NEW DELHI , October 30 (MIC): The item – “Sankirtana, ritual singing, drumming and dancing of Manipur” nominated from India is among 31 nominations to be decided for inscription on the Representative List of the UNESCO Intangible Cultural Heritage of Humanity at the eighth session of the UNESCO Intergovernmental Committee in Baku, Azerbaijan on December 2-7, 2013.&lt;br /&gt;
&lt;br /&gt;
The Intergovernmental Committee for the Safeguarding of the Intangible Cultural Heritage consists of 24 representatives from the States Parties elected by the General Assembly of States Parties. The committee members are Albania, Azerbaijan, Belgium, Brazil, Burkina Faso, China, Czech Republic, Egypt, Greece, Grenada, Indonesia, Japan, Kyrgyzstan, Latvia, Madagascar, Morocco, Namibia, Nicaragua, Nigeria, Peru, Spain, Tunisia, Uganda and Uruguay.&lt;br /&gt;
&lt;br /&gt;
As resolved at the seventh session of the Intergovernmental Committee held at UNESCO Headquarters at Paris 0n December 3-7, 2012; the Subsidiary Body for evaluation of nominations for inscription on the Representative List in 2013 was established. The body consisting of five State members namely Spain, Czech Republic, Peru, Japan, Nigeria and Morocco examined the nominations submitted by the States. &lt;br /&gt;
&lt;br /&gt;
The Body satisfied the criteria of the Sankritana of Manipur for inscription on the Representative List. Criteria are 1)Transmitted from generation to generation through formal and traditional education, Sankirtana music and dance reinforce the social and spiritual cohesion among the Vaishnava communities of Manipur; 2) Inscription of Sankirtana on the Representative List could contribute to the visibility of intangible cultural heritage while encouraging intercultural dialogue and promoting respect for cultural diversity;3)Proposed safeguarding measures include research projects, documentation, awareness-raising activities and education programmes with the involvement of the bearers of the element and national institutions; 4)Representatives of the Sankirtana community including masters and relevant organizations and associations participated in the nomination process and provided their free, prior and informed consent; and Sankirtana is included in the National Inventory of Intangible Cultural Heritage main&lt;br /&gt;
tained by the Sangeet Natak Akademi, and extensively documented by the Akademi and other institutions.&lt;br /&gt;
&lt;br /&gt;
Sankirtana is practised primarily by the Vaishnava community of the plains of Manipur, a State in north-eastern India, and also practised by the Vaishnava Manipuri population settled in the neighbouring States of Tripura and Assam.&lt;br /&gt;
&lt;br /&gt;
Starting with ritual observances which involve singing and dancing in the temples of Manipur, Sankirtana encompasses an array of arts performed also in the home and the street to mark occasions of religious import and stages in the life of the Vaishnava people inhabiting the Manipur plains.&lt;br /&gt;
&lt;br /&gt;
Sankirtana practices centre on the temple, where performers narrate the lives and deeds of Krishna through song and dance. In a typical performance, two drummers and about ten singer-dancers perform in a hall or domestic courtyard encircled by seated devotees. The dignity and flow of aesthetic and religious energy is unparalleled, moving audience members to tears and frequently to prostrate themselves before the performers.&lt;br /&gt;
&lt;br /&gt;
Sankirtana has two main social functions: it brings people together on festive occasions throughout the year, acting as a cohesive force within Manipur’s Vaishnava community; and it establishes and reinforces relationships between the individual and the community through life-cycle ceremonies. It is thus regarded as the visible manifestation of God.&lt;br /&gt;
&lt;br /&gt;
The Sankirtana of Manipur is a vibrant practice promoting an organic relationship with people: the whole society is involved in its safeguarding, with the specific knowledge and skills traditionally transmitted from mentor to disciple.&lt;br /&gt;
&lt;br /&gt;
Sankirtana works in harmony with the natural world, whose presence is acknowledged through its many rituals.&lt;br /&gt;
&lt;br /&gt;
The viability of the element has been ensured by social support that has kept the art alive through centuries. Every Manipuri of Vaishnava faith is involved with the form, either as a performer or patron. King Bhagyachandra, who conceived the Nata-sankirtana form, was himself a great performer.&lt;br /&gt;
&lt;br /&gt;
It may be mentioned that after the declaration of “Kutiyattam: Sanskrit Theatre”, “Tradition of Vedic Chanting” and “Ramlila: Tradional Performance of the Ramayana” as masterpieces of oral and intangible heritage by UNESCO, the Government of India has launched a special scheme for the preservation of Intangible Cultural Heritage in India, which is managed by Sangeet Natak Akademi. If the proposed element, Sankirtana of Manipur, is inscribed on the Representative List of UNESCO, it will receive substantial support under this special scheme. &amp;nbsp;&lt;/div&gt;

IMPHAL, October 30: Barely 24 hours after the blast at Dharamsala in the heart of the city, a high intensity blast from an Improvised Explosive Device rocked Moirangkhom opposite Krishnapremi Oil City this morning killing two van drivers and injuring five other persons.&lt;br /&gt;
&lt;br /&gt;
The device that exploded at around 6.30 am was planted behind a waiting shed located at the area and was reportedly detonated with the help of a remote control device.&lt;br /&gt;
&lt;br /&gt;
A second IED explosion was also reported from Moidangpok under Patsoi Police station, Imphal West district at around 10.45 am. However, there was no human casualty from that explosion.&lt;br /&gt;
&lt;br /&gt;
The intensity of the first blast was so powerful that it not only damaged the waiting shed and a nearby milk booth but the shrapnel released also killed two drivers and injured five others at the Moreh van parking a few metre away.&lt;br /&gt;
&lt;br /&gt;
The deceased have been identified as L Brojen, 32, son of late Sitol of Andro and at present staying at Palace Gate and Holnung Tholthang, 42, son of Tolkhothang of Bijang Village in Churachanpur district and at present staying at Langol Games Village, Zone-IV.&lt;br /&gt;
&lt;br /&gt;
Brojen was killed on the spot while Tholthang succumbed to his injuries at Regional Institute of Medical Sciences (RIMS) Hospital.&lt;br /&gt;
&lt;br /&gt;
The five injured were identified as Laishram Rajen, 48, son of Jatra of Kakwa Naorem Leikai, N Obidiya, 26, son of late Bijoy of Thanaojam Mayai Leikai, Robert Paite, 31, son of Jangkhul of Terakhong Churachanpur at present staying at Games Village, Samom Naoba alias Bikram, 28, son of Shyamkhanai of Palace Gate and Sujam Baite, 66, son of late Chongkhonthang of Moreh Ward number 1 who is a passenger. The condition of Rajen is stated to be critical as he sustained shrapnel injuries on his head and has been shifted to Shija Hospital.&lt;br /&gt;
&lt;br /&gt;
Soon after the blast, Deputy Chief Minsiter Gaikhangam arrived at the blast site to take stock of the situation.&lt;br /&gt;
&lt;br /&gt;
Police sources while providing details on the Moidangpok blast said the bomb was planted under a tree near Ibudhou Korouhanba Lai Maning Lampak, which is a known resting place ROP team of 40 AR and 18 Sikh Light Infantry.&lt;br /&gt;
&lt;br /&gt;
The sources said that the bomb was first detected by locals and reported to the police. However, the IED exploded just minutes after a team of bomb expert arrived at the scene.&lt;br /&gt;
&lt;br /&gt;
In the wake of the blast, security measures have been tightened up in and around Imphal and heavy security blanket has been deployed. Security forces also conducted a massive search in every strategic corners of Imphal using metal detector and sniffer dogs.&amp;nbsp;&lt;/div&gt;

BISHNUPUR, October 30: The locality of the Tengkhal village in Bishnupur district was today organized a sit in protest against the proposed construction of an Industrial Estate at agriculture area of Tengkhal Khunou village.&lt;br /&gt;
&lt;br /&gt;
D K Kabui, the secretary of the Tengkhal Khunou Land Protection Committee demanded to shift the proposed industrial estate to be set up at Tengkhal village Dag No 10.34 to other suitable location as the area is agricultural land adding that the 54 land owners and their families of the 80 acres arable land has been earning their livelihood from the agricultural products of the land.&lt;br /&gt;
&lt;br /&gt;
The secretary further mentioned that the decision of the government to set up industrial estate at the said area without intimating any information and necessary notice is a violation of human rights of the concerned land owners, adding that in the past, state government made misadventure of constructing main canal and high canal in the same area but the scheme was failed.&lt;br /&gt;
&lt;br /&gt;
Despite this, more than five hectares of agriculture land are unutilized for agricultural activities due to construction of two pump set in the agricultural land, D K Kabiu said and adding the famers have no other alternative than their traditional paddy cultivation and its allied works.&lt;br /&gt;
&lt;br /&gt;
D K Kabui further expressed that the concern SDO has been enquired in this connection same time back and the same SDO intimated that there was no such plane and no necessary documentation was prepared.&lt;br /&gt;
&lt;br /&gt;
And now, the planning of the proposed industrial estate is at its completion stage, he lamented and further appealed the concern authority to review the decision.&lt;br /&gt;
&lt;br /&gt;
If the concern authority is not responding to their request, an agitation will be launched so that they can have their land right, D K Kabui warned.&lt;br /&gt;
&lt;br /&gt;
During the sit in protest, placards which reads ‘No Industrial Estate at Arable Land’, ‘Save famers’ Life’, ‘Protect farmers’ Right’, ‘Shift Industrial Estate to other Suitable Location’ were displayed.&lt;br /&gt;
&lt;br /&gt;
It is noteworthy to mention that memorandum were submitted to revenue minister, Bishnupur DC and SDO to withdrew the decision of the industrial estate, but not response has been got, it said.&lt;/div&gt;

People in Manipur are busy exchanging love, peace and forgiveness &amp;nbsp;to bring a new life free from evil but full of peace and harmony. But there is animal suitable to be termed, according to their activities, as “untamed domestic animals” who nib innocent precious lives engaging and struggling hard to bring peace in the state. &quot;What is the logic or principle behind killing, hurting and terrifying innocent people by planting and triggering bombs?&quot;, wondered Dy Chief Minister Gaikhangam who also holds the Home portfolio.&lt;br /&gt;
&lt;br /&gt;
He was speaking on the auspicious occasion of &quot;CHAGAH NGEE&quot;-The blessed Liangmai cultural festival at Namdilong, Kanglatongbi, co-sponsored by TRI today.&lt;br /&gt;
&lt;br /&gt;
Today we celebrated with delights and happiness the CHAGAH NGEE, day after tomorrow we are due to celebrate KUT and Ningolchakkouba on November 5, he said.&lt;br /&gt;
&lt;br /&gt;
During such festive season people are in their happiest mood, he observed before adding that unfortunately the people&#39;s happiness has been shortened due to fear and anxiety created by animal-minded people through exploding bombs and taking away many innocent lives.&lt;br /&gt;
&lt;br /&gt;
The Dy.CM continued that in the last two three days there has been a series of bomb blast in the state which has created fear and unease amongst the general populace.&lt;br /&gt;
&lt;br /&gt;
A bomb blast this morning around 6:10 near the Krishnapremi oil pump killed two innocent persons, which is unfortunate, he said.&lt;br /&gt;
&lt;br /&gt;
These immature animal-minded like people who execute such unwanted activities seem to be very much jealous and selfish of the people&#39;s happiness, added the Dy CM.&lt;br /&gt;
&lt;br /&gt;
While the state govt as well as the people of Manipur irrespective of caste, creed, hills, valley and religion are busy in exchanging love and struggling hard to bring peace and harmony, how can such uncivilized acts could be executed, he said.&lt;br /&gt;
&lt;br /&gt;
The Dy CM further asked, “Is it hard for them to see the developing peace and harmony in the state”, “Are they against peace and tranquillity”, “Are they truely against people&#39;s happiness&quot;.&lt;br /&gt;
&lt;br /&gt;
“Our motherland Manipur is deeply exhausted now.”&lt;br /&gt;
&lt;br /&gt;
It has been already too long that she has shed her tears and cried everyday, he observed.&lt;br /&gt;
&lt;br /&gt;
“In the best interest of the state and of the people as well as in the best interest of humanity, I appealed in the name of God to stop triggering bombs, killing and terrifying innocent people”, said the state Dy CM while adding that so far there have been no positive outcome and solution through triggering bombs and killing innocent people.&lt;br /&gt;
&lt;br /&gt;
In the meantime, the Dy.CM noted that Liangmai tribe are the constituent unit of Zaliangrong having the richest and highest number of cultural festival. There are 12 months in a year and the Liangmai tribe have 12 cultural festival in a year.&lt;br /&gt;
&lt;br /&gt;
While greeting the people of Manipur on the coming Kut and Ningolchak Kouba Dy.CM Giakhangam noted that all festival of Manipur though celebrated and observed by different tribes and community they all are part of Manipur cultural and heritage.&lt;br /&gt;

Today&#39;s occasion has been attended by Gaikhangam, Deputy Chief Minister and Ngamthang Haokip, IFC minister as chief guest and functional president respectively while Z Kikhonbou Newmai, vice chairman HAC; Kh Devendro Singh, MLA Sekmai; K Humaliabou, vice chairman, ADC, Tamenglong; A Ramwangdin, EM, ADC Tamenglong; N Tadoubou, Member ADC Tamenglong; Tuntanbou Gongta, Member ADC Tamenglong and MP Agong, Member ADC Tousem sub-div.as guest of honour respectively.&lt;br /&gt;

IMPHAL, October 30: Reacting to the series of blast that had taken place in Imphal recently including the fatal explosion at Moirangkhom today, Chief Minister Okram Ibobi Singh strongly condemned them ‘as terrorist action’ causing loss to innocent lives.&lt;br /&gt;
&lt;br /&gt;
In a statement released by the Chief Minister’s secretariat, Okram Ibobi Singh deplored the acts as that of a coward attempting to cause terror. “Such terrorist actions spoils the image of Manipur and affects the development momentum”, it said.&lt;br /&gt;
&lt;br /&gt;
It further stated, “The Government has viewed this attack on the innocent citizens and against the state and national interest, and those responsible for these criminal and subversive acts will not be spared and be taken as per the law of the land”.&lt;br /&gt;
&lt;br /&gt;
Meanwhile, his deputy and Home Minister Gaikhangam while inspecting the gory scene of the blast at Moirangkhom said outsourcing of crime has become rampant in Manipur and any individual should consider the horrific consequences of their actions before agreeing to ferry bombs or abet the underground groups in violence. Gaikhangam later went to RIMS Hospital to meet the injured.&lt;br /&gt;
&lt;br /&gt;
Talking to media persons at the blast site, he said the attack in which two lives were lost is highly condemnable, barbaric and inhumane. Such fatal aggression among armed groups is one thing but making innocent individuals the target of such gruesome attack is totally unacceptable, he stated. He questioned the logic of planting such high intensity bomb in public places.&lt;br /&gt;
&lt;br /&gt;
He claimed that the militants in the state are facing huge difficulties in ensuring free movements and have been compelled to hire third parties to assist them in carrying out their nefarious designs. The ultras search for vulnerable individuals, most of whom have a dire need for money, and recruit them to be their partners in crime, he stated.&lt;br /&gt;
&lt;br /&gt;
When asked by a group of reporters on whether the frequent blasts carried out in the state were due to lapses in security arrangement, Gaikhangam replied that there had been no lack of efforts on part of the state police. The force is trying at its best level to prevent such attacks but the bombs used by the ultras are local-made which are easy to assemble and trigger, he stated.&lt;br /&gt;
&lt;br /&gt;
He stated that human rights groups active in the state should not be biased while reacting such form of brutal killings. These groups are very avid when highlighting the allegations of excesses against security personnel but they do not reciprocate similarly to attacks by ultras, he claimed adding that their lop-sided behavior is not desirable at all.&lt;br /&gt;
&lt;br /&gt;
Stating that the situation in Manipur is different from other parts of India, he asserted that the state police need special sanction for maintaining a peaceful atmosphere and admitted that recent judgments have took a toll on the confidence of the force.&lt;br /&gt;
&lt;br /&gt;
The police personnel are dealing with the worst conditions to carry out their duty of maintaining law and order. Indications of the involvement of personnel in excesses do not mean that the whole force can be accused of participating in fake encounters. The government is not encouraging them to kill innocent people. If any personnel acts with a mala-fide intent, the government will take disciplinary action against him, he stated.&lt;br /&gt;
&lt;br /&gt;
He agreed on the possibility that the timing of the attacks could be related with the upcoming Sangai Festival and planned to instill fear in the mind of the participants, which includes delegates from countries like Myanmar and China, and discourage them from taking parts.&lt;br /&gt;
&lt;br /&gt;
Gaikhangam distributed Rs 5000 each to the injured from his pocket as assistance in carrying out their treatment.&amp;nbsp;&lt;/div&gt;

IMPHAL, October 30: The Congress Legislature Party today discussed the possibility of the Centre re-imposing the Armed Forces Special Powers Act, 1958 in the seven Assembly segments of Greater Imphal, following the recent spurt in violent activities in the area, said government spokesperson and state Education minister, Moirangthem Okendro today.&lt;br /&gt;
&lt;br /&gt;
Concern with the ever increasing violence in the state capital and its surrounding areas which has even claimed lives, the Congress Legislature Party convened a meeting today.&lt;br /&gt;
&lt;br /&gt;
The meeting was chaired by its leader, Chief Minister Okram Ibobi Singh and was held at the Conference room of his Secretariat starting from around 4:30 pm and concluded at 7:30 pm.&lt;br /&gt;
&lt;br /&gt;
The government spokesperson said that the state government had lifted the AFSPA from the seven assembly segments of Greater Imphal, considering the aspiration of the general public, however, the Centre was unhappy with it, he said.&lt;br /&gt;
&lt;br /&gt;
Elaborating further on the proceedings of the meeting, he said the CLP today minutely discussed the growing apprehension that in the past few days, such blast seemed to be targeted at the general public, whereas in the past, such blasts used to be targeted only at security forces.&lt;br /&gt;
&lt;br /&gt;
He said that the CLP strongly condemn the blast which has claimed lives.&lt;br /&gt;
&lt;br /&gt;
The CLP also discussed the recent spurt in violent activities in the state capital and its nearby areas and the rising need to strengthen the security arrangement of the densely populated Imphal city, he said.&lt;br /&gt;
&lt;br /&gt;
It was also decided that an IG or DIG ranked police officer will look over the security provision of Imphal city, he said.&lt;br /&gt;
&lt;br /&gt;
The Congress government has since some time back taking up several developmental programmes in Manipur, however, the violent incidents could discredit the government, he said.&lt;br /&gt;
&lt;br /&gt;
The meeting further discussed the security measures to be taken up for the protection of the lives and property of the people, he said.&lt;br /&gt;
&lt;br /&gt;
He further elaborated that the meeting also resolved to provide assistance to the victims of the blast.&lt;br /&gt;
&lt;br /&gt;
The CM has also appealed to all to support and help the government in its effort to provide security cover to the people, he said.&lt;/div&gt;

IMPHAL, October 30: Soon after a powerful IED explosion killed two van drivers and left five other bystanders injured this morning at Moirangkhom, condemnations of the blast and condolences for the dead and injured poured in.&lt;br /&gt;
&lt;br /&gt;
Locals of Yaishkul area staged sit ins at the explosion site and a nearby oil pump, as several others including political parties and drivers’ union have also condemned the violent incident.&lt;br /&gt;
&lt;br /&gt;
Womenfolk and local youth clubs of Yaiskhul Police Lane, Yaiskhul Janmasthan, Moirangkhom and Keishamthong area staged a sit in protest at two different areas.&lt;br /&gt;
&lt;br /&gt;
The sit in protests staged at the Moirangkhom Krishna Premi Oil Pump and on the footpath along the Heicham Yaichampat were organised by the Young Voluntary Organisation (YVO).&lt;br /&gt;
&lt;br /&gt;
Protestors were seen holding placards which read “Stop killing Innocent Civilians”, “Fed up with Bombs”, “we want peace”, etc.&lt;br /&gt;
&lt;br /&gt;
Speaking to the media on the sidelines of the sit in protest, a woman said that the violence which resulted in the death of two persons is highly condemnable.&lt;br /&gt;
&lt;br /&gt;
She further appealed to all concerned not to carry out such violent actions in crowded areas.&lt;br /&gt;
&lt;br /&gt;
She further appealed to all to clarify at the earliest.&lt;br /&gt;
&lt;br /&gt;
All the shops and the business establishments in the surrounding area remained closed for the day during the protest. &lt;br /&gt;
&lt;br /&gt;
Meanwhile, the Janata Dal United Manipur State Unit has strongly condemned the Moirangkhom blast which killed two persons were killed and left five others injured in a press conference held at the Janta Dal Office today.&lt;br /&gt;
&lt;br /&gt;
Speaking to the media, during a press conference, the state unit president, M Tombi said that the party condemn the recent spurt of bomb blast in crowded areas.&lt;br /&gt;
&lt;br /&gt;
He said that as it is the festive season, the bazar area is crowded with shoppers.&lt;br /&gt;
&lt;br /&gt;
He further expressed that the party shares the sorrow and pain of the families for their loss.&lt;br /&gt;
&lt;br /&gt;
Further questioning the motive behind the blast at a crowded area, he demanded clarification from whosoever was behind the blast.&lt;br /&gt;
&lt;br /&gt;
He further asked if there is a hidden agenda behind the attacks to re-impose the Arm Forces Special Powers Act in the seven assembly segments of Imphal. &amp;nbsp;&lt;br /&gt;
&lt;br /&gt;
Further appealing against all such violence in the future, he also urged the government for proper compensations to the families of the victims.&lt;br /&gt;
&lt;br /&gt;
On the other hand, the All Manipur Road Transport Drivers’ and Motor Works’ Union has in a press statement said that the JAC, Imphal Moreh Road Transporters and Drivers Union jointly convened a condolence meeting at the office of the All Manipur Road Transport Drivers’ and Motor Works’ Union this evening at 3 condemning the Moirangkhom blast.&lt;br /&gt;
&lt;br /&gt;
It said during the meeting, a two minute silence was also observed condoling the death and condemning the violence.&lt;br /&gt;
&lt;br /&gt;
The Hill Tribal Council, Moreh has also condemned the violent incident and said that it shares the grief of the families of the blast victims.&lt;br /&gt;
&lt;br /&gt;
The council in a press statement has demanded clarification from all concern at the earliest.&lt;br /&gt;
&lt;br /&gt;
The North East Dialogue Forum has also strongly condemned the blast.&lt;br /&gt;
&lt;br /&gt;
A press release of the forum has also said, “People of Manipur have long experiences of bomb blast in the state”.&lt;br /&gt;
&lt;br /&gt;
Women Action for Development, WAD has in a press release while questioning the current trend of bomb blast in the state also condemned the blast.&lt;br /&gt;

IMPHAL, October 29: The Coordinating Body of Trade Unions, Manipur has today held a press conference at its office at Irawat Bhawan complex, B T Road, highlighting their preparedness for the upcoming Delhi demonstration which will be held on December 12, 2013.&lt;br /&gt;
&lt;br /&gt;
Addressing the conference, Ksh Shantakumar, chairman and convener narrated that a meeting was held at New Delhi on August 8 this year which he along with Sotinkumar had attended.&lt;br /&gt;
&lt;br /&gt;
During the meeting, it was decided to organize an all India demonstration on December 2013 at New Delhi, he said.&lt;br /&gt;
&lt;br /&gt;
He further said that the Coordinating Body is planning to take part at the Delhi demonstration with 500 trade union members from Manipur.&lt;br /&gt;
&lt;br /&gt;
He said during the demonstration, 12 demands which include two demands related to Manipur will be submitted to the Central government.&lt;br /&gt;
&lt;br /&gt;
The two demands for Manipur include provision of national highway protection force for the National Highways of the state and proper maintenance of NH 39.&lt;/div&gt;

JIRIBAM, Oct 29: In a freak accident, a Tata truck transporting cement ran over its own handyman killing him at the spot, while the driver fled from the scene.&lt;br /&gt;
&lt;br /&gt;
The incident happened at Kambiron Railway line construction site near Nungba around 4am today.&lt;br /&gt;
&lt;br /&gt;
It is learnt that as the Tata truck was passing along the site, the handyman fell from atop the vehicle directly under it.&lt;br /&gt;
&lt;br /&gt;
The driver is identified as one Nasir Uddin of Kalain along the Silchar-Guwahati line, whereas the handyman is identified as Faruk Uddin, 17, son of Moina Uddin of Monpur village, Hailakandi district, Assam.&lt;br /&gt;
&lt;br /&gt;
Soon after the incident, people who knew the handyman rushed him to the Jiribam Community Health Centre however, he succumbed along the way.&lt;br /&gt;
&lt;br /&gt;
The Jiribam police have registered a report regarding the incident.&lt;/div&gt;

Addressing the inaugural function of a 2-day tribal Friendly Exhibition Match at the Khuman Lampak Main Stadium today, the CM elaborated that the construction of the District Sports Complexes has been taken up with SPA funding and Central Assistance from the Ministry of DoNER under NLCPR with a view to provide sports infrastructure.&lt;br /&gt;
&lt;br /&gt;
The Chief Minister also said that the government has allotted land for the establishment of the Mary Kom Boxing Academy which is expected to be set-up with assistance from NEC.&lt;br /&gt;
&lt;br /&gt;
The football match is being organised by the Tribal Youth Council Manipur (TYCM),for the tribals of Manipur for the first time under the theme &quot;Sports for Building Peace &amp;amp; Unity&quot;.&lt;br /&gt;

The Chief Minister also appealed to all to inculcate the sense of well-being, self-respect, sound health and mind, good character and good moral into our youngsters.&lt;br /&gt;

&lt;br /&gt;
No members of MUTA, including, heads, deans, directors and any in-charges will attend any meeting and function called, chaired and hosted by the Vice-Chancellor and no members of MUTA, including heads, deans, directors and any in-charges will invite the vice-chancellor to attend any function or meeting as chief guest, president, or guest of honour, etc during the boycott, it said.&lt;br /&gt;

The vice-chancellor, during an executive council (EC) meeting held on October 21, 2013, had made a lot of derogatory remarks against one senior Professor, attempting career assassination, it said.&lt;br /&gt;

The press statement further mentioned that the association made serious notice of such act and observed that such comments have tarnished the respectful image of Vice-Chancellor of a Central University. This was unbecoming of a Vice-Chancellor, unacceptable to the University Community, in particular to the MUTA and highly condemnable, it claimed.&lt;br /&gt;

MUTA demands an unconditional written apology from the Vice-Chancellor on or before October 31, 2013, it mentioned.&lt;/div&gt;

Lunthang Haokip further averred that the Autonomous District Council, Sadar Hills with a concern of the people’s health had passed to conduct, organize and sponsor free medical camp and as scheduled the first free medical camp has been successfully conducted at Chalva village.&lt;br /&gt;

Five cataract cases were found during the camp and they were given an opportunity to undergo operation free of cost if willing said Dr Rajen, Asst. Orphth. IMPHAL, October 29: Atleast five persons including two students were injured when a powerful Improvised Explosive Device (IED) exploded at Dharamsala near Bhairodan Maxwell Hindi High School early around 5:58 am today.&lt;br /&gt;
&lt;br /&gt;
This is the third bomb explosion triggered within high security Imphal areas in less than two weeks-time.&lt;br /&gt;
&lt;br /&gt;
The explosion took place at a parking lot of ‘thellas’ about 80 metres south west from the city police station.&lt;br /&gt;
&lt;br /&gt;
Even though splinters were not found, the intensity of the blast was so powerful that the wreckages were thrown several feet away from the blast site. Moreover, the impact of the blast also damaged a class room of the Bhairodan school and a Tata Magic bearing MNO6L-5818.&lt;br /&gt;
&lt;br /&gt;
The blast also created a crater of two and half feet wide in radius and one and half feet deep.&lt;br /&gt;
&lt;br /&gt;
Police sources confirmed that the IED was detonated using a Remote control device and planted under one of the ‘thellas’ parked at the area.&lt;br /&gt;
&lt;br /&gt;
The same sources speculated that the non-local migrant labourers could have been the target.&lt;br /&gt;
&lt;br /&gt;
Of the total injured two were said to be non-local labourers identified as one Raghunath Manto, 28, son of Rupalal Manto of Sitabari Bihar currently staying at Nagamapal and Sambhu Shah, 34, son of Sarju Shah of Keshampura village, Bihar currently staying at Nagamapal. Two were reportedly students, who were out for coaching and a driver of the damaged Tata Magic.&lt;br /&gt;
&lt;br /&gt;
They have been identified as Kishan Chakerbati, 17, son of Gorpat Chakarbati of Serou Part 3 at present staying at Paona bazaar, Pradeep Sharma, 17, son of Nirmal Sharma of Serou presently staying at Paona Bazaar and Ahbujam Arun, 21, son of A Achou of Heirok part 3 at present staying at Kabo Leikai.&lt;br /&gt;
&lt;br /&gt;
The condition of one of the victim Kisan is said to be critical.&lt;br /&gt;
&lt;br /&gt;
The explosion damaged his left ear drum.&lt;br /&gt;
&lt;br /&gt;
Soon after the blast, security forces including bomb experts and CRPF rushed at the blast site and conducted a thorough search in and around the area.&lt;br /&gt;

IMPHAL, October 29: With the aim of promoting indigenous cuisines of the region during the ongoing Chinjak Festival, an interaction session was held today on the social benefits and harm resulting from locally produced fermented alcoholic beverages known as Atingba.&lt;br /&gt;
&lt;br /&gt;
The programme held at the centre stage of Iboyaima Shumang Leela Shanglen as a part of Talk the Food programme was attended by women activist Ramani, general secretary of Nupi Samaj; Ayekpam Langdon Leima, advisor CLK; Landhoni, general secretary Poirei Leimarol; Leirik, president of Kanglamei; and Ibetombi, president of WACAK.&lt;br /&gt;
&lt;br /&gt;
Raman stated that the local brew and other alcoholic beverages are items that have been used in our traditional practices from the past. They have been used for medicinal purposes, she added.&lt;br /&gt;
&lt;br /&gt;
She described the ways in which the alcoholic items were used in ancient rituals of Manipur and inseparability from social activities. However, she rued, in the present days the intake of these same alcoholic drinks in an abusive manner had taken the form of a predator and destructor. &amp;nbsp;&lt;br /&gt;
&lt;br /&gt;
She further expressed condemnation over the preferences provided to traditional products from other region over our own. We should encourage indigenous products and even prepare our dresses from locally available materials.&lt;br /&gt;
&lt;br /&gt;
Leirik stated that local-made alcohol drinks were counted among useful items. Even, the processes for fermentation and distillation were better in the past, she added. Modern society has been shredded by alcohol abuse and many individuals are suffering from various diseases, she stated.&lt;br /&gt;
&lt;br /&gt;
She also discouraged the use of non-local products and added that promotion of indigenous items will increase its demand in the markets and hence its volume of production.&lt;br /&gt;
&lt;br /&gt;
Landhoni mentioned that many alcohol products are part of our traditional and rituals ceremonies. Nowadays, the items have been abused extensively and politicians have exploited it for their selfish gains. After the merger with India, Manipur has lost many of its indigenous foods, vegetables and other products.&lt;br /&gt;
&lt;br /&gt;
Langdon Leima continued that our traditional products should be preserved and not used wrongly, otherwise it will face extinction. &amp;nbsp; &amp;nbsp; &amp;nbsp;&lt;/div&gt;

IMPHAL, October 29: The All Manipur Working Journalists’ Union team led by its president Wangkhemcha Shamjai and including Standing Committee members had met with the state Chief Minister Okram Ibobi Singh on October 28 and discussed its previous charter of demands.&lt;br /&gt;

The meeting which was convened at the CM’s office chamber continued from 4 pm to 7 pm and attended by other concerned government officials.&lt;br /&gt;
&lt;br /&gt;
The meeting was attended by former AMWJU president and present MLA Nongthombam Biren Singh; MLA Ranjit; &amp;nbsp;addl chief secy, RR Luxmi; commissioner IPR, Lekhogin Haokip; commissioner Revenue, Sunderlal; commissioner, Disaster Management, addl. Finance secy., Gyan Prakash; Imphal West DC Radhakumar; director, IPR W Rajen Singh and addl director, Juringlal.&lt;br /&gt;
&lt;br /&gt;
After discussing on the 15 point charter of demand, the meeting further decided on the issues to be taken up on priority basis, informed a press release of the union.&lt;br /&gt;
&lt;br /&gt;
The demands placed by the union include increase in budgetary support for the maintenance of Manipur Press Club, which was increase to Rs two lakh from one lakh.&lt;br /&gt;
&lt;br /&gt;
Further according to the statement, it was resolved that either the government will release a one-time grant in aid as medical aid for journalist and for AMWJU to manage on it’s own or select a model which is implemented in other North Eastern states and follow it.&lt;br /&gt;
&lt;br /&gt;
Regarding the opening of a Press Academy in the state, models from Kerala and Andhra Pradesh were also submitted and the necessary details will be chalk out during a meeting between IPR and AMWJU.&lt;br /&gt;
&lt;br /&gt;
After drafting the actual modalities, it will be submitted to the government so as to expedite the process, it said.&lt;br /&gt;
&lt;br /&gt;
Regarding payment of ex-gratia to journalists suffering casualty during line of duty, it was resolved that in case of death during line of duty, the next of kin will be paid Rs five lakh as ex-gratia and a job to a family member and Rs one lakh for injuries, the statement said.&lt;br /&gt;
&lt;br /&gt;
Further, family benefit schemes of journalist inclusive of establishment of a housing colony was also deliberated and necessary action to be implemented. A press room to be sanctioned at Manipur Assembly for coverage. A memorial complex to be built at Mt. Harriet (Andaman and Nicobar) for Maharaj Kullachandra.&lt;br /&gt;

Further, it was also resolved to upgrade the pension scheme for journalist from Rs 2000 to Rs 4000. To raise the widow pension from Rs 1000 to Rs 2000 etc. &amp;nbsp;&amp;nbsp;&lt;/div&gt;

IMPHAL, October 29: The 27th Manipur University Inter College youth festival 2013 was inaugurated today at the Centenary Hall of Manipur University, Canchipur. The festival was participated by around 800 students from 28 colleges’ in 25 events from different parts of the state and will continue till October 29.&lt;br /&gt;
&lt;br /&gt;
Speaking at the function Commerce and Industries, Sericulture Minister &amp;nbsp;Govindas Konthoujam said in the North East region the centre implemented various programs and after the coming of Look East Policy the state will benefit a lot, so people of the state have to be conscious that the advantages provided uner the &amp;nbsp;programs do not vanish in vain.&lt;br /&gt;
&lt;br /&gt;
He further said that especially the youths of the state have to gain awareness to grape the advantage because the youths are the pillars of the future. &lt;br /&gt;
&lt;br /&gt;
In the present scenario most of the students did not properly maintain respect for the teachers as compared to past generation where teachers are respected and considered at the highest level, he asserted and continued that to get more success in their future careers, they should be obedient and respectful to the teachers.&lt;br /&gt;
&lt;br /&gt;
He continued that organizing this festival will render advantages to the students to showcase their socio-culture to bring sense of oneness and theme “youth the integrity” is very proportionate to this festival to inculcate integrity among the youths.&lt;br /&gt;
&lt;br /&gt;
Vice chancellor, MU, H Nandakumar Sarma said that the festival will motivate the students in building their carriers and to show felling of unity.&lt;br /&gt;
&lt;br /&gt;
The energetic youths are the pillars of the future and during their youth period should utilize properly in a right way, he said and added that the Inter College Youth Festival is an opportunity to the affiliated college and university students for showing their talents and performance.&lt;br /&gt;
&lt;br /&gt;
He further said that the festival will also provide a platform for integration among the talented youths of the different communities in the field of dance, music, theatre and fine arts etc.&lt;/div&gt;

IMPHAL, October 29: A one day seminar on usage of “Agro-textiles Suitable for Manipur State and its Advantages” for promoting usage of agro-textiles in north eastern region was jointly organized today by Textile commissioner, govt of India, COE Agrotech SASMIRA, ICAR Research Complex for NEH Region Manipur Centre Imphal and Govt. of Manipur at the Classic Hotel.&lt;br /&gt;
&lt;br /&gt;
The inaugural function was attended by J C Ramthanga, commissioner, dept. of horticulture and soil conservation, Manipur as chief guest.&lt;br /&gt;
&lt;br /&gt;
Addressing the function, Ramthanga stressed on the need for coordination amongst the different government departments in order to promote the usage of agro-textiles.&lt;br /&gt;
&lt;br /&gt;
He further informed that the use of agro-textile is practiced by few progressive farmers in the region adding that the awareness is however, still at its nascent stage.&lt;br /&gt;
&lt;br /&gt;
He further mentioned that new knowledge has been accumulated in the field of agriculture and horticulture adding it is not enough but needs to be applied with fresh technological inputs.&lt;br /&gt;
&lt;br /&gt;
SASMIRA (synthetic art silk mills research association) is the best in the country, Ramthanga mentioned before adding that the officials of the department and farmers should learn about Agro-textile.&lt;br /&gt;
&lt;br /&gt;
President of the seminar, Dr N Prakash Joint Director ICAR Research Manipur delivered the welcome speech.&lt;br /&gt;
&lt;br /&gt;
Dr Manisha Mathur, Asst Director, SASMIRA, Mumbai, in her concept note, mentioned about the assistances which could be provided to the farmers and other agri-entrepreneurs.&lt;br /&gt;
&lt;br /&gt;
Dr K Kipgen, addl director, dept of Horticulture and Soil Conservation, the guest of honour of the seminar, also emphasized on maximum use of agro-textile products in agriculture and other agri-related fields.&lt;br /&gt;
&lt;br /&gt;
Lastly, Premnath Surwase, Scientist-B, SASMIRA, Mumbai concluded the inaugural session of the seminar by proposing a vote of thanks.&lt;br /&gt;
&lt;br /&gt;
More than 150 participants including framers, academicians and agricultural scientists attended the Seminar.&lt;/div&gt;

In the notification issued by DGP, Manipur dated October 29, 2013, inspectors Ch Anandkumar and BL Vaiphei will take charge as the new OCs of CDO Thoubal and CDO, Moreh, Chandel. On the other hand, Inspectors G Thaingampou and N Ingocha Singh will take charge as the new inspectors of CDO, Imphal West and OC, Bishnupur PS. IMPHAL, October 29: The police district boundary administration established by the state Home department in June, 2011 which has affected about 100 Kuki villages is a very unfortunate matter. We need to rearrange the boundaries of the police district administration as soon as possible, said Saikul MLA Yamthong Haokip.&lt;br /&gt;
&lt;br /&gt;
He made the statement during his guest of honor speech at the Saikul block level Kut Festival - 2013, organized at the Saikul Block Ground today.&lt;br /&gt;
&lt;br /&gt;
He further elaborated that as a result of the re-organisation, many villages inhabited by the Kuki communities may be split. &amp;nbsp;We need to relocate the boundary in the shortest period otherwise many Kuki villages might be merged to the valley districts, he stated.&lt;br /&gt;
&lt;br /&gt;
He recounted that regarding the reorganisation of the boundary, the Kuki Inpi, Saikul and Saikul Area Naga People Organization had called a 48-hour bandh at Senapati district on last October 14. The Kuki Inpi is bent on pressuring the state government on the matter; the people must support the Kuki Inpi in the movement for a fruitful solution. Instead of lecturing, let us perform under a concrete action plan, stated the MLA.&lt;br /&gt;
&lt;br /&gt;
The chief guest of the function GinsuanhaoZou, MLA Singhat AC said the Kuki communities have been celebrating the Kut festival in different days till now. But one day the Kuki communities - Kuki-Chin-Mizo-Zomi - will unite and will celebrate the ancestral festival at one place and in a single particular date and day.&lt;br /&gt;
&lt;br /&gt;
He added that now many section of public from the community are appealing for celebration of the Kut festival either in late November or early December stating that Kut festival was being celebrated even when the harvesting has not been performed.&lt;br /&gt;
&lt;br /&gt;
The Kut committee says that the present date of November 2 was fixed by our ancestor and we have been celebrating the festival on that day which had subsequently been approved by the state government and declaration as a general holiday. The chief guest further said for Saikul AC Yamthong Haokip is the perfect leader and that from his supervision the area appeared to have developed in comparison to the past. “The development is upon you because without the participation of public, development cannot be initiated. &amp;nbsp;We know the unity and strength of the Saikul people and that one day the area will be fully developed,” he told the gathering.&lt;br /&gt;
&lt;br /&gt;
The Kut Pa of the celebration was Thangkhosei Haokip, President of Kuki Inpi Manipur. The celebration featured a Gurkha cultural presentation and a traditional dance and Thangalsurung, Thangal-Naga cultural and traditional dance performace.&lt;br /&gt;
&lt;br /&gt;
Other highlights were a musical night cum Chavanglanu (Miss Kut beauty pageant) were performed.&lt;/div&gt;

IMPHAL, October 28: The inaugural function of the 3-day national workshop on ‘Training Programme Capacity Building amongst the Heritage Managers of North-Eastern Region’ was organized at Manipur Film Development Co-operation, Palace Compound today morning.&lt;br /&gt;
&lt;br /&gt;
Chief Minister Okram Ibobi was the chief guest, Commissioner of Art and Culture, Dr RK Nimai was the president and Vice-Chairman of Indian Archaeological Society, New Delhi Dr SS Biswas, state Director of Art and Culture, K Sobita and member of Kangla Fort Board, O Kumar were the guests of honor.&lt;br /&gt;
&lt;br /&gt;
In his speech, Ibobi stated that preservation, protection and maintenance of these cultural heritages retained the historical importance, aesthetic value ad socio religious significance and is of utmost importance in managing the cultural wealth. The training programme would really benefit the heritage managers of the north-eastern region, he stated.&lt;br /&gt;
&lt;br /&gt;
‘Our rich cultural heritage belonging to different periods of the long history in the form of ancient monumental edifices comprises of palaces, forts, stupas … are important sources of information for the reconstruction of history of the area. Major parts of the north-east region are culturally attached with mainland India but geographically it has close affinity with South East Asia. The environmental and climatic condition also varies from other parts of the country,’ he stated.&lt;br /&gt;
&lt;br /&gt;
Though these regions are endowed with rich heritage, in the field of structural conservation and restoration of monuments the regions still lags behind due to various factors. Overcoming all these difficulties, we have to put our best efforts to encourage the use of technologies for the conservation, restoration, preservation and maintenance of our monumental heritage, he added.&lt;br /&gt;
&lt;br /&gt;
Ibobi stated that during the last 35 years, the state has achieved several milestones in the field of protection, preservation and conservation of archaeological monuments and sites with the establishment of in-situ site museums, protected museums objects and excavated new sites.&lt;br /&gt;
&lt;br /&gt;
According to the chief minister, there are 51 protected monuments in Manipur.&lt;br /&gt;
&lt;br /&gt;
He expressed hope that the trainees will be introduced to the use of the latest scientific methods and techniques which will help in taking care of their respective monuments. He added that all aspect of conservation and management of cultural properties in the State Archaeological Department of museum should incorporate frequent training and interaction to acquire knowledge of scientific advancement in the respective fields. &lt;br /&gt;
&lt;br /&gt;
Nimai mentioned about the inability to give the necessary focus on studying archaeology and that the whole of the north-eastern region will benefit through the workshop.&lt;br /&gt;

IMPHAL, October 28: The first day of the 36-hour state-wide bandh called by the JAC formed in connection with the alleged murder of JCB driver Devraj failed to make much impact in the state except in some areas.&lt;br /&gt;
&lt;br /&gt;
Meanwhile, the JAC has informed that the bandh will conclude at 5 am of October 29.&lt;br /&gt;
&lt;br /&gt;
The bandh which started from 5 am this morning was mainly concentrated in and around the driver’s birthplace Khurai and its neighbouring localities.&lt;br /&gt;
&lt;br /&gt;
It may be mentioned that the JAC and locals of Khurai had yesterday announced the 36 hour bandh against the killing of JCB driver Devaraj whose highly decomposed body was recovered from Senjang in Senapati district on Saturday.&lt;br /&gt;
&lt;br /&gt;
Altogether five accused including four from a family have been arrested so far, according to the police.&lt;br /&gt;
&lt;br /&gt;
The bandh affected parts of Singjamei Bazar, Lamlong Bazar, New Checkon and Palace Gate as business establishments and other establishments remained closed at these places.&lt;br /&gt;
&lt;br /&gt;
Khurai and Lamlong bazar wore a deserted look throughout the day with commuters remaining off the roads.&lt;br /&gt;
&lt;br /&gt;
All roads passing through the locality including the Imphal Ukhrul road, Lamlong to Pangei, Tinsid road remain deserted throughout the day as vehicles including passenger services remained off the road.&lt;br /&gt;
&lt;br /&gt;
Large numbers of JAC members and bandh supporters came out to the streets and blocked traffic movement since early this morning even as a large contingent of police personnel were seen deployed at strategic points in the vicinity of Lamlong bazar to avert any untoward incident.&lt;br /&gt;
&lt;br /&gt;
The bandh effect was also felt at Palace Gate and New Checkon area with shops remaining closed in the day though they started opening towards the evening.&lt;br /&gt;
&lt;br /&gt;
Meanwhile, bandh supporters were also seen coming out in strong numbers in the Singjamei area. Singjamei locals including womenfolk came out to the streets and imposed the bandh near Manipur College.&lt;br /&gt;
&lt;br /&gt;
Meanwhile, in the evening around 2:30 pm, after getting information that the state Chief Minister Okram Ibobi Singh will be passing through the Khurai locality to attend MLA Thamarjit’s marriage at Lamlai, a large number of local youths and womenfolk came out to block the passing Chief Minister and his motorcade.&lt;br /&gt;
&lt;br /&gt;
However, the presence of a large number of police personnel including woman police under the supervision of the Imphal East SP Angam Kamei curbed any intention of the locals to block the CM and his entourage from passing the area.&lt;br /&gt;
&lt;br /&gt;
Meanwhile, the main bazar areas of Imphal remained opened and all inter-district and inter-state passenger service other than those passing through Khurai area operated as usual.&lt;/div&gt;
