Rurban in a word itself is a combination of two words Rural + Urban i.e. a town with spirit or soul of rural areas and facilities of urban areas.&lt;br /&gt;

At first look, concept looks fantastic, of course it is, but my concern is its implementation. From past records, no doubt he is capable of giving facilities of a city to a village but what about spirit of village ??&lt;br /&gt;

&lt;b&gt;What is spirit of &amp;nbsp;a village??&amp;nbsp;&lt;/b&gt;&lt;br /&gt;

&lt;u&gt;I know I am trying to define a thing which can only be felt&lt;/u&gt; but lets try ..&lt;br /&gt;

&lt;li&gt;Major thing is, people are concerned about each other. In village there is &lt;i&gt;apnapan &lt;/i&gt;among people. They celebrate for each other&#39;s success, they support each other in tough times.&lt;/li&gt;
&lt;li&gt;Fresh air because of not that pollution and a lot of&amp;nbsp;greenery.&lt;/li&gt;
&lt;li&gt;Birds, animals and love for them. For ex.:- Dancing peacock. Dadi maa giving roti to cows.&lt;/li&gt;
&lt;li&gt;Taste of chapati cooked on a chulha.&lt;/li&gt;
&lt;li&gt;Eating together, mother serving the food.&lt;/li&gt;

Step 6 :- Now player will throw the ball.&lt;br /&gt;

case 1:- opponent player catches the ball in one tip and stones are not destructed then player will be out&amp;nbsp;next player will come.&lt;br /&gt;
case2 :- opponent player can not catch the ball and stones are also not destructed then he will get another chance&amp;nbsp;up to&amp;nbsp;3 and after three chances he will out and next player will come.&lt;br /&gt;
case3 :- opponent player catches the ball and also stones are destructed then player will get chance from one.&lt;br /&gt;

In&amp;nbsp;Kerala there are nine parameters and family which lack access of four or more&amp;nbsp;parameters&amp;nbsp;is declared as BPL.&lt;br /&gt;
&lt;br /&gt;
Nine parameters for urban areas.&lt;br /&gt;

1. No land or less than 5 cents&amp;nbsp;worth of land. (a cent equals to 1/100 acre or 40.468 meter square)&lt;br /&gt;

&lt;br /&gt;
3. No&amp;nbsp;sanitation&amp;nbsp;toilet.&lt;br /&gt;
&lt;br /&gt;
4. Family without&amp;nbsp;color&amp;nbsp;television.&lt;br /&gt;
&lt;br /&gt;
5. No regular employed person in the family.&lt;br /&gt;
&lt;br /&gt;
6. &amp;nbsp;No access to safe drinking water.&lt;br /&gt;
&lt;br /&gt;
7. Women headed household or presence of widow or&amp;nbsp;divorced.&lt;br /&gt;
&lt;br /&gt;
8. &amp;nbsp;SC/ST&lt;br /&gt;
&lt;br /&gt;
9. Mentally retarded or disabled member in the family.&lt;br /&gt;

Rajasthan police is having a slogan &lt;i&gt;Apradhiyo me&amp;nbsp;dar , aam admi me vishvaas &lt;/i&gt;. Now don`t start laughing. This is&amp;nbsp;true. and if you&amp;nbsp;not believe me then ask any rajasthani he will confirm it.&lt;br /&gt;
&lt;br /&gt;
But what`s happening in rajasthan is just opposite of it&lt;i&gt;. Aparadhi&lt;/i&gt;&amp;nbsp;&amp;nbsp;is having &lt;i&gt;vishvaas&lt;/i&gt; that&amp;nbsp;police will not take any action against us and by chance if they&amp;nbsp;did so then just a bribe of rs 100 will save them.&lt;br /&gt;
&lt;br /&gt;
and &lt;i&gt;aam admi &lt;/i&gt;is having &lt;i&gt;dar&lt;/i&gt; by the police. They even don`t want to go to police station. They say &quot;&lt;i&gt;In&amp;nbsp; police valo se to na dosti achchhi hain na dushmani&quot;.&lt;/i&gt; And one of my friend says &quot;&lt;i&gt;Daakan to fir bhi ek ghar chhod deti hain ye police vale to vo bhi nahi chhodte&quot;.&lt;/i&gt;&lt;br /&gt;
&lt;br /&gt;
Things should really change and policeman should make us believe that&amp;nbsp;&quot;we are also human like you only&quot;. and they should maintain the law. And &lt;i&gt;aparadhi &lt;/i&gt;should be threatened.&lt;br /&gt;

1) Compulsory voting: The voting should be compulsory from gram panchayat to parliament. &lt;br /&gt;
&lt;br /&gt;
2) Cancel public representative : People should be given right to cancel the selection of a public representative by voing if they are not satisfied by his work.&lt;br /&gt;
&lt;br /&gt;
3) Elect party, not candidate : Voters elect their favorite party instead of electing a candidate and candidate of that party will be elected.&lt;br /&gt;
&lt;br /&gt;
4)Fifty Percent votes are compulsory : To win a election the candidate must get fifty percent votes. If winner candidate has not got 50% vote then in next Stage election will be between first two candidate.&lt;br /&gt;
&lt;br /&gt;
5)All elections together: All election whether gram panchayat or state or center should be done together.&lt;br /&gt;
&lt;br /&gt;
6) If no party gets the majority in election then all party togther will form the government.&lt;br /&gt;
&lt;br /&gt;
7) Control on number of parties : Election committee should operate the process of registration of party on the basis of their performance in the election. Election committee should increase The minimum number of primary member&amp;nbsp; of a party.&lt;br /&gt;
&lt;br /&gt;
&amp;nbsp;8) Bail amount should be increased to control not serious candidates.&lt;br /&gt;
&lt;br /&gt;
9) Only One Seat: Candidates must not allowed to contest election from more than one seat.&lt;br /&gt;

Panchayat will verify two things:-&lt;br /&gt;
1) are you an adult&lt;br /&gt;
2) are you belong to same village. &lt;br /&gt;
&lt;br /&gt;
Then they will issue a job card for you (this should be done within 15 days) :-&lt;br /&gt;
&lt;br /&gt;
Now to get employment you should submit application to the gram panchayat or programme officer(at block office). The demand has to be for at least 14 days of continuous work.&lt;br /&gt;
Not forget to take reciept from gram panchayat.&lt;br /&gt;
Then a letter from panchayat will come with information of your job. If your job is not within 5 km radius you will get allowance for it.&lt;br /&gt;
You will get your payment weekly. &lt;br /&gt;
