Sepeda motor di Indonesia belum bisa dibatasi jumlahnya. Pasalnya, sebagian besar masyarakat masih menilai motor sebagai alat transportasi yang murah dan terjangkau.

Menurut Ketua Umum Asosiasi Industri Sepeda Motor Indonesia (AISI), Gunadi Sinduwinata, Tingkat kebutuhan masyarakat terhadap motor masih tinggi karena masyarakat masih mengangap harga motor masih terjangkau dan lebih praktis.

Tiap tahun, angka penjualan sepeda motor di Indonesia, terus meningkat. Pada tahun 2007 lalu saja, sekitar 4,7 juta unit motor laku terjual atau meningkat sekitar 6% dibanding tahun 2006. Mendekati akhir 2008 ini diperkirakan akan terjual 6 juta motor baru.

Padahal, dengan bertambahnya jumlah sepeda motor di jalanan, akan timbul berbagai masalah. Misalnya, masalah keselamatan pengendara di jalan raya karena minimnya sarana dan prasarana jalan bagi pengendara motor.

Semakin bertambahnya jumlah motor juga disebabkan karena belum tersedianya moda transportasi yang memadai buat masyarakat. “Motor banyak dipilih oleh masyarakat karena memang kita belum memiliki moda transportasi lain yang memadai. Misalnya, subway atau bis yang terbilang cukup nyaman dan mencukupi kebutuhan masyarakat, “ kata Mentri Perindustrian, Fahmi Indris ketika membuka Jakarta Motorcycle Show (JMCS) 2008.

Saat ini, motor banyak digunakan oleh masyarakat kategori produktif. Profil pengendara motor di Indonesia terdiri dari : karyawan swasta 29%, wiraswasta 27%, pelajar/mahasiswa 24%, karyawan pemerintah/TNI/POLRI 8%, dan lain-lain 12%. Dengan begitu, industri sepeda motor di Indonesia tidak bisa dipungkiri perannya sebagai penggerak sektor riil.

Di samping itu, industri motor juga memiliki peran dalam penyediaan lapangan kerja. Sekarang, industri motor terdiri dari 40 industri perakitan, 195 industri komponen lapis pertama, 600 industri komponen lapis kedua, 18.000 authorized sales/services & parts, dan 12.000 outlet non authorized sales.

Dengan demikian, industri ini telah mampu memberikan kesempatan kerja pada sekitar 400.000 orang. Mereka semua tersebar mulai pekerja industri perakitan sampai bengkel, belum termasuk dari sektor informal seperti usaha tambal ban.

Bukan hanya itu, nilai ekspor sepeda motor dan komponennya pun mengalami peningkatan yang signifikan. Sampai September 2008, tercatat sebanyak 51 ribu unit motor telah di ekspor ke berbagai negara atau meningkat 99% dibanding total ekspor 2007 sebesar 25 ribu unit.

Melihat kenaikan penjualan sepeda motor tiap tahunnya, industri motor dan turunannya seperti tidak terkena dampak krisis global. Masyarakat masih mengandalkan motor sebagai alat transportasi utama. Lihat saja di kala jam kerja, hampir di setiap perempatan, motor berjejal memenuhi jalan.

Jika industri ini terus meningkat dan permintaan masyarakat masih cukup tinggi, maka pemerintah harus sigap dengan membenahi sarana dan prasarana jalan. Bila tidak, motor dan penggunanya akan tetap dituding sebagai biang kemacetan.

"We will make them sign an agreement stating they will immediately provide the facilities," he said.

The eight-day sweep, which will be held from Nov. 19 to 27, will target public areas where smoking is banned under the bylaw, including office buildings, medical centers, schools, places of worship, children's playgrounds, public transportation and shopping centers.

Budirama said some agencies would take part in the sweep by inspecting institutions under their authority. The education agency, for instance, will inspect schools, while the health agency will inspect medical centers, he said.

The administration and NGOs originally planned to start the raid Monday, but it was postponed until Wednesday due to a technical error, said Nita Yudi from the Women Against Tobacco Association (WITT).

The smoking ban was imposed in January 2006.

People who violate the regulation face up to six months in jail or a Rp 50 million (US$4,555) fine.

Although Jakarta issued the regulation years ago, the bylaw has been deemed unworkable and has not been enforced. So far, smokers have not been punished for breaching it.

The dictionary's compilers said the word originated in North America, spread through the Internet and was now entering British spoken English.

New laws slated for city parking garages

Following a spate of incidents involving cars breaching barriers at parking buildings in Jakarta, a city agency is drafting a new regulation to tighten safety standards.

The city property management and control agency said Wednesday the planned regulation needed to include more technical specifications pertaining to safety standards, in the absence of secondary structure regulations in national safety standards.

Secondary structures serve to protect a building's primary structures (made of concrete, bricks or steel) from damage. When secondary structures are damaged, primary structures should remain undisturbed.

"The Jakarta administration has only translated a section on primary structures, stipulated in the national standards, into its bylaw on building structures," agency-appointed independent team chairman Widiadnyana Merati said at a press conference.

Jakarta has yet to draw up regulations for secondary structures in parking buildings since they are not mentioned in the national standards, and accidents only occurred recently, he said.

The latest supporting regulation, issued last year by the agency, was on building structures and geotechnical planning.

"After a series of parking building accidents, we realized there was an urgent need to regulate the technical specifications of secondary structures including railings, structural ornaments and barrier walls (designed to prevent cars from dropping off the edge of buildings)," Widiadnyana said.

The team, consisting of academics and professionals, is working with the agency and is responsible for assessing building structures across the capital, he said.

"As a follow-up measure, the team is drafting a gubernatorial regulation that will require developers to apply safety standards, particularly in barrier wall design and car stoppers (that prevent cars from rolling)," Widiadnyana said.

The team, he said, was referring to international standards to set the required specifications.

In the future, Widiadnyana said, developers must build a barrier wall between 10 and 20 centimeters thick, strong enough to withstand a 1.5-ton passenger car traveling at 15 kilometers per hour.

Currently, developers determine their own specifications for secondary structures.

Another team member, Davy Sukamta, said developers would need to spend more money on construction.

"Additional costs invested for public safety are normal," Indonesian Construction Expert Association chairman said.

"Developers must agree these safety requirements are for their own benefit too," he said.

"Who wants to visit a mall which has an unsafe parking building?"

The new bylaw has emerged after four separate incidents involving cars breaching barriers at multistory parking buildings, all in South Jakarta, over the last year.

On Monday afternoon, a car fell from the first basement level to the second basement level of South Jakarta municipality's parking building, causing no injuries.

A similar accident occurred at the Menara Jamsostek building last month, claiming one life.

The other two accidents occurred last year, both at the Permata Hijau International Trade Center parking lot -- in one of the accidents a family of three was killed.

The agency plans to begin inspections of more than 284 parking buildings across the capital next Monday, after surveying 22 structures and deeming eight of them unsafe. (The Jakarta Post)
