A Message from the Subconscious

Hello guys! And by ‘guys’, I meant my 3 loyal followers – me, my girlfriend, and my dog. Except that I don’t have a dog. Anyway, it’s been a couple of years since I posted my last entry on this blog. What happened? Well, let’s just say, life happened. The last few years hadn’t exactly been easy. In such a relatively short period of time, numerous things have happened. And no, I’m not married yet.

So, what have I been up to?

For one, I’m still writing. But not for personal consumption – as much I’d want to. I had been part of an agency which listed me as their primary commodity. No, not prostitution. I’m sexier than that. But very similar – except that it’s more cutthroat and exciting. It’s an online marketing company. I was there for a year, decided to leave, formed my own, and here I am – unable to breathe with mountainous work piled up to my neck.

But where’s the fun in that, you might ask. Well, there’s absolutely no fun in that. At least not yet. I’m still struggling to remain afloat and thrive in an industry that puts a premium on your portfolio rather than what you can actually put on the table. “Show me your previous work first, and I’ll decide if you’re worth listening to.” Yup, that.

Oh, and I’ve been traveling. Not because I choose to, but I had to. I take vacations here and there, but it's work for the most part. So.

At present, I have a long list of To-Do (about 39 items in there. Oh wait, I just struck down one of them: Check Blog). I should’ve already started working by now. But you know what, I missed writing for myself. I have been writing for other people, for their businesses, for their clients; but I haven’t really sat down and hammered away on what I really want to write about. So here I am.

In a nutshell, this post feels like therapy to me. It’s so liberating to be able to spontaneously pour all your thoughts into sentences and paragraphs without any fear of being skinned alive by your proofreader and by the clients. I’m sure you already noticed by now, but this post is littered with all sort of grammatical errors that I myself would cringe when I read this back. But I won’t, and damn it, I’m publishing this.

My fingers have never left the keyboard, by the way. Non-stop typing – no instance of pausing to mull over what I just wrote. But it feels so damn good.

Going from Purple to Bald, Part Three

Except for the occasional bandana tugging, Mom was motionless for the most part of the 10-minute trip. I attempted to strike a conversation with her a couple of times, but she just wouldn’t budge. All she could afford was the sporadic Mmm’s and Yeah’s. She wasn’t the bubbly, chatty personality that everyone knew. She loved life and lived life to the fullest. But at that moment, it seemed as if life had completely been drained from her.

The sun finally peered through the clouds when we arrived at our compound. My brother was the first one to alight the vehicle and made his way to where my Mom was seated. Understandably, it took some time before she could get off. And when it was finally empty, I remained inside the car and tried to take everything in.

It was so surreal, like watching your life unravel before your eyes. Before I boarded the plane, Mom was in her usual self, sending me the usual affectionate messages. But the moment I got here, everything changed; like someone switched the mode from colored to black and white.

I tried to stifle my screams, but a few tears still managed to escape from my eyes. I couldn’t shake the feeling how unfair this whole thing was – unfair for her and for us.

I observed my mother and my brother walking towards the house; and as I watch him assisting her, I thought about all those families who are still able to enjoy the love of their mothers even when they’re already in their 50’s and 60’s. My brother’s just 23, and with the rate that my mom’s cancer has been progressing, there’s absolutely no telling as to how little time she still has, how little time my brother still has to enjoy a mother’s love.

I wanted to be optimistic. I was optimistic until I finally saw her. Then, I remembered what she would always tell me, “Everyone has their own cross to carry. It may be hard now, but trust that there will always be a silver lining. Always.” I resigned to the idea that this is my family’s reality now, and it won’t be long until things get back to how it was, as according to her, our better days are still ahead of us. I trusted that. But in the meantime, being my mother’s firstborn son, I have to suck it up and man up to it.

We proceeded to my Aunt’s house – which was within our compound – for lunch. And as expected, everyone from my extended family was there. We gathered around the table while Mom sat on the couch. Everyone was in their typical lively selves – chatting enthusiastically with each other. As always. Mama, on the other hand, served as the audience in the background.

Ironic, I thought. She was the leader of our band, the tireless chatterbox who used to be the life of any party. She was the one who'd laugh the loudest and the vigorous emcee who would tell rib-tickling anecdotes and jokes about everyone and everything. But now, her illness has reduced her to a mere spectator in the background of it all.

When she was diagnosed, my mother had stage 4 Endometrial Cancer. A few weeks before I arrived, she already had her first round of chemotherapy sessions which were coupled with the required surgeries. Although she was a fairly diminutive lady, the enormity of her personality was inversely proportional to her size, so naturally everyone, myself included, thought she would just breeze through it given her sunny disposition and her admirable optimism. Although my Aunt said she got through her treatments better than the others, I just didn’t expect it to like this.

A good thirty minutes after, lunch commenced. I looked at my mom and noticed that she was already lying on the couch. My brother grabbed my arm when I was about to approach her. “She gets tired so easily,” he said. “Let her rest.” I turned my attention to my mom again, and she was already looking at me. I smiled and motioned for her to eat. She waved back as if to tell me we can start without her. And she smiled.

Despite being so weak, she smiled. She smiled her toothy grin at me, and I realized, “No, this lady’s not defeated. She’s not done. She’s going to fight this.” And it dawned on me that even with just a glimmer of hope, one can be very optimistic about even the most impossible hurdle. And right then and there – when I saw a change in her that was absent while we were on the vehicle – I felt so much better. She smiled. And that’s what matters to me.

Cancer doesn’t just affect one person, it affects the entire family. Cancer creeps through every facet in the family’s life. It destroys a family, ruins relationships, and throws everything in shambles.

But it doesn’t have to be. Cancer, like the saying goes, is a word. Not a sentence. And in order to prevent it or at least lower our chances of contracting this deadly disease, we must be educated and be made aware. We should be aware that Cancer isn’t exclusive to the movies. It isn’t exclusively to other families. Cancer can affect you. Cancer can affect me. Cancer can affect anyone. Be it rich or poor, happy or miserable, healthy or sickly – Cancer does not discriminate. My mother was a fairly healthy, very happy woman and nobody expected for Cancer to befall on her. But it did.

Prevention is better than cure, so the cliché goes. And I could not agree more. Wouldn’t it be better for us to safeguard ourselves while we’re still healthy and able? Wouldn’t it better to get ourselves involved with cancer prevention NOW rather than later? If you don’t want to do it for yourself, how about doing it for the people around you, for your loved ones? Be educated. Be involved. Before it’s too late.

That night, while I was trying to catch up with Mama, I noticed that with every minute that I got to chat with her, she seemed to go back to the Mom that she's always been. I lay next to her and we talked excitedly for hours, just like the old times.

And just before midnight struck, when it was time for her to rest, I stroke her wrinkly hands, looked at her and said, “What do you want to do when all of this is over, Ma?” Stroking my head like how she used to, she replied, “Well, for one, I’d like to have my hair back.” We both laughed quietly. Then with a pensive look on her face, she said, “I don’t know, honestly. I haven’t thought about it yet. I just want everyone to be alright, that’s all.”

She then looked at me intently, squeezed my hand briefly -- and slowly, she removed her bandana, exposing her bald head. I looked at her straight in the eyes and scrunched my eyebrows in defiance. She titled her head slightly to one side and raised both eyebrows as if to prod me. I heaved a deep sigh, and slowly lifted my gaze towards her hairless scalp. I was stunned. I struggled to keep my tears at bay. But I failed.

Wiping the few tears on my cheeks, she then took my hand and lifted it towards her head. I hesitated, but as soon as it made contact, I let my hand linger. I caressed it for awhile, and hugged her immediately. She looked at me with a lovely grin on her face and softly said, “Relax, goodboy … it’s just a bald head.”

She fell asleep a couple of minutes later. And while I was observing her, I thought to myself; she may already be bald and skinny, but she’s till the warm, reassuring, optimistic person that I’ve known and loved; she’s still looking out for us even when she’s the one who needs our care. I know how heartbreaking it had been for her to pull her bandana off, yet it was she who offered comfort.

Her body may be weak, but her spirit remains unbreakable. She’s still the same beautiful person. It’s still her. It’s still my Mama. And no Cancer can ever change that.

I still think about her every day. I still feel her presence everywhere. And at times, I often wonder if she still thinks what I’m thinking, just like the old times. But whenever that happens, I always see her lovely, toothy grin somewhere, somehow. Then I smile and tell myself, “Of course she does. Of course. Mama always does.”

I love you, Ma … with hair, without hair, or with shockingly purple hair!

It's been exactly 17 months since you passed on. I'm still thinking about you. I imagine you now sitting somewhere amidst fields of violet, purple, and lavender flowers while you're reading your favorite book and enjoying the sunset.

I love you, Ma. Always.

“Hi, how are you?” The flight attendant greeted me. I gave a reluctant smile without looking at her. But I answered her … in my head.

“Well, let’s see, Miss. I’m going home to see my mother whom I haven’t seen for months. She’s bald now, and she needs me. No, it wasn’t her choice – it just is. And when I asked her want she wanted for pasalubong, she didn’t ask for the usual which includes – but not limited to – bags or shoes. Instead, she wants a bandana … with shiny stones and beads! How cool is that? Oh yeah, she has Cancer. So, does that answer your question?”

I went straight to my seat, put my earphones on, and waited for the announcement to turn all electronic devices off. I took the Jessica Zafra book out from my bag, and although I have read the book one too many times already, I purposely packed it because I know it’s going to be a long flight, and I could use a laugh or two. The flight generally takes about an hour and a half, but due to the bittersweet nature of my trip, I know that it’s going to be a very long one.

When the number of boarding passengers began to thin out, I sent a text again. “Switching my phone off in a bit. Love you!” And right before I could turn it off, my phone beeped. “Can’t wait. We’ll be waiting. Love you, nak!”

How are you, the question from the flight attendant echoed in my mind. How am I? I didn’t know how I could possibly begin to find the answer. I’d like to say that I’m fine, but that’s the most overused lie, second only to I’m on my way. So, I let the question hang in air as the plane taxied on the runway. I’ll check back on it once the plane lands. By the way, it was such a beautiful day, it was ironic.

Five minutes into the flight, I again recalled the text I got from my sister – do not cry in front of Mama and maintain the usual banter. That’s a tall order, I thought. But how was I supposed to do that? The easier response when you see your Mom bald for the first time from her Cancer treatment was to bawl your eyes out, is it not? And I can’t do that. Instead, I am advised to maintain the usual banter. Well, when Mom and I would get together and talk, we get so animated that you’d think we’re just friends. And my sister requested that I hold on to that.

So, I devised a plan, and thought to myself, why not cry now if I couldn’t do it later? And when you’re in the same situation, crying requires little to no prodding. I went to the toilet, wailed for a good five minutes, came out, went back to my seat and wailed some more … the entire duration of the flight. And when Dipolog City came into view, I already had red, puffy eyes.

“Touchdown,” my text read. And got Mama’s usual reply, “Yipee! Thank God!” I immediately scanned the Arrival area for Mom. But she wasn’t in her usual spot. Instead, I saw my brother and my cousin waiting for me. They looked more somber than what I had hoped.

I handed my bag to my brother, and asked, “Where’s Ma--?” But before I could finish my sentence, my cousin interrupted, “Don’t forget, no crying.” I know. “Mom was waiting in the car with Uncle,” my brother said. I braced myself. “Kuya, remember…” Yes, I know. How could I ever forget? I’ve been psyching myself up for more than two hours now.

As we approached the vehicle, my heart suddenly sank the moment I saw her. She was in the front seat. I managed to hold back my emotions. I tried to wave; she didn’t. She was wearing her gray t-shirt, shades, and around her head wrapped a violet floral-printed bandana. And yes, she lost an awful lot of weight.

I waved again, this time more enthusiastic. But she just sat there, pretending she didn’t see us. I know her; I know when she’s trying to ignore someone. And this time, she’s ignoring me. I couldn’t begin to describe how heart-wrenching it was.

For some reason, instead of opening her door and giving her hugs and kisses, I immediately went straight to the back passenger seat, settled down, and blurted in a fake enthusiastic tone, “Dipolog was colder from what I can remember. How hot is it here?”

It wasn’t hot; the sky was gloomy. My brother squeezed my arm.

After what seemed like the longest two seconds of silence, I reached for Mama in the front seat, gave her a quick peck on the cheek, and patted her thin, sagging arms. “Hi Ma, how are you?” Still not looking at me, she faintly said in a coarse voice, “Oh… Hi Doy… Okay…” That’s it? That's it!?

I wanted to shake the begeezus out of her; I wanted to tell her to stop acting like she’s weak and ill; I wanted to shake her up so bad so that she would become normal again … like Mama again. But no. This is the reality, and no amount of shaking could restore Mama to her old self again. At least not at that moment.

While I was chatting up a storm with everyone in the vehicle, Mama was still soundless in the front seat, and still refusing to turn her head to look at me. But although she was wearing shades, I knew she had been looking at me from the rearview mirror. I stroke her arm from time to time and all he could respond was a slight nod and feeble groan.

My Mom and I had this sort of thing in that we can somehow read each other’s minds, or anticipate what the other was about to do, especially when we’re far from each other. For instance, there had been numerous times when I would text her with a simple, “Hi Ma, how are you?” and she would reply with “You know, I was just thinking about you. In fact, I was just about to text you.” It was so severe that we could actually finish each other’s sentences. It would freak me out sometimes.

But at that moment, I just couldn’t make of it. Was she embarrassed? Was she starting to feel self-conscious, even with her own son? Or perhaps she just didn’t want me to see her like that. I was grappling for an answer. One thing’s for sure, though; right at that moment, I wanted to have my Mom back.

“Do not cry in front of Mama when you see her. She just can’t have that.” I read a text from my sister while I was at the departure area, waiting for my flight home to see my mother. “She doesn’t have hair. And she’s lost a lot of weight. She might try to ignore you at first but just maintain the usual banter you and Mom would do every time she’d fetch you at the airport,” the text briefing from my sister continued.

It would be the first time that I’d see her post chemotherapy,and my family members made sure that I understood the situation. “No crying, please. You need you to be strong. You have to be strong for Mama.”

Amidst the flurry of people, the frenzied pace, and the raucous clatter, I sat there staring blankly onto space not knowing what to do or how to react. With my back pack on one side, I clutched my phone lightly against my chest. I felt my heartbeat racing as tears welled up in both eyes.

I reviewed the message for the nth time – maintain the usual banter. I quickly stashed the phone inside my bag and tried to focus my thoughts on more positive things; like the appreciative look the cab driver gave me when I tipped him for getting me to the airport as fast as he could, like how I remembered to pack all the essentials, and like how I managed to arrive at the airport two hours before my flight.

However, it proved to be of little or no help at all as everything that I could think of would always lead me to thoughts of her.

“How hard is it to give people a little extra something whenever they did a good job?” She always wanted me to tip. And she always wished I’d stop procrastinating, because according to her, cramming would almost always end up with a shoddy and haphazard output. “You could do more if you’re not cramming, you know, like packing the night before the flight.” And she always wanted me to arrive at the airport as soon as the check-in counters open for “good seats and a buffer for unforeseen delays.” I focused on other things but my thoughts were always punctuated with me thinking about her more.

Maintain the usual banter between you and Mama – I read the message from my sister again. Yeah right. Easy for you to say, I scoffed.

I absentmindedly watched the airplanes take off and land while passengers scurry about in front of me. I was then reminded of the last time Mama came to visit a couple of years before she was diagnosed with Endometrial Cancer. Well, it wasn’t technically a visit; it was part of a connecting flight which required a 2-hour stopover. And up to his very day, I couldn’t help but chuckle at the memory. It happened a couple of years back, but I can still remember the minutest detail of it.

It was a very humid afternoon in September 2009. I was waiting for her at the Arrival area for 30 minutes when the alarm sounded that her flight from Dipolog City had landed. A couple more minutes, and there she was – the first passenger to exit the gate with her pink stroller wheeling behind her. She was so giddy like a first grader walking out from the first day of class. She was in her usual flight get-up: short shorts, sleeveless shirt, and running shoes – all in different shades of purple. And do you know what else was purple? Her hair.

“Hi Lylie!!!” She called out to me as soon as she emerged from the door. I waved back. And when I noticed one of the guards trying to catch up with her, I motioned for her to turn around. Her baggage claim tag was still on. And as soon as the guard was done, she told him “Thank you, Mister Guard. I was just so excited to get out of the plane to see my son,” which she followed with her signature belly laugh that made people stare. “Oops, sorry,” she silently said while her free hand covered her mouth.

“What happened to your hair!?” I said between hugs and kisses. “Well, I hurriedly colored my hair last night, and when I woke up this morning, it turned purple! I figured I bought the wrong cream. But I didn’t have time to redo it, so I let it hang. But whatever; it’s no longer my problem if people don’t like it. It isn’t noticeable, is it?” I shook my head. But in truth, it was shockingly purple than she thought it was. But she rocked it.

You see, my Mom didn’t have a problem with being self-conscious, “As long as I look clean and presentable, I smell nice, and I am comfortable with what I’m wearing, then I don’t see why I should be worried. My friends like me for what I am and not for how I look, and you think I look alright, so nothing else matters.”

I chuckled at the recollection. But as I was sitting at the airport, waiting for my flight home, I thought to myself; apart from the physical pain that she’s going through, how emotionally excruciating would this whole thing be for her? I mean, not only would the situation limit her fromdoing the things she loved, but it would depict her as someone who needed pity. And she’s having none of that.

Mom was the most positive person I knew, and a lot of people would agree. Despite her travails, she would always manage to remain sunny and optimistic. “Everyone has their own cross to carry, but so what if I don’t feel good about some of the things in my life? The world doesn’t need to see that!”

Realizing this, I fished my phone from my bag, and sent Mama a text just like the old times, “Boarding in a bit. See you in a few. Love you Ma!” And she replied, “Okay, Goodboy. Excited to see you! God bless. Love you too!” With so much love and anticipation. Just like the old times.

“PR 168 bound for Dipolog City. Please board now at Gate 5.” The voice over blared. “PR 168 bound for Dipolog City. Please bord now at Gate 5.” I picked up my bag, proceeded to the tube, and told myself, “I’m coming, Ma.”

Top 10 Things to Do in Dipolog City

Located on the western part of Mindanao, Dipolog City – dubbed as the Orchid City – is a surprising mix of the antiquated and the contemporary, of the quaint and the urbane, and of the peculiar and the generic. Zamboanga del Norte's seat of power may still not be at a stage where I can compete with the heavyweights like Cebu, Davao, or Cagayan de Oro. In fact, people would sometimes frown on Dipolog and depict it as being no more than a ‘transit town’ to other parts of the island; it is, after all, the gateway to Western Mindanao. But the city deserves more than a second look. And with the numerous things that’s brewing up around the city, it wouldn’t be too far before we would see Dipolog battling it out for tourism and economic supremacy with its more affluent neighbors.

More than the uncomplicated lifestyle and the laidback atmosphere, the real jewel of Dipolog is its people – the Dipolognons. And although the Dipolog that we know today is a far cry from the sleepy town that it once was, Dipolognons have managed to preserve the unhurried pace and the unpretentious charisma that endear the city to locals and tourists alike. And coupled with the flexing of its tourism and economic muscles brought about by the influx of visitors and the resurgence of businesses, Dipolog is one of the most attractive places to visit – both for business and for the pleasure.

Here’s my list of the Top 10 Things to Do in Dipolog City. And because I believe that it order to fully appreciate the beauty of a place, every tourist has to experience the many simple things that Dipolog has to offer.

10. Catch the magnificent sunset at the Dipolog City Boulevard. The city is blessed with one of the most beautiful sunsets, and this can be experienced while taking a stroll along the boulevard. (Image: Author's own)

9. Hear mass at the Holy Rosary Cathedral. Dipolognons are a fairly religious bunch, and one testament to this is the always-packed Cathedral on Sundays when the parishioners spill out onto the street fronting this dazzling church. Oh, and the main altar was designed by Jose Rizal himself. So, it’s not just visually appealing, but the church has some historical value as well. (Image: Seth Oliver)

8. Test your endurance at the Linabo Peak. Located in Barangay Dicayas, Linabo Peak features a staircase (if you’d like to call it as that) that has approximately 3,003 steps up to the tip of the mountain. This is especially appealing to fitness buffs as this will put their endurance to the test. Plus, the view from the top will take your breath away which makes it worthy of every step. 7. Sample the best Halo halo in Dipolog at Lennie’s / Julie's. It’s impossible to miss this unpretentious snack joint as it’s located in the middle of all the action. Fronting the Dipolog City Hall and beside the UCCP Chuch, Julie's (formerly Lennie’s) has been around since time immemorial and it holds many childhood memories of Dipolognons around the world. 6. Shop for Fresh seafoods at the Dipolog City Public Market. The city’s market is arguably one of the cleanest public markets in the Philippines. Located at the intersection of Dipolog’s main thoroughfares – Rizal and Quezon – Dipolog Public Market is a posterchild of what every public market should be – the surroundings are always clean, vendors are always polite, and fresh seafoods are always a guarantee. 5. Experience Dipolog Black Sand Beaches. Of course, white sand beaches are aplenty in Zamboanga del Norte, with Dakak, Selinog, and Aliguay to name a few. But for people who wants to have a twist in their beach itineraries and for those who do not appreciate the long drive, Dipolog City boasts of several lovely black sand beaches that you can get to in less than 30 minutes. 4. Hunting for the Best Ukay Ukay Bargain. Folks who fancy getting down and dirty in search for the biggest bargain in fashion will find Dipolog City very appealing. The entire city is dotted with different kinds of ukay-ukay joints which range from the boutique-ish sort to the usual squat-shovel-hunt varieties that will test your arm muscles and haggling skills. Ukay-ukays are a favorite hunting ground of the females in my family. But that’s not to say that men can’t also share the fun. 3. Take a stroll around the Plaza Magsaysay. Many will scoff at the idea but Plaza Magsaysay, a green sanctuary neatly tucked in the middle of the city is a worthwhile place to spend some alone time. Here you can observe the locals move about their daily lives, students from the nearby schools rehearsing their dance presentations, and skater boys who come in throngs to show off their skills. Also, the park is dotted with vendors who peddle their merchandise that range from park staples like balloons, fish balls, and green mangoes. 2. Enjoy the Simplicity of the Dipolog Nightlife. It may not be at par with the nocturnal fun in the big cities, but the charm of nighttime merriment of Dipolog is in its brand of simplicity. After all, the purpose of going out is to spend time with friends, and ‘good time’ isn’t defined by how extravagant or how ostentatious the night is – the city offers a no-frills nighttime entertainment that comes with a cheap price. Most notable are Karylle’s for an initimate drinking session with friends, Fat Cat for those who want to party, McKevin’s if videoke is your thing, and Brews ‘n Cues for a night of beer and billiards. Dipolog is a clichéd clean and green city – and it’s more than just propaganda. The city has been labeled as the antithesis of the typical town in Mindanao that you always see on television or read about in the newspapers. It’s far from the usually menacing image of Mindanao towns that’s unfairly painted in the public’s consciousness. Here is a city where everybody knows everybody else, tourists are treated like family, late night gaiety with friends are always welcome, and where one could roam the streets at 3o’clock in the morning without a care in the world.

It’s one of those places that you'd always want to go back and go home to, where memories are fonder and where life is definitely sweeter. Dipolog City - after all - is about living the good and simple life.

Staring Cancer in the Face

I’m not an expert on Cancer. In fact, I am far from being one. I am just a son who lost his mother to Endometrial Cancer, and I am hoping that less family will have to experience what my mother and my family had gone through in the course of my mom's year-long battle with the big C. Mom was the first cancer patient in the family - and definitely will be the last!

A couple of weeks ago, I posted an entry about my Mom’s battle with Endometrial Cancer. It was just one of those posts that I occasionally churn out in hopes of getting people to notice something. I blogged about how wonderful my mom was and how naïve I was about Endometrial Cancer. Heck, I didn’t know what an ‘endometrium’ was.

As soon as the post went live, I invited some friends to read it and I subsequently decided to go on with my daily routine. A few days after that, someone named Kaz commented on the post and an emotional light bulb exploded. It turns out Kaz is one of the amazing women behind Womb Cancer Support UK. And after a few correspondences with her and her comrade Debbie, I knew that I have to do something myself.

To tell you the truth, like most people (my age) that I talked to, I was clueless. I didn’t know where to begin or where to start. I realized afterwards that I don’t need to be an expert on Endometrial Cancer. Otherwise, I could just go back to school and study Oncology. We don’t need to be experts. We just need to be aware that Endometrial Cancer exists and that it kills people. Awareness drives us to take action, to take the first step, to know the risk factors and symptoms of Endometrial Cancer, and to educate ourselves on how we can cope if one of our family members is at risk or is battling this disease.
We can lie supinely on our backs and say ‘no, it’s not going to happen to my family’. But you know what, I was in that same position a couple years back. I thought Cancer couldn’t happen to anyone. And a person must be really, I mean really, unhealthy to be able to contract that disease. I guess not. And do you know what sucked? I realized this when it got my Mom in 2010. She died a year later. Too late.

We can just go on our everyday lives and hope cancer will befall on any family but ours. It’s like an inverse lottery; everyone has a ticket but no one wants to be picked out. But Cancer has its own rules. It just doesn’t latch itself onto the usual suspects like the chain smokers or the obese – although these people have a very high risk on getting the diseases, so if you’re one of those, you might want to rethink your lifestyle choices – Cancer affects anyone. It could be the people who haven’t exercised a day in their lives, or the people who meticulously count their calorie intake. It could be you next.

I don't want to sound too morbid about this topic. But the truth of the matter is – Cancer kills. You know the drill when you’re buying a house, for example. Security also comes first, because you don’t want cold-bloodied murderers to get into your house and hack on your family members with a knife, now would you? I didn’t think so either. So, what do we do then? Lock the doors and ensure that everyone is safe. Protect yourself and all that you love dear because Cancer is the last thing you’d want to invite into your home.

No To CyberCrime Law!

I stand against Cybercrime Prevention Act of 2012 as it is a violation to Article III Section 4 of the Philippine Constitution that says "No law shall be passed abridging the freedom of speech, of expression, of the press..." The said Act, which took effect on October 3, 3012, criminalizes online libel and gives the government unnecessary and excessive powers over its citizens as the Act empowers the government in having the blanket authority to shut down websites. This Act curtails free speech and stifles the very essence of democracy. The Cybercrime Prevention Act of 2012 also clearly and shamelessly ignores the United Nations declaration that internet freedom is a basic human right.

I stand against Cybercrime Prevention Act of 2012, and I stand in congruence with the position taken by my fellow bloggers in their petition to nullify Sections 4(c)4, 5, 6, 7, 12 and 19 of Republic Act 10175, or the Cybercrime law.

Sec 4 criminalizes online libel, while Sec 5 penalizes the abetting of commission of cybercrimes. Sections 6 and 7 include all crimes in the Revised Penal Code under the Cybercrime law and increase the corresponding penalties to one degree.

Sec 12 authorizes state agents to collect real-time traffic data, while Sec 19 grants the DOJ the power to shut down websites that contain harmful data based on prima facie evidence.

Guess Who Got a Gold Star!

When Wax was called to the stage to accept his Gold Star award, Joey and I noticed two little girls in ponytails intently watching him as he was climbing up the stage. (We learned afterwards that those girls were his classmates. Anyway.)

When his name was called and was subsequently presented with a Gold Star Award for Outstanding Academic Performance, one of the girls immediately crossed her arms and shot one eyebrow into the orbit. In typical telenovela contrabida panache, she told her friend "Bakit siya Gold Star at tayo Red Star lang?"

Her cohort replied, "Baka nagkamali lang si Teacher."

Girl 1, obviously irritated by the circumstance, said to Girl 2: "Tingnan nga natin sa Bulletin Board. Nagkamali lang ata talaga si Teacher. Hindi pwede yun." So off they went to the bulletin board and gasped when they confirmed that Legaspi, Job Joachim really made it to the list of Gold Star awardees. In fact, he is the only boy in this class to receive such distinction.

When Wacky came down from the stage, he was quickly approached by the mini-contrabidas, "Bakit ka Gold Star?" they chorused. "Ewan ko," the little boy answered, "...baka dahil magaling ako." That shut them up.

I'm all for humility, and we need to teach kids how to be humble. But at that moment, I just said to myself What the heck, let these girls have it for once. So proud of you, Wax.

Espresso Dreams: Dumaguete

In daydreams I go back to Negros Oriental – the hum of the waters in Valencia, the beaches of Siaton and Dauin, the sandbar of Manjuyod, the vast sugar cane plantations of Bais and Tanjay, the rustic charm of Dumaguete, and the spectacular marine life of the famed Apo Island.

People come to Dumaguete for a variety of reasons – to go to school, to retire, to marry. Some just want to satiate their curiosity, while others visit the place to reminisce. A mere tourist calls it Dumaguete, but a true habitué knows it as Doomsville – a term of endearment given by those who call the city home, or at least have an intense love affair with Dumaguete.

A pleasant brew of the old and the new, of the quaint and the sophisticated, and of the naive and the urbane; Doomsville is a charming little city that’s a far cry from your typical blah provincial capital. Whether you’re craving for adventure or you just want to laze around, there’s always something for everyone in Dumaguete.

Cafe Memento Dumaguete

One of the many reasons that made people silly about the city is the whole café culture, which can be broken down based on the ages of its patrons. (This may not be true now, but in my time, there's some sort of an age barrier that ran across it.) The high-end coffee shops, like Cafe Mamia and Don Atilano, have the older generation as clientele. Here, you can observe glamorous albeit near-senescent women sitting around chatting about their apo’s, their haciendas and generally, about times past. Restaurants that serve international cuisines, like Coco Amigos and Le Chalet, are the usual hangout joints of expats who just want to lounge around while enjoying the interesting boulevard scene and the beautiful sea views.

The coffee scene for the younger set, on the other hand, paints a more exciting café atmosphere. This can be categorized into three. First, you have the coffee shops for the non-smoking crowd; Lee Cimballi, Dunkin’ Donuts and Cafe Antonio to name a few. Here, you can see students studying hastily for their next-hour exams. Or folks who just want to-see-and-be-seen.

Cafe Memento Dumaguete

Second is the daytime café where college students and young professionals trot busily in and out, drowning their somnolent carcasses with caffeine. They also use this opportunity to zone out and get their minds off academic stuff and deadlines – sip barako, eat quesadillas, play cards, sit together to chat, or simply, just chill out. Sted’s, Dumaguete Travel and Cafe Memento fall into this category.

This ritual continues throughout the day. And soon, even the most reluctant participant becomes an active component in the daily spectacle. And with the setting of the sun emerges the night café scene of bars and rum-mills which enhances the city’s nocturnal

exuberance. This completes the whole café equation of Dumaguete. By this time, the barako is already accentuated by a dose of alcohol – either by Red Horse or Tanduay – and more often than not, with a pack or two of Marlboro and/or you-know-what. And during this time, a relaxing and extended night with friends begins.

My history as a coffee drinker stems from this small, unpretentious coffee shop along Silliman Ave called Cafe Memento. And true to its name, wherever one goes, one carries with him the memories and the sense of home of Dumaguete.

UPDATE: Café Memento has been replaced by a fancier restaurant called Moon Café. My friend, Bruce, called me up a couple months earlier, ranting to no end about how betrayed and scandalized he felt when he learn about Café Memento’s evaporation. I know exactly how you feel. Perhaps no one can honestly say they're okay with it. I have talked to several people and as expected, most of them were very emotional about it. Well, that's how life's supposed to be. So let's move on. UPDATE: I have learned that Mamia's a goner as well.

PLUS POINTS

a) ‘Service Family’ concept. One ‘service family’ is assigned per cabana. Our service family, (yes, it consisted of a father, a mother, kids – the whole shebang) lived closely from our cabana, so we just had to pull a string (no PABX here) that’s connected to their house when we needed anything. The family was very efficient.

b) Very friendly and hospitable resort staff. We were the only Filipino guests in the resort but unlike most of the resorts we’ve been to, we didn’t feel like we were given less priority than the foreigners. They’re a pretty friendly bunch. No snooty resort staff here.

c) Excellent sunset view. Our cabana was high up in the hill, and the view was simply breathtaking.

d) Quiet. The resort generally doesn’t have any crowds, unlike Puerto Galera’s White Beach.

MINUS POINTS

a) Less than efficient Manila Office staff. I’d highly recommend for you to call the resort directly as the Manila office staff takes so long to reply via email. And that turned me off big time that I almost scrapped the reservation altogether.

b) Slightly expensive … for a Puerto Galera resort. Emphasis on the word ‘slightly’. But, it’s worth every penny.

A Woman Named Jocelyn

My name is Dan. And I support Endometrial Cancer Awareness.

Why – you might ask – would a guy like me advocate something which he is totally and physiologically exempt from? Yes, Endometrial Cancer is a silent killer of women, and I could support other causes; however, this issue is particularly close to my heart and let me tell you why.

It’s about a woman named Jocelyn.

She was a firecracker, a thunderbolt of sorts. It’s impossible not to notice Jocelyn even if you throw her amid a cacophony of jungle animals. She never failed to light up any dull and dreary room with her burst of energy. Jolly, funny, witty, and happy are among the many things people would often use to describe Jocelyn. She was a painter of smiles on everyone’s faces and a refreshing ray of warm sunlight on a cold, gloomy day. She once said that perhaps her only mission in this world was to cheer up those who were down. But to those who loved her, she was much more.

She was only 4’9” (or 5’1” depending on who’s asking), but she could effortlessly tower anyone twice her size with the enormity of her personality. Jocelyn was a brave little warrior against life’s innumerable and oftentimes extravagant tribulations. With nothing but a chill pill and a purple sword in tow, she was always ready to vanquish many of life’s fire-breathing dragons, especially the one that’s called negativity. She’s arguably one of the most positive people anyone could ever meet. Good vibes always and smile, she would always say. Funny, little girl.

A few days after she turned 53, she was diagnosed with cancer. Endometrial Carcinoma. Stage 4. A little over a year after – on June 13, 2011 – she died peacefully in her home in Dipolog City.

She was my mother.

The first time I learned about the diagnosis, my reaction wasn’t anywhere near the histrionics we see in the movies – no explosive theatrics, no hair-tearing, no crazy wailing of cinematic proportion. It was my Aunt Viola, my mom’s sister, who broke the news. And although I had the immediate reaction of most people, it was coupled with a scratch on the head, oddly. “Endo-what? H-how? Wh-? Huh?” I thought it was just a silly joke, a heartless prank and then I’d be told that it’s April Fools! But no.Like most people I spoke with, I didn’t have the faintest idea what Endometrial Carcinoma was. I knew what carcinogens are. Mom would always warn me about the dangers of eating burnt barbeque. They’re carcinogenic and carcinogens could kill you y’know, she would always say. But what about Endometrium? What is that? Too technical if you take it at face value; it sounded like something on the Periodic Table of Elements.

But seriously, what is that?

Endometrial Cancer was as exotic to me as the Martian volcanoes. It was as though a green blinking steamy rock feel from godknowswhere and hit me right smack on my massive forehead. “What is that … thing!?” Before we progress, though, for the benefit of everyone reading this blog (yeah, the three of you), allow me to provide you with some quick facts regarding this green blinking alien thing called Endometrial Cancer.

Cancer of the lining of the uterus, the endometrium, is the most common gynecologic cancer and ranks seventh among causes of female cancer deaths.
The average woman who develops uterine cancer is in her early 60s.
A small number of uterine cancers (three percent) are sarcomas, a type of cancer that grows in the muscular and connective tissue elements of the uterus.

I am male. I do not have a uterus and never will I have any uterine linings with which cancerous cells could latch onto while it nurtures itself into becoming a life-draining monstrosity. I have an appendage, thank you very much. And it is physically impossible, scientifically implausible, and logically improbable that I will ever get Endometrial Cancer. So what gives?

The epiphany came to me one day while my sister and I were having a rather animated conversation about our plans for Mom’s first death anniversary. While my sister was having a mental vomit on the exciting plans that she hoped to carry on June 13th, it suddenly occurred to me. Looking at my sister, I realized that she’s the only girl standing out of the five immediate family members that I originally have. And I was sure as hell that I don’t want to lose her or anyone to Endometrial Cancer – ever again.

Yes, I am a guy. And I have other roles that I actively take part in this life. I am a brother to an amazing sister. I am a nephew to my supportive aunts. I am a Kuya to my loving female cousins. I am a grandson to a doting grandma. I am a boyfriend to a fantastic girlfriend. And on top of that, I have a throng of wonderful female friends and colleagues. I know in my heart that I don’t want to lose any of them to Endometrial Cancer.

Whenever I go to my mom to rant, whine, grumble, and complain about any issue imaginable – whether it be about work or school or my siblings or even a little mud on the side of my shoe – she would always rattle off a litany of things to say about the topic at hand. But almost always, she would end it with a provocative question – “So … what can YOU do about it?”

Driving Miriam Defensor Santiago

Miriam Defensor Santiago stole the spotlight. Yet again. With a fierce glint in her eyes and signature fiery rhetoric in tow, Miriam approached the lectern and called some Supreme Court Justices ‘earthworms.’ I resisted the urge to stand up and clap. But I couldn’t. This woman has bigger cojones than all of the Supreme Court Justices combined. (This piece was written in 2006 – author)

As I was vegetating on my couch half-drunk and pounding on the channel button every 5 seconds, something instantly grabbed my attention. A crazy lady with big hair and funny accent. Then it dawned to me. Miriam. I knew I had to put the remote control down and marvel at her Miriam-ness. Miriam yelled. Miriam screamed. Miriam exploded. Miriam went berserk.

The Issue: She's been removed from the official list of candidates for the Chief Justice position, which will be vacated in a week or two. She suspected conspiracy and sabotage to boot her out of the list. She said she wasn’t angry, but “irate, furious, ballistic, fuming, foaming at the mouth, hitting the roof, homicidal” and basically enumerated every word synonymous with ‘angry.’ That’s my girl!

“I am humiliated! Debased! Degraded! And not only that, I feel like throwing up to be living my iddle years in a country of this nature!“

With her powerful voice, feisty façade, florid verbiage, and Harvard-meets-Iloilo accent, she pointed a finger at the empty space and screamed “I am nauseated! I spit in the face of Chief Justice Artemio Panganiban and his cohorts in the Supreme Court!”

What is not to love about a woman who looks straight into the camera and utters “gusto kong mangagat ng tao”? (I want to bite someone.) Although we don’t share the the same position on certain issues, I love her still. She’s amazing, she takes my breath away every time she opens that mouth.

I love you Miriam, I’m with you all the way.

This post first appeared in 2010, a few days before the Presidential election. We all know what happened. Gibo lost. Noynoy won. What the frack, right? But let's move on.

Glancing up at my calendar a few minutes ago, I realized that in 2013 -- that's next year -- the Philippines will, yet again, hold its biggest and most extravagant beauty pageant slash money contest (read: Elections), when the poor rich politicians will have to endure the blistering heat atop their climate-controlled float, while shaking hands with people they'd rather not share the same air with under normal circumstances.

But it's the elections -- Philippines style! So, politicos, brace yourselves!

So I thought of reposting this entry; I hope no one would mind. I doubt if Gibo's joining though. I think he's had enough already.

ANALYZING GIBO

I am going full blast with my campaign to put Gibo Teodoro in Malacanang.

For weeks now, I have been engaging people into verbal combats as to who deserves to win the upcoming presidential elections. Sadly, for most Filipinos, who would get the vote and who deserves to win are two independent concepts. I say – do not place your bet on someone who does not deserve the presidency. Simple.

You don’t vote for someone just because he’s the son of Mr. and Mrs. Whoever – vote for the candidate who has the capability to run this country. So what if he’s not popular? Popularity isn’t everything. Erap was popular – he still is. But he got booted out of Malacanang, right? And what did we do? We installed his family in Senate, for cry out loud! Why – because they’re popular. Haven’t we learned our lesson yet?

Philippine politics is all about guns, goons, and gold. Or so they say. But really, cold hard cash is the name of the game. Deny that statement and I will call you a hypocrite. Wave a few thousand pesos at anyone – or even a few hundred – and you’re the boss. The amount depends on the social status, of course. And it doesn’t have to be in the monetary form. We see it in the movies, “Panalunin mo ko at iaabswelto kita sa lahat ng mga kaso mo.” We see it happening all the time. People compromise their principles for money. Hell, even some prostitutes give in to fifty bucks. (This author cannot corroborate this statement.)

A couple of days ago, I was reunited with my some of my old college friends to catch up over coffee. Some are already in Law school, while others are taking their Masters. So I was really interested in picking their brains about the coming elections. One was for Noynoy Aquino, the other was for MONEY Villar, another one was for Dick Gordon, and of course, I was for Gibo.

There we were, debating heatedly about the various issues that the next president would have to tackle once installed in power. The discussion was pretty interesting. Then – lo and behold – it suddenly shifted gears and veered towards the subject of ‘winnability’. I tried to hide my disgust. But I puked a little in my mouth.

One of them said that this is “first and foremost a popularity contest”. True. But let’s not forget that the person whom we will be going to the polls for will eventually run this country and will decide the fate of this nation. I was with very smart people at the time. But I feel that smart people who list ‘winnability’ in their criteria in voting for a candidate should be punished or something; like have them castrated in public or whatnot.

Okay, and while we’re on the topic of popularity, why don’t we vote for Manny Pacquiao in the next presidential election. And let Charice Pempengco be his running mate. They would be unbeatable, for sure.

One classmate asked me why I’m voting for Giibo as, according to him, my candidate has been lagging behind the others in the surveys. I replied that I don’t care about the surveys, because if the surveys are an indication of what will happened in the elections then what’s the point of spending millions when we can just do away with the elections and let the surveys decide who’s the next president.

Another commented that she actually likes Gibo but felt that her vote would just go to waste because “there is no way in hell that he’ll win in May.” So she’s placing her bet on Noynoy instead for the simple reason that she dislikes Villar. Some very mature analysis there. Dumb girl.

Luckily, my co-Gibo supporter counter attacked, “If you and the millions of Filipinos who WANT to vote for Gibo but WILL vote for Noynoy just because you people are scared that your votes would be for naught, then Gibo would certainly not win.” That shut her up.

Touche.

Still sleepless from an early flight to Dumaguete, we stumbled along the airport, fumbling with our bags and fixing our messy hair to look more alive. Our shuttle driver held up a sign with my friend's name on it. It was amusingly misspelled and left us all in stitches while boarding the van. An hour's worth of drive is what it took for us to reach our destination. We barely got to catch some shuteye during the drive -- there was a long stretch of bumpy dirtroad before we finally reached our resort. It was not a refreshing way to begin our vacation, but let me tell you this: once the big gates of Antulang opened to welcome us, a love affair began.

I'm not quite sure how I first found out about Antulang Beach Resort. I think it was just a combination of my friends' Facebook status updates and about an hour of consulting Mr. Google. I ended up checking their website, and saw that they had promo packages for August and September. I quickly told my best friend this, and we rounded up more friends for a quick weekend getaway. Another friend came along with us, girlfriend in tow. We got all the more excited for the trip, as he was planning to propose to his girlfriend there! FYI, it is also in Antulang that Ryan Agoncillo proposed to Judy Ann Santos. Perhaps there's something about this place that makes the proposal magical. With the proposal planning and the travel bug biting us real hard, we were all raring to take in the Antulang experience.

If you want to take the off-the-beaten track and fall in love with nature and scenery, this sprawling Dumaguete haven will impress you. During our trip, we were pleased that the place wasn't congested, and that it had a quiet kind of aura that was such a welcome treat to our senses. Trees abound, blooming bougainvillas dotted a beautiful contrast against the greenery, and the sea breeze gently soothed our skin.

Antulang has an on-going promo until September 30, 2009. We availed of the Getaway Package (P3,575/pax triple occupancy for 3 days and 2 nights) entitling us to a Seaview Cottage (with outdoor jacuzzi that can comfortably fit 2 persons). Along with the package, daily breakfast and dinner, roundtrip transfers, complimentary activities (like kayaking, snorkeling, et cetera).

The Seaview Cottage ($140 - regular rate) is roomy and cozy with its wooden interiors. The bathroom is compact and clean, while the front area of the cottage had a platform with a jacuzzi facing the sea. It actually exceeded our expectations, since we assume promo packages tend to be mediocre.

What also surprised us was the promo's complimentary breakfast and dinner - serving sizes are ample, and the menu has just enough options for a weekend stay. This is a good thing, since the city proper is far away and you're basically left to try out the resort's food offerings to make the most out of your time. Breakfast is your staple Filipino or Continental fare, with coffee or juice (I recommend their Chorizo-silog).

The dinner is more special, as it comes complete with appetizer, soup or salad, main course, and dessert. I liked their Egg Drop Corn Soup and Grilled Tanigue with rice. The fried Shrimp Roll was quite tasty, too, and its serving is big. Come dessert time, go for their Mango Float.

If you are going ala carte (for lunch time, for example), I suggest you order ahead of time since the preparation time can take 20 to 30 minutes. Their Battered Chicken is excellent, and the Pancit Canton, they say, is also a best-seller. For a hot afternoon, Fruit Shakes are your best bet to cool down. You can actually order meals way ahead of time. For example, order your breakfast the night before, and just inform them of the time you will eat. They can call you up the next day to wake you up in time for breakfast, so that you arrive on your table with the food ready for you.

Rediscover Paradise

A cruise away from Antulang is the Tambobo Bay, which is surrounded by lush mangroves, trees and bamboo. You can choose from three vessels for the Tambobo Bay Cruise (P4,000-P5,000, depending on vessel), which can accommodate 20 to 40 people. Take the cruise during sunset for good photo-ops, or while the sun is up high if you want to do some sunbathing onboard. Better yet, wait for the sunset and have your dinner onboard.

For the Getaway Package, we got to avail of our complimentary kayaking and snorkeling. The boys got to use the game room, where they played billiards while we took a nap. We tried out their different pools, too!

We weren't able to go horseback riding (you can take the horses to the beach/water!), as on our second day we availed of a room upgrade. Just in time for my friend's proposal! Oh, we refused to leave our unbelievably beautiful Pool Villa.

Aaaah, living the high life! A villa by a cliff, overlooking the sea. A big jacuzzi heated up and bubbly for you with some gumamela (which is what Antulang is, the local name for hibiscus). A private swimming pool that needs no swimsuit requirement. Guaranteed privacy, peace and quiet. A king sized bed and a spacious toilet and shower, with a vanity area.

With the Pool Villa ($450 - regular rate), you will never want to leave Antulang. You are in your own little paradise...

But that's not to say Antulang's common facilities aren't great -- they are. Their pools operate 24/7, and they're equally beautiful. There's a shallow area with waterfalls for the kids, there is also an infinity pool near the bar. It has a spectacular view both day and night. And for diving newbies, a deep diving pool where you can have a Pool Introduction (P2,340) with their PADI dive instructor.

Antulang Beach Resort has a lot to offer that the hour's drive to the city is not a deterrent -- you have many activities to choose from within the resort that can keep you happily busy. The resort is a work in progress, too, as during our trip we saw some on-going construction in the far end. Looks like they are expanding the land area and perhaps adding more exciting amenities. This definitely calls for a re-visit next year!

Happily Spoiled

This sprawling Dumaguete haven not only houses beautiful villas with a splendid view. When talking about Antulang, I have to talk about their service. Perhaps it's for Dumagueteños in general, but our service - from airport transfers, front desk, and waiters - is commendable from Day 1. Our driver also patiently waited for us during our day trip to the city, also suggesting places where we should go.

Another plus when staying Antulang is that you can have a personal butler for your entire trip (if you avail of the Pool Villa). We have no complaints about our butler, Alexis - he knows how to take care of resort guests well. He would always serve us with a smile, from taking our food orders, helping us with our kayak, or suiting us up our life vests for snorkeling. My friends and I now joke that after experiencing this kind of friendly service with Antulang, there's no downgrading now -- we've been spoiled! I learned from my father before the trip that people from Dumgauete are really kind, but I didn't realize how until Antulang. I can now agree that yes, their city is indeed, the 'City of Gentle People.'

I have to admit, I still have an Antulang hangover. I had a good combination that can't be beat - a wonderful set of friends, friendly service, awesome facilities and accommodations. We've all decided to come back soon. I'm smiling as I remember our trip, how Antulang has taken care of us and won our hearts. Oh, and how can I forget? We came back to Manila with a newly engaged couple who can't take their hands off each other. Now that's our icing on the cake!

The Philippines’ Road Ahead, Part 2:
A Unitary System or a Federal System?

The difference between “Presidential or Parliamentary” systems, which we discussed in Part One of this exploration of ways to improve the way the Philippines is governed, and “Unitary or Federal” systems is that the former are systems of government, while the latter are systems of administration. In other words, both a presidential or parliamentary form of government can be organized as a unitary or federal system, and there are examples of all four combinations among the world’s democracies:

Parliamentary and Unitary:

Singapore, Japan, New Zealand

Parliamentary and Federal:

Australia, Canada, Malaysia

In a unitary system, the nation is constitutionally governed as single unit in a “top-down” fashion. Political power of the government might well be delegated to lower levels, as is done here in the Philippines with the country’s arrangement of regions, provinces, municipalities, and barangays, but the central government retains the ultimate authority. The particular arrangement of lower government levels, the geographic areas they cover, and their specific rights and responsibilities are not constitutionally-protected, but are defined, and can be changed by, laws made by the national legislature.

In a federal system, the lower levels of government – usually called states or provinces – have a constitutional existence, and cannot be unilaterally changed by the national government. The nation is effectively governed in a “bottom-up” fashion; whether it is explicitly stated in the nation’s constitution or not (as it is in the U.S. Constitution) the national government has rights and responsibilities delegated to it by the states or provinces, rather than the other way around as in a unitary system.

The contemporary “conventional wisdom” in the Philippines, and indeed, throughout the world in general, is that Federalism is a better alternative than a unitary government. There is no example in recent history of a democratic nation moving from a federal system to a more centralized or unitary organization. For what it’s worth, being a citizen-product of the highly-federalized United States of America I have always assumed a federal system is superior in terms of governmental efficiency and accountability, and clearly the leadership of the Philippines feels the same way: Senate Joint Resolution 10, filed on April 23, 2008 by 16 of the 24 Senators (including presumptive President-to-Be Noynoy Aquino, although he only signed on later as a co-author) called for the convening of a Constituent Assembly to amend the Constitution to provide for a Federal government and reorganizing the country into 11 states, with Metro Manila being an analog to Washington, D.C. as a Federal Administrative Region. The rationale for this, as stated in the preamble to the resolution, is that “…the federalization of the Republic would speed up the development of the entire nation and help dissipate the causes of the insurgency throughout the land, particularly, the centuries-old Moro rebellions.” The thinking behind this and all such initiatives anywhere is that Federalism reduces corruption or at least limits its scope, provides for a more efficient distribution and use of resources, and speeds the pace of tangible development in infrastructure, economy, education, health care, and other matters.

All well and good…except it may be wrong. Two different empirical studies – the first originally written in 2001 and published in the journal Economics & Politics in 2005 by Daniel Lederman and Norman Loayaza of the World Bank and Rodrigo Reis Soares of the University of Chicago, and the second presented at a meeting of the American Political Science Association in 2004 by John Gerring, S.C. Thacker, and Carola Moreno of Boston University – present powerful arguments that unitary systems of government are in general more effective than federal systems at achieving exactly the kind of aims expressed in, for example, Senate J.R. 10. Lederman, Loayaza, and Soares focused their study on corruption, while Gerring, Thacker, and Moreno studied a broad range of 15 indicators and concluded,
“Unitarism is associated (at the ninety-five percent level of confidence or better) with better telecommunications infrastructure, lower import duties, greater trade openness, higher regulatory quality, and higher levels of per capita GDP, across both full and reduced-form models. It is significant at the ninety percent confidence level in the reduced form model for investment rating.

“Results for our three measures of human development are also encouraging. Unitarism is significantly associated with lower infant mortality and illiteracy rates. Results for life expectancy are strongly significant in the reduced form but not in the full model.

“…It appears that unitary systems hold distinct advantages over federal ones across a wide range of indicators of political, economic and human development. In only one case—the full-form model for political stability—do federal structures appear to offer an advantage in good governance. Results for Unitarism are especially strong for economic and human development.” [emphasis added]

Both sets of researchers are careful to point out that their findings, while strong and able to stand up to empirical testing, are still generalizations and are not immune to the obvious exceptions that exist in the world in countries such as the United States. However, it appears that the historical origins of federal systems are the significant factor in determining whether those systems are successful, and have the additional effect of rendering a comparison with a hypothetical unitary system in those countries impossible. It’s also important to note that both studies are clear that they are done using controlled sets of variables, are based on existing or past conditions rather than possible future ones, and that as a result future research could conceivably reach different conclusions.

So does that definitely mean that a federal system is wrong for the Philippines? Not necessarily, but on the other hand, a search for studies that refute the ones cited above – with any sort of argument, let alone one of the same empirical strength – turns up nothing at all, at least so far. Furthermore, if the historical composition of the country is the determining factor in whether it can be a successful exception to the general rule that unitary systems are superior, then there is little in the Philippines’ political history to suggest that would be the case here. But on the other hand, the geographical and cultural make-up the country – in that it is a collection of islands rather than a contiguous landmass, which has led to a patchwork of language and culture – might well substitute for “historical-political composition” and provide a natural set of divisions upon which to base a federal system.

Certainly no one can argue that the current system of government in the Philippines is efficient, works to prevent corruption, and is a catalyst for development, and that in itself is a strong argument against unitarism. But federalizing simply for the sake of “trying something different,” which seems to have been the sentiment behind S.J.R. 10, would be irresponsible. I seriously doubt the Senate subjected the question to the same sort of rigor that the researchers cited above did, and that is exactly what would have to be done – taking into consideration not controlled variables but the specific, unique, naturally stochastic conditions in this country – in order to arrive at the right answer.
