared to105 gas pipelines 733.7 km long, which allowed to connect 201,400 households to gas during a period between 2005 and April 2010

RECENT STATISTICS ON INFLATION RATE IN UKRAINE

Consumer prices in Ukraine in October remained at the same level as a month and a year ago on average, the State Statistics Service reported on Tuesday.
The service said that inflation remained zero in annual terms for the third month in a row.
The statistics service said that since early 2012, consumer prices in Ukraine have fallen by 0.3%.

Food and non-alcoholic beverage prices in October fell by 0.2% compared to September 2012. The highest fall was registered for vegetables (5.1%). Prices of sugar, rice, grain processing products were down by 2.3-1.4%, and prices of fish, fruit, meat and meat products decreased 0.9-0.1%. The prices of eggs, salo (pork fat) and margarine grew by 4.4-1.6%, and the prices of milk, sour cream, cheese, sour milk, bread, macaroni and sunflower oil were up by 0.8-0.2%.

Last month prices of alcohol and tobacco were 0.4% up, including a rise of 0.5% in the prices of tobacco and a 0.3% rise in the prices of alcohol. Housing tariffs, water, electricity, gas tariffs and tariffs for other types of fuel in October grew by 0.1% compared to September. Transport tariffs grew by 0.2%, which was mainly due to the increase in fuel and fuel oil by 0.9%. The cost of transportation by rail fell by 4.5%.
The increase in the prices in education by 0.1% is linked to the rise in fees for education in high schools by 1.2%. Fees for kindergartens fell by 0.1%.
In October prices of travel services, phone equipment, audio, photo equipment and equipment for processing information fell by 0.8-0.3%. As reported, in 2011, inflation in 2011 slowed to 4.6% from 9.1% in 2010, hitting a record low since the country gained independence in 1991. The previous best record was posted for 2011 at 6.1%, while 0.6% deflation was posted for 2002.
Since May 2012 the 0.2-0.3% deflation was seen in the country, while in September it was replaced by 0.1% inflation.

US DOLLAR, LOCAL GOLD CURRENCY, AND GLOBAL INVESTOR MINDSET

“To the state legislators who are proposing state-issued currencies, that means gold and silver are fair game”, said Edwin Vieira, an alternative currency proponent and attorney specializing in Constitutional law. “And since gold has grown exponentially more valuable, while the U.S. dollar continues to lose ground, the notion has become increasingly appealing to state lawmakers”, stated Vieira in his interview.

Utah became the first state to introduce its own alternative currency when Governor Gary Herbert signed a bill into law in March or 2011 that recognized gold and silver coins issued by the U.S. Mint as an acceptable form of payment. Under the law, the coins -- which include American Gold and Silver Eagles -- are treated the same as U.S. dollars for tax purposes, eliminating capital gains taxes.

South Carolina Republican Representative Mike Pitts proposed a currency system that would allow people to use any kind of silver or gold coin -- whether it's a Philippine Peso or a South African Krugerrand -- based on weight and fineness. Pitts said in the bill, which currently has 12 co-sponsors, that the state is facing "an economic crisis of severe magnitude."

Republican representatives from Washington State followed suit in January and introduced a bill that would also allow any gold and silver coins to be considered legal tender based on metal values. Minnesota, Iowa, Georgia, Idaho and Indiana are also considering similar proposals.
With public relying on educated decisions of their elected government officials, transferring US currency into gold seems more real than ever. Over the past few years, entrepreneurs across the nation opened up hundreds of shops to buy gold and other precious metals from the public.

David Parsley, a professor of economics and finance at Vanderbilt University, however, strongly disapproves of such move. In his opinion, introducing local state currencies could undermine the value of the US dollar, which, in turn, would lead to the destruction of the US economy. Dr. Parsley suggests that it would make sense for an average consumer to learn more about international markets and “make smarter investments”.

EU presents project on foreign direct investment promotion in Sevastopol

Sevastopol has hosted a presentation of the European Union's project for Foreign Direct Investment Promotion in Sevastopol.
During the presentation, Head of the EU Delegation Ambassador Jose Manuel Pinto Teixeira said that the EU is interested in bringing investments to Sevastopol because this means new jobs, resources and prosperity.
"This is what the city needs, this is what the citizens need, and we want all these to come true," Teixeira said.
He also noted that the EU would engage experts

will examine and determine the problems, and diagnose the situation to decide on the type of measures they need to apply.
"
We hope that after this project, investors from various countries of the European Union will come to Sevastopol, because the project is aimed at creating favora
ble conditions for investment. I hope that this project will help the authorities of Sevastopol create favorable condition for raising the welfare of Sevastopol's residents," Teixeira said.
Certain powers for creating conditions for attracting investments in Sevastopol lie within the scope of the central authorities, in particular in adopting relevant legislation, the ambassador said.
The project is aimed at strengthening the management skills of the administrative agencies in charge of promoting foreign direct investment into infrastructure; and the establishment and development of the Investment Promotion Agency, which should include all local partners and enjoy the full support of local authorities.
The goals also include defining key strategic sectors and preparation of detailed business plans for the selected projects, as well as promoting a new image for Sevastopol.
The project is expected to help attract direct foreign investments into Sevastopol and is designed for two years. Its budget is EUR 1.9 million. The project will be implemented by ECORYS company (the Netherlands), GDSI (Ireland) and Rina (Italy).

UKRAINE’S FOREIGN INVESTMENT POLICY SCORES POINTS

On Tuesday, Ukraine Interfax published a press interview with President Yanukovych where the focal point of the discussion was Ukrainian policy towards foreign investments.*

“The fact that foreign investors take interest in Ukraine shows that the authorities' investment policy is effective,” stated Ukrainian President Viktor Yanukovych during an interview while on his visit to the United States.

The President reported that he had met with representatives of the Chevron and ExxonMobil Exploration companies in Chicago. Mr. Yanukovich
mentioned that big companies are eager to work in Ukraine, which shows a high level of cooperation between the government and

investors.

“Today Ukraine offers favorable conditions for investors,” the President stated. "We can offer rules that satisfy them [investors]."

According to President Yanukovych, such companies will invest a lot into Ukrainian economy both in the near future and long-term. In return, Ukraine will receive oil and gas.

The President also mentioned that the Ecology and Natural Resources Ministry of Ukraine and ExxonMobil Exploration Company had signed a memorandum of cooperation.

EU and Ukraine sign $17 million cooperation agreement

The European Union and Ukraine on Monday signed a cooperation agreement that will allocate €12 million ($17 million) from EU funds for the next for years. The Joint Co-operation Initiative for Crimea Financing Agreement will support economic development and contribute to reducing disparities affecting certain regions in Ukraine. Under the terms of the deal, the EU will allocate €12 million ($17 million) for the next four years. The funds will be particularly used in two sectors: tourism and attracting foreign investment.

Improving business climate is crucial for European integration success – official

Ukraine should still solve many issues for the institutional preparation of the Agreement on Free Trade Area with the EU, Piatnytsky says

KYIV, May 20, 2012 (UBO) -- Improvement of investment business environment in Ukraine is a key issue for successful European integration, Government Commissioner for European Integration Valeriy Piatnytsky said in Kyiv Friday, at a meeting of the working group Ukraine - EU on the Path to Expanded Free Trade Zone, UkrInform reported.

“The issue of business climate remains on the agenda. And the solution of this question will determine a success or failure of our European integration in general," Piatnytsky said.

In his opinion, the Agreement on Free Trade Area with the EU is an agreement on Ukraine's integration into the system of the rule of law, which operates in the European Union. Therefore, selectivity in the process of harmonization of Ukrainian legislation with the EU norms is simply impossible.

"A selective approach of laws to the European practice is not integration. This is actually a devaluation of the European idea," the government commissioner said.

He also added that Ukraine should still solve many issues for the institutional preparation of the Agreement on Free Trade Area with the EU.

The agreement was signed by EU Commissioner Stefan Füle and Basil Dzharty, Chairman of the Council of Ministers of Crimea. In addition, the two officials also discussed the EU-Ukraine relations and the important reform agenda.

“I am delighted to sign the agreement and to launch this important cooperation,” said Commissioner Füle. “The approval of the Cabinet of Ministers of Ukraine to this ambitious program means that we can work together on a new set of concrete measures to support the development of Crimea and Sevastopol.”

Under the terms of the deal, the EU will allocate €12 million ($17 million) for the next four years. The funds will be particularly used in two sectors: tourism and attracting foreign investment.

Commissioner Füle added that half of the funding will be used for addressing the social needs in the region such as rebuilding the infrastructure of some of the poorest areas in Ukraine.

“The EU has a long experience of regional development and cohesion policies and I am happy that we can begin to translate some of this experience into our relations with Ukraine,” added the EU Commissioner.

The European Commission previously supported Crimea’s preparation of its Socio-Economic Development Strategy 2011-2020 and the Regional Operational Plan which was recently adopted by the Parliament of the autonomous republic.

In addition, the EU has two Info Centers operating in Simferopol and in Sevastopol. Recently, the Committee on Crimean affairs in the Verhovna Rada was established and the EU plans to maintain close contacts with it.

“I hope our co-operation with Crimea sets an example for the rest of the Eastern Partnership, where the EU will shortly launch a new platform on Regional Development.”

Since the beginning of the year the official gold rate has grown by 16.25%

KYIV, May 18, 2012 (UBO) – The National Bank of Ukraine has set the official rates of bank metals per 10 troy ounces for 01.03.2012 at: gold - UAH 123620.77 (+); silver - UAH 2195.93 (+); platinum - UAH 115549.86 (+).

Since the beginning of the year the official gold rate has grown by 16.25 percent.

The top rate of gold to have been set by the central bank was reported on 06.09.2011 at UAH 151183.29 for 10 troy ounces (UAH 486.07 for 1 gram).

Glass and metal packaging giant Ardagh Group has revealed a major expansion to its food can business in Ukraine

The company has installed a new food can line at its plant in Bila Tserkva in the Ukraine that will provide increased capacity for the Ukrainian and Moldovan markets.
In a statement, Ardagh said that the “state of the art” line would produce three-piece cans for the food and dairy industries.
The investment is the latest move in Ardagh’s growth plan in the metal sector, which began when it bought metal can multinational Impress in late 2010 for €1.7bn.

Since then, the business, which was previously a specialist in glass packaging, has developed its metal packaging through a series of acquisitions including Fi.Par and Boxal.
Ardagh Group sales director for metal food Europe Tim Clarke said: “We are delighted to be making this important investment.
“It shows our commitment to this exciting and challenging market, where we have been active for a number of years.
“Our aim is to grow the business in this region, and this is a significant step towards achieving our ambitions.”

Shell, Chevron in Ukraine Tie-Up

Two energy behemoths Royal Dutch Shell plc and Chevron Corporation have been awarded the exploration rights for two shale gas fields – Yuzivske and Oleske – in Ukraine. The total investment for the project is projected to be around $170 million for the Oleske field and $200 million for Yuzivske, totaling $370 million.
Together the fields, where industrial extraction of gas is expected to begin in 2018-2019, will contribute up to Ukraine’s 10% domestically consumed natural gas by 2020.
