America's Most Wanted Fugitive Captured in Port Wentworth, GA

Jennifer Segrest, on the run for the past two years, was arrested by members of the Savannah Office of the United States Marshals Service Southeast Regional Fugitive Task Force, the Port Wentworth Police Department and the Chatham County Sheriff’s Office on February 7, 2012.

Jennifer Segrest, 38, was wanted by the Cobb County Police Department for the offenses of child molestation and enticement of a child. According to the warrant, Segrest knowingly facilitated the repeated molestation of her two minor daughters, ages five and six to a pedophile in exchange for $30,000. After an investigation into these child abuse allegations the Cob County Police Department charged Segrest with the underlying sex offenses.

The case was referred to the U.S. Marshals South East Regional Fugitive Task Force to help find this dangerous felon. An extensive investigation ensued over the last two years. Recently this case was profiled on America’s Most Wanted as early as December 2011. The segment was shown several times over the ensuing months and recently a concerned citizen provided information that lead law enforcement to an address in Port Wentworth. The Savannah Task Force with the assistance of the Port Wentworth Police Department and the Chatham County Sheriff’s Office went to the address of 202 Cantyre Street, Port Wentworth and arrested Segrest without incident. Segrest was taken to the Chatham County Jail to await extradition back to Cobb County.

This case embodies the motto of the United States Marshals Service “You Can Run, But You Cannot Hide”. Through the unwavering perseverance of the United States Marshals Service Fugitive Apprehension program along with the assistance of our state and local law enforcement agencies a very dangerous and violent felon was taken off the street.

Annually, investigations carried out by the U.S. Marshals result in the apprehension of over 36, 000 federal fugitives. More federal fugitives are arrested by the Marshals Service than all other federal agencies combined. In 2011, U.S. Marshals led task forces arrested more than 86,000 state and local fugitives, which cleared over 113,000 warrants.

The Marshals Southeast Regional Fugitive Task Force has three offices: Atlanta, Macon, and Savannah. The task force covers the whole state of Georgia. The Savannah Office of the Southeast Regional Fugitive Task Force is a team comprised of investigators from the Georgia Department of Corrections, the Chatham County Sheriff’s Department, the Savannah Chatham Metropolitan Police Department, the Georgia Board of Pardons and Paroles, the McIntosh County Sheriff’s Department, the Liberty County Sheriff’s Department, the Bulloch County Sheriff’s Department, the Beaufort County Sheriff’s Department, and the United States Marshals Service. The task force objective is to seek out and arrest fugitives charged with violent crimes, drug crimes, sex offenders, and other felonies.

Even though each individual tax return is different, some tax rules affect every person who may have to file a federal income tax return. These rules include dependents and exemptions. Here are six important facts about dependents and exemptions that will help you file your 2011 tax return.

1. Exemptions reduce your taxable income. There are two types of exemptions: personal exemptions and exemptions for dependents. For each exemption you can deduct $3,700 on your 2011 tax return.

2. Your spouse is never considered your dependent. On a joint return, you may claim one exemption for yourself and one for your spouse. If you’re filing a separate return, you may claim the exemption for your spouse only if they had no gross income, are not filing a joint return, and were not the dependent of another taxpayer.

3. Exemptions for dependents. You generally can take an exemption for each of your dependents. A dependent is your qualifying child or qualifying relative. You must list the Social Security number of any dependent for whom you claim an exemption.

6. Some people cannot be claimed as your dependent. Generally, you may not claim a married person as a dependent if they file a joint return with their spouse. Also, to claim someone as a dependent, that person must be a U.S. citizen, U.S. resident alien, U.S. national or resident of Canada or Mexico for some part of the year. There is an exception to this rule for certain adopted children. An Amber Alert has been issued for 18-month old Evan Montgomery of Houston, Texas. Police say the child was in the back seat of a 1996 Green Jeep Cherokee which was stolen from a Wal-Mart store at South Gessner at West Bellfort. The Jeep has license plate #BP2N042. The suspect, who is dressed in black, jumped into the car and drove away.

U.S. Marshals Arrest Alleged Child Predator

Wanted for Multiple Sex Crimes against Several Minors
U.S. Marshal Martin J. Pane announced today that the United States Marshals Service (USMS) arrested Raymond Brennan – a 37-year old Bradford County man - in Burlington, North Carolina. Brennan was being sought on multiple charges by the Pennsylvania State Police-Towanda barracks and the Athens Township Police Department (Bradford County).

In July of 2011, the Athens Township Police Department and Pennsylvania State Police received information that two minors were sexually assaulted. The assaults allegedly began in 2009 and continued for two years, in both Athens and Litchfield Townships. These allegations were fully investigated.

On August 17, 2011, Magisterial District Judge Michael Shaw of Sayre issued an arrest warrant for Brennan, based upon the Athens Township Police investigation. Brennan was charged with:

    20 counts of Involuntary Deviate Sexual Intercourse
    20 counts of Statutory Sexual Assault
    20 counts of Aggravated Indecent Assault (victim less than 16 years of age)
    20 counts of Indecent Assault of Person less than 16 Years of Age
    20 counts of Sexual Assault
    20 counts of Corruption of Minors

On November 8, 2011, Magisterial District Judge Michael Shaw of Sayre issued a second arrest warrant for Brennan, based upon the Pennsylvania State Police investigation. He was charged with the additional crimes of:

    5 counts of Aggravated Indecent Assault of a Child
    5 counts of Indecent Assault of a Person less than 13 Years of Age
    1 count of Corruption of Minors

On November 8, the Pennsylvania State Police requested the assistance of the U.S. Marshals Service to locate and apprehend Brennan. The case was adopted by the USMS Fugitive Task Force in the Middle District of Pennsylvania.

U.S. Marshals based in Scranton conducted interviews and investigated several leads. Information was developed that Brennan fled from Pennsylvania to North Carolina. This information was sent to Deputy U.S. Marshals in Greensboro, North Carolina.

On January 10, 2012, at about 11:30 AM, Deputy U.S. Marshals arrested Brennan in Burlington, NC. He was lodged in the Alamance County Prison as a fugitive from justice, pending court hearings and his extradition to Pennsylvania.

U.S. Marshal Martin J. Pane stated, “The United States Marshals Service recognizes the importance of removing dangerous child predators from the street. This case in particular required expediency to ensure no other child would be hurt. We dedicated extra resources in bringing Brennan to justice.”

Convicted Child Killer and Prison Escapee Added to 15 Most Wanted List

The U.S. Marshals Service has announced the addition of Edward Salas to its 15 Most Wanted fugitive list. A convicted child killer, Salas escaped from the Curry County Detention Center in Clovis, New Mexico, on August 28, 2008, and has been on the lam ever since. At the time of his escape, he was serving a life sentence plus 56 years for his role in the murder of 10-year-old Carlos Perez.

On September 15, 2005, Salas, along with his brothers Orlando Salas and Demetrio Salas and two other individuals, planned to murder Ruben Perez during the night, reportedly in retaliation for an argument that occurred earlier that day at the Clovis High School. Instead they killed his brother, Carlos, who was sleeping in the same bedroom. The child died just one day before his 11th birthday.

“Salas was party to a horrific crime, the murder of an innocent young child, and has been on the run for far too long,” said Geoffrey S. Shank, Acting Assistant Director for Investigative Operations. “There is no hiding from the long arm of the law. We will employ every available resource to locate, arrest, and return Salas to prison so that he can serve the remainder of his sentence.”

Nearly three years into his prison term, Salas and seven other prisoners escaped from the Detention Center. He made his way to Friona, Texas, where he stayed under the radar until November 27, 2008, when he was spooked from his hideout by law enforcement activity in the area. A fellow escapee, Luis Chaves, was arrested, but Salas disappeared.

“Salas committed a dastardly violent act against an innocent child and for this very reason every law enforcement agency within the District of New Mexico will relentlessly pursue justice against him,” said Conrad E. Candelaria, U.S. Marshal for the District of New Mexico. “This pursuit is now rippling with a wave of support throughout the entire United States; every Marshals Service office in 94 Districts will work collectively to ensure justice is served against this child killer.”

Orlando Salas, Demetrio Salas, David Griego, and Noe Torres were identified as Salas’ accomplices in this crime. Three of the four were tried and convicted. Authorities believe that Torres, who is also wanted for involvement in the murder, has fled the United States.

Salas is 5 feet 5 inches tall and weighs 180 pounds. He has brown hair, brown eyes, and scars on both arms.

A reward of up to $25,000 is offered for information leading directly to Salas’ arrest. Anyone with information is urged to contact the nearest U.S. Marshals office, American Embassy/Consulate, or the U.S. Marshals Service Communications Center at 1-800-336-0102.

US Marshals: Operation SOCC Brought 628 Sex Offenders into Compliance

The U.S. Marshals from South Carolina, North Carolina, and Georgia along with Greenville, Spartanburg, and Pickens County Sheriff’s Deputies, Greenville and Mauldin Police Officers, and the South Carolina Law Enforcement Division (SLED) completed a successful Sex Offender Community Compliance operation (SOCC) in the upstate during the week of December 5. Operation SOCC targeted 656 active sex offenders being monitored by Greenville County Sheriff’s Office and verified 628 listed offenders.

During Operation SOCC each offender was required to sign the verification sheet at the prospective address of residence. Of the 628 address verifications, 11 sex offenders were deemed non-compliant and arrest warrants were obtained for each non-compliant offender and 10 have been arrested while one remains at large. Operation SOCC aided in the clearing of 24 state/local warrants for charges not associated with the compliance check.

“Protecting our communities and verifying addresses of registered sex offenders are of paramount importance and the U.S. Marshals will support all local avenues of law enforcement to bring these registered offenders into compliance. Providing federal law enforcement support to the state of South Carolina is what our dedicated Deputy U.S. Marshals render daily and we continue to strive to make the streets a safe place for all our citizens.” stated Kelvin Washington, U.S. Marshal for the District of South Carolina.
Sheriff Steve Loftis said, “The Greenville County Sheriff’s Office is greatly appreciative to the US Marshals and the additional agencies that participated in this extremely important effort. Locally, Operation Intercept arrested over 2,500 South Carolina fugitives during that same period.
