Sir,

You are requested to provide me the following information:

1. Number with name of government banks with their number of branches in India. Out of these banks, how many have been working fully under Core Banking Solution and how many banks / branches are yet to complete CBS implementation.

2. Position of Total amount of bad assets called as Non Performing Assets or stressed asset or restructured asset vis-a -vis Total advances of each bank (bank wise) as on 31.12.2011. Please confirm whether the amount of total bad assets is calculated manually or it is generated by CBS system . Please also confirm that none of branches and none of banks have tampered with CBS system to hide bad assets during anytime last three years.

3. Number of Branches (bank wise) where total amount of NPA is more than 25% of total advances of the respective branches as on 31.12.2011 for all banks and for all regions separately

4. Number of branches (region wise for all banks) where total amount of Bad assets (NPA, stressed Assets, restructured assets ) is more than 50% of total advances of the branches as on 31.12.2011.

5. Name of Regional Head and Name of Branch Manager where gross NPA is more than 50% of total advances. Name of CMD of the bank should also be mentioned. Similar information for Regional Rural Banks for each bank has to be given.

6. Action taken by bank management against officers, regional heads, branch managers, credit officers due to whose fault bad assets grew and reached a level of 50% and more compared to their total advances. (Please submit information bank wise and branch wise.)

7. If more than 25% of branches in any bank have more than 25% of total advances as NPA, what action has RBI or Ministry of Finance or CVC or CBI or internal IR section has taken against top officials like General Managers, Deputy General manager, Executive Directors, and Managing Directors.

If more than 25% of government banks are sick of bad assets and if more than 25% of their branches have accumulated NPA to the extent of 25% of their total advances or 10% of their branches have accumulated more than 50% of their total advances in the branch, whether MOF of RBI has ever proposed punitive action against erring executives of banks,( retired or working now).

Is there any scope for review and revisit to policy of reformation?

Do you think that freedom given to bankers have resulted in deterioration in quality of lending?

Do you think that flattery based promotion has resulted in deterioration in quality of workforce and hence ill-motivated and inexperienced officers are made Branch Head or Regional Head of bank head?

Are auditors held responsible for faulty reporting in any bank for any case during last ten years?

If yes please provide bank wise name of such punished officers during last ten years. There are many officers who caused hundreds of crores of rupees to their banks but have been allowed safe exit from the bank. or even promoted to higher position. Even investigating agencies like CBI or CVC ignored or closed such cases for some reason or the other. Have Statutory auditors, concurrent auditors and RBI auditors failed to prevent rise in NPA or stopping of concealment of bad assets? If yes, do you like to take corrective step?

13. Amount lost by each bank on account of fraud and name of top officers punished for this during last ten years .Number of cases related to fraud involving amount more than one crores of rupees pending for disposal for more than one year. Action taken to expedite disposal of fraud related cases and punishment to guilty officers within a timeframe of maximum one year. How do you ensure that each cases of fraud by staff is reported to RBI ?

14. Last but not the least whether unmanageable growth in bad assets is always due to global recession or bad weather or interest hike as pretended by top executives of the banks.

As the past year has demonstrated, the ubiquity of corruption in India has become an unprecedented challenge for the ordinary citizen in particular and the political economy in general. This eminently readable volume with rare insightful analysis and due diligence encapsulates the salient facets and ramifications of this complex subject.

Though Indians are familiar with the corruption story, readers will be bewildered by the incredible story Debroy and Bhandari narrate — of the public “servants” involved in welfare schemes ingeniously playing their sordid roles, mulcting the exchequer and hurting the hapless intended beneficiary. Endemic and all-pervasive, with “its tentacles deep into not just organs of the state but with strong links with media, civil society, and even the electorate”, corruption “has eaten into the edifice of the state”.

When the world is alluding to India’s potential to be an economic powerhouse, a number of specified international agencies point to the serious negativities characterizing it. For example, India ranked 87th among 178 countries in the Transparency International’s 2010 Corruption Perceptions Index. The World Bank Institute’s Worldwide Governance Indicator on control of corruption showed little change in India’s score over 1996 (-0.38) to 2008 (-0.37). The World Economic Forum’s Global Competitiveness Index 2010-11 rated India in terms of quality of institutions at 58 among 139 countries.

The reference to DNA and RNA, which appears somewhat laboured, is amplified by way of a distinction between the petty or small-ticket corruption associated with delivery of public services (DNA) and large-ticket corruption such as the recent mega scams or RNA. Although the book would have us believe that RNA and DNA go hand in hand, the RNA story remains untold and unexplained. The authors may want to consider a sequel to this volume and examine the perceived apathy, if not hostility, on the part of most politicians towards creating institutions to help stem the rot.

The authors point out that no sector or activity seems to be exempt from graft. There is corruption in welfare delivery, but much more of it in law, order and justice. Corruption hurts the poor disproportionately by diverting funds intended for development. The India Corruption Study 2008 found that BPL households paid bribes of the order of Rs 883 crore in availing the 11 public services – the public distribution system (PDS), medical, schooling, power and water supply and so on – with the maximum corruption being in police, land records and registration, and housing. PDS is seen as an incentive towards leakages built into the system: the block supply officer charges a commission of three per cent, the head office two per cent, senior employees of the division 23 per cent, panchayat sevak two per cent, middlemen nine per cent and others six per cent. Similarly, the Mahatma Gandhi National Rural Employment Guarantee Scheme has corruption issues connected with job cards, with intermediaries involved for payment through banks and post office savings accounts.

Laws, rules, regulations, procedures and processes all facilitate corruption. As the authors show, labyrinthine processes have been debilitating; typically, for a plan involving costs of over Rs 5 crore in Jharkhand, a file goes through 240 stages. Laws created ostensibly to protect the common man are used to extract higher bribes instead.

Economic reforms reduced the environment that nurtured corrupt practices in many areas. The licence raj may have ended for manufacturing, but remains alive and kicking for services. Street vendors, for example, are required to obtain a licence called tehbazaari in Delhi. They are compelled to pay hafta to municipal functionaries and the police. Why a licence, the authors ask. And why so few? Likewise, the licence for cycle rickshaws.

Citing Gary S Becker that corruption occurs “as long as the expected gains from corruption exceed the expected costs” and that it is essential “to reduce the gains from corrupt activities and increase the expected costs”, the book refers to around 45 million government employees falling under the ambit of Prevention of Corruption Act and related IPC clauses; even if 10 per cent of them are corrupt, there are 4.5 million among them who ought to be prosecuted, whereas the probability of a cognizable crime being registered is 0.082, and of a charge sheet being filed 0.282. That is why corruption is a low-risk, high-gain activity. With no fear of retribution or punishment, deterrent and swift, criminals prosper and multiply.

Coincidentally, some of Debroy and Bhandari’s prescriptions for the alleviation of the malady find an echo in the crescendo of demands now made by civil society for appropriate laws for vibrant institutions — a strong Lok Pal, a centralised template for Lokayuktas, an autonomous CBI, protection of whistleblowers, and citizens’ charter to improve service delivery quality and increase accountability.

The root cause of corruption is common man. Corruption is neither caused by rich people nor by politicians. Corruption is not started by government employees. Corruption is created by common man. Corruption is fed by common man. Corruption is of/by/for common man. Common man is using government employees for maintaining corruption.

Only common man can destroy corruption. Common man likes to kill corruption because he is affected maximum by corruption. But common man is waiting for government to destroy corruption. Government cannot destroy corruption without help of common man. Common man is ready to help government in all possible ways to destroy corruption. But common man cannot stop himself involving in corruption. Now it is responsibility of government to destroy corruption by taking help of common man to save common man.

Corruption started when a common man tried to save some time by intruding a queue with help of a known person. That got extended and reached to government offices to move files ahead of others in the queue with help of known person or money or power.

One day common man went to a theatre to watch a movie. There was a queue of 10 people. He just scanned the queue and found the 7^th person as a known person. He went to the 7^th person, said “Hi” and stood behind him. Corruption started there. Others had not objected him. With this, he saved time taken for 3 people to take tickets. But 3 people got delayed.

Next day the common man went to a government office. He gave his file and asked how long it will take. The officer said that there were 3 files before his file, by afternoon his work would be completed. He thought for a while and said, “I have to come all the way again. Please take 100 rupees and complete my work first”. The officer thought for few seconds, “My work is not increasing or decreasing. I am getting extra money for doing my work, why to lose it? After all who knows in which order I have done my work?” and agreed. The officer took 100 rupees and completed common man’s work.

From then onwards, every time common man goes to government office for work, gives 100 rupees and gets the work done immediately. The officer got used to it and when somebody comes with urgency and requests him to complete work immediately, he started demanding 100 rupees. As people understood that by paying 100 rupees their work gets completed immediately, many people started paying. The files of those few people who are not willing to pay are pending forever.

Another day common man went to the office, gave 100 rupees along with file. The officer asked him to come after 4 hours. Common man was shocked and asked, “I am paying money to get the work done immediately. Why should I wait for 4 hours?” Then the officer said, “The other people also paid 100 each. Why should I do your work first?” Common man thought for some time and gave 200 rupees to get his work done immediately. The officer took the money and completed his work.

All those who could pay money got their work done. Those who never paid bribe were still waiting for their files to move. One person went to the officer after a long wait and checks for the status of his file. The officer strongly says, “I am busy with my work. Pay money if you want your file to move faster”. The person understood that his work can never be done without paying money. He paid money and got his work done.

The officer understood how to gain more money. He just kept most of the files untouched for a long time. He got hundreds of files piled up on his desk. Now he shows these files to new customers and tells them that if they go in queue it will take very long time and if they pay bribe their work gets done faster. The choice is given to the customers. If customers want their work to be done, they have only one choice, “Paying bribe”.

Now there are millions of corrupt officers. Common man is asked for money for every work and everywhere he goes. The bribe he started with 100 rupees has grown to thousands of rupees for simple tasks. Half of his earning is going for paying bribes. Now he is ready to wait for his turn. But officers are clearly saying that his work cannot be done without money.

When his hard-earned money is going out of his hand for unnecessary reasons, common man is helpless and has started complaining. But there is no one to listen to him. Corruption is happening at all levels of all offices. Some people started taking bribe because they need to pay bribe at all walks of their life. They started taking bribe at their work place to compensate what they pay at other places. Some officers take bribe because of pressure from both seniors and juniors. If they don’t take bribes, they will be treated as untouchable.

The most affected is the poor common man. One day if all common men decide not to pay bribe, corruption ends. But that is not possible in this millennium.

Corruption has to be slowed down slowly to stop it completely.

The best solution for all types of corruption is Complaint Box. This is an independent department that supports all types of communication mediums to collect complaints. This department does not control any other department and is not controlled by any other department. The main tasks of “Complaint Box” department are:

1. Collect complaints

2. Create statistics – It has two groups to create statistics. One group gives area-wise statistics and the other group gives crime-wise statistics.

3. Report generation

4. Give data on demand – CBI or police department can request for data.

Complaint Box does not disclose identity of the people who give complaints. This is the most important thing in this process. Only when we hide identity of the people, we can get more number of complaints. The idea is to get maximum number of complaints for all small and big crimes.

Complaining people can be contacted to know whether they can give evidence at court of law. Even if they don’t agree to disclose their identity, CBI and police departments should follow up on the complaint depending on severity and type of the crime.

Terrorists cannot hide without local people’s knowledge. But people don’t give information to police because of fear of their identity getting exposed. When they can hide their identity, they will give all the information. The timely information about terrorists helps to control their attacks.

Nation-wide and state-wide detailed reports are generated and given to heads those states. Summary of the reports will be given to the media periodically. Only report creation will be done for few months. Robust action plan will be prepared by looking at the reports.

As the reports show the city name and corrupt departments, corrupt people understand that they are getting exposed. Though corruption is everywhere, no corrupt person likes to get exposed himself/herself. Corruption slows down even before real action is taken when reports point out the corrupt people with number of complaints on them.

For few months, only the statistics will be announced without any action. When the number of complaints increases, the action can be started from all over the country. But taking action against all complaints at once is not possible. So for selecting the corrupt person, we can have an algorithm in the system which selects the person and gives the details. The algorithm selects a set of corrupt persons for action in each district as follows:

1. The person with highest number of complaints

2. The person who involved in maximum amount of corruption

3. A randomly selected person from complete list

4. A randomly selected person from the latest complaints

Random selection shows the real action against the corruption. When we go in a strict order of level of corruption many people feel safe. But when randomly selected for arrest, action is visible everywhere and corruption slows down. Whether it a single complaint with small amount or relative of a minister, when it comes in random selection that person has to be arrested and prosecuted. One day in one corner of the district and the next in a remote village of the other corner of the district. Before people think that arrests are happening very far from their place, they understand that their neighbour or colleague is also arrested.

Arrest the corrupt person. Request the people who gave complaint to come in real to give evidence. CBI and police can also do little bit of ground work to collect evidence apart from the complaints. If CBI cannot find evidence and the complaining people do not turn up in real, the person is released. But for the people with large amounts of corruption, CBI has to do enough ground work to get all the evidence before prosecution.

Other crimes have to be separated from the general corruption cases. Other crimes have to be handled on priority basis. There may be signals of terrorists, bomb installations, attempt to murder, etc. These cases have to be responded in real time. Complaints on other crimes also have to be monitored in real time and responded depending on the priority.

People can be given guidelines on how to give complaints. Categories of crimes, urgency of response, number of criminals, number of people that may be affected, simple traceable address, whether you are available to give more information and so on.

The following process can be followed to avoid corruption in government policies.

When government allocates money for a policy, the money is deposited in a bank. For example, the policy is to give loans to the poor farmers. The concerned person identifies all the states that get the benefit and the amount for each state and gives the number to the state head, does not give money. That person breaks the number in to parts and gives them to the district heads. District head identifies the villages that will get the benefit. Gives number for each village head. The village heads identifies qualified farmers for this policy, takes their bank account details and sends the list back to district head. The district head collects lists of all the villages and sends them to state head. State head sends the complete state list to the concerned person of central government. That person collects bank account details and the amount to be given to each farmer and gives the list to the bank. Bank deposits money according to the list and gives the tallied full report back to the government. If one of the states could not find enough farmers to utilize the entire budget, the gap will be clearly shown in the final report and the money remains with the government.

The same process has to be followed for all policies. Verification of government money distribution has to be done by matching amount given and the amount received by the end users. The reports of all the policies have to be compared to see if there are any repetitions. Same person may be enjoying benefits from many policies. The system shows list of people that got more than one benefit. Illegal cases can be easily identified from that list. Similar reports have to be generated every year and compared with old reports to find who all are enjoying benefits every year.

Major scams happen when there is natural calamity. Large amounts of donations are collected. But very little goes to the affected people. If money distribution happens through banks, corruption can be minimized in these cases. Donations should be deposited in banks. Banks should deposit money in to the affected people's account directly. Politician's job is to identify real affected people and give their details to the bank.

Government should make sure that every poor person has a bank account with zero minimum balance. At least all the people who seek government benefits should have bank account. Government should negotiate with the banks to give zero balance saving accounts for all poor people. Let government take care of the expenses incurred by banks to maintain these accounts without balance. Every village should have at least one ATM. Banks can join hands to provide one ATM in each village and allow villagers to withdraw money with other bank cards also.

If we can stop all new people from entering corrupt path, corruption will die in few decades as current corrupt people will retire from work. So we need to make sure that none of the new employees will get any option of corruption. To save the people who take bribe because of the pressures from seniors, we can give an option to them. If the person can show at least three persons who are more corrupt with proper evidence, this person can be released without punishment. If any complaint comes on this person after this, he will be prosecuted without any options.

Brand building of anti-corruption has to start from schools. Every student should utter anti-corruption slogans at least once a day. That gets recorded in their brain. When they see a corrupt person, their mind shows the person as bad person. With this discriminatory power, their mind won't allow them to become a bad person when they grow.

Rising NPA and Falling Profit in Public Sector banks

Government of India in the year 2008 and 2009 announced numerous stimulus packages to salvage not only banks but also the Indian economy as a whole from crisis erupted in foreign countries. Unfortunately after lapse of three years and huge stimulus packages the country is facing the same crisis as it faced in the year 2008 and before.
It is astonishing and mysterious too that public sector banks in general used to offer higher and higher rate of Interest to attract corporate deposit , bulk deposit and government deposit in their fold upto 2010 and on the contrary they were ready to finance at sub BPLR rate to corporate . Banks were booking higher and higher profit before 2008 and upto 2010 and showing lower and lower Net NPA and Gross NPA inspite of offering higher deposit rates and lower lending rates.
But during last one year or so when RBI has resorted to rate hikes 12 times and when banks are forced to accept base rate to avoid sub PLR lending, almost all banks have raised BPLR and Base rate to their peak level and on the contrary they have stopped almost completely offering higher rate of interest on deposits to corporate, government departments and cash rich PSUs.. Surprising during last four quarters, profit of most of the banks have either come down or started falling quarter after quarter despite the fact that lending rate is increased abnormally and deposit rate increase is stopped and controlled to a great extent.

What mystery and magic lies behind this is beyond my comprehension, but I am very much confident that the dirty game of bankers will be exposed only when thorough investigation is carried out and some of CMDs and EDs and some of CAs are booked to task who are carrying out fraudulent activities just similar to what Raju carried out in Satyam Computers.

Asset quality in public sector banks have been going from bad to worse for last several years, and it is not a new phenomenon. Unfortunately or fortunately management of all banks have been manipulating the figures year after year in close nexus with team of auditors and officials of Reserve Bank of India and that of Banking Division in Ministry of Finance to conceal bad assets. They have put pressure on field official in branches and taught not to improve the quality and take strong initiative to recover the money from bad borrowers but taught only various tactics to conceal bad assets to reduce provisioning towards bad assets as per RBI guidelines.

At corporate level top officials of banks including CMD and ED have used various false and fake pleas such as global recession, interest rate hikes, bad monsoons, natural calamities etc to give various reliefs to bad borrowers instead of tightening the screws to trap bad officials and bad borrowers. Top management of bank management have never diagnosed the real causes of bad assets whenever it is found to increase due to some reason or the other. Clever bank management do not want to take action against erring official, corrupt sanctioning official because they themselves are part of dirty game of bad lending. This is why bank management have wrongly but willfully and invariably pleaded that if action is taking against credit officers and top executives , credit growth will immensely suffer and they will not be in a position to achieve the target set by Finance Minister.

After complete introduction of Core Banking Solution (CBS) in banks, Reserve bank of India advised banks to calculate bad assets called as Non Performing assets (NPA) on common terminology using advanced technology and not manually . Banks are slowing getting pressure to assess their quality of assets through automated system taking advantage of CBS technology. Since management of banks find now difficult to conceal bad assets under CBS oriented NPA assessment system, total of bad assets is now being exposed in Balance sheet and it has reached a level of 3% of total advances.

It is to be noted here that NPA percentage is still more than what it has been revealed during last few quarters. Still banks have not declared their entire NPA and after taking RBI hidden consent. Of course they are gradually exposing their bad assets and this is why quantum of bad assets has not jumped to highest position in one time but it is rising quarter after quarter. Officials of RBI, top management of each PSB and official of Ministry of Finance all know very well that actual quantum of bad assets in government banks is far more than 5% of total advances. In more than 25% of three year old branches gross NPA is more than 25% of total advances. There are many such branches where gross NPA is even more than 50% of total advances.

Clever bank management are trying their best to show minimum percentage of gross NPA by either manipulating the system secretly or by resorting to fresh lending by opening new branches and resorting to fresh bulk lending to big corporate, to real estate sector and to mutual funds so that total advances in banks increases which in turn reduces percentage of Gross NPA compared to Total Advances. But this story will not help for longer period until there is adequate improvement in quality and moral integrity of credit sanctioning authority , honesty in promotion processes in banks ,improvement in legal machineries which may help in recovery from willful defaulters , tightening of screws on Chartered Accountants , Valuers and official of rating agencies and change in attitude of politicians. Bank management has to increase number of staff in branches, reduce staff at administrative offices and award honest officers by stopping and punishing corrupt officers who were rising in their career through unfair ways and means. Till now bank management has not tried to cure the real disease and at the same time government of India have also not improved the quality of legal system and not tried to inculcate good culture in politicians who are using bank loan to enhance their personal wealth and to increase their vote banks.

It is very sad that all the time when proportion of bad assets increases in banks , management of banks accuse global recession, interest rate hike, bad monsoon, natural calamities etc but not punish the real culprit. It is remarkable here that when most of top official have occupied the top post and come through bad routes and when they have themselves created and accumulated bad assets in their banks they are not in a position to punish the real culprit and hence they are searching always some weak scapegoat , some lame excuses and pleading some irrelevant reasons before MOF for deteriorating quality of bad assets in banks.

Million dollar questions is “Who will bell the cat when even officials in RBI and MOF are equally weak and guilty”. System is not corrupt but corruption has become the system in banks. Not only banks but all other government departments including judiciary are also victim of same disease.

It is therefore not surprising that public demand led by Anna for strong Lokpal Bill is gaining momentum month after month, day after day and none can stop this. Government can torture Anna, Ramdeo and their followers but cannot stop public revolt without punishing corrupt officials and corrupt politicians.

Clever bank management do not want to take action against erring official, corrupt sanctioning official because they themselves are part of dirty game of bad lending. This is why bank management have wrongly but willfully and invariably pleaded that if action is taking against credit officers and top executives , credit growth will immensely suffer and they will not be in a position to achieve the target set by Finance Minister.

After complete introduction of Core Banking Solution (CBS) in banks, Reserve bank of India advised banks to calculate bad assets called as Non Performing assets (NPA) on common terminology using advanced technology and not manually . Banks are slowing getting pressure to assess their quality of assets through automated system taking advantage of CBS technology. Since management of banks find now difficult to conceal bad assets under CBS oriented NPA assessment system, total of bad assets is now being exposed in Balance sheet and it has reached a level of 3% of total advances.

It is to be noted here that NPA percentage is still more than what it has been revealed during last few quarters. Still banks have not declared their entire NPA and after taking RBI hidden consent. Of course they are gradually exposing their bad assets and this is why quantum of bad assets has not jumped to highest position in one time but it is rising quarter after quarter. Officials of RBI, top management of each PSB and official of Ministry of Finance all know very well that actual quantum of bad assets in government banks is far more than 5% of total advances. In more than 25% of three year old branches gross NPA is more than 25% of total advances. There are many such branches where gross NPA is even more than 50% of total advances.

Clever bank management are trying their best to show minimum percentage of gross NPA by either manipulating the system secretly or by resorting to fresh lending by opening new branches and resorting to fresh bulk lending to big corporate, to real estate sector and to mutual funds so that total advances in banks increases which in turn reduces percentage of Gross NPA compared to Total Advances. But this story will not help for longer period until there is adequate improvement in quality and moral integrity of credit sanctioning authority , honesty in promotion processes in banks ,improvement in legal machineries which may help in recovery from willful defaulters , tightening of screws on Chartered Accountants , Valuers and official of rating agencies and change in attitude of politicians. Bank management has to increase number of staff in branches, reduce staff at administrative offices and award honest officers by stopping and punishing corrupt officers who were rising in their career through unfair ways and means. Till now bank management has not tried to cure the real disease and at the same time government of India have also not improved the quality of legal system and not tried to inculcate good culture in politicians who are using bank loan to enhance their personal wealth and to increase their vote banks.

It is very sad that all the time when proportion of bad assets increases in banks , management of banks accuse global recession, interest rate hike, bad monsoon, natural calamities etc but not punish the real culprit. It is remarkable here that when most of top official have occupied the top post and come through bad routes and when they have themselves created and accumulated bad assets in their banks they are not in a position to punish the real culprit and hence they are searching always some weak scapegoat , some lame excuses and pleading some irrelevant reasons before MOF for deteriorating quality of bad assets in banks.

Million dollar questions is “Who will bell the cat when even officials in RBI and MOF are equally weak and guilty”. System is not corrupt but corruption has become the system in banks. Not only banks but all other government departments including judiciary are also victim of same disease. It is therefore not surprising that public demand led by Anna for strong Lokpal Bill is gaining momentum month after month, day after day and none can stop this.Government can torture Anna, Ramdeo and their followers but cannot stop public revolt without punishing corrupt officials and corrupt politicians.

Critique of Government’s Lokpal Bill 2010

(Proposed to be passed as an ordinance by the Central government)

UPA government has been under constant attack due to exposure of one scam after the other on the issue of corruption. In order to salvage its image, the government proposes to set up an institution of Lokpal to check corruption at high places. However the remedy seems to be worse than the disease. Rather than strengthening anti corruption systems, this bill if passed, will end up weakening whatever exists in the name of anti corruption today.

The principal objections to government’s proposal are as follows:

Lokpal will not have any power to either initiate action suo motu in any case or even receive complaints of corruption from general public. The general public will make complaints to the speaker of Lok Sabha or chairperson of Rajya Sabha. Only those complaints forwarded by Speaker of Lok Sabha/ Chairperson of Rajya Sabha to Lokpal would be investigated by Lokpal. This not only severely restricts the functioning of Lokpal, it also provides a tool in the hands of the ruling party to have only those cases referred to Lokpal which pertain to political opponents (since speaker is always from the ruling party). It will also provide a tool in the hands of the ruling party to protect its own politicians.
Lokpal has been proposed to be an advisory body. Lokpal, after enquiry in any case, will forward its report to the competent authority. The competent authority will have final powers to decide whether to take action on Lokpal’s report or not. In the case of cabinet ministers, the competent authority is Prime Minister. In the case of PM and MPs the competent authority is Lok Sabha or Rajya Sabha, as the case may be. In the coalition era when the government of the day depends upon the support of its political partners, it will be impossible for the PM to act against any of his cabinet ministers on the basis of Lokpal’s report. For instance, if there were such a Lokpal today and if Lokpal made a recommendation to the PM to prosecute A. Raja, obviously the PM will not have the political courage to initiate prosecution against A. Raja. Likewise, if Lokpal made a report against the PM or any MP of the ruling party, will the house ever pass a resolution to prosecute the PM or the ruling party MP? Obviously, they will never do that.
The bill is legally unsound. Lokpal has not been given police powers. Therefore Lokpal cannot register an FIR. Therefore all the enquiries conducted by Lokpal will tantamount to “preliminary enquiries”. Even if the report of Lokpal is accepted, who will file the chargesheet in the court? Who will initiate prosecution? Who will appoint the prosecution lawyer? The entire bill is silent on that.
The bill does not say what will be the role of CBI after this bill. Can CBI and Lokpal investigate the same case or CBI will lose its powers to investigate politicians? If the latter is true, then this bill is meant to completely insulate politicians from any investigations whatsoever which are possible today through CBI.
There is a strong punishment for “frivolous” complaints. If any complaint is found to be false and frivolous, Lokpal will have the power to send the complainant to jail through summary trial but if the complaint were found to be true, the Lokpal will not have the power to send the corrupt politicians to jail! So the bill appears to be meant to browbeat, threaten and discourage those fighting against corruption.
Lokpal will have jurisdiction only on MPs, ministers and PM. It will not have jurisdiction over officers. The officers and politicians do not indulge in corruption separately. In any case of corruption, there is always an involvement of both of them. So according to government’s proposal, every case would need to be investigated by both CVC and Lokpal. So now, in each case, CVC will look into the role of bureaucrats while Lokpal will look into the role of politicians. Obviously the case records will be with one agency and the way government functions it will not share its records with the other agency. It is also possible that in the same case the two agencies arrive at completely opposite conclusions. Therefore it appears to be a sure way of killing any case.
Lokpal will consist of three members, all of them being retired judges. There is no reason why the choice should be restricted to judiciary. By creating so many post retirement posts for judges, the government will make the retiring judges vulnerable to government influences just before retirement as is already happening in the case of retiring bureaucrats. The retiring judges, in the hope of getting post retirement employment would do the bidding of the government in their last few years.
The selection committee consists of Vice President, PM, Leaders of both houses, Leaders of opposition in both houses, Law Minister and Home minister. Barring Vice President, all of them are politicians whose corruption Lokpal is supposed to investigate. So there is a direct conflict of interest. Also selection committee is heavily loaded in favor of the ruling party. Effectively ruling party will make the final selections. And obviously ruling party will never appoint strong and effective Lokpal.
Lokpal will not have powers to investigate any case against PM, which deals with foreign affairs, security and defence. This means that corruption in defence deals will be out of any scrutiny whatsoever. It will become impossible to investigate into any Bofors in future.

Therefore, the draft Lokpal ordinance is eyewash, a sham. It is sad that despite so much of embarrassment caused to UPA due to so many scams, UPA is still making a fool of the people in the form of this draft ordinance.

Why Jan Lokpal Bill is necessary

No politician or senior officer ever goes to jail despite huge evidence because Anti Corruption Branch (ACB) and CBI directly come under the government. Before starting investigation or initiating prosecution in any case, they have to take permission from the same bosses, against whom the case has to be investigated.

Lokpal at centre and Lokayukta at state level will be independent bodies. ACB and CBI will be merged into these bodies. They will have power to initiate investigations and prosecution against any officer or politician without needing anyoneⳠpermission. Investigation should be completed within 1 year and trial to get over in next 1 year. Within two years, the corrupt should go to jail.

No corrupt officer is dismissed from the job because Central Vigilance Commission, which is supposed to dismiss corrupt officers, is only an advisory body. Whenever it advises government to dismiss any senior corrupt officer, its advice is never implemented.

Lokpal and Lokayukta will have complete powers to order dismissal of a corrupt officer. CVC and all departmental vigilance will be merged into Lokpal and state vigilance will be merged into Lokayukta.

No action is taken against corrupt judges because permission is required from the Chief Justice of India to even register an FIR against corrupt judges.

Lokpal & Lokayukta shall have powers to investigate and prosecute any judge without needing anyoneⳠpermission.

Nowhere to go - People expose corruption but no action is taken on their complaints.

Lokpal & Lokayukta will have to enquire into and hear every complaint.

There is so much corruption within CBI and vigilance departments. Their functioning is so secret that it encourages corruption within these agencies.

All investigations in Lokpal & Lokayukta shall be transparent. After completion of investigation, all case records shall be open to public. Complaint against any staff of Lokpal & Lokayukta shall be enquired and punishment announced within two months.

Weak and corrupt people are appointed as heads of anti-corruption agencies.

Politicians will have absolutely no say in selections of Chairperson and members of Lokpal & Lokayukta. Selections will take place through a transparent and public participatory process.

Citizens face harassment in government offices. Sometimes they are forced to pay bribes. One can only complaint to senior officers. No action is taken on complaints because senior officers also get their cut.

Lokpal & Lokayukta will get public grievances resolved in time bound manner, impose a penalty of Rs 250 per day of delay to be deducted from the salary of guilty officer and award that amount as compensation to the aggrieved citizen.

Nothing in law to recover ill gotten wealth. A corrupt person can come out of jail and enjoy that money.

Loss caused to the government due to corruption will be recovered from all accused.

Small punishment for corruption- Punishment for corruption is minimum 6 months and maximum 7 years.

Enhanced punishment - The punishment would be minimum 5 years and maximum of life imprisonment.

Thieves and corrupt politicians sitting in Parliament have been putting hurdles in passing of Lokpal bill for last forty years and they are enjoying the fruits of power for their self and for their kith and kin. They ignore public who voted them to power. That is why now People of India led by Anna has come forward with a Lokpal bill drafted by them.

Government says that it cannot accept the draft of common men or civil society members because it is against the spirit of the Parliamentary democracy. They plead that the government draft has been referred to Standing Committee of the Parliament. Who are the members of the committee is also to be seen: person like Lalu, Amar Singh, Singhwi cannot do justice to Lokpal Bill

Thieves and corrupt persons sitting in Parliament and who have been consistently earning and accumulating ill earned money and becoming richer and richer cannot be expected to pass a stern and effective Lokpal Bill. They have been applying their cleverness rather to postpone the bill for last 40 years Now when under pressure of public agitation they have submitted the lokpal bill before Parliament, they have rather introduced provisions in their Bill to punish to those who complain against corrupt politicians and corrupt officers. They have been consistently and willfully using “democracy” and “Secularism” as a tool and as a gun to shut the mouth of weeping, tortured and aggrieved public and shot the person, party and society who raise voice against the corrupt politicians. They have been consistently trying to puncture the movement of Anna as they did Ramdeo Baba’s movement against Black Money.

These clever politicians ( government flatterers ) fired at peaceful demonstrators at Ramlila Ground on 4th June in midnight where Mr. Ramdeo was sitting in fast to lead a movement to bring back black money .These clever politicians tried their level best to trap and torture Ramdeo , Bal Krishna Acharya , Anna and their supporters on flimsy ground… These cleaver politicians tried their level best to disallow Anna’s fast and left no stone unturned to prevent Anna and his followers raising voice against Government.

Government talks of Standing Committee, parliamentary democracy and adequate time to pass the bill. Government has lost credibility because they talked, discussed and debated various provision of proposed Lokpal bill along with members of Civil society and drafted a joint bill but while presenting the bill in Parliament, they completely ignored the ideas and views of Civil Society members.Government showed by action that they do not value draft prepared by civil society members and on the contrary they did their best to ridicule members of Civil society, to malign them and to threten them to discard their Jan lokpal bill or face the consequences as Ramdeo Baba faced.

Prime Minister Manmohan Singh says that in such a short span of time ( 10 days )as suggested by Anna Team, such a vital bill as Lokpal Bill cannot be passed by Parliament. I wish to mention here that this Parliament which is being used as a tool to hide the malicious intention of the government was never used during last seven years of UPA rule even to discuss the important bills like Finance Bill or any other bill. Parliament passed the bill pertaining to rise in their salary and perks in a day or two. Indira Gandhi Changed the basic structure of the Constitution by 42nd Amendment bill without any discussion in Parliament. Hundreds of bills are passed every year without any debate and discussion.

April6, 2009 The Economic Times: As India prepares to elect a new Parliament, a latest study shows that only 173 MPs in the 14th Lok Sabha actually spoke on legislative issues while the House passed nearly 40 per cent of the bills with less than one hour of debate.

Parliament is used for mutual mug slinging but not in constructive discussion. If there is a will, there is a way. Government has not exhibited their will to pass the strong Lokpal Bill. Their actions and activities clearly indicate that the government is determined to crush the movement of Anna and postpone the making of bill as long as possible.

But, here I wish to warn the government that this time people of India have awaken from their deep slumber and they will now ensure that their will of strong Lokpal bill is fulfilled by hook or by crook. It is a bitter truth that government never understand the demands made by common men or an organized union until their peacefully placed demand is followed by agitation and violent agitation. People of India know it very well that Government realize the gravity of the genuine demands only when some private and public properties are burnt , some innocent men are sacrificed and so on. This government does not try to understand the sentiments of common men but try to divide them by hook or by crook. The issue is how to eliminate corrupt people from the system AND NOT who are THE POLITICAL PARTIES SUPPORTING Anna. It is only when the Parliament has failed to pass the desired bill for last 40 years , need of the hour is to leave all works aside and work day and night to discuss and debate Jan Lok Pal bill and pass it in the Parliament to exhibit their effectiveness in practice.Government should without any delay shed their ego and reconcile with the situation and do justice with public demands.

Parliament is made to represent the views of common men , not that of elected leaders . Elected leaders are supposed to read the pulse of common men and give value to views of civil society members. No rule or law should pose a hurdle in passing of a strong Lokpal Bill in 10 days if government is determined to pass the bill from core of their heart. They can continue debate 24 hours in Parliament for all the residual 9 or 10 days to give respect to public sentiments and Pass Lokpal Bill as agreed upon by consensus in Parliament, The purpose is to pass a effective legislation to create a fear complex in the minds of evil doers and prevent stop officers and politicians adopting corrupt practice for their self interest. It is not prudent and desirable that the government waste time in unnecessary discussions on non issues.It may be Lokpal or Jan lokpal or a mixture of the two . People of India want to get rid of corrupt people and for this purpose they are wholeheartedly behind Anna and Ramdeo.

Support Anna Team Now or Never

Anna has toled that leaders of Congress Party has betrayed Anna Team on Jan Lokpal Bill and on saction of place for fast scheduled to commence from 16th of this month.Government will continue to betray because it knows very well that opposition parties are divided, votes are divided and hence their victory in election in certain. As long as Anna do not get full fledged and unconditional support from opposition parties, the success of Anna's movement will undoubtedly be time consuming and the team of Anna Hazare will have to face tortures as Ramdeo Baba faced in recent past.

I had suggested on this forum and on many other forums that Ramdeo and Anna and their team should try to take the support of opposition parties on the issue of price rise, corruption and terrorism & naxalism to oust the most corrupt party from power.

I once again reiterate that support of opposition parties is unavoidable to precipitate situation like that created by Jai Prakash Narayan in 1974. After all India believes in Parliamentary democracy and there is no immediate threat to majority possessed by UPA in Parliament despite all stories of Corruption. It is only when elections are ordered voters will get an opportunity to teach a lesson to dictatorship of Congress Party led UPA’s . ”Chor upar Sinachori “ type policy has become the habit of ruling Congress Party only because they do not see any threat to their power in near future and for this they diplomatically tease the party BJP on communal and pseudo secularism.

The moment they realize that BJP is immediate threat to their survival they will immediately try to add Anna team into their fold .

When Indira Gandhi lost election petition filed by Raj Narayan in Allahabad court she clamped emergency in the country and lall prominent leaders of opposition parties were arrested early in the next morning . Excesses were committed during emergency and people were forced to surrender before dictatorship of rulers. After 20 months all leaders of all opposition parties realized that their unity was very much necessary to oust Dictator Indira Gandhi.

Time has once again come and need of the hour is that leaders of all opposition parties extend their whole hearted support to Anna and Ramdeo. Otherwise days are not far when they would face the same music as they faced during emergency. Ramdeo was tortured, Bal Krishna was tortured like anything but tax evaders like Hasan Ali has been released. Government brutally lathi charged BJP demonstrators in Delhi when they were shouting against corrupt leaders Shiela Dikchit.

If Anna Team also fails like Ramdeo Baba I think it will the greatest blow to fight against corruption and the consequence will be unprecedented rise in arbitrary rule of Congress Party. Price rise, corruption, black money and terror activities will rise by leaps and bounds and government will never act against evil doers.

It is desirable that prominent youth leaders, students of all colleges, and all social activites come together, extend voluntary support to Anna team . NOW or Never. It is the time to strengthen and empower Anna Team as much as possible to teach a lesson to shameless team of Congress Party leaders who are committing blunder after blunder, scam after scam and still threatening to peaceful activists.

I therefore request Anna Team to give enough value to leaders of opposition parties who are ready to support them. They should not fear Congress Party who plead that Anna is backed by RSS and BJP. It is very much necessary that a national party support a national movement for its grand success.

Esteemed Member of Parliament

We are deeply hurt and disappointed with the government proposed Lokpal Bill. We want Lokpal to be a Strong Government Independent Anti Corruption body , which can investigate on its own.

"Jan Lokpal Bill" has been proposed to support people of India like myself. So , please support Jan Lokpal Bill which is effective than the Government proposed Lokpal bill in eradicating corruption.

Please note that you are elected representative and it is your first duty to listen to legitimate demands of people of India, not following blindly directives given by your party boss only.You must apply your own conscience too and support Jan Lokpal Bill by hook or by crook instead of toeing the line of the government which is bent upon turning a blind eye to vital issue of black money and rampant corruption due to their vested self interest.

If fear is created in the minds of evil doers there is no doubt that in course of time such strong Jan Lokpal Bill will help not only in reducing the level of corruption in Indian political and administrative system but will also help in reducing the pain caused to common men by abnormal rise in prices of essential commodities or loss caused to common men due to naxal and terror attacks and also help in reducing the land value to a great extent as a result of which the house property will become affordable for common men.

If power of black money is diluted, judiciary will become stronger, flattery will be insignificant and merit will become of utmost importance in all walks of life.If strong Lokpal Bill is accepted for enactment I think power of money in general election will face phenomenal erosion and merit of the candidates contesting the election will always get importance-

Why we have lost faith in present government :-------------

1. Nothing has been done during last 40 years to stop corruption. Lokpal bill is pending since long only because thieves are sitting at top post and they do not want any punishment for themselves. Cases of corruption lodged by CBI and Vigilance departments remain pending as long as the accused person is in power and as long as Supreme Court intervenes. Thousands of Cases involving thousands of crores of rupees frauds, misappropriation of government fund, corruption are lying pending in the office of CBI, RBI, Vigilance Department because VIPs of Government do not want any punishment to actual culprits and perpetrators of corrupt culture. None of accused in Bofors scam, Sikh Riot , Stamp scam, Bhopal Gas tragedy etc have been punished even after lapse of 25 years.

2. If the guardian is not disciplined and if there is no fear of punishment, the children are mostly likely to become worse than guardian. Congress party has remained in power for most of the time after freedom and level of corruption has been rising year after year. Even after exposure of numerous scams worth lacs of crores of rupees, government is hesitant to punish guilty ministers, It has become habit of Congress Party leaders to blame BJP and RSS for all mischievous acts of their friends in power.

3. Everyone is chor (thief, corrupt, dishonest), it does not mean that Chori Karna Pap nahin hai.We have to learn to discriminate between Hira Chor and Khira Chor.And it is not acceptable that it is not possible to change the system of corruption. If non flatterers and truly meritorious persons are chosen for top posts, if merit is given its due recognition there is no doubt that the degree of corrupt culture will get diluted in course of time.

4. There are numerous examples of good officers, good ministers, good CMs who have acted honestly and effective come what may during their tenure and created phenomenal change in the area they worked. Narendra Modi and Nitish Kumar are two latest examples whose work has been appreciated all over the country. Still Congress Party or RJD like political parties can find out a few faults of omission or commission in Gujarat and Bihar to tarnish the image of Bihar or Gujarat. But people of Bihar and Gujarat are happier under reign of current government. People of Congress Party have forgotten Sikh Riot of 1984 but is not ready to forget Gujarat riot of 2002.

5. T. N Shesan showed the country that if there is a will there is a way. Many IAS and IPS officers (like Kiran Bedi) have proved that if they are tight in administration criminal fly away from the district they are posted.

6. In our country our PM Manmohan Singh and his gang of ministers are still not ready to believe that Kalamadi or Koda or Raja did any wrong. He and his government are not ready to accept Shangloo committee report and PAC report. He does not believe finding of CAG if top ranked ministers are accused. His clean image will prove to be very costly for the Nation. Corruption has crossed the level of tolerance, it is the statement of PM himself but he says that is helpless.

Ministers found involved in scam are made Governors of some state of made central ministers or made Director of banks or CEO of public sector undertakings because leaders of Congress Party are in habit of rewarding flatterers and torturing opponents by hook or by crook. Though Manmohan “Singh is said to be Doctor in Economics , economy of our country during his period of reformation has given great disservice to Nation, greater pain to common men and caused unprecedented loss to the country .

6. Spokesmen of Congress Party have in general become shameless and bent upon puncturing the movement launched by Baba Ramdeo and Anna Hazare only by loudly crying that BJP and RSS are behind Civil Society member. It is unfortunate that the pious word like democracy and secularism are used by leaders of Congress party to commit impious and evil work and to commit their culture of corruption. It is Congress Party which strangulated democracy by imposing emergency on 26th of May1975 and by arresting all opponents .It is Congress Party which ignored and misused secularism,. Constitution and the spirit of Parliamentary democracy when it allowed Sikh riot taking place uninterrupted for a week all over the country sitting at Delhi in power, which allowed Babri Masjit demolition in 1986 and which ignored Supreme Court order by amending the Constitution in Shah Bano case.

7. Many countries in the world have already initiated action to stop exodus of money from their country for parking in other countries. China like country has formulated new rules to bring back black money parked in foreign banks like Swiss Bank but India shows their helplessness in this line , Why? It is bad luck that CWC has proposed tough stand against Civil Society Members. They have forgotten that public have voted them to power and public can uproot them from power if they like so. And civil society is nothing but effective part of public and they have every right to propose good ideas .

Government should make efforts to reduce creation of black money in following ways.

First and foremost is very simple solution to the problem of black money and it is minimizing cash transaction. As per company rules all payment above value of Rs.20000 should be through cheque but still companies are making purchases in cash .Ramdeo Baba has right pointed out that notes of Rs.500 and Rs.1000 should be demoetised.Even Rs100 note should be demonetized. Politicians always talk of poor farmers, small traders to continue their earning through evil means. More than 90 percent of population of India does not earn 100 rupees a day; more than 50 % of population does not earn even Rs.20 a day. As such they will not face any problem. In developed countries like USA, 99 percent of sale and purchase take place through cards or bank cheques and after giving acceptable identity only. In India 90 percent of sale and purchase takes place in cash. Government should try honestly to remove all constraints coming in way and ensure that more than 90% of such transactions takes place through cheque .

Most of traders and manufacturers and government officers are perhaps aware that only in Delhi purchases by traders takes place in hundreds of crores of rupees in cash , or by Rs.9000 demand draft ( less than Rs.20000 DD can be purchased in cash). Draft of value less than Rs.20000 are purchased by traders in every nook and corners of the country and used in Delhi to buy goods and these DDs circulate as hard currency and as black money for six months (period for which DD is valid in banks).If all purchases in Delhi, Surat, Rajkot, Kolkata, Mumbai start taking place in cheque, they seller will start selling on bills and paying tax.

Secondly government should try to bring all incomes generated by servicemen, traders and manufacturers in tax domain. for this purpose they should stop all types of reliefs, concession exemptions. Chartered Accountants and Tax consultants guide Income tax payees how to save tax and how to avoid tax payment. Severe punishment should be given to CAs who is master in converting black money into white money. Tax exemption limit should be upto ten lacs should be permissible so that number of service men are excluded from tax payment and in this way tax authorities will have controllable numbers of assesees to scrutinize. Those IT officials who allow tax evasion by taking bribe should be severely punished in shortest time so that there is demonstrative effect on juniors and babus working in his office.

Thirdly all purchases of house, lands and commercial property should be thoroughly checked by IT officials and where the sale value shown is far less than prevailing market rate , they should be allowed to either cancel the deal or they should purchased the property on behalf of the government and distribute among poor and middle class service men. In Mumbai itself flats worth more than a crore rupees is registered at value Rs, 25 to 50 lacs. Such low valued registration takes place in India every day in good numbers and government is fully aware of it. Most of the netas and officers are purchasing high value properties and it is they who are supposed to stop creation of black money. Birds of same feather flock together. Officers and politicians save each other , thieves always have good relation among themselves so far as action against them by police is concerned.

Fourth, government should adequate manpower in police and judiciary to ensure that pendency of FIR and court cases in Thana and courts respectively is brought down from 50 millions to 50 thousand and lower .There should be fear of law in the minds of all evil doers. Action should be sever and quickest against those who violate rules. There should be honesty in execution of laws too. Law enforcing agencies if found on wrong path should be severely punished. Officers and politicians who hold top post and commit mistake or indulge in illegal practices should be punished more so that subordinates working under them do not dare to think of taking bribe or illegal money from any citizen.

Fifth root cause of all corruption is dishonesty in recruitment, promotion, posting and transfer of staff working in government offices. Corrupt officers humiliate honest officers and reject them in promotion processes or post them at the most critical places. Due to this culture of flattery and bribery takes the root in all organization. Property of all top ranked officers and ministers must be checked and those found to be guilty of earning money through bribe either in cash or in kind must be brought to task immediately and severely to demonstrate his subordinates that evil workers are not spared. Such corrupt officers should be removed from the services and those honest officers who have been sidelined should be brought back in mainstream to give a moral boost up those who are devoted workers. For this purpose all officers who have been elevated violating seniority should be given their due award and on the contrary officers who promoted this unhealthy culture should be demoted and posted at critical places.

Expenses on all types of election should be banned. Any Indian citizen who is recognized in an population area of say 10000 should be allowed to contest and do door to door campaigning to prove his caliber and popularity. Each such elected person should form a body and then they should elect one person for each black and each district. No rally, no pamphlets, no car rally , no processions, no banners and in brief no expenses either on nomination or on campaigning. Politicians are very clever and it is they who promote black money and it is they who taken huge money from corporate houses, top ranked traders, high profile servicemen, professionals and businessmen to enrich their political fund.

Crores of rupees are spent by all contesting persons in a general election and all these money are nothing but black money. Users of black money cannot allow stopping of creation of black money as long as government do not ban all types of expenses. Politicians always talk of government funding and never talk of reducing expenses. It is these hard core politicians who by dint of their huge money power purchase voters, give them temptations of various types of gifts and strangulate democracy. In fact democracy and secularism are two words which have been used by politicians as tools to befool and loot Indian citizens. These clever politicians divide the voters on caste and communal grounds, backwards and forward ground, poor and rich ground, regional and religious ground and finally win the election to perpetuate their job of looting the nation. They know very well that Indian laws are in their hands and they can manipulate police, judiciary, law enforcing agencies, vigilance agencies and administration by dint of their money power and by dint of their post.

Corrupt practices and use of black money is so much deep rooted that one can say without any doubt that democracy and secularism are meant for corrupt people only. Government is made of corrupt persons, made for corrupt persons and made by corrupt persons.

When the persons in power crosses the limit of tolerance people of India must come and has rightly come in the front to throw such corrupt leaders from the government who have caused not only huge loss to the public money but given unbearable pain to common men on all fronts

Mr. clean PM and Mr. Kapil sibal like flatterers did not treat 2G scam, CWG scam and other scams seriously. Government did not frame Lokpal bill for last 20 years. Corruption has crossed all limits of tolerance and this fact has been accepted openly by PM. Still government is proud of running a government well and shamelessly blames RSS and BJP for all its misdeeds and for its failure in stopping misdeeds of others. So shameless and rudderless is this government that it has no moral to teach Anna and Ramdeo. People do not have faith on such corrupt leaders and do not want to listen their preaching’s.

God has tried to save Indians from looters who active in disguise of government and who are sitting in top posts. God has tried to save Indians by sending person like Anna, Kiran Bedi, Arvind Kejriwal,Baba Randeo, who aremaking their best efforts to ensure punishment to evil doers in quickest time. What is wrong in it? They are not crying for their self interest, they are trying to stop corruption and bring back black money. People will support them till their last breadth. Why is government afraid of civil society members?

It is definitely because ministers are the originator of dirty stream and it is they who promoted flattery and bribery culture and hence people have to clean Ganga from where it originates.

Let the flatterer ministers try their best to torture person like Anna and Baba Ramdeo, let the government try to tarnish the image of Anna team , Baba supporters and opposition parties , people of India voted DMK out , it is they who know how to vote out Congress Party too. In 1977 they showed their power and again they will prove their power by uprooting UPA rule. For this task all opposition political parties will sooner or later come together to fight out evil of UPA rule and to expose clean PM Manmohan Singh.

People are just waiting for a leader like Jai Prakash Narayan who can bring about polarization in likeminded political parties so that the current mighty government can be pulled down forcefully.

When Head of most of the departments are busy in loot of government fund, when ministers and almost all elected representatives are busy in accumulation of wealth through illegal means and when almost all officers and babus are busy in earning money through bribe and kickbacks, we may say that the system is bad and we need urgent change in the system.

For change in the system we need change of the government which promoted bad culture in the system. In the past also IT officials and custom officials have confiscated huge illegal property of several corrupt officers and politicians. Can government give report on what has happened to such confiscated properties?

Is there no such rule in existing rule book which is adequate to punish perpetrators of , generators of and promoters of black money rule? If yes, why government failed to stop remittance of black money through banks to foreign center during last so many years to demonstrate their good intention if any?

Why government failed to stop generation of black money through sale and purchase of landed property? Why government failed to stop sale and purchase of goods without bill?

Black money of thousands of crores of rupees in generated in Delhi itself everyday because ninety percent of goods going out of Delhi are sold without bill and vouchers.
Can government stop selling of goods and punish those traders who sell the goods without bill?
Are officers in Sales Tax and Income tax departments doing their duties honestly and sincerely?

Government knows very well who has visited foreign centers frequently and who has accumulated wealth more than his total income from known sources?

Can the government first assess the wealth of current and past Member of Parliament and top ranked officers to demonstrate that they are really serious to stop corruption and punish corrupt officers?

Cleaning process must start from top and not from the bottom which usually occurs in the offices owned and PSUs by government.

What action government is contemplating to stop generation of black money?

Corruption originates from the day of recruitment of a person as government employee. Can government stop corruption in recruitment of staff, posting of officers and out of turn promotion of such officers who are number one flatterer and bribe earner?

Election for Parliament and state assemblies are the main source which pave the way of corrupt rule. Can government stop it or even dream of stopping this vicious circle of corruption?

RBI has advised all banks including private and foreign banks to set up vigilance wing in their administrative offices to check malpractices, fraud, bad lending, bribe led lending, kickback oriented contractual work, inflated purchases of stationeries, bribe based recruitment, bribe based promotion, bribe based transfers etc.

But what will happen when the vigilance officers themselves are not honest and are the most corrupt and looters? It is worthwhile to mention there that all public sector banks already have the provision of vigilance wing since long. Unfortunately none of top executives have been punished as long as there is media uproar or there is mass upsurge against the corrupt officers. Hundreds of files of corruption related to top officials have been closed by taking bribe by vigilance officers. If CBI or any authority try to open even closed files, I think it will open Pandora’s box in banking industry which is full of worms and snakes.

As such, corrupt vigilance offices are of no use because they can ignore the inquiry after receipt of bribe from corrupt officer against whom charges of corruption is leveled by inspecting officials or whistle blowers. Bank officers can be tortured by transferring his services to most critical and remote places whereas on the contrary the most inefficient and the most corrupt officer can be awarded by giving him cream posting and out of turn promotion. Bad officers are in this way protected and good officers are made scapegoat

Appraisal system and Interview system in banking industry for promotions is misused by top ranked officials and this is the root cause that proportion of Non Performing assets has been increasing quarter after quarter, cases of fraud, bribe led lending , bribe led write off of loans of willful defaulters, commission based purchase of ATM and other costly materials, bribe based inferior construction work has been increasing and increasing inspite of so called preventive steps said to have been taken by regulating agencies .

And ultimately health of banks in public sector has been deteriorating year after year even though the clever executives of every bank try to manipulate data in the balance sheet to their best possible extent in collusion with team of Chartered Accountants.

How is it possible that fake pilot officers are recruited in India?

IAS and IPS officers are transferred at the whims of ministers.

Judges are selected not on merit but on recommendation.

Why banks are allowed to recruit officers in higher scale depriving senior experienced officers available in banks?

Is it a direct permission to top ranked officers to earn through recruitment?

Do anyone know how much cash is required to be paid by aspirants for the post of ED or CMD of a Public Sector bank to various top level dignitaries?

Is it not true that high level source and recommendation of some ministers is enough to become director, ED or CMD of a bank or a Public Sector Undertaking?

In fact one has to pay for getting posting and promotion too in all government departments, in police department, in banks, in insurance companies, in schools and colleges and in brief almost in all offices.

Even teachers are recruited as per whims and fancies of MLA, MP and minister of the area in which school is located. Posting of BDO, CO DC, DM, SP and all IAS and IPS officers are done by group of ministers after taking money in some way or the other.

Similarly when top officers of a PSU are selected by Interview panels only after paying money, such officers will definitely try to recover the same from his subordinates.

People who come by paying money try their level best to earn money as much as possible.
Similar is the position of MLA and MP who earn illegal money to become MLA, MP and ministers.

Why do all ministers put verbal pressure on corporate houses and recruitment bodies in government offices to give employment to their kids, friends and relatives?

Why CBI officials going against government are posted at critical laces and officers who provide safety to corrupt ministers and corrupt corporate houses are promoted violating policy and given choice posting?

Officers have to pay cash or gift invariably for getting recruitment or posting in top positions in addition to use of recommendations from some important and powerful person. Due to this, quality of workforce has faced great erosion practically in all offices.

Management of bank and public sector undertaking k is thus creating frustration and disincentive among good officers who are being rejected not only in promotion process by greedy top officers but humiliated by newly recruited direct bosses.

Is it not harmful for the health of public sector undertakings?

Such unhealthy practices are root cause of all corruption and still PM of India you continue to watch Chirharan of Draupdi as he and his team of ministers did in 2G scam?

Even President of India or a Governor of a state, or director and CEO of a PSU is handpicked by ruling party to serve their vested interest and honest performers are posted at critical places for some reason or the other without taking into account the capacity to perform or knowledge of the person or the past background of the person.

It will not be astonishing for anyone in India if ruling party appoints Mr. Kalmadi or Mr. A Raja or Mr. Madhu Koda or Mr. Lalu Yadav as Governor of a state in near future. It is not abnormal when a corrupt General Manager or ED of bank of PSU who gives bribe to Secretary or Minister is appointed as ED or CMD of a bank or a PSU.

In fact merit is always the victim and Indian courts are not in a position to do justice for such victimized persons who are denied their right of recruitment, promotions and posting at better places. Even officers in vigilance department or in CBI or Anti Corruption bureau earn money by treating guilty as innocent or work under the pressure and advice of top ranked officers and minister who can make or mar their career.

As such I always say that root cause of all corruption in our country is the prevalent malpractices in the process of recruitment, promotion and postings. Flattery has become the master key to enter the process and then money plays the vital role in getting the desired employment, desired posting and desired promotion at the cost of quality people, talented people and devoted honest workers.

And hence Central Bureau of Investigation should be instructed to investigate thoroughly the process of recruitment, promotions and posting of last 20 to 30 years and try to punish all top ranked officers who committed crime of handpicking corrupt officers for promotion and posting at good places and who created bad culture in government offices by promoting flattery culture.
Why officers feel pleasure in extending red carpet welcome to his bosses is an open secret and hence I need not enlighten elaborately much on this subject.

It is open secret that crores of rupees are spent illegally in welcoming a top official or departmental head or a minister almost by all departments and government owned offices companies and bodies. There is none to stop such unhealthy culture which is mother of all corruptions, scams and scandals.

Need of hour is to snatch all discretionary powers invested in top officials related to transfer, posting, promotion and recruitment.

It is necessary to abolish the system of Interview for all in-house promotion systems.

It is seen that top officers seldom gives respect to merit and such powerful officers gives weightage to either bribe or recommendation of some other VIPs . As a result, such powerful and so called responsible officers rape talented and sincere performers and that too in the name of Merit and suitability.

It is therefore necessary to bring about as much transparency as possible in all such processes.

Doctor Manmohan Singh is prime guilty

Flatterer advocates like Diggi, Kapil, Singhwi, Manish of Congress party tried their best not only to exonerate Kalamadi but also left no stone unturned to glorify Mr. Kalamadi during Commonwealth Games. Ultimately under the pressure of Supreme Court, CBI unearthed the real story of corruption against Kalamadi and his gang of corrupt workers and at last arrested Mr. Kalamadi. Many more VIP in Delhi Government are yet to be exposed.

Leaders of Congress party tried a lot to save Mr. Chauhan from the charges of corruption in Adarsh Society scam in Maharashtra. Similarly Mr. A Raja the mastermind of 2G scam was booked to jail though flatterer team of advocates of Congress Party made all possible efforts to acquit Mr. Raja, The great advocate Mr. Kapil even accused CAG of submitting false report on 2G and he candidly told that there was no question of any loss to government by decision of Mr. A Raja in 2G alleged scam.

It is only under pressure of Supreme Court that CBI became active and effective and at least showed courage by telling spade a spade. The great Prime Minister Mr. Manmohan Singh ,the master mind behind bad governance, mal administration and mismanagement also in fear of public revolt against corruption have ultimately accepted that level of corruption has crossed all limits of public tolerance. But mere acceptance of truth is not the solution to cancerous disease of corruption.

It is pertinent to point out that even Mr. Manmohan Singh tried to save Mr. Kalamadi, Mr. Chauhan and Mr. Raja as long as possible and for years together . Only after the orders of Supreme Courts and after the exposure made by CBI that Mr. Manmohan Singh has started shedding crocodile tears.

In my opinion since Mr. Manmohan Singh is the head of such corrupt government at center and he has no moral right now to continue as Prime Minister. He must be held accountable for all scams and adequately punished as soon as possible to demonstrate the country and the world that India believes in justice.

Not only this , total amount of loss caused by these corrupt minister and VIP persons directly or indirectly must be recovered from these individuals or from Congress Party or individually from corrupt politicians and corrupt officials sitting at top post whose verbal orders or telephonic orders forced subordinate officers and field functionaries to carry out corrupt deal. Assets of these corrupt VIPs who are real enemies of the country must be seized and distributed among poorest among poor.

I am of strong opinion that when top ranked ministers, top ranked officers and top ranked politicians are honest, active and effective , none of junior level officers and political workers can dream of doing evil work. When a simple DC or SP in a district is strict administrator, all criminals fly away from that district. On the contrary when CMD or ED of a bank is corrupt, quantum of Non Performing Assets in that banks rises unabated, frauds occurs and fraud masters are promoted and all evil does are given cream posting. If head of a PSU is corrupt the cancer of corruption down the level cannot be cured.

Mr. Manmohan Singh may be a victim of caucus surrounding him or it may be his weakness to prevail upon evil doers, both ways he is accountable and responsible for all scams occurred during his tenure. He must have safeguarded himself and the country from the cleaver flatterers, from clever talks and from self deceptive logics of flatterers like Kapil, Diggi, Manish, Singhwi and many more.

No doubt , Manmohan Singh must be punished for allowing corruption or for failing to take timely action against corrupt ministers or corrupt officers to stop corruption. He must own responsibility for misdeeds of his cabinet colleagues and his party leaders.

Last but not the least .People of India must punish Manmohan Singh and his gang of corrupt high level ministers and officials who have either indulged in corruption or who have failed to save the country from corrupt persons and briefly who has tarnished the image of the country.

Madhu Koda and A Raja like persons are many in number in the system and it is they who promote corrupt culture by giving whimsical promotions to corrupt officers and transferring honest officers to critical places. Heads of various government Department, heads of various public sector banks, heads of Public sector undertakings who are looting the country by misusing government fund or by lending to unscrupulous businessmen or by allowing tax evasion for the sake of bribe and illegal money and who are still enjoying all facilities, all powers and all public support by dint of their clever mind, their attractive delivery of lovely speech have to be exposed and have to be booked to task.

I do not see significant wrong in Shanti Bhusan or Prashant Bhusan. These two persons have rather proved their ability in courts by fighting tooth and nail against the system and against the powerful ministers without fear of repercussion. Otherwise there is still a shortage of good, active, effective, fearless, serious and learned advocates who can teach lessons to corrupt officers and the government. On the contrary record of Prashant Bhusan and his father in judiciary is praiseworthy and better than others in many respects.

We have to support Shanti Bhusan who has got enough expertise and adequate experience in law .We need a figure among cipher; we have to select person who can frame effective laws and who can forcefully execute the same.

Government in particular and politicians along with government servants will always try to puncture the movement launched by Anna Hazare and his team. Chor Chor Mosere Bhai is an old proverb to be quoted here.

On the Contrary Sonia Gandhi and Manmohan Singh are now trying to send a message to all Indians that they are serious on legislating Newly proposed Lok Pal Bill and they are equally serious to remove corrupt people from the administration. Congress people are trying to take the credit of the proposed law and discredit the team of persons who vehemently and forcefully launched the movement against the corruption and against the Manmohan Singh Government which caused loss to the country in the tune of lacs of crores of rupees revealed in various scams exposed during last few years.

In any case every righting thinking persons in India should try their level best to ensure making of effective law and perfect execution of such effective laws against corrupt people who have tarnished the image of the country in the world community.

I would like to ask you Ms Medha Patekar, renowned social worker following questions:

Why are you condemning Narendra Modi Chief Minister of Gujarat who has done a lot of development works and who is praised by not only by residents of Gujarat but by Indians at large?

What you would have done after Godhra incident?

What did congress party do to stop killing of Sikhs after killing of Indira Gandhi?

Who is your ideal politician?

Which state is considered best performer in her view point?

What are those states which fit in the framework of development visualized by her?

It is easy to criticize or start agitation programme against the policy of any government but very difficult to perform being the head of a state or central government. It is not easy to take into confidence people of all class of society but Narendra Modi and Nitish Kumar has got success in this respect to a great extent.

I know there are some hard core anti BJP people who are not ready to accept any good work done by BJP but bent upon tarnishing the image of BJP on so called secular philosophy. This is the reason that present ruling party at Delhi led by Congress Party got success in spreading the cancer of corruption in each corner of the country. At least you are a learned, experienced and popular leader and you should tell a spade a spade and not following the line of those greedy and corrupt politicians who are meant to do dirty politics for their self interest.

Number as also value of various scams has crossed all limits of tolerance. Hence people expressed their anger against the Manmohan Singh’s government under the leadership of Anna Hazare who is a non controversial and undisputed selfless leader.

Unfortunately person like you is trying to dilute the intensity of movement by dividing the force which unitedly stood against the government for not passing Lokpal Bill even after lapse of 40 years of such proposition needed by Indian citizen.

Are you not mixing the issue of corruption with that of secularism?

Corruption is an issue of common men whereas so called secularism is the issue of cleaver politicians who want to come to power by hook or by crook and become a money power in the country.

Why did you not raise voice against killers of Sikh during Sikh riots in 1984?

Why do you not condemn state government which are not working at all and whose ministers are master of corrupt practices?

Why do you not praise good workers, good ministers and good government in place of simply condemning and maligning some person or the other?

Why do you not contest an election and become CM of a state or PM of the country to serve the people in your style?

It is painful that under present electoral system ,person like you , like Mr. Anna Hazare, like Kiran Bedi cannot win the election and they are constrained to adopt the path of agitation, strike or movement like non –cooperation launched by Mahatma Gandhi and Jai Prakash Narayan against the misrule of the then ruler.

With due regards to you , I would like to say that in such position it is desirable that you support better leader, you support a figure among cipher, keeping in mind that most of the politicians are corrupt.

Many politicians have now openly admitted that it is not possible to remove corruption from life and corruption is deep rooted in the system. People in general have also accepted the corrupt practices as routine way of business.

However it is very much necessary to try to reduce it if complete stopping is not possible.

I however do not believe that it is not possible to make India free of corruption when it was made possible by our great leaders to make India free from the clutches of British rule.

Right to recall is one step to create fear in minds of corrupt politicians and corrupt officers working in government departments in particular and all evil doers in general.

To make judiciary active, sincere, honest and effective is another step to give quick punishment to perpetrator of injustice. It is necessary to make police and judges accountable to public and force them to catch hold of real culprit within shortest period of time. By action courts and police both have to demonstrate that all criminals are punished in shortest period.

Third way is to inculcate good habits right from the beginning of one’s education and promote good students in all sphere of education life.

Fourth is to stop corruption in recruitment, posting and promotions. Departmental heads and ministers are in general applying their power of discretion to earn illegal money in doing whimsical promotion, transfers and posting of service class people which gives rise to flattery, bribery and ultimately corruption for survival. Such unhealthy practices results in growth of corruption practices. As such corrupt officers sitting at top post should be sent to jail first to send the desired message down the line.

Fifthly all honest persons, effective officers , devoted political workers have to brought in focus and given all powers to deal with corrupt service men and corrupt politicians. Media should give maximum coverage to good work of good officers instead of giving news of accidents, murders, rapes or bollywood actors and actress. When players of cricket can be made Hero of the Nation by media there is no doubt to me that real performers in other walk of life should be given more weightage by media.

Government should not allow politicians spending in political rallys, election campaigns or buying voters by offering gifts in cash or kind. None of government functionaries should be permitted to spend a single pie in extending welcome to ministers or high rank officers. None of businessmen, contractors, service providers or service men and none of government departments or PSUs should be allowed to extend financial support to political contestants. No function should be permitted by district administration which is organized for welcoming a leader or an officer or for inauguration or for any purpose. Government can provide a common platform at its own expenses for popularizing a scheme or for politicians contesting election at panchayat or village level. Not a single pie should be spent on flattery and to make this plan fully successful our government should take lesson from other developed countries.

There is no question of government funding for election. Rather contesters in election should go door to door for campaigning. Every contestant has to show their performance and prove that they can serve people of India if they are given opportunity. Role of money should be completely made zero. Person selected from a group of say 5000 voters should then be made member of district level elected body. Member so elected for District level assemblies should selected educated member for state assemblies and then for Parliament. Such process will give true power to Panchayat level workers and remove corruption from the root. Further this process will save crores of rupees which are spent by the government and politicians on conduct and process of general election.

Last but not the least media should stop news, discussion and debate on caste and community. Any person or group of person making analysis of voters or servicemen or officers or politicians or organizations based on caste and community should be punished. By hook or by crook Indian government or the people of India have to create an atmosphere where every citizen of India voluntarily give due respect to rule of law and there is fear of law in minds of all people. Rule enforcing agencies and monitoring agencies must have full liberty to punish breaker of law without any fear of repercussion from politicians or top ranked officers. Money mafia or naxal elements who are extorting money from people of India must be booked to task and put in jail until they exhibit change in habits or show reformation in their mind.

Merit and only merit should be highlighted in all sphere of life. Honest and sincere workers who have been posted in remote or critical areas or who have been shunted away by gang of corrupt officers and corrupt politicians should be brought back to mainstream and given powerful post by removing and weeding out corrupt officers.

I would like to say here that movement of Anna Hazare is very much commendable but it can get the desired success only by support of politicians under the existing framework set for functioning of various legislative and executive organs of the government. Political parties have to come together and unitedly fight against corruption and if needed dethrone existing government if it does not listen. Mahatma Gandhi and Jai Prakash Narayan got success in their goal only because they had political support as well as public support.

Message for Kapil Sibal, HRD minister

If a child is not getting admitted in school, or he is not getting proper education in school ,then who is responsible for such sorry state of affairs prevailing in most of the state run or stated aided schools?

If poor common men are not getting required medical care and needed medical facilities at government run hospitals , then who is responsible, punishable and accountable for such mismanagement in government run hospitals?

If fake medicines are supplied in hospitals or sold from medicine dealers who is responsible and accountable for it? If doctors do not attend their duty honestly, then who is supposed to take disciplinary action against them punish them? Unwarranted pathological tests are prescribed by unscrupulous doctors to patients in nexus with owners of pathological labs, and then who will hang such inhuman doctors?

Officials and babus of various Municipalities and Municipal corporations are not passing construction map without taking bribe or passing unlawful construction after taking bribe, then who is supposed to take action against such corrupt officials?

Fake and inflated Bills of unscrupulous contractors as well as suppliers are passed in all government offices only after payment of shares of bribe to various officials and ministers. Whose duty is to stop such malpractices prevalent in government offices, public sector undertakings and public sector banks and insurance companies?

Chartered Accountants put their valued signature without making adequate checking of books of records. CAs verify books of accounts as less as possible when they get commission as much as they desire, otherwise they delay the process. Judges do not decide the case as long as they get f their share in illegal money advocates collects from their clients. Who is supposed to trap such corrupt judges?

Officials of pollution control board issue clearance certificate after taking bribe, Income tax officials passes assessment order after taking bribe, custom officials clears shipment after taking bribe, passport official issue passport after taking bribe ,and so on ………. who is responsible for such illegal practices?

Scam in thousands and lacs of crores of rupees are detected in various departments under central government, have any minster or departmental head punished without the intervention of court?

Lacs of crores of rupees are declared as Non Performing Assets in public sector banks, why is government not taking adequate steps to recover the money from such willful defaulters and why the government is not punishing CMD, ED and DGM of such banks who is promoting unhealthy practices cleverly and getting retired without facing any punitive action from any corner?

Why vigilance officers POSTED IN VARIOUS BANKS AND PSUs and officials of Anti Corruption Bureau or official of CBI themselves take bribe and close the case lodged against various corrupt officials?

Why is government silent spectator of all such unhealthy practices prevalent in government offices and why is government continuously silently watching Chirharan of Draupdi for decades together?

Do the government and ministers think themselves great by pointing out their accusing fingers towards member of opposition parties? Why is central government not taking appropriate action against state government which is not performing as per central directives? Why do you hesitate to accept the performance recorded by Nitish and Narendra Modi government?

Before maligning and before character assignation of Narendra Modi your government do not introspect and admit willful and inordinate delay in punishing the guilty of Anti Sikh Riot or Bofors scam or stamp scam or share ghotala or UTI scam and so on……

Is Manmohan trying to hide his fault by pointing out his accusing finger towards Mr. Advani or Mr. Narendra Modi who is appreciated by all learned Indians.?

Why hundreds and thousands of clerks and officials involved in Chara Ghotala of Bihar state were punished but the then chief minister Mr. Lalu Yadav who masterminded the scam was made railway minister. Why not real culprits involved in stamp scam not punished even after lapse of two decades? Why Manmohan Singh and his flatterer minister kept silence for two years on various scams and why did he not take any action against corrupt officials to demonstrate that he is active, efficient and capable?

Last but not the least why various departments entrusted to stop corruption is not functioning honestly and why Lok Pal Bill or judicial reformation has not been put into effect for last four decades though central government has promised to do so many times? LETTER OF THE EDITOR OF "THE TIMES OF INDIA" TO THE PRIME MINISTER OF INDIA

Dear Mr. Prime minister,

I am a typical mouse from Mumbai. In the local train compartment which
has capacity of 100 persons, I travel with 500 more mice. Mouse at
least squeaks, but we don't even do that.

Today I heard your speech, in which you said, 'NO BODY WOULD BE
SPARED'. I would like to remind you that fourteen years have passed
since serial bomb blasts in Mumbai took place. Dawood was the main
conspirator. Till today he is not caught. All our Bollywood actors,
our builders, our Gutka king keep meeting him, but your Government can
not catch him. Reason is simple; all your ministers are hand in glove
with him. If any attempt is made to catch him, everybody will be
exposed. Your statement 'NOBODY WOULD BE SPARED' is nothing but a cruel joke on these unfortunate people of India.

Enough is enough. As such, after seeing terrorist attack carried out
by about a dozen young boys, I realize that if same thing continues,
days are not far away when terrorists will attack by air, destroy our
nuclear reactors and there will be one more Hiroshima.
We the people are left with only one mantra. Womb to Bomb to Tomb. You promised Mumbaikar Shanghai; what you have given us is Jalianwala
Baug.
Today only your home minister resigned. What took you so long to kick out this joker?

Only reason was that he was loyal to Gandhi family.
Loyalty to Gandhi family is more important than blood of innocent people, isn't it?

I am born and brought up in Mumbai for last fifty eight years. Believe
me, corruption in Maharashtra is worse than that in Bihar. Look at all
the politicians, Sharad Pawar, Chagan Bhujbal, Narayan Rane, Bal
Thackray , Gopinath Munde, Raj Thackray, Vilasrao Deshmukh all are
rolling in money. Vilasrao Deshmukh is one of the worst Chief
Ministers I have seen. His only business is to increase the FSI every
other day, make money and send it to Delhi, so Congress can fight next
election. Now the clown has found new way and will increase FSI for
fishermen, so they can build concrete houses right on sea shore. Next
time terrorists can comfortably live in those houses, enjoy the beauty
of the sea and then attack our Mumbai at their will.

Recently, I had to purchase a house in Mumbai. I met about two dozen
builders. Everybody wanted about 30% in black. A common person like meknows this and with all your intelligent agency & CBI, you and your finance ministers are not aware of it. Where all the black money goes?
To the underworld isn't it? Our politicians take help of these goondas to vacate people by force. I myself was victim of it. If you have time
please come to me, I will tell you everything.

If this has been a land of fools, idiots, then I would not have ever
cared to write to you this letter. Just see the tragedy. On one side
we are reaching moon, people are so intelligent; and on the other
side, you politicians have converted nectar into deadly poison. I am
everything Hindu, Muslim, Christian, Schedule caste, OBC, Muslim OBC,
Christian Schedule caste, and Creamy Schedule caste; only what I am
not is INDIAN. You politicians have raped every part of Mother India
by your policy of divide and rule.

Take example of our Former President Abdul Kalam. Such an intelligent
person; such a fine human being. But you politician didn't even spare
him and instead choose a worthless lady who had corruption charges and
insignificant local polititian of Jalgaon WHO'S NAME ENTIRE COUNTRY HAD
NOT HEARD BEFORE. Its simple logic your party just wanted a rubber
stamp in the name of president. Imagine SHE IS SUPREME COMMANDAR OF INDIA'S THREE DEFENCE FORCES. What moral you will expect from our
defence forces ? Your party along with opposition joined hands, because
politicians feel they are supreme and there is no place for good
person.

Dear Mr Prime minister,

you are one of the most intelligent persons, a most learned person. Just wake up, be a real SARDAR. First and
foremost, expose all selfish politicians. Ask Swiss banks to give
names of all Indian account holders. Give reins of CBI to independent
agency. Let them find wolves among us. There will be political
upheaval, but that will be better than dance of death which we are
witnessing every day. Just give us ambience where we can work honestly
and without fear. Let there be rule of law. Everything else will be
taken care of.

Choice is yours Mr. Prime Minister. Do you want to be lead by one
person, or you want to lead the nation of 100 Crore people?

The 1989 kidnapping of Rubaiya Sayeed was an act carried out by members of the Jammu Kashmir Liberation Front a Kashmiri Muslim militant organization, on December 8, 1989 in Jammu and Kashmir. The kidnappers demanded the release of five of their comrades in exchange for Rubaiya's release. The government accepted their demands and freed the jailed terrorists.

Similarly after prolonged negotiations with the Taleban government and the Kandhar plane hijackers, three hard core terrorists were released by Indian government in exchange of all the hostages trapped in hijacked plane in Kandhar in December 1999.

These two historic incidents paved the way for more and more kidnapping of important persons in various naxal prone areas in the country to force the local government to release their naxal colleagues languishing in jail for long or to get their other demand accepted by ruling government.

During last two decades and more several incidents of kidnapping have taken place in various parts of the country and in most of the cases ruling government had to bow down. Still government state as well as central, had totally neglected the dangers of growing naxal activities and allowed it to grow without any break till last year when Mr. P. Chidambram was made Minister of Home affairs

Naxals in the state of Orissa have after all succeeded in forcing the government of Orissa to release their men. This has proved that naxals have grown in their fighting capacity. The incident of Orissa and the subsequent step by ruling government to release the jailed naxals as demanded by kidnappers has once again substantiated the fact that all states governments as well as central government took a very casual approach on the danger of naxals even after the sad incident in 1989 and 1999. The Orissa incident has once again established that Government has been totally failed in taking a coordinated approach on handling the problem faced by people living in naxal affected areas during last two decades.

Still there are various politicians of various political parties who are sympathizers of naxal element because they use to take the help of naxal forces in winning the election. There are many social activists, media men, journalists, NGOs who still talk of negotiation with naxals and plead of various measures to bring naxal in the mainstream of the society. They ignore the fact that naxals are basically criminals and they have huge money power as well as armed power. They use to extort money from all affluent person including police personnel. Businessmen and service men have to give huge amount of money to local naxal people to survive in the area peacefully but it is painful and dangerous that even police person, IAS and IPS OFFICERS have to give money to naxals for their safety.

It is open secret that Illegal and coercive methods are used by naxal elements to collect money from local rich people and there is none to stop them. This is not a new phenomenon but this has been continuing for last three to four decades. Naxals have developed very good relation with top bureaucrats, social activists, politicians, ministers and local powerful persons and slowly growing in numbers. Casual, ineffective and negligent action of ruling government during last three decades has resulted in growth of network of naxals to such an extent that naxals can now dictate terms to elected government by abducting one or two socially respected or powerful persons.

I hope all political parties at state or central level will now learn the lesson from the past and try to treat the criminal as criminals. They should not try to mix the issue of poverty with that of crime .All types of criminals should be punished and punished in a period of fixed time, say three months by local courts, six months by district courts and in one year by High courts. Any political interference in the matter of crime results in boosting up the morals of crime doers.

It is due to incompetent judiciary in our country that criminals use the judicial system to postpone the decision on criminal cases. On the contrary innocents and victims are afraid of knocking the doors of police or the court in want of justice.

It is due to delayed justice that hundreds and thousands of persons are languishing in jail for years and years .It is due to inefficiency of court that 61 alleged culprits had to pass their valuable ten years in jail for visibly no fault as because they were acquitted by Gujrat Special Court in Godhra case on 22nd of February 2011.There may not be anything more painful that innocents are put in jail for several years even without trials and without even charge sheet.

It will not be an exaggeration to say that top ranked officers, ministers, MP and MLAs, heads of various departments are also acting as naxals in their area of operation to exploit their contractors, staff working in various offices and common men .Only difference is that naxals are using armed power to commit their crime and High ranked officers and ministers are using their pen power to accumulate more and more wealth. It is true that bullets fired by naxals are reaching the ears and eyes of lacs of people whereas bullets fired by white collared powerful person through their pen are not visible to common men. Both groups are looting money and exploiting poor and weak people of their area in their own style. Both are brand of extremism and both are committing crime after crime, scam after scam only because they are not afraid of police or court action.

Top ranked officers are whimsically transferred to remote and critical places if they do not do what ministers desire and on the contrary given arbitrary promotion and given cream posting if they do what ministers desire and earns bribe and share with ministers. Similarly junior officers are transferred to critical and remote by top officers and this dirty chain continues till the bottom and ultimately it helps in creating unhealthy corrupt culture. Injustice in recruitment, transfers, posting and promotions breeds frustration and depression and eventually inaction by good officers. Good officers cannot be even whistle blowers against corrupt officers in fear of repercussion, burning, killing in the hands of corrupt but powerful naxals , powerful officers and powerful politicians.

To add fuel to fire, top ranked powerful officers and ministers are now a days earning money even in recruitment. Departmental heads are conducting examinations only for showing to people but actually they are selling the recruitment in the name of reformation and earning huge money by making direct recruitment of their choice. After all there is none to stop such dirty practice prevalent in all government run departments and offices. Hundreds and thousands of cases are pending in various courts of the country for several years and decades against injustice in promotion, recruitment and transfers. Justice is never available to victimized good workers till his life. Talented candidates are rejected in examinations and interviews. Good workers and good students are more often than not, to face frustration in life. And this results in boosting up of morals of bad elements like naxals.

I therefore always say that weak judiciary is the root cause of all maladies prevalent in the country. Both kind of exploitations can be stopped only by efficient police and judicial system.As of l now, there is no justice with good workers in government run offices and hence bad people grow and become more and more powerful .These bad people with the support of bad politicians are tarnishing the image of the country and it is they who real hurdle in real development of the country.

Religion or Politics

Prime Minister wrote letters to Telecom Minister but did not act to ensure that his advice is followed in true spirit. Nation lost lacs of crores of rupees.

Is mere writing of letter or forwarding of letter to concerned officer or office enough to bring about reformation?

PM allowed Kalmadi to spend 70000/ crores of rupees and could not stop malpractice despite the fact that media highlighted various irregularities.PM allowed deal with Devos on S band and later annulled the same in fear of public anger.PM has allowed public sector banks to increase NPA or concea NPA or sell NPA in the name of banking reformation and causing loss after loss to bank in lacs of crores of rupees. To add fuel to fire PM allows debt waiver of forces banks to opt for compromise and sacrifice bank’s assets.

What is happening in this country after all?

Who will save this country from corrupt people?

Can such PM be allowed to cause one after other losses only due to constraints of coalition government?

Is it coalition religion to survive in power?

I would like to advice our honorable PM not to malign at least the word religion. Because none of the religions in universe will allow theft of money, or disrespect to human being or compromise with human values. Manmohan Singh should say that corruption is an art used by politicians to acquire or to remain in power.

If Prime Minister of the country can allow corrupt practices, how can he dream of good governance in other offices of central or state government?

How will our learned PM then punish corrupt people as he has been promising since long?

What is the use of seeking suggestions from public?

Any reformation is incomplete as long as human values are ignored and disrespected. Corruption can never be controlled by corrupt officers. Justice cannot be expected in time from corrupt judges. Corrupt ministers can never ensure good governance. Corrupt Chartered Accountants cannot stop malafide transactions and fraud in financial statements. Corrupt lawyers cannot ensure timely justice with the victim. Corrupt ministers and corrupt departmental heads cannot allow good officers to remain in and around his work place.

Economic reformation launched in1991 has helped in multiplying and aggravating the proportion of corruption in public life. Businessmen are given absolute freedom to earn profit as much as they like and this is the main reason behind relentless price rise and this is why price rise has gone beyond control of the administration and the government.

Labour reforms or judicial reforms are disliked by all politicians who believe in earning illegal money.

It is therefore not an exaggeration to say that none of the offices responsible for looking after welfare of working class is doing their job properly. It is bitter but undeniable truth.

Bribe based recruitment,whimsical transfer with malafide intention, bribe based promotion, forgery in examination, sale of examination question papers of all important examinations , bribe based setting with interviewers to pass the test, use of lobby to get good posting and before time promotion and so on , all these have become common and usual style of functioning and characteristics of all public organizations. Good employees are sidelined and corrupt employees are getting preferences in all government offices, Banks and PSUs.

Flattery and dishonesty has become the key to success in all fields.

In such position there is no use in framing policy or formulating attractive plans or asking for suggestions from the public to bring about reformation.

Until top ranked officers, ministers, public representatives, politicians and government staff in general become honest and patriot Indians cannot dream of getting justice in any field.

To add fuel to fire, Indian judiciary is corrupt, inactive and inefficient .It takes decades in getting judgments from courts in India. There is lack of adequate quality manpower in courts and hence lacs and cores of cases are allowed to remain pending for years together. Justice delayed is justice denied. Aggrieved person do not like to seek remedy from police department or judiciary. Everywhere bribe money plays the prominent role. In such position courts are used to perpetrate crime and carry out rule of injustice.

Even offices of Prime Minister and President of India do not listen to public grievances, not to speak of other offices meant to make effort for redressal of public grievances though there are several such departments. All such departments are working as forwarding agents or as manufacturerers of money. They simple forward the letter or complain to concerned office and sleep. None is at all bothered to serve the people though there are called public servants

What is the need of Interview or discretion in recruitment or promotion when most of the officers are corrupt?

What is the value of annual or periodical appraisal of employees or carrying out test for promotion when conducting officials are themselves corrupt .Who cares for merit?

None indeed.

All top officers keep flatterers and corrupt officials around them to earn more and more bribe and accumulate wealth as much as possible.

Central Government is allowing time bound promotion and seniority based promotion to staff. Why Public Sector Banks are allowing whimsical promotion, arbitrary transfer and fresh recruitment in higher cadres bypassing existing staff of experience of ten to thirty years in banking.

Are banks top executive earning money in recruitment, posting and promotion like other government departments?

Who is accountable for bribe based recruitment and bribe based promotions taking place in banking industry?

Why public petitions pertaining to corruption, injustice in wage revision and posting of corrupt ED and CMD in banks submitted to Prime Minister and Finance Ministers are ignored?

Why bank executives who have earned illegal money and accumulated wealth by lending to bad borrowers or writing off their dues are getting one after other promotion and cream posting.

Are all these possible due to strong lobby of corrupt officials?

Why government is unable to control growing NPA in banks and punish those bank officers whose ill motivated lending and ill motivated management of human resources resulted in increase in NPA.

This is the story of practically all departments under the control of the government. Everywhere criminals and defaulters are respected and given recognition.

After all why is PM silent on all vital issues related to erosion in human values?

Prime Minister wrote letters to Telecom Minister but did not act to ensure that his advice is followed in true spirit. Nation lost lacs of crores of rupees.

Is mere writing of letter or forwarding of letter to concerned officer or office enough to bring about reformation?

PM allowed Kalmadi to spend 70000/ crores of rupees and could not stop malpractice despite the fact that media highlighted various irregularities.PM allowed deal with Devos on S band and later annulled the same in fear of public anger.

PM has allowed public sector banks to increase NPA or conceal NPA or sell NPA in the name of banking reformation and causing loss after loss to bank in lacs of crores of rupees.

To add fuel to fire PM allows debt waiver of forces banks to opt for compromise and sacrifice bank’s assets.

What is happening in this country after all?

Who will save this country from corrupt people?

Can such PM be allowed to cause one after other losses only due to constraints of coalition government? Is it coalition religion to survive in power?

I would like to advice our honorable PM not to malign at least the word religion. Because none of the religions in universe will allow theft of money, or disrespect to human being or compromise with human values. Manmohan Singh should say that corruption is an art used by politicians to acquire or to remain in power.

If Prime Minister of the country can allow corrupt practices, how can he dream of good governance in other offices of central or state government?

How will our learned PM then punish corrupt people as he has been promising since long?

ये रकम इतनी है कि *भारत का आने वाले 30 सालों का बजट बिना टैक्स के बनाया जा
सकता है.
या यूँ कहें कि 60 करोड़ रोजगार के अवसर दिए जा सकते है.
या यूँ भी कह सकते है कि भारत के किसी भी गाँव से दिल्ली तक 4 लेन रोड बनाया
जा
सकता है.
ऐसा भी कह सकते है कि 500 से ज्यादा सामाजिक प्रोजेक्ट पूर्ण किये जा सकते
है.
ये रकम इतनी ज्यादा है कि अगर हर भारतीय को 2000 रुपये हर महीने भी दिए जाये
तो
60 साल तक ख़त्म ना हो.*

यानी भारत को किसी वर्ल्ड बैंक से लोन लेने कि कोई जरुरत नहीं है. जरा सोचिये
हमारे भ्रष्ट राजनेताओं और नोकरशाहों ने
कैसे देश को लूटा है और ये लूट का सिलसिला अभी तक 2010 तक जारी है.
अंग्रेजो ने हमारे भारत पर करीब 200 सालो तक राज करके करीब 1 लाख करोड़ रुपये
लूटा.
मगर आजादी के *केवल 64 सालों में हमारे भ्रस्टाचार ने 280 लाख करोड़ लूटा है.
एक तरफ 200 साल में 1 लाख करोड़ है और दूसरी तरफ केवल 64 सालों में 280 लाख
करोड़ है.
यानि हर साल लगभग 4.37 लाख करोड़, या हर महीने करीब 36 हजार
करोड़ भारतीय मुद्रा स्विस बैंक में इन भ्रष्ट लोगों द्वारा जमा करवाई गई है.

हमारे भ्रष्ट राजनेताओं और उच्च अधिकारीयों ने ब्लाक करके रखा हुआ है .

स्पेक्ट्रुम घोटाला , आदर्श होउसिंग घोटाला ... और ना जाने कौन कौन से घो
टाले
अभी उजागर होने वाले है ........
