حكومة "الإنقاذ" تبحث عن "منقذ"

أكد الدكتور كمال الجنزوري رئيس حكومة الانقاذ أن هناك إعادة نظر في بعض الترشيحات للحقائب الوزارية.

حسم الدكتور كمال الجنزوري رئيس الحكومة المكلف 23 حقيبة، وعلق إعلان أسماء المرشحين لـ7 حقائب وزارية لحين الاستقرار علي اسم المرشح لحقيبة «الداخلية» والحقائب المؤجلة هي الإسكان والتنمية المحلية والطيران المدني والنقل والاستثمار والشباب والرياضة وشئون المصابين.

التقي الجنزوري خلال الساعات الماضية عددا من المرشحين للداخلية بينهم اللواء عبدالرحيم القناوي واللواء محمد إبراهيم يوسف كما ترددت أسماء كل من اللواء نشأت الهلالي واللواء محمد صلاح زايد واللواء حامد عبدالله.

وعكف «الجنزوري» في مكتبه قبل أن يتوجه إلي المجلس العسكري للتشاور بشأن المرشح لوزارة الداخلية المعول عليها العودة السريعة للأمن وإعادة هيكلة جهاز الشرطة، وتلبية مطالب ائتلافات الضباط والأمناء المتعلقة بتطوير الجهاز.

ويواجه الجنزوري مشكلة اختيار وزير مدني لوزارة الطيران لأول مرة منذ تأسيس الوزارة استجابة لمطالب العاملين في الوزارة.

وعلمت «الوفد» أن أداء اليمين الدستورية قد يتأجل إلي اليوم «الأحد» حتي يتمكن «الجنزوري» من حسم الحقائب الحائرة، المتبقية في وزارته. وكان «الجنزوري» قد واجه ليلة أمس الأول معارضة حادة من العاملين في وزارات الزراعة والبترول والري والاتصالات بسبب الابقاء علي الوزراء القدامي، كما اعترض العاملون في قطاع الإعلام علي الابقاء علي الوزير الحالي.

ورد عليهم «الجنزوري»، وأكد أن الفرصة مازالت أمام الوزراء لتنفيذ برامجهم خلال المرحلة المقبلة.

وشهدت اللحظات الأخيرة لتشكيل حكومة الدكتور كمال الجنزوري تخبطا في اختيار عدد من الوزراء، وغموضا في اختيار آخرين، وتراجعا عن ترشيح بعض الأسماء والتأكيد علي اختيارات معينة، خاصة الوزراء الجدد. كما شهد التشكيل الوزاري مفاجآت، حيث لم يعلن عن بقاء وزير الإعلام أسامة هيكل سوي قبل نصف ساعة من لقائه بالجنزوري، رغم أن التوقعات كانت تشير إلي خروجه كما شهدت اللحظات الأخيرة تراجع «الجنزوري» عن ترشيحات لحقيبة «الداخلية» وكان مرشحا لها اللواء محمد يوسف واللواء عبدالرحيم القناوي ثم ظهر اسم اللواء نشأت الهلالي، واضطر «الجنزوري» إلي تأخير حسم مقعد الوزارة. وحدث الشيء نفسه، عندما ترددت عدة أسماء لتولي حقائب تأخر الإعلان عنها حتي أمس بسبب حيرة «الجنزوري» بين المرشحين الجدد والقدامي للوزارات وساد الغموض مصير وزارات الإسكان والتنمية المحلية والطيران المدني والنقل، وكذلك مصير وزارات عادت مرة أخري، وأكد عليها رئيس حكومة الإنقاذ، مثل الاستثمار وقطاع الأعمال والشباب والرياضة وفوجئ الجميع بقرار «الجنزوري» إنشاء وزارة للآثار.

ووقعت أثناء تشكيل الحكومة مواجهات مع «الجنزوري» أثناء دخوله وخروجه المتكرر مبني وزارة التخطيط مع عدد من شباب الثورة، وشباب عدد من الوزارات يطلبون تغيير الوزير، كما حدث في الزراعة والبيئة والبترول واستمع «الجنزوري» ولم يستجب لهم، وصمم علي بقاء وزيري الزراعة والبترول، في حين استجاب لشباب البيئة وجاء بوزير جديد.

وشهدت عملية التشكيل ارتباكا واضحا في تسمية وعدد الوزارات، وفي حالة اضافة وزارة للشباب إلي جانب الاستثمار يصير العدد النهائي لوزراء الجنزوري 30 وزيرًا، وحافظ الجنزوري علي وزارء سابقين لديهم ولاء للنظام السابق، وكانوا فاعلين في نظام مبارك، وبالتالي فإن تشكيلة وزرائه عبارة عن «كوكتيل» من جيل الوسط والثورة والفلول والاكاديميين، وتأخر «الجنزوري» في المجيء برموز من شباب الثورة وميدان التحرير، حتي الدقائق الأخيرة قبل أداء اليمين الدستورية، وحتي صباح أمس لم يكن قد تم الاستقرار علي أسماء وزراء شباب الثورة، وتحمل الجنزوري العبء الثقيل عندما وعد بالمجيء بـ3 علي الأقل من شباب ميدان التحرير، وأبقي «الجنزوري» وزارات الشباب والنقل والتنمية المحلية والإسكان والاستثمار، ليختار من يناسب من الشباب من حيث التخصص والخبرة في هذه الوزارات وأكد مصدر مسئول لـ«الوفد» أن تأخر «الجنزوري» في حسم مصير هذه الوزارات كان سببه مراجعة ترشيحات سابقة لعدد من الشباب، أبرزهم د. المعتز بالله عبدالفتاح الذي رشح لوزارة الشباب في وقت سابق.

وخالف الجنزوري ما وعد به، عندما قال إن عدد وزرائه في حدود 32 وزيرًا، وأنه سوف يضيف 4 حقائب وزارية جديدة، ونسي أن عدد وزراء شرف 27 وزيرًا فقط، وبالتالي تسقط وزارة في منتصف الطريق بين الاثنين.. ونصح «الجنزوري» الوزراء الجدد والقدامي بالهروب من مواجهة الصحفيين، وراهنوا علي برودة الطقس ليلة أمس الأول، لكنهم فوجئوا بالعشرات في انتظارهم علي باب الوزارة ونجح معظم الوزراء في التسلل إلي سياراتهم بالاستعانة بالأمن والمراسم تنفيذا لتعليمات الجنزوري، وشعر الصحفيون بالاستياء من المعاملة وعددم اهتمام رئيس الحكومة المكلف بتخصيص مكان لائق لممارسة نشاطهم بدلا من وقوفهم في الشارع ما يزيد علي أسبوع!!

عملية فك وتركيب حكومة «الجنزوري» الثانية جاءت سهلة، فقد أبقي علي مسميات معظم الوزارات كما هي، لكنه استبدل التضامن الاجتماعي بالتموين والتجارة الداخلية وإعادة وزارات من عهود سابقة مثل الاستثمار وأضاف إليها قطاع الأعمال كما أعاد «الشباب والرياضة، والتأمينات والشئون الاجتماعية».

وتتصاعد الانتقادات للحكومة الجديدة، ويتزايد الهجوم علي وزراء باقين وغير مرحب بهم في وزاراتهم مثل الزراعة والبترول والإعلام والري، ووزراء جدد جاءت أسماء بعضهم مفاجأة مثل جمال العربي للتربية والتعليم وشاكر عبدالحميد للثقافة ونجوي خليل للتأمينات، ووزراء أثبتوا كفاءة في مهامهم، وحدث رضا عنهم مثل وزراء السياحة والاتصالات والصناعة والأوقاف.

الإخوان والكنيسة حولوا الاقتراع لمعركة دينية

تبدأ بعد غد انتخابات الإعادة على المرحلة الأولى لبرلمان الثورة، والتى شابها العديد من المخالفات بشهادة اللجنة العليا المشرفة على الانتخابات

التى أكدت استبعاد 90 صندوقًا فى دائرة القاهرة الأولى من الفرز، فضلاً عن فقد 15 صندوقًا وتلف 75 أخري كانت أوراقها مبعثرة وبعضها لم يستخدم فى قسم شرطة الساحل.

ورغم ارتفاع نسبة الاقبال على التصويت إلى 62٪ وهى نسبة لم تصل إليها مصر على مدار تاريخها، إلا أن نتائج المرحلة الأولى تؤكد أن المخالفات كانت عاملاً رئيسيًا فى تفوق تيار الاسلام السياسى الذى ورث كثيرًا من أساليب النظام السابق فى كيفية إدارة الانتخابات، لتحقيق مصالحه بغض النظر عن مخالفة القانون.

فقد خالف حزبا «الحرية والعدالة» التابع للإخوان و«النور» السلفى قانون الانتخابات، وأدت تصريحات الكنيسة بدعم مرشحى الكتلة إلى تحويل المرحلة الأولى من الانتخابات إلى معركة دينية.. وما بين ممارسات التيار الدينى واعلان الكنيسة ضاعت معركة الانتخابات لاختيار النائب الأفضل، وأصبح الاختيار وفقًا لمن يرفع شعارًا دينيًا.

لقد حاول التيار الدينى تغييب عقول الناخبين، وحشدت جماعة الإخوان والسلفيين أتباعهم من مختلف المحافظات للمشاركة فى توجيه الناخبين فى محافظات المرحلة الأولى، فوقف أتباع الطرفين يرددون عبارات «لاتنس الله فى اللجنة» وهو تصرف جاء بنتيجة أدت إلى تصويت كثير من الناخبين لصالح تيار الاسلام السياسى.. فهل يمكن أن تستمر هذه المخالفات فى مرحلة الإعادة والمرحلتين الثانية والثالثة من الانتخابات؟ يرى المراقبون أن شائعة تصويت الكنيسة لصالح مرشحى الكتلة، تم استغلالها أسوأ استغلال من التيارات الدينية لتتحول الانتخابات إلى جنة ونار، بل أن البعض يذهب إلى أبعد من ذلك مؤكدين أن الكنيسة تفهم معنى اعلانها جيدًا، كما أنها أطلقت هذه التصريحات لعملها بأن الإخوان والسلفيين سوف يعملون عليها، وبالتالى تتأكد نظرية اضطهاد الأقباط فى مصر.

ويؤكد المراقبون أنه رغم تقدم تيار الاسلام السياسى فى المرحلة الأولى، إلا أنه من المبكر اصدار حكم نهائى على البرلمان القادم إلا بعد انتهاء المرحلة الأخيرة، وحساب نسبة جميع الأحزاب، لأن المصريين يعلقون أمالاً كبيرة على المجلس القادم فى إرساء دولة مدنية حديثة يتمتع فيها الجميع بالمساواة فى الحقوق والواجبات.

قال المستشار رفعت السيد رئيس نادى قضاة أسيوط إنه يجب على اللجنة العليا للانتخابات أن تتجاوز الأخطاء التى وقعت فى المرحلة الأولى من انتخابات البرلمان خاصة فى عمليات الفرز وعدد القضاة المشرفين على اللجان.

وأوضح «السيد» أنه يجب فرز الصناديق فى اللجان الفرعية طالما يترأسها قاض وهو فى النهاية من سيقوم بعملية الفرز فى اللجان العامة، لأن نقل الصناديق إلى اللجان العامة يحقق المثل الشعبى «ودنك منين يا جحا». وأضاف يجب على اللجنة العليا للانتخابات أن تخفض عدد الناخبين بكل لجنة بحيث لا يتجاوز 500 ناخب فقط، مشيرًا إلى أنه من الأفضل أن تجرى انتخابات المرحلتين الثانية والثالثة فى سرادقات خاصة فى النوادى والأماكن المتسعة بالأرياف بدلاً من المدارس.

وأوضح أن السرادقات تتسع لمئات اللجان الفرعية، وهو ما يقلل من حجم استخدام التيارات الدينية للدعاية أمام اللجان للتأثير على أصوات الناخبين. وأكد السيد أن التيار الدينى لم تكن له أغلبية فى صعيد مصر، مشيرًا إلى أن شائعة تصويت الكنيسة لصالح مرشحى الكتلة أدى إلى تصويت الناخبين للتيار المقابل، وبالتالى تحول الانتخابات إلى حرب دينية أدت إلى نتائج المرحلة الأولى.

وأوضح أنه رغم مخالفات حزبى الحرية والنور لقوانين الانتخابات، إلا أنه على أرض الواقع لا يمكن محاسبة المرشحين على تصرفات أنصارهم أمام اللجان فى توجيه الناخبين.

وقال السيد يجب على الإخوان والسلفيين والكنيسة أن يتقوا الله فى مصر، لأن الانتخابات يجب أن تكون لاختيار الأفضل وليس وفقًا للانتماء الدينى الذى سيؤدى فى النهاية إلى إشعال فتيل الفتنة الطائفية وتدمير البلاد.

من جانبه أكد حسين عبدالرازق عضو المكتب السياسى بحزب التجمع أن جميع المخالفات التى شهدتها المرحلة الأولى جاءت نتاج انهيار الدولة المصرية، مشيراً الى أن عدم احترام القوانين أصبح ظاهرة فى الفترة الحالية وهو ما جسده تيار الاسلام السياسى فى الانتخابات. وأضاف ان الاختصاصات القاصرة للجنة العليا المشرفة على الانتخابات تسببت فى تجاهل المخالفات التى شابت العملية الانتخابية. مشيراً الى انه كان يجب منح اللجنة حق شطب المرشح الذى يخالف القوانين وعلى رأسها استخدام الشعارات الدينية للتأثير على الناخبين. وأوضح عبدالرازق ان تقدم تيار الاسلام السياسى ممثلاً فى الاخوان والسلفيين جاء بسبب الامكانات المادية الهائلة فضلاً عن إقحام الدين فى الترويج لمرشحيهم كما انهم قدموا أنفسهم باعتبارهم الضحايا الوحيدين لنظام مبارك السابق. وطالب عضو المكتب السياسى لحزب التجمع التيارات المدافعة عن الدولة المدنية بتوحيد صفوفها فى المرحلتين الثانية والثالثة لمواجهة تيارات الاسلام السياسى وكشف حقيقته أمام الناخبين مؤكداً ان من يراجع البرنامج الاقتصادى للاخوان فسوف يجده قائماً على سياسة الحزب الوطنى المنحل الذى جوع المصريين وأفقرهم ونهب خيرات البلاد.

8 ديسمبر.. حكم التحفظ على أموال سالم

قررت محكمة جنايات الجيزة اليوم برئاسة المستشار محمدى قنصوة حجز حكم التحفظ على أموال وممتلكات رجل الأعمال الهارب حسين سالم الموجود حاليًا فى أسبانيا، وأسرته لجلسة 8ديسمبر .

كان جهاز الكسب غير مشروع قرر التحفظ على أموال رجل الأعمال حسين سالم وزوجته نظيمة عبد الحميد وأبنائهما خالد وماجدة وأسرتيهما أيضا.

وكشفت التحقيقات أن سالم ثبت تورطه فى قضية غسل أموال، حيث ورد إخطار من أحد البنوك يفيد تلقى حساب المتهم مبلغ 14 مليون دولار أمريكى من شركة ميدتيريان جاز وتم إعادة المبلغ للبنك مرة أخرى لضخامته وعدم الوقوف على مصادره الشرعية .

وثبت من الفحص قيام سالم فى 12 يوليو ببيع جزء من حصص مساهمته فى شركة شرق البحر الأبيض المتوسط وبيع عدد من أسهمه بها بقيمة 13 دولارا للسهم ، لإخفاء عملية تلقى المبلغ موضوع الاتهام على حسابه .

وأوضحت التحقيقات أن المتهم حوّل 8 ملايين دولار أخرى إلى حسابه بشركة فكتوريا بإدارة الفنادق المملوكة له واستبدل هذا المبلغ بما يعادله باليورو ثم سحبه على دفعتين، وأنشأ وأفراد عائلته العديد من الشركات لكى يستخدمها كغطاء لنقل وتحويل الأموال فيما بينهم.

وأشارت تحقيقات النيابة إلى أن نجل حسين سالم تلقى تحويلات على حسابه فى الخارج بمبلغ 28مليون جنيه من الشركات التى يمتلكها هو ووالده، وقام بتحويلها إلى ما يعادلها باليوريو ووضعها فى بنك كريدى سويس السويسرى, وحول خالد حسين سالم 5 ملايين يورو أخرى على حسابه ببنك أبو ظبى بدولة الإمارات.

38 دعوى ببطلان الانتخابات

تنظر الآن الدائرة الأولى بمحكمة القضاء الإدارى برئاسة المستشار عبد السلام النجار، نائب رئيس مجلس الدولة أكثر من 38 دعوى قضائية تطالب ببطلان إعلان نتائج المرحلة الأولى من الانتخابات البرلمانية بالدائرة الأولى ومقرها قسم شرطة الساحل، وكذلك الدائرة الخامسة التى تضم "السلام – المطرية – عين شمس – المرج".

ومن المقرر أن تصدر المحكمة أحكاما قضائية هامة فى هذه الدعاوى التى أقامها عدد كبير من المرشحين الذين طالبوا فيها ببطلان إعلان نتائج الانتخابات وإجراءات الفرز لما شابها من مخالفات جسيمة، وكذلك إيقاف قرار الإعادة المقرر لها يومى 5 و6 من الشهر الجارى.

الأمن سينتشل البلد من مستنقع السلاح

أكد الدكتور «إبراهيم البحراوى»، الخبير الاستراتيجى فى الشئون الإسرائيلية، فى حواره أن إسرائيل وضعت مؤخراً خطة تنموية شاملة لسنة 2028

الهدف منها وضع إسرائيل بين الدول العشر إلى الخامسة عشرة الكبرى، ونحن مازلنا منقسمين بين ثوار ميدان التحرير ومؤيدى ميدان العباسية للمجلس الأعلى للقوات المسلحة.

مطالباً حزب الوفد بأن يقوم بدور الوساطة بين المجلس العسكرى وثوار ميدان التحرير، واصفاً الوفد بالقوى الرشيدة العاقلة القادر على التدخل بحكمة بما يمثله من نبض فى عروق الأمة المصرية وما يملكه من قوة ناعمة ذات توجه ليبرالى يهدف إلى عدالة اجتماعية، وانتصاره الدائم لوحدة الأمة بعنصريها «المسلم والمسيحى» وهذا الدور يكون من منطلق هذا الرصيد الشعبى لينشئ حواراً بين العسكريين وثوار التحرير وإلى نص الحوار.

> أعلنت إسرائيل عن خطة استراتيجية لسنة 2028 تنقلها نقلة نوعية بين العشر دول الكبرى.. ما هذه الخطة؟

- هذه الخطة تبنى عملية التقدم فى جميع المجالات الاجتماعية والاقتصادية والعلمية من خلال هذه الخطة.. ورصدت أوجه الضعف والقصور فى جوانب الحياة، والقيام على علاجه حتى يمكنها اللحاق بالمستويات الدولية الرفيعة، ولهذا نحن أمام تحد كبير لعناصر القوة الشاملة لإسرائيل والتى تمكنها من ممارسة سياسات الهيمنة وبسط النفوذ وربما التوسع فى منطقة الشرق الأوسط العربية.

> ما طبيعة الخطة الإسرائيلية وآلياتها؟

- تم وضعها بواسطة (73) خبيراً فى التخصصات المتعددة فى الإدارة والاقتصاد والتكنولوجيا والتعليم والبحث العلمى والعدالة الاجتماعية، من الأمريكان والأوروبيين والإسرائيليين باعتبارهم قوى المجتمع المدنى الإسرائيلى وعند اكتمالها طرحوها على مجلس الوزراء فتبناها كخطة عمل تنتهى فى 2028.

> هل الهدف الرئيسى من هذه الخطة هو هدف تنموى؟

- الهدف الرئيسى للاستراتيجية هو الوصول بإسرائيل أن تكون إحدى الدول من العشر إلى الـ15 دولة الأولى الأكثر تقدماً فى العالم.. لأنه توجد خطط سابقة لإسرائيل تنتهى فى 2020 وأخرى تنتهى فى 2035 و2050 وأبعد مدى 2075.

> وما التحدى المطروح على مصر تحديداً؟

- التحدى المطروح علينا فى مصر سيتمثل فى ضرورة دراسة مثل هذه الخطط الاستراتيجية والتعرف على مقاصدها ووسائلها لتحقيق القوة والنمو حتى تكون لدينا القدرة على المنافسة، وبناء مجتمع مصر الثورة على دعائم تمكنه من إحراز التقدم الإنسانى بالمعنى الشامل، لأن إسرائيل تخطط لقدرات وإمكانيات على مدى القرن الجديد بل أتوقع أن تصدر استراتيجية مبنية على الاستراتيجيات السالفة لرسم صورة الدولة ومكانتها فى العالم، وفى الإقليم مع نهاية هذا القرن.

> هذه الخطة هل بها تغيير للشكل السياسى الذى تتبعه إسرائيل؟

- نعم توجد إعادة نظر فى النظام البرلمانى، حيث يلاحظ فى النظام السياسى المطبق فى إسرائيل منذ 1948 وحتى الآن، رغم أنه قد منح الدولة اليهودية حيوية ناتجة عن عملية تداول السلطة بين الأحزاب السياسية من اليمين إلى اليسار وبالعكس إلا أنه أصبح مطلوباً أن يكتسب هذا النظام مزيداً من القوة، ومن هنا اتجه واضعو الاستراتيجية للتفكير فى النظام الرئاسى المختلط الذى يتم فيه انتخاب رئيس الجمهورية يختص بقضايا الدفاع والسياسة الخارجية بينما ينتخب رئيس الوزراء ليختص بالسياسة الداخلية والتنمية الاقتصادية والاجتماعية.. إلخ، وهذا التفكير يعكس حالة من القدرة على مراجعة النفس، وإعادة اكتشاف الإمكانيات ومواجهة النفس بنقد ذاتى يكشف عن جوانب القصور للاندفاع إلى مزيد من التقدم.

> من المعلوم أن إسرائيل تتبنى الرأسمالية.. وذكرت الآن العدالة الاجتماعية فهل هذا توجه اقتصادى آخر؟

- هذا التوجه من جانب واضعى الاستراتيجية الإسرائيلية وهم من المؤمنين بالاقتصاد الحر أو الرأسمالى، ولكن ظهر توجه يرفض الرأسمالية المتوحشة التى تقبض على الثروة الوطنية لصالح أقلية حاكمة أو مرتبطة بالنظام الحاكم وهو توجه جاء بشكل صريح وبألفاظ بسيطة حتى يصل إلى كل الناس، حيث تقول الاستراتيجية فى الطبعة العبرية صفحة (41) تقوم وجهة نظر هذه الاستراتيجية على الإيمان باقتصاد السوق وميزاته مع رفض التوجه النيوليبرالى فيما يتصل بدور الحكومة فى الاقتصاد، وذلك ببناء اقتصاد حر ومتوازن وعادل ويتمتع بعاطفة إنسانية، ويعتمد على قدرات الشعب الثقافية والعلمية والتكنولوجية، وعلى ثراء رأس المال البشرى.. وأعتقد أن هذا التوجه يصلح لبناء نظامنا الاقتصادى بعد ثورة 25 يناير، ونذكر فى الأعوام الأخيرة كان النظام البائد يتباهى أنه قد حقق نسبة نمو 7٪ وكنا نعلق أن النمو محبوس فى قلة حاكمة وأتباعها من رجال الأعمال المقربين له، وأنه كان يعتمد على نمط فى الرأسمالية خبيث يزيد تمزق الوطن، ويخلق فجوات واسعة بين شرائحه الاجتماعية، ويهدد أهم عناصر الأمن القومى والاستقرار وهو عنصر الرضا الاجتماعى والتقارب بين الطبقات.

> ولهذا ذكرت فى الوفد قبل ثورة يناير أن كعكة النمو يلتهمها رجال الأعمال.. كيفية تفادى هذه الممارسات؟

- أولاً بناء حكم ديمقراطى رشيد وشفاف وقابل للمحاسبة من الجماهير، لأنه بدون هذا الشرط يشعر الحكام بأنهم مطلقو الأيدى فى الثروة الوطنية فيؤثرون أنفسهم وعائلاتهم وأصدقائهم بها، بل يوجهون الاستثمارات لخدمة هذه الدائرة الضيقة التى تصنف على أنها رأسمالية (الأورلجاكيه) أى القلة الحاكمة.. فالحكم الديمقراطى يكفل حرية تدفق المعلومات عن سلوك الطبقة الحاكمة، وأوضاع الاقتصاد الوطنى، فإننا نقطع الخطوة الأولى نحو بناء نظام اقتصادى يحقق العدالة الاجتماعية.

> وماذا عن إتاحة الفرص المتكافئة للتنافس؟

- هذه خطوة ثابتة بإيجاد فرص متكافئة للتنافس بين المواطنين الراغبين فى ممارسة العمل الحر والتعاقد على مشروعات مع الحكومة أو غيرها، لذلك فإن غياب عنصر تكافؤ الفرص يؤدى إلى الفساد الذى كان قائماً فى السابق عندما كانت تتم خصخصة ممتلكات الدولة فى الظلام لصالح أشخاص محددة، وينتهى الأمر إلى إيجاد احتكارات فى القطاعات المختلفة مثلما رأيناه فى قطاع الحديد لصالح «أحمد عز»، وأيضاً يؤدى إلى حصول صاحب النفوذ أو المدعوم ممن لهم النفوذ على الفرص الاقتصادية بدءاً من التعاقد على تنفيذ المشروعات الحكومية أو الحصول على أراضى الدولة أو الحصول على التراخيص اللازمة للمشروعات، مما يؤدى إلى تركيز الثروة الوطنية والفرص الاقتصادية فى أيدى قلة محدودة وهو ما ينسف أساس اقتصاد السوق القائم على المنافسة المتكافئة.

> أين دور الحكومة فى هذه المنظومة؟

- دورها يتمثل كمنظم للاقتصاد ومانع للاحتكار وضامن لحرية تداول المعلومات، وقائم على تطبيق حق تكافؤ الفرص، وهذا الدور الحكومى يكون فى برنامجها الانتخابى الاقتصادى القائم على تحصيل الضرائب بشكل عادل، وتوجيه هذه الحصيلة لبناء شبكة خدمات اجتماعية وصحية ذات كفاءة عالية وميسرة للخدمات الاجتماعية والصحية تمثل جوهر الاقتصاد المتوازن القائم على الحرية الاقتصادية وعلى عدالة التوزيع، حتى تستطيع الحكومة أن تخلق مجتمع الرفاهية، ويحصل الإنسان على حقه فى التعليم الجيد الذى يؤدى إلى الوصول للوظائف ذات العائد المجزى والقدرة على المنافسة فى الأسواق.. والتخطيط لتمكين التلميذ فى أولى مراحل التعليم ليصبح عنصراً بشرياً متقدماً ومؤهلاً وقادراً للحصول على فرصة حياة أفضل بل والمنافسة فى سوق العمل الدولية.

> إذن ترى أن التعليم هو المشروع القومى لمصر؟

- بالتأكيد فإذا كان هدفنا الارتقاء بالإنسان واستمتاعه بعوائد تقدمه وتميزه، على اعتبار أنه ثروة وطنية مصرية، ورأس المال البشرى الثمين لمصر، فإن بوابتنا هى التعليم والارتقاء به وبجودته، ولعل الشباب المتخرج فى الجامعات الحكومية يضطر إلى الحصول على كورسات فى اللغات والكمبيوتر ليجدوا مكاناً فى سوق العمل تؤكد أننا فى حاجة إلى تأهيل خريج الجامعة من خلال تطوير برامج التعليم الجامعى الذى كان خريج الجامعات المصرية خاصة القاهرة وعين شمس والإسكندرية يقبل كطالب دراسات عليا فى أعظم الجامعات الدولية دون أى اختبار حتى السبعينيات، واليوم يضطر أبناؤنا إلى عمل معادلات ليقبلوا فى الأعمال فى بعض الدول العربية التى تطلب منهم إعادة تأهيل، إذن التعليم هو المشروع الذى يطلق قوة مصر ويرفع من شأن ثروتها البشرية، إذا عدنا لدور الحكومة فى العدالة الاجتماعية.

> كأحد خبراء التعليم كيف نرتقى بالتعليم ومراحله؟

- أولاً الخطوة الأولى والتى تعتمدها جميع الدول هو اعتماد نسبة مرتفعة من إجمالى الدخل القومى وتخصيصها للتعليم، ولا تعتبر هذا الإنفاق استهلاكية بل اعتباره استثماراً استراتيجياً يؤدى إلى تعظيم قيمة الثروة البشرية، وهنا يمكن وضع الخطط الفنية المعروفة للعالم كله والبديهية وليس فيها أية أسرار للارتقاء بالمدرسة ومرافقها ومعلميها وإدارتها، وأدواتها التعليمية، والارتقاء بالظروف الإنسانية والاجتماعية والرياضية والغذائية والإبداعية للطالب وهذا يتفق عليه المتخصصون فى شئون التعليم.. وبتوفير الموارد المالية يمكن التغلب على مشكلة التكدس حتى لا تزيد نسبة الفصل الواحد على 20 تلميذاً وهو المقبول دولياً مع تغطية جميع المحافظات وليس العاصمة.

> وماذا عن التعليم الجامعى والبحث العلمى؟

- إذا توفر المال استطعنا تطوير الحياة الجامعية بدءاً من توفير حيز مكانى مناسب للأستاذ بدلاً من تكدس (10) أساتذة فى غرفة مساحتها 20 متراً مربعاً أى 2 متر لكل أستاذ جامعى!! ثم نطالبهم بأن يتقابلوا مع الطلبة ويتفاعلوا معهم ويتشاوروا فى القضايا العلمية والإشراف على الرسائل العلمية.. فبأى منطق نطالبهم بهذا؟!! فلابد من توفير القاعات اللازمة للدراسة التى توفر حيزاً إنسانياً مقبولاً للطلاب الذين يفترشون الأرض أثناء المحاضرات، وأحياناً لا يستطيع الطلبة ولا الأساتذة أن يتنفسوا لشدة التزاحم وسوء التهوية.

أضاف إلى ذلك مستوى المراجع العلمية والمكتبات والمعامل والبحوث الميدانية، حينها سنكتشف أن التمويل هو مفتاح الحل لهذه المشاكل والإسرائيليون ليسوا أكثر عبقرية منا فى اكتشاف نظم التعليم ولا فى كيفية تطويرها، الفرق الوحيد أنهم فى استراتيجية 2028 منحوا التعليم مزيداً من الاعتمادات.

> كيفية تحقيق جودة تعليمية لكثافة طلابية مع قلة موارد للتعليم؟

- فى المجتمعات المتشابهة مع ظروفنا يوجد منهج يقوم على إيجاد جزء للتميز أى إقامة مدرسة نموذجية فى كل محافظة وتقبل أفضل الطلاب من حيث المستوى الدراسى والذكاء العام، والقدرات ومن هنا يمكننا التغلب على مشكلة الموارد التى لا تسمح بإقامة المدارس المتميزة فى كل محافظة.. فنبدأ بمركز تنمية يجذب جميع المتفوقين ويتم التوسع فيه بالتدريج كلما زادت الموارد المتاحة. وأعتقد أن هذا النموذج قابل للتطبيق فى مصر نظراً للكثافة الشديدة، وزيادة الأعداد التى لا تتوقف.. وهذا النموذج قابل للتوسع على مستوى الجامعات أمام مشكلة رغبة المصريين عامة فى الالتحاق بالجامعات، وأيضاً النظرة الدونية للتعليم المهنى سواء اجتماعى أو زراعى أو تجارى وهذه مشكلة اجتماعية سيكولوجية فى حاجة إلى معالجة بالتوعية والترغيب فى التعليم الصناعى والتكنولوجى.. إلخ، وأيضاً فتح أنساق التعليم بعضها على بعض أى عدم غلق أبواب التعليم الجامعى أمام طالب الدبلوم المتوسط وهذا سيقلل من نفور الطلبة والعائلات من الالتحاق بالتعليم المتوسط وعدم النظر له نظرة دونية.

> كيف ترى الفترة الانتقالية؟

- دعنا نبدأ فى تحقيق مبدأ يرشدنا إلى التفكير وهى أن طبيعة المراحل الانتقالية بعد الثورات تتسم بكثير من خلافات الرأى والعواصف والشد والجذب بين القوى السياسية المتصارعة على الحكم وعلى الثروة الوطنية، سواء كانت قوى جديدة نشأت بعد الثورة أو قوى قديمة مستقرة فى تاريخ المجتمع.. وهذا المبدأ يفسر لنا ما يحدث الآن، فالقوى الجديدة يمثلها ميدان التحرير وهؤلاء الذين فجروا الثورة ويرفضون مطالب محددة، والناحية الأخرى لدينا قوى تقليدية قديمة يمثلها المجلس العسكرى الذى يعتبر من أقدم مؤسسات القوى فى مصر تاريخياً من حيث الوظيفة، كما أن أعضاءه الحاليين هم من القوى الكلاسيكية المصرية سواء بعامل السن التى تفرقهم كثيراً عن شباب الثورة.. أو بحكم الأفق الذهنى الذى تربوا عليه منذ الستينيات، وبين شباب التحرير الذين تربوا على أفق العالم المفتوح والحداثة، ومفردات الديمقراطية وحقوق الإنسان والعدالة الاجتماعية.

> لكن توجد قوى أخرى لها أدوار فى المشهد السياسى؟

- توجد قوى ثالثة وهى الأحزاب القديمة والنخبة السياسية التقليدية التى تستطيع التكيف مع أى نظام حكم لتؤدى دورها الوطنى ولتحقق مصالحها فى الوقت ذاته، وما أقصده بمصطلح القوى التقليدية هو مثقفو الدولة الذين ينشأون على مبادئ رفيعة، ويتطلعون إلى خدمة الوطن بكل إخلاص.. ثم يكتشفون أن قدراتهم على خدمة الوطن لا يمكن أن تتحقق بدون الدعم الحكومى ومن هنا يعتبرون الحكومات المختلفة باعتبارها وسيلة لتنفيذ بعض طموحاتهم، وأحلامهم الوطنية.. ودائماً يستشهد صديقى الصحفى أحمد الجمال فى هذا الصدد بـ«على مبارك» المهندس المصرى الذى بنى القاهرة الحديثة مع الخديو «إسماعيل» والذى بدون دعم الخديوى مجرداً من القدرة على التأثير أو التنوير أو التخطيط لصالح الوطن.. وهؤلاء موجودون فى الأحزاب ومرشحو الرئاسة الحالية من الموظفين السابقين التى ينطبق عليهم هذا التوصيف.

> وأين التيارات الدينية وفلول الحزب الوطنى؟

- هؤلاء هم القوى الرابعة المحركة والمؤثرة، وهى قوة النظام السابق والمتمثلة فى قيادات الحزب القديم والتى حققت لنفسها نفوذاً وثروة مازالت تخشى عليها، وأيضاً أتباع النظام من رجال الأعمال ورجال الإدارة الذين انتفعوا من الاقتراب منه.. أما الإخوان المسلمون أذكر أننى كتبت فى مقال فى 2005 وجهته لـ«مبارك» وأنهيته بعبارة (سيادة الرئيس حاور الإخوان أو اعتقلنى معهم) وهذا كان رداً على حملة اعتقالات غير مبررة على الإخوان.. ولهذا الإخوان جزء من المشهد السياسى المصرى ومن حقهم أن يتواجدوا ويتحركوا فى الحرية السياسية.. ولكن فى الوقت ذاته من حقنا عليهم أن يتصرفوا مع سائر القوى المصرية تصرفاً منسقاً مع قواعد المجتمع الديمقراطى، وإذا كنا رفضنا إقصاءهم فى السابق، فإننا نطالبهم اليوم بعد استرداد مكانتهم أن يشيعوا ثقافة الحوار والتفاهم والحلول الوسط بدون تشدد أو إقصاء لأحد كما يقتضى العمل السياسى الهادف لصالح الأمة والبعيد عن الاحتكار ومحاولة الاستئثار بالسلطة.

> يوجد استقطاب بين القوى المختلفة فى التحرير وبين القوى التقليدية؟

- هذا يتخلص فيما يسمى مطالب التحرير والتى تتركز فى المطالبة بحكومة إنقاذ وطنى برئاسة شخصية من الميدان تشكل مجلساً رئاسياً مدنياً، والتعجل بنقل السلطة إلى سلطة مدنية.. وعلى الجانب الآخر نجد مظاهرات ميدان العباسية وتطالب بالإبقاء على المجلس العسكرى والالتزام بالجدول الزمنى الذى وضعه المجلس، وقبول حكومة د. كمال الجنزورى ونلاحظ حالة استقطاب شديد، وماذا لو تمسك كل طرف بمطالبه دون أن تظهر قوى رشيدة عاقلة وقادرة على التدخل بحكمة لبناء جسر من التفاهمات والوصول إلى أرضية مشتركة تحقق مطالب العسكريين بدرجة مقبولة؟! أعتقد ستوجد خطورة من هذا.

> ترى من القادر على القيام بدور الوسيط بين ميدان التحرير وبين المجلس العسكرى؟

- أعتقد أن حزب الوفد مؤهل لأن يقوم بدور الوسيط بين الطرفين بما يمثله من نبض أثير فى عروق الأمة بتاريخه منذ «سعد زغلول» باشا كقوة تحرر وطنى ضد الاحتلال البريطانى، وكقوة ليبرالية تنحو نحو العدالة الاجتماعية.

وتنتصر لوحدة الأمة بعنصريها (مسلمين ومسيحيين) وقواها المختلفة.. والوفد بهذا العبق التاريخى عليه أن يستغل قوته الناعمة المتمثلة فى هذا الرصيد لينشئ حواراً بين العسكريين وثوار التحرير.

> وكيف يكون اتجاه الحوار؟

- يجب أن ينطلق من أمر واقع وهو أن المجلس العسكرى قوة رئيسية تعمل فى الساحة السياسية المصرية بسلطات رئيس الجمهورية وهى سلطات وردت فى التعديل الدستورى الذى تم الاستفتاء عليه.. وبالتالى فإن أى طرف يحاوره عليه أن يبدأ بالاعتراف بالشرعية التى يتمتع بها المجلس العسكرى، أولاً كحام للثورة ثم كصاحب السلطات الرئاسية فى التعديل الدستورى، وهذه الشرعية لديها قوة المدافع والنيران، ولابد من السعى إلى نقطة وسط لا تقوم على إقصاء المجلس العسكرى أو تخوينه أو التسفيه منه فهذا يؤدى إلى استفزازه وإلى ردود أفعال غير حميدة.

> هذا حق المجلس العسكرى فماذا عن حق الثوار؟

- الوسيط المحاور يجب أن يرتكز على مطامح شباب الثورة الذين ينظرون إلى النموذج التونسى بعدما تم تشكيل مجلس رئاسى مدنى لإدارة البلاد بسلاسة وأوصلها إلى الانتخابات البرلمانية، وهذا يمكن للوسيط المحاور أن يجد له مكاناً على مسرح الحكم بجوار المجلس العسكرى.. فإذا افترضنا وجود مقعد منفرد للمجلس العسكرى كسلطة رئاسية فيمكن أن يشكل جواره مجلس مدنى استشارى يختاره الشباب ويكون شريكاً للمجلس العسكرى فى اتخاذ القرارات.

> من أين يبدأ مفهوم الأمن القومى؟

- له شقان الأول حماية الإقليم من أى خطر خارجى والثانى بناء مجتمع متماسك تسوده حالة الرضا بين الحكام والمحكومين، وتشيع فيه حالة التكافل ومسئولية الدولة تجاه مواطنيها كدولة راعية وليست متخلية عن مسئولياتها والشقان معاً يتكتفان فى بناء مفهوم الأمن القومى، وأصبح من الضرورى زرعه فى العقل المصرى بعد ثورة يناير لعلاج الخلل الشديد الذى لحق بوظائف الحكومة تجاه المواطنين فى السنوات السابقة لحكم «مبارك».

> تحديات الأمن القومى الخارجية؟

- أعتقد بعد الثورة هناك اهتمام أمريكى بتجميد احتمالات انهيار معاهدة السلام المصرية الإسرائيلية الأمريكية فى الوقت ذاته من ناحية ليبيا مؤمنة من الجانب السياسى، حيث هناك سلطة ثورية حريصة على العلاقات الأخوية مع الشعب المصرى، رغم أن ظروف الثورة فتحت أبواب الخطر على مصر من تجار السلاح وعالم الإجرام السفلى الذى يمكن أن يهدد سلامة المجتمع، وهذا يلقى علينا بمسئولية إعادة بناء الأمنى الداخلى بحيث نستطيع السيطرة على ترسانة السلاح المهربة حتى لا يستخدمها عصابات الإجرام أو أى جماعات سياسية متطرفة، أما الجنوب فالارتباك فى العلاقات بين دولة جنوب السودان والشمال يعطينا فرصة بناء دبلوماسية قوية قادرة على التوسط بين الطرفين لأنهما يثقا فى مصر بعد الثورة، إذن فالثورة أعطتنا ميزة فى علاقتنا بدول منابع النيل ويمكن للدبلوماسية الرسمية والشعبية أن تؤصل بناء جسور ثقة مع إثيوبيا وأوغندا وكينيا لضمان مصالح مصر المائية.

> وماذا عن تهديد الأن القومى بانتقال أمن للسلطة يعد إجراء الانتخابات؟

- هذه هى المشكلة الأكبر والتى أراها مؤثرة على الأمن القومى فى انتقال سلس إلى حكم ديمقراطى فهذا الانتقال هو الذى سيمنح مصر مزايا كثيرة منها ثقة المؤسسات الدولية والمستثمرين الأجانب مما يضخ مليارات من الدولارات فى سوق الإنتاج المصرى تعيد له حيويته وتوفق مساراته.. وإحكام عمليات الأن لسد الطرق على مجموعات البلطجية والإجرام أياً كانت انتماءاتها أو من يحركها.. وتخليص مصر من ترسانة السلاح المهربة.. بناء حالة تماسك وطن بين المسلمين والمسيحيين تكون قادرة على وأد الفتنة فى مهدها.. التعجل ببناء مشروع للنهضة يتخذ من التعليم مركزاً رئيسياً له تحت شعار تنمية رأس المال البشرى المصرى.

> ماذا يقلق د. البحراوى؟

- يقلقنى إعجاب كل ذى رأى برأيه وكنا قبل الثورة نطالب الناس أن يخرجوا من سلبياتهم ويشاركوا بالرأى فى بناء مجتمعهم، وبعد الثورة أصبح الناس يملكون الرغبة فى المشاركة، ويمكننا أن نستمع إلى الجميع لربات البيوت آراء سياسية فى المواقف الكبرى والصغرى.. وهذا جيد لكن ينقصه القدرة على الإنصات والاستماع للآخر والقدرة على النقد الذاتى على تصحيح الرأى بعد الاستماع إلى آراء الآخرين.. ويقلقنى أن الكل أصبح يملك الحقيقة المطلقة، وأن المخالف له فى الرأى لا يفهم شيئاً وهذه آفة فكرية قادرة على تهشيم المجتمع وتمزيق قدرته على بناء تفاهمات وحلول وسط لمشكلتنا، وعلى الإعلام أن يعمل لصالحنا من خلال إرساء قيم وترويج الحوار واحترام الرأى الآخر والانتفاع بتجارب الآخرين وتعديل وجهات النظر هو ميزة وليس عيباً ومصدراً للقوة وليس مصدراً للضعف.

> مصر رايحة على فين؟

- سأبنى موقفى على التمنى لأن المتوقع محكوم بعناصر غير مرئية، ولكن يوجد سيناريوهات مطروحة من الجميع، وكل سيناريو عبارة عن فكرة طائشة فى الهواء لا يمكن الإمساك بها نظراً لغياب المعرفة ببواطن الأمور، مثلاً استمرار المجلس العسكرى فى الحكم وكيف يمكن أن نتثبت من صدق هذا السيناريو؟ بينما هو يعلن عن رغبته فى تسليم السلطة للمدنيين ووضع جدولاً زمنياً للانتخابات البرلمانية والرئاسية؟

سيناريو آخر يتحدث عن احتكار السلطة بالمشاركة بين العسكريين والإسلاميين.. كيف يمكن التأكد من هذا؟ ونحن نلمح انشقاقاً فى المواقف بينهما والسيناريو الآخر يقول: انتقال سلس وآمن للسلطة من خلال الانتخابات، كيف هذا بينما شباب التحرير يرفضون هذا الاتجاه ويصممون على إقصاء المجلس العسكرى فوراً.. وبما أن قدرتنا على ترجيح أى سيناريو هى قدرة محدودة لغياب المعلومات فيمكننا العودة إلى اقتراح الوسيط الحكيم ممثلاً فى حزب الوفد ليقرب بين القوى المختلفة ويأخذ من كل منهما ما يقنع الآخر وينهى على المرحلة الراهنة فى مصر إلى مرحلة من التفاهم التاريخى يتناسب مع قدرة المصريين على الإبداع لأننا لا نريد نموذجاً سورياً أو اليمن يتكرر فى مصر أو يستمر الصراع شهوراً طويلة.. فنريد إعطاء الشباب الذى فجر الثورة فرصة التواجد المؤثر فى البرلمان وهذا لا يجب إغفاله ويمكن إيجاد صيغة من خلال الوسيط المقترح فى صورة تشريع يصور لنا المرحلة الانتقالية حتى لو كان فى شكل كوتة للشباب وبهذا يمكن إيجاد تقارب بين الجيل الكلاسيكى وبين الجيل الجديد، لأنى أعتقد أن أحد أسباب ثورة الشباب الثانية إحساسهم أن فرصة مشاركتهم فى البرلمان فرصة ضعيفة للغاية نظراً لصعوبة الوصول للجماهير، وعدم درايتهم بوسائل العملية الانتخابية.

إقالة هيكل "شائعة"

نفى مصدر مسئول بمجلس الوزراء ما نسب إلى التلفزيون المصرى بإلغاء تكليف أسامة هيكل كوزير للإعلام.

وقال المصدر فى تصريحات خاصة لـ"بوابة الوفد" إن تكليفات الوزراء الأخيرة مازالت قائمة ومنها وزير الإعلام.

وكانت قد وردت أنباء منذ قليل عن قيام الدكتور كمال الجنزورى المكلف بتولى رئاسة الحكومة الانتقالية بإلغاء تكليف أسامة هيكل لوزارة الإعلام وذلك نقلا عن فضائية مودرن حرية والتلفزيون المصرى.

باراك قلق بشدة من فوز الإخوان والسلفيين

أعرب وزير الدفاع الإسرائيلى إيهود باراك اليوم السبت عن قلق بلاده الشديد إزاء النتائج التى تمخضت عن المرحلة الأولى للانتخابات البرلمانية المصرية.

وذكر باراك فى تصريح نقلته صحيفة "يديعوت أحرونوت " على موقعها الإلكترونى- أن المؤشرات الأولية التى أفادت بأن حزب الحرية والعدالة حصد نحو 40% من إجمالى الأصوات ويليه حزب النور السلفى الذي حصل على قرابة 25% من الأصوات تعد بمثابة عامل يدفع إسرائيل إلى إعادة التفكير فى الشئون السياسية مع مصر.

كان رئيس الوزراء الإسرائيلي بنيامين نيتانياهو، قد حذر من أن الآثار المترتبة على تنامى مد إسلامى فى العالم العربى لن تأتى فى صالح إسرائيل.

انتخابات الإعادة على يومين

أكد المستشار علا قطب، عضو المكتب الفنى باللجنة العليا للانتخابات، أن الإعادة فى المرحلة الأولى من الانتخابات البرلمانية سوف تتم على يومين تبدأ من الاثنين المقبل.

ونفى قطب تماماً ما تردد من أنباء عن أن إعادة الانتخابات سوف تتم في يوم واحد.

وأضاف "قطب" خلال اتصال هاتفي ببرنامج "الحياة اليوم" مساء اليوم السبت أنه نظراً لما تردد عن أن هناك أرقاماً خطأ أعلنتها اللجنة العليا للانتخابات أمس في أعداد الناخبين والنسب فإن موقع اللجنة سوف يتيح الأرقام الخاصة بالقوائم الحزبية وأيضاً إحصائيات النتائج الفردية أمس اليوم للوقوف على حقيقة الأرقام بكل دقة وشفافية.

Merkel urges euro fiscal union to tackle debt crisis

She told the Bundestag that a new EU treaty was needed to set up such a union and impose budget discipline.

On Monday she is to meet French President Nicolas Sarkozy, who has also called for EU treaty changes.

EU leaders have been under pressure to do more to tackle the debt crisis, amid concern about the survival of the euro.

In her speech, Mrs Merkel promised "concrete steps towards a fiscal union" - in effect close integration of the tax-and-spend polices of individual eurozone countries, with Brussels imposing penalties on members that break the rules.

"We need budget discipline and an effective crisis management mechanism," she said. "So we need to change the treaties or create new treaties."

The German government has been pressing for changes to establish powers to veto national budgets in the eurozone that breach agreed rules.

"We have started a new phase in European integration," Mrs Merkel said.But she made it clear that this was a long-term process that would take years.

On Thursday, Mr Sarkozy said a new European treaty governing relations between members was necessary to protect Europe's place in the world.

"We must confront those who doubt the stability of the euro and speculate on its break-up with total solidarity," Mr Sarkozy said.

Mr Sarkozy said the euro could not continue to exist unless eurozone economies pulled together, with France and Germany playing a key role to ensure "a zone of stability".

However, Mr Sarkozy rejected suggestions that national budgets could be approved and regulated in Brussels, and said France would not give up its sovereignty.

No 'joint liability'

In her speech on Friday, Mrs Merkel also reiterated her opposition to the European Central Bank (ECB) issuing "eurobonds" backed by all eurozone members.

"A joint liability for others' debts is not acceptable," she said. "Eurobonds are not a rescue measure in this crisis."

She added: "National responsibility and European solidarity serve each other."

Many in Germany argue that eurobonds would penalise countries with a high credit rating, and reduce the incentive of indebted governments to reform.

Analysts also say Berlin is opposed to wholesale intervention by the ECB because of the country's experience of hyperinflation in the 1920s.However, Germany's Sueddeutsche Zeitung daily said Mrs Merkel was willing to see the ECB step up its buying of bonds from indebted eurozone countries, as a bridging solution until budget controls took hold.

The BBC's Hugh Schofield in Paris says the outlines of a plan are beginning to take shape. There will be some form of overarching supervision of national budgets, as the Germans want - and in return, to satisfy the French, some loosening of the ECB's rules.

The problem, our correspondent adds, is that there is still no detail - it is unclear how budgetary discipline will be enforced, and whether countries that are not in the eurozone will be relegated to a European second zone.

During their meeting in Paris on Monday, Mr Sarkozy and Mrs Merkel are to agree on joint proposals to be put to a meeting of European leaders next week.

Many analysts see that summit as a crucial moment in efforts to tackle the debt crisis.

European stock markets rose early on Friday, as Europe's leaders called for closer economic integration as the way to resolve the debt crisis.

Meanwhile, Mr Sarkozy has been discussing the eurozone crisis with UK Prime Minister David Cameron in Paris.

Britain is concerned about the possible impact of a two-speed Europe, in which it could be left on the margins along with other countries outside the euro.

Uruguay identifies military torture victim Julio Castro

It is that of Julio Castro, a trade union activist who disappeared in 1977.

A commission investigating crimes committed under military rule in Uruguay said Mr Castro died after two days of interrogation and torture at a clandestine interrogation centre.

An estimated 7,000 political prisoners were held during military rule from 1975 to 1983; some 200 were killed.

The body was found at an army base on the outskirts of the capital, Montevideo on 21 October.

A team of forensic archaeologists had been searching the site for traces of people who had disappeared during Uruguay's military rule.

Divisive past

DNA tests revealed the remains were those of Mr Castro, a teacher and one of the founders of the Frente Amplio (Broad Front), a left-wing coalition of political parties.

Mr Castro was a vocal campaigner for human rights and social equality.

He was detained by the military government on 1 August 1977 and according to testimony given by a fellow detainee, held at a clandestine detention centre.

A commission set up to investigate crimes committed under military rule determined that Mr Castro died on 3 August 1977 as a result of the ill-treatment and torture he had suffered in captivity.

Military rule and the crimes committed under it remain a highly divisive issue in Uruguayan society.

In October, Congress voted to revoke an amnesty law which protected officers from prosecution for crimes committed between 1975 and 1983.

The heated debate which preceded the vote lasted for 12 hours.

Colombia uncovers huge 'phantom pupil' subsidies scam

Officials said the fraudulent registers included multiple entries for individual pupils, students who never attended lessons or did not even exist.

The scam came to light during an initial audit of registers this year.

Education Minister Maria Fernanda Campo said the loss in state funds could amount to more than $100m (£64m).

Fraudulent lists have been uncovered in different parts of the country.

The attorney general's office is now investigating local education authorities and schools to check enrolment lists and discover where the subsidies have gone.

Ms Campo said the investigations would check that registered pupils "actually exist and are flesh and blood children, not phantom children".

Tough action

She said areas found to have received funds based on these "phantom lists" would have their budgets docked.

President Juan Manuel Santos on Thursday gave a strong warning that his government was determined to root out corruption.

"Whoever wants to carry on robbing the state, in other words from other Colombians, should know that your days of profiting are numbered," said Mr Santos, who has been in office since August 2010.

In its 2011 report on the perception of corruption, Transparency International gave Colombia 3.4 on a rating going from zero (highly corrupt) to 10 (very clean).

Mayans 'did not predict world to end in 2012'

A new reading of a Mayan tablet mentioning the 2012 date suggests that it refers to the end of an era in the calendar, and not an apocalypse.

The date was "a reflection of the day of creation", Mayan codes researcher Sven Gronemeyer told AP.

The day also marked the return of a Mayan god, Mr Gronemeyer added.

Bolon Yokte, the god of creation and war, was expected to return, according to Mr Gronemeyer's reading of a Mayan text carved into stone 1,300 years ago.

The date marks the end of one of the periods of roughly 400 years into which the Mayan calendar is divided.

Mexico's National Institute for Anthropological History has also tried to counter speculation that the Mayans predicted a catastrophic event for 2012.

Only two out of 15,000 registered Mayan texts mention the date 2012, according to the Institute, and no Mayan text predicts the end of the world.

"There is no prophecy for 2012. It is a marketing fallacy," Erik Velasquez, etchings specialist at the National Autonomous University of Mexico, told Reuters.

Hugo Chavez hosts summit of new regional group minus US

Mr Chavez has described the bloc as a counter to US influence in the region.

The two-day summit is Mr Chavez's first big international event since he was treated for cancer and forced to postpone the original meeting in July.

The summit in the Venezuelan capital, Caracas, will be the inaugural gathering of the Community of Latin American and Caribbean States, known by its Spanish initials, Celac.

It will be a further addition to regional groupings that include the Organisation of American States (OAS), Unasur, Mercosur, Alba and the Caribbean Community (Caricom).

Unlike the long-established OAS, Celac does not include the US or Canada.

And unlike the OAS, it will include Cuba, which in 2009 rejected an invitation to rejoin the Washington-based body after a long exclusion.

Power play

Mr Chavez has described the summit, with some rhetorical flourish, as "the most important political event to have happened in our America in 100 years".

For the Venezuelan president, Celac forms part of his dream of realising Latin American unity and also creating a counterweight to Washington.

But for other regional leaders, the aims are less grand though no less important, correspondents say.

These include examining the region's response to the global financial crisis, promoting economic development and discussing joint efforts to tackle drug-trafficking.

And Celac's birth does not herald the demise of the OAS, analysts say."[The OAS] has clearly defined purposes and principles to guide it. Its procedures are in place. And it has a budget - most of which comes from the US and Canada," Peter Hakim, president emeritus of the Inter-American Dialogue think tank, told the AFP news agency.

The inaugural summit was due six months ago but was postponed because Mr Chavez was recovering from surgery to remove a cancerous growth.

The talks on Friday and Saturday will be watched for indications of Mr Chavez's current health.

The Venezuelan president has said he is completely recovered after four rounds of chemotherapy.

He is expected to run in next October's presidential election for another six-year term.

Transparency International cuts ties with Fifa

An official with Transparency International (TI) said two of its key recommendations had been ignored.

TI said Fifa paying an expert to oversee major reforms to how it is run would jeopardise his independence.

The expert, Mark Pieth, said he would not re-examine old scandals, another recommendation of TI.

The move is being viewed by many as a blow to the credibility of Fifa's reform process, which has been led by its President Sepp Blatter, says BBC sports news correspondent Alex Capstick.

Fifa has declined to comment on TI's move.

'Not independent'

Sylvia Schenk, TI's sports adviser, said Mr Pieth could not remain independent of Fifa if he was being paid by the organisation.

"We believe that someone paid by Fifa cannot be a member of the independent commission [overseeing reforms]," Ms Schenk told the Press Association Sport news agency.

"He has a contract with Fifa so he is not independent in that sense."

Mr Pieth said it was common for firms to pay outside advisers to evaluate their business practices.

"We can't start asking audit firms to do their job for free just to make sure they are independent," he told the Bloomberg news website.

TI had been invited by Fifa to sit on an outside panel headed by Mr Pieth to advise on reforms.

Fifa has been embroiled in scandals that have seen four members of Mr Blatter's ruling executive committee banned or resign over allegations of bribery.

Moscow city prosecutors opened an investigation into Golos after it listed thousands of complaints about election campaigning on its website.

Golos is accused of breaking pre-election reporting restrictions.

The US-based campaign group Human Rights Watch (HRW) said Golos was the victim of a smear campaign.

"They are trying to shut it up because Golos is the only large-scale, serious organisation that is exposing election violations," Tanya Lokshina of HRW's Moscow branch told Reuters news agency.

Russia elects a new parliament on Sunday and will hold a presidential poll on 4 March, when Vladimir Putin will stand for re-election after two previous terms in the post.

The outgoing parliament, or State Duma, is dominated by his party, United Russia, with seats also held by the Communist Party, the nationalist Liberal Democrats and the social-democratic Fair Russia.

Under Russian electoral law, media broadcasting to Russian territory are not allowed to report the results of opinion polls in the five days leading to the election.

'Negative image'

Golos (which means "voice" in English) is a widely respected election watchdog funded by the EU and US. It provides training for observers and runs a website compiling complaints of voting violations.

As of Friday afternoon, it had recorded nearly 5,000 complaints related to Sunday's election, many involving United Russia.

According to the court documents, Golos is accused of having reported "election-related opinion polls and research" between Tuesday and Wednesday.

The prosecutors specify that such data includes "results of analysis of reports of violations".

Golos is accused of "effectively creating among voters a negative image of one of the parties".

Vladimir Churov, head of Russia's central election commission, was quoted by Russian media as saying this alleged bias referred to United Russia.

Russian MPs have also questioned why Golos, a foreign-funded organisation, is allowed to monitor Russian elections.

Grigory Melkonyants, deputy head of Golos, told Reuters that his organisation was being subjected to a "premeditated campaign, which started with attacks in the press, but is now making use of law enforcement agencies".

Referring to a court summons for Thursday, he added: "We are certain this is only the first summons and there will be other investigations, especially targeted at hampering us from observing [the election] on 4 December."

In a televised address on Friday, President Dmitry Medvedev insisted Russia's political parties enjoyed "free and equal competition" ahead of the election.

Without naming United Russia, he urged voters to choose "responsible politicians, who can help improve our people's living standards in practice, and who will be guided in their actions by the interests of voters and national interests".

Beijing to crack down on 'black jails'

Local governments hire the firms to stop people who travel to Beijing to voice grievances about perceived injustices in their areas.

The police say the firms are involved in illegal detention, violence and running underground jails.

The government usually prefers not to admit these kind of operations exist.

The latest details come from newspaper reports about a campaign to stamp out unauthorised security firms in the capital.

Zhang Bing, deputy head of Beijing's public security bureau, was quoted as saying there are about 300,000 private security guards in the city.

He said more than half worked for companies that were unlicensed, the Beijing News reported.

"The city's security market is in complete chaos. Some companies have been operating outside the law," he said, according to another newspaper, the Global Times.

Speaking to reporters, Mr Zhang went on to describe some of the activities undertaken by these unauthorised security firms.

"A few have even allowed their security guards to impede the flow of government work and to participate in illegal activities, such as detaining people and setting up black jails," he is reported to have said.

Black jails are temporary detention centres established to hold petitioners, people who come to Beijing to report individual problems to the central government.

Tourist assaulted

Thousands of petitioners flock to the capital every year, particularly when China's parliament meets for its annual session.

Many seek to highlight problems with their local governments, who send private security guards to Beijing to stop them.

The Global Times said police uncovered one detention centre in Beijing's Changping District in August. It had been paid for by five local authorities.

The police now say that the practice of blocking petitioners will not longer be tolerated.

Black jails and illegal detention are subjects the authorities rarely talk about, but occasionally news emerges, even in China's tightly controlled media environment.

Six officials were punished in September when a tourist from Henan Province was kidnapped and beaten up after being taken for a petitioner.

He was dragged from the hotel room he was sharing with three genuine petitioners and bundled into a van heading for Henan.

He was assaulted and left unconscious by the side of the road.

The officials appear to have been reprimanded for the error of mistaking a tourist for a petitioner - not for kidnapping four people in the first place.

Beijing's public security bureau - which declined to speak to the BBC - wants private security firms to stop mimicking the police.

It does not want them to use cars that look like police vehicles or issue personnel with uniforms that give them the appearance of police officers.

It is unclear what difference this campaign will make, as black jails have been operating in Beijing - under the noses of the police - for some years.

The authorities appear to have turned a blind eye because even China's top leaders do not like petitioners shouting about their problems in the capital.

Jailed Afghan rape victim freed with no pre-conditions

Lawyer Kimberly Motley says this was clarified personally to her by President Hamid Karzai's office.

Mr Karzai pardoned the woman, named as Gulnaz, earlier this week, but some reports had said this was on condition that she married her attacker.

Gulnaz gave birth in jail to a daughter who has been kept with her.

On Friday, Ms Kimberly said that 21-year-old Gulnaz would be released with no pre-conditions and would then be free to marry whomever she chooses.

"She doesn't have plans for the future, she just wants to get out [of prison]," the lawyer said.

She added that Gulnaz had a "safe place" to go after her expected release.

The case has drawn international attention to the plight of many Afghan women 10 years after the overthrow of the Taliban.

Human rights groups say hundreds of women in Afghan jails are victims of rape or domestic violence.

Gulnaz earlier said that after she was raped in 2009 she was charged with adultery.

"At first my sentence was two years," she said. "When I appealed it became 12 years. I didn't do anything. Why should I be sentenced for so long?"

The most recent appeal saw her sentence reduced to three years before the presidential pardoning.

Hillary Clinton Burma visit: Suu Kyi hopeful on reforms

She welcomed reforms that have enabled her party to stand in elections, but said more needed to be done and called for political prisoners to be freed.

The democracy leader held a morning of talks with Mrs Clinton, the most senior US official to visit Burma in 50 years.

They promised to work together to promote democracy in Burma.

"I am very confident that if we work together... there will be no turning back from the road to democracy," said Ms Suu Kyi after the talks.

But she added that the country was "not on that road yet".Mrs Clinton told the BBC she had followed Aung San Suu Kyi over the years and it had been an honour to meet the pro-democracy leader.

"It was like seeing a friend you hadn't seen for a very long time even though it was our first meeting," she said.

"It was incredibly emotional and gratifying to see her free from the many years of house arrest."

She said Ms Suu Kyi was wise to take advantage of the signs of change in Burma but that continuing actions were needed from the Burmese authorities.

"There has to be a momentum behind reform and we're waiting and watching for that," said Mrs Clinton.

The Burmese government continues to hold hundreds of political prisoners and the country is still plagued by ethnic conflicts.

The US maintains tight sanctions on senior leaders in Burma, which was ruled by a brutal military junta from 1962 until 2010.

The army handed power to a civilian government last year, but the military's primacy is entrenched in the country's constitution.

However, the government has implemented a series of reforms.

It freed Ms Suu Kyi from detention and allowed to her take up a role in public life.

The reforms led to speculation that decades of isolation could be about to end.

Mrs Clinton and Ms Suu Kyi had a private dinner in Rangoon on Thursday.

They met again on Friday at Ms Suu Kyi's Rangoon home, where the Nobel Peace Prize winner was held under house arrest for many years.

'New chapter'

Ms Suu Kyi's National League for Democracy recently re-registered as a political party, and she is expected to stand for parliament in forthcoming by-elections.

The NLD won a landslide election victory in 1990, but the junta refused to recognise the result and the party was never allowed to take power.

Ms Suu Kyi spent much of the next 20 years in detention.

On Thursday, Mrs Clinton met President Thein Sein, a former general and top leader of the previous regime.he pair discussed upgrading diplomatic ties, and the US said it would support some modest changes in Burma's relationship with the World Bank and the International Monetary Fund.

But the US stopped short of easing sanctions on Burma, linking their removal to further progress on reform.

Thein Sein hailed a "new chapter" in relations with the US.

Mrs Clinton is the first secretary of state to visit Burma since John Foster Dulles in 1955.

After her talks with Ms Suu Kyi, she met members of Burma's ethnic communities and leaders of the country's developing civil society groups. She will fly out of Burma later in the day.

The visit comes weeks after President Obama toured Asia and made a series of announcements bolstering American commitments in the region.

ICC seeks Sudan defence minister arrest over Darfur

The Hague-based ICC has already indicted Sudan's President Omar al-Bashir on genocide charges in Darfur.

A senior Sudanese official has dismissed the warrant as "ridiculous".

Rabbie Abdal Attie told the BBC the ICC was a "tool of the West" and was trying to destabilise Sudan but that the warrant would not affect the country.

In another development, Kenya and Sudan have resolved their diplomatic row triggered by a Kenyan court issuing its own warrant for President Bashir after he was allowed to visit Nairobi in August in defiance of the ICC request.

The latest warrant request was made by Mr Moreno-Ocampo's office in a statement on Friday.

It asked the ICC "to issue an arrest warrant against the current Sudanese Defence Minister Abdelrahim Mohamed Hussein for crimes against humanity and war crimes committed in Darfur from August 2003 to March 2004".

The statement added that Mr Hussein was among those who "bear greatest criminal responsibility" for atrocities in Darfur.

At the time, Mr Hussein was both Sudan's interior minister and its representative in Darfur.

Mr Moreno-Ocampo said he was requesting the warrant now "to encourage further public focus" on Sudan's policy and actions, and to "promote cooperation" to arrest the three Sudanese officials the ICC has already indicted.Together with President Bashir, the court has also indicted another former Interior Minister Ahmad Muhammad Harun and Ali Muhammad Ali Abd-Al-Rahman, a suspected leader of the Janjaweed militia, over alleged atrocities in Darfur.

The ICC says that Mr Harun reported directly to Mr Hussein.

They all deny the charges and refuse to surrender to the ICC.

The mainly Arab Janjaweed militia is accused of carrying out a policy of ethnic cleansing and genocide against Darfur's black African population after rebels took up arms in 2003, accusing the government of ignoring the region.

According to the ICC, attacks followed a pattern, with Sudan's military surrounding a village, the air force bombing it and then soldiers and Janjaweed fighters going in on foot, killing, raping and looting.

The Hague-based court has also indicted two Darfur rebels, who are accused of attacking African Union peacekeepers in Darfur. The suspects surrendered to the court last year.

Despite the warrant, Mr Bashir has visited several countries, especially in Africa, without being arrested.

After the Kenyan court issued a warrant for Mr Bashir's arrest on Monday, Sudan ordered the expulsion of Kenya's ambassador in Khartoum, and threatened to expel Kenyan peacekeepers from Sudan and not to allow planes flying to Kenya to go through Sudanese airspace.

But on his return from an emergency trip to Khartoum, Kenyan Foreign Minister Moses Wetangula on Friday said relations were now "back to normal" and that no diplomats would be expelled.He said that while the government respected the court, he said he would guarantee that Mr Bashir would not be arrested on Kenyan territory.

Mr Wetangula said Kenya would not withdraw from the ICC but, like other African countries, it was concerned that the court was unfairly targeting the continent.

"We have voiced concerns about the manner in which the ICC has been pursuing African leaders and leaving leaders with much, much heavier responsibility of human rights and murderous actions," he said, pointing to the conflicts in Iraq and Afghanistan.

The African Union has urged the UN Security Council to defer the warrant against Mr Bashir in order to help the search for peace in Darfur.

Mr Moreno-Ocampo is set to be replaced as ICC chief prosecutor by his deputy, Fatou Bensouda, from The Gambia.

She is the only candidate in the 12 December election and is to take up her new duties in June 2012, the ICC says.

Some 2.7 million people have fled their homes since the conflict began in Darfur in 2003, and the UN says about 300,000 have died - many from disease.

Sudan's government says the conflict has killed about 12,000 people and the number of dead has been exaggerated for political reasons.

DR Congo election: Kabila guards 'shot UDPS supporters'

Human Rights Watch says at least four more people were killed during the poll - claims dismissed by the government.

It says LRA rebels killed three people in the north-east of this vast country as they went to vote.

The first official results give Mr Kabila a narrow lead.

With 15% of the votes counted, the election commission says Mr Kabila has 940,000 votes against 912,000 for his main rival, Union for Democracy and Social Progress (UDPS) leader Etienne Tshisekedi.

These results largely come from areas seen as Kabila strongholds.

Election officials also said that their website had been hacked into and false results published there.

The election was marred by widespread logistical problems, as well as the violence and voting in some areas was extended until Thursday to allow voting material to be delivered.

DR Congo is two-thirds the size of Western Europe but has hardly any road or rail links between its major cities, so the UN peacekeeping mission distributed some election equipment by helicopter.

On Wednesday, five African observers said the elections had been "successful", despite opposition calls for the polls to be annulled.

Dominick Chilcott: Iran 'may feel remorse' over UK tensions

Dominick Chilcott told the BBC some liked the idea of confronting the UK diplomatically but may feel "remorse" following the British response.

And diplomats working at the Iranian embassy in London have been ordered to leave Britain by Friday afternoon.

They were expected to fly out of London on a charter flight, according to BBC Persian TV.

Their expulsion was ordered by Foreign Secretary William Hague after the British embassy in Tehran was stormed.

Tuesday's attack by hundreds of protesters followed Britain's decision to impose further sanctions on Iran over its nuclear programme.Iran said it regretted the incident, which it described as "unacceptable behaviour by a small number of protesters".

The sanctions led to Iran's parliament reducing diplomatic ties with the UK.

Mr Chilcott, the newly appointed British ambassador to Iran, told the BBC's Gavin Esler: "The risk is that certain people in the regime who liked the idea of confrontation, because they felt it would rally people to the flag, miscalculated how strong the response would be.

"They probably didn't expect us to send home the Iranian embassy in London and, reading between the lines, you can see in the way they have responded to that move, some remorse in having provoked it. I think that might apply more generally too."

Meanwhile, Deputy Prime Minister Nick Clegg told the BBC's Sarah Rainsford the UK's relationship with Iran had "taken a very serious knock".

He said: "Something really bad happened when the Iranian authorities allowed those people to overrun our embassy compounds, and it is quite right that we have been very clear in our response - as have many other European countries who have withdrawn their ambassadors for consultations."It doesn't mean we're cutting off all diplomatic relations with Iran. It doesn't mean we are in any way lessening our determination to try to find a diplomatic solution to the nuclear question, which is immensely important to Europe and the whole world, and we will continue to work tirelessly to find a negotiated solution."

On Wednesday, Mr Hague told MPs: "If any country makes it impossible for us to operate on their soil, they cannot expect to have a functioning embassy here."

The foreign secretary said there had been "some degree of regime consent" in the attacks on the embassy and on another UK diplomatic compound in Tehran.

He also said all UK diplomatic staff in Tehran had been evacuated and the embassy closed.

'Hasty' move

Mr Hague said relations between the UK and Iran were now at their lowest level, but the UK was not severing relations with Tehran entirely.

Iran's foreign ministry described the British move as "hasty" and said Iran would take "further appropriate action", Reuters news agency quoted state TV as saying.

Germany, France and the Netherlands announced on Wednesday that they were recalling their ambassadors to Tehran for consultation, and Norway said it was temporarily closing its embassy there as a precaution.

Hundreds of protesters - whom Iran described as "students" - massed outside the embassy compound on Tuesday afternoon before scaling the walls and the gates, burning British flags and a car.Another UK diplomatic compound in northern Tehran, known locally as Qolhak Garden, was also overrun and damaged.

Mr Hague said the majority of those taking part had been members of a regime-backed Basij militia group.

He said the private quarters of staff and the ambassador had been ransacked, the main embassy office set on fire and personal possessions belonging to UK diplomats stolen.

The US, EU and UN Security Council also condemned the attacks.

Last week, the US, Canada and the UK announced new sanctions against Iran, including measures to restrict the activities of the Iranian central bank.

The UK said then it was severing all financial ties with Iran.

The move followed a report by the UN's nuclear watchdog that said Iran had carried out tests "relevant to the development of a nuclear device".

Iran denies the accusations, saying its nuclear programme is solely for peaceful purposes.

On Sunday, Iran's parliament voted by a large majority to downgrade diplomatic relations with the UK in response to the recent action.

Eurozone crisis: Cameron and Sarkozy in Paris talks

he Paris talks came ahead of a crucial meeting of European leaders next week about the future shape of the EU.

Mr Sarkozy has said a new treaty is needed to impose financial discipline on countries using the single currency.

But Mr Cameron said steps could be taken to shore up the euro and improve the competitiveness of its weaker economies without treaty change.

Britain is not in the eurozone but is concerned a reorganisation could marginalise its influence in the EU.

The two leaders discussed plans to reorganise the governance of the eurozone, which will see closer co-operation within the 17-strong bloc, potentially reducing Britain's influence.

The move will be considered by the European Council at the end of next week, but Germany and France will agree a plan of action on Monday.

Any reforms of the Maastricht Treaty rules governing the eurozone will have to be agreed by all 27 members of the European Union.

'Grappling'

Mr Cameron said they had enjoyed "a very good meeting" and Britain wanted "to help solve the crisis in the eurozone".

"In the end, what that is about is convincing the markets that the institutions of the eurozone will defend and promote and protect the currency with everything they've got," he said.

"It also means fundamentally grappling with the lack of competitiveness of some European economies."He added: "Neither of those things actually require treaty change. but I'm very clear if there is treaty change I will make sure that we further and protect Britain's interests."

Mr Cameron has previously vowed to use any wider treaty change as an opportunity to claw back some powers from Brussels to Westminster.

BBC correspondent Christian Fraser says Mr Cameron is under pressure from Conservative backbenchers and will seek to explore what Britain might get in return for its support.

But the next few days are critical to the survival of the single currency, and our correspondent says it is unlikely Mr Cameron will want to slow down agreed eurozone changes.

Asked about the talks, Chancellor George Osborne said that although the UK did not want to be part of any future integration, it was in the UK's "economic interest" that eurozone countries worked more closely together "to sort themselves out".

On Thursday, Bank of England governor Mervyn King said the Bank was making unspecified "contingency plans" in case of a eurozone break-up, and that banks should brace themselves to withstand the "extraordinarily serious and threatening" economic situation.

In a speech on Thursday, Mr Sarkozy said France and Germany must come together to stabilise the eurozone and safeguard the euro's future.

'National interest'

Mr Sarkozy and German Chancellor Angela Merkel are due to meet on Monday to propose measures to "guarantee the future of Europe", Mr Sarkozy said.

Downing Street said it was waiting to see the options paper for reform which European Council president Herman van Rompuy is drawing up for next week's gathering of EU heads.But Conservative MP Bill Cash - one of the party's most longstanding Eurosceptics - said any move to closer fiscal integration among eurozone members would "undermine" the UK, as the government would be regularly outvoted on key issues.

"We are witnessing the creation of a kind of German zone driven very much by the needs of Germany and France and not in the interests of the UK," he told the BBC News Channel.

And the UK Independence Party, which campaigns for the UK to leave the EU, said Mr Cameron was being "softened up" as part of a process that would inevitably lead to closer political union.

"The crisis in Europe provides a once-in-a-lifetime opportunity for the British prime minister to act in British interests," its leader Nigel Farage said.

"That he refuses suggests that he prefers the polite applause of Paris, Berlin and Brussels to the wishes of the British people."
