Spain: INTERPOL Targets Trafficking Of Stolen Vehicles

In an INTERPOL-supported operation in Spain targeting the trafficking of stolen vehicles, nearly 20 vehicles were recovered and some 15 individuals arrested. Led by the Spanish National Police, Operation Paso del Estrecho (which means ‘crossing the straits’), was conducted from 28 July to 1 August at the port of Algeciras in southern Spain, a known route used by organised criminal networks to smuggle cars stolen from throughout Europe into North Africa.

With the assistance of INTERPOL’s Stolen Motor Vehicles (SMV) unit, police monitored car ferries leaving the port en route to Morocco, with some 5,000 vehicles screened against INTERPOL’s SMV database. INTERPOL coordinated the deployment of 28 experts from seven countries to support the operation. The experts are members of the INTERPOL Stolen Motor Vehicles (SMV) Task Force, comprising police and private investigators who support member countries with operations targeting the theft and trafficking of motor vehicles. The INTERPOL SMV database contains more than 7 million records submitted by 128 member countries. In 2013, countries searched the database more than 125 million times, resulting in 117,000 positive hits. “Operation Paso del Estrecho was very important because it allowed us not only to detect and recover stolen vehicles from Spain and other European countries, but also to obtain crucial information that will allow us to continue our investigations into the organized crime groups dedicated to illegal vehicle trafficking,” said Ángel Arroyo Morales, Head of the vehicle crime investigation unit of the Spanish National Police Central Squad of Organized Crime. “There is no doubt that with strong cooperation between INTERPOL and police across Europe and beyond, we will continue to recover even more stolen vehicles before they can be used for criminal purposes,” he concluded. In addition, 15 people were arrested during the operation, including one Ukrainian and two Spanish nationals arrested in connection with a major investigation of the Central Squad of Organized Crime of the Spanish National Police.

They are suspected of being the masterminds behind a vast trafficking ring transporting stolen luxury cars between Spain and Ukraine, via Poland and Moldova. The stolen vehicles seized came from various European countries including Belgium, France, Germany, Italy, the Netherlands and Sweden, demonstrating the transnational character of this crime. “The trafficking of stolen vehicles is a crime that knows no borders. The only way to effectively combat the organized criminal networks behind this crime is therefore through coordinated joint actions, as evidenced by this successful operation,” said INTERPOL’s Director of Specialized Crime and Analysis, Glyn Lewis. Operation Paso del Estrecho is an annual initiative conducted by Spanish police in Algeciras – a major gateway between Europe and Africa which sees approximately 4.8 million people and 1.3 million vehicles pass through each year – to prevent stolen vehicles from leaving the country and to identify and disrupt the criminal groups responsible for the illicit trafficking. Highlighting the links between organized crime and the trafficking of stolen motor vehicles – which are often used in the commission of other serious crimes – is a key part of INTERPOL’s global Turn Back Crime campaign. The campaign aims to raise awareness of these hidden links, and of the very real effect these crimes can have on people’s daily lives.

Former European boxing champion Jamie Moore is under armed police guard in a Spanish hospital after he was shot in the legs in Marbella at the weekend.

Moore is currently based in Spain with his wife and two children where he is training Irish boxer Matthew Macklin at the MGM gym in Puerto Banus ahead of his upcoming fight in the National Stadium on August 30. Moore was shot in both legs and the foot when the gunman targeted him after he left a party on Saturday night but his injuries are not believed to be life-threatening. “Just to let everyone know Jamie Moore is still in hospital but he should be ok,” Macklin tweeted last night. “He was shot in his legs but the doctors have said there shouldn’t be any serious or permanent damage done.”

The coach and well-respected Sky Sports pundit who has no involvement in crime agreed to become Macklin’s coach last year, but gardai sources have indicated that “special surveillance plans” are in place for the upcoming fight. The villa where Moore was shot is owned by boxing manager Daniel Kinahan, a key member of the Christy Kinahan crime syndicate which operates a sizeable crime operation on Spain’s infamous Costa del Crime. Nicknamed the ‘Tipperary Tornado’, Birmingham-born Macklin has no involvement in crime but has been photographed in the company of major gangsters Gary Hutch and Daniekl Kinahan at major events.

Former British and European champion boxer Jamie Moore has been shot in Marbella - apparently in both legs.

Moore, the former European light-middleweight champion, was in Spain working at a gym owned by boxer, Matthew Macklin, who he is training.

It is understood the 35-year-old Moore, from Walkden, Greater Manchester, has now left hospital after treatment.

Moore, highly regarded in the sport, was on the verge of a WBC title shot, in 2009, but decided to quit the sport in 2010 on medical grounds.

Moore is a former two-time British light-middleweight champion and Commonwealth champion.

A source told the Manchester Evening News: "It would appear he was out and about, not at the gym, when he was shot."

A spokesman for the Foreign Office confirmed that a British national had been shot over the weekend.

Moore was helping prepare Mackin for a fight in Dublin later this month against Argentinian, Jorge Sebastian-Heiland for the WBC international midldeweight title.

As well as a working as a trainer Moore has worked as a TV commentator.

He is a friend of former boxer, Ricky 'The Hitman' Hatton, who told the Manchester Evening News 'battler' Moore would bounce back from the attack.

He said: "I'm devastated by this news. Jamie is a great pal of mine and my thoughts are, of course, today with him and his family.

"He's a great battler and if anyone's going to pull through in hospital it'll be him."

Moore has spoken at several charity events and fundraising dinners for boxers' whose carrers have been cut short by injury.

Moore won a legendary fight with Macklin in 2006 at the George Carnell Leisure Centre in Davyhulme in what was dubbed the 'fight of the year'.

He won 32 of 37 bouts with 23 being knockouts.

Moore boxed an an amateur before turning professional in 1999.

One of Moore's most memorable moments came last year in a three-round knockout victory over Michele Piccirillo for the European belt.

He will also be remembered for his domestic fights with Matthew Macklin, Michael Jones and Ryan Rhodes.

Local Spanish police are investigating the shooting and are likely to alert Britain's National Crime Agency.

So far there have been no arrests.

Within the first hours after her death, Moroccan authorities feared the death was caused by the Ebola virus. But a statement from the Ministry of Health said the woman suffered from an acute “pulmonary edema.” It is unclear, however, whether this statement will dispel people’s fears regarding the safety of the 30,000 Moroccans who will go to perform pilgrimage next September. Airport staff tonight told of their fears of an Ebola outbreak after a passenger from Sierra Leone collapsed and died as she got off a plane at Gatwick. Workers said they were terrified the virus could spread globally through the busy international hub from the West African country which is in the grip of the deadly epidemic. The woman, said to be 72, became ill on the gangway after she left a Gambia Bird jet with 128 passengers on board. She died in hospital on Saturday. Ebola has killed 256 people in Sierra Leone. A total of 826 have died in West Africa since the outbreak began in February. Tests were carried out to see if the woman had the disease. The plane was quarantined as officials desperately tried to trace everyone who had been in contact with the woman. Airport workers faced an anxious wait to see if the woman had Ebola. One said: “Everyone’s just petrified. “We’ve all seen how many people have died from Ebola, especially in Sierra Leone, and it’s terrifying.”

EU member states should carry out a thorough investigation into CIA-run prisons in Europe, where the inmates were subjected to torture, Russian diplomat Konstantin Dolgov said Monday. "Human rights activists are reasonably demanding the government of Poland to finally conduct an effective investigation into secret CIA prisons on its territory. Similar steps should be taken by other EU member states on which territories CIA torture camps operated," the Russian Foreign Ministry’s Special Representative for Human Rights wrote on his Twitter page. Last week, the European Court of Human Rights (ECHR) ruled that Poland violated an international treaty to protect human rights by hosting secret CIA prisons on its territory. The case was filed by two men who charge they were taken to a secret CIA black site in a Polish forest and subjected to torture before being transferred to Guantanamo Bay. An investigation into the detainees' treatment was opened in Poland in 2008 but is still not concluded – a situation that has been condemned by the UN's anti-torture body. Poland is one of a number of European countries accused of hosting secret CIA prisons. Meanwhile, Romania, Bulgaria, and Lithuania also have had allegations made against them for being part of the CIA black site network.

The Cyprus Foreign Ministry has confirmed that five Cypriots have been arrested in Morocco on suspicion of attempting to smuggle drugs out of the North African country. The Cypriots – whose ages are still unknown but are said to be over “18 years of age” – were arrested last week as they attempted to leave the country and are said to be looking at criminal charges relating to drug trafficking. Although the exact amount was unconfirmed, sources yesterday suggested that the group attempted to smuggle 15 kilos of hashish out of one of the country’s airports. “We can confirm that five Cypriots have been detained in Morocco and we are liaising with our Embassy in Paris, which is also responsible for Morocco, in an attempt to stay in contact with the individuals,” Ministry official Petros Kestoras told The Cyprus Daily on Tuesday. “We are as yet still unaware as to the exact amount of illegal substances they are said to have reportedly attempted to smuggle. We are also unaware of the exact substances. We do know that criminal procedures are ongoing and that the five individuals are obviously in police custody.” Morocco is one of 32 countries that impose capital punishment for offences involving the illegal importing, exporting, sale, or possession of narcotic drugs and psychotropic substances. But there has only been only one execution since 1983, and it happened in 1993. A total of 198 people were sentenced to death between 1956 and 1993, although there was an 11 year lull in executions between January 1982 and August 1993. The issue over capital punishment is a hot topic in Morocco. Officially, the stance of the current government is for "de facto" abolition but the Ministry of Justice has declared that terrorism is still an obstacle to "de jure" abolition. Figures from the US State Department claim that – until 2010 - a total of 104 inmates were on death row. According to a United Nations report, Morocco is a major source for cannabis, of which several hundreds tons reach mainly European markets every year.

Cannabis cultivation is concentrated in the underdeveloped region of the Rif in the North, for which the Government has adopted a national five-year development programme. In addition to the significant illicit trafficking of cannabis resin, the country is affected by growing international trafficking of heroin and cocaine and by related organised crime, including money laundering. As the main supplier country, “Morocco has long been a popular route by which drugs enter Europe”. It is a transit point for the ‘hashish’ consumed in Europe, but also of other illegal drugs principally coming from Latin America and East Asia.

The coast of Spain is the most common landing point of the drug, and to a less extent France, United Kingdom and other European countries Back in December 2012, Spanish police seized eleven metric tons of hashish smuggled from Morocco on trucks with tanks rigged to hide the drugs. Thirty five people were arrested in what was described as the breakup of a major smuggling ring that fed the European market.

A Spanish court will push ahead with prosecuting the Barcelona forward Lionel Messi for alleged tax evasion despite a recommendation from the public prosecutor the charges be dismissed. The prosecutor argued in June that Messi’s father Jorge was responsible for the family’s finances and not the four-times World Player of the Year. However, the court in Barcelona has decided that Lionel Messi could have known about and approved the creation of a web of shell companies that were allegedly used to evade taxes due on income from image rights. The judge in the case ruled that the case against both Messis should continue. Argentina’s Messi and his father were accused last year of defrauding the Spanish state of more than €4m (£3.1m) by filing false returns for the years 2006 to 2009. They have denied wrongdoing. One of the world’s highest-paid athletes, Messi earns just over $40m (£23.5m) a season in salary and bonuses, according to Forbes magazine, as well as about $23m from sponsors. The magazine has him as the fourth top-earning athlete behind the boxer Floyd Mayweather, Real Madrid footballer Cristiano Ronaldo and basketball player LeBron James.

A new study shows that one in every three Irish people robbed while on a foreign getaway believe they, or a travelling companion, "looked like a tourist" when targeted by thieves. Men are more likely to be robbed with a map in hand or camera around their neck with 33pc of those targeted admitting they were an obvious target for opportunistic thieves, compared to 25pc of women. Overall more than one in every 10 Irish people (12pc) admitted to being robbed while on their holidays in the study by AA Ireland. Men are more commonly targeted than their female counterparts while abroad.

Spain is the holiday destination where most Irish people are robbed with a third of those surveyed revealing they had been robbed there, followed by France and Italy – three of the most popular places for Irish people to holiday. Of the 3,000 holidaymakers surveyed, more than one in every 10 (12pc) said they had been pick pocketed while only slightly less (10pc) said they had items stolen from their accommodation. Another one in 10 had their bank card stolen while the same number revealed they were targeted on public transport. Only 3pc said they were mugged or had their passport or bags stolen. Nearly three out of four (72pc) reported they have never been targeted by thieves while on holidays.

AA Ireland spokesperson Miriam O'Neill said it was important to "blend in" with the locals as much as possible to avoid being targeted. "It's a question of being conscious of your surroundings and making you and your belongings as inaccessible as possible. I'd always advise travellers to know what's covered in their travel insurance too," she said. The majority of robberies are opportunistic, the survey reveals. However, one couple were raided after culprits punctured their tyre then posed as good Samaritans before robbing them. Another person said they were almost robbed by a woman with a baby strapped to a fake arm, leaving her actual hand free to pick pocket.

THOUSANDS of British tourists have voiced their concern about developing an inexplicable cough after drinking a cheap brand of vodka in Mallorca. Its low price has turned Rushkinoff into the preferred vodka brand served in bars and restaurants on the island. It is also the vodka of choice for most holidaymakers enjoying a night out on the town since a one-litre bottle can be bought for as little as €3. The strange cough – nicknamed ‘the Rushkinoff cough’ – has people talking on social media. In fact, a Facebook page called ‘I got the Rushkinoff cough’ has already received as many as 12,000 likes.

Tourists affected by the cough have taken to travel websites, including Trip Advisor, to both warn other holidaymakers and complain about the cheap vodka brand. “Avoid it if at all possible! By the end of the holiday I had stopped buying vodka drinks when out because my throat could not take it. I lost my voice… I spent a week at home with a wicked cough and I could hardly speak.” said Rebecca M on Trip Advisor.

An English Literature student at Glasgow University said: “It was about €3 or €4 for a bottle and we presumed it was ok because it is served in all the bars. On the day we left, my throat started feeling scratchy and it got progressively worse. During the next week, I had a really sore throat and a hacking, rasping cough. It sounded like a smoker’s cough but I do not smoke.”

The land in Los Monegros in Aragon in northeastern Spain, is almost as arid as a desert. In the 1960s, it was one of the backdrops chosen for spaghetti western films.

Yet for two twenty-something Spanish sisters, it has become the perfect place for their farming and bread-baking business.

Ana Marcen, the elder of the two, says she had no previous experience in agriculture.

"I studied Greek and Latin and used to work in an orchestra as a singer."

Her younger sister Laura used to work as a waitress and studied engineering.

Their business idea grew out of something their uncle told them - that in times gone by, the bread in this part of Spain tasted different.

It was a flavour he missed.

'For the seed we grow, the climate is perfect', two sisters explain why they started a bakery and are growing wheat in a Spanish desert.

The sisters say their uncle was "a very curious person, he used to ask himself why bread didn´t taste any longer as it used to."

They discovered that a type of wheat seed, known as Aragon 03, had been the secret behind the region's distinctly-flavoured bread.

They found an elderly couple who still had a small quantity of the Aragon 03 seed. The Marcens bought two bags of the seeds - and from that their business has grown.

The concept of their business is to control the entire bread-making process.

They grow the wheat, mill the flour and bake the bread, muffins and other bakery snacks.

"Unlike other traditional bakeries that just sell organic products, we control the whole process", says Laura.

'You must be mad'

They set up their business in 2007, just before Spain's economic and financial crisis hit.

They were able to get a bank loan of €250,000, ($335,000; £200,000) which they think would be harder to come by in today's post-recession climate.

In the first year, their business lost lots of money, but by the third year they broke even.

Now, seven years after they first started farming and baking, they own two bakeries and sell their products in eight others.

Whatever profit they make, they reinvest in their business as they want to expand and sell online.

"Many people told us we were crazy for trying to run a business like ours in a (dry) place like this. But we found out that the seed we grow is perfect for this climate", says Laura.

"People think that there is no life in Los Monegros, but in reality the region is rich in plants and wildlife.

"As my uncle used to say, you have to bend your knees and look closely. For example, I see opportunities where others don't."

The niche product has a loyal clientele which has been the key to the business turning a profit

Their father Daniel harvests the crop, their mother Mercedes, works in one of their shops, and their younger brother, Jesus, mills the flour and bakes the bread.

Spain: Royals' plane food budget to double

The Spanish Ministry of Defence has doubled its catering budget for a fleet of seven planes carrying Spanish royals, ministers and other senior officials, it seems. The government's congressional record has said the annual budget is going up to 133,000 euros (£105,000) from 65,000 euros the year before, news website 20minutos reports, adding that it's not unusual for officials to end up exceeding the budget. The website suggests the final bill for 2014 could come in at around 414,000 euros. Trays of peeled seasonal fruit, sirloin steak, Segovia suckling pig and Bilbao sea bass are among the 29 dishes on the menu - although it's reported that alcohol hasn't been served on board since 2012. Prices will be capped for some individual items - for example, the government won't pay more than 35 euros for a kilo of pecorino cheese - and some of the most expensive items have been taken off the menu altogether. The new budget comes amid a defence department review of the fleet's maintenance procedures following two recent breakdowns, and may consider renewing some of the aircraft in the fleet.

The arrest was first reported by the Associated Press (AP), but Breitbart Texas has exclusively confirmed that the man was part of the Obama Administration’s catch and release policy for family groups from Central America. A U.S. Border Patrol source who spoke with Breitbart Texas on the condition of anonymity provided Breitbart Texas with the alien registration number for the man, and the event number for the man’s apprehension. He was processed in the McAllen station of the U.S. Border Patrol. The alien’s registration number is 202027386. The event number for his apprehension is MCS14061487. The “MCS” designates the McAllen station, the “1406” designates that the man was apprehended in June of 2014. A separate Border Patrol source confirmed that the man was apprehended on June 26, 2014 with two children he claimed were his own. He told U.S. authorities he had family in Metairie, Louisiana.

British cyber-jihadist Babar Ahmad jailed in US

Babar Ahmad, of Tooting, south London, had admitted conspiracy and providing material to support the Taliban. He waived his right to an appeal as part of a plea agreement. The judge said she had to weigh the seriousness of the crime with Ahmad's good character, after reading thousands of letters of support and hearing from British prison officials who described him as an exemplary prisoner. The court in New Haven, Connecticut, handed down a sentence of 150 months, half of the 25 years the prosecution was seeking. A direct online sales platform for BMW's new I sub-brand will be unique in an industry where, outside of small-scale experiments, competitors leave Internet orders for cars to dealers. BMW's range of strategies for the models, including a roaming sales force backing a limited showroom network, reflects the challenge carmakers face as low-emission vehicles trickle into dealerships to sluggish demand after years of development.

"There is considerable risk in BMW's approach of promoting the I brand so prominently," said Stefan Bratzel, director of the Center of Automotive Management at the University of Applied Science in Bergisch Gladbach, Germany. "There is the image risk, if they don't succeed as quickly as expected, and then there's the main risk of costs, which can only be countered with high deliveries."

BMW opened the I models' first showroom Tuesday in London, although only prototype cars and informational materials will be displayed at first because the vehicles themselves won't go on sale before next year. BMW is spending about $3 billion developing the i3 battery-powered city car and i8 plug-in hybrid supercar, according to an estimate by Frost & Sullivan. Industry sales of electric cars last year, at 43,000 vehicles, were only 57 percent of the 75,000 deliveries predicted by Sarwant Singh, a London-based automotive partner at the consulting company.

Starting prices posted

The four-seat i3, scheduled to reach the market in late 2013, will be priced at about 40,000 euros ($48,500), Bratzel estimated. That compares with a 23,850-euro starting price ($29,388) in Germany for the 1-Series, the cheapest BMW-brand car. The i8, targeted for sale in 2014, will cost more than 100,000 euros ($123,221), according to Ian Robertson, BMW's sales chief.

Details of how I-model buyers, the website and dealerships will interact are "still in the planning process" and will be communicated later, Linda Croissant, a spokeswoman at Munich- based BMW, said last week. Sales will be focused on the world's major urban areas, she said.

The online sales option is aimed at a generation of drivers used to making daily purchases over the Internet, and will be an extension of the car configuration that most automakers offer customers to view models with desired options such as interior colors, seat materials and roof styles.

Test drives not an option

The Internet platform may take a while to catch on because "many customers will still want to go somewhere to look at and drive the vehicle before buying," said Ian Fletcher, an auto analyst in London at research company IHS Global Insight.

"With new technologies, there may be even greater skepticism about buying a car over the Internet, as in many cases you'll have to win the confidence of customers that it works and there is support for them," Fletcher said in an email.

The setup may help BMW reduce expenses: Internet sales require less than half the cost of distributing through a dealership, according to Ferdinand Dudenhoeffer of the Center Automotive Research at the University of Duisburg-Essen in Germany. That allows online car prices to be 5 percent to 7 percent less than showroom tags.

Still, BMW sees standard dealerships as "the backbone of what we are doing in the interface with the customer" for the I models, Robertson said in June at a press presentation at the sub-brand's Park Lane showroom in London.

Dealer selection criteria

Outlets will be restricted to dealers with high BMW-brand sales volume who have floor space as well as capacity to work with I models' powering technology and carbon-fiber body material, Robertson said. The carmaker has chosen 45 of its approximately 200 dealers in Germany to sell the i3 and i8, a ratio that will probably be similar elsewhere, he said.

Dealers will be designated as agents for the I models, which provides an "advantage" by keeping the vehicles on the carmaker's books, the association of BMW distributors in Germany said in an email.

Electric vehicles' disadvantages versus conventional cars include costly battery packs, limited ranges and the time needed to recharge. Consumer reception to models like the Nissan Motor Co.'s Leaf and General Motors Co.'s Chevrolet Volt has been tepid.

"Currently available electric cars have a limited market success because they are a big compromise," said Arndt Ellinghorst, a London-based analyst at Credit Suisse AG. "Customers are not willing to compromise and spend a lot of money."

Carbon fiber bodies lighter

BMW Chief Executive Officer Norbert Reithofer started Project I at the end of 2007 as tighter emissions regulations threatened the viability of sporty sedans. BMW chose to create all-new vehicles that use expensive carbon fiber for a lighter body to make up for the weight of the battery system.

The approach contrasts with a decision by Daimler AG's Mercedes-Benz Cars division to convert existing models, such as the van-like B-Class or two-seat Smart, to electric power.

To make its electric vehicles more attractive, Stuttgart, Germany-based Daimler's Smart brand offers to lease the battery separately from the car. The automaker has a target of selling more than 10,000 of the models next year, with a starting price of 18,910 euros plus monthly battery rental at 65 euros.

The I models' new technology poses risks for BMW, "but they have no choice if they want to keep their premium and image as an innovation leader," Ellinghorst said.

The i3 and i8 will probably be among BMW's lowest-selling models through 2024, alongside the existing Z4 roadster, according to IHS estimates. In 2014, the first full year of production, BMW will probably deliver 31,380 i3s, compared with 564,760 of the best-selling 3-Series model and 18,101 Z4s, a study by the research company shows.

BMW's stance is that the models should produce earnings from the start, sales chief Robertson said.

"We clearly, as a company, go into any product launch with the view of making profit, which is no different with the I brand," Robertson said. "This is a car line just as every other car line, and we intend to make profit from Day 1."

Syrian rebels have captured a number of positions on the country's borders with Turkey and Iraq.

A senior Iraqi official said all the crossings on Syria's eastern frontier had been seized. At one point, two Turkish posts were also in rebel hands.

The push came a day after a bomb claimed the lives of three senior defence officials in Damascus.

Escalating battle

The rebels, perhaps sensing that the regime was too preoccupied with the escalating battle for the capital, stormed all the posts on the Iraqi border, the BBC's Jim Muir in neighbouring Lebanon says.

The major Abu Kamal crossing on the Euphrates river in the east was captured after a clash with government forces, opposition activists said.

More than 20 Syrian soldiers and their commander were killed when a remote army outpost in the far north-east was attacked, Associated Press news agency reported.

Iraq's government, seen as sympathetic to President Bashar al-Assad, has threatened to shut its side of the border and one official told Reuters news agency that it was closing the Abu Kamal crossing.

On the frontier with Turkey, too, rebels were said to have taken control of two posts, at Bab al-Hawa and Jarablus.

Video from the Bab al-Hawa crossing in Idlib province soon emerged of rebels defacing a portrait of President Assad, but they later reportedly withdrew from the position.

For four days, rebels have been involved in clashes in areas of the capital as they push their "Damascus volcano" operation against Syrian armed forces.

There were heavy casualties, activists said, as a result of an army bombardment of Zamalka in the eastern outskirts of Damascus.

Hunt for Assad is on amid claims of wife's exit to Russia

Rumours about the location of the royal couple were rife yesterday with unverified reports claiming that President Bashar al-Assad had fled to safety in the coastal province of Latakia while his glamorous British-born wife left for Russia. Although the president made a brief appearance on state television yesterday to swear in his new Defence Minister, Fahad Jassim al-Freij, whose predecessor was killed in the Damascus blast that took out several top regime officials, state television did not say where or when the footage was filmed. The president's first public appearance since the attack will, however, allay suspicions that the president was himself injured. Opposition sources and a Western diplomat told Reuters that the president was directing the official response to the assassinations from Latakia, the heartland for the Alawite sect to which the ruling family belongs. The Assad clan hails from the provincial town of Qardaha which perches on a hill above Latakia city. Assad's mother Anisa Makhlouf and his newly widowed sister Bushra travelled with the body of his brother-in-law Assef Shawkat to Latakia last night on a private jet, according to a Free Syrian Army source who said the group had "insiders" informing them of the ruling family's movements. The same source said that Assad had been injured – but in an attack earlier on Wednesday and not the blast at the national security centre. "The president was in Al Shaab Palace in Damascus and there was a warning at 3.30am and they decided to move him," the source said. "As they moved, the Free Syrian Army was striking the area with mortars and one hit the cars. He only had small injuries." The Syrian ambassador to Moscow, Riyad Haddad, told Russian news agency Interfax that reports that the First Lady Asma al-Assad, had fled there were "completely false". With information so murky, some speculated that the blast did not happen at all and instead was part of an elaborate regime hoax to cover up the fact that senior security officials were poisoned. Salman Shaikh, a Syria analyst at the Brookings Doha centre, said he was "increasingly suspicious" about the events. "Assef Shawkat may well have been poisoned along with other members of security cell on 19 May in operation claimed by Kataba Sahaba," he said on social networking site Twitter. "It may well have been compelled to reveal the deaths to justify the massive killing operation it has launched to clean up Damascus."

Tattoos are permanent reminders of temporary feelings

Tattoos are permanent reminders of temporary feelings – at least if you believe the report in Thursday's Daily Mail, which looked at "embarrassing" matching couple tattoos – designs that complement or complete each other across two, romantically involved bodies.

Yet there are millions of people who feel no embarrassment about the tattoos they share with their friends, lovers and even exes. Moreover, as with most perceived "new trends" in tattooing, this practice is one with a history far older than the current generation; it's a phenomenon that provides both an insight into human beings' fundamental relationships with their own bodies and the bodies and lives of those close to them.

Tattoos have been used as markers of association for probably as long as human beings have walked the earth, to mark tribal affiliations, regimental membership in the military, membership of fraternal orders such as the masons or US college Greek letter groups, and to signify gang membership.

The most common of these types of affiliative tattoos, though, is marking an attachment to a loved one. There's an old adage in tattooed circles that suggests getting your lover's name tattooed on you is a sure kiss of death for that relationship, and it's an old gag too: Norman Rockwell's famous 1944 Saturday Evening Post cover painting, The Tattooist, shows a salty sailor in the tattooist's chair, having yet another name added to an arm already full of the crossed-out names of past paramours. Even earlier, a cartoon in Punch from 1916 shows a "fickle young thing" – a well-turned-out young woman, as it happens – revisiting her tattooist to seek an amendment to the ornamental crest tattoo on her arm as she has, euphemistically, "exchanged into another regiment".

None of this seems to have affected the long-standing popularity of having names or symbols tattooed to commemorate couples' love and bond. Magazines in the 1920s reported the latest fad for newlyweds was getting matching tattooed wedding rings; preserved tattooed skins in the Wellcome Collection from the late 19th century feature names and portraits of lovers; studies of tattoos in the American navy in the 18th century reveal a large percentage of seamen of the period bore tattoos of the names of women; even Christian pilgrims in the 16th century were recorded to have borne the names of their wives on their skins, as tokens or identificatory marks; and records attest to romantic tattooing even in ancient Rome – St Basil the Great (329-380) is said to have condemned the tattooing of a lover's name that he observed on someone's hand. While I'd certainly never advocate getting a permanent mark of your relationship too hastily, it does seem that the instinct to inscribe a permanent token transcends the ages. Caveat amator.

Single tattoos that span multiple bodies appear to be a more recent phenomenon, however. In 1977, New York-based tattoo artist Spider Webb undertook what was probably the first conceptual art project to use tattooing, in a piece called X-1000, in which he tattooed single, small Xs on to 999 individuals, and, as a culmination, one large X on the final, 1,000th skin, conceived as one contiguous work. This tattoo, potentially spanning thousands of miles at any one time, was, Webb said, "the largest tattoo ever done at any point in history". In 2000, as the culmination to a performance art project begun in 1998 designed to highlight the horrific lives and plights of the homeless and hungry in Mexico City, Santiago Sierra produced his piece 160cm Line Tattooed on Four People, a single black line tattooed across the backs of prostitutes in exchange for wraps of heroin, as a symbol of their desperation, interdependence, and utter powerlessness. Sierra would later remark: "You could make this tattooed line a kilometre long, using thousands and thousands of willing people." In 2003, author Shelley Jackson famously published her short story Skin on the bodies of 2095, one tattooed word per person. These tattoos bring together strangers in common cause.

My favourite set of matching tattoos, though, are probably the ongoing collection of work worn by twins Caleb and Jordan Kilby, tattooed with matching work by influential and extraordinarily talented New York-based artist Thomas Hooper. If you must get matching tattoos with someone, it's wisest to pick someone whom you cannot break up with or divorce, and to get the work carried out by a tattoo artist who will produce a piece of work that will stand the test of time on its own terms.
