A Polar Satellite Launch Vehicle (PSLV) of the Indian Space Research Organisation (ISRO) is getting ready to put in orbit Israeli satellite RISAT in the first week of April.The vehicle, PSLV-C12, will also deploy a mini-satellite called Anusat, built by Anna University, Chennai. RISAT is a radar-imaging satellite used for remote-sensing. It can take pictures of the earth 24 hours of the day, through rain and cloud. The satellite has already reached Sriharikota from Israel.Anusat, an amateur communications satellite weighing 38 kg, was integrated at the Madras Institute of Technology, Chennai, of Anna University. Ministry of Environment and Forests has agreed in principle to the construction of the Renuka Dam in Himachal Pradesh. The Dam, on the Giri River, will offer a storage capacity of 542 million cubic meters of water and an installed capacity of 40 MW of power and will supply Delhi with an additional 275 MGD of water.

The Congress president Sonia Gandhi inaugurated the Bandra Worli sea link in Mumbai. In the Satyam Computers bidding process, three huge companies namely Tech Mahindra, Engineering L&T, and Wilbur Ross had participated. Hi friends,

Finally the day has arrived when after getting up in the morning I don't have to make plans on what I am going to study today.Really had a wonderful sleep last night after finishing the final paper of the Main Examination.I will be heading towards North-East tomorrow to chill out for a week or so.So logged in to say Hello to all of you.

By the way the last paper of mine was Animal Husbandry and Vet Science.The first paper was full of general questions and there were some 5, 10 or 15 mark questions alongside a few 30 markers.However the second paper was a bit tough.I have answered all the questions in both the papers but not sure how much they are going to like it.As there were so many general questions,I could not write any stereotyped answers.Rather I had to recollect whatever I had read so far and put them in one package to write down the answers.

So this is how I am rating my performance in the exam this year.

OPTIONAL I-GOOD( ITS UP TO THEM TO ADD THE WORD "VERY" :)

Anyways, a few suggestions for those who are planning to appear in 2010.

Stop conventional studies right now and try to build up a wide knowledge base which should not necessarily be book based.You should be an avid follower of channels like Discovery,Nat Geo or an avid readers of various magazines like Readers Digest,Yojana,India Today,Kurukshetra,Science TODAY.Try to take maximum benefits from internet as well.
Do not mug up.Rather try to have an analytical view on every topic.Develop certain new ideas and that can be done only when you think beyond the conventional ways.
Do not leave any topic in the optionals.It is tough but believe me it is going to do magics for you.Even if you can not have concrete knowledge on every topic, try to have at least some basic ideas.And that can be done only when you start preparations for the Main exam early.What about starting it right now?
Do not worry about the Preliminary exam.Intensive study for two months solely oriented towards Prelims will suffice the purpose.Your objective should be long term and for that you have to start preparing for Main ASAP.
Try to finish at least one optional from Main point of view by March.Once you are done with that, you can concentrate on Prelims.

Enough Gyaan for today.Hehehehe.Anyways, once I am back,I'll be joining my job after a long break of around 3 months.I'm missing my job,my work place and my people.Will be updating this blog at regular intervals then and will keep you posted about some interesting incidences, which are very much common in our job profile.Moreover,you will be getting tips from some IAS officers and state civil servants as well in this blog very soon.I have talked to them and they will be posting here their views on this exam.Just give me a few more days or weeks.

Hi folks,

After the history optional, just one thing I can say is that I am relieved.Except some unheard names in the map question, the entire paper was pretty ok.In fact after coming to know that the pub ad or pol sc and geo papers were extremely tough,I was bit of hopeless.In fact this year I had read almost the entire syllabus and in the process the only thing happened was that I could not remember a single word that I had studied.But believe me once I saw the questions, things suddenly started getting well.Indeed the only change they have made in the paper is that they have split the long questions.So the questions which earlier carried 60 marks now were of 30 marks only.This made the paper a bit lengthy.But at least manageable.In fact certain questions I was expecting this year like Vietnam war or Russian revolution and it clicked.Moreover, this time there were certain straight forward questions which I have not seen in the earlier years.So there was change.But it was not bad.Anyways, I am giving the questions here in short.

Criminalization of Politics

After 62 years of India’s independence the lives of commoners have not changed much than under Britishers. The benefits of independence have reached only few, thus creating islands of few ultra rich people surrounded by vast sea of utterly poor. The rich people in nexus with those in power are getting favourable laws enacted to suit their ends. Those in power are shamelessly enjoying 5-star luxuries all at tax payer’s expense, while more then 50 million are starving to death. The criminalization of politics, executive & judiciary is almost complete. The corruption has spread its tentacles far & wide, there is corruption from womb to tomb, from maternity hospital to grave yard. The injustices mated out, the atrocities perpetrated by public servants are worse than Britishers. The biggest confounding factor in the political environment of business is criminalization of politics: people with criminal backgrounds becoming politicians and elected representatives. Around 20% of the members of the current Lok Sabha have criminal cases pending against them. The charges in several of these cases are of heinous crimes such as murder, robbery, kidnapping, and not just violation of Section 144, or something similar.

It is well known that all parties take the help of criminal elements to dominate the election scene in India. But this process is influencing the mind and the will of the people both to gain the majority to rule the country according to their will. The system of democracy is now changing into the dictatorship of some. Because the democracy of India are now in hands of the criminal who are not capable any way to hold the post if legislature.

Components:-

(1) Muscle Power:-

The influence of muscle power in Indian politics has been a fact of life for a long time. As early as in 1977, the National Police Commission headed by Dharam Vira observed: ``The manner in which different political parties have functioned, particularly on the eve of periodic election, involves the free use of musclemen and ‘Dadas’ to influence the attitude and conduct of sizable sections of the electorate. The Panchayat elections, like other elections in the recent past, have demonstrated once again that there can be no sanity in India as long as politics continues to be based on caste and

Gangsterism.

The politicians are thriving today on the basis of muscle power provided by criminals. The common people who constitute the voters are in most cases too reluctant to take measures that would curtail the criminal activities. Once the political aspect joins the criminal elements the nexus becomes extremely dangerous. Many of politicians chose muscle power to gain vote bank in the country, and they apply the assumption that, if we are unable to bring faith in the community then we can generate fear or threat to get the power in the form of election.

(2) Money Power:-

The elections to Parliament and State Legislatures are very expensive and it is a widely accepted fact that huge election expenditure is the root cause for corruption in India. A candidate has to spend lakhs of rupees to get elected and even if he gets elected, the total salary he gets during his tenure as an MP/MLA will be meagre compared to his election expenses. How can he bridge the gap between the income and expenses? Publicly through donations and secretly through illegal means. The expenditure estimation for an election estimated as Rs 5 per voter as election expenditure, for 600 million voters, and calculation of all the expenses in a general elaction estimated around Rs 2,000 crore. Then there is the period between elections. This requires around Rs 250 crore. Then there are state elections and local elections. All told, the system has to generate around Rs 5,000 crore in a five year cycle or Rs 1,000 crore on average each year. Where is this money to come from? Only criminal activity can generate such large sums of untaxed funds. That is why you have criminals in politics. They have money and muscle, so they win and help others in their party win as well.

Reasons Of This Criminalization:-

(1) Vote Bank:-

The political parties and independent candidates have astronomical expenditure for vote buying and other illegitimate purposes through these criminals or so called goondas. A politician’s link with them constituency provides a congenial climate to political crime. Those who do not know why they ought to vote comprise the majority of voters of this country. Therefore majority of the voters are manoeuvrable, purchasable. Most of them are individually timid and collectively coward. To gain their support is easier for the unscrupulous than the conscientious.

We have long witnessed criminals being wooed by political parties and given cabinet posts because their muscle and money power fetches crucial votes. Elections are won and lost on swings of just 1% of the vote, so parties cynically woo every possible vote bank, including those headed by accused robbers and murderers. Legal delays ensure that the accused will die of old age before being convicted, so parties virtuously insist that these chaps must be regarded as innocent till proved guilty.

(2) Corruption:-

In every election all parties without exception put up candidates with a criminal background. Even though some of us whine about the decision taken by the parties, the general trend is that these candidates are elected to office. By acting in such a manner we fail to realize that the greatest power that democracy arms the people is to vote incompetent people out of power.

Independence has taken place through a two-stage process. The first stage was the corrupting of the institutions and the second stage was the institutionalization of corruption. As we look at the corruption scene today, we find that we have reached this stage because the corrupting of the institutions in turn has finally led to the institutionalization of corruption. The failure to deal with corruption has bred contempt for the law. When there is contempt for the law and this is combined with the criminalization of politics, corruption flourishes. India is ranked 66 out of 85 in the Corruption Perception Index 1998 by the German non-government organization Transparency International based in Berlin. This means that 65 countries were perceived to be less corrupt than India and 19 were perceived to be more corrupt.

(3) Loop Holes In The Functioning Of Election Commission:-

The Election Commission must take adequate measures to break the nexus between the criminals and the politicians. The forms prescribed by the Election Commission for candidates disclosing their convictions, cases pending in courts and so on in their nomination papers is a step in the right direction if it applied properly. Too much should not be expected, however, from these disclosures. They would only inform people of the candidate’s history and qualifications, but not prohibit them from casting their votes, regardless, in favour of a criminal.

For the past several general elections there has existed a gulf between the Election Commission and the voter. Common people hardly come to know the rules made by the commission. Bridging this gap is essential not only for rooting out undesirable elements from politics but also for the survival of our democratic polity. This is an incremental process, the rate of success of which is directly proportional to the increase in literacy rate in India. The electorate have made certain wrong choices in the past, but in the future national interest should guide them in making intelligent choices.

(4) Denial Of Justice And Rule Of Law: -

Criminalization is a fact of Indian electoral politics today. The voters, political parties and the law and order machinery of the state are all equally responsible for this. There is very little faith in India in the efficacy of the democratic process in actually delivering good governance. This extends to accepting criminalization of politics as a fact of life. Toothless laws against convicted criminals standing for elections further encourage this process. Under current law, only people who have been convicted at least on two counts be debarred from becoming candidates. This leaves the field open for charge sheeted criminals, many of whom are habitual offenders or history-sheeters. It is mystifying indeed why a person should be convicted on two counts to be disqualified from fighting elections. The real problem lies in the definitions. Thus, unless a person has been convicted, he is not a criminal. Mere charge-sheets and pending cases do not suffice as bars to being nominated to fight an election. So the law has to be changed accordingly.

As highlighted by the Vohra Committee Our elections involve a lot of black money and it is this use of black money in elections which has also brought about the criminalization of politics. After all, the story of the Hawala scam started by the police stumbling to the Jain diaries in their effort to trace the money received by the Kashmir militants. The scam brought out the linkage between the corrupt businessmen, politicians, bureaucracy and the criminals. The 1993 Bombay blasts which took away the life of 300 people was made possible because RDX could be smuggled by allegedly bribing a customs official with Rs.20 lakhs. Some 15 years ago Vohra committee submitted its report to curb criminalization of politics but the fact is that no application in this way is being made. This was mentioned in the petition submitted by the Speaker of Lok Sabha and President of India on 16th may that- “The subject of criminalisation of politics is one that concerns the entire nation closely. It is deeply disturbing that on the one hand, our polity is tolerant of ‘fake encounters’ (summary executions) of alleged criminals and terrorists, while our highest representative body – Indian Parliament – harbours people caught red-handed in acts of human trafficking, and convicted on charges of abduction and suspected murder.”

(2) Supreme Court’s Judgement:-

The Supreme Court judgment of May 2, 2002 mandated that candidates disclose their criminal antecedents, if any, as also their financial and educational background. The Election Commission had proposed amendment of statutory rules and the format of nomination papers, to give effect to this judgment of the Supreme Court. The Apex Court judgement to check corruption among public servant is a welcome step. No law should provide protective shield to the corrupt public official and the court has rightly held that no prior sanction of competent authority would be required to prosecute them. With this order, 93 MPs and 10 ministers in Manmohan Singh's ministry are under the scanner on various criminal charges. This is appalling. It is ironical that the executive and legislatures who make and implement policies and guidelines for the development are themselves acting as stumbling block in the development of the nation. The role of Supreme Court becomes very important here. The Apex Court as custodian of constitution should take all necessary steps to strengthen democracy in the country. The legislature and executive have been complaining about the Supreme Court’s intervention on their domain, but it becomes imperative in such kind of unwanted situation. The Supreme Court of India upheld a PIL which made it mandatory for everyone seeking public office to disclose their criminal, financial and educational history. It was a way to ensure that the voters knew the important details about their “honourable” leaders, and steamed them were indeed.

Some of the parties would be able to draw advantage from the Supreme Court order because they have had less opportunity to indulge in crime and corruption. They would have a greater chance of watching candidates of other parties squirm and suffer in agony. Some others might be happy because they already have efficient watchdog systems and batteries of lawyers in place that would permit them to file counter-affidavits and challenge nominations of opposing candidates within hours of their being filed.

(3) Right To Information Act And Criminalization Of Politics:-

The Court held that the right to information - the right to know antecedents, including the criminal past, or assets of candidates - was a fundamental right under Article 19(1) (a) of the Constitution and that the information was fundamental for survival of democracy. In its Judgement of May 2, 2002, it directed the Election Commission to call for information on affidavit from each candidate seeking election to Parliament or the State Legislature as a necessary part of the nomination papers on: Whether the candidate has been convicted / acquitted / discharged of any criminal offence in the past - if any, whether the candidate was accused in any pending case of any offence punishable with imprisonment for two years or more, and in which charge was framed or cognisance taken by the court of law. If so, requires the details thereof; the assets (immovable, movable, bank balance, etc.) of a candidate and of his/her spouse and that of the dependents; liabilities, if any, particularly of any overdue of any public financial institution or Government dues; educational qualifications of the candidate. The Right to Information Act 2005 is a historical Act that makes Government officials liable for punishment if they fail to respond to people within a stipulated timeframe. Many public servants are leading luxurious lifestyles, beyond the legal sources of their income. Many public servants are filing false affidavits about their annual income, wealth details to Election Commission of India / Vigilance Commission / other authorities, as the case may be. These authorities are not properly verifying these affidavits. Many scams, scandals are coming to light day in & day out, politicians are accusing each other of involvement in scams. Whereas, the said authorities are keeping mum, as if those affidavits filed by tainted public servants are true. The tainted public servants are not even providing full, right information to public as per RTI Act, lest the truth come out.

This seen is very normal now a day that some public servants, caught red-handed during luxurious spending, they easily say that it is at their political party’s expense or their well wisher’s expense. However no entries are found in the account books of said parties to that respect. The law forbids public servants from accepting gifts, hospitality, favours beyond the value of rupees one hundred (Rs. 100 ) , as it may be a form of bribe. But one may ask all these under RTI. Right to Know is an inherent attribute of every person. Right to know differs only in one sense with right to information. Right to know is a natural right and right to information is a provision given by government to its people. Natural rights do not have any value legally until they are legally considered. Hence right to know as such implied in the freedom of speech and expression which is a legally considered right must have to be given a special value. Right to information as such will bring transparency of the government activities and allow the people to find remedies for those things by which they suffered.

Repo rate is a discount rate at which a central bank repurchases government securities from the commercial banks, depending on the level of money supply it decides to maintain in the country's monetary system. Iran's leaders have worked to pursue nuclear energy technology since the 1950s, spurred by the launch of U.S. President Dwight D. Eisenhower's Atoms for Peace program. It made steady progress, with Western help, through the early 1970s. But concern over Iranian intentions followed by the upheaval of the Islamic Revolution in 1979 effectively ended outside assistance. Iran was known to be reviving its civilian nuclear programs during the 1990s, but revelations in 2002 and 2003 of clandestine research into fuel enrichment and conversion raised international concern that Iran's ambitions had metastasized beyond peaceful intent. Iran has consistently denied allegations it seeks to develop a bomb. Yet many in the international community remain skeptical. Despite a U.S. intelligence finding in November 2007 that concluded Iran halted its nuclear weapons program in 2003, the Bush administration warned that Iran sought to weaponize its nuclear program, concerns the Obama administration shares. Nonproliferation experts note Iran's ability to produce enriched uranium continues to progress but disagree on how close Iran is to mastering capabilities to weaponize. But the September 2009 revelation of a second uranium enrichment facility near the holy city of Qom--constructed under the radar of international inspectors--deepened suspicion surrounding Iran's nuclear ambitions.

Atoms from America

Iran's efforts to develop nuclear energy trace to 1957, in connection with a push from the Eisenhower administration to increase its military, economic, and civilian assistance to Iran. On March 5 of that year, the two countries announced a "proposed agreement for cooperation in research in the peaceful uses of atomic energy" under the auspices of Eisenhower's Atoms for Peace program. The deal was intended to open doors for U.S. investment in Iran's civilian nuclear industries, such as health care and medicine. The plan also called for the U.S. Atomic Energy Commission to lease Iran up to 13.2 pounds of low-enriched uranium (LEU) for research purposes. Two years after the agreement was made public, Shah Mohammed Reza Pahlavi ordered the establishment of an institute at Tehran University--the Tehran Nuclear Research Center--and negotiated with the United States to supply a five-megawatt reactor. Over the next decade the United States provided nuclear fuel and equipment that Iran used to start up its research. Gary Samore, President Obama's top expert on weapons of mass destruction, told CFR.org in 2008 that the cooperation was meant to assist Iran in developing nuclear energy while steering Tehran away from indigenous fuel-cycle research. On July 1, 1968, Iran signed the Nuclear Nonproliferation Treaty (NPT) on the day it opened for signature. Six years later Iran completed its Safeguards Agreement with the International Atomic Energy Agency (IAEA).

By the 1970s, France and Germany joined the United States in providing assistance to the Iranian nuclear program. Regional wars and predictions of a looming energy shortfall prompted the shah to explore alternative forms of power production. In March 1974, he established the Atomic Energy Organization of Iran, and announced plans to "get, as soon as possible, 23,000 megawatts [of electricity] from nuclear power stations." By the mid-1970s, Iran had signed contracts with Western firms--including France's Framatome and Germany's Kraftwerk Union--for the construction of nuclear plants and supply of nuclear fuel.

Second Thoughts on a Nuclear Iran

Despite the early and sustained flow of nuclear technology to Tehran, Western governmental support for Iran's nuclear program began to erode ahead of the Islamic Revolution of 1979. In August 1974, a U.S. special national intelligence estimate (PDF) declared that while "Iran's much publicized nuclear power intentions are entirely in the planning stage," the ambitions of the shah could lead Iran to pursue nuclear weapons, especially in the shadow of India's successful nuclear test in May 1974.

"If Iran is willing to enter into serious negotiations, then they will find a willing participant in the United States and the other [partner] countries." - P.J. Crowley, U.S. State Department spokesman

This concern led Western governments to withdraw support for Iran's nuclear program. Pressure on France, which in 1973 signed a deal to build two reactors atDarkhovin, and Germany, whose Kraftwerk Union began building a pair of reactors at Bushehr in 1975, led to the cancellation of both projects. After the Islamic Revolution, the seizure of U.S. hostages, and termination of diplomatic relations in 1979, U.S. opposition to Iran's nuclear efforts increased during the 1980s and 1990s. Washington blocked nuclear deals between Iran and Argentina, China, and Russia. Mohammad Javad Zarif, the former Iranian ambassador to the United Nations, wrote in Columbia University's Journal of International Affairs in 2007 that Washington's shift away from supporting Iran's nuclear energy program left Tehran with little choice but to be discreet in its nuclear activities (PDF). "To avoid the [U.S.-led] restrictions and impediments," Zarif writes, "Iran refrained for disclosing the details of its programs."

Known Capabilities

The withdrawal of Western support after the Islamic Revolution slowed Iran's nuclear progress. And a confluence of factors--opposition to nuclear technology by Ayatollah Ruhollah Khomeini, the exodus of nuclear scientists, and the destruction of Iraq's nuclear facility by Israel in 1981, which removed an immediate threat--sent Iran's nuclear program into a tailspin. But many nonproliferation experts believe Iran became interested again in a nuclear program by the mid-1980s. Leonard S. Spector, deputy director of the Center for Nonproliferation Studies, writes there is evidence Iran received assistance from Pakistani nuclear scientist AQ Khanas early as 1985, though it wasn't until the death of Khomeini in 1989 that Tehran's efforts reached critical mass. [Khan, speaking to a Pakistani television journalist in August 2009, confirmed that his network assisted Iran (PDF) in contacting suppliers of nuclear technology].

Unlike his predecessor, Ayatollah Ali Khamenei held a more favorable view of nuclear energy and military technology, and set out to rebuild Tehran's program. Analysts also believe the discovery of Iraq's clandestine nuclear weapons program during the 1991 Gulf War, as well as a growing U.S. presence in the region, pushed Tehran to ramp up its research. In a boost to the civilian nuclear effort, Russia in January 1995 picked up where Germany left off, signing a contract with Iran to complete two 950-megawatt light-water reactors at Bushehr (with fuel supplied by Russia). In September 2008, the Russian company building the power plantreiterated its commitment (AFP) to finishing the project, while Moscow has said it hopes to fire up the reactor by the end of 2009 (Press TV). Iranian officials have also announced that the Darkhovin project has resumed, and plans call for a 360-megawatt reactor to be operational there by 2016. Iran--which has also turned to China, Pakistan, and North Korea for nuclear technology and assistance--claims it wants to build nuclear power plants to diversify its energy portfolio.

With an eye toward fueling these facilities with domestically produced fuel--and, many experts say, to develop a weapon--Iran has built a vast network (PDF) of uranium mines, enrichment plants, conversion sites, and research reactors. Of these facilities, about a dozen are considered major nuclear sites (PDF). For instance, the Isfahan Nuclear Technology Center employs as many as three thousand scientists and is suspected of housing Iran's weapons program, according to the U.S.-funded nonpartisan Congressional Research Service. Isfahan is also the location of Iran's uranium-conversion efforts, where approximately 366 tons of uranium hexafluoride has been produced since March 2004. This so-called feedstock is fed into centrifuges at another central site: the Natanz enrichment facility.

At Natanz, first-generation centrifuges (IR-1) purchased from Pakistan spin uranium hexafluoride at great speeds to increase the percentage of uranium-235, the principle ingredient for both power production and weapons capability. Natural uranium contains 0.7 percent of the uranium-235 isotope, and generally, light-water power reactors require enrichment levels of 3 percent to 5 percent (levels of low-enriched uranium, or LEU). Weapons-grade uranium--also known as highly-enriched uranium, or HEU--is around 90 percent (technically, HEU is any concentration over 20 percent, but weapons-grade levels are described as being in excess of 90 percent). According to the IAEA, Iran is capable of enriching to about 4.7 percent. David Albright, an expert on Iran's nuclear program and president of the Institute for Science and International Security, estimates Iran is producing roughly 2.77 kg of LEU per day (PDF), a rate that has remained consistent throughout 2009. Mark Fitzpatrick, senior fellow for nonproliferation at the International Institute for Strategic Studies in London, says if Iran were to stockpile sufficient LEU they would be able to produce 25 kg of weapons-grade uranium for production of a single bomb "within a couple of months," a timeline Albright agreed with during a February 2009 interview with CFR.org. Iran is using centrifuges to enrich uranium hexafluoride gas, increasing the concentration of uranium-235. Senior American officials, speaking on background, told reporters in September 2009 that a second enrichment facility under construction near Qom could holdabout 3,000 centrifuge machines. "Now, that's not a large enough number to make any sense from a commercial standpoint," the official said. "But if you want to use the facility in order to produce a small amount of weapons-grade uranium, enough for a bomb or two a year, it's the right size."

Unanswered Questions

International skepticism of Iranian intentions was first aroused in August 2002 when a London-based Iranian opposition group disclosed details about a secret heavy-water production plant at Arak, as well as the underground enrichment facility at Natanz. In May 2003, State Department spokesman Richard Boucher said the disclosure of Arak and Natanz raised serious questions about Iran's nuclear intentions. "We believe Iran's true intent is to develop the capability to produce fissile material for nuclear weapons," Boucher said, "using both the plutonium route (supported ultimately by a heavy-water research reactor) and the highly enriched uranium route (supported by a gas centrifuge enrichment plant)." These revelations, coupled with subsequent admissions from Iran that it has concealed aspects of its program, prompted the IAEA to intensify inspections.

"Iran has not cooperated with the Agency in connection with the remaining issues ... which need to be clarified in order to exclude the possibility of there being military dimensions to Iran´s nuclear program." -- IAEA Director General Mohamed ElBaradei

While international inspectors have never found concrete evidence linking Iran's nuclear program to weapons development, Iran's concealment of its program--like the partially constructed enrichment facility near Qom, which Western officials say was under construction for years before Iran's disclosure in the fall of 2009--has fed concerns. In a June 2003 report (PDF), IAEA inspectors concluded that Iran had failed to meet obligations under its Safeguards Agreement signed in 1974. Failures included withholding construction and design details of new facilities, and not reporting processed and imported uranium. Some undeclared shipments dated to 1991, the IAEA said. International pressure following the revelations led Iran to temporarily cease its enrichment-related activities, and in late 2003 Tehran signed an Additional Protocol allowing the atomic agency greater access to nuclear sites. Negotiations with members of the European Union quickly followed (PDF). But on August 8, 2005, Iran announced it was resuming uranium conversion at Isfahan. By early 2006, IAEA inspectors confirmed that Iran had once again resumed its enrichment program. Today Iran operates thousands of IR-1 centrifuges-the majority at Natanz-though the total number of operational devices is unclear. [AnAugust 2009 IAEA report found that 8,308 centrifuges were either enriching uranium or installed at the facility]. Construction of a commercial-scale facility at Natanz, which will house over fifty thousand centrifuges, is also under way.

Under the terms of the NPT, signatories have the "inalienable right" to produce fuel for civilian energy production, either by enriching uranium or separating plutonium. But the United States and other Western governments accuse Iran of failing to abide by NPT safeguards, and of pursuing technology to produce nuclear weapons. Paul K. Kerr of the Congressional Research Service wrote in a August 2009 report (PDF) that the principle proliferation concern is "Tehran's construction of a gas-centrifuge-based uranium-enrichment facility " at Natanz. Experts say enrichment of uranium hexafluoride gas is of particular concern, because producing weapons-grade fuel (HEU) is considered the most difficult aspect of the nuclear fuel cycle. Kerr also counts Iran's construction of a heavy-water reactor at Arak--which contains plutonium in its spent fuel--as another proliferation concern.

Albright, of ISIS, says Iranian enrichment capabilities are improving, a troubling development given Iran's continued refusal to answer IAEA questions about past activities. In February 2008, the IAEA presented Iran with intelligence collected by the United States that U.S. officials say proves Tehran worked to develop nuclear weapons in the recent past. The intelligence is believed to have been smuggled out of Iran on a laptop computer in 2004 and handed over to the Central Intelligence Agency (CIA). The data included (PDF) alleged evidence of the so-called Green Salt project, a secret uranium-processing program; high-explosives testing; and design of a reentry vehicle "which could have a military nuclear dimension," the IAEA says. Iranian officials claim the data is fake. But the November 2007 U.S. National Intelligence Estimate (NIE) concluded that while Iran likely halted its weapons program in fall 2003, "Tehran at a minimum is keeping open the option to develop nuclear weapons" in the future. IAEA Director General Mohamed ElBaradei, speaking in September 2009, said Iran continues to be uncooperative on many fronts, making it impossible to determine Tehran's intent. "Iran has not cooperated with the Agency in connection with the remaining issues," he said, "which need to be clarified in order to exclude the possibility of there being military dimensions to Iran´s nuclear program."

Sanctions and Saber Rattling

The United States has imposed unilateral economic sanctions on Iran for nearly three decades (Arms Control Today), but international efforts to cripple Iran's nuclear program have coalesced more recently. In September 2005, the IAEA Board of Governors expressed an "absence of confidence (PDF) that Iran's nuclear program is exclusively for peaceful purposes." Five months later, the board voted to refer Iran to the UN Security Council, and in December 2006, the UN Security Council adopted the first of a series of resolutions imposing sanctions to punish Iran for continued uranium enrichment. Resolution 1737 initiated a block on the sale or transfer of sensitive nuclear technology. Subsequent resolutions--the most recent in September 2008, which reaffirmed past mandates--added financial and travel sanctions on Iranian individuals and companies. In June 2008, the European Union imposed its own set of sanctions, freezing the assets of nearly forty individuals and entities doing business with Bank Melli, Iran's largest bank. Western officials have accused Bank Melli of supporting Iran's nuclear and missile programs.

Now some members of Congress are backing a bill that would authorize the White House to penalize foreign companies for selling refined petroleum to Iran. Some analysts support this approach, but former U.S. Ambassador to the UN John R. Bolton suggests only the threat of force (WSJ) can prevent an Iran nuclear bomb. CFR's Micah Zenko says Israel may be prepared to act (LAT) in that regard if the United States doesn't.

Despite increasing calls for a military solution, international diplomacy continues apace. In mid-2008, the European Union resubmitted a 2006 offer of incentives for Iran to give up its enrichment activities. The Iranian response to the proposal has been mixed, and the EU's chief nuclear negotiator, Javier Solana, has expressed pessimism that the efforts will succeed. Russia and China, meanwhile, have resisted calls for a fourth round of UN sanctions. But U.S. officials remain committed to a bilateral dual-track approach: international sanctions on one hand, and incentives on the other. Talks between Iran, the U.S., and other world powers are scheduled for October 1, 2009. "If Iran is willing to enter into serious negotiations, then they will find a willing participant in the United States and the other [partner] countries," Assistant Secretary of State Philip J. Crowley told reporters on September 11, 2009. He added: if "Iran dissembles in the future, as it has in the past, then we will draw conclusions from that."

LOOK EAST POLICY

Look-east policy was launched in 1992 just after the end of the cold war, following the collapse of the Soviet Union. After the start of liberalization, it was a very strategic policy decision taken by the government in the foreign policy. The policy was given an initial thrust with the then Prime Minister Narasimha Rao visiting China, Japan, South Korea, Vietnam and Singapore and India becoming a important dialogue partner with ASEAN in 1992. Since the beginning of this century, India has given a big push to this policy by becoming a summit level partner of ASEAN (2002) and getting involved in some regional initiatives such as the BIMSTEC and the Ganga Mekong Cooperation and becoming a member of the East Asia Summit (EAS) in 2005.

It is only with the formulation of the Look-East policy in the last decade (1992), India had started giving this region due importance in the foreign policy. India became a sectoral dialogue partner with ASEAN in 1992, a full dialogue partner in 1995, a member of the ASEAN Regional Forum (ARF) in 1996, and a summit level partner (on par with China, Japan and Korea) in 2002.The first India-ASEAN Business Summit was held at New Delhi in October 2002.The first Indo ASEAN summit was held in 2002 at Phnom Penh (Cambodia).

Although it had traditionally supported Burma's pro-democracy movement for many years, India's policy changed in 1993, making friendly overtures to the military junta. India signed trade agreements and increased its investments in Burma; although private sector activity remains low, India's state corporations have landed lucrative contracts for industrial projects and the construction of major roads and highways, pipelines and upgrading of ports. India has also increased its competition with China over the harnessing of Burma's significant oil and natural gas reserves, seeking to establish a major and stable source of energy for its growing domestic needs, countering Chinese monopoly over Burmese resources and reducing dependence on oil-rich Middle Eastern nations. Although China remains Burma's largest military supplier, India has offered to train Burma's military personnel and has sought their cooperation in curbing separatist militants and the heavy drug trafficking affecting much of Northeast India.

India has also established strong commercial, cultural and military ties with the Philippines, Singapore, Vietnam and Cambodia.^[2] India signed free trade agreements with Sri Lanka and Thailand and stepped up its military cooperation with them as well. It has forged numerous free trade agreements with East Asian economies, including a Comprehensive Economic Cooperation Agreement with Singapore and an Early Harvest Scheme with Thailand, while it is negotiating agreements with Japan, South Korea, and Association of Southeast Asian Nations (ASEAN) member states. Ties have been strengthened with Taiwan, Japan and South Korea over common emphasis on democracy, human rights and strategic interests. South Korea and Japan remain amongst the major sources of foreign investment in India.

While India has remained a staunch supporter of the "One China" policy and recognized the People's Republic of China on the mainland over the Republic of China authorities on Taiwan, it has, nevertheless, pursued a policy of increasing engagement with the island.India has stepped up engagement with East Asia fueled by its need for cooperation on counter-terrorism, humanitarian relief, anti-piracy, maritime and energy security, confidence-building and balancing the influence of other powers, notably China. Driven by the fact that more than 50% of India's trade passes through the Malacca Strait, the Indian navy has established a Far Eastern Naval Command off Port Blair on the Andaman and Nicobar Islands. India has also been conducting joint naval exercises with Singapore (SIMBEX) since 1993, with Vietnam in 2000 and has engaged in joint patrols with Indonesia in the Andaman Sea since 2002. Japan and India were also members of the tsunami relief regional core group in the Indian Ocean in 2004 along with Australia and the

Advantages of the policy

* 1991 was a turning point in India's economic relations due to its new Look east policy. Before 1990 India's main focus was on the Soviet Union because of which ties with the other major Asian powers like China and Japan were not strong. India's inward-looking orientation disconnected it from the neighborhood to the East, kept it apart from the economic growth of East Asia. By the turn of the 1990s, India had totally marginalized itself. The first phase of the Look East policy launched by the Narasimha Rao Government in the early 1990s focused on renewing contact with a region that India had drifted away from.

* The Look-East policy has been given a significant thrust since the beginning of this century. Now India has entered into the phase two of this policy. The second phase in India's Look East policy has a new dimension — the development of India's remote northeast. India's search for a new economic relationship with South East Asia is no longer driven by considerations of globalization, but to facilitate development of the Northeast by increasing its connectivity to the outside world. Instead of trying to isolate the Northeast from external influences, as it had done in the past, New Delhi is now recognizing the importance of opening it up for commercial linkages with South East Asia.

* Increased economic integration with Asia has helped India because the core competencies of these economies are different. So India can import the goods from other countries which can be produced by other countries at a lower cost then India. India can export those goods for which India has a competitive advantage. This arrangement is mutually beneficiation for India and East Asia countries .Due to this there is a Substantial potential of Asian Economic Integration in helping Asia resume a high growth path.

* Look east policy has helped India in strengthening its place in the global economy and gets a better deal in its interactions outside the region. America and European countries had entered into a lot of different mutual agreement which has further increased their reputation and bargaining power. India was in danger of isolation in the global economy. India was not getting its due importance. But due to its Look east policy India economy is getting integrated with the Asian economy, so India gets support from Asian countries which have increased India's importance at global level.

Short comings in the policy

* The Look East policy did not find Japan on its radar and failed to improve India's economic ties with it. Trade with Japan actually declined dramatically dropping its share to one-third of its level of 7 per cent in 1993. One of the causes, of course, was the fact that the Japanese economy was stagnate during this period. But still it is difficult to explain the reason behind this dramatic drop. This was the biggest failure of Look east policy. Failure to involve Japan and a build economic relationship with it also resulted in closing the doors on Japanese foreign direct investment (FDI).

* India has entered into a number of pacts, agreements and FTAs but its record for implementation of such accords has been poor as can be seen from the follow up of the Indo-Thai FTA and CECA with Singapore.

The reason for poor implementation of the pacts, agreements and FTAs

* The Indian industry's doubts about its competitive efficiency.

* Indian industry does not want competition at home

* Indian industry scared of cheaper exports to India from these countries.

India

should go ahead with proper implementation of the pacts, agreements and FTAs without bothering about the aforementioned factors. The Indian industry will ensure that India will always gain from these arrangements.

Suggested future framework

* The rise of China's economic potential and the resultant influence on this region should not deter India, as the region is looking for an alternative in India because of its fair practices and peace loving nature. India is preferred over China by many countries because India is democratic country. However India has to set its house in order and go ahead with its economic reforms, liberalization process and infrastructure development to gain the confidence of this region, which at present is not all that high. Economic reforms and liberalization process is being negatively affected by the left parties which is supporting the government.

* Each nation has its own characteristics – some are supportive of India, some are predominantly Muslim, some are economically more developed then India, some are underdeveloped and one is a close neighbor influencing the security of India. Hence India should tailor the bilateral relations with every country in different way to suit the requirements of that particular country and that of India.

* ASEAN and EAS hold great promise for India. Adequate interaction with these groupings will result in better integration with this region and facilitate India economic development. Indian businesses which are looking to go global will get huge markets in other countries. They will be able to export their goods and get a market share because of low tariffs due to the pacts, agreements and FTAs. Although foreign companies will also get this advantage but Indian companies will be able to compete with these because of their competitiveness.

* CMI and emerging FTAs / RTAs between Asian countries provide foundations for a broader and more ambitious initiative to take the existing India-ASEAN relationship to a higher level, like an Asian Economic Community, which constitutes ASEAN, China, Japan, Korea and India as member countries. Such a community would be roughly the size of the European Union in terms of income, and bigger than NAFTA in terms of trade. It would account for half the world's population and it would hold foreign exchange reserves exceeding those of the EU and NAFTA put together. This can give a greater push to Indian growth.

INDO-RUSSIA BILATERAL RELATION

During the Cold War, India and the Soviet Union enjoyed a strong strategic, military, economic and diplomatic relationship. After the collapse of the USSR, India improved its relations with the West but it continued its close relations with Russia. India is the second largest market for Russian arms industry.

Both countries signed the Treaty of Peace, Friendship and Cooperation in August 1971, in which the dominant aspect was the emphasis on security clauses. As a consequence, India benefited from the FSU’s support to its covert and later overt role in the creation of Bangladesh in 1971. On its part, India remained supportive of FSU’s policies throughout the Cold War era, especially the Soviet invasion of Afghanistan in 1979.

A major breakthrough was achieved when the Russian President, Vladimir Putin, paid an official visit to India in October 2000. Both countries signed a ‘Declaration on Strategic Partnership’, and ten agreements covering various aspects of bilateral relations. The Declaration spelt out in detail the long-term nature of Indo-Russian relations in all aspects of mutual cooperation, like political, defence, economic and trade, science and technological and cultural spheres. Also, the Joint Statement issued at the conclusion of the bilateral talks affirmed Indian and Russian positions on various bilateral, regional and international issues. The Putin visit was reciprocated by that of the Indian Prime Minister, Atal Behari Vajpayee, to Russia in November 2001. In the second visit of President Putin to India in December 2002, both countries signed a ‘Declaration on Further Consolidation of Strategic Partnership’ between them. These visits have resulted in the signing of numerous agreements encompassing political, defense, economic, legal, and cultural aspects of their relations.

Defence relations between India and the Russian Federation have a historical perspective. Russia has been an important supplier of defense goods for several decades. Today, the cooperation is not limited to a buyer-seller relationship but includes joint research and development, training, service to service contacts, including joint exercises. India is the second largest market for Russian arms industry.

India

and Russia have several major joint military programs such as those mentioned below:

§ INS Vikramaditya aircraft carrier program

§ 5th generation fighter jet program

§ Sukhoi Su-30MKI program (230+ to be built by Hindustan Aeronautics)

Bilateral trade turnover is modest and stood at US $ 3 bn in 2006-07, out of which Indian Exports to Russia were valued at US $ 908 mn. Main Indian exports to Russia are pharmaceuticals; tea, coffee & spices; apparel & clothing; edible preparations; and engineering goods. Main Indian imports from Russia are iron and steel; fertilizers; non-ferrous metals; paper products; coal, coke & briquettes; cereals; and rubber. Indo-Russian trade is expected to reach US$10 billion by 2010.

Energy sector is an important area in Indo-Russian bilateral relations. In 2001, ONGC-Videsh Limited acquired 20% stake in the Sakhalin-I oil and gas project in the Russian Federation, and has invested about US $ 1.7 billion in the project. The Russian company Gazprom and Gas Authority of India Ltd. have collaborated in joint development of a block in the Bay of Bengal. Kudankulam Nuclear Power Project with two units of 1000 MW each is a good example of Indo-Russian nuclear energy cooperation. Both sides have expressed interest in expanding cooperation in the energy sector.

In December 2008, Russia and India signed an agreement to build civilian nuclear reactors in India during a visit by the Russian president to New Delhi

At present, Russia and India have a scientific and technological cooperation arrangement under the Integrated Long Term Programme of Cooperation in Science and Technology (till 2010)

In a nutshell, India and Russia are in the process of institutionalizing their relations. The formation of various working groups to monitor developments on political, economic, science and technology and cultural fronts will go a long way in strengthening their bilateral relations. Warmth in Indo-Russia relations depends to a greater degree on how India balances itself between its increasing desire to ally with the US, Israel and the West, and maintain traditional relations with the Russian Federation.

The Housing and Urban Development Corporation Limited (HUDCO) is a government-owned corporation in India. One of the public sector undertakings, it is wholly owned by the Union Government and is under the administrative control of the Ministry of Housing and Urban Poverty Alleviation. It is charged with building affordable housing and carrying out urban development.

Non-tariff barriers to trade (NTB's) are trade barriers that restrict imports but are not in the usual form of a tariff.

In some forms, they are criticized as a means to evade free trade rules such as those of the World Trade Organization (WTO), the European Union (EU), or North American Free Trade Agreement (NAFTA) that restrict the use of tariffs. Some common examples of NTB's are anti-dumping measures and countervailing duties, which, although they are called "non-tariff" barriers, have the effect of tariffs once they are enacted. If they are competitive, they will choose customs union.

The balance of trade is the difference between a nation's exports of goods and services and its imports of goods and services, if all financial transfers and investments and the like are ignored. A nation is said to have a trade deficit if it is importing more than it exports.

In economics, the current account is one of the two primary components of the balance of payments, the other being the capital account. Bay of Bengal Initiative for MultiSectoral Technical and Economic Cooperation (BIMSTEC) is an international organisation involving a group of countries in South Asia and South East Asia. The member countries of this group are: Bangladesh, India, Myanmar, Sri Lanka,Thailand, Bhutan and Nepal.On 6 June 1997, a new sub-regional grouping was formed in Bangkok.

The Group of 77 at the United Nations is a loose coalition of developing nations, designed to promote its members' collective economic interests and create an enhanced joint negotiating capacity in the United Nations. There were 77 founding members of the organization, but the organization has since expanded to 130 member countries. The group is chaired and directed in 2009 by the government of Sudan.

Interpol, whose full name is the International Criminal Police Organization – INTERPOL,^[1] is an organization facilitating international police cooperation.Its membership of 186 countries provides finance of around $59 million through annual contributions. The organization's headquarters are in Lyon, France. It is the second largest intergovernmental organization after the United Nations.

Mercosur s a Regional Trade Agreement (RTA) among Argentina, Brazil, Paraguay and Uruguay founded in 1991 by theTreaty of Asunción, which was later amended and updated by the 1994 Treaty of Ouro Preto. Its purpose is to promote free trade and the fluid movement of goods, people, and currency.

Bolivia, Chile, Colombia, Ecuador and Peru currently have associate member status. Venezuela signed a membership agreement on 17 June 2006, but before becoming a full member its entry has to be ratified by the Paraguayan and the Brazilian parliaments. The founding of the Mercosur Parliament was agreed at the December 2004 presidential summit. It should have 18 representatives from each country by 2010.^[1]

The International Court of Justice (French: Cour internationale de justice; commonly referred to as the World Court or ICJ) is the primary judicial organ of the United Nations. The International Committee of the Red Cross (ICRC) is a private humanitarian institution based in Geneva, Switzerland.States parties (signatories) to the four Geneva Conventions of 1949.The ICRC is one of the largest and most respected humanitarian and non-state actors in the international system. Its efforts have provided aid and protection to victims of armed struggle in numerous conflicts for over a century.

Gulf Cooperation Council (GCC) is a trade bloc involving the six Arab states of the Persian Gulf with many economic and social objectives.Created on May 25, 1981, the Council comprises the Persian Gulf states of Bahrain, Kuwait, Oman, Qatar,Saudi Arabia and the United Arab Emirates.Iran and Iraq are currently excluded although both nations have a coastline on the Persian Gulf. The associate membership of Iraq in certain GCC-related institutions was discontinued after the invasion of Kuwait.Yemen is in negotiations for GCC membership, and hopes to join by 2016.

MTP ACT: The Indian Parliament under the Prime Ministership of a lady Prime Minister Indira Gandhi, passes Medical Termination of Pregnancy Act 1971 (more commonly referred to as simply MTP Act 1971). India thus becomes one of the earliest nations to pass this Act. The Act gains importance, considering India had traditionally been a very conservative country in these matters. Most notably there was no similar Act in several US states around the same time.

The Intergovernmental Panel on Climate Change (IPCC) is a scientific intergovernmental body^[1]^[2] tasked to evaluate the risk of climate change caused by human activity. The panel was established in 1988 by the World Meteorological Organization (WMO) and the United Nations Environment Programme (UNEP), two organizations of the United Nations. The IPCC shared the 2007 Nobel Peace Prize with former Vice President of the United States Al Gore.

The UN Environment Programme (UNEP) coordinates United Nations environmental activities, assisting developing countries in implementing environmentally sound policies and encourages sustainable development through sound environmental practices. It was founded as a result of the United Nations Conference on the Human Environment in June 1972 and has its headquarters in Nairobi, Kenya. UNEP also has six regional offices and various country offices.

The European Court of Justice (ECJ) (officially the Court of Justice of the European Communities), is the highest court in the European Union in matters of European Union law. It is tasked with interpreting EU law and ensuring its equal application across all EU member states.^[1]The Court was established in 1952 and is based in Luxembourg. The Taliban ("Students of Islamic Knowledge Movement") ruled Afghanistan from 1996 until 2001. They came to power during Afghanistan's long civil war. Although they managed to hold 90% of the country's territory, their policies—including their treatment of women and support of terrorists—ostracized them from the world community. The Taliban was ousted from power in December 2001 by the U.S. military and Afghani opposition forces in response to the September 11, 2001, terrorist attack on the U.S.

The Taliban's rise to power

The Taliban are one of the mujahideen ("holy warriors" or "freedom fighters") groups that formed during the war against the Soviet occupation of Afghanistan (1979-89). After the withdrawal of Soviet forces, the Soviet-backed government lost ground to the mujahideen. In 1992, Kabul was captured and an alliance of mujahideen set up a new government with Burhanuddin Rabbani as interim president. However, the various factions were unable to cooperate and fell to fighting each other. Afghanistan was reduced to a collection of territories held by competing warlords.

Groups of taliban ("religious students") were loosely organized on a regional basis during the occupation and civil war. Although they represented a potentially huge force, they didn't emerge as a united entity until the taliban of Kandaharmade their move in 1994. In late 1994, a group of well-trained taliban were chosen by Pakistan to protect a convoy trying to open a trade route from Pakistan to Central Asia. They proved an able force, fighting off rival mujahideen and warlords. The taliban then went on to take the city of Kandahar, beginning a surprising advance that ended with their capture of Kabul in September 1996.

The Taliban's popularity with the Afghan people surprised the country's other warring factions. Many Afghans, weary of conflict and anarchy, were relieved to see corrupt and often brutal warlords replaced by the devout Taliban, who had some success in eliminating corruption, restoring peace, and allowing commerce to resume.

The Taliban, under the direction of Mullah Muhammad Omar, brought about this order through the institution of a very strict interpretation of Sharia, or Islamic law. Public executions and punishments (such as floggings) became regular events at Afghan soccer stadiums. Frivolous activities, like kite-flying, were outlawed. In order to root out "non-Islamic" influence, television, music, and the Internet were banned. Men were required to wear beards, and subjected to beatings if they didn't.

Most shocking to the West was the Taliban's treatment of women. When the Taliban took Kabul, they immediately forbade girls to go to school. Moreover, women were barred from working outside the home, precipitating a crisis in healthcare and education. Women were also prohibited from leaving their home without a male relative—those that did so risked being beaten, even shot, by officers of the "ministry for the protection of virtue and prevention of vice." A woman caught wearing fingernail polish may have had her fingertips chopped off. All this, according to the Taliban, was to safeguard women and their honor.

In contrast to their strict beliefs, the Taliban profited from smuggling operations (primarily electronics) and opium cultivation. Eventually they bowed to international pressure and cracked down on cultivation and by July 2000 were able to claim that they had cut world opium production by two-thirds. Unfortunately, the crackdown on opium also abruptly deprived thousands of Afghans of their only source of income.

Although the Taliban managed to re-unite most of Afghanistan, they were unable to end the civil war. Nor did they improve the conditions in cities, where access to food, clean water, and employment actually declined during their rule. A continuing drought and a very harsh winter (2000–2001) brought famine and increased the flow of refugees to Pakistan.

In the context of Afghan history, the rise of the Taliban—though not their extremism—is unsurprising. Afghanistan is a devoutly Muslim nation—90% of its population are Sunni Muslims (other Afghan Muslims are Sufis or Shiites). Religious schools were established in Afghanistan after Islam arrived in the seventh century and Taliban became an important part of the social fabric: running schools, mosques, shrines, and various religious and social services, and serving as mujahideen when necessary.Cultural and religious basis for the Taliban

Most of the Taliban's leaders were educated in Pakistan, in refugee camps where they had fled with millions of other Afghans after the Soviet invasion. Pakistan's Jami'at-e 'Ulema-e Islam (JUI) political party provided welfare services, education, and military training for refugees in many of these camps. They also established religious schools in the Deobandi tradition.

The Deobandi tradition originated as a reform movement in British India with the aim of rejuvenating Islamic society in a colonial state, and remained prevalent in Pakistan after the partition from India. The Deobandi schools in Afghan refugee camps, however, are often run by inexperienced and semi-literate mullahs. In addition, funds and scholarships provided by Saudi Arabia during the occupation brought the schools' curricula closer to the conservative Wahhabi tradition. Ties between the Taliban and these schools remain strong: when the Taliban were defeated in the city of Mazar-i-Sharif one of Pakistan's largest religious schools shut down for a month and sent thousands of students to Afghanistan as reinforcements.

While the Taliban present themselves as a reform movement, they have been criticized by Islamic scholars as being poorly educated in Islamic law and history—even in Islamic radicalism, which has a long history of scholarly writing and debate. Their implementation of Islamic law seems to be a combination of Wahhabi orthodoxy (i.e., banning of musical instruments) and tribal custom (i.e., the all-covering birka made mandatory for all Afghan women).

The opposition

Afghanistan

's civil war continued until the end of 2001. The Taliban's strongest opposition came from the Northern Alliance, which held the Northeast corner of the country (about 10% of Afghanistan). The Northern Alliance comprises numerous anti-Taliban factions and is nominally led by exiled president Burhanuddin Rabbani. Generally, the factions break down according to religion and ethnicity. While the Taliban is made up mostly Sunni Muslim Pashtuns (also referred to as Pathans), the Northern Alliance includes Tajiks, Hazara, Uzbeks, and Turkmen. The Hazara, and some other smaller ethnic groups, are Shiites. The Ismaili community, which suffered in Taliban-occupied areas, also supports the Northern Alliance.

Although the Taliban called for a negotiated end to the civil war, they continued to mount new offensives. In September 2001, the leader of the Northern Alliance, Commander Ahmad Shah Massoud, died from wounds suffered in a suicide bombing, allegedly carried out byal-Qaeda, a terrorist organization with close ties to the Taliban.

The Taliban against the world

The Taliban regime faced international scrutiny and condemnation for its policies. Only Saudi Arabia, Pakistan, and the United Arab Emirates recognized the Taliban as Afghanistan's legitimate government. After the September 11, 2001, terrorist attack on the U.S., Saudi Arabia and the UAE cut diplomatic ties with the Taliban.

The Taliban allowed terrorist organizations to run training camps in their territory and, from 1994 to at least 2001, provided refuge for Osama bin Laden and his al-Qaeda organization. The relationship between the Taliban and bin Laden is close, even familial—bin Laden fought with the mujahideen, has financed the Taliban, and has reportedly married one of his daughters to Mullah Muhammad Omar. The United Nations Security Council passed two resolutions, UNSCR 1267 (1999) and 1333 (2000), demanding that the Taliban cease their support for terrorism and hand over bin Laden for trial.

The Taliban recognized the need for international ties but wavered between cooperation—they claimed to have drastically cut opium production in July 2000—and defiance—they pointedly ignored international pleas not to destroy the 2000-year-old Buddhist statues ofBamian. However, they made no effort to curb terrorist activity within Afghanistan, a policy that ultimately led to their undoing.

Even after their ouster, the Taliban's brand of Islamist radicalism threatens to destabilize other countries in the region including Iran, China, Uzbekistan, and Pakistan. The Taliban's relationship with Pakistan is especially problematic. A high percentage of the Taliban are ethnic Pashtuns; Pashtuns are a sizable minority in Pakistan and dominate the Pakistani military. Public support for the Taliban runs very high in the Pashtun North-West Frontier province where pro-Taliban groups have held uprisings and sought to emulate Taliban practices by performing public executions and oppressing women.

The end of the Taliban?

In September, 2001, the U.S. placed significant pressure on the Taliban to turn over bin Laden and al-Qaeda in response to the September 11, 2001, terrorist attacks. On October 7, after the Taliban refused to give up bin Laden, the U.S. began bombing Taliban military sites and aiding the Northern Alliance. By November 21, the Taliban had lost Kabul and by December 9 had been completely routed.

An interim government was agreed upon by representatives of Afghanistan's various factions during talks held in Bonn, Germany. On December 22, 2001, Hamid Karzai, an Afghan tribal leader, was sworn in as interim chairman of the government. Karzai initially supported the Taliban and is respected by many former Taliban leaders. In January 2002, the Taliban recognized the interim government.

The Taliban's Resurgence

While many of the Taliban's most radical leaders and supporters were killed, taken prisoner, or fled the country, many former Taliban returned to their homes and continue to work for the Taliban's goals. The Taliban leader, Mullah Omar, has continued to elude capture.

In 2003, after the United States shifted its military efforts to fighting the war in Iraq, attacks on American-led forces intensified as the Taliban and al-Qaeda began to regroup. President Hamid Karzai's hold on power remained tenuous, as entrenched warlords continued to exert regional control. Remarkably, however, Afghanistan's first democratic presidential elections in Oct. 2004 were a success. Ten million Afghans, more than a third of the country, registered to vote, including more than 40% of eligible women. Despite the Taliban's threats to kill anyone who participated, the polls were reasonably peaceful and the elections deemed fair by international observers.

In 2005 and 2006, the Taliban continued its resurgence, and 2006 became the deadliest year of fighting since the 2001 war. Throughout the spring, Taliban militants infiltrated southern Afghanistan, terrorizing villagers and attacking Afghan and U.S. troops. In May and June, Operation Mount Thrust was launched, deploying more than 10,000 Afghan and coalition forces to the south. In Aug. 2006, NATO troops took over military operations in southern Afghanistan from the U.S.-led coalition, which put a total of 21,000 American troops and 19,000 NATO troops on the ground. In September NATO launched the largest attack in its 57-year history. About 2,000—the vast majority Taliban fighters—were killed in military operations during the year.

In September 2006, Pakistan's president Pervez Musharraf signed a controversial peace agreement with seven militant groups, who call themselves the "Pakistan Taliban." Pakistan's army agreed to withdraw from the area and allow the Taliban to govern themselves, as long as they promise no incursions into Afghanistan or against Pakistani troops. Critics say the deal handed terrorists a secure base of operations; supporters counter that a military solution against the Taliban is futile and will only spawn more militants, contending that containment is the only practical policy.

The Taliban rescinded the cease-fire in July 2007 after clashes between government troops and radical Islamist clerics and students at Islamabad's Red Mosque. After the initial violence, the military laid seige to the mosque, which held nearly 2,000 students. Several students escaped or surrendered to officials. The mosque's senior cleric, Maulana Abdul Aziz was caught by officials when attempting to escape. After negotiations between government officials and mosque leaders failed, troops stormed the compound and killed Abdul Rashid Ghazi, who took over as chief of the mosque after the capture of Aziz, his brother. More than 80 people died in the violence. Fighting in remote tribal areas intensified after the raid.

In 2008, after more than five years as Afghanistan's leader, President Hamid Karzai still has only marginal control over large swaths of his country, which is rife with warlords, militants, and drug smugglers. The Taliban now funds its insurgency through the drug trade. An August 2007 report by the United Nations found that Afghanistan's opium production doubled in two years and that the country supplies 93% of the world's heroin.

In February 2008, U.S. Secretary of State Robert Gates warned NATO members that the threat of an al-Qaeda attack on their soil is real and that they must commit more troops to stabilize Afghanistan and counter the growing power of both al-Qaeda and the Taliban.

In August 2008, the Pakistani military launched a three-week-long cross-border air assault into Afghanistan's Bajaur region, which resulted in more than 400 Taliban casualties. The continuous air strikes forced many al-Qaeda and Taliban militants to retreat from towns formally under their control. However, the Pakistani government declared a cease-fire in the Bajaur region for the month of September in observance of Ramadan, raising fears that the Taliban will use the opportunity to regroup.

Baitullah Mehsud, the leader of the Taliban in Pakistan, was killed by a C.I.A. drone strike in August 2009 in South Waziristan, a remote region of the country. He was blamed for the assassination of Benazir Bhutto, the terrorist attack on the Marriott Hotel in Islamabad, and dozens of other suicide bombings. Despite his death, the Taliban continued its resurgence in both Afghanistan and Pakistan in 2009. In fact, the Taliban was blamed for the violence that led up to August's presidential election in Afghanistan, an apparent attempt to disrupt the elections and further destabilize the country.
