Am watch movie tonight ,and i found something interest on it.Is about Zodiac Killer Serial a serial killer who operated in Northern California in the late 1960s. His identity remains unknown. The Zodiac coined his name in a series of taunting letters he sent to the press. His letters included four cryptograms (or ciphers), three of which have yet to be solved.

The Zodiac murdered five known victims in Benicia, Vallejo, Lake Berryessa, and San Francisco between December 1968 and October 1969. Four men and three women between the ages of 16 and 29 were targeted. Others have also been suspected to be Zodiac victims, albeit inconclusively. The lack of consensus about the number of victims, the inability of law enforcement to crack the ciphers, and the fact that several people have inconclusively been portrayed as "persons of interest" or possible suspects, has elicited this case's designation as a perfect crime.

In April 2004, the San Francisco Police Department marked the case "inactive", but reopened it some time before March 2007. The case also remains open in the the city of Vallejo, CA as well as in Napa and Solano Counties. The California Department of Justice also has maintained an active, open case file on the Zodiac murders since 1969.

In August 2008, a Sacramento man claimed he had discovered evidence that pointed to his stepfather being the Zodiac Killer. A black hood, a knife encrusted with blood, writing samples, and rolls of photographic film are being examined by the FBI.^[1]^[2] The FBI has not said when it will release the results of its tests.^[3] However they said it could come out in around six weeks.

BOGOTA, Colombia (CNN) -- A former Colombian congressman who was held hostage in the jungle for more than eight years has escaped -- with the help of a former captor.

Oscar Tulio Lizcano was kidnapped on August 4, 2000 near the Colombian town of Riosucio.

Oscar Tulio Lizcano, his hair disheveled, appeared too weak to stand for long when he met the news media Sunday, hours after stumbling onto a military patrol -- and freedom.

Lizcano suffered from hunger and disease in captivity and endured isolation in the company of leftist rebels who often would not let him talk, he and Colombian authorities said.

"Maybe my incoherence is for a lack of speaking," Lizcano told reporters. "I was unable to talk with the guerillas who guarded me."

Lizcano said he had little to read in the jungle except "The Odyssey" by Homer. He suffered from malaria and other illnesses and once ate nothing but hearts of palm for six or seven days, said Juan Manuel Santos, the Colombian defense minister.

"This is big news for the whole family," said Lizcano's sister, Amparo Lizcano. "We were waiting for the guerrillas to give our brother back alive before he died."

The former congressman fled about three days ago with the assistance of one of his captors, a member of the Revolutionary Armed Forces of Colombia, or FARC, a leftist rebel force that has been fighting the government for more than 40 years in a war that also has involved right-wing paramilitaries and drug traffickers.

Hello all,When am come accross the net i found this interesting article that might give valuable information on Small Business Administration on USA.

The purpose of this Notice is to announce that SBA is now offering lenders an alternate way to get character determinations finalized for 7(a) and 504 business loan applicants. This Notice does not revise the procedures in Standard Operating Procedure (SOP) 50 10 (4) (E); rather it clarifies procedures to inform SBA personnel and lenders of alternatives of which they may be unaware. Also, this Notice reminds field office/processing center and headquarters staff about the required documentation for character determinations, in order to allow more expeditious processing and decisionmaking.

BACKGROUND CHECK ALTERNATIVES:

Existing procedures require that any business loan applicant answering affirmatively to any of the three character questions on SBA Form 912 “Statement of Personal History” (Form 912) go through a background check and character determination. [SOP 50 10(4)(E), Subpart A, Chapter 6, Paragraph 4.d.] Currently, SBA conducts two types of background checks: (1) a Name Check, which requires a search of available records based on a person’s name and social security number (SSN); and (2) a Fingerprint Check, which searches available records based on the person’s name and SSN plus a complete and legibily written FD-258 Fingerprint Card (Fingerprint Card).

When an applicant discloses a felony, the SOP requires that the background check be a Fingerprint Check. When an applicant discloses a past offense(s) that was classified as a misdemeanor, the background check can be a Name Check. In either case, lenders must send the Form 912 package to SBA’s Office of Inspector General’s Office of Security Operations (OSO) for processing.

Upon receipt of the Form 912 package, OSO checks for completeness, logs acceptable requests into its system, and transmits the materials to either the name check or fingerprint sections of the FBI depending upon the offense and/or information provided. Currently, the FBI generally takes 30-45 days to process Fingerprint Checks and 120 days or more to process Name Checks.

As of the effective date of this Notice, in order to faciliate a more timely review of a Form 912 where an applicant discloses an offense(s) classified as a misdemeanor, the lender will have the option of submitting a completed Fingerprint Card along with the Form 912, regardless of the type of offense reported on the Form 912. When the OSO receives a Form 912 package that includes a Fingerprint Card, it will automatically request a Fingerprint Check from the fingerprint section of the FBI even if the offense(s) reported on the Form 912 is a misdemeanor.

If OSO receives the Form 912 without a fingerprint card, OSO will request a Name Check unless the offense indicated is a felony, in which case the Form 912 will be returned so that the Fingerprint Card can be completed. It is anticipated that a Form 912 submitted with a Fingerprint Card will produce a more expeditious character determination.

When the OSO receives the FBI Name and/or Fingerprint Check results, OSO generally takes one to two weeks to review the results along with the Form 912 package and either clears the applicant for loan processing or refers the case to the Office of Financial Assistance (OFA) for a character determination. OSO’s referral to OFA includes a memorandum describing the FBI results as well as comparing the results with the applicant’s disclosure on the Form 912. The OSO memorandum also highlights if the applicant had previously applied for SBA assistance but was declined due to a finding by OFA of lack of good character, or if the applicant had previously applied and was cleared for SBA loan processing.

Upon receipt of the OSO referral memorandum, OFA generally takes five working days to issue a character determination in the form of a memorandum to the originating field office/processing center, which includes a copy of the OIG referral memorandum. OFA will determine either that the applicant has good character, or that an applicant is ineligible for financial assistance due to lack of good character based on his or her status in the criminal justice stystem. OFA transmits its memorandum to the originating field office/processing center via email attachment. The field office/processing center then must advise the lender in writing of the Agency’s decision. The OFA and OSO memorandums as well as the FBI reports are internal and deliberative documents and also contain information protected by the Privacy Act and, as a result, must not be released to the lender or applicant.

RECONSIDERATIONS

The Agency will consider a request submitted by an applicant for reconsideration of a finding of lack of good character. The applicant, either directly or through the lender, should send a written request for reconsideration to the Associate Administrator for Financial Assistance. Factors that contribute to a favorable reconsideration include additional information provided by the applicant that satisfactorily explains the circumstances of the prior offenses; a statement from the applicant indicating that he or she understands the significance of the previous offenses; and/or the passage of time between the date of the prior offenses and the date of application, during which the applicant has not committed additional offenses and has generally led a responsible life and made a contribution to the community. OFA's goal is to process a request for reconsideration within five working days.

REMINDERS:

Complete Form 912 packages: As additional means of ensuring timely processing of character determinations, field office/processing center staff should submit a complete, accurate, and detailed Form 912 package, which consists of:

o Name of originating field office/processing center;

o Name, address, SSN and telephone number of applicant;

o Loan amount;

o Name, address, and telephone number of lender;

o Date of offense(s), name of offense(s), location of offense(s), and detailed disposition of offenses including any court documentation (i.e., jail time, probation, fines, including dates of each event, etc.), including all available court documentation;

o Signature and date not more than 180 days prior to submission to OSO; and,

o Memorandum from originating field office/processing center with staff contact

name and telephone number.

Ineligible businesses: Please be reminded that under SBA regulations [13 CFR 120.110(n)], if an Associate of a business loan applicant discloses that he or she is under indictment for a felony or a crime of moral turpitude, or on parole/probation for any crime, that applicant is ineligible for SBA financing. Field office/processing centers considering an application that includes a Form 912 that discloses such information must decline the loan application and should not submit it to OSO or OFA for processing.

Requests for status of background checks: After 30 days from the date that a Form 912 package has been submitted to OSO, field offices/processing centers may request the status of background checks from Angeline Williams of OSO at Angeline.Williams@sba.gov.

It is true! My Uncle called the other day and told me he got a bunch of tools stolen out of his work trucks. We are talking THOUSANDS OF DOLLARS OF TOOLS, not just a few screw drivers and a hammer.

Here is why I think it is really important to do criminal background checks before hiring a potential employee.

It looks like the break-ins were the work of an ex-employee. We are not jumping to any hasty conclusions and I will tell you why.

He has service related vehicles (he has an HVAC business). You may have seen these types of trucks. They have a special service bed. There are probably a total of 12-15 compartments.

The interesting thing is that the only compartments that were jimmied, were the ones that happened to have the EXPENSIVE TOOLS IN IT.

You see, some compartments have cheap parts and odds and ends that would have ZERO secondary market. They did not even bother to attempt to break in to these compartments. That is right; they only went right for the compartments that have the GOOD STUFF. The compartments are not transparent. The only way to know what was inside is to KNOW WHAT IS INSIDE.

An ex-employee would know this. It is unfortunate that with the economy being what it is today, some cutbacks had to be made AND of course it is with the less productive individuals. He had to let some people go over the last few months because the current volume could not support the employee load he had.

Is it a coincidence that the only compartments opened were the ones with the GOOD STUFF? Maybe, but probably not. You do the math.

The moral of the story is simple, spend a couple of bucks and get a background check. You may be able to rest a little easier at night.

4) Where should I send my completed Application For a Social Security Card?

Driving to the courthouse for public divorce records is time consuming and expensive. The cost of gasoline is high. Not only do you have to spend money on gas, many courthouses also charge a fee of $1.00 or more per page. Shouldn.t public marriage records be free to anyone who cares to see them?
