Responsibilities
The Field Assistant will perform the following duties, among others:
• Pollinate banana bunches
• Extract banana seeds

• Oversee bunch harvesting, ripening and seed extraction
• Ensure timely delivery of seeds to the tissue culture lab

• Prepare in-vitro media (stock solutions and working media)

Responsibilities
Driver/Field Assistant will perform the following duties among others:
• Keep vehicle clean
• Operate vehicle in safe and courteous manner and always follow road safety standards
• Regularly inspect the vehicle and regularly take it for general maintenance services as specified in the manufacture's manual in order to keep the vehicle in good condition

The East African Community (EAC) is the regional intergovernmental organization of the Republics of Burundi, Kenya, Rwanda, South Sudan, Uganda and the United Republic of Tanzania with its Headquarters in Arusha, Tanzania. The EAC is endowed with natural resources including hydro, solar, wind, biomass, geotherm and tidal waves. The EAC intends to interconnect all its Partner States with efficient, reliable and secure infrastructure for enabling power exchange between Partner States.

The implementation of the power interconnection projects will greatly improve the efficiency in delivery and security of supply of electricity exchange in the region. EAC continues to implement priority projects from the Regional Power Master and implementation of the Regional strategy on Scaling Up Access to Modern energy services as well as the Regional cross border electrification policy. EAC has received a grant from USAID to establish a project preparation facility by engaging an Energy Expert and a consulting firm to prepare projects based on the Regional power master plan and source for funding for the prepared projects.

MAIN PURPOSE OF THE JOB:
The purpose of this assignment is to coordinate the USAID energy component while working closely with the consulting firm and Partner States. DUTIES AND RESPONSIBILITIES:
The Energy Expert will:
i) Be responsible for the coordination of the energy project;

QUALIFICATIONS AND EXPERIENCE:
• Masters’ degree in Electrical Engineering, Hydro Power Engineering, or related field. PHD level will be an added advantage.
• A Business Management/Administration degree would be an added advantage.
• At least 8 years experience in Hydro Power, Renewable Energy or related projects with 3 years at senior level.

SKILLS AND COMPETENCIES:
He/she must possess the following skills: result orientation, planning and organizing, team and client orientation, organizational development and innovation, solid analytical, negotiating and communication/interpersonal skills strategy and direction. Serikali imewataka Maafisa Wanyamapori nchini kujikita zaidi katika kutoa elimu kwa wananchi hususani wakulima na wafugaji wanaozunguka maeneo mbalimbali ya hifadhi nchini ili kuepusha migogoro kati yao na mamlaka za hifadhi zinazosimamia maeneo hayo.

Hayo yamesemwa na Naibu Waziri wa Maliasili na Utalii Mhe. Japhet Hasunga alipotembelea hifadhi ya pori la akiba la Mkungunero kwa ajili ya kutatua mgogoro wa wafugaji wa vijiji vinavyo zunguka pori hilo na mamlaka ya hifadhi ya pori la Mkungunero, ambapo zaidi ya ngombe mia mbili hamsini wanashikiliwa kwa uvamizi.

“Wekezeni nguvu kubwa katika kutoa elimu kwa wananchi wanaozunguka pori hili ili wafahamu umuhimu na manufaa ya kutunza hifadhi badala ya kusubiri ng’ombe waingie kwenye hifadhi ili muwakamate, kazi ya Mamlaka ya Usimamizi wa Wanyamapori siyo kuwafilisi wananchi,” amesema Naibu Waziri Hasunga.

Ameeleza kuwa jukumu kubwa la maafisa hifadhi ni kuwaelimisha wananchi ili waweze kuzijua taratibu na sheria zinazosimamia hifadhi za wanyama pori hapa nchini jambo litakalo punguza kwa kiasi kikubwa migogoro.

Aidha amewataka maafisa hifadhi wa pori la akiba la Mkungunero kufanya kazi kwa bidii, kuwa wabunifu, kuzingatia maadili ya utumishi na kujiepusha na vitendo vya rushwa na unyanyasaji wa wananchi kwani vinaichafua Mamlaka ya Usimamizi wa Wanyamapori na kujenga sifa mbaya kwa askari wake.

“Serikali haitosita kumchukila hatua kali za kinidhamu Afisa yoyote atakaye jihusisha na vitendo vya rushwa na unyanyasaji, hivyo hakikisheni mnafanya kazi kwa weledi mkizingatia Sera, Sheria, Kanuni, Taratibu na Miongozo iliyopo ili kuongeza ufanisi wa Mamlaka hii,” aliongeza Hasunga.

Naye Mkuu wa Wilaya ya Kondoa Bi. Sezaria Makota ameishukuru Wizara ya Maliasili na Utalii kwa kusimamia kwa karibu Mamlaka ya Usimamizi wa Pori la akiba la Mkungunero.

“Ninapenda kuishukuru Wizara kwa juhudi zake za dhati za kufuatilia na kusimamia kwa karibu shughuli za pori hili, tunaomba muendelee na juhudi hizi za kutoa elimu kwa maafisa hifadhi wa wanyamapori na kutatua migogoro ya pori hili,” alisisitiza Bi. Sezaria .

David Kanyata amesema wamepokea maelekezo yote ya Naibu Waziri na watahakikisha wanayafanyia kazi kwa wakati muafaka.

“Tunaahidi kuyatekeleza kwa haraka maagizo yote ya Mhe. Naibu Waziri ili kwenda na kasi ya awamu ya tano,” alifafanua Kanyata.

“Kumekuwa na changamoto kubwa ya uvamizi wa hifadhi kwa ajili ya shughuli za ufugaji ambapo mifugo 1320 na watuhumiwa 12 wamekamatwa hadi sasa kwa makosa ya uvamizi” aliongeza Bw. Birasso.

MAMLAKA ya Udhibiti wa Nishati na Maji na Mafuta (Ewura), imetangaza kushuka bei ya mafuta ya aina zote kwa jumla na rejareja.

Bei hizo mpya ya mafuta zimeshuka katika mikoa yote isipokuwa Mkoa wa Tanga, hasa kwa petroli, dizeli na mafuta ya taa.

Taarifa ya Ewura jana ilisema bei hizo zimeshuka ikilinganishwa na toleo la bei za mafuta hayo lililopita la Agosti 3, mwaka huu.

Mkurugenzi Mkuu wa Ewura, Felix Ngamlagosi, alisema katika toleo hilo, bei ya rejareja kwa petroli, dizeli na mafuta ya taa imepungua kwa viwango tofauti.

Alisema kwa petroli imeshuka kwa Sh 65, dizeli Sh 63 na mafuta ya taa Sh 86.

“Bei ya jumla imepungua ambako kwa petroli ni Sh 65.31, dizeli Sh 63.39 na mafuta ya taa Sh 85.93,” alisema.

Ngamlagosi alisema kushuka kwa bei ya petroli katika soko la dunia na kupungua kwa gharama za usafarishaji/uletaji wa mafuta hayo nchini, ndizo sababu kuu zilizochangia kushuka kwa bei ya mafuta katika soko la ndani nchini.

“Bei ya jumla na rejareja kwa petroli na dizeli katika Mkoa wa Tanga imeongezeka kidogo ikilinganishwa na toleo la bei za mafuta hayo lililopita la Agosti 3, 2016.

“Katika toleo hili, bei ya rejareja kwa petroli na dizeli imeongezeka kwa viwango ambavyo petroli ni Sh 50 na dizeli Sh 19. Kwa kulinganisha na matoleo haya mawili, bei ya jumla imeongezeka.

“Petroli Sh 49.61 kwa lita sawa na asilimia 2.80 na dizeli Sh 18.57 kwa lita sawa na asilimia 1.1.

“Ongezeko hili la bei limechangiwa kwa kiasi kikubwa na kupokea mafuta mapya (petroli na dizeli) ndani ya Agosti 2016, ambayo yalitarajiwa kupokewa Julai 2016 na pia kutokupokea mafuta mapya kutoka katika meli ya MT. Nevaska Lady ndani ya Agosti mwaka huu,” alisema Ngamlagosi.

Hata hivyo, alisema mamlaka hiyo inawakumbusha wananchi kwamba bei kikomo ya mafuta kwa eneo husika, pia inapatikana kupitia simu zao za mkononi kwa kupiga namba *152*00# na kufuata maelekezo.

Alisema huduma hiyo hutolewa bure na inapatikana kupitia mitandao yote ya simu za mkononi nchini.

ACT – WAZALENDO YATABIRI UCHUMI KUPOROMOKA

CHAMA cha ACT – Wazalendo kimesema katika kipindi cha miezi sita tangu Serikali ya awamu ya tano iingie madarakani, uchumi wa taifa umeporomoka kwa asilimia nne.

Akizungumza Dar es Salaam jana, Kiongozi Mkuu wa chama hicho, Zitto Kabwe, akinukuu taarifa ya Benki Kuu (BOT), alisema katika kipindi cha Oktoba hadi Desemba mwaka jana, pato la taifa lilikua kwa asilimia tisa. Lakini kuanzia Januari hadi Machi mwaka huu, limepungua na kufikia asilimia 5.5.

Alisema kulingana na mwenendo wa uchumi, Kamati Kuu ya chama hicho imeitaka Serikali izingatie sayansi ya uchumi katika kuendesha nchi.

Zitto alisema uamuzi wa Chama Cha Mapinduzi (CCM) wa kuitelekeza Serikali kwa mwanasiasa mmoja na kudhani ndiye anayejua kila kitu na kuwa mshauri wa washauri wa uchumi, itasambaratisha uwekezaji nchini na kuua kabisa juhudi za miaka 20 za kuvutia uwekezaji na kujenga uchumi shirikishi.

“Tunawahimiza wananchi kuzingatia kuwa msingi wa uchumi wetu ni uwekezaji kutoka ndani na nje ya nchi, hivyo msingi wa kuvutia uwekezaji ni utawala bora. Serikali ya CCM inapaswa kujua kuwa kuua utawala wa sheria ni kuua uwekezaji pamoja na uchumi wa nchini.

“Tangu kuingia kwa awamu ya tano, Serikali inayoongozwa na Chama Cha Mapinduzi imekumbana na changamoto ya uchumi kukua bila kuwanufaisha wananchi wa kawaida, wakati tulitegemea Serikali mpya ingeanza na kukuza uchumi wa taifa.

“Hali hiyo inamaanisha kuwa ukuaji wa shughuli za kiuchumi katika kipindi cha miezi sita ya mwanzo wa awamu ya tano umepungua kwa asilimia 4,” alisema Zitto.

Zitto ambaye alikuwa akitoa msimamo wa Kamati Kuu ya chama chake iliyoketi juzi Dar es Salaam, alisema katika sekta ya kilimo ambayo hutegemewa na wananchi kwa asilimia 70, pato la uchumi limezidi kushuka kutoka kasi ya ukuaji wa asilimia 10 kwa robo ya mwisho wa mwaka jana hadi kufikia asilimia 2.7 katika kipindi cha Januari hadi Machi, mwaka huu.

“Watu wameishiwa na imani kuendelea na shughuli za ujenzi, mfano nyumba zilizokuwa zikijengwa zimeachwa kujengwa,” alisema.

TAARIFA KWA UMMA

OR-TAMISEMI inatangaza majina ya wanafunzi waliochaguliwa kujiunga na Kidato cha Tano awamu ya Pili (Second Selection) kwa mwaka 2016. Jumla ya wanafunzi 3,918 wakiwemo wasichana 2,413 na wavulana 1,505 wamechaguliwa kujiunga na Kidato cha Tano awamu ya pili kwa ajili ya kujaza nafasi zilizoachwa wazi na wanafunzi ambao hawakuripoti awamu ya kwanza.

Kati ya wanafunzi waliochaguliwa 1,864 wakiwemo wasichana 1,099 na wavulana 765 sawa na asilimia 47.58 watajiunga na masomo ya Sayansi na Hisabati; na wanafunzi 2,054 wakiwemo wasichana 1,314 na wavulana 740 sawa na asilimia 52.42 wamechaguliwa kusoma masomo ya Sanaa na Biashara.

Wanafunzi waliochaguliwa kujiunga na Kidato cha Tano awamu ya pili mwaka 2015 wanatakiwa kuripoti katika shule walizopangwa kwa wakati. Endapo mwanafunzi atachelewa kuripoti kwa zaidi ya siku 14 kuanzia tarehe ya tangazo hili atakuwa amepoteza nafasi hii.

Rais wa Jamhuri ya Sudan Kusini Salva Kiir amemtumia ujumbe Rais wa Tanzania Dkt. John Magufuli ambaye pia ni Mwenyekiti wa Jumuiya ya Afrika Mashariki akimuarifu kuwa hali ya usalama katika nchi hiyo imeanza kutengemaa.

Rais Salva Kiir Mayardit amewasilisha ujumbe huo kupitia kwa Mjumbe wake Maalum Mhe. Aggrey Tisa Sabuni ambaye pamoja na kuwasilisha ujumbe huo amesema Sudani Kusini imekamilisha nyaraka za azimio la kuridhia mkataba wa kujiunga na Jumuiya ya Afrika Mashariki ambao umewasilishwa tarehe 05 Septemba, 2016 katika makao makuu ya Jumuiya Jijini Arusha.

Mhe. Aggrey Tisa Sabuni amesema Sudan Kusini ipo tayari kushirikiana na nchi wanachama wa Jumuiya ya Afrika Mashariki katika masuala mbalimbali yenye manufaa kwa wananchi ikiwemo biashara na uwekezaji na kwamba ni matumaini yake kuwa itapata ushirikiano mzuri.

Kwa upande wake Rais Magufuli ameelezea kufurahishwa kwake na taarifa za kutengemaa kwa hali ya amani nchini humo na kwamba ni matarajio yake kuwa Sudan Kusini itajikita katika maendeleo ya wananchi wake.

Katika hatua nyingine, Rais Magufuli amepokea ujumbe kutoka kwa Rais wa Jamhuri ya Burundi Mhe. Pierre Nkurunziza ulioletwa na Mjumbe Maalum wa Rais huyo Mhe. Aime Laurentine Kanyana.Katika ujumbe huo Rais Nkurunziza amesema hali ya Burundi ni shwari na kwamba wananchi wa Burundi wanaendelea na shughuli zao kama kawaida.

Kwa upande wake Rais Magufuli amesema Tanzania yenye wakimbizi takribani 200,000 wa kutoka Burundi inafurahishwa na taarifa za kuwepo hali ya amani nchini humo.

Mfanyabiasha Leonard Materu (31) amepandishwa kizimbani katika Mahakama ya Hakimu Mkazi Kisutu, akikabiliwa na mashitaka ya kutuma ujumbe wa kumtishia Rais John Magufuli kupitia mtandao wa WhatsApp.

Materu ambaye ni mkazi wa Moshi Bar Kwadiwani, alifikishwa mahakamani hapo jana na kusomewa mashitaka yake na Wakili wa Serikali, Diana Lukondo mbele ya Hakimu Mkazi Magreth Bankika.

Akisoma mashitaka Wakili Diana alidai, mshitakiwa huyo amefunguliwa kesi hiyo ya kuchapisha taarifa za uongo kwenye mtandao wa WhatsApp chini ya Sheria ya Mtandao ya mwaka 2015.

Ilidaiwa kuwa, Julai 17, mwaka huu jijini Dar es Salaam, Materu aliandika ujumbe wenye lengo la kudanganya umma kupitia WhatsApp ukisomeka; “Magu ajiandae tunaenda kupindua mpaka Ikulu.”

Inadaiwa kuwa maneno hayo yalikuwa na lengo la kumtishia Rais John Magufuli. Baada ya kusomewa mashitaka, mshitakiwa alikana kutenda kosa hilo, na upande wa Jamhuri ulidai kuwa upelelezi wa kesi haujakamilika na kuomba tarehe nyingine ya kutajwa.

Mshitakiwa aliachiwa kwa dhamana baada ya kutimiza masharti ya dhamana ya kuwa na wadhamini wawili ambao kila mmoja alisaini hati ya Sh milioni tano. Kesi itatajwa tena Septemba 20, mwaka huu.

Tumewaita leo hii kuwaeleza juu ya maazimio ya kikao cha Baraza Kuu la Uongozi la Taifa katika kikao chake cha dharua kilichofanyika jana, Jumapili ya tarehe 28/08/2016 Katika ukumbi wa Makao Makuu ya Chama, ofisi za Vuga. Kikao hicho kilichoongozwa na Mwenyekiti wa muda Mhe, Hamidu Hassan Bobali, Mbunge wa Jimbo la Mchinga kilihudhuriwa wa Wajumbe 46 katika ya Wajumbe 60.

Ndugu Wandishi wa Habari,

Kama mnavyojua tarehe 21/08/2016 Chama Cha Wananchi – CUF kilikuwa na Mkutano Mkuu Maalum wa Taifa uliofanyika katika ukumbi wa Blue Pearl, Ubungo Plaza, Dar es Salaam. Mkutano huo ulikuwa na agenda mbili kuu, ambazo ni:-

1. Kupokea barua ya Profesa Ibrahim Haruna Lipumba ya kujiuzulu nafasi yake ya uenyekiti ya tarehe 05/08/2015; na

2. Kufanya Uchaguzi wa kujaza nafasi zilizo wazi - Mwenyekiti Taifa, Makamu Mwenyekiti na Wajumbe wanne wa Baraza Kuu la Uongozi la Taifa.

Kufuatia hujuma za makusudi zilizoandaliwa kwa mashirikiano ya maadui wa ndani na nje ya chama, aliyekuwa Mwenyekiti wa muda wa Mkutano Mkuu Maalum, Mhe Julius Mtatiro alilazimika kuakhirisha Mkutano ule mara baada ya kumalizika kwa ajenda ya kwanza ambapo Mkutano Mkuu uliridhia kujiuzulu kwa Profesa Ibrahimu Haruna Lipumba kwa azimio lililoungwa mkono na wajumbe 476 dhidi ya wajumbe 14 waliokataa. Hivyo basi agenda namba 2 haikuwahi kukamilishwa, na kwa hivyo haikufanyiwa maamuzi.

Kikao cha Baraza Kuu la Uongozi, kilichokaa jana kimejadili kwa kina juu ya hujuma za kuvuruga Mkutano Mkuu Maalum wa tarehe 21/08/2016. Baraza kuu limesikitishwa sana na kitendo kile ambacho mbali ya kukisababishia chama hasara ya zaidi ya Shillingi milioni 600, pia kimepelekea kuharibu taswira ya chama ndani na nje ya nchi.

Baraza Kuu lilipata nafasi ya kupokea maelezo ya kina kutoka kwa wajumbe mbali mbali hasa wale wanaotokea Tanzania Bara walioeleza kwamba hujuma zilizofanywa kuvuruga Mkutano Mkuu Maalum wa Taifa wa tarehe 21 Agosti, 2016 hazikuwa za bahati mbaya au za kushtukiza bali ni matokeo ya njama na mbinu ovu na chafu ambazo zimekuwa zikipangwa na kutekelezwa chini kwa chini kwa muda mrefu. Wajumbe wa Baraza Kuu la Uongozi la Taifa walieleza kwa ushahidi jinsi baadhi ya viongozi wa Chama walioaminiwa na kupewa nyadhifa za juu walivyogeuka na kuanza kutumiwa na maadui wa nje ya Chama kukihujumu Chama.

Baraza Kuu limezingatia kuwa CUF ni chama cha kistaarabu, ni Chama cha Kidemokrasia na ni Chama chenye kutoa matumini ya mabadiliko ya kweli kwa Watanzania walio wengi. Vurugu zilizojitokeza ni aibu na fedheha kwa chama chetu mbele ya macho ya Watanzania na wapenda demokrasia.

Baraza Kuu la Uongozi la Taifa limeridhika kwamba watu hao waliokuwa vinara wa vurugu na njama hizo ovu walipewa nafasi mara kadhaa kujirekebisha dhidi ya mwendo wao huo dhidi ya Chama lakini waliendelea na vurugu na hujuma zao hizo. Kwa hatua iliyofikia, Baraza Kuu limeona halina njia nyengine ya kukinusuru Chama isipokuwa kuchukua hatua kali na madhubuti kukilinda Chama ambao ni wajibu wake kikatiba.

Kwa msingi huu basi, Baraza Kuu la Uongozi la Taifa kwa kauli moja (unanimously) limeamua kuchukua hatua za kinidhamu kwa viongozi na wanachama mbali mbali waliohusika kwa njia moja au nyengine katika kuchochea vurugu zile. Baraza kuu limechukua hatua mbili kubwa ambazo ni kutoa karipio kali, kusimamisha na kufukuza uanachama wahusika wote walioshiriki kuchochea vurugu hizo.

Mwanachama aliyefukuzwa chama ambaye alipata fursa ya kujieleza mbele ya Baraza Kuu na kikao kuamua kumfukuza chama kwa mujibu wa Katiba ya Chama, Ibara ya 83 (5)(c) ni aliyekuwa Kaimu Katibu Mtendaji wa Jumuiya ya Wazee wa CUF (JUWACUF), Shashu Lugeye.

Kufuatia maamuzi hayo, Baraza Kuu la Uongozi la Taifa limewateua viongozi mbali mbali kukaimu nafasi mbali mbali zilizoachwa wazi.

Kwa kuzingatia kwamba kutokamilika kwa Mkutano Mkuu Maalum wa Taifa wa tarehe 21 Agosti, 2016 kulipelekea kushindwa kufanyika kwa uchaguzi wa Mwenyekiti na Makamu Mwenyekiti wa Chama, Baraza Kuu la Uongozi la Taifa limetumia uwezo liliopewa na Katiba ya Chama, Ibara ya 101 na 118, kuunda Kamati ya Uongozi ambayo itakuwa ikifanya kazi za Mwenyekiti na Makamu Mwenyekiti hadi hapo uchaguzi wa kujaza nafasi hizo utakapofanyika. Baraza Kuu la Uongozi limewateua wafuatao kuwa wajumbe wa Kamati hiyo ya Uongozi:

1. Mhe. Julius Mtatiro – Mwenyekiti;

2. Mhe. Katani Ahmed Katani – Mjumbe; na

3. Mhe. Severina Mwijage – Mjumbe.

Aidha Baraza Kuu la Uongozi la Taifa, kwa kufuata Ibara ya 105 (1) na (3) ya Katiba ya Chama, limemteua Mhe. Joran Bashange kuwa Kaimu Naibu Katibu Mkuu wa Chama kwa upande wa Tanzania Bara na Mhe. Mbarala Maharagande kuwa Kaimu Naibu Mkurugenzi wa Habari, Uenezi na Mawasiliano kwa Umma hadi hapo nafasi hizo zitakapojazwa rasmi kwa mujibu wa masharti ya Katiba ya Chama.

Mwisho, Baraza Kuu la Uongozi la Taifa linawahakikishia wanachama na wapenzi wake na Watanzania wote kwa ujumla kuwa Chama Cha Wananchi – CUF kipo imara na makini na katu hakitoyumbishwa kwa hila na njama ovu na chafu zinazofanywa na maadui wa chama hichi. Tangu kuasisiwa kwake, CUF imeandamwa na maadui wa kila aina, na imepitia katika misuko suko mingi. Tunaamini hila na njama hizo ovu zimekuwa zikielekezwa CUF kwa kutambua kwamba Chama hichi ndicho kinachobeba dhamira ya dhati ya kuleta mabadiliko ya kweli hapa nchini.

Kutokana na umadhubuti, umakini na uimara wa Katiba ya Chama na safu ya viongozi wake, CUF imeweza kuvuka salama kila ilipoingia katika misuko suko hiyo na kwa hivyo, hata wimbi hili lililoonekana kukitikisa Chama limekabiliwa ipasavyo na sasa kazi iliyopo mbele yetu ni kuendeleza harakati za kisiasa za kuwaletea Watanzania wa Bara na Zanzibar mabadiliko wanayoyataka.

VITUO 304 VYA AFYA VINA HALI MBAYA ZAIDI

MATOKEO ya tathmini ya kuvipatia madaraja vituo vya huduma za afya ya msingi, iliyofanyika katika mikoa 20 nchini, yametolewa yakionesha vituo 304 viko katika hali mbaya zaidi.

Hali hiyo imesababisha vipatiwe fedha kwa ajili ya kufanya maboresho. Vituo hivyo 304 kutoka mikoa ya Tanga, Dodoma, Kigoma na Singida ni sehemu ya vituo 1,932, sawa na asilimia 36, vilivyopangwa kwenye daraja la nyota sifuri.

Kulingana na taarifa ya Ofisi ya Rais, Tawala za Mikoa na Serikali za Mitaa (Tamisemi) iliyowasilishwa kwa Kamati ya Kudumu ya Bunge ya Serikali za Mitaa, vituo vilivyo kwenye daraja la juu; nyota tatu, ni asilimia moja kwa maana ya vituo 67. Aidha, vituo 2,745 sawa na asilimia 52 viko nyota moja na 582 sawa na asilimia 11 ni katika nyota mbili.

Akiwasilisha taarifa hiyo kwa kamati ya bunge, Mkurugenzi Msaidizi, katika Ofisi ya Rais, Tawala za Mikoa na Serikali za Mitaa (Afya) Rasheed Maftah alisema vituo 304 vilivyo katika hali mbaya zaidi, kila kimoja kimepatiwa Sh milioni 10 kwa ajili ya kufanya maboresho. Fedha hizo, Sh bilioni 3.04, zimetolewa na Benki ya Dunia kwenye mradi wa huduma za msingi za afya.

Licha ya fedha zilizotolewa kwa ajili ya vituo hivyo vilivyo katika hali mbaya, Maftah alisema hatua nyingine zilizochukuliwa baada ya tathimini ni kuelekeza kila kituo, kilichopata chini ya nyota tatu kutengeneza mpango wa uboreshaji.

Maeneo ya kipaumbele ya kuboreshwa ni miundombinu ya maji, nishati ya umeme, vyoo vya kisasa, ukarabati mdogo wa majengo, vifaa vya utakasishaji na vifaa vya tiba ya dharura ikiwemo kuweka masanduku ya maoni.

Mtoaji wa nyota ni wizara yenye dhamana na sekta ya afya na lengo ni kuhakikisha asilimia 80 ya vituo vyote vya kutolea afya ya msingi, vinafikia kiwango cha nyota tatu na zaidi ifikapo Juni 30, 2018. Kwa mujibu wa taarifa hiyo, vigezo vya utoaji alama vilizingatia maeneo 12 kabla ya kuja na madaraja husika.

Miongoni mwa maeneo hayo ni pamoja na kuangalia huduma za kitabibu kwa kuzingatia kama kituo kina chumba cha daktari, usiri wa kuhudumia wagonjwa na kuzalisha wajawazito.

Eneo lingine lililoangaliwa ni huduma za dawa, maabara, upasuaji kwa maana ya kuangalia kama kituo kina mtaalamu wa dawa, sehemu stahili ya kuzihifadhi na uwekaji kumbukumbu wa dawa zinazotoka na kupokewa.

Huduma kwa wateja ni eneo lingine ambalo watathimini walilizingatia kwa maana ya mkataba wa huduma kwa wateja, haki na wajibu wa mgonjwa pamoja na sanduku la maoni katika kituo husika.

Kuhusu uwajibikaji, timu ya utathimini iliangalia kama kituo kina kamati ya afya iliyo hai. Vile vile kwa upande wa mpangilio wa huduma, walizingatia kama kituo kina bango la kutambulisha, saa za kuona wagonjwa, taarifa za mapato na matumizi zilizo wazi, mpango wa afya wa mwaka, bei za dawa, ratiba ya elimu ya afya na ratiba ya kliniki maalumu.

Wakichangia taarifa hiyo, wabunge wengi walisisitiza serikali kufanyia kazi tatizo la dawa na upungufu wa watumishi katika vituo vya kutolewa huduma za afya kuanzia zahanati hadi hospitali. Mbunge wa Mpwapwa, George Lubeleje alisema Bohari ya Dawa (MSD) imekuwa ikilaumiwa juu ya suala zima la usambazaji dawa wakati tatizo lake ni upungufu wa fedha.

Mbunge wa Mbulu Mjini, Issaay Paulo alisisitiza mapato kuanzia zahanati hadi hospitali yakusanywe kwa kutumia mashine za kielektroniki ili kuziba mianya ya matumizi mabaya ya fedha za umma.

Mwenyekiti wa Kamati hiyo ya bunge, Jasson Rweikiza aliitaka serikali iagize wakurugenzi wa halmashauri kwa kuwapa muda wa kuhakikisha kila mzee, anapatiwa kitambulisho kwa ajili ya kupata matibabu bure.

Naibu Katibu Mkuu, Ofisi ya Rais, Tawala za Mikoa na Serikali za Mitaa (Elimu), Bernard Makali, alikiri sekta ya afya kukabiliwa na changamoto. Aliwahakikishia wajumbe hao wa kamati kuwa maoni yao wameyapokea na watayafanyia kazi.

KATIKA kutekeleza agizo la Rais John Magufuli la kutaka serikali kuhamia Dodoma, Waziri wa Kilimo, Mifugo na Uvuvi, Dk Charles Tizeba amesema watendaji wa wizara hiyo wataanza kuhamia Dodoma kuanzia wiki ijayo.

Katika hatua nyingine, Katibu Mkuu wa Wizara ya Nishati na Madini, Profesa Justin Ntalikwa amewataka wakuu wa idara na vitengo wote wa wizara hiyo kuanza maandalizi ya kuhamia Dodoma na kuwa wametekeleza agizo hilo ifikapo mwezi Septemba, mwaka huu. Akizungumza jijini Dar es Salaam jana, Dk Tizeba alisema tayari watendaji wa wizara hiyo wanaotakiwa kuhamia Dodoma wameanza kufanya maandalizi ya safari.

Alitoa dokezo hilo mara baada ya kutoa taarifa kuhusu Mkutano wa Ushirikishwaji wa Wadau kwenye Sekta ya Uvuvi, unaoishirikisha pia Wizara ya Kilimo, Maliasili, Mifugo na Uvuvi ya Serikali ya Mapinduzi Zanzibar na wadau mbalimbali. “Ni kweli hata sisi Wizara tuko kwenye maandalizi wiki hii, kwa sababu wiki ijayo tutahamia Dodoma, tunatekeleza agizo la Rais,” alisema Waziri Tizeba.

Kauli ya Waziri Tizeba imekuja siku moja baada ya Waziri Mkuu, Kassim Majaliwa kutangaza kuhamia Dodoma ifikapo Septemba mwaka huu, huku akiwataka Mawaziri na Naibu Mawaziri kumfuata. Waziri Mkuu alisema ameshaagiza ukarabati kwenye nyumba yake ukamilishwe ili ifikapo Septemba aweze kuhamia na kuwataka mawaziri kufanya hivyo kwa sababu kila Waziri ana nyumba na ofisi ndogo mjini Dodoma.

Nayo Wizara ya Nishati na Madini imetoa waraka ikiwataka wakuu wa idara na vitengo wote wa wizara hiyo kuanza maandalizi ya kuhamia Dodoma ifikapo mwezi Septemba mwaka huu. Agizo hilo lipo katika waraka uliotolewa na Kabibu Mkuu wa Wizara ya Nishati na Madini, Profesa Justin Ntalikwa jana na nakala yake kutumwa pia kwa Waziri wa Nishati na Madini, Profesa Sospeter Muhongo.

Katibu Mkuu huyo alisema agizo hilo linatokana na kauli iliyotolewa na Rais Magufuli katika Mkutano Mkuu Maalumu wa Chama Cha Mapinduzi (CCM) uliofanyika mjini Dodoma hivi karibuni, ambapo alisisitiza azma ya serikali yake kuhamia Dodoma.

Alisema pamoja na kauli ya Rais, watendaji hao wanatakiwa kuanza maandalizi ya kuhamia Dodoma ifikapo Septemba kutokana na Waziri Mkuu, Kassim Majaliwa kuahidi kuhamia Dodoma mwezi huo na kuwataka Mawaziri na Naibu Mawaziri nao kumfuata.

Paul Makonda aomba mkataba wa Machinga Complex kuvunjwa

MKUU wa Mkoa wa Dar es Salaam, Paul Makonda ametoa rai kwa Waziri wa Nchi Ofisi ya Rais, Tawala za Mikoa na Serikali za Mitaa (Tamisemi), George Simbachawene, kuvunja mkataba uliopo katika mradi wa Machinga Complex ili kuokoa fedha za wananchi zinazopotea kupitia mkataba huo.

Makonda alitoa rai hiyo jana jijini hapa alipozungumza na waandishi wa habari kuhusu tathmini ya mkataba uliopo katika mradi huo baada ya Simbachawene kumkabidhiwa asimamia jengo.

Alisema mkataba uliopo kati ya Jiji na Shirika la Taifa la Hifadhi ya Jamii (NSSF) hauridhishi hivyo amemuomba waziri huyo kuuvunja mkataba huo na kuchukua eneo hilo kwa makubaliano ya kwamba Halmashauri ya Jiji walipwe kodi ya ardhi, jambo ambalo linaweza kufanyika kwa urahisi kupitia NSSF na Jiji kumiliki hisa kwa pamoja.

Makonda alisema shirika hilo liliingia mkataba wa mkopo wa Sh bilioni 10 na Jiji kwa kujenga jengo la Machinga Complex lenye ghorofa tano na ghorofa sita ili liweze kumudu idadi ya machinga 10,000 lakini hali halisi baada ya kulitembelea jengo lina ghorofa nne zinazobeba machinga 4,000 tu.

“Tulivyopitia mkataba tuligundua kuwa una mapungufu mengi na huenda ulisainiwa na watu ambao walipofushwa na rushwa na kukubali kupoteza haki za wanyonge,” alisema Makonda.

Alisema baada ya kupitia mkataba huo pia amebaini kuwa fedha za mikopo ziliongezeka kutoka Sh bilioni 12.14 za kwenye mkataba na kufikia Sh bilioni 12.7 ikiwa ni nyongeza ya Sh milioni 560, ambayo ilifanyika bila makubaliano yoyote kati ya mkopeshaji na mkopaji hali ambayo haimtendei haki mkopaji.

“Mei 25, 2010 walikabidhiwa jengo likiwa linadaiwa riba ya Sh bilioni saba hivyo siku ya kwanza ilikuwa tayari inadaiwa jumla ya Sh bilioni 19.7 na hadi kufikia Machi mwaka huu deni lilikuwa Sh bilioni 38 lakini mpaka sasa wamelipa Sh milioni 50,” alisema Makonda.

Alisema shirika hilo lilianza kudai riba kinyume na mkataba ambao unaeleza kuwa riba italipwa baada ya miaka miwili.

Alisema katika hali ya kushangaza shirika hilo halikutoa fedha za mradi kwa Jiji na badala yake kubadilishwa utaratibu wa kifungu kidogo cha mkataba namba 4.1 kwa kusema anayekukopesha ana jukumu la kuchukua fedha na kukutana na mshauri wa mradi pamoja na mjenzi na shirika kumlipa.
