Authorities Threaten Taxi Driver and Villagers

Just one day before CNRP's mass demonstration at Freedom Park on October 6, 2013, police and village chief threatened taxi driver and told the villagers in Ban village, Takeo Province's Kirivong district not to go to Phnom Penh, according to a post by Cambodian Youth Network.

The police and the authorities are concerned that the villagers will join the mass demonstration, the post added.

Malaysians protest against changes to internet law

Malaysian activists and bloggers are staging an online black-out for one day to protest against changes to a law they say restricts free speech online.
They have replaced their home pages with black screens critical of the Evidence Act, revised in April, for Internet Black-out Day.
Critics say the law makes people unfairly liable for content published from networks and personal devices.
Officials deny the change is meant to silence critics ahead of an election.
The revised law means that Malaysians could get into trouble even if their devices or internet connections have been hacked into, critics say.
The Centre for Independent Journalism in Malaysia said the revision was "a bad law passed in haste and does not take into account public interest and participation", said the Agence-France Presse news agency.
Critics want the law to be changed or scrapped completely.
Premesh Chandran, founder of online news site Malaysiakini, said that the burden of proof on internet users was unfair.
"In other words, if defamatory comments are posted on a blog, the blog owner is likely to be sued or charged with criminal defamation, Malaysiakini said in a statement on its website.
The internet has been key to helping sway a large number of voters from supporting the governing coalition, says the BBC's Jennifer Pak in Kuala Lumpur.
Online media has also exposed corruption scandals among the governing parties, who have been in power for nearly 55 years, our correspondent adds.

លោកឯក ថា ការពារចំណាត់ការរបស់របស់រដ្ឋាភិបាលថា វាមិនមែនដើម្បីទប់ស្កាត់និន្នាការដែលកំពុងរីកចម្រើននេះ និងមិនមែនសម្រាប់បំបិទសិទ្ធិទទួលព័ត៌មានរបស់ប្រជាពលរដ្ឋនោះទេ។

«វាមានន័យថាយើងធ្វើនេះដើម្បីទប់ស្កាត់ជនអគតិទាំងឡាយណាដែលផ្សព្វ ផ្សាយព័ត៌មានដែលប្រាសចាកពីការណ៍ពិតអាចធ្វើឲ្យប៉ះពាល់ផល ប្រយោជន៍សង្គម និងប្រទេសជាតិ»។

រដ្ឋាភិបាលបានចាប់ផ្តើមធ្វើសេចក្តីព្រាងមួយនេះអស់រយៈពេលជាងមួយ ឆ្នាំមកហើយដោយប្រមូលឯកសារ និងបទពិសោធន៍ពីបណ្តាប្រទេសនានា។ នេះបើតាមការបញ្ជាក់របស់លោក ឈុន វ៉ាត អគ្គលេខានៃអគ្គលេខាធិការដ្ឋានអាជ្ញាធរជាតិទទួលបន្ទុកកិច្ចការ អភិវឌ្ឍន៍វិស័យបច្ចេកវិទ្យាគមនាគមន៍ និងព័ត៌មានវិទ្យា ដែលហៅកាត់ថា (NiDA) ប៉ុន្តែមិនបញ្ជាក់ថាពេលណានឹងរួចរាល់ទេ។

ទាក់ទិនទៅនឹងច្បាប់មួយនេះលោកបានបន្ថែមទៀតថា ការបង្កើតច្បាប់អ៊ីនធឺណិតនេះគឺវាពិតជាមានសារៈសំខាន់ដើម្បីឈាន ទៅដល់ការ គ្រប់គ្រងប្រព័ន្ធអ៊ីនធឺណិតមួយដ៏ល្អប្រសើរ ហើយប្រឆាំងនឹងបទល្មើសនៅលើបណ្តាញមួយនេះ ដែលប្រទេសផ្សេងៗដូចជា បណ្តាប្រទេសនៅសហភាពអឺរ៉ុប សឹង្ហបូរី និងម៉ាឡេស៊ី ដែលមានច្បាប់នេះហើយ។

«ប្រទេសនានាមានច្បាប់របស់គេ។ មានច្បាប់គឺប្រសើជាង។ វានឹងជួយឲ្យមានកាគ្រប់គ្រងអ៊ីនធឺណិត មួយដ៏ល្អប្រសើរ ជាពិសេសគឺបង្កាបទល្មើសនៅលើប្រព័ន្ធអ៊ីនធឺណិតទៀតផង»។

នៅពេលដែលច្បាប់អ៊ីនធឺណិតស្ថិតក្នុងដំណើរការព្រាងនោះ អ្នកប្រើប្រាស់អ៊ីនធឺណិតសង្គមស៊ីវិល និងតំណាងរាស្ត្ររបស់គណបក្សប្រឆាំងបានសម្តែងការព្រួយបារម្ភរបស់ពួក គាត់អំពី ការបំបិទសិទ្ធិសេរីភាពក្នុងការបញ្ចេញមតិនិងសិទ្ធិទទួលព័ត៌មាននៅ លើអ៊ីនធឺណិត។

កញ្ញា កែវ គូនីឡា អ្នកសរសេរ ប្លុកក្នុងអ៊ីនធឺណិត បានប្រាប់សំឡេងសហរដ្ឋអាមេរិកថា កញ្ញាបានបង្កើតប្លុកផ្ទាល់ខួនចាប់តាំងពីឆ្នាំ២០០៧មកម្ល៉េះដើម្បី សរសេរព័ត៌មានផ្សេងៗដែលនាងបានជួបប្រទះនៅក្នុងជីវិតប្រចាំថ្ងៃ។ សម្រាប់កញ្ញា អ៊ីនធឺណិត ជាបណ្តាញសង្គម ដែលមានភាពចាំបាច់សម្រាប់នាងក្នុងការចែកចាយព័ត៌មាន ទំនាក់ទំនងមិត្តរបស់នាងនៅក្នុងនិង ក្រៅប្រទេសនិងសម្រាប់ធ្វើការស្រាវជ្រាវផ្សេងៗដើម្បីបង្កើនចំណេះដឹង ផ្ទាល់ខ្លួនហើយពុំគួរមានការរឹតត្បិតទេ។

លោក ង៉ែត ម៉ូសេ ជាអ្នកសម្របសម្រួលផ្នែកទំនាក់ទំនងនៃមជ្ឈមណ្ឌលអប់រំច្បាប់សម្រាប់ សហគមន៍ ដែលហៅកាត់ថា (CLEC) ហើយក៏ជាអ្នកប្រើប្រាស់ប្លុកមួយរូបផងដែរ បាននិយាយថា គាត់ប្រើប្រាស់អ៊ីនធឺណិតប្រចាំថ្ងៃសម្រាប់កាងាររបស់គាត់ ក្នុងការចែកចាយព្រឹត្តិការណ៍ព័ត៌មាន និងព័ត៌មានផ្សេងៗដល់អ្នកយកព័ត៌មាន អង្គការសង្គមស៊ីវិល អង្គការអន្តរជាតិ នៅក្នុង និងក្រៅប្រទេស។ ឥឡូវនេះអ្នកប្រើប្រាស់អ៊ីនធឺណិតបានក្លាយជា «អ្នកយកព័ត៌មានប្រជាជន» ព្រោះអីពួកគាត់បានសរសេរនិងចែករំលែកព័ត៌មានជាច្រើនខុសៗនៅលើ ប្រព័ន្ធមួយនេះ។

អ្នកស្រី សុខ ចិន្តា ប្រធានក្រុមហ៊ុន មេគង្គណិតបានមានប្រសាសន៍ថា៖
«ខ្ញុំគិតថារដ្ឋាភិបាលគួរតែបង្កើតច្បាប់នេះ ព្រោះថាព័ត៌មាននៅក្នុងអ៊ីនធឺណិត ក៏ដូចជាព័ត៌មាននៅលើកាសែតដែរ ពូកគេមានសិទ្ធសរសេរព័ត៌មាន ប៉ុន្តែវាត្រូវតែមានភាពត្រឹមត្រូវ ។ សម្រាប់ខ្ញុំ ខ្ញុំគាំទ្រសេចក្តីព្រាងច្បាប់នេះ ដើម្បីជៀសវាងការផ្សព្វផ្សាយព័ត៌មានមិនពិតទេ។ ប្រសិនបើរដ្ឋាភិបាលបង្កើតជាគោលនយោបាយនេះ ពួកយើងនឹងធ្វើតាម»។

បណ្តាញទូរទស្សន៍ និងវិទ្យុភាគច្រើនត្រូវបានរដ្ឋាភិបាលគ្រប់គ្រង ដែលធ្វើឱ្យអ៊ីនធឺណិតក្លាយជាមធ្យោបាយតែមួយគត់សម្រាប់អ្នកដែល រងគ្រោះពីការរំលោភបំពាននានាបញ្ចេញទស្សនៈរបស់គេបានបើទោះបីជា អ្នកដែលប្រើប្រាស់ក្នុងស្រុកនៅមិនទាន់ទូលំទូលាយក៏ដោយ។

កាលពីពេលថ្មីៗនេះ មានគេហទំព័រមួយត្រូវបានបង្កើតឡើងដោយមានការចូលរួមពីប្រជាពលរដ្ឋ ដែល ត្រូវបានបណ្តេញចេញ និងប្រជាពលរដ្ឋដែលរងផលប៉ះពាល់ពីក្រុមហ៊ុនស្ករសនៅខេត្តចំនួនបី ត្រូវបានបើកបង្ហាញដល់សាធារណជន ។

គេហទំព័រមួយនេះគឺជាផ្នែកមួយនៃយុទ្ធនាការ «ស្ករប្រឡាក់ឈាម» ដើម្បីទាមទារឲ្យមាន ការឈប់ប្រើស្ករសដែលនាំចេញទៅសហភាពអឺរ៉ុបពីរោងចក្រស្ករសទាំងនេះ ដែលបានបណ្តេញប្រជាពលរដ្ឋចេញពីផ្ទះសម្បែង។

លោក សេង សុខហេង នៃបណ្តាញកសាងសន្តិភាពសហគមន៍(CPN)បានបញ្ជាក់ថា៖
«វាមានផលប្រយោជន៍ច្រើនណាស់។ ទី១គឺយើងអាចផ្សាយព័ត៌មានបានទូលាយជាងមុន ដូច្នេះមនុស្សគ្រប់រូបអាចចូលមើលបានដោយសេរី ហើយមួយទៀត ព័ត៌មានអាចស្ថិតនៅបានយូ»។ លោកសុខហេងបានបន្ថែមទៀតថា «ការផ្សព្វផ្សាយតាមប្រព័ន្ធអ៊ីនធឺណិតគឺមានប្រសិទ្ធភាព និងអាចទទួលចាប់អារម្មណ៍បានច្រើន ហើយវាអាចចែកចាយព័ត៌មានពីមនុស្សម្នាក់ទៅមនុស្សផ្សេង បានយ៉ាងឆាប់រហ័ស។ មកដល់ពេលនេះ យើងបានបង្កើតគេហទំព័រសហគមន៍ចំនួនបីទៅបួនហើយ ដូចជាគេហទំព័រមួយនេះ គេហទំព័រព្រៃឡង់ និងគេហទំព័រផ្សេងទៀតរបស់សហគមន៍ ដែលមានអ្នកចូលមើលជាច្រើន»។

ដោយឡែកលោក យឹម សុវណ្ណ តំណាងរាស្រ្តរបស់គណបក្សសមរង្ស៊ី បានហៅសេចក្តីព្រាងច្បាប់ថ្មីនេះថាជា «ការបំបិទការរិះគន់លើរដ្ឋាភិបាល» និង «រិតត្បឹតសេរីភាពនៃការបញ្ចេញមតិ» បន្ទាប់ពីគណបក្សកាន់អំណាចមួយនេះ បានគ្រប់គ្រងស្ទើរតែទាំងស្រុងលើប្រព័ន្ធផ្សព្ធផ្សាយនៅកម្ពុជា។

«បន្ទាប់បានគ្រប់គ្រងស្ថានីយវិទ្យុ និងទូរទស្សន៍រួចហើយ ពួក គេចង់គ្រប់គ្រងលើប្រព័ន្ធព័ត៌មានសង្គមថែមទៀត។ ការនិយាយថា ទប់ស្កាត់កុំឲ្យមានការផ្សព្វ ផ្សាយព័ត៌មានមិនពិតគឺគ្រាន់តែជាលេសមួយតែប៉ុណ្ណោះ ប៉ុន្តែមូលហេតុនយោបាយពិតនេះគឺធ្វើការរិតត្បឹតសិទ្ធិបញ្ចេញមតិ»។

លោក សុវណ្ណ បានបញ្ជាក់ផងដែរថា អ៊ីនធឺណិតបានចូលរួមចំណែកសំខាន់សម្រាប់យុវជនកម្ពុជាក្នុងការចែក រំលែក និង ជាកន្លែងមួយដែលអាចទទួលព័ត៌មានដែលជាក់លាក់បានសម្រាប់ជួយក្នុងការ អភិវឌ្ឍប្រទេសជាតិ។

បន្ទាប់ពីការរត់ភៀសខ្លួនរបស់លោក សម រង្សីប្រធានគណបក្សសមរង្សីនាឆ្នាំ២០១០មកអ៊ីនធឺណិតបានដើរតួនាទីយ៉ាង ចាំបាច់ក្នុងការទំនាក់ទំនងរវាង ប្រធានគណបក្សរូបនេះជាមួយនឹងសមាជិករបស់ខ្លួន។ នេះបើតាមការបញ្ជាក់របស់លោកសុវណ្ណ។

«វាមានសារៈសំខាន់ណាស់សម្រាប់លោកប្រធានសមរង្ស៊ីក្នុងការ ទំនាក់ទំនង ជាមួយនឹងសកម្មជនរបស់គណបក្សសមរង្ស៊ីនៅក្នុងប្រទេសកម្ពុជា។ ទោះបីជាលោកប្រធានមានឧបសគ្គមិនអាចស្ថិតនៅក្នុងប្រទេសកម្ពុជាក៏ ដោយក៏ យើងនៅតែអាចធ្វើការជាមួយគ្នាបានតាមរយៈវីដេអូបានដែរ»។

ក៏ប៉ុន្តែលោក ជាម យៀប តំណាងរាស្រ្តរបស់គណបក្សប្រជាជនកម្ពុជាបានថ្លែងថា គណបក្សរបស់លោកប្រើការចុះទៅជួបប្រជាពលរដ្ឋ និងសកម្មជនដោយផ្ទាល់ជាជាងការប្រើអ៊ីនធឺណិត។

Mozilla Firefox, one of the world's most widely used Internet browsers, will officially launch the first-ever Khmer language-browser by mid-March, allowing Cambodians to navigate the Internet using menu items in Khmer instead of English, a Mozilla representative said yesterday.

John O'Duinn, director of release engineering at Mozilla, said in an interview that he has been working from San Francisco with a small team of bilingual IT professionals in Cambodia for three years to "localize" the browser.

"Before this, anyone who wanted to surf the web had to be bilingual," Mr O'Duinn said, adding that the Firefox browser is already available in 93 languages on eight different operating systems. "But now, people can be online here and read what's happening in another part of the world."

The browser is 98 percent complete, with almost all of the 6,066 total strings--or commands such as print, view, download and help--translated into Khmer, Mr O'Duinn said.

The effort spawned from an experience Mr. O'Duinn had in Phnom Penh in 2006, when he saw several Buddhist monks in an Internet cafŽ trying to match a handwritten note in English to a menu tab on the browser they were using in an effort to figure out how to save a webpage.

"It was this moment of technology meets tradition meets religion, and I was so bothered by what I saw," he said. In 2009, he began collaborating with seven software developers at the Khmer OS Project--part of the Open Institute NGO that has since 2004 been translating and adapting free, open source applications like email and word programs to operate in Khmer--to bring the browser online.

"After all these years, now it's possible that Cambodians are using computers in their own language," said Javier Sola, Program Manager for the Open Institute, which has assisted the Ministry of Education, the police, and other government bodies train their staff on the software. "We want to continue the deployment of Khmer language tools to reduce costs and make these people independent from companies, eliminating barriers to technology."

Eng Vannak, 29, a webmaster at the Open Institute who has been working on adapting the browser to Cambodia, said the browser would potentially attracting more users online.

Although other web browser companies like Microsoft and Google have "localized" browsers in several languages, they prioritize money-making languages first, Mr. O'Duinn said, and are slower to work on translating browsers in languages that are not profitable.

"We've found a way to ship all our localized browsers at once, so even if we end up making no money [in Cambodia], we're OK with it," he said, adding that profits would come from Cambodians clicking on ads they see when searching with the Firefox browser, a revenue stream that brought the company about $120 million last year. "We just want people talking and sharing on a free and open web."

How successful the browser will turn out to be is uncertain due to the very few people in Cambodia hooked up to an Internet connection.

According to 2010 figures from the International Telecommunications Union, Cambodia only has about 70,000 regular Internet users. Still, Cambodia's web presence is growing fast, with data from Internet World Stats.com showing that Cambodia had 255,660 Facebook users in March 2011, up from a meager 13,380 users in August 2010.

UN launches web portal to help young women pursue technology careers

24 January 2012 – The United Nations launched a new web portal today focusing on helping girls and women access job opportunities, training and career advice in the information and communication technology (ICT) sector.

The website – girlsinict.org – was designed to inspire and help young women between the ages of 11 and 25 prepare for and pursue careers in technology by providing them with useful resources such as links to scholarships, internships, ICT contests and awards, tech camps and online networks where they can interact with other women working in an industry that is largely male-dominated.

“It’s a little-known fact that women were the original programmers of ENIAC, the US Government’s first ever computer. But while teenage girls now use computers and the Internet at rates similar to boys, they are five times less likely to consider a technology-related career,” the UN International Telecommunication Union (ITU) said in a news release.

“Research consistently shows that girls tend to choose careers where they feel they can ‘make a difference’ – healthcare, education, medicine. With this new portal, we’re trying to show them that there’s much more to ICTs than writing computer code,” said ITU Secretary-General Hamadoun Touré.
“As we move towards an ICT-based knowledge society, the rise of apps and the explosion in telemedicine, remote learning systems and research and development make the ICT industry the most exciting choice any young person can make,” Mr. Touré said.

“I hope our new portal will serve as a showcase to attract the many talented girls and young women in countries worldwide to this booming sector,” he added.

ITU stressed the need for a change in attitudes towards ICT jobs, which according to experts, girls usually see as unfeminine, too challenging or just plain boring. However, the demand for these jobs worldwide is steadily increasing with not enough qualified individuals to fill the gap in the job market.
The European Union, for example, calculates that in 10 years there will be 700,000 more ICT jobs than there are professionals to fill them. Globally, that shortfall is estimated to be closer to two million.

The website seeks to inspire women to consider ICT as a career option by offering them information on the range of options available in the sector as well as provide them with real life examples of how women are already changing the industry.

“We hope our new Girls in ICT portal with its profiles and videos of women in ICTs will be a major catalyst in creating exciting and rewarding new choices for women worldwide,” said Brahima Sanou, Director of ITU’s Telecommunication Development Bureau. “Encouraging girls into the technology industry will create a positive feedback loop, in turn creating inspiring role models for the next generation.”

Cambodia Fights Malaria With Text Messages

Cambodia is trying to contain the spread of malaria by using text messaging to report the disease in real time.

Mobile devices are installed with "FrontlineSMS," an open-source software, allowing volunteers to send and receive malaria reports via text. The data is sent to the Malaria Information and Alert System in Phnom Penh and fed into a national database using Google Earth.

Mobitel, Cambodia's largest telecom, provides free SIM cards and SMSs, making the system cost-effective and easy to maintain.

"My work is definitely easier," said Sophana Pich, one of the estimated 3,000 village workers in the country's fight against malaria. Before mobile phones were part of the program, she said it took a month before the information gathered arrived at the district health level.

"Without doubt, this is an important tool to quickly identify malaria cases and respond effectively," said Pengby Ngor, data manager for the Malaria Consortium, an NGO.

The Cambodian government aims to eliminate malaria in the next 15 years.

The program is part of a larger $22.5 million malaria containment effort launched by the government in 2009 in cooperation with the Bill & Melinda Gates Foundation. Volunteers receive three days of training to learn to diagnose early-stage malaria. In addition, they receive bicycles, boots, bags, flashlights and cooler boxes for medicine, plus a small travel allowance.

The pilot program is making progress but key challenges remain. While general malaria rates are falling, Cambodia reported an increased incidence of multi-drug resistant viruses. Researchers must work quickly to track, isolate, and combat these and other more dangerous strains before they spread and set back the early gains.

Another group, part of the Bill and Melinda Gates Foundation's Grand Challenge competition, is zapping mosquitoes before they can bite and spread diseases like malaria. "Emosquitonet," plays music that resonates with dengue fever-carrying mosquitoes, causing them to vibrate uncontrollably before losing direction and crashing.

Mobile phones in Africa combat the malaria problem from a different angle as well. Kenyan health workers use mobile devices to send text message reminders to patients twice a day for a six month period to help them take their medicine, noting a 25 percent improvement rate over other programs.

The Kenyan health workers' reminders are crucial for a full recovery since incomplete drug treatments often lead to drug-resistant strains. In addition to helping the patient recover, this program, like the Cambodia one, prevents new drug-resistant strains from developing.

About 3.3 billion people, or half the world's population, are at risk of malaria. Every year, this leads to about 250 million malaria cases and nearly one million deaths. People living in the poorest countries are the most vulnerable, according to the World Health Organization.

Journalists, Tech-Savvy Students Train in Social Media

Journalists, would-be reporters and other students were taught to better use social media last week, as an increasing number of Cambodians become tech savvy.

“Social media such as Facebook, YouTube and Twitter have the potential to gather people to voice their opinions in a more effective manner, and we want to encourage journalists to use the Web 2.0 tools not only for their work but also for their personal use to make it more mainstream in Cambodia,” said Jamie Hyo-Jin Lee, a communications officer at Unesco in Cambodia.

Lee spoke at a 5-day training last week that was funded by Unesco. More than 20 journalists and students with technical know-how learned how to make better use of social media and other Web tools.

“Now people only need cellphones that can shoot video, and they can upload that onto their Facebook page or YouTube,” said Tieng Sopheak Vichea, director of the Cambodian Communication Institute, which hosted the training. “Then people around the world can see it.”

However, a culture of widespread citizen journalism has not yet spread in Cambodia, where a minority, growing though it may be, has access to new media tools. Those who do use social media applications still mostly use them for fun and friendly networking.

The Cambodian Center for Human Rights on Tuesday called for greater Internet freedoms in Cambodia, as more and more people are finding their way online.

In its report, “Internet Censorship: the ongoing crackdown on freedom of expression in Cambodia,” the group warned of a “recent trend toward Internet censorship and the grave implications for freedom of expression in Cambodia.”

Ou Virak, president of the center, said the government must work hard to development protective regulations for Internet use, as it spreads across the country, “by ensuring that old barriers are not applied to a new frontier.”

Telecommunications Minister So Khun told VOA Khmer in a phone interview Tuesday the ministry does not condone Internet censorship.

However, the ministry did come under fire earlier this year after it held a meeting with Internet service providers and encouraged them to block sites that were counter to Cambodia’s interests.

Yim Sovann, a spokesman for the opposition Sam Rainsy Party, said Tuesday the government has put pressure on Internet companies in the past. He noted an ongoing deterioration of the freedom of expression across different media, including the Internet.

Cambodia is considered “not free” by the press freedom watchdog Freedom House.
