Pelham Remembers those who lost their lives 15 years ago. In remembrance, the Town, Police and Fire Departments and American Legion Post 50 will be holding ceremonies at 8:30 a.m. today at the Pelham 9/11 Memorial near the RR.

At 6:00 p.m. there will be a Candlelight Vigil and Prayer Service organized by the Pelham Interfaith Council.

Matriarch has opened the lot at 101 Wolfs Lane (next to Rockwells) for parking for those attending the ceremonies.

School Tax Bills in The Mail

School Tax Bills are Here

The bills have been mailed out for school taxes. The town-wide rate is $19.3202 per $1,000 of assessed value for homestead properties. For non-homestead properties, the rate is $26.3736. Last year, the rates were $20.0368 and $27.1637 respectively.

Will your bill be lower than last year? Your bill may increase because your assessment increased, compared to the prior assessment year. (Incidentally, only 90 tax grievances were filed this year, the fewest on record.)

What about the School Tax ("STAR") Exemption? The exemption amount for basic STAR is $1,705 for homesteaders and for non-homesteaders (e.g. co-op owners) it is $2,293. The enhanced STAR (only for 65-year-olds or older with limited incomes) are $3,415 and $4,594, respectively.

"New" STAR, which applies to property owners who took ownership after 5/1/2015, has the same monetary benefit amounts, but instead of a credit on your Pelham bills, you may be eligible to receive a STAR check from Albany. However, you must register online at www.tax.ny.gov or by calling 1-518-457-2036.

Note that if your income exceeds $500,000, you are not eligible for STAR.

101 Grievances and Pelham's Best Kept Secret

Yesterday, June 17, 2014, was "Grievance Day" in The Town of Pelham. It's the day when property owners filed papers and came to argue, protesting their proposed assessments for the next tax year.

When the proposed assessments are published early in June, owners may file a complaint that their assessments are too high. The complaints are heard by the Town's Board of Assessment Review, which meets every year in Town Hall at 34 Fifth Avenue. Grievance Day always falls on the third Tuesday in June.

This year, only 101 Grievances were filed by property owners. The number of Grievances filed was lower than last year, when reportedly 110 Grievances were filed.

For the first time in several years, residential assessments were increased, because the Assessor believed that home values increased in comparison to last year. Many commercial property owners file Grievances every year, and they often receive reductions when their cases are appealed to Court with a Certiorari Petition.

At this time, it isn't known how many of the Grievances filed yesterday were for commercial property and how many were for residential property.

But the fact that the total number of Grievances only was 101 suggests that most property owners here in Pelham were satisfied with their proposed assessments and did not file a formal protest.

When it comes to real estate taxes, it's Pelham's best kept secret that at two of the Condominiums in town, taxes are extremely low. That's because of a loophole in the tax law: While new Condos are taxed at full market value (the same way taxes are calculated on homes) converted Condos are taxed differently. The tax formula is based upon their value as rental properties, because the converted Condos originally had been investment properties that were rented to tenants by landlords.

Here's a link to a 1997 New York Times article reporting on "Pelham Manor's Last Rental Conversion." It's about The Fairways Condominium, which is near The Pelham Country Club on Wynnewood Road. The other converted Condo in Pelham is Witherbee Court, across the street from The Fairways.

We have a 1-Bedroom apartment at The Fairways for sale priced under $200,000, with annual taxes of approximately $2,692. And that's before a STAR (School Tax) reduction, which effectively wipes out the school tax bill of $1,734 (last year's bill), leaving a STAR-qualified owner with an annual tax bill of {drum roll} approximately $1,000.00. Okay, when I first saw it from a distance, it reminded me, "Buy eggs."

So why did these metal signs suddenly pop up on poles on Pelhamdale?

If you are new to Pelham, or even if your family's been here for generations, an autumn visit to Bartow-Pell Mansion Museum is an amazing Pelham experience.

This weekend is NY Open House Historic House Trust Weekend. Explore the mansion, grounds and gardens. Free events are scheduled on Saturday from noon to 4:00 p.m. and on Sunday from noon to 4:00 p.m. and on Sunday at 4:30 to 6:00 p.m.

The mansion is on Shore Road (also known as Pelham Road). Take Pelhamdale Avenue towards the Long Island Sound and when Pelhamdale ends, turn right and head south. On your left you will pass the Travers Island facility of The New York Athletic Club and Pelham Manor's Shore Park. Bike or drive along Shore Road through the park about 3/4 mile. When you see the Golf Courses on your right, slow down. Bartow-Pell Mansion Museum is on your left. Turn into the gates, drive through the forest and park.

I've always felt a visit to the mansion, gardens and grounds is time travel. History, opulence and elegance osmose your soul. The natural beauty of the forest and shoreline and the sounds of silence, birds and wildlife are uplifting.

On the grounds is the Siwanoy Oak Tree, where European colonists, by treaty, formalized their domination of the indigenous people. Destruction of their culture and civilization followed. Having been taught since kindergarten that the settlers did the right thing, we seldom reflect upon the impact of some of our ancestors' acts: White people conquered the Native Americans and did it with the zeal of a crusade.

The letter also said, "Please note that ID Theft Coverage will be cancelled. All changes are effective November 1, 2013."

When I cancelled my United MileagePlus(R) Card, I was told that ID Theft was being removed from ALL Chase cards.

Luckily, I have a very inexpensive add-on to my NY homeowner's insurance policy that covers ID Theft.

For a card, I selected Discover http://www.linkedin.com/company/discover @Discover because their online portal lets me generate "random" unique 16-digit one-shot card numbers for each of my online transactions.

Someone with a very good imagination must have come up with this simple idea and I'm guessing that a C+ math student could have written the algorithm.

The kicker? Discover Card is giving 5% rewards for 4th Q 2013 on ALL online purchases. All that's required to earn the 5% bonus is a one-click enrollment on their app or site.

This is National Prostate Cancer Awareness Month and here in Pelham we're raising awareness and participating.

Sound Shore Medical Center is offering free prostate screenings Monday, September 30. An advance appointment is required; Call Barbara Rohonczy at 914-365-3754. Appointments are limited and are available on a first-call, first-served basis.

Pelham Civics member Joe Nunziata has been spreading the word about prostate screening for the past three years. September's Pelham Post announced that Joe volunteered his agency's creative and marketing talents to Ed Randall's Fans for the Cure charity and to the New York Yankees with creative radio, TV and posters promoting National Prostate Cancer Awareness Month at Yankee Stadium, where the team hosted free screenings earlier this month.

Wednesday at La Fontanella Ristorante, I ran into Joe and he told me how simple it is to get screened. "Such simple steps we can take, like learning about the disease and getting screened," Joe explained.

Lately screening has become controversial. President Obama declared this "Prostate Cancer Awareness Month," but last May the US Preventive Services Task Force recommended against PSA-based screening for prostate cancer.

As a result, many primary care physicians no longer include PSA screening as a part of general or annual physical exams. But urologists continue to recommend it. NY Times article on prostate cancer screening.

Last weekend, Rosalie and I visited Lake Placid. At the beautiful Conference Center of Lake Placid, physicians were attending a continuing medical education update on Primary Care and Neurology.

I sat in briefly. One of the topics was "To Screen or Not to Screen for Prostate Cancer." An Internal Medicine MD PhD presented statistics demonstrating no net benefits from screening, and a Surgery Professor MD explained why he believed in screening for Prostate Cancer.

My suggestion?

Call and schedule your free screening by Dr. Stephen Trauzzi, Sound Shore Chief of Urology and the Medical Center support staff.

The urological exam most likely will include a manual check of the prostate and if something feels wrong to the doctor, he is likely to discuss it with you.

As you read in Friday's Pelham Weekly, the Pelham Manor Board has proposed new zoning for Four Corners.

Last year, when Pelham Village proposed new zoning, many opposed it, signed letters to the editor, spoke at Village Board meetings and mobilized against it.

The Manor is exploring whether or not the zoning change is in the best interests of the community. That's all they are doing. Manor officials are not meeting with developers and no Requests For Proposals have gone out. No public hearings are scheduled yet and no hearing will take place at the Board meeting on September 23.

We may submit written comments on the Draft Scoping Document until noon of September 23.

I have prepared *.pdf files of everything the Village has done so far. There are 5 documents. (Maggie has a copy of the proposed law (13 pages) on her PelhamPlus web site.)

TETKOWSI Converges in Pelham

TETKOWSKI at Pelham Art Center

Neil Tetkowski was in Pelham last night for the opening of CONVERGENCY, curated by Jeffrey Mongrain, Head of MFA Sculpture at Hunter College in NYC.

Neil Tetkowski first exhibited his ceramics in 1978. Since then he has shown extensively in the United States and abroad. In the 1990s, he began a landmark series of performance events using clay to express and record a personal choreography of art in action. The artist's work has evolved over the years from vessel forms to sculpture. Tetkowski's energy, movement, and gestures are recorded as "footprints" in massive organic disks and wall-hung forms. Embedded in these lush naturalistic forms are real fragments of industrial urban culture, iron spikes, screws, and hooks, as well as incuse images pressed into the moist clay using castoff tools and machines.

Yesterday's Newsday New York's Business article "Metro-North Looks to Cash in on Real Estate Near Stations, Fuel Rider Growth" echoes Ray Beeler's January 18th page 2 Pelham Weekly piece "Architect/Resident Comments on Density Issues Regarding Downtown Zoning in Pelham Village" [sorry about Maggie's paywall].
"Pelham can thrive in the future if we develop our vacant lots and underutilized properties as per Smart Growth policy . . . that we would be wise to follow," writes Beeler.
Smart Growth for Pelham is something to consider.

Rosalie Kravitz served on the board of Pelham Chamber of Commerce Inc in 2011 and one of her concerns was that shoppers driving through Pelham had no clue where to park other than at metered spots on Wolfs Lane and Fifth Avenue which usually were full.

She met with Pelham Village Administrator Robert Yamuder who put things in motion and voilà: Up went the signs.
