Campaigns against smoking have suggested that this may be because more smokers are turning to electronic cigarettes to help quit smoking.&lt;br /&gt;It is also the first time that number has declined for two consecutive years since smoking cessation services NHS were first proposed by all local authorities in England in 2001, anti-smoking charity ASH blame fall on a "combination of the effects of changes in health services, less massive advertising campaigns that specifically encourage people to visit the services and the impact of electronic cigarettes."&lt;br /&gt;"We know that more and more people use electronic cigarettes to help quit smoking," said Hazel Cheeseman, director of policy at the charity. Dr Min said: “Smoking is an established risk factor for cardiovascular disease. Studies have identified that quitting smoking can reduce heart attacks and death but have not examined the relationship of this salutary effect on the presence and severity of coronary artery disease (CAD). Our study aimed to find out what impact stopping smoking had on the risk of cardiovascular events, death and the severity of CAD.”&lt;/div&gt;

The prospective CONFIRM (Coronary CT Evaluation for Clinical Outcomes: An International Multicenter Study) registry of 13,372 patients from 9 countries in Europe, North America and East Asia examined the risk of major adverse cardiac events in 2,853 active smokers, 3,175 past smokers and 7,344 never smokers.&lt;/div&gt;
&lt;div style="background-color: white; box-sizing: border-box; color: #555555; font-family: Arial, sans-serif; font-size: 14px; line-height: 23px; word-wrap: break-word;"&gt;
Both active smokers and past smokers had a higher prevalence of severely blocked coronary arteries compared to non-smokers. This was determined using coronary computed tomographic angiography (CCTA), a non-invasive imaging technique that enables direct visualisation of the coronary arteries. Active and past smokers had a 1.5-fold higher probability of severe stenoses in 1 and 2 major heart arteries, and a 2-fold increased probability of severe stenoses in all 3 major heart arteries.&lt;/div&gt;

Dr Min, who is director of the Institute of Cardiovascular Imaging at the New York-Presbyterian Hospital and the Weill Cornell Medical College, said: “Our results show that quitting smoking does not reduce the amount of disease smoking causes in the coronary arteries, but it does reduce the risk of heart attack and death to the levels of non-smokers.”&lt;/div&gt;

After 2.0 years of follow-up, 2.1% of the study patients experienced heart attacks or death. Rates of heart attack or death were almost 2-fold higher in active smokers compared to never smokers. Past smokers had the same rates or heart attack or death as never smokers, despite having a higher prevalence, extent and severity of CAD (see figure). The findings in both active and past smokers persisted even when they were matched with non smokers who were similar in age, gender and CAD risk factors.&lt;/div&gt;

Dr Min said: “Our study was the first to demonstrate that the presence and severity of coronary blockages do not go away with quitting smoking, but that the risk of heart attack and death does. Future studies are being pursued to determine how this protective effect may occur.”&lt;/div&gt;

He continued: “Numerous questions remain and require further study. For example, will the severe blockages observed in patients who have quit smoking provoke adverse events after 2 years (the duration of the present study). Further, does the duration of smoking or the number of cigarettes smoked per day affect the severity of CAD or the prognosis related to quitting smoking. Our team and several others are pursuing such investigations.”&lt;/div&gt;

Later that year, the group Smoke Free Natrona County pushed for the appointed members of the Casper-Natrona County Board of Health to consider banning smoking in all indoor businesses and near entrances.&lt;/div&gt;

Proponents insisted it was a public health issue for patrons and employees.&lt;/div&gt;

Opponents expected DUIs in Casper, Mills and Evansville to rise as people drove outside Casper city limits to smoke while they drank. DUIs were actually down in the months after the ban. On the other hand, beer sales patterns suggested Mills and Evansville had seen increases, while Casper’s former smoking venues had generally declined.&lt;/div&gt;

Mentioned by&amp;nbsp;NPR&amp;nbsp;earlier today, the New York City Council has modified the current&amp;nbsp;smoking ban within public places to include electronic cigarettes, devices that emit a steam-like vapor rather than smoke. The decision passed in a&amp;nbsp;43 to 8 vote, thus&amp;nbsp;e-cigarettes will not be allowed in bars, restaurants, office buildings, beaches or other public areas. This means that office workers will have to exit to designated smoking areas in order to use their&amp;nbsp;e-cigarette as opposed to puffing away at their desk. Assuming&amp;nbsp;Mayor Michael Bloomberg signs the bill before leaving office at the end of the year, smoking e-cigarettes will be&amp;nbsp;prohibited in public places after a 120 day waiting period.&lt;/div&gt;

For those unfamiliar with&amp;nbsp;e-cigarettes, the device is a long metal tube which contains a&amp;nbsp;nicotine-infused liquid. The liquid comes in traditional flavors such as menthol as well as a varied range of flavors that include different types of fruit, chocolate, coffee, bacon, bubble gum, cinnamon, maple syrup and Coca-Cola. When a smoker takes a puff of the&amp;nbsp;e-cigarette, the liquid in the device is heated and a&amp;nbsp;vapor is pushed out on the opposite end of the device. However, since the vapor doesn’t contain the tar found in regular&amp;nbsp;cigarette smoke, it’s thought to be less harmful than traditional&amp;nbsp;cigarettes.&amp;nbsp;&lt;/div&gt;

Members of the council were also concerned that the use of&amp;nbsp;e-cigarettes in areas that banned&amp;nbsp;traditional&amp;nbsp;cigarettes would&amp;nbsp;undermine the enforcement of the original law. In other words, authorities would have to spend time checking to see what type of&amp;nbsp;cigarette is being smoked when attempting to discourage the smoking of traditional&amp;nbsp;cigarettes.&amp;nbsp;&lt;/div&gt;

Speaking in favor of e-cigarettes,&amp;nbsp;former Surgeon General&amp;nbsp;Richard Carmona sent a letter to the council which stated “&lt;em style="border: 0px; font-family: inherit; font-variant: inherit; font-weight: inherit; line-height: inherit; margin: 0px; padding: 0px; vertical-align: baseline;"&gt;I’m extremely concerned that a well-intentioned but scientifically unsupported effort like the current proposal to include electronic cigarettes in New York’s current smoking ban, could constitute a giant step backward in the effort to defeat tobacco smoking&lt;/em&gt;.” However, it’s important to note that Carmona is also a&amp;nbsp;board member for NJOY, a popular manufacturer of&amp;nbsp;electronic cigarettes.&amp;nbsp;&lt;/div&gt;

While more study is likely needed to determine the long-term health effects of the e-cigarette vapor, a medical study&amp;nbsp;published in The Lancet&amp;nbsp;during September 2013 found that the use of e-cigarettes was just as effective as nicotine patches when attempting to quit smoking&amp;nbsp;and there were few adverse effects.&lt;/div&gt;

Interestingly, New York City recently changed the age law that restricts the purchase of all tobacco products to people under 18 and increased that age limit to 21. However, New York City wasn’t the first area of the United States to ban e-cigarette smoking in public places.&amp;nbsp;Utah, North Dakota and New Jersey have already put statewide bans in place and Boston has banned the use of the device within the workplace.&lt;/div&gt;
