Foremost among these Mr. Barroso listed climate change. He prevailed upon the citizens of all prosperous countries to cease gambling over the reality of environmental change and confront this threat with resolve. As he put it: "The time for playing high-stakes poker is over." From the city which welcomed the G20 summit, first heard Mr. Barroso's call for action, and will host the 2010 UN World Environment Day, we raise a call of our own. The Graduate Organization for the Study of Europe and Central Asia (GOSECA) at the University of Pittsburgh has committed its seventh annual conference to scholarship which seeks to better understand the complex bonds between human beings and their environments. How have societies imagined the "natural" world and their relationship to it? What role did the environment play in shaping identities and spaces - political, cultural, and social? How have images and conceptualizations of environment shifted and how did such changes affect societies, their economies, politics, cultures, and identities? As sites of dramatic cultural, social and political transformations, Europe and Central Asia offer a vast potential in addressing these questions&lt;br /&gt;&lt;/span&gt;&lt;/p&gt;&lt;p&gt;&lt;br /&gt; &lt;/p&gt;&lt;p&gt;&lt;span style='font-size:12pt'&gt;We strongly encourage submissions from the widest range of disciplines in the social sciences and humanities (and particularly those which cross disciplines) that address the issues of environment, identities, and space, their interplay and the way in which they affect processes in the region. Topics include but are not limited to:&lt;br /&gt;&lt;/span&gt;&lt;/p&gt;&lt;p&gt;&lt;br /&gt; &lt;/p&gt;&lt;p&gt;&lt;span style='font-size:12pt'&gt; * representations and interpretations in art, literature,&lt;br /&gt;&lt;/span&gt;&lt;/p&gt;&lt;p&gt;&lt;span style='font-size:12pt'&gt;   geography/cartography, and history&lt;br /&gt;&lt;/span&gt;&lt;/p&gt;&lt;p&gt;&lt;span style='font-size:12pt'&gt; * migration and demography&lt;br /&gt;&lt;/span&gt;&lt;/p&gt;&lt;p&gt;&lt;span style='font-size:12pt'&gt; * policy and controversy&lt;br /&gt;&lt;/span&gt;&lt;/p&gt;&lt;p&gt;&lt;span style='font-size:12pt'&gt; * "alternative voices": environmentalism and dissident politics&lt;br /&gt;&lt;/span&gt;&lt;/p&gt;&lt;p&gt;&lt;span style='font-size:12pt'&gt; * the shaping of social and cultural identities&lt;br /&gt;&lt;/span&gt;&lt;/p&gt;&lt;p&gt;&lt;span style='font-size:12pt'&gt; * historical legacies of land and resource use&lt;br /&gt;&lt;/span&gt;&lt;/p&gt;&lt;p&gt;&lt;span style='font-size:12pt'&gt; * political violence, war, and ecoterrorism&lt;br /&gt;&lt;/span&gt;&lt;/p&gt;&lt;p&gt;&lt;span style='font-size:12pt'&gt; * energy security, resource management, and cultures of consumption&lt;br /&gt;&lt;/span&gt;&lt;/p&gt;&lt;p&gt;&lt;br /&gt; &lt;/p&gt;&lt;p&gt;&lt;span style='font-size:12pt'&gt;Students currently enrolled in graduate programs are welcome to submit abstracts, which should be no more than 250 words long. Please submit abstracts, along with an academic CV (limited to two pages) to &lt;a href='mailto:gosecaconference@yahoo.com'&gt;gosecaconference@yahoo.com&lt;/a&gt; no later than December 15, 2009. We will contact the authors of accepted abstracts by January 1, 2010.&lt;br /&gt;&lt;/span&gt;&lt;/p&gt;&lt;p&gt;&lt;br /&gt; &lt;/p&gt;&lt;p&gt;&lt;span style='font-size:12pt'&gt;&lt;strong&gt;Abstract Requirements&lt;br /&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt;&lt;p&gt;&lt;span style='font-size:12pt'&gt;Abstracts must be no longer than 250 words. All submissions should be in PDF (preferred) or Microsoft Word format in a standard 12-point font and be double spaced. In order to ensure anonymity during the blind selection process, the body of the abstract should not contain the author's or authors' name(s) or other personal identifying information other than the title of the paper. The cover page must include: title of submission, author's or authors' name(s), institutional and departmental affiliation(s), e-mail address(es), geographic address(es), and a primary phone number. Although we require all of this information, correspondence will occur mainly via e-mail. An academic CV must also be submitted, but please limit these to two pages.&lt;br /&gt;&lt;/span&gt;&lt;/p&gt;&lt;p&gt;&lt;br /&gt; &lt;/p&gt;&lt;p&gt;&lt;span style='font-size:12pt'&gt;&lt;strong&gt;Paper Requirements&lt;br /&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt;&lt;p&gt;&lt;span style='font-size:12pt'&gt;In order to facilitate presentation time limits, and to ensure time for active discussions, paper length will be limited to 8 typed pages, double-spaced, with 12-point font. All accepted participants will be required to submit a copy of the final paper one month prior to the conference.&lt;br /&gt;&lt;/span&gt;&lt;/p&gt;&lt;p&gt;&lt;br /&gt; &lt;/p&gt;&lt;p&gt;&lt;span style='font-size:12pt'&gt;&lt;strong&gt;Registration Requirements&lt;br /&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt;&lt;p&gt;&lt;span style='font-size:12pt'&gt;To better promote a meaningful interdisciplinary exchange, participants are expected to attend all panels for the duration of the conference. Although we cannot provide travel support, we will be happy to arrange housing for the duration of the conference with graduate students. The registration fee is $25.00, which includes meals. While fixed telephone subscriptions are now in slight decline, mobile and Internet use continues to expand rapidly in most countries and regions. At the same time, there is a widening gap between high-income and low-income countries in broadband connectivity. Broadband penetration is now eight times higher in developed than in developing countries. The report explores policy options for countries seeking to improve broadband connectivity.&lt;br /&gt;&lt;/span&gt;&lt;/p&gt;&lt;p&gt;&lt;span style='font-family:Times New Roman; font-size:12pt'&gt;The IER 2009 includes a chapter on the use of ICTs in the business sector. Drawing on unique data, it examines how ICT use differs both between and within countries, highlighting the rural-urban divide as well as that between large and small companies. The report recommends that governments in developing countries give more attention to ICT uptake and use by small- and medium-sized enterprises (SMEs), as they are lagging behind larger firms. And it discusses those aspects of ICT where government intervention can make a difference.&lt;br /&gt;&lt;/span&gt;&lt;/p&gt;&lt;p&gt;&lt;span style='font-family:Times New Roman; font-size:12pt'&gt;A third chapter is devoted to the impact of the financial crisis on ICT trade. While a growing share of exports of ICT goods and services is accounted for by developing economies, especially in Asia, the crisis has affected goods and services quite differently. ICT goods are among the categories of trade most negatively affected by the recession, while IT and ICT-related services appear to be among the most resilient. A statistical annex to the report provides data on ICT infrastructure, ICT use, and ICT trade for up to 200 economies. I rediscovered what it means to be one with the nature as I camped at the banks of Lake Baikal. I, the person of Indian origin, breaking bread with my Buriat Mongol friends of the Ekherit clan was as surreal as being a librarian in one of the best libraries in the United States. Like my friend says, every day is a new adventure. Do not look at life with the lense of lost years or with the lense of being an imagined "Indian". font-family:Tahoma; font-size:24pt'&gt;&lt;strong&gt;UCLA &lt;/strong&gt;&lt;/span&gt;&lt;span style='font-family:Georgia'&gt;&lt;span style='color:#666666; font-size:13pt'&gt;&lt;em&gt;Office of the Chancellor&lt;/em&gt;&lt;/span&gt;&lt;br /&gt;				&lt;/span&gt;&lt;/p&gt;&lt;p style='text-align: center'&gt;&lt;br /&gt; &lt;/p&gt;&lt;p&gt;&lt;span style='font-family:Georgia'&gt;To the Campus Community:&lt;br /&gt;&lt;/span&gt;&lt;/p&gt;&lt;p&gt;&lt;span style='font-family:Georgia'&gt;Across campus, faculty, staff and students are experiencing the consequences of an unprecedented reduction in state support to the University of California system.  The effects include larger class sizes, reduced library hours, and faculty and staff salary reductions; student fee increases are looming.  These are difficult times, and I am deeply grateful for your patience, understanding and dedication as we make the often painful decisions necessary to ensure UCLA's continued excellence.&lt;br /&gt;&lt;/span&gt;&lt;/p&gt;&lt;p&gt;&lt;span style='font-family:Georgia'&gt;The measures we have taken are helping to close a 2009-10 budget shortfall of more than $150 million.  But we still must make long-term, structural changes so that our academic programs and campus operations align with new funding realities.  While we continue to advocate strongly for state funding, we must face reality and plan for a future that relies less on volatile state support, which is not expected to improve next year.&lt;br /&gt;&lt;/span&gt;&lt;/p&gt;&lt;p&gt;&lt;span style='font-family:Georgia'&gt;Currently, we are conducting a thorough review of our &lt;a href='http://today.ucla.edu/portal/ut/provost-scott-waugh-outlines-next-95270.aspx'&gt;academic programs&lt;/a&gt;.  Led by Executive Vice Chancellor and Provost Scott Waugh, working closely with the Academic Senate, the review is intended to streamline majors, reduce unnecessary units and courses, and focus on helping students graduate in a timely manner.  Preliminary reports from the deans are due in January.  The result will certainly be some shrinkage of UCLA's academic programs.&lt;br /&gt;&lt;/span&gt;&lt;/p&gt;&lt;p&gt;&lt;span style='font-family:Georgia'&gt;At the systemwide level, the &lt;a href='http://www.universityofcalifornia.edu/news/article/21526'&gt;Commission on the Future of UC&lt;/a&gt; is looking at long-term issues.  The commission's charge is to develop a new vision for the university that affirms its core values of excellence and access while addressing financial challenges from declining state funding.&lt;br /&gt;&lt;/span&gt;&lt;/p&gt;&lt;p&gt;&lt;span style='font-family:Georgia'&gt;The issue of student fees is especially emotional.  As you know, President Yudof has proposed two fee increases, one effective winter quarter and another effective in fall 2010.  The UC Board of Regents is scheduled to act on the proposal at its November meeting at UCLA.&lt;br /&gt;&lt;/span&gt;&lt;/p&gt;&lt;p&gt;&lt;span style='font-family:Georgia'&gt;While I don't like the idea of raising the cost of education, I believe fee increases are necessary to maintain UCLA's academic quality.  Without the additional revenue generated by higher fees, our academic programs would suffer irreparably.  It's important to emphasize that approximately one of every three dollars in new fee increases would go toward financial aid programs to assist the students and families most in need.  At UCLA, generating revenue for scholarships and fellowships is our top fundraising priority.  The goal of our Bruin Scholars Initiative is to raise $500 million for this purpose by June 2013.&lt;br /&gt;&lt;/span&gt;&lt;/p&gt;&lt;p&gt;&lt;span style='font-family:Georgia'&gt;Many of you have expressed frustration, and even anger, about these circumstances, as well as your concern about the future of UCLA.  I share your concern; this is a difficult process for all of us.  As we work together, it's important to remember that we all want the same thing—to maintain academic excellence and the access that our mission as a public university requires of us.&lt;br /&gt;&lt;/span&gt;&lt;/p&gt;&lt;p&gt;&lt;span style='font-family:Georgia'&gt;I am grateful for the sacrifices you are making to help the campus through this process, and my administration is committed to sharing information as it becomes available and consulting with you during the decision-making process.&lt;br /&gt;&lt;/span&gt;&lt;/p&gt;&lt;p&gt;&lt;span style='font-family:Georgia'&gt;As I've stated in earlier communications, I firmly believe that UCLA will emerge from this challenging time stronger and of even greater benefit to students and society.&lt;br /&gt;&lt;/span&gt;&lt;/p&gt;&lt;p&gt;&lt;span style='font-family:Georgia'&gt;For additional details about the budget challenges we face and the steps we've taken, I encourage you to read this &lt;a href='http://today.ucla.edu/portal/ut/_prv-q-a-on-budget-issues-111254.aspx'&gt;new Q&amp;amp;A&lt;/a&gt; All researchers, including reference practitioners from all types of libraries, library school faculty and students, and other interested individuals, are encouraged to submit a proposal.&lt;br /&gt;&lt;/p&gt;&lt;p&gt; &lt;br /&gt; &lt;/p&gt;&lt;p&gt;For examples of projects presented at past Forums, please see the Committee's website:&lt;br /&gt;&lt;/p&gt;&lt;p&gt;&lt;a href='http://tinyurl.com/rssresearchstatistics'&gt;http://tinyurl.com/rssresearchstatistics&lt;/a&gt;&lt;br /&gt;			&lt;/p&gt;&lt;p&gt;&lt;br /&gt; &lt;/p&gt;&lt;p&gt;The Committee employs a blind review process to select three projects for 20 minute presentations, followed by open discussion. Winning submissions must be presented in person at the Forum in Washington, D.C.&lt;br /&gt;&lt;/p&gt;&lt;p&gt; &lt;br /&gt; &lt;/p&gt;&lt;p&gt;Criteria for selection:&lt;br /&gt;&lt;/p&gt;&lt;p&gt;• Quality and creativity of the research design and methodologies;&lt;br /&gt;&lt;/p&gt;&lt;p&gt;• Significance of the study for improving the quality of reference service;&lt;br /&gt;&lt;/p&gt;&lt;p&gt;• Potential for research to fill a gap in reference knowledge or to build on previous studies;&lt;br /&gt;&lt;/p&gt;&lt;p&gt;• Research projects may be in-progress or completed;&lt;br /&gt;&lt;/p&gt;&lt;p&gt;• Previously published research or research accepted for publication will not be accepted&lt;br /&gt;&lt;/p&gt;&lt;p&gt; &lt;br /&gt; &lt;/p&gt;&lt;p&gt;Proposals are due by &lt;strong&gt;Monday, January 4, 2010&lt;/strong&gt;. Notification of acceptance will be made by Monday, February 8, 2010. The submission must not exceed two pages. Please include:&lt;br /&gt;&lt;/p&gt;&lt;p&gt; &lt;br /&gt; &lt;/p&gt;&lt;p&gt;1. A cover sheet including your name(s), title(s), institutional affiliation(s), mailing address(es), fax number(s) and email address(es).&lt;br /&gt;&lt;/p&gt;&lt;p&gt;2. The second page should NOT show your name, any personal information, or the name of your institution. Instead, it must include:&lt;br /&gt;&lt;/p&gt;&lt;p&gt;a. Title of the project;&lt;br /&gt;&lt;/p&gt;&lt;p&gt;b. Explicit statement of the research problem;&lt;br /&gt;&lt;/p&gt;&lt;p&gt;c. Description of the research design and methodologies used, and preliminary findings if any;&lt;br /&gt;&lt;/p&gt;&lt;p&gt;d.
