Brunei to mark Raya Thursday

His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam yesterday consented to convey Aidilfitri greetings to his subjects currently working, studying or residing with families and friends in Malaysia.

Malaysia celebrates Hari Raya today, while Brunei begins the celebration marking the end of Ramadhan tomorrow after 30 days of fasting.

Hari Raya is an important and joyous festival in the Islamic calendar signifying the triumph of Muslims over a month of restraint during the month of Ramadhan.

In His Majesty's titah for all Brunei citizens currently residing in Malaysia, the monarch said he and members of his royal family, in this month of blessings, convey happy Hari Raya Aidilfitri to all Brunei citizens celebrating Aidilfitri in Malaysia.

"We are fortunate, with the blessings from Allah the Almighty, to have successfully fulfilled the religious obligation of fasting for a month. Hopefully, Allah would accept this act of devotion.

"In this blissful time, I and members of my family, express 'Selamat Hari Raya Aidilfitri' to all citizens of Negara Brunei Darussalam that are celebrating Hari Raya in Malaysia, either they are working, studying or residing with families and friends.

Muslims in Brunei will celebrate Hari Raya tomorrow, which will also mark the first day of Syawal 1429, religious officials confirmed.

The result of the sighting was broadcast live last night on Radio Televisyen Brunei (RTB).

The new moon, which determines the end of Ramadhan and the start of the Hari Raya celebrations, was not sighted on the horizon during an observation yesterday between 6pm and 7pm at several vantage points at Bukit Shahbandar in Jerudong, Bukit Ambok and Padang Tembak Bukit Agok in Tutong District and Bukit Lumut Belait.

Syarie Judges and officials of the Syariah Court, officials from the State Judiciary Department, Ministry of Religious Affairs and the Survey Department, Ministry of Development made attempts to sight the 'hilal' or new crescent moon but in vain.

In Bukit Shahbandar, among the officials that were present included Ustaz Haji Mohd Lazim bin Haji Matali and Pg Haji Muhammad @ Pg Haji Noor Asmawi bin Pg Haji Hassan, both Syarie Subordinate Judges.

Meanwhile, the Ministry of Religious Affairs held a religious ceremony for the sighting of the new moon, yesterday afternoon, at the Dewan Teratai, level 5 of the ministry.

Present at the ceremony was Pehin Jawatan Luar Pekerma Raja Dato Seri Utama Dr Ustaz Haji Awang Mohd Zain bin Haji Serudin, the Minister of Religious Affairs.

Also present were invited guests, permanent secretaries, deputy permanent secretaries, senior officers and officers at the ministry.

The religious ceremony began with the recital of holy versus from al-Quran by Awang Abdul Matin bin Haji Abdul Rahim, Champion of the Al-Quran Ayat Memorising and Translating Category A in conjunction with the Nuzul al-Quran National Level Celebration.

This was followed by a selawat performance by officers of the ministry and a maghrib prayer Imam by Awang Mohd Seruji bin Haji Dolah.

To mark Hari Raya, Sunat Aidilfitri prayers will be held at all mosques around the nation at 7.30am on Thursday.

With one more day for Hari Raya, Muslims are expected to make the most of the last day of Ramadhan by doing religious deeds with hopes of getting higher rewards and blessings from Allah SWT.

All roads leading to major shopping centres and department stores are expected to be congested today with people rushing for last minute shopping.

Petrol stations are also likely to see long queues, as will immigration checkpoints with people leaving and entering the country to join their families for Aidilfitri.

More blood donation drive in the evening

LAST night, more than 40 regular and first-time donors from the Chinese Association came to the Blood Donation Centre (BDC) at RIPAS Hospital to donate their blood. With the low blood stock, especially Group A and B Positive blood, BDC truly appreciates the continuous efforts given by this association which has regularly organized blood donation drive each year during the fasting month of Ramadhan.

More blood donations campaign will be held in the next three nights at the BDC to prepare the blood stock for the long holiday this coming Hari Raya. Tomorrow, BDC will be seeing donors from Sunlit Advertising. On Sunday night, St. George's School is organizing similar blood donation drive and the day after that, personnels from the Gurkha will be coming in to donate their blood.

Public, in general, are more than welcome to walk in to the BDC during these three nights to make donations.

THE National Level Teachers' Day celebration for this year will be held on October 18, at the International Convention Centre (ICC) in Berakas.

Teachers' Day is usually celebrated every September 23, but due to the fasting month, the celebration is being put off until next month.

One of the highlights of the celebration as been previously conducted over the past 17 years will be presentation of awards to outstanding teachers in recognition for their excellent service.

According to Ak Md Hazrinudin Shah Pg Hj Zohaini, public relations officer at the Ministry of Education, His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam will grace the occasion and officiate the opening of Teachers' Day Exhibition to be held at the same venue.

The first ever Teachers' Conference will also be part of the celebration, which will be launched on October 21 at ICC.

Themed, "Enhancing Teachers' Professionalism Towards The National Education System for the 21st Century" (SPN-21), the conference aims to enrich the annual celebration with a professional programme. It is in support of the Ministry of Education's aspiration towards the success of SPN-21 through enhancement of teaching quality, professionalism and leadership among school leaders and teachers.

The three-day conference will basically conduct plenary session where three keynote address and four working papers will be presented by overseas and local experts.

Presentation of 12 group discussions in parallel sessions will also take place during the conference.

These sessions will provide a platform for discussions, sharing of ideas and exchange of views with overseas and local experts, practitioners and peers on the development of education, teaching excellence and school innovativeness for the 21st century.

At the end of the conference, a resolution will be passed to strengthen teaching quality, professionalism and leadership in the country.

Some 500 participants comprising of teachers from schools and various education institutions nation-wide will be attending the conference. Ten teachers from five Asean member countries are also expected to join the conference.

Teachers' Day is held in recognition of the contribution by teachers to the community, religion and the country. It is also to commemorate the birthday anniversary of the late Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, the 28th Sultan of Brunei for his contribution in the field of education including religious education. Department Of Laboratory Services Holds Khatam Al-Quran

YESTERDAY, Department of Laboratory Services (DLS), Ministry of Health, held Khatam Al-Quran at the Bleeding Room, RIPAS Hospital as one of the annual activities that is normally held during the fasting month of Ramadhan.

Present at the ceremony was the Director of DLS, Dr Hj Mohammad Hj Kassim and staffs of the department. The ceremony proceeded with the recital of verses of the Quran and was later blessed with a recital of the Doa Khatam Al-Quran by the invited Ustaz.

Ministry Of Health Celebrates Nuzul Al-Quran And Donates To Orphans

EARLIER today, Ministry of Health held Nuzul Al-Quran Celebration and Donation to Orphans of the Ministry. Present as the guest of honour was the Minister of Health Pehin Orang Kaya Indera Pahlawan Dato Seri Setia Haji Suyoi Bin Haji Osman. Also present were Pehin Orang Kaya Pekerma Laila Diraja Dato Paduka Haji Hazair Bin Haji Abdullah, the Deputy Minister of Health and other officials of the Ministry.

The ceremony began with the Zohor prayer at the Surau of Islamic Propagation Centre (Pusat Dakwah Islamiah) in Berakas, and later proceeded with the Celebration of Nuzul Al-Quran at the Main Hall.

The celebration commenced with a recital of the Surah Al-Fatihah and followed by a recital of the verses of the Quran by Haji Zidi Bin Haji Wasli. Later, the Ministry of Health was called upon to award the donations to the invited orphans. 64 orphans of the Ministry received donations today.

The ceremony continued with a religious talk by an invited speaker from the Islamic Propagation Centre, Ustaz Haji Anwari Bin Haji Rawee who was later presented with a token of appreciation by the Minister. The celebration concluded with a recital of the Doa Selamat.

Ramadhan sees rise in non-Muslim blood donors

DUE to limitations of Muslims giving blood during the fasting month of Ramadhan, non-Muslim communities in the country have taken it upon themselves to help keep the stock of blood at a healthy level as the demand for blood still remains.

The Blood Donation Centre at Raja Isteri Pengiran Anak Saleha (Ripas) Hospital is usually open during office hours in the day but during Ramadhan, the centre also opens in the evenings to groups and associations that wish to donate blood.

The centre was filled with some 50 both experienced and new donors from the Chinese Chamber of Commerce and the Tunas Brunei Association as well as the publicon Wednesday night.

Mohd Shahrunney Hj Saparudin, scientific officer at the Ministry of Health's Laboratory Services Department told The Brunei Times that he understood why there is a dip in Muslim donors even though the centre is open in the evenings as they still have to attend religious functions and perform the tarawikh prayers.

He said that Brunei requires about 1,000 pints of blood monthly and about 10,000 pints annually, while blood donation drives and contributions from large groups, associations and companies have ensured that the target is always met.

However, he pointed out that throughout the year, there are sometimes a shortage in specific blood groups.

Liew Yian Choo, assistant head of the Chinese Chamber of Commerce's Women Council said that their blood donation initiative is an annual event.

Aware that Muslims would have problems giving blood during Ramadhan, the association decided to gather its members during that time of the year. About 20 members from the association's Women's Council and Young Entrepreneur Council donated blood that evening.

An enthusiastic first-timer, 29-year-old Shahiran Sheriffuddin knew about the Blood Donation Centre being open that evening from the Tunas Brunei Association and a friend's blog.

From there, he called on his family and friends to join in so that there would be an increased awareness of the importance of donating blood.

After finding out that he is an 'O' blood type, the health facilitator in the Health Promotion and Education Department said that he would try his best to give blood every three months. As 'universal donors', he urged other 'O' blood types to follow in his footsteps and give blood regularly.

According to Mohd Shahrunney, there needs to be more aggressive tactics to promote public awareness of regular blood donations.

In conjunction with World Blood Donor Day on June 14, the Ministry of Health collaborated with state-broadcaster Radio Television Brunei to produce a short video, and the message was also relayed through the media.

He said that the public needs to be educated as to why blood donations are important. "Sometimes, it not just the red blood cells but patients may need only plasma or platelets," he said. He hopes that if the public realises that their donations can help people such as those suffering from cancer, and those undergoing surgery, they will adopt a better attitude towards regular blood donation.

Persatuan Tunas Brunei and the Chinese Chamber of Commerce held a blood donation drive yesterday at the Blood Donation Centre RIPAS Hospital. The 2-hour campaign commenced at 8.00PM last night. According to Hj Ibrahim, the Supervisor of the Blood Donation Centre, more than 40 donors altogether turned up to donate their blood.

Blood products, such as red blood cells concentrates, platelet concentrates and plasma, are very much in high demand all over the country, especially during this time of the year when Muslim donors are unable to donate their blood during day-time in the fasting month of Ramadhan. As a result, blood products are depleted at an unexpectedly high rate even though the Blood Donation Centre have been actively campaigning for blood from non-Muslim donors through various institutions.

Demands for blood tranfusions mostly come from patients with blood disorders such as thalassaemia and severe anaemia who require regular and, most of the time, multiple transfusions, antenatal and post-natal mothers with complicated pregnancies requiring lower segment caesarean section operations and lowered hemoglobin levels, preterm babies with low hemoglobin levels, patients undergoing major surgeries, road traffic accident and emergency cases, bleeding patients, cancer patients, renal patients who are going for hemodialysis, and many more.

The 40 over bags of blood collected last night are expected to be exhausted just within a week. With more patients, especially thalassaemia patients, are expected to come in to be transfused next week just to prepare them for the coming Hari Raya when clinics are closed, more blood is still required to replenish the stocks and to stand-by for any emergencies.

Public in general, who think are fit to donate, are encouraged to donate their blood at the Blood Donation Centre RIPAS Hospital. Appointments can be made to the Centre and donations can be done at night time, preferably after Isyak prayers. Persatuan Tunas Brunei (PTB) is organizing a blood donation drive today at the Blood Donation Centre near the Therapeutic Garden RIPAS Hospital. The campaign will start at 8.00PM until all donation procedures are completed. PTB is inviting all members, families, friends and individuals to donate their blood.

Blood products, especially red blood cells concentrates, are expected to be exhausted rapidly during the fasting month of Ramadhan as Muslim donors are unable to donate their blood. Even so, the Blood Donation Centre have been actively campaigning for blood and there have been numerous supports from non-Muslim donors from various institutions. Majlis Belia Brunei (Brunei Youth Council) and Youth and Sports Department of the Ministry of Culture, Youth and Sports organized Ramadhan stalls in the vicinity of the Hassanal Bolkiah National Stadium. More than 200 lots have been taken up by the local, youth entrepeneurs in the Gerai Ramadhan Belia.

Many Muslims and non-Muslims are seen flocking to the National Stadium, as early as 3.oo PM, to buy their food for Sungkai. Varieties of Sungkai delicacies are being sold ranging from the local 'kuih', kebabs, grilled whole chicken, smoked fishes, barbequed lamb to the seasonal favorite local drinks such as the 'cendol' and 'puspa'.

Similar stalls have also been set up in other areas in the Brunei-Muara district - Sumbangsih in Beribi, Perpindahan Lambak Kanan, Gadong and across Royal Regalia.

Fasting begins tomorrow

By consent of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam it has been announced that Brunei will begin fasting for the month of Ramadhan from Tuesday. Muslims will perform the nightly 'terawikh' prayers tonight marking the start of the holy month.

At dusk yesterday, several religious officials converged at a few vantage points to sight the newmoon of Ramadhan and later confirmed that it was not sighted.

It took place simultaneously at several strategic locations in the country including Bukit Shahbandar in Jerudong, Bukit Agok Firing Range and Bukit Ambok in the Tutong District and Bukit Lumut in the Belait District.

Twenty staff from the Survey Department aided the religious officials in operating the telescope and computers, which were used to find the location of the new moon.

Among the officials who were present at Bukit Shahbandar were Haji Mat Lazim Hj Matali and Pengiran Hj Mohammad Pengiran Hj Ahmad @ Pg Asmawi - both Syarie Judges - as well as the Permanent Secretary at the Ministry of Development, Awg Haji Mohd Rozan.

Meanwhile, a religious ceremony was held by the Ministry of Religious Affairs while awaiting the announcement of sightings from the locations throughout the Sultanate.

Present at the ceremony was the Minister of Religious Affairs, Pehin Jawatan Luar Pekerma Raja Dato Seri Utama Dr Ustaz Hj Awang Mohd Zain bin Haji Serudin.

Also present were Minister of Development Pehin Orang Kaya Hamzah Pahlawan Dato Seri Setia Awang Haji Abdullah; Deputy Minister of Religious Affairs Pehin Udana Khatib Dato Seri Setia Ustaz Haji Awang Badaruddin; Head of Syarie Judge Pehin Siraja Khatib Dato Seri Setia Ustaz Haji Awang Yahya; Deputy Minister of Education Pengiran Dato Seri Setia Dr Hj Mohammad; Deputy State Mufti Pehin Orang Kaya Paduka Setia Raja Dato Seri Setia Ustaz Haji Awang Suhaili; and former Head of Syarie Judge, Pehin Datu Imam Dato Seri Setia Ustaz Haji Awang Abdul Hamid.

The ceremony began with the recital of al-Quran verses by Ustaz Hj Armawi bin Abdul Rahman, a teacher from Institut Tahfiz al-Quran Sultan Haji Hassanal Bolkiah, followed by a recital of surah yassin and tahlil led by Awg Hj Abdul Aziz bin Hj Akop, Acting Secretary of Islamic Religious Council. Later a doa selamat was recited.

A mass maghrib prayer also took place, led by Ustaz Mohammad Hashim bin Haji Abdullah from Institut Tahfiz al-Quran Sultan Haji Hassanal Bolkiah.

ORAL HEALTH AGENDA - PEARL - 2008-2012 Roadshow

Department of Dental Services held PEARL 2008-2012 Roadshow as part of its ORAL HEALTH AGENDA today at the Multipurpose Hall Ministry of Health.

Present at the roadshow was the CEO of Dental Services Department, Dyg Hjh Norsiah Hj Johari who gave her welcoming speech and presented the Oral Health Agenda (PEARL 2008) books to representatives from various departments of Ministry of Health.

Dr James Lee Moh Kiang presented the overview of Oral Health Agenda 2008-2012 and he mentioned the aims of the roadshow are to explain and share with the public the vision and mission of the department and the goals, strategies, objectives and expected outcomes of the Oral Health Agenda as well as to discuss issues centering around the Oral Health Agenda.

He added that Oral Health Agenda is the Department's health plan, blueprint or guide to promote the oral health of the population of Brunei Darussalam, by adopting strategies that are more effective to meet their oral health needs, over the next 5 years.

He also elaborated on the Department's vision "Healthy Mouth, Healthy Nation" and the mission "To improve oral health through effective, equitable, affordable, accessible, safe and sustainable oral health care in Brunei Darussalam."

The Oral Health Agenda aimed mainly to improve the health and well being of Brunei's population by improving oral health status and reducing burden of oral disease and hence, the ultimate goal is to develop oral health strategies and intervention to achieve an oral health status that is one of the best in the region.

According to the World Health Organization, oral health is a standard of health of the oral and related tissues (including teeth) without active disease. This state should enable the individual to eat, speak and socialize without discomfort or embarassment and contribute to well-being.

Dr Sylviana Hj Moris, Dr James Lee, Dr Mary Cheong, Dr Mohd Fadzilah bin Abdullah, Dr Paulina LIm and Hjh Zuraidah Hj Wahab briefed on the 4 Key Results Areas of the Oral Health Agenda, namely Optimizing Accessibility, Enhancing Oral Health Promotion and Disease Prevention, Expanding Education and Trainig, and Allocation of Fund.

Following this was a toothbrushing demonstration and Q&A session.

Quality Manual for Department of Laboratory Services

Bandar Seri Begawan - A launching ceremony for a quality manual for the Department of Laboratory Services, under the Ministry of Health, was yesterday held at RIPAS Hospital.

Present as the guest of honour was Deputy Permanent Secretary at the Ministry of Health Datin Paduka Dr Hjh Intan binti Haji Salleh, who in her speech, said patient safety is a very important issue, and countries worldwide are introducing quality in their healthcare systems as part of efforts to promote it.

The Ministry of Health has placed healthcare quality high on its agenda, as outlined in the ministry's vision to improve health and well-being of the people of Brunei Darussalam through a high-quality and comprehensive healthcare system, she said.

The ministry, she added, continues to make efforts in improving its healthcare delivery system, including its quality management.

In 2002, the Department of Laboratory Services was selected by the Ministry of Health to embark on a quality assurance programme in order to promote planned and systematic actions necessary to improve quality and demonstrate consistent compliance with requirements.

When the International Organisation for Standards (ISO) issued standards for medical laboratory, ISO 15189, in November 2003, the Minister of Health authorised these standards be adopted as part of the standards for quality system for the Department of Laboratory Services.

In support of the quality policy, a quality manual was prepared to ensure that the department will inherently provide top-quality services to its customers.

The manual is a document stating the quality policy and described the quality system of an organisation. It is an annotated picture of reference at all hierarchical levels to achieve the objective of good management.

It conveys the initial image of the service provider as far as quality assurance is concerned, and it is the first document used to gain confidence of the customers.

The manual is also a dynamic document that needs to be reviewed and modified as necessary, in response to current developments, which covers not only quality but extends to safety and environment.

The attainment of the ISO 15189 should not just be the need to fulfil standards but also placing emphasis on quality and safety, the guest of honour said, adding that the hopes are that the work will form the basis for the Department of Laboratory Services to aim for medical laboratory accreditation in the future.

She also congratulated the department for its endeavour and high commitment to teamwork in preparing the manual, and expressed hopes that with its introduction, the department will be more effective, efficient and better managed.

Director of the Department of Laboratory Services Dr Haji Mohamad bin Haji Kassim, meanwhile, said in his speech that the preparation for the manual took almost three years to complete, and its launch marked another milestone in the department's achievement.

Persatuan Tunas Brunei meets to discuss vision, mission

A new non-governmental organisation called Persatuan Tunas Brunei has been formed by 19 energetic Brunei youths. They held a meeting recently to discuss the association's vision and mission.

The association touched on many agendas such as the name of their association to be affiliated with the requirements of the Registrar of Society at the Police Headquarters Gadong.

The office bearers for the association are: President Muhammad Shahruney bin Haji Saparudin, Vice-President Ellya Hafidzah binti Haji Mustafa, Secretary Dk Hajah Siti Narzillah binti Pengiran Haji Zaini, Secretary Khairunnisa binti Haji Omar Ali, Treasurer Siti Sundussiah binti Haji Abdullah Sani, Assistant Treasurer Haji Muhd. ACCLS 2008 Closing Ceremony

Plenary lectures, workshops and symposia on various aspects of clinical laboratory medicine had been held during the 3-day ASEAN Conference of Clinical Laboratory Scientists (ACCLS) 2008 at the International Convention Centre (ICC) Berakas.

Yesterday marks the final day of the conference which concluded with a Closing Ceremony officiated by Datin Paduka Dr Hjh Intan Hj Salleh, Deputy Permanent Secretary, Ministry of Health.

The ceremony began with the recitation of Surah Al-Fatihah by Ustaz Hj Mohd Ghapor Hj Menudin and an opening remarks by the Chairperson Dr Hj Mohammad Hj Kassim followed by a report on the Biennial General Meeting by the outgoing President of ASEAN Association of Clinical Laboratory Sciences (AACLS) Dr Endang Horayanda.

Dr Endang Horayanda next introduced the incoming AACLS President and Council Members of 2008-2010. Pledging of the new President and Council Members and signing of the Order of Oath ensued.

Dr Endang Horayanda later handed over the Gavel to Dr Hj Mohammad Hj Kassim whom afterwards conferred the Flag of AACLS for the 13th ACCLS to the next hosting country, the President of Malaysia Institute of Medical Laboratory Scientists (MIMLS), Mr Woon Sung Thong.

The ceremony wrapped up with a closing remarks by Datin Paduka Dr Hjh Intan Hj Salleh, ACCLS was officially closed and Ustaz Hj Mohd Ghapor Hj Menudin read the Doa Selamat.

Pameran Urusan Rumahtangga 2008

Persatuan Pertiwi Negara Brunei Darussalam held Pameran Urusan Rumahtangga 2008 (Home Management Exhibition) at the International Convention Centre earlier today. The event was officiated by Yang Teramat Mulia Paduka Seri Pengiran Anak Isteri Pengiran Anak Sarah binti Pengiran Salleh Ab Rahaman.

The ceremony began with the Brunei National Anthem and a recitation of Surah Al-Fatihah followed by a welcoming speech from the Chairperson Datin Hajah Siti Hajar binti Pehin Orang Kaya Seri Setia Dato Paduka Haji Mohd Yusof and a sabda from the guest of honor.

A choir song from the Persatuan Pertiwi and prize presentation to winners of cooking, arts and handicrafts competitions, organized by the organization, ensued.

The ceremony concluded with the recitation of Doa Selamat, exhibition shows and refreshments.

Charity Walkathon 2008

Majlis Perundingan Kampung Kawasan 2 Rancangan Perumahan Negara Kampung Rimba held a Charity Walkathon today at the vicinity of Kampung Rimba Secondary School with participations from the students, teachers and villagers.

The event began with Tai Chi and aerobics led by a squad of six from the Fire and Rescue Department at the foyer compound of the school and was followed by 3.5Km walk for males and 3km for females, children and elderly participants.

Ministry of Development Charity Festival 2008

The Ministry of Development held a Charity Festival today in Jalan Airport Lama, Berakas in conjunction with His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam's 62nd Birthday Celebration.

The one-day event was officially launched by the Acting Minister of Development Dato Paduka Dr Haji Mat Suny bin Haji Mohd Hussein.

The festival began with an aerobic exercise followed by walkathon in the vicinity of the Government Building Complex in Berakas.

The ministry, participated by all departments, have lined up various activities held throughout the day including garage sales, sports, games and stalls selling different products.

In conjunction with this festivity, Ministry of Health also participated by organizing an exhibition on health and health screening at the Dewan Betabur in the ministry's building.

ACCLS 2008 Gala Night

Brunei Darussalam Association of Medical Laboratory Scientists (BAMLS) held a Gala Night yesterday in conjunction with the ASEAN Conference of Clinical Laboratory Scientists (ACCLS). The dinner was hosted by the Honorable Pehin Orang Kaya Indera Pahlawan Dato Seri Setia Haji Suyoi bin Haji Osman, Minister of Health.

Also present last night were the Deputy Prime Minister Pehin Orang Kaya Pekerma Laila Diraja Dato Paduka Haji Hazair bin Haji Abdullah and the Permanent Secretary Dato Paduka Serbini bin Haji Ali.

The ceremony began with a singing performance by Council Members of ASEAN Association of Clinical Laboratory Sciences (AACLS) followed by traditional dance performances by local dancers and slideshows while dinner was served.

Following this were performances by participants of the AACLS Member Countries - Indonesia, Malaysia, Philippines, Thailand, Singapore and Vietnam. Also performing with participants from Indonesia was the President of AACLS, Dr Endang Horayanda.

The Gala Night concluded on a high note with four songs performances from staffs of Department of Laboratory Services, Ministry of Health. The songs performed were Sebarkan Seantero Dunia, Joget Seri Kenangan and a medley of Joget Cok Kerapang and Cabuk-Cabuk. Invited guests, including the guest of honor, speakers, sponsors and participants joined the performers on stage to 'joget' dance in the final song.

The opening ceremony of the ASEAN Conference of Clinical Laboratory Scientists 2008 was officially launched earlier this afternoon by the Honourable Pehin Orang Kaya Pekerma Laila Diraja Dato Paduka Haji Awang Hazair bin Haji Abdullah, Minister of Health, at the Main Conference Hall, International Convention Centre.

Upon arrival of the Honourable Minister, a group photo session, which includes ASEAN Council Members, Invited Speakers and all Heads of Organizing Committee, proceeded at the Main Entrance Porch.

The ceremony began with the recitation of Surah Al-Fatihah and Doa Selamat followed by a warm welcoming speech by Dr Hj Mohammad Hj Kassim, the Director of Laboratory Services, Ministry of Health. Dr Endang Hoyaranda, President of AACLS, delivered her address afterwards.

An address by the Guest of Honor ensued and the Honorable Minister stressed on errors in clinical laboratory and patient safety. He mentioned that “[c]linical laboratories have undergone major changes due to technological progress and economic pressure. While costs of laboratory testing continue to be the dominant issue within the healthcare service worldwide, quality, effectiveness and impact on outcomes are also emerging as critical value-added features.”

He also mentioned that in the past 5 years, the workload of the laboratory services carried out by the Department of Laboratory Services has increased by 75% to nearly 3.5 million tests in 2007. He added that laboratories need to continue to improve quality and safety by focusing on control of the analytic phase to ensure patient safety both within, and outside of, the laboratory.

Following this, Dr Reynolds M. Salerno delivered his keynote address on ‘The Role of Laboratory in the Globalisation of the Biological Threats’. In Dr Reynolds address, he stressed that “in an era of dramatic rise in outbreaks of highly infectious diseases globally, with more and more laboratories working on dangerous infectious agents, it is understandable that there is an increase risk of accidental release or exposure and malicious use of the same.”

“In some ways, the expansion of high containment biology is broadening the availability of materials, technologists, and expertise needed for someone to pursue bioterrorism. Hence, it is critical that those of us that are actively involved in the expanding bioscience and biotechnology community ensure that we implement bio-risk management system in our laboratories.”

“Besides preventing accidental release and exposure and intentional theft and misuse by risk management will also strengthen the international community’s battle against emerging infectious diseases.”

The Opening Ceremony concluded with the presentation of tokens of appreciation to the keynote speaker and to the guest of honor followed by the launching of the Trade and Poster Exhibitions.

ACCLS 2008 Preparation

Preparations for the ASEAN Conference of Clinical Laboratory Scientists (ACCLS) 2008 have been vigorously carried out at the International Convention Centre, Berakas. Committee members are actively involved in many areas of the conference. Representative performers from the Department of Laboratory Services, Ministry of Health, Brunei Darussalam, have been enthusiastically practicing for their performance on the Gala Dinner on the 23^rd August 2008 at the ICC.

Speakers from overseas have begun to arrive here since Wednesday night. This morning several speakers from the Philippine, Indonesia, USA, New Zealand and Singapore have safely arrived and are scheduled to stay at the Orchid Garden Hotel for the next three days.

Earlier in the afternoon, Dr Reynolds Selarno, speaker from Albuquerque, New Mexico, USA, had the opportunity to visit the Mall in Gadong and areas in Bandar Seri Begawan including the Yayasan building, the Omar Ali Saifuddien Mosque and the Arts and Handicraft Centre. Dr Reynolds is scheduled to deliver a lecture in his Workshop session tomorrow morning at 8.00AM and another one in his Plenary session in the afternoon at 3.00PM.

Other workshops will also be held concurrently in the morning. Participants who have registered for the workshops are advised to register their names at the Registration Desk to obtain their Conference Materials and name tags.

World Heart Day 2008

Ministry of Health, in association with Gleneagles JPMC, jointly organized World Heart Day 2008 today at the Atrium Concourse, the Mall, Gadong. The event was officiated by Yang Berhormat Pehin Orang Kaya Indera Pahlawan Dato Seri Setia Haji Suyoi Bin Haji Osman, the Minister of Health, Brunei Darussalam.

Many activities, such as a poster exhibition, health screening and health quizzes, have been lined up by the organizers to spur awareness on the importance of living healthily to prevent heart diseases. This year’s WHD is themed “Know Your Risk”.

6th Brunei National Conference on Autism 2008

SMARTER Brunei will be holding the 6th Brunei National Conference on Autism on 22nd - 24th August 2008 at the Institute Perkhidmatan Awam (IPA) in Rimba, Brunei Darussalam.

"Don't DIS the Ability" is the theme for this year's conference and according to the organizing committee, "[the theme] is appropriate because individuals with Autism (IWA) are not disabled, just different. We must remove the DIS from the disability and focus more on their ability and turn weaknesses into areas for improvement."

The conference is aimed to provide the public with the appropriate Attitude, Skills and Knowledge for the community to understand, accept and support individuals with Autism to live in our Community with Dignity.

The objectives of the 6th conference are to:
1. Accept the Autism Spectrum Disorder as an ABILITY, not a Disability, as an ADVANTAGE, not a disadvantage, as STRENGTH, not a weakness.
2. Review, and revisit the SMARTER STEP programme, its relevance to the developmental process of individuals with Autism.
3. Highlight the important role of the Brunei Autism Centre for Adults (BACA) in the seamless journey to independent living from early intervention, continuous education and adulthood.
4. Ensure and facilitate that all professionals will have the opportunity to update and upgrade their Knowledge, Skills and Perception towards Autism.
5. Implement an Autism Friendly Concept in the home, school, community as well as public and private sector.

All Parents of individuals with Autism, Professionals (Doctors, Nurses, Psychologist, Therapist, Social Workers, Teachers), Students and Interested Individuals are invited to participate in the conference.

Certificate Presentation and Dinner with Acting Minister of Health Yang Dimuliakan Pehin Orang Kaya Pekerma Laila Diraja Dato Paduka Awang Haji Hazair bin Haji Abdullah, as the guest of honour, was held last night at the Emperor's Court Restaurant, Manggis Mall to mark the Closing of the MOH Orientation and Induction Programme 2008.

The event was jointly organized by Participants (New Officers at the Ministry of Health) of the Orientation and Induction Programme 2008 and the Human Resource Development Department.

The Closing Ceremony began with the recitation of Surah Al-Fatihah and Doa Selamat led by Dr Hj Md Khairul Azmi Hj Abd Kadir and followed by a warm speech from a representative from the Participants of the Orientation Programme, Awg Shahiran Sheriffuddin bin Shahrani Muhammad. A speech from the Acting Minister of Health, Certificate Presentation to participants and dinner followed.

The participants also prepared slideshow presentations and a humorous play for the night.

The Closing Ceremony ended with presentation of gifts of appreciation to the guest of honor Acting Minister of Health, the Permanent Secretary, the Deputy of Permanent Secretary, the organizing committee of the Orientation and Induction Programme and Malai Haji Abdullah Malai Hj Othman.
