پاکستان کے آرمی چیف نے امریکہ سے مدد مانگ لی، اب کیا ہو گاپاکستان کا مستقبل۔۔؟
پاکستان کے آرمی چیف نے براہ راست امریکہ سے مدد مانگی ہے کہ ہمیں اِس مشکل وقت سے نکالا جا ئے، اقتصادی بحران سے ملک کی حالت لگا تا ر بد تر سے بدترین ہو تی جا رہی ہے۔ پاکستانی آرمی چیف امریکہ سے اپیل کر رہے ہیں کی اِن کی مدد کی جا ئے، IMF کو کہا جائے کہ فنڈز ریلیز کیے جا ئیں۔کیوں کے پاکستان کے زرمبادلہ کے ذخائر لگاتار گرتے چلے جارہے ہیں ۔کچھ عرصہ قبل تک پاکستان کے فاریکس ریزرو 9 بلین ڈالر کے آس پاس تھے، اب یہ اُس سے بھی زیادہ گر کر 8.5 بلین ڈالر کے آس پاس گھوم رہے ہیں ۔ پاکستانی اِسٹبلیشمنٹ کو ڈر اِس چیز کا ہے کہ اگر اسی طرح اقتصادی بحران چلتا رہا تو پاکستان کو اپنی ساری درآمدات بند کرنی ہوں گی۔جو حال ابتدائی طور پر سری لنکا کا ہوا تھا جہاں پر تیل،ڈیزل،ختم ہو چکا تھا ،لوگ اپنے گھروں میں بند ہو کر رہ گئے تھے گاڑیوں کا کوئی فائدہ نہیں رہا تھا ہے، بہت ذیا دہ امکا ن ہیں کہ پاکستان کے حالات بھی ایسے ہو جا ئیں۔ پاکستانی آرمی کا یہ جو ڈر ہے یہ جائز ہے،کیونکہ یہ بلاوجہ امریکہ سے مدد نہیں مانگ رہے ہیں ،پاکستان کی کرنسی ڈالر کے مقابلے میں اس وقت 239.11پاکستانی روپیہ تک جا چکی ہے۔ اس کے مقابلے انڈیا کا روپیہ 80 سے 79 انڈ ین روپی پر آگیا ہے۔

ہر سال Fragile States Index شائع ہوتا ہے اس میں یہ بتایا جاتا ہے کہ کونسا ملک کتنا کمزور ہے، کس ملک کے کتنے زیادہ امکانات ہیں کہ وہ بکھر جائے۔ اِس سال بھی یہ شائع کیا گیا ہے، اور اِس کے حساب سے انڈیا بہت STABLEملک ہے، ترکی سے بھی زیا دہ۔اِس کے بر عکس پا کستان کی ر ینک بہت بُری ہے، پاکستان کی رینک , نو رتھ کوریا اور فلسطین سے بھی زیادہ بُری ہے۔ پاکستان کے مقابلے یہ مما لک زیادہ مضبوط ہیں۔ اِس کی وجہ یہ ہے کہ پاکستان پر ٹوٹل قر ضہ 250 بلین ڈالر کاہے، اور یہ خطرناک صورتِ حال ہے۔ اِس کے مقابلے سری لنکا کا قرضہ بہت کم تھا۔ پاکستان نے ابھی تک اپنے اپ کو دیوالیہ کہا نہیں ہے۔
اگر پاکستان کی مدد کو کو ئی ملک نا آیا اور اقتصادی بحران اِسی طرح چلتا رہا تو پاکستان کا حا ل سری لنکا سے بہت زیادہ بُرا ہو گا۔
پاکستانی کر نسی لگا تار گڑتی جا رہی ہے، ملا زمت کے مو اقع کم ہو تے جا رہے ہیں۔ پاکستان میں مہنگا ئی 21.32% فیصد تک پہنچ چکی ہے، اور اگے مہنگا ئی کی صورتِحال اور بد تر ہوتی جا رہی ہے، اِس کی سَب سے بَر ی وجہ تیل کی بڑھتی قیمتیں ہیں۔ پاکستان کے سابقہ وزیر اعظم اور مو جو دہ وزیر اعظم نے کہا تھا کہ یہ روس سے سستا تیل خر یدے گے، لیکن حقیقت میں ایسا بلکل بھی نہیں ہوا۔
پاکستان کا دوست چین سے بھی مدد آنے کے کوئی امکانات نظر نہیں آرہے، کیو نکہ چین کے اپنے حالات نہیں ٹھیک وہ اپنے ملک کی آرمی کو بچا نے کے لیے مختلف امکانات کر رہے ہیں۔2021 میں جب پاکستان کے ڈیم کے نزدیک چینی لوگ ہلاک ہو ئے تھےتو اب پاکستان کو چین کو دینے پڑیں گے 11.5 بلین ڈالر ۔
پاکستان کا IMFسے معاہدہ ہوا تھا کہ پاکستان کو 6 بلین ڈالر کچھ عرصے کی اقساط میں دیے جا ئیں گے لیکن پاکستان میں حکومت کے عدم استحکام کی وجہ اور پاکستان کی حکومتIMF کی ساری شرائط نہیں مان رہی ہے جس کی وجہ سے IMF کا پو را پیسہ پاکستان میں نہیں آیا۔ پاکستانی آرمی چیف نے آمر یکا سے در خواست کی ہے کی ہے کہ IMF پر اپ کی اثر و رسوخ ہے، تو اُسے کہا جائے کہ 1.17 بلین ڈالر پاکستان کو دیے جائیں، اور ساتھ ہی یہ بھی کہا ہے کہ اپ کو اِس چیز کا ڈر ہے کہ پاکستان میں عدم استحکام ہے، تو اِس کے لیے Charter of Economy سائن کروا لیا گیا ہے، جس کا مطلب یہ ہے کہ پاکستان کی تمام پارٹیز اکھٹی ہو جا ئیں گی، موجودہ حکو مت پر اپوزیشن کی وجہ سے کوئی دبائو نہیں ڈالا جائے گا، اور سب مل کر پاکستان کو اِس مشکل وقت سے نکا لیں گے۔
اب بات یہ ہے کہ کیا پاکستان کا روپیہ ریکور کرے گا؟ ،تو جی ہاں اگر امریکہ سے مدد آتی ہے اور پاکستان اس مشکل وقت سے نکل جاتا ہے تو پاکستان کا روپیہ ریکور کرسکتا ہے لیکن اس میں بھی اگر تمام پارٹی اکٹھے ہو کر لے ورنہ کسی نے بھی اگر بیچ میں ملک کے ساتھ غداری یا بے ایما نی کی تو ملک کی حالت اور زیادہ خراب ہو سکتی ہے ۔
حیرانگی اِس بات پر ہوتی ہے کہ پاکستان کو اس قدر تباہ کر چکے ہیں کہ اب آج سب ایک ساتھ کھڑے ہوگئے ہیں۔ عوام کی اس سب میں کیا غلطی تھی، عوام ہی کیوں سب سے زیادہ پِس رہی ہے ، ذرا سوچئے اور بتائے گا کہ عوام کے ساتھ سب کیوں ہوا؟

امام مہدی کی پہنچا ن کیسے ہو گی۔۔۔۔۔۔۔۔۔۔۔۔؟

امام مہدی کا ظہور ہو گا تو لوگ اُن کو دیکھ کر کہیں گے کہ ہم نے اِن کو دیکھا ہوا تھا، مگر کچھ لوگ کہیں گے کہ کیاا آپ واقعی امام مہدی ہیں؟
جب امام مہدی کا ظہور ہو گاتو امام مہدی فرمائیں گے کہ جو آدمؑ کو دیکھنا چاہتا ہے، وہ مجھے دیکھے۔ جو نوحؑ کو سننا چا ہتا ہے، وہ مجھے سُن لے۔جو موسٰیؑ کو ملنا چاہتا ہے،وہ مجھ سے مل لے۔جو ابراہیمؑ کو پانا چاہتا ہے، وہ مجھے پالے۔ اے لوگو! اگر میرے جَد محمد ﷺ کی ذیارت کرنا چاہتے ہو ، تو میری زیارت کر لو۔تو لوگ پو چھیں گے کہ کیا اپ واقعی ہی امام مہدی ہیں۔ اپ کیسے ثابت کرسکتے ہیں کہ اپ ہی امام مہدی ہیں؟
امام مہدی ایک ثبوت پیش کریں گے ، امام ؑ کے ہاتھ میں ایک عصا ہو گا، جو کہ جنت کی ایک شاخ ہو گی۔ امام مہدی زمین میں جہاں جہا ں عصا ماریں گے، وہاں وہاں پودے نکل آئیں گے، اور فوری ہی درخت بن جا ئیں گے۔ اور امام مہدی کی امامت کی گواہی دیں گے۔ اور امام مہدی کے پاس وہ علم ہو گا جو حضرت محمد ﷺ نے امام علی ؑ کو دیا تھا۔ ہاتھ میں وہ تلوار ہو گی ، جو آپ کے دادا علی ابنِ ابی طالب نے اپنے ہا تھوں میں اُٹھا ئی ہوئی ہوتی تھی۔وہ تلوار اور الم لوگوں سے مخا طب ہو کر کہیں گے کہ آج ہم سہی ہاتھوں میں موجود ہیں۔اللہ تعٰالٰی امام مہدی کے ہاتھ میں شفاء رکھے گا۔ امام مہدی جس کو ہاتھ لگائیں گے، اُس شخص سے لاعلاج مرض دور ہو جا ئے گا، اپ کا وجود شفاء ہو گا۔ پھر سید حسنی امام مہدی کے پاس اکر کہیں گے ، اگر اپ واقعی سچے ہیں تو رسولﷺ کی ذِرّا دیکھا ئیں گے ۔ اِس کے بعد امام وہ ذِرّا سید حسنی کو دیں گے تو وہ یہ ذِرّا دیکھ کے لرز جا ئیں گے۔ سید حسنی وہ ذِرّا پہننے کی بار بار کوشش کر یں گے، مگر وہ ذِرّا پو ری نہیں اُترے گی۔ دوسرے لوگ بھی آکر وہ ذِرّ ا پہننے کی کو شش کریں گے ، لیکن کسی کے جسم پر بھی ذِرّا پوری نہیں اُترے گی۔ پھر امام ؑ اپنے جسم مبارک پر یہ ذِرّا ذیب تن کر یں گے۔ اُن کا جسم نور کی مانند چمکتا رہے گا۔ لو گ اُن کے ہاتھوں کو چومیں گے۔ پھر آسماں سے 313 فرشتے اُتریں گے، اور امام کے ہاتھ پر بیت کریں گے۔ یہ وہ فرشتے ہوں گے جنہوں نے حضرت نوحؑ کی کشتی کو بچایا تھا، حضرت ابراہیمؑ کی آگ کو ٹھنڈا کیا تھا، حضرت مو سٰی کی قوم کو گہرے پانی سے پار لگایا تھا۔
پھر اُس کے بعد حضرت عیسٰی امام مہدی کی گواہی دیں گے کہ یہ آخری حجّت ہیں۔ اور پھر آسماں سے 4000 فرشتے اُتریں گے ،اور پوری دنیا میں یہ پیغام سنایا جائے کاکہ آئو امام مہدی کا ظہور ہوگیا ۔ لوگ سوچیں گے، لوگ غوروفکر کریں گےکہ اب کیا امام کے پاس جائیں ساتھ کھانے پینے کا سامان بھی لے کر جائیں۔ پھر ساتھ ہی یہ صدا آئے گی کہ اپنے ساتھ کھانے پینے کا سامان نہ لانا۔ کیو نکہ امام مہدیؑ کے پاس حضرت مو سٰی ؑکے وہ پتھر موجود ہیں۔ اگر یہ زمیں پر گِرے تو اِس سے 12نہرے نکلتی ہیں۔ جو اِن سےپانی پیتا ہےنہ تو اُسے بھوک لگتی ہے اور نا ہی پیاس۔ دنیا میں اللہ نے علم کے 27 حروف خلق کیے ہیں، جب سے دنیا بنی ہے اُس وقت سے لے کر اب تک اتنی جِدتّ کے بعد بھی صرف 2ہی حرف دنیا کے پاس علم ہو گا۔ امام مہدی باکی 25حرف ظاہر کریں گے، دنیا اِس علم کو یکھ کر حیران رہ جائیں گی۔ سب کے سب سائنسدان امام کی امامت کو قبول کر یں گے۔امام مہدی کا ظہور اللہ کے گھر سے ہو گا۔ امام مہدی پہلا خطبہ خانہ کعبہ سے دیں گے، پھر اپ روضہ رسول ﷺ کی طرف رخصت ہوں گے، پھر وہا ں سے کوفہ کی طرف روانہ ہوں گے۔اپؑ کی حکومت 309 سال تک زمین پر قائم ہو گی۔ زمین سے امیر اور غریب کا فرق ختم ہو جائے گا، لوگ ایک دوسرے کا دِل نہیں توڑیں گے، کوئی بھی کسی پر ظلم نہیں کرے گا، ہر کوئی ایک دوسرے کا احساس کرے گا، محبت علم کے ساتھ زندگی گزارے گا۔ یوں یہ دنیا جنت کا عکس بن جائے گی۔
حدیث نبیﷺ ہے کہ: میری اُمت کے آخر میں مہدی ظہور کرے گا۔
خداوند اُس کو بارش عطا کرے گا۔ زمین اپنے نباتات کو پڑوان چڑہائے گی۔ مال کمی اور ذیادتی کے بغیر اور مساوات کے ساتھ عطا ہو گا۔ مال مویشیوں کی تعداد میں اضافہ ہو گا، اُمت سربلند ہو گی اور عظمت پائے گی۔

آزاد کشمیر بھارت کا حصہ ہے ، اب ہمیں کشمیر واپس لینا ہی ہوگا، بھارتی وزیرِدفاع

ہندوستان کے وزیر دفاع راج ناتھ سنگھ نے کہا کہ یہ درست نہیں ہے کہ ہمارے بابا امرناتھ ہندوستان کے کشمیر میں ہیں اور ماں شاردا شکتی ایل او سی (لائن آف کنٹرول) کے اُس پار ہیں۔انہوں نے ایک خطاب میں یہ بھی کہا ہے کہ کشمیر ہمیشہ ہمارا تھا، ہے اور ہمیشہ رہے گا۔ انہوں نے یہ بھی کہا کہ: یہ کیسے ممکن ہے کہ بابا امرناتھ یہاں ہیں اور ماں شاردا شکتی پاکستان میں ہوں؟ انہوں نے کارگل جنگ کے حوالے سے منعقد تقریب سے مخاطب کرتے ہوئے کہا کہ یہ ممکن نہیں ہے۔
اِنہوں نےیہاں پر یہ بات اِس لیے کی ہے کیونکہ کشمیر کا لفظ نکلا ہے رِشی کشپ سے۔ اور رِشی کشپ کو کشمیری پنڈت بہت زیادہ مانتے ہیں ۔کشمیری پنڈت یہ مانتے ہیں کہ ان کے لئے تین زیارتیں بہت زیادہ ضروری ہیں،ان کے مذہب میں یہ بہت زیادہ اہمیت کی حامل ہے۔ان تین زیارتوں میں شامل ہے امر ناتھ مندر، مارٹنڈ سَن، اور شردہ شکتی پیتھ (جو کہ پاکستان میں ہے)۔
ہندو مذہب میں شردہ شکتی ماں کا مندر بہت اہمیت کا حامل ہے کیو نکہ شیو جی کے لیے بہت زیادہ ضروری تھی( یہ سب ہندو مذہب کے لیے اہم شخصیات ہیں)۔ یہ جو مندر ہے شردہ شکتی یہ بس انڈین سائیڈ سے 10کلو میٹر دور ہے۔ اور بہت بار انڈیا میں اِس حصے کو قبضانے کے منصوبے بنا ئے جا تے ہیں۔ اور اس کو واپس لینے سے چین بھی بیچ میں نہیں آئے گا، کیونکہ اِس سے اتنا کوئی فرق پڑے گا نہیں۔
2018 میں پاکستان کی حکومت بدلنے کے بعد عمران خان نے کہا تھا کہ جس طرح کرتار پور کوریڈور بنایا گیا ہے اس کی طرح ہی شکتی پیٹھ کوریڈور بنایا جا ئے گا، تا کہ انڈیا کے لوگ اپنے مندر آسکیں۔لیکن پاکستانی آرمی نے یہ کوریڈور بنانے سے منع کردیا اور ایسا کوئی پروجیکٹ شروع نہیں کیا گیا۔ انڈیا کے نزدیک یہ سمجھا جاتا ہے کہ پاکستان کشمیر کو لے کے اچھا سوچ ہی نہیں سکتا اور نہ ہی کشمیر کی وجہ سے کبھی ان کے تعلقات بہتر ہوں گے۔
انہوں نے یہ بیا نات ایسے ہی نہیں دیے کیو نکہ 26 جو لا ئی کو کارگل کی جنگ کی یاد میں یہ با ت کی کہ پا کستان بھروسے کے لا ئق نہیں، اور کشمیر پورا ہما را ہے۔ اِن کا یہ بھی کہنا ہے کہ پاکستا ن کبھی بھی حملہ کر سکتا ہے، جس طرح کارگل میں حملہ کیا تھا اور اِس میں پاکستان کا بہت نقصا ن ہوا ، پاکستان کے 91000سپا ہی قبضہ لیے گئےتھے۔
لیکن دلچسپ بات یہ ہے کہ کارگل کی جنگ میں امریکا کو یہ ڈر تھا کہ جنگ کے دوران انڈیا پا کستان کا کشمیر واپس نا لے لے۔ اور یہ ڈر صرف کارگل میں نہیں تھا، بلکہ 1971 میں جب بنگلہ دیش پاکستان سے الگ ہوا اور ایک الگ ملک بن گیا تب بھی امریکا کو یہ ڈر تھا جس طرح مشرقی پاکستان الگ ہوا ہے، کہیں انڈیا پاکستان کا کشمیر بھی واپس لے لے گا۔ انڈیا کی تا ریخ میں یہ بھی کہا جاتا ہے کہ جس طرح پاکستان کے 91000 سپاہیوں کو قبضہ کیا تھا ، تب انڈیا آرام سے پاکستان سے اپنی کشمیر کی زمین واپس لے سکتا تھا۔ لیکن انڈیا نے یہ موقع ہا تھ سے جانے دیا۔
اب دلچسپ با ت یہ چین اور امریکا یہ نہیں چاہتے کہ پاکستان کا کشمیر انڈیا واپس لے لے۔ چین اِس لیے نہیں چاہتا کیو نکہ کشمیر سے اُسےبراہ راست لنک ملتا ہے پاکستان کا۔اب بات یہ کہ امریکا یہ کیوں نہیں چاہتا تو امریکا اِس لیے نہیں چاہتا کیو نکہ اگر انڈیا پا کستان کا کشمیر لے لے تو وہ بہت حد تک طاقت ور ہو سکتا ہے، لیکن امریکا صرف یہ چا ہتا ہے کہ انڈیا صرف چین کو مات دے، البتہ خود اتنا مضبوط نہ ہو جائے کہ چین کے ساتھ ساتھ انڈیا بھی امر یکا کہ لیے مسئلہ بن جا ئے۔
کشمیرانڈیا کا ہونا چاہیے یا پاکستان کا، امریکا میں اِس مسئلہ کو لے کر دو رائے پائی جا تی ہیں۔ کچھ کا کہنا ہے کہ پاکستان کہ پاس ہی رہنا چاہیے، اور کچھ امریکی سیا ست دانوں کا یہ بھی کہنا ہے کی اگر کشمیر کایہ حصہ انڈیا کا ہوتا تو انڈیا آسانی سے مدد کر سکتا امریکا کی افغانستا ن کے معاملہ میں۔
اِس طرح دیکھا جائے تو پاکستان کا کشمیر اِس خطےکے لیے بہت زیادہ بنیادی اہمیت کا حامل ہے۔ انڈیا کے وزیر خارجہ کا کہنا ہے کہ ہم اپنا کشمیر پاکستان سے لے کر رہیں گے، اُن کا یہ بھی کہنا ہے کہ پاکستان کا کشمیر درحقیقت انڈیا کا ہی ہے، بس اِس پر دائرہ کار ہمارا نہیں ہے، وہ بھی جلد آجائے گا۔ انڈیا کو کشمیر پاکستان سے واپس لینے کے پیچھے بہت سی وجوہات ہیں ، اگر پاکستان کا کشمیر انڈیا کے پاس جاتا ہے تو اس راستے سے وہ بہت سے ملکوں سے آسانی سے ٹریڈ کرسکتے ہیں اور ساتھ ہی روس سے براہ راست کنیکٹ ہو سکتے ہیں، اور اِن کو اِن کی ذیارتیں بھی واپس مل سکتی ہیں۔

امپورٹڈ حکومت نے پاکستان بیچنے کا منصوبہ تیار کر لیا ، عدالتیں کچھ نہیں کر سکیں گی۔۔؟

نیا قانون پاس پا کستان کی چیزیں بیچنے کی نوبت آگئ ۔

پاکستانی حکو مت نے ایک ایسا قانون پا س کر دیا ہے کہ حکو مت پاکستان کا کچھ بھی بیچ سکتی ہے کِسی غیر ملکی حکومت کو۔ یہ ایک اِیسا معاہدہ ہے جو ایک حکو مت براہ راست دوسری حکومت سے کرے گی۔معاہدہ پاکستان کی کسی بھی چیز پر ہو سکتا ہے چاہے وہ ایئرپورٹ ہو کوئی بندر گاہ ہو یا کوئی موٹر وےروڈ ہو۔ چین ، قطر ، دبئی جیسے ممالک اِس معاہدہ میں شامل ہو سکتے ہیں جو اپنے پاکستا ن کو ڈیفالٹ ہو نے سے بچا سکے۔ اِس سے بھی بڑھ کہ یہ با ت بھی لکھی گئی ہے کی کوئی آدمی ایسی کسی ڈیل کو لے کر سپریم کورٹ نہیں جا سکتا ۔کچھ لوگ باہر نکلے گےاور احتجاج کرے گےاور سپریم کورٹ کا دروازہ کھٹکھٹائیں ، اور سٹے لگا دیں کسی بھی گورنمنٹ سے گورنمنٹ ڈیل میں کہ کو ئی بھی سرکاری چیز نہ بیچی جا ئے۔ کیونکہ جب پاکستان کے ایئرپورٹ ،بندرگاہ سب بیچا جا رہا ہو گا یا یوں کہا جائے کہ سرکار بیچی جا رہی ہو گی ،تو بہت سے لوگ احتجاج کے لیے نکلیں گے کہ کیا جناح نے اس لیے پاکستان بنایا تھا کہ تم اس کو بیچ دو۔تو اس کے حل کے لئے انہوں نے عدالت کو پہلے سے بھی الہدہ کردیا، یہ سب جمہوریت میں پہلی دفعہ دیکھا گیا کہ عدالت کا کردار بلکل ہی ختم کر دیا گیا ہے۔حکومت کے پہلے سے ہی اپنا راستہ صاف کرلیا ہے کہ وہ جو کچھ چاہیں کرسکتے ہیں پاکستان کا کچھ بھی بیچ سکتے ہیں ،پاکستان کو سری لنکا جیسی صورتِ حال سے بچانے کے۔۔

ابوزیشن یعنی عمران خان کا کہنا یہ ہے کہ یہ سارا کچھ باہرکی سازش کی وجہ سے ہو رہا ہے اور اب یہ ملک کو بیچنے پر آگئے ہیں، ساتھ ہی ان کا یہ بھی کہنا ہے کہ آپ ہمارے قومی اثاثے ایسے ہی کسی ملک پر یقین کر کے کیسے بیچ سکتے ہو۔ یہاں پر یہ امریکہ کی طرف اشارہ کر رہے ہیں لیکن جو بھی پاکستان کے اثاثے نظر آرہے ہیں ،یا تو اسے چین خریدے گا اور بہت ہی کم چانسز ہے کہ دبئی خریدے۔جب بھی پاکستان کے اثاثوں کی بات آتی ہے تو سب سے پہلے ہر کسی کے ذہن میں گوادر پورٹ آتا ہے، اور یہی نظر آتا ہے کہ اب یہ اپنے گوادر پورٹ کو بیچے گے۔ لیکن گوادر پورٹ تو آگے ہی40سال کے ٹھیکے پر چین کی کمپنی کو دیا ہوا ہے۔ جو کہ ایک بہت افسردہ خبر ہے۔اب چینی کمپنی ایسا تو کرے گی نہیں کہ جس چیز کو اس نے ٹھیکے پر لیا ہوا ہے اسے خریدے جب ایک ابھی 35 سال کی مدت باقی ہے۔اگر اس صورتحال میں گوادر پورٹ نہ ٹھیکے پر دیا ہوتا تو وہ اس کا کچھ حصہ بیچ کر اپنے ملک کو تباہ ہونے سے بچا سکتے تھے۔ لیکن پاکستان پر ۱۰ ارب ڈالر کا قرضہ ہے کیونکہ چین نے گوادر پورٹ پر کنسٹرکشن کی ہوئی ہے جس کی وجہ سے پاکستان کو یہ قرض دینا پڑے گا۔ لیکن ساتھ ہی یہ بات بھی یاد رکھی جائے کہ آج تک یہ پتا نہیں چلا کہ ان دونوں ممالک کے درمیان کتنے بلین ڈالر کی گوادر پورٹ کی ڈیل ہوئی تھی نہ ہی چینی میڈیا میں سے کبھی سامنے آیااور نہ ہی پاکستان میں سے کبھی منہ کھولاگیا۔پاکستان میں اور بھی بندرگاہیں لیکن چین اِن کو کیوں خریدے گا جبکہ اس کے پاس گوادر پورٹ جیسی بندرگاہ موجود ہے۔اس صورتحال میں چین خرید سکتا ہے اوربھی بندرگاہیں اگر پاکستان کی طرف سے انہیں ڈسکاؤنٹ دیا جائے پچاس سے ساٹھ فیصد کا تو ہو سکتا ہے کہ وہ خریدلے لیکناِس کےامکانات کم نظر اآرہے ہیں۔اب سوال یہ پیدا ہوتا ہے کہ پاکستان کیا بیچے گا تو پاکستان اب اپنے ایئرپورٹ بیچے گا اور یہ کوشش پاکستان 2020 میں بھی کر چکا ہے اور اس نے بہت بڑی ڈیل دی تھی مختلف ممالک کو جس میں سعودی عریبہ، قطر،اور دبئی شامل تھے۔پاکستان نے کہا تھا ان ممالک کو کہ یہ پاکستان کے ایئرپورٹ کا 70 فیصد حصہ خر ید لے اور پاکستان کے سارے ائیرپورٹ ان کے ہو جائیں۔ لیکن ان ممالک کی طرف سے کوئی دلچسپی ظاہر نہیں کی گئی تھی ، شاید وہ سوچتے ہوں کہ ہم یہاں پر بالکل بھی ہاتھ نہیں ڈالیں گے اور نہ ہی اپنا پیسہ اس ملک میں انویسٹ کریں گے اور یہ ڈیل یہاں پر ہی ختم ہو گئی تھی۔

اب یہ کہ پاکستان کے ایئرپورٹ کچھ اتنے زیادہ اچھے نہیں ہیں تو دیکھنے میں یہی آ رہا ہے کہ پاکستان کے ائیر پورٹ چین خرید لے گا۔ جی ہاں اس کے بعد آئے گی پاکستان کی موٹروے کی باری تو یوں کہہ سکتے ہیں کہ موٹروے پاکستان کو بہت بڑے نقصان سے بچا سکتی ہے۔اب موجودہ گورنمنٹ موٹروے کو ٹھیکے پر دے دی گی اور یہ کہے گی کہ گورنمنٹ بہت غریب ہے لیکن عوام کے پاس ابھی بھی بہت پیسہ ہے جو آپ ٹولز کے پیسے بڑھاکر ان سے وصول کر سکتے ہو۔ٹول کی قیمتیں بہت زیادہ بڑھا دیں جا ئیں اور عوام کو مجبوری میں ادا کرنی ہی پڑے گی۔اگر لوگ کل کو موٹروے کے ٹولز کے پیسے بھرنے پر احتجاج کریں گے تو گورنمنٹ آسانی سے یہ کہہ سکتی ہے کہ یہ ہماری نہیں ہے یہ کسی دوسرے ملک کی ہے۔اب دیکھا یہ جائے گا کہ ان چیزوں کو چین ،دبئی ، یا قطرخریدے گا۔اس کے ساتھ ہی پاکستانی عوام سے بہت زیادہ پیسہ وصول کیا جائے گا جس کی وجہ سے مہنگائی بہت حد تک بڑھ جائے گی جو کہ اب بھی اپنی اونچی سطح 21 فیصد پر ہے، اور آگے بھی یہ مزید مستقبل میں بڑھتی رہے گی۔ پاکستان کے پاس بہت ہی کم اثاثے بچے ہیں اب دیکھنا یہ ہے کہ پاکستان ان سب کو بیچ کر اپنے آپ کو اقتصادی تباہی سے کس طرح بچائے گا۔

لیکن یہا ں یہ با ت بھی غور کر نے کی ہے کہ جو لوگ آج ملک کو یوں بیچ رہے ہیں اقتصادی بحران سے بچا نے کے لیے ، تو جو جا ئیداد انہوں نے پا کستان کو لوٹ لوٹ کے با ہر بنا ئی ہے، وہ بیچ کے بچا لیں پا کستان کو۔ لیکن اِن کا مقصد صرف پا کستان کی تبا ہی ہے، اِس کے علاوہ کچھ نہیں۔لئے۔اب حکو مت جو چا ہے گی بیچے گی اور سپریم کورٹ میں اِس سے متعلق کوئی کیس نہیں جا ئے گا۔

آزاد پاکستان میں تمام صوبائی قانون ساز ادارے 1955تک کام کرتے رہے جس کے بعد 1955ہی میں مغربی پاکستان کے چاروں صوبوں کو لا کر ایک یونٹ تشکیل دیا گیا۔ جولائی 1970میں ایک یونٹ نظام ختم کر کے صوبوں کی حیثیت پھر سے بحال کر دی گئی اور 1973کے آئین نے موجودہ اسمبلی کو ـ’’پنجاب کی صوبائی اسمبلی‘‘ کی حیثیت دے دی۔

پنجاب قانون ساز اسمبلیاں

1۔ پنجاب کی پہلی قانون ساز اسمبلی (1947-1949)

قیام پاکستان کے بعد پنجاب اسمبلی کا پہلا سیشن 5جنوری 1948کو ہوا اور یہ اجلاس 29جنوری تک جاری رہا۔ اس اسمبلی میں اراکین کی تعداد 103تھی۔ اس اسمبلی کے صرف دو اجلاس ہوئے ۔ اس کا آخری اجلاس 15مارچ 1948میں شروع ہو کر 9اپریل 1948کو اختتام پذیر ہوا۔ پنجاب کی پہلی قانون ساز اسمبلی کے دوران نواب افتخار حسین خان وزیراعلیٰ پنجاب تھے۔

2۔ پنجاب کی دوسری قانون ساز اسمبلی (1951-55)

پنجاب کی دوسری قانون ساز اسمبلی کا اجلاس 7مئی 1951کو منعقد ہوا۔ اس اسمبلی میں اراکین کی کل تعداد 193تھی۔ اس اسمبلی کا آخری اجلاس 7مارچ 1955سے شروع ہو کر 31مارچ 1955کو ختم ہوا۔ اس اسمبلی کے آغاز میں میاں ممتاز محمد خان وزیراعلیٰ پنجاب رہے۔ بعد میں ملک محمد فیروز خان بھی وزیراعلیٰ کے منصب پر فائز ہوئے، اور ان کے بعد سردار عبدالحمید خان دستی نے وزیراعلیٰ کے فرائض انجام دیئے۔

3۔ پنجاب کی تیسری قانون ساز اسمبلی

یہ عبوری اسمبلی تھی جسے 1956کے آئین کے مطابق تشکیل دیا گیا۔

4۔ چوتھی مغربی پاکستان قانون ساز اسمبلی (1956-1958)

اس اسمبلی کا پہلا اجلاس 19مئی 1956کو ہوا اور 5جون 1956تک جاری رہا۔ اس اسمبلی میں کل اراکین کی تعداد 310تھی۔ اس اسمبلی کا اجلاس 25اگست 1958کو شروع ہوا اور 28اگست 1958کو اختتام پذیر ہوا۔ اس اسمبلی میں ڈاکٹر خان صاحب، سردار عبدالرشید خان اور نواب مظفر خان قزلباش نے وزیراعلیٰ کے فرائض سرانجام دیئے۔ اس اسمبلی کی مدت ختم ہونے کے بعد تمام صوبائی یونٹ ختم کر کے ون یونٹ کا تجربہ کیا گیا تھا، جس کی وجہ سے پنجاب کی پانچویں اور چھٹی اسمبلی کی جگہ مغربی پاکستان کی اسمبلیاں وجود میں آئی تھیں۔

7۔ پنجاب کی ساتویں قانون ساز اسمبلی (1972-1977)

اسمبلی کا پہلا اجلاس 2مئی 1972کو شروع ہوا۔ ملک معراج خالد وزیراعلیٰ پنجاب بنے، جن کے بعد غلام مصطفیٰ کھر کو یہ منصب دیا گیا۔ پھر محمد حنیف رامے اور ان کے بعد نواب صادق حسین قریشی وزیراعلیٰ پنجاب کے منصب پر فائض رہے۔ اس اسمبلی کا آخری اجلاس 26نومبر1976کو ہوا۔

8۔ پنجاب کی آٹھویں قانون ساز اسمبلی (1977-1977)

مختصر دورانیے کی اس اسمبلی کے صرف دو اجلاس ہوئے۔ اس اسمبلی کا پہلا اجلاس 9اپریل 1977کو ہوا، جبکہ اسمبلی کا آخری اجلاس 27جون 1977کو منعقد ہوا۔

9۔ پنجاب کی نویں قانون ساز اسمبلی (1985-1988)

260اراکین پر مشتمل اس اسمبلی کے کل 12اجلاس ہوئے۔ اس صوبائی اسمبلی کا پہلا اجلاس 12مارچ 1985کو ہوا، جبکہ اسمبلی کا آخری اجلاس 14فروری 1988کو ہوا تھا۔ اس اسمبلی میں میاں نواز شریف نے وزیراعلیٰ پنجاب کی حیثیت سے فرائض انجام دیئے۔

10۔ پنجاب کی دسویں قانون ساز اسمبلی (1988-1990)

اس اسمبلی کا پہلا اجلاس 30نومبر 1988کو جبکہ آخری اجلاس 28جون 1990کو منعقد ہوا تھا۔ اس اسمبلی میں میاں منظور وٹو سپیکر پنجاب اسمبلی تھے، جبکہ میاں نواز شریف نے وزیراعلیٰ پنجاب کے فرائض انجام دیئے۔

11۔ پنجاب کی گیارھویں قانون ساز اسمبلی (1990-1993)

پنجاب اسمبلی کا پہلا اجلاس 5نومبر 1990کو ہوا، جبکہ کل 15اجلاسوں کے بعد آخری اجلاس 5مئی 1993کو ہوا۔ اسمبلی کے تین سالوں میں غلام حیدر وائیں، میاں منظور وٹو اور وزیراعلیٰ پنجاب کے منصب پر رہے۔ جبکہ اسمبلی ٹوٹنے کے بعد میاں منظور وٹو نے کیئر ٹیکر وزیراعلیٰ پنجاب کا حلف بھی اٹھایا۔

12۔ پنجاب کی بارھویں قانون ساز اسمبلی (1993-1994)

پنجاب کی بارہویں قانون ساز اسمبلی کا پہلا اجلاس 18اکتوبر 1993کو ہوا، جبکہ 40اجلاسوں کے بعد اس کا آخری اجلاس 16نومبر 1996کو منعقد ہوا۔ اس اسمبلی کے دوران میاں منظور وٹو اور سردار عارف نکئی نے وزیراعلیٰ پنجاب کے فرائض انجام دیئے اور بعدزاں میاں افضل حیات نے نگراں وزیراعلیٰ کے فرائض سر انجام دیئے۔

13۔ پنجاب کی تیرھویں قانون ساز اسمبلی (1997-2001)

248اراکین کی اسمبلی میں کل 16اجلاس ہوئے، جن میں سے پہلا اجلاس 18فروری 1999کو منعقد ہوا، جبکہ آخری اجلاس 20اگست 1999کو ہوا تھا۔ اس اسمبلی میں شہباز شریف وزیراعلیٰ پنجاب کے منصب پر فائض رہے۔

14۔ پنجاب کی چودھویں قانون ساز اسمبلی (2002-2007)

اس اسمبلی کا پہلا اجلاس 25نومبر 2002کو منعقد ہوا۔ 371ارکان پر مشتمل پنجاب اسمبلی میں پہلی مرتبہ 66سیٹیں خواتین جبکہ غیر مسلم اراکین کیلئے آٹھ نشستیں مختص کی گئیں۔ اس اسمبلی میں چوہدری پرویز الہٰی نے بطور وزیراعلیٰ کے فرائض انجام دیئے اور بعدزاں جسٹس (ر) اعجاز نثار نے وزیراعلیٰ پنجاب کے فرائض انجام دیئے۔

15۔ پنجاب کی پندرھویں قانون ساز اسمبلی (2008-2013)

پنجاب کی پندرویں اسمبلی میں مسلم لیگ ن نے پنجاب میں حکومت بنائی ۔ اپریل 2008سے جون 2008تک سردار دوست محمد کھوسہ وزیراعلیٰ پنجاب کے منصب پر فائض رہے، جس کے بعد شہباز شریف نے 8جون 2008سے 27مارچ 2013تک وزیراعلیٰ پنجاب کا قلم دان سنبھالا۔ 2013میں ہونے والے عام انتخابات کے کیلئے مارچ 2013سے جون 2013تک نجم سیٹھی نگراں نے وزیراعلیٰ پنجاب کے فرائض انجام دیئے۔

16۔پنجاب کی سولہویں پنجاب قانون ساز اسمبلی (2013-2018)

11مئی 2013کو ہونے والے عام انتخابات میں پاکستان مسلم لیگ ن نے واضح اکثریت لیکر پنجاب اسمبلی کو فتح کیا اور میاں شہباز شریف 6جون 2013کو تیسری مرتبہ وزیراعلیٰ پنجاب منتخب ہوئے۔ 2018میں ہونے والے عام انتخابات کے باعث جون 2018سے اگست 2018تک حسن عسکری رضوی نے نگراں وزیراعلیٰ پنجاب کے فرائض انجام دیئے۔

17۔ پنجاب کی سترھویں قانون ساز اسمبلی (2018-)

25جولائی 2018کو ہونے والے عام انتخابات میں پاکستان تحریک انصاف نے مسلم لیگ ق کے ساتھ مل کر پنجاب اسمبلی میں اکثریت حاصل کی، اور وزیراعلیٰ پنجاب سردار عثمان بزدار کو منتخب کیا، جو کہ 20اگست 2018سے یکم اپریل 2022تک وزیراعلیٰ پنجاب کے فرائض انجام دیتے رہے، تاہم عثمان بزدار کے استعفے کے بعد پنجاب میں مسلم لیگ ن نے پیپلز پارٹی اور اراکین کے ساتھ مل کر 16اپریل 2022کو حمزہ شہباز شریف کو وزیراعلیٰ پنجاب کے منصب پر فائض کیا۔

Nomophobia and Younger Generation

The young generation suffering from nomophobia is facing new problems with each passing day.

According to a 2018 UNDP report, Pakistan is one of the luckiest countries in the world with a large part of the population (approximately 64%) consisting of youth. Between the ages of 15 and 30. According to the report, Pakistan can develop very fast if it makes good use of this important component of population, but if we do not engage our youth, God willing, the time to come may bring more difficulties for the beloved homeland.

If you look at the history of the world, it is estimated that all the countries where there is poverty reduction, best health care, peace, good infrastructure, justice, etc., all these countries have spent a lot of money on education. However, the report reveals that Pakistan ranks 180th out of 195 countries where very little money is spent on education. In fact, it is an alarm bell that our rulers are constantly ignoring.

According to this research, at the rate at which the population is growing in our country and the enrollment of children in schools is taking place, we need another 60 years to ensure that none of our children are out of school.

Today the internet and mobile phones have changed the world. Today, thanks to the Internet and mobile phones, distances have been bridged and the world is seen as a global village, where you can share information with each other in seconds. According to a study, the share of smartphones in today's internet is about 60%. Today the internet and mobile phones have become a part of our lives and now it seems that maybe the whole nation and especially the young generation is suffering from Nomophobia.

Nomophobia is a disease in which a person feels frightened or extremely restless without a mobile phone. The young generation suffering from nomophobia is facing new problems and sufferings with each passing day, such as loss of time, aimlessness, mental confusion, irritability and moral depravity.

The use of mobile phones for education is definitely not inappropriate but its misuse and misuse is creating many problems for our young generation. A dangerous trend that is also seen in today's parents is that they give these smartphones in the hands of their young children who are less than seven years old and proudly tell other people. That their children can operate smartphones. In fact, such parents are also causing destruction and ruin to the new generation.

While the Internet and mobile phones have bridged the gap, they have widened the distance in our relationships. Every other person in our homes is busy on their phones and it is becoming more and more difficult to sit and talk. If you think about it, we will feel that this mobile phone has kept us and especially the new generation in its chains. In principle, we should operate the mobile phone, but now if you consider a little, it will be clear that the mobile is operating us.

The young generation suffering from nomophobia, which is about to take over the reins of the country, is rapidly moving in a direction that will only lead to destruction. No conscious human being can oppose the use of technology but misuse of anything can lead to ruin. If today we decide that somehow, we have to make our youth useful for the country, then parents and teachers themselves have to become role models.

A teacher is a role model for his students and no one could understand this better than our beloved Prophet Muhammad. Well, there is a long list of your teaching methods, but I think if today's teacher adopts only one of his attributes, ie, "knowledge and action", then he will play an important role in providing the best manpower in the beloved homeland. Can pay The Prophet (peace and blessings of Allaah be upon him) said: A society in which there is a lack of action despite the abundance of knowledge can never be calm.

Conspiracy to stifle freedom of expression on the Internet

The Ottoman Caliphate was also a monarchy in which the majority of the people living were not happy with their government and its style of governing. It was this tribal politics and power struggle that played a key role in the overthrow of the Ottoman Caliphate.

Watching such dramas creates a stupid emotion in the youth. Residents of the Ottoman-occupied countries consider the sentimentality created by such dramas to be a new threat.

After all, what is the reason that whenever we remember our greatness, we are shown only power struggles and power struggles? It is not that we are also affected by the propaganda of non-Muslims who say that Islam is spread only by the sword.

The Western education system is producing scholars and scientists there, while our education system is producing degree-ignorant people. The student of the West does not leave the book in his hand while our student does not want to take the book in his hand. He is just a teacher of how to pass without reading.

The situation of the entire Islamic world is such that they cannot make a single screw with the same skill and sophistication as the West. Today we are taught a human rights lesson by a nation that learned in 1959 that blacks and whites are both human beings, so blacks can sit in the front seats of buses. This is because today's Muslims are unaware of the farewell sermon. Therefore, he does not know that Islam was the first to give the principle of human equality and human rights to the world. That is why the philosophy of free human rights, the motherland of the West, is more appealing to our new generation today.

As materialistic as the world has become today, the only system acceptable to it is one in which it sees comfort as well as economic benefits. If we really want to impose Islam on the whole world, we must first show the world the Islamic economic system. This is the time when the world is looking for a new economic system. Because both communism and imperialism have failed. If we introduce an Islamic economic system in the world that really ensures a fair distribution of wealth among human beings, we can implement Islam in the whole world without any conflict. Otherwise, if we consider swords and horses to be necessary for the implementation of Islam, then believe me, the West is far ahead of us in fencing and horse riding. We can't beat them in this field either.

There are ordinary citizens, which proves that such victims are only victims of religious discrimination.

Muslims in Myanmar have been deprived of their basic right to life solely on the basis of religion. Not only are they subjected to all sorts of atrocities, but thousands of innocent Muslims have been killed. The situation of atrocities against Muslims in Palestine is no different. Occupying Israel has begun the process of evicting Palestinians from their settlements, and a new history of persecution of innocent Palestinians is being written by Israel.

In Kashmir, too, Indian forces have killed thousands of innocent Muslims just to demand independence, and rape of women and arrests of youth continue. The worst form of religious discrimination is seen in India, the world's largest democracy, where life expectancy for Muslims has been cut short on the basis of religion alone, and India's population of about 300 million Muslims is insecure.

Muslims are not allowed to live according to their religious customs. Muslims face a violent situation over beef. Racial discrimination in our neighboring India has also gripped India badly. In India, people are divided into four classes according to caste, Brahman, Kasturi, Vaish and Shudra, each of which has a different status. In India, 35 to 400 million people belonging to small castes still face racial discrimination in modern times. Such people do not have the right to live as they wish in India and they are deprived of their basic place in society.

The only way to get rid of this racial hatred, religious bigotry and violent nationalism around the world is to promote a sense of humanity and brotherhood. The lives and dignity of millions of people around the world can be saved by preventing racist attitudes by following the divine Qur'anic and Islamic teachings.
