Towards a green nation and economy

In the pursuit of sustainable development, policymakers must find a way to strike a balance between economic efficiency and environmental protection.

THE global community is confronted with challenges related to the environment and climate change. As a result, many countries are promoting sustainable development by investing in green technology in the form of cleaner low-carbon transport and energy systems, “smart” electricity grids, energy efficiency, renewable energy as well as in green research and development.

Green technology signifies a global paradigm shift in which economic aspiration combines with resource productivity and conservation to spearhead sustainable development.

Under a Cabinet reshuffle in April 2009, the Energy, Green Technology and Water Ministry (Kettha) was given the mandate to promote sustainable development through the adoption of green technologies in the various economic sectors of the country.
In pushing for a low-carbon economy, the Government launched the National Green Technology Policy on July 24, 2009, which serves as the basis for all Malaysians to enjoy an improved quality of life, by ensuring that the objectives of our national development policies will continue to be balanced with environmental considerations.

The Government also hopes to create a new avenue of growth for the country from green technology, in line with the New Economic Model that was unveiled recently.

The country’s vision for a low-carbon growth trajectory will be driven by four main pillars – energy, economy, environment and society.

To strengthen the platform for our green agenda, the National Green Technology Council was established to spearhead green technology application in the country. This council is chaired by Prime Minister Datuk Seri Najib Tun Razak and supported by a steering committee and five working groups on industry, research and innovation, human capital, promotion and public awareness and transportation.

The Green Technology Policy also outlines five strategic thrusts towards implementing green technologies in the country (for details, go to http://www.kettha.gov.my/).

In the transition to a low-carbon economy, the key issue for our policymakers is how to strike a balance between economic efficiency and environmental protection as the driver for economic growth and environmental sustainability. This needs to take into consideration the importance of promoting the notion of the environment and eco-efficiency as a business opportunity, rather than a cost item.

The following are examples of the initiatives undertaken by the ministry to address the challenges of climate change and reduce our carbon footprint:

Energy efficiency

The Malaysian Industrial Energy Efficiency Improvement Programme represents one of the main efforts undertaken to improve energy efficiency in the industrial sector. Since 2001, fiscal incentives had been introduced by the Government to promote efficient use of energy such as pioneer status, investment tax allowance, duty import exemption and sales tax exemption.
The ministry was now in the midst of finalising the Energy Efficiency Master Plan with clear goals and targets in the industrial, building and residential sectors, so as to coordinate and implement energy efficiency and conservation programmes in a systematic and holistic manner.

Renewable energy

The Government approved the Renewable Energy Policy and Action Plan in April 2010. This policy is aimed at promoting long-term sustainability by reducing our dependence on fossil fuels for electricity generation and at the same time stimulate a new growth industry for the country.

To encourage renewable energy generation in the country, the Government will be implementing the Feed-in Tariff Mechanism which allows electricity produced from such sources like biomass, biogas, mini-hydro and solar to be sold to power utilities at a fixed premium price and for a specific duration.

Green buildings

The Green Building Index (GBI) is a rating tool to grade environment-friendly buildings and the Government is providing fiscal incentives to buildings which are GBI-certified.Owners of GBI-certified buildings are entitled to income tax exemptions, equivalent to the additional capital expenditure, to green their building. Buyers of green buildings from developers will also be exempted from stamp duty equivalent to the additional cost incurred to green their building.

Sustainable transport

To facilitate the use of electric vehicles (EV) in the country, the Government is in the process of preparing the EV Infrastructure Roadmap, which includes a fleet test programme for electric vehicles. The implementation of this fleet test will be the benchmark in developing a strategic plan and framework as well as identification of entities that will benefit the electric vehicle industry, in areas of services and new business opportunities.

Green Technology Roadmap

Under the Green Technology Roadmap, a baseline study is currently being conducted to ascertain the overall green technology applications in six sectors, namely, energy, transport, building, water and waste management, manufacturing industries and ICT applications.

Green Technology Financing Scheme

A RM1.5bil soft loan scheme called the Green Technology Financing Scheme (GTFS) was launched by the Government early this year to encourage the participation of companies and entrepreneurs in green technology. The Government bears 2% of the interest rate charged and provides a guarantee of 60% on the financing amount, with the remaining 40% being taken by banking institutions.

Green townships in Putrajaya and Cyberjaya

The ministry, together with the Malaysian Green Technology Corporation (MGTC), is developing a green township framework, a green township rating system based on the Common Carbon Metric (CCM) and carbon footprint baseline as well as conducting a study on a 10% saving in energy and water usage in all government buildings in Putrajaya. It is hoped that the developed framework and rating system will benefit other townships in the country where they can use both the framework and rating system as a guide to develop their own green townships.

Eco-labelling

The Government is working with the Standards and Industrial Research Institute Malaysia (SIRIM) towards developing standards, certification and labelling mechanisms, including green procurement manuals and procedures, to enable the Government and private sectors to embark on green purchasing which will be internationally recognised. The Ministry is also working with the Finance Ministry in formulating a Green Procurement Policy to encourage green procurement to be implemented in government agencies.

Human capital development

The Government is also facilitating the development of Occupational Analysis (OA) and National Competency Standards (NCS) as well as National Occupational Skills Standards (NOSS) for green collar jobs.
The objective of this initiative is to develop a hghly-skilled workforce to meet future demands in the area of green technology.
In conclusion, the transformation of Malaysia's economy to a low- carbon economy can be viewed as a strategic move to promote green technology as an engine of growth, drive innovation and create employment in the country. Green Growth is where our future lies.

Clean and Green Motorcycles on the Roads

Malaysians are set to ride on Green motorcycles beginning next year. The director-general of the Road Transport Department, Datuk Solah Mat Hassan said the Road Transport Act 1987 was being amended to exempt the requirement for the machines to have engine numbers before they could be registered.

The rechargeable lithium battery-powered scooter to be known as the Penan, offers the same performance of a 125cc petrol-powered motorcycle.
One manufacturer, Eclimo Sdn Bhd, said its appointed assembler Naza Bikes Sdn Bhd would only begin manufacturing once the guidelines from the Road Transport Department (JPJ) were out.
Eclimo Sdn Bhd CEO Woo Kok Boon said the Penan, could travel up to 100 to 120km at an average speed of 50km/h when fully charged. It takes about three-and-a-half hours to fully charge the battery.The battery can be recycled at the end of its life span of about 100,000km for use in other applications.
Woo said a special feature of the motorcycle was its braking system which helped to recharge the battery.

The selling point of the motorcycle would be that the maintenance cost is 50% less compared with a petrol-powered motorcycle as electric bikes do not need engine oil, air filter and spark plugs, and of course, petrol. The Penan will be priced slightly above RM10,000.

Meanwhile, Modenas, the national motorcycle manufacturer, will also be offering a battery-powered motorcycle, currently referred to as CTRIC. It comes with five batteries to power its 1kw motor. The battery also takes 3 1/2 hours to recharge. Modenas' s electric motorcycle is ready to be launched within the next few months.

The target market would be those who usually travel within 35km to 40km.

CTRIC, would be powered by sealed lead acid gel battery and could hit a maximum speed of 110kmh. Its selling price was expected to be below RM5,000.

The government has introduced incentives for commercial owners to generate renewable energy and sell the excess to the Electrical Generation Companies, such as TNB and Sarawak Energy Board. The unnatural flooding of Alor Setar has been blamed on the railway double tracking being constructed by MMC Gamuda. I bet millions have been lost and surely MMC Gamuda has a lot to answer to this fiasco.

Now is the time for the public listed companies (MMC and Gamuda) to embark on a major CSR (Corporate Social Responsibility) programme to alleviate the sufferings of the masses due to their negligence or oversight.

Alternatively, the State has get the company to reimburse all expenses paid for the rescue operations and th running of the relief centres.

Floods Hits My Hometown.

While Indonesia grapples with the wrath of Mount Merapi, Malaysians in the northern states of Kedah, Perlis and Kelantan found themselves literally in deep waters.

The Minister of Housing and Local Government who hails from my hometown of Alor Setar in Kedah (whose house also happens to be not far from mine) has blamed the double tracking raiway project as the cause of unpredented floods in Alor Setar. Read it here:

While the flood situation has eased in Kelantan and Perlis, the people of Kedah have still to brace up. Bernama reports that the number of flood evacuees in Kedah increased to 39,512 this morning compared to 32,990 last night as more areas are affected by the flood in the state.

Although many flood victims in Padang Terap have been allowed to return home, the number of evacuees from Kubang Pasu, Kota Setar and Pendang continued to increase.

There are now 21,111 evacuees in Kubang Pasu, 15,736 in Kota Setar and 241 in Pendang. There are still 657 people at Padang Terap flood relief centre compared to 2,279 last night, and 1,767 in Pokok Sena from 1,868 last night
A National Security Council operations room spokesman said 100 evacuation centres were still open this morning.
More areas were flooded, including the compound of the state police contingent and Bernama bureau office, both at Jalan Stadium.

At first severe floods hit China. Now the authorities are worried of chemicals that has been washed down the from two chemical storage facilities, into the Songhua river in Jilin city. The Songhua River is the largest tributary of the Heilongjiang river, also known as the Amur river in Russia, on the China-Russia border. A total of 7,000 barrels from the storage facilities of two chemical plants had been washed into the river. Around 400 barrels have been recovered so far by workers at eight stations on the river. 4,000 of the barrels were empty, it was reported. The remaining 3,000 contained flammable chemicals,

Elsewhere in Jilin, 30,000 people in the town of Kouqian were said to be trapped by flood waters after a reservoir and two rivers burst its banks.
Water quality in the river was being monitored at seven stations, Xinhua news agency said.

Russian authorities were also checking the water in the Heilongjiang river (the Amur river), a report on Russian television said.

Five years ago a chemical spill in the Songhua river left the city of Harbin and its 3.8 million residents without water for five days.

Meanwhile, Pakistan is experiencing its worst floods in living memory. The South West monsoon rains have caused devastating floods as the Indus River, (travelling about 3,000km in Pakistan territory) and other major rivers burst their banks. Communications have been severed making dispatch of food aids difficult. Rescue teams in northern Pakistan are battling to reach tens of thousands of people cut off by the monsoon flooding.

While water is receding in some areas, many communities remain stranded by the region's worst flooding for 80 years.

The UN said 3m people had been affected and more than 1,400 had been killed. The government said some 27,000 people remained trapped and awaiting help.

The United Nations' World Food Programme says it has provided emergency food for 42,000 people in Pakistan by Monday and that by the end of the week it expects to have helped 250,000 people.

Continuous rain has hampered emergency services and delayed. The return of monsoon rains has grounded helicopters and raised fears of renewed flooding.

Forecasters said rain would continue in the north-west and in southern provinces of Punjab and Sindh over the coming days.

There are many areas the army admits that it has not reached at all. There are several valleys in the north-west of Pakistan where they do not know how many people have died or how much destruction there is. Time is now crucial for those people waiting for aid, who do not yet have food or clean water.

However, WFP spokeswoman Emilia Casella said about 1.8 million needed food aid.

The Pakistani military says it has committed 30,000 troops and dozens of helicopters to the relief effort, but winching individuals to safety is a slow process.

Aid agencies say the risk of water-borne diseases especially cholera, spreading will remain high until the flood waters fully recede.
While flood waters ravage China and Pakistan, the opposite happens to Russia. A record heat wave across Central Russia has started wildfires that have destroyed entire villages.

Moscow is mobilising more forces to fight hundreds of wildfires raging across a vast area of Central Russia. At least 40 people have died in fires in the past week, and seven regions are under a state of emergency.

Officials say 13 warehouses in a naval aviation storage area were destroyed in the blaze near Kolomna, outside Moscow; which began on Thursday and lasted into Friday, with the loss of an unknown quantity of military hardware. According to Russian news agency Interfax, the Kolomna depot services aircraft from all of Russian navy's fleets.

Elsewhere, extra firefighters went to protect a major nuclear facility at Sarov, in the Nizhny Novgorod region.
Many children are also being evacuated from summer camps threatened by fires.

About a fifth of Russia's grain crop has been destroyed and there was another big rise in the price of wheat on international markets on Monday.
As of July 30, some 25 million acres (about 10 million hectares) of grain had been lost, an area roughly the size of Kentucky - and growing. Then last week, fires that had been ignored for days by local officials began spreading out of control. By Aug. 2, they had scorched more than 300,000 acres (121,000 hectares) and destroyed 1,500 homes in more than a dozen regions, some of which declared a state of emergency.

The record heatwave is expected to last for the next few days. Temperatures in the Moscow area are expected to hit about 38C (100F) this week.

Besides causing poor visibility, the fires pose a health risk for those with respiratory problems.
While the States grappled with the BP oil spill fiasco, news broke out of an earthquake in Indonesian island of Sulawesi.

Mankind is still unrepentant of all the signs and will continue to plunder on, till the Earth could not take it anymore.

The Corals off Borneo are not Spared Either

Today's news reported that marine experts in the Universiti Malaysia Sabah are also worried that the corals off Sabah are also suffering the same fate as corals of West Malaysia' s coast.

Universiti Malaysia Sabah (UMS) scientists have discovered widespread coral bleaching in Sepanggar Bay, off Sabah waters.

UMS Director of Borneo Marine Research Institute Prof Dr Saleem Mustafa said coral bleaching needs serious attention as it affects marine biodiversity and coral reef fisheries in the state's waters. Prof Saleem said coral bleaching was a stress response associated with ecosystem disturbances.

According to UMS experts, in the context of Sabah, the corals have been living close to their maximum water temperature tolerance, and additional warming of water certainly has a debilitating effect on their health and survival.
It was explained that coral bleaching happens when corals lose the symbiotic micro algae that lives on their surface (zooxanthellae or the plant plankton, ) due to unfavorable environmental conditions. Bleaching stress has affected not merely the stony corals but also some soft corals, sea anemone and other marine invertebrates which have symbiotic relationship with the zooxanthellae.

Prof Saleem said that while the degree of bleaching in Sabah would require more studies to quantify, it seemed to have started in recent months based on the routine observations that have been on-going during regular dives in the area by UMS marine scientists.

Prof Saleem said the immediate causes could be unusual variations in temperature, dilution and sedimentation.

According to him, the dry spell and warmer conditions experienced in Sabah earlier this year (January-March) could have weakened the corals and dealt a blow to their resistance to environmental stress.

"A declining trend in the sea surface temperature anomaly that started in the second half of March 2010 from 1.5oC and transitioned to below 0.5oC over a vast part of the equatorial Pacific Ocean paved the way for rains that have been heavy at times in the recent weeks, leading to a large volume of run-off into coastal areas of Sepanggar Bay," he said.

Sedimentation was also another serious problem that needed immediate attention. Sediment run-off from the land-based activities and upwelling during the heavy rains have exacerbated the turbidity of the seawaters and covered the corals. Under this condition, corals already weakened by high temperature could not withstand increasing scale of sedimentation and dilution.

He said the possibility of unusual regional patterns emerging from global climatic change as factors responsible for coral bleaching cannot be ruled out. The equatorial location of Sabah and the region around it makes it an active seat of hydrodynamics driven by changes in atmospheric conditions and ocean circulation.

However, Prof Saleem said: "We should be prepared to face and examine oceanic patterns unfamiliar to us due to complications caused by climate change".

He said the UMS scientists were of the view that the climate change was worsening the serious problems facing the marine ecosystem.

"With acidification of ocean, altered hydrodynamic events and warming of the sea, the marine life is heading towards more dramatic consequences.

"At local level, we should reduce stress on the coastal marine ecosystem and build resilience in corals, and expedite the development of marine protected areas.This could be done by controlling sediment inputs to the marine environment and protect and restore the connectivity of corals with other associated marine critical habitats like mangroves and sea weeds," he said.

All global level, drastic reduction in carbon emission is the key factor in our fight against the effects of climate change.

Prof Saleem recommended that a sound and sustainable conservation policy has to be formulated as the economic costs of degradation or loss of marine habitats were enormous.
On another note, restricting access to Sipadan, a world-renowned diving spot off Sabah, has increased the fish population following the Government's move to restrict the number of tourists and prohibit the setting up of resorts on the island five years ago.

This was among the findings of a five-day scientific expedition to Sipadan Island Park, which ended on Friday, Sabah Parks director Paul Basintal said.

The restriction has resulted in positive impact to coral growth in the 16,846ha park, thus preserving the area as a turtle feeding ground.

Forty-nine people took part in the expedition comprising researchers from Universiti Malaysia Sabah, Universiti Kebangsaan Malaysia, Universiti Malaysia Terengganu, Sabah Parks, Fisheries Department, Mineral and Geoscience Department and World Wildlife Fund for Nature.

Paul said Sabah Parks would formulate a management plan for Sipadan Island Park to preserve its marine resources in line with the move to gazette the area as a protected park last year. The plan, comprising short-term and long-term measures, will provide a more systematic management of the island's marine heritage,

Scientific data obtained during the expedition would serve as a guideline in formulating the plan.

Now the plankton too are dying

Remember my recent post on corals dying off the coast of West Malaysia? Global warming has also affected the plankton. We learnt in Geography that plant plankton are the foundation of the food chain. Even though they are tiny and sometimes not seen by the naked eye; their existence in the planet's oceans is important as they are a source of half the world's oxygen and helps reduce carbon dioxide levels. Reducing carbon dioxide in turn reduces the temperature of the Earth, making it cooler.

The latest journal, 'Nature' reported that Canadian scientists and a top government US scientist who have researched the population of plant plankton discovered that worldwide phytoplankton levels are down 40 percent since the 1950s. They blame it on global warming, which prevents the plant plankton to get vital nutrients, so the researchers say.

It is a vicious chain. When the seas are warm at the surface, it will not mix well with the colder waters below. It would then make it difficult for the plant plankton which are light and often live near the ocean surface to get nutrients in deeper, cooler water. It also matches other global warming trends, with the biggest effects at the poles and around the equator.

Half a million data points dating to 1899 show that plant plankton levels in nearly all of the world's oceans started to drop in the 1950s. The biggest changes are in the Arctic, Southern, equatorial Atlantic and equatorial Pacific oceans. Only the Indian Ocean is not showing a decline. The researchers said it's too early to say that plant plankton is on the verge of extinction.

When plant plankton reduces drastically, sea birds and marine mammals which feed on fish and other marine life will starve and die in huge numbers because the fish which feed on the plankton also dies, experts said. Ultimately, humans are also affected.

It is official:our sea levels are expected to rise

The Deputy Minister of Natural Resources and Environment Ministry Tan Sri Joseph Kurup quoted a national coastal vulnerability index study conducted by the Drainage and Irrigation Department (DID) in 2006, predicted that sea levels off the west coast of Peninsular Malaysia will rise by 10cm to 13cm in the next 100 years.

He added that sea levels on the west coast of Pulau Langkawi would rise by 10cm while at Tanjung Piai, Johor, it is expected to increase by 13cm. Tanjung Piai is the southernmost point of mainland Asia.

Checks revealed that 288.4km or 6% of the peninsula’s 4,809km-long coast is being eroded by sea water. The erosion of the seafront affects beach properties and sea related economic activities.It was reported that the Ministry is taking both short-term and long-term measures in response to the problem of coastal erosion.

Short-term measures include carrying out engineering works and construction of erosion control structures.

“So far, 140km of affected coastline have been rehabilitated. Among the areas rehabilitated are Kemaman beach (Terengganu), Kuala Sala Kecil and Kampung Kangkung, Yan (Kedah) and the Miri - Kuala Baram coastline in Sarawak,” added Kurup.

He said in the long-term, DID has implemented an integrated shoreline management plan to prevent shoreline erosion from worsening. No further details on the long term solution were provided.

Let us just hope that while the government rehabilitate the 288.4km of coastline affected, no new areas are eroded; which is quite impossible. The DID would then be endlessly trying to patch up our shores.

The Corals Are Dying-Let Them Heal

The Corals are dying due to global warming. Today's news reported that several diving sites at marine parks in West Malaysia including the leading diving destinations in the world — Pulau Tioman in Pahang and Pulau Redang in Terengganu – have been temporarily closed due to coral bleaching.

Divers and snorkellers are not allowed to the diving sites until the end of October, 2010 to protect the corals which have turned white due to global warming.

It was reported that about 500,000 tourists visit the marine parks every year, including foreigners.

Environmental groups have welcomed the move to close the dive sites temporarily, saying there is a need to allow the country’s corals to heal and recover. Preventing humans from visiting the corals would reduce the negative impact of human activities.

I just hope that the time frame given is enough for the corals. This decision however, would not go down well with the tourism industry as it would affect their projected financial performances. Tourists who have already confirmed their tourism packages to these sites would not be pleased either.

Update- read comments by Universiti Sains Malaysia marine biologist Prof Dr Zulfigar Yassin.

Dr Zulfigar said closing down the marine parks would certainly help the corals to recover. Since global warming is not a localised phenomena, the corals may take longer to revive. Reducing additional stress caused by sewage from chalets, oil and grease from motorboats and abuse by tourists also help.

When it doesn't pay to recycle

A recent news in the Features section of the Star, (I couldn't locate the link) on young recyclers in New Delhi, India sifting through rubbish to pick on 'e-waste' caught my attention. These destitute children should be at school instead of day in and day out rummaging through dismantled electronic equipment to prise out the integrated circuits, tiny transistors, capacitors from the discarded computers, printers and other electronic equipment. The children are unaware of the dangers they are exposing themselves.

It was reported by a United Nations survey that India would have 500% more e-waste fom old computers in 2020 than in 2007, and 18 times more hand phones.

The e-waste handlers risks detrimental effects on their respiratory, urinary and digestive systems besides reducing body immunity levels and getting exposed to carcinogens. Toxic metals and poisons enter the bloodstream during the laborious manual extraction process to recover gold, platinum, copper and lead using caustic soda and concentrated acids.

These children have no idea of the dangers they go through each day. There is no precautions taken such as using gloves, masks or ventilation fans. For these illiterate children who are desperate to work in search for a few rupees, it is either die of hunger now or die of metal poisoning later.

It was also reported that computers, television and mobile phones are most dangerous because they contain high levels of lead, mercury and cadmium. Among the 250 recyclers studied over 12 months, almost all suffered from asthma and bronchitis. Dangerous levels of lead, mercury and chromium-10 to 20 times higher than normal- were found in the subjects' blood and urine samples.

These poor children will be suffering from the effects of the time spent in the landfills before the Indian government enact laws to regulate the e-waste industry.

Singapore's Straits Times reports that its major developer, the Housing Development Board is embarking on a green project to install solar roof panels on 30 HDB blocks in 6 precincts across the City state. The project is expected to cost Sin2.3 million (RM5.3 million) or about RM177,000 per block.

The roof panels will be used to power all common area services such as lighting, lifts and pumps. The precincts identified were: - Jurong, Aljunied, Telok Blangah, Bishan, Ang Mo Kio and Jalan Besar are expected to each save about $40,000 a year, according to the HDB.

The panels installed will serve about 3,000 flats and will cover a total area of 1.5 times the size of a football field. Each block will have about 150 of the panels, which measure s 1.8 metre by one metre and should last for 20 years or more.

It is heartening to note that Singapore is supporting efforts towards sustainable development. During my last visit to Singapore in June 2010, I had the impression that Singaporeans were a wasteful lot. The temperature at the hotel I stayed in was at if it was winter. I remembered the last time I shivered when performing my prayers was when it was winter in the UK during my student days.Besides the hotel, the airconditioning from the shopping malls could be felt while walking along the five foot ways.

Wild News

The Police, Customs and Perhilitan (Department of Wildlife and National Parks) Departments are having a wild time this past few days. Yesterday, the wild raid at a warehouse literally killed 2 birds with one stone. The police who were expecting to find stolen cars at a warehouse in Kuala Lumpur discovered more that they could chew. Together with the 42 stolen vehicles, valued at more than RM1million, they found :

A pair of the rare Bird of Paradise, also known as Cenderawasih in Malay, which supposedly has the power to bring good fortune to its owner. The pair is said to be worth RM1mil on the wildlife black market.

Other rare birds seized in the 3am raid were the blue-crowned Hanging Parrot, the black-coloured Palm Cockatoo and the white rump Shama. Altogether there were about 700 birds some of which had died.

Among the caged animals found at the warehouse were leopard cats, albino pygmy monkeys and numerous domestic cats, believed to be kept by their captors to cross-breed with wild cats to produce exotic offspring.

The Kuala Lumpur Wildlife Department deputy director Celescoriano Razond was reported to have said that over 20 species of the animals and birds found at the warehouse were listed as protected wildlife.

Today's Star reported another rare find. Two luggage bags containing protected rare animals were confiscated by the Customs Department at KL International Airport.

This time it was the Director General of Perhilitan Datuk Abd Rasid Samsuddin who chose to report to the media that among the animals were 369 Radiated Tortoises, five Madagascar Tortoises, 47 Tomato Frogs and several chameleons. Imagine all these animals were packed in two hand luggages brought in by two women from Madagascar. (Reminds me of the animation movie "Madagascar").

The tortoises were bound with masking tape to prevent them from moving, while the chameleons were stuffed in socks to prevent detection. Imagine the pandemonium it would have caused had all the animals got loose in the plane!

In another case, Perhilitan officers seized products made from parts of endangered animals from a shop in Petaling Jaya. They recovered five tiger claws, two beaks of rhinocerous hornbills, two Sambar deer trophies, a handbag made from Asiatic cobra skin, a pair of shoes made from python skin, three feathers from Birds of Paradise, one Barking Deer trophy and 96 trophies made from elephant tusks.

I can understand the need for some people to be seen with exotic animal hides on their hands and skins but to believe that these rare animal parts provide sexual prowess is a bit hard to swallow. If one brings any living thing (animals and plants) one needs to abide by quarantine laws. Bringing them illegally is like opening the floodgates. What if these animals are carriers of dangerous diseases like ebola. We already have problems with bats, rats and domestic animals being carriers of dangerous viruses.

As they say, once the demand stops, the trafficking of these animals will also ceased. But more need to be done to get the demand to come to a halt.Full stop.

It is smart business sense to be green

According to an expert on corporate responsibility (CR) and sustainable development, Paul Hohnen of Amsterdam, it is a general belief that breaching environmental laws does not affect a company’s stock market price. Well, not yet.

He gave palm oil prices as an example. The prices of palm oil are not affected by accusations of deforestation. It is the same with petroleum prices, which have shown no concern about global warming.

Concerns for the environment have now become a trend with governments willing to enact laws and regulations towards greening the environment. Therefore as a result more and more businesses are changing the way business is done. Unilever, a major user of palm oil, has been cutting ties with suppliers that are associated with illegal deforestation and is now committed to double the amount of certified sustainable palm oil it uses.

It was quoted that big retailers such as Tesco, Metro and Wal-Mart are also actively setting higher environmental and human rights standards for their suppliers. They’re doing it because they understand there is no future in being seen as unsustainable and because it makes good business sense now. They are creating a new business model where sustainability is being integrated into the product.

“Companies that aren’t green, or who can’t measure and report their impacts, risk losing out on global supply chain access,” says Hohnen.

“Going green is smart management,” says Hohnen.

By going green, a company achieves several things at the same time.

• First, it reduces the time wasted on brand management. In a world increasingly more sensitive about the impacts of climate change, air pollution and environmental damage, companies with poor performance can expect to spend more time defending themselves to regulators, investors and the media. Consider Exxon, which is still dealing with the consequences of the Exxon Valdez oil spill.

• Second, smarter use of raw materials and energy, leads to producing less wastage which often lead to quick improvements to net profits. The motto “make more by using less” has been adopted successfully by big chemical companies like BASF, Bayer and Dow.

• Third is the market share. For many specialists, “green industry” is seen as the next IT revolution in terms of market growth and opportunities. Some assessments show that the global market for green products and services is more than 500 billion Euros a year and growing.

Many of the world’s biggest companies, like Siemens, Philips and GE, are busy positioning themselves for the “green industrial revolution”.

• Last but not least adopting green technology leads to innovation. Making things with less or making them in different ways stimulates companies with rethink through their business model. This stimulates technological competitiveness.

In turn, this appeals to young graduates, investors and regulators. In the energy sector, it’s been notable that most of the new energy innovations are coming from non-traditional players.

Manufacturers of solar panels and wind turbines have enjoyed some of the fastest growth rates in the sector, helped by subsidies and positive profile. Chinese companies have been quick to exploit the potential of innovation for growing new markets.

Doing Something Green

Instead of sending my delicate silks to the cleaners to be dry cleaned with poisonous petroleum based solvents, I thought I should try to hand wash them instead. I had bought a special gentle soap that contains a colorguard that prevents the colour from running when wet. Well, the reason we send our clothes to the dry cleaners is because the colour runs when washed at home.. I tested my clothes first with a little soap, and voila, the water was clear.It works.So I proceeded to wash and rinse all my clothes I had reserved specially for the cleaners. After washing them, I just let them drip dry in the bathroom. Drip- drying would make ironing easier as there would be less creases.

As the hot whether continues I have no worries.My clothes would dry in no time even when hung in the bathroom.

How one Volcano can put the world to a standstill.

I never imagined that a volcanic eruption in Iceland would affect my family. Just as my son, Ikmal was enjoying his 3 week sojourn in Paris, England and Dublin; Eyjafjallajokull chooses to violently gush out its contents. Ikmal is now patiently (I hope) waiting for his flight back to Bangalore, India from London. He is stranded in Dublin as Ireland closes all its airspace. I am praying that he would not be too late for his new academic year which started this week.

My other son, Afif in Sheffield, seems oblivious of all the fuss. He spent the weekend playing football in the Leeds-Bradford games, organized by his fellow Malaysian university students in the UK. I am praying that both of them would not be affected by the finely pulverized lava thrown out by a volcano eruption as it is said to consist mostly of molten silica. This translates that the volcanic ash consists of fine glass particles. Maybe the ash has not fallen where they are.

They say that the eruption of Iceland's Eyjafjallajokull on Tuesday, April 13 2010, is not as great and powerful as major eruptions like Mount St. Helens in 1980, which released 1.5 million metric tons of sulfur dioxide into the atmosphere, or the catastrophe of Krakatoa in Indonesia in 1883, which killed more than 40,000 people and was felt for months later around the world. During Eyjafjallajokull, by contrast, there have been no deaths; only about 800 living in the vicinity were evacuated.

But Eyjafjallajokull's eruption created a major airline disaster initially in Europe. Somehow, the calamity’s effects spread like wildfire around the world; the world being a global village it now is. The standstill in Europe causes a travel backlog elsewhere from Tokyo to Toronto, as airlines cancelled flights to Europe as European governments close their air space. The reason was they were scared that the 7-mile-high plume of volcanic gases and silicate ash which has spread across much of Europe, would be sucked into an aircraft’s engine and transmission system and cause it to stall.

Shutting down the continent's airspace and grounding thousands of flights was expensive and inconvenient, as millions are stranded across the globe; but it was far preferable to having planes falling out of the sky. And while the economic toll of such disasters may be rising, huge death tolls are far less common.

As Eyjafjallajokull is still spewing ash clouds, it is not known how long the effect of the explosion will linger.

The transport disruption, particularly across the Atlantic, comes as the industry is said to have started to recover from the worldwide recession, with business and international travel slowly picking up.

European airlines were already suffering from the slow pace of economic recovery there. Even before the latest crisis, the International Air Transport Association had projected that the industry would lose $2.8 billion this year, down from last year’s loss of $9.4 billion.

Eyjafjallajokull was unknown before April 13th. From now on it would be stated in history as the volcanic eruption that caused the world transportation system to go haywire and may make some airlines bankrupt. Ironically, land transport operators have been having a field day trying to bring stranded travelers back on their itinerary track.

As I write this, I am happy to note that the airspace in Scotland, Northern Ireland and parts of northern England is due to reopen on Tuesday, 20th April.

Restrictions to airspace above the rest of England and Wales could be lifted later on Tuesday.

Meanwhile, Germany, France and Belgium have also said they will begin to reopen airspace from Tuesday.

My son, Ikmal will get to resume his studies sooner than I thought. Thank God.

The GreenHouse Effect

The Earth receives energy from the Sun in the form of electromagnetic radiation. Most of the radiation is in the visible spectrum which is of a shorter wavelength. The visible light with solar energy passes through the gases in the atmosphere without much effect. The longer wavelength infrared radiation on reaching Earth is reflected back to space and get trapped in the atmosphere.

The gases in the atmosphere absorb some of the infrared radiation and reflect some back to earth.

The contributing gases in the atmosphere that add to global warming are methane, nitrous oxide, carbon dioxide, water vapour and chlorofluorocarbons (CFCs) from aerosols. These gases are also called Greenhouse gases (GHG). Of these gases, the concentration of carbon dioxide is the most being more than 60%. The CFCs although making up only about 10% of the total greenhouse gases (GHG) has the most capacity to absorb the infrared rays.Methane makes 25% of the (GHG) but absorbs 20-30% of the infrared rays.

These gases keep the Earth warm enough to support life by preventing the heat from the solar radiation. They absorb the radiation and re radiate back to Earth and prevent the trapped gases from escaping back to Space.

Under natural circumstances that is good as it provides necessary heat for living things to survive. However due to high concentrations of these gases from man’s activities (vehicular emissions, industrial effluents, agricultural activities and other human activities), more gases are trapped in the atmosphere.

The extra heat cause the Earth to heat up as it increases the Earth’s surface temperature. This is what is called Global Warming.

It is harmful to the environment as it changes the climatic patterns and threaten the very existence of life on Earth.

Global Warming Closer to Home

For the past three months, the weather has been unbelievably hot. During my trip up north in February, I noticed that the leaves of the trees lining the highway in the northern states of Kedah and Penang has shrivelled. The drought was being felt very badly.

We are a bit luckier where we live. As it is within the water catchment area, rain falls more frequently. However the evening rains are often accompanied by thunderstorms because the temperature rises in the morning and afternoon to about 40 degrees. The rain would reduce the ambient temperature and make life more bearable. If it doesn't rain, then the nights would be stifling hot.

Fans and air conditioners sell like hot cakes during the hot weather. I have to admit that I too need the aircon in order to sleep well. It is like the chicken or the egg. The hotter the weather, the more energy is used to cool down, leading to even hotter weather.

No one needs the hot water heater anymore when you can just turn the tap and the water that you get is already hot. Imagine you have to wait for the water to cool down before taking your shower!

Tory Green Proposals

The London Daily Telegraph on 24th Nov 2009 reported that the opposition Conservative Party or Tories as they are called are proposing a coupon or voucher incentive to encourage households to recycle. These vouchers could be claimed from Marks and Spencer and Tesco. It was expected that claims up to GBP130 could be accumulated by a household per year.

It is estimated that these incentives could encourage households to recycle and the national recycling rates will increase by at least 30 per cent annually.

If more people were to recycle, there will less pressure on the landfills as less rubbish will be created and dumped. Councils would spend less on filling up the landfills and thus the money saved on landfill taxes could go to finance the claim vouchers.

The recycling plan is part of several green measures that also include:

* cutting carbon emissions in Britain by 10 per cent within a year

* creating the country’s first ‘green investment bank’

* introducing Green ISAs, encouraging investment in green technologies

* making Whitehall energy consumption ‘transparent’.

The Conservatives have carried out a pilot scheme in the Tory-led council areas of Windsor and Maidenhead where recycling points are set up where the vouchers can be redeemed online and spent at hundreds of local shops.

The points are then uploaded onto a computer database which can be accessed by residents to collect and redeem the points. It has enabled residents to earn a maximum of £130 per year in vouchers and discounts.

At the moment, 37 per cent of household waste in England and Wales is recycled, up from just 7.5 per cent in 1996. But landfill taxes levied by the Government are still set to rise from £40 a tonne to £70 a tonne in the next three years.

The Conservative plans to increase recycling rates are likely to be welcomed by many Councils that fear facing swinging European Union fines if they the number of landfills are not reduced.

The ‘green’ bank would consolidate public funds that is divided across a number of current Government climate change initiatives. It would also bring in private sector funds which would be used to create jobs, encourage innovations and encourage companies to invest in Britain.

Green ISAs (Individual Savings Accounts) will also be used to encourage members of the public to invest in green technologies.

Under the new green Tory plans, details would also be published online of the energy consumption of every Whitehall department so that the public can hold ministers and civil servants to account for their carbon footprint.

Let us see how far the Conservatives' proposals will be taken by the Labour government and implemented.

When Less is Best

Thursday's Daily Telegraph says it well. It is not something new.

Studies have shown that we can save the planet by consuming less and by cutting on our wastes. We are to go back and do as our forefathers did. Eat less meat and reduce, reuse and recycle.

The report by the UK Government agency in charge of cutting waste, WRAP (Waste and Resources Action Programme), pointed out that one third of what we throw can still be used. So they are suggesting that we do not buy new things but rent them because by doing so, less goods are manufactured and thrown in landfill, therefore cutting greenhouse gas emissions. Being thrifty always helps, especially when times are bad.

Items that you can rent include tableware, gardening tools, new electronic gadgets, ski equipment, clothes, telephones and cars.

It was reported that the UK Government is committed to cutting greenhouse gas emissions by a third by 2020. The research found that better use of resources, by cutting down on packaging and boosting recycling - as well as consumer lifestyle changes - could cut 254 million tonnes or up to 10 per cent of that target over the next ten years.

Changing consumer behaviour is going to be very challenging for any society. A lot has to be done to educate society that you can reduce greenhouse gases simply by using less and consuming resources more efficiently.

So eat less meat, wear used clothes and reduce, reuse and recycle whatever and whenever you can.

Green Incentives in 2010 budget

Green is the way to go for the Malaysian government! The new budget tabled by the Finance Minister who is also the Prime Minister on Friday offers the following incentives to promote green technology:

Stamp duty exemption for buyers of buildings with Green Building Index certificates
Tax exemption equivalent to the additional capital expenditure to obtain Green Building Index certificates from Oct 24 this year to Dec 31, 2014
RM1.5 billion soft loan for companies using green technology
RM20 million to intensify awareness on green activities
Putrajaya and Cyberjaya to be developed as pioneer townships in green technology

I think the budget is good for starters. It should spur developers to build environment friendly residential homes and offices. Entrepreneurs will now be encouraged to create more sustainable businesses.

So folks in Putrajaya and Cyberjaya, buckle up!You must be ready to set the trend and become green pioneers in the Green Revolution.

Climate Change: More political will needed

London newspaper, the Daily Telegraph environmental correspondent, Louise Gray reported that scientists agreed that if the emission of greenhouse gases could be halved by 2050, then the world temperature rises would be below the dangerous level of two degrees C (3.6 degrees F).

A WWF report found that this will require a "green industrial revolution" by 2014, with heavy investment in green technology involving low carbon emissions and away from the use of fossil fuels. Green technology would include the utilization of wind, solar, nuclear and clean coal.

It will also mean switching to electric cars and improving energy efficiency by insulating our homes and wasting less electricity.

The above warning comes as ministers and officials from around the world meet in London this week for the Major Economies Forum. The MEF was set up by President Obama to give ministers an opportunity to solve difficult issues before the world meets in Copenhagen in December to agree a new deal on climate change.

More pressure will be put on rich countries, including the US, to sign up to legally-binding targets to cut carbon emissions. Innovative new measures are to be formulated to reduce deforestation, including plans to pay poorer countries not to chop down trees.

The WWF said both rich and poor countries need to start investing in renewable energy and encouraging behaviour change among citizens in order to meet the targets.

Downing Street is also concerned that there is no agreement on how to finance a climate change package in developing countries.

British Prime Minister Gordon Brown was quoted in the Guardian today warning that floods and droughts would be a normal occurence unless governments speed up negotiations on climate change before vital talks in Copenhagen in December.The prime minister will deliver his warning to a meeting of environment ministers brought together under the umbrella of the Major Economies Forum. The 17 countries in the forum are responsible for 80% of greenhouse gas emissions.
It was pointed out that India was ready to set itself non-binding targets for cutting carbon emissions, while China said it would curb the growth of its emissions by a "notable margin" by 2020, without much specified figures.

The US special envoy for climate change, Todd Stern, said developing economies must boost their efforts to curb emissions, warning it was "certainly possible" that no deal would be agreed in Copenhagen."What we need to have happen is for China and India and Brazil and South Africa and others to be willing to take what they're doing, boost it up some, and then be willing to put it into an international agreement," he said.

(Note that efforts to be made by the US is not mentioned. It is the US that had not ratified the previous protocols to reduce carbon emissions).Developing countries on the other hand place the blame on the developed countries for failure to reduce carbon emissions and the blame game continues at the expense of Mother Earth.If these situation persists, then not much progress is expected in Copenhagen.

In Malaysia, as in many other developing countries, generally the average man in the street is not very concerned about climatic change. Attitudes have to be changed if we were to save the earth from further destruction. Although there is already a Green Technology Ministry, a Ministry to deal with climate change has not been formed.Apart from the small tremors felt when there is an earthquake in Sumatra, Indonesia and heavy rain when Manila is hit by typhoons; Malaysians do not connect these events as consequences of climate change.

Carrefour joins the bandwagon to reduce the use of plastic bags

CARREFOUR has now joined in the 'Say No to Plastic Bags' campaign. (See report). It recently launched a 100 day countdown to end free distribution of plastic bags at the checkout counters of its newest outlet in Bandar Tun Hussein Onn, Cheras. Maya Karin, Malaysia's popular award winning film actress and nature lover, was invited to witness the launching.

The campaign hopes to save the Irrawaddy River dolphins that are often sighted along the coasts of Sarawak and Sabah.

Carrefour, in collaboration with the Malaysian Nature Society (MNS), will help raise awareness to protect the dolphins as their natural habitat had been seriously jeopardised by plastic bags.

An exhibition has been put up to educate customers into adopting a new habit of reusing their green shopping bags.

Maya Karin was positive that in 100 days, the Carrefour store will further reduce its environmental footprint once there is no more free distribution of plastic bags.

“I will follow up very closely on the efforts and will even step in to speak to the customers about the importance of cutting back on plastic bags,” said Maya after the launch.

According to Carrefour Malaysia’s marketing and communications director Low Ngai Yuen, Carrefour Malaysia has allocated eight eco-friendly checkout lanes at the new store, that prioritise customers who have chosen to reuse their shopping bags.

Well, this campagn should last more than 100 days to save the dolphins as Malaysians need more time to change their ways. Perhaps, Carrefour will save the turtles next.

'Reduce The Use of Plastic Bags' Campaign

The government is now looking into reducing the use of plastic bags. See the Star today.

Malaysian Energy, Green Technology and Water Minister Datuk Peter Chin Fah Kui has announced that his ministry plans to start a campaign to create a greener environment. For the kick-off towards a more eco-friendly nation which causes less harm to the environment; the Ministry will start with reducing the use of plastic bags, especially for packing food.

Quoting from the Star report: “We also plan to rope in other ministries for this good cause. It is important for the public to be aware of the harm plastic can do to the environment,” he told reporters after the ministry’s monthly gathering yesterday.

Ministry staff are thus encouraged to bring their own food containers to the cafeteria if they want to buy food. The staff members are expected to lead the way for their children, friends, family and neighbours to follow. This would certainly go a long way to protect and preserve our natural resources should everyone cooperate and change their attitudes.

The Minister hopes that if the “do not use plastic bags” campaign among the public sector in Putrajaya succeeds, it would then be extended to the private sector (shops and retail outlets) within Putrajaya, before going nationwide.

This is good news for green lovers but we must be wary of the plastic manufacturers who will find ways not to reduce their sales.Perhaps the government could look into giving incentives for the research and manufacture of greener packaging materials.Thus the manufacturers could then have the alternative to switch to biodegradable plastics based on agricultural residues or cast-aways, instead of the more conventional petroleum based plastics.
