SM Group and Deutsche Bank Donate P17M Worth of Classrooms

One of the country’s biggest firms and an international bank are giving some P17 million to help government deal with the perennial scarcity in public school classrooms.

The SM Group, a retail store, along with Deutsche Bank, signed agreements with the Department of Education (DepEd) to fund up to 26 classrooms in selected locations.

The assistance came as DepEd doubled its classroom building goal this year to some 30,000 across the country to reduce by more than half the existing shortage.

Public schools are currently in need of some 50,000 classrooms to reduce congestion and achieve the suitable classroom-student ratio of one to 45.

“The resource distance in the country’s public school system is so enormous that any aid from other sectors especially non-public businesses is most welcome.

In respect to the fresh agreements, SM Prime will handle the construction of a two-story building with four classrooms in Dasmariñas, Cavite.

SM Prime will also build six 1 story, 2 classroom,: one unit each in Davao City, General Santos, Sariaya and Cebu; and 2 units (four rooms) in Pampanga.

The overall P10.8-million project value will also pay for classroom fittings, including chairs, furniture, wall fans and chalkboards.

SM Prime and Deutsche Bank also donated a 2 classroom in San Jose del Monte, Bulacan, and a 2 story, 4 room building in Navotas City, each contributing P2.15 million.

With Banco De Oro Foundation, SM Prime will construct a P2.2million building with 4 school rooms in GenSan City. Lecture rooms will be complete with school furniture.

The project with the SM Group and Deutsche Bank will be under the Adopt-a-School system, “one of DepEd’s most successful and innovative ways” of working with the non-public industry.

Guidelines on the Proper Recording and Booking Up of School Building

Central Office Procured/Constructed School Building.

The Physical Facilities and Schools Engineering Division must provide the following document to Property Division for recording purposes.

a. Copy of the perfected contract
b. Program of works
c. Certificate of 100% completion and
d. Certificate of acceptance.

The contract and the necessary supporting document shall be attached to the disbursement vouchers of progress billing/payment, and payment shall be recorded under the account construction in progress while the project is still under construction. Payment must be made only after checking the completeness and authenticity of the following documents.

The National Educators Academy of the Philippines shall administer the qualifying process for interested applicants to Principal 1 positions. The enclosed Revised Guidelines on the Allocation and Reclassification of School Head Positions with the corresponding flowchart of processes guidelines shall be utilized in administering the qualifying process to be conducted by the NEAP in close coordination with the Schools Division Offices through the Regional Offices.

An advisory shall be issued by the NEAP on the details pertinent to the qualifying process which includes the written examination, basic training course for head teacher 1 required accredited training program, as indicated under Item VB 7 entitled Basic Policies on Reclassification of School Head Positions. Public the school teachers have began getting their Productivity Enhancement Incentive (PEI) as the Department of Education (DepEd) continues to monitor its regional offices national to ensure that teachers obtain theirs in time for the holiday season. The P10,000 PEI is typically referred to as the Christmas bonus.

“As quickly as we got authorization from the Department of Budget and Management, our releasing officers have commenced the handling of fund release. We had our implementing units, prepare the required papers so when the money are obtainable, we can fast track payment to our teachers and personnel” said Education Secretary Armin Luistro.

The education chief said that the office hopes to complete the release of the Christmas bonus to all teachers ahead of Christmas day if no major hitch comes up.

As of December 15, Regions 1, 2, and 7 announced that all teachers in their particular regions have acquired their bonuses. Bicol Region (Region 5) has paid 95% of its teachers while 90% of teachers in Metro Manila (NCR) have already received their bonuses.

Release of obligations to teachers are still on-going in Regions 3, 5, 6, 9, 10, Caraga, the Cordillera Administrative Region (CAR) and the National Capital Region (NCR).

Meanwhile Regions 4A, 4B, 8, 11, and 12 are processing the fund transfers and aim to pay teachers on Friday, December 16 or early next week. They received their cash allocations on Tuesday, December 13 while others received it the following day.

The DepEd in the Autonomous Region in Muslim Mindanao is independently monitoring the progress of their payments.

Guidelines on the Utilization of Additional Maintenance and Other Operating Expenses for Secondary School Offering the Special Program in the Arts

From 2008-2010m, the pilot schools which became the lead schools implementing the special program in the arts were provided with an additional maintenance and other operating expenses budget in the amount of 500,000.

Fir School Year - 2011-2012, the recipients of the subsidyt of 500,000 per schools shall be the 17 expansion schools in the different regions listed in the enclosure. This is done to support the development of the additional schools offering SPA.

The subsidy shall be releases directly to the recipients scholls with fiscal autonomy or through the school division offices for schools without fiscal authonomy pursuant to the provision of the DepED - DBM joint circular no 2004-1.

The additional MOOE shall be used for the following subsidies and activities;

20% of the subsidy - Training of the teachers and administrator on relevant topics in the Arts

40% of the subsidy procurement of Art and Music supplies, costumes and instructional materials in the different art areas

20$ of the subsidy student development activities such as training workshop, participation in Deped approved art festivals and competitions

20% of the subsidy - participation of the teachers in the DepED sponsored scholarships, professional upgrading of the teachers including enrollment in the master degree program.

P1.32B Textbook Contracts of DepEd, Questioned

If things go as planned, the Department of Education will start providing this month Sixty one.4 million duplicates of textbooks as well as teachers’ manuals worth P2.58 billion to open public elementary and high colleges nationwide.

The deliveries consist of some 40 titles, both aged and new, these expected to be written by summer. When college year 2012-13 rolls around, every public school child will have his or her own textbook in all the core subjects except in senior high school Filipino where absolutely no books were purchased by the DepEd.

But civil society watchdogs as well as a number of former and present education officials say about half the books, or just over $ 30 million copies valued at P1.317 million, were procured through direct contracting, a mode they said breaks Republic Act No. 9184 or the Government Procurement Change Act. The law sets competitive or open public bidding as the guideline for all state procurements and allows direct getting only in “highly outstanding cases.”

The dealings involve seven marketers of 18 old titles that have been in use in public schools for almost a decade. And it was Education Secretary Armin Luistro that decided in late April to buy the books through direct getting. Pursuant to the Presidential Proclamation no 683 dated Jan 28, 1991, declaring the month of Feb of every year as National Arts Month, the National Commission for Culture and the Arts will lead the celebration of the 21st National Arts Month dubbed as Philippines Arts Festival 2012 with the theme "Ani ng Sining" and sub theme Tradisyon at Inobasyon in Feb 2010. This years celebration will be call to hope, a challenge to act, an invitation to commit, a celebration of creativity and an affirmation of the Filipino inner strength which can be a catalyst for social transformation.

Elementary Science Schools Obtain Teaching Improvement Subsidy

The Department of Education can give some P27 million in subsidy to the country’s special science elementary schools (SSES) nationwide in line with its thrust to further strengthen the teaching of the sciences in schools.

Of the country’s 200 SSES, 103 schools will receive the subsidy. The rest will get their own financial support from the Special Education fund.

Education Secretary Armin Luistro said the subsidy will mainly go to the enhancement of the capacity for science teachers which is a critical input in generating high-caliber science students.

“ It is important that we invest in the enrichment of our teachers’ mentoring skills specially in the field of sciences because it will have a bearing on the type of science oriented graduates we produce,” said Luistro.

Based on DepEd Memo no. 88, 40% of the allotment will go to the enhancement of the capability of instructors and school heads via their engagement in conferences, trainings, seminars and engagement training in science-oriented schools. However, 25% will go to the development of pupil actions such as investigatory projects, leadership classes, workshops, academic visits and participation in science connected activities.

SCHOLARSHIP OFFERING OF THE COLEGIO DE STA. LOURDES
OF LEYTE FOUNDATION

The Colegio de Sta. Lourdes of Leyte Foundation, Inc. announces the offering of scholarships for the children of teachers who have a desire to further their education in the tertiary level. The Foundation is currently offering two (2) four-year Commission on Higher Education (CHED)-approved courses: Bachelor of Science in Nursing and Bachelor of Science in Entrepreneurship.

The scholarship offering aims to show appreciation and issue for the future of the children of teachers, who would like to study in the tertiary level.

With this scholarship, the scholars will avail of the 100% free tuition and free use of the dormitories for the first semester of their first year. The scholars will have the obligation to retain and renew their scholarship status by maintaining a general weighted average prescribed by the scholarship program administrators. They will also be assessed a minimal commitment fee each semester. This and other guidelines are strictly enforced in order to ensure the proper effort and attitude on the part of the students. With these policies set up, the students are less likely to take the scholarship for granted.

Additional Subsidy given to Top Executing Public Art High School

Seventeen of the country’s art schools offering the special program in the arts (SPA) will each obtain P500,000 in additional subsidy to boost the capacity of these schools in delivering the actual specialized program.

Education Secretary Armin Luistro said this is part of the government’s pushed to democratize access to other instructional tracks that nurture the creative skills of learners.” This is consistent with our want to enhance the basic education curriculum so that students who have the particular inclination towards the arts will have the actual venue to further develop their self-expression,” Luistro added.

The 17 growth schools were developed from the original 17 public higher schools offering SPA that was piloted in 2000. From the 17 pilot schools, the number extended to some 75 schools across the country which caters to students that favor the arts. The Seventeen expansion schools were picked from the 75 public higher schools after displaying capability to nurture more students in six art disciplines specifically music, visual arts, movie theater arts, creative writing, mass media arts and dance.
