North Korea senior intelligence officer 'defects to South'

A senior North Korean military officer who oversaw spying operations has defected, say South Korean officials.

The officer has not been named, but the defence ministry in Seoul said he was a senior colonel in the Reconnaissance General Bureau and left last year.

South Korea's Yonhap news agency quoted a source as saying the colonel was seen as an elite among other defectors.

More than 28,000 people have fled North Korea since the end of the Korean War, but high level defections are rare.

Last week, 13 North Koreans who...
had been working in one of the North's restaurants abroad defected as a group.

Some more senior figures have also fled while working overseas.

Defence Ministry spokesman Moon Sang-gyun said the South could not release further information on the colonel.

One unnamed official told Yonhap the man was the highest-level military official ever to have defected.

"He is believed to have stated details about the bureau's operations against South Korea to the authorities here," said the official.

The Reconnaissance General Bureau handles intelligence gathering and spying operations, as well as cyber warfare, said Yonhap.

The BBC's Stephen Evans in Seoul said such a figure would likely have valuable information about the workings of Kim Jong-un's government.

Manny Pacquiao Beats Timothy Bradley

LAS VEGAS -- Count promoter Bob Arum among the legions of boxing followers who believe Manny Pacquiao's retirement from boxing is likely to be more of a trial separation.

"He's torn," said Arum, who promoted Pacquiao's decision victory over Timothy Bradley Jr. on Saturday night at the MGM Grand Garden and has the rights to any Pacquiao fights through 2017. "His wife wants him to retire. He's running for office, and if he wins, which he will, there will be tremendous responsibilities that go with it."

"However," Arum added, "a big payday is something he might require in the near future."

Pacquiao, who earned a reported $160 million for his bout with Floyd Mayweather Jr. in May, will reportedly receive $20 million for the Bradley fight. Pacquiao's fights have generated more than $1 billion in pay-per-view revenue in the United States.

"He doesn't have money problems now, but of course he's going to have money problems if he's going to be building hospitals out of his own pocket instead of letting the [Philippines] government build the hospitals," Arum said.

The generosity of Pacquiao -- who grew up penniless in the streets of Manila -- toward his countrymen is legendary, and his advisers have tried to convince him that he cannot support an entire nation on his own.

"People care about this kid," Arum said. "And Manny politely listens to everybody and then does what he wants. He has no advice that he will accept."

After Saturday's fight, Pacquiao reiterated his intention to retire, but with a noticeable lack of conviction.

"I made a commitment to my family that after this fight I would spend more time with them," Pacquiao said. "My focus is going to be to help the people of the Philippines."

When it was pointed out to Pacquiao that it seemed as if his family wanted him to retire more than he wanted to retire, the fighter laughed.

"You're good, huh?" he said to the questioner. "In my heart I'm 50-50. But I love my family, and I won't hurt my family, my kids. I don't know, I might enjoy my retired life or I might want to come back. It's hard to say because I'm not there yet. But right now, my decision is to retire."

Pacquiao sidestepped whether a return to the ring by Mayweather, who retired after beating Andre Berto in September, would affect his decision. Mayweather was an interested spectator at Saturday's fight and afterward visited Bradley to offer words of encouragement. It is unknown whether Mayweather and Pacquiao interacted.

On Sunday, as he was leaving the MGM Grand Garden, Pacquiao shared a farewell moment with a boxing publicist who has worked on many of his fights.

The publicist draped an arm over Pacquiao's shoulder and said, "This is probably the last time I'll ever see you like this."

Pacquiao hung his head in what appeared to be somber reflection. Then he looked up and, with a wide grin, replied, "Oh, you probably will!"

Revealed: How Access Bank Fraudulently Took Over Intercontinental Bank – The Bukola Saraki, Lamido Sanusi Script!

Contrary to his public image as a no-nonsense Governor of the Central Bank and a reformer who always pride himself as an anti-special interest, Sanusi Lamido Sanusi’s complicity in the questionable acquisition of Intercontinental Bank by Access bank and the God-Father role of Dr, Bukola Saraki showed the true Sanusi Lamido Sanusi. Oluwaseyi Oduyela reports, how the former Governor of Central Bank- Sanusi Lamido and Dr, Bukola Saraki masterminded the biggest bank fraud in Nigeria’s Banking Industry history.

In 2009 when Mr. Chukwuma Soludo’s appointment was due for renewal as the Governor of Central Bank, late President Yar’Adua was misled by the cabal that eventually hijacked his government into refusing Mr. Soludo’s a second term and instead, appointed Sanusi Lamido as Soludo’s successor. Prior to his appointment as the Governor of Central Bank of Nigeria (CBN) Soludo had joined the government of former president Obasanjo in 2003 and served as the Chief Economic Adviser and Chief Executive of the National Planning Commission of Nigeria .Read on after the cut...

So in June 2009, Sanusi Lamido became Governor of Central Bank. Barely two weeks in office, in an unusual move, Lamido dispatched Central Bank of Nigeria examiners to five banks- AfriBank, FinBank, Intercontinental Bank, Oceanic Bank and Union Bank. A CBN source disclosed to Africa Inquirer that the inclusion of Intercontinental Bank was a surprise because the CBN just concluded a comprehensive examination of the bank and gave it a clean bill. In a surprise twist of event, CBN examiners changed their positive report on Intercontinental Bank to “non-performing.” Our source at the CBN disclosed that Mallam Lamido rejected the favorable report presented to him, hence the re-classification of the report from “performing to non-performing.” As at this time, Intercontinental Bank was one of the biggest and the largest bank with a balance sheet size of about N1.7 Trillion.

Our investigation reveal that, late Yar’Adua refusal to renew Soludo’s appointment was actually influenced by Dr. Bukola Saraki using is political weight as the then Chairman Governor’s forum. It was “Saraki who pressed for the replacement of Soludo with Lamido,” our source disclosed. Why would Saraki want Lamido? What is Saraki’s interest in Lamido and what connects the two men? Africa Inquirer diggings reveal that Mallam Lamido and Bukola Saraki have been childhood friends. The two went to same High School, King’s College Lagos with their mutual lawyer, Kola Awodein. While Lamido graduated in 1977, Bukola Saraki left King’s College in 1978. Besides being school mates, Saraki and Lamido are Akingbola’s mutual enemies by their own creation. Before the emergence of Sanusi Lamido as the Governor of CBN, Dr. Bukola Saraki had taken a loan from Intercontinental Bank to the tune of N11Billion.

Our investigations reveal that through Joy Petroleum, as a parent company, Saraki used four other companies namely: Skyview Properties Ltd, Limkers Ltd, Dicetrade Ltd, Carlisle Properties and Investment Ltd, while Dr. Bukola Saraki was portrayed by the bank documents as the Prime Promoter of all the companies including Joy Petroleum Ltd. Under Erastus Akingbola, Saraki secured the 11 Billion Naira loan with four houses in Ikoyi and in Abuja. The houses are on 19 Ruxton road, Ikoyi; 15A MacDonald Road, Ikoyi; 17 MacDonald Road,Ikoyi and Plot 2481 Cadastral Zone A06 Maitama, Abuja.

As soon as Lamido became the CBN governor, and with the doctored report of ‘non-performance” of Intercontinental Bank which was never released to the public till date, Lamido fired the CEOs of the five banks, including Akingbola and appointed acting Managing Directors. Mr. Lai Mahmoud Alabi, a former staff of Bukola Saraki was appointed by Lamido as the Acting MD of Intercontinental Bank. Lai Alabi served as Bukola Saraki’s Chairman of Songa Farms and several development funds in Kwara State.

Lai Alabi’s first task as the new head of Intercontinental Bank was to summon the board of directors to write off N 8.1 Billion out of the N11 Billion owed by Saraki and which were surprisingly, well collateralize with choice assets in Ikoyi, this write-off was strongly condemned by the CBN examination report of May 2010 which complained about the massive loan forgiveness, calling it “cash gift.” The examiners also questioned the rationale behind the return of the collaterals to Saraki. Yet, Mr Lamido never acted since he was only satisfying his benefactor.

Curiously, before Lamido’s takeover of Intercontinental bank, the bank’s inter-bank takings was N73 Billion, with no record of the bank’s indebtedness to the CBN but by the time the bank was sold, it was owing the CBN N100 Billion and other banks N300 Billion. Contrary to Lamido’s claim that he injected N100 Billion to revive Intercontinental bank, the bank’s balance sheet as the time of takeover was N1.6 Trillion. The bank had 330 branches, 2 foreign subsidiaries, 12,000 employees and paid-up capital of N230 Billion.

If the takeover of Intercontinental bank and the replacement of its employees by former employees of defunct Societe Generale Bank were not surprising enough, the sale of the bank to Access was the most fraudulent in Nigeria’s banking industry history.

In 2011, Aig Imokhuede, founder of Access Bank and a debtor of Intercontinental Bank began talks with the Sanusi Lamido-led Central Bank of Nigeria to acquire Intercontinental Bank Plc. Further to the approval of the shareholders of Intercontinental bank and Access Bank, court sanction of the Federal High Court of Nigeria and approval of the Central Bank of Nigeria and the Securities & Exchange Commission, Access Bank Plc (“Access”) and Intercontinental Bank Plc (“Intercontinental Bank”) announced the completion of the recapitalization of Intercontinental Bank and the acquisition of 75% majority interest in Intercontinental Bank by Access Bank Plc.

In effect, Intercontinental Bank (including all its assets, liabilities and undertakings) became a subsidiary of Access Bank Plc. Aluko & Oyebode acted as Transaction Counsel to Access Bank Plc in connection with its acquisition of Intercontinental Bank Plc. The question is how did Aig Imokhuede and Herbet Wigwe acquired Intercontinental Bank?

Africa Inquirer obtained a loan document showing how Aig Imokhuede and his partner Herbert Wigwe (current MD Access Bank) used a company called United Alliance Company of Nigeria to borrow over N16 billion from Intercontinental Bank under Akingbola. The duo tactically delayed payment of the loan. Aig wrote to Mr Lai Alabi twice rescheduling the payment of the loan which were allegedly written off by the CBN before the forced controversial acquisition of the bank by Access.

Our investigation later discovered that, the delay tactics was part of the plan of Saraki and Lamido to sell Intercontinental Bank to Aig Imokhuede who took loan from Akingbola’s bank to acquire Access Bank. Lamido’s CBN used AMCON to deplete Intercontinental bank’s assets before selling it to Access bank. Since Access bank is owing Intercontinental Bank N16 Billion, where did it get the N50 Billion to purchase Intercontinental Bank? Africa Inquirer discovered that Aig Imokhuede, sourced for the N50 Billion from Bank of Industry.

Evelyn Oputu, Former CEO, Bank of Industry

As at this time, the Managing Director of Bank of Industry was Mrs. Evelyn Oputu, Aig Imokhuede’s mother-in-law. With impunity, under the supervision of Malam Lamido as the CBN Governor, N50 billion was paid to Intercontinental bank account in the evening, and immediately after the acquisition of Intercontinental Bank was announced, Aig Imokhuede, transferred the N50 Billion back to the Bank of Industry. By implication, Aig and his group paid nothing for Intercontinental Bank. Mrs. Oputu is being investigated by the Financial Reporting Council for alleged fraudulent practices as the Managing Director of the Bank of Industry.

Somalia Executes Two Shebab Fighters For Killing Female Journalist

Two members of Somalia's al-Qaida-linked al-Shabab militant group were executed by firing squad Saturday for the murder of a journalist killed by a car bomb last year.

Hassan Nur Ali, 37, and Abdirisak Mohamed Barow, 28, were shot in Mogadishu following their recent sentence by the country’s military court.

Speaking to the media after the execution, Abdulahi Hussein Mohamed, deputy judge of the military court, said the men had finally faced justice.

"Both of those executed were found guilty of murdering journalist Hindiyo Haji Mohamed, whose car was blown [up] with [an] explosive device," Mohamed said. “They have faced the justice.”

The men were caught by security forces few days after the killing of Mohamed in December 2015.

Hindiyo Haji Mohamed, who was a journalist for two state-run news outlets, Radio Mogadishu and Somali National TV, was killed when a bomb planted under the seat of her car exploded. Local journalists said she was returning home from Somali International University, where she was a student. She was the widow of another journalist, who was killed in an attack in Mogadishu in 2012.

Former President Goodluck Jonathan was awarded in the US on Thursday for his leadership in human rights in Africa’s most populous nation, Nigeria.

Jonathan, who was awarded in recognition of his leadership in “human rights, social justice and universal fight for freedom”, becomes the first African leader to be so honoured.

The presidential award was presented by the Southern Christian Leadership Conference, founded by the late American human rights activist, Martin Luther King Jr, best known for his human rights struggles and the I-have-a-dream speech.

In statement on Friday, the former president expressed his pleasure in being so honoured and also meeting the sister of the famous human rights activist.

“I thank Dr. Charles Steele Jr, President of the Southern Christian Leadership Conference in Atlanta, Georgia, and the executive of the SCLC for honoring me today,” he said.

“It was also a pleasure to meet Naomi King, the sister of the late American Civil Rights leader and founder of the SCLC, Dr. Martin Luther King Jr, who was kind enough to attend the event and identify with the goals and aspirations of the Goodluck Jonathan Foundation.

“By this award, I am further inspired to continue to work for the advancement of democracy, peace and progress in Nigeria and Africa.”

Jonathan is billed to be in the US for the 2016 Hope Global Forums conference, where he is expected to Succeed the 42nd president of the US, Bill Clinton as keynote speaker.

In the letter sent to Jonathan in December 2015, he was invited to join the biggest 500 companies in the world in their promotion of King’s human right ideals.

“We invite you to join Fortune 500 CEO’s, private investors, financial leaders and government officials to connect and collaborate on this vision,” the letter had read.

“With the theme ‘Re-imagining the Global Economy: Inclusive Economics’, the annual meeting is set against the backdrop of the Martin Luther King Holiday weekend and gathers leaders from government, community and the private sector to outline a vision for the modern global economy.”

Jonathan was earlier in Florida to welcome his second grandchild, delivered by his adopted daughter, Inebharapu Paul.

CCT Rejects Saraki's Request For Adjournment

The Code of Conduct Tribunal has over-ruled an application for an adjournment by the Senate President, Dr. Bukola Saraki, and ordered his trial on 13 counts of false and anticipatory asset declaration, which was scheduled to commence today.

The Danladi Umar-led panel of the CCT gave the order in a ruling after a stand-down which he took to prepare its ruling after entertaining argument and counter-argument on Saraki’s application.

Umar ruled that the defendant’s application for adjournment offended provisions of the Administration of Criminal Justice Act, 2015.CONTINUE AFTER THE CUT

When proceedings started at about 10:30am on Tuesday, the prosecuting counsel, Mr. Rotimi Jacobs (SAN), infor‎med the tribunal that the matter was on March 24, adjourned till today for trial to commence.

Jacobs told the tribunal that his witness was in court and was ready for trial to commence.

But defence counsel, Mr. Paul Usoro (SAN), urged the tribunal to adjourn the case till a period after the hearing of his client’s motion for stay of proceedings of the CCT which was filed before the Abuja Division of the Court of Appeal only on Monday.

The defence on Monday filed an appeal and an application for stay of the tribunal’s proceedings before the Court of Appeal against the CCT’s ruling delivered on March 24, 2014, dismissing Saraki’s application challenging the ‎jurisdiction of the CCT to hear the case.

Just this morning, the defence filed and served on the prosecution another motion for stay of proceedings before the tribunal.

Usoro gave the‎ appeal number as CA/A/172C/2016, adding that the appeal court had fixed April 26 for the hearing of his client’s motion for stay of proceedings.

“Our prayer is for an adjournment not for stay of proceedings. We are asking for an adjournment based on our motion filed before the Court of Appeal for stay of proceedings of the trial before this tribunal‎,” Usoro said.

But Jacobs opposed the application for adjournment saying it had the same implication as a motion for stay of proceedings which he said had been prohibited by section 306 of the Administration of Criminal Justice Act, 2015.

He faulted the records of proceedings of the CCT compiled by the defence for the purpose of prosecuting their appeal ‎on the grounds that it was not done in accordance with the law.

Jacobs maintained that the defence only decided to file their appeal and motion for stay of proceedings on the eve of the day scheduled for commencement of trial in order to ensure that the trial was stalled.

He added that section 306 of the ACJ Act having stipulated that no application for stay of proceedings should be entertained, the motion filed by Saraki asking for stay of proceedings was illegal‎.

“Nothing can be built on an illegal process. You can’t build something on nothing. They will both crumble,” Jacobs said.

Jacobs said both motions asking for stay of proceedings filed before the tribunal and the CCT itself constituted an abuse of court process.

He said under section 396 of the ACJ Act which provides a party in a criminal case was only entitled to adjournment not more than six times.

According to him, since the commencement of the case in September last year, the matter had been adjourned more than five times at Saraki’s instance.

“This has become too much. My lord should refuse this application for adjournment,” Jacobs said.
