Chinese Foreign Economic Policy

DEFINITION OF ECONOMIC POLICY:

The actions taken by a government to influence its economy. Types of economic policy actions can include setting interest rates through a federal reserve, regulating the level of government expenditures, creating private property rights, and setting tax rates.

INTRODUCTION:

Being a communist country, China maintained a closed economy until the late 1980s when it finally began to open up to the world economy. Since then, China has undertaken major reforms to improve and modernise their economy and finally was accepted in to the WTO in 2001. Since China’s accession in to the WTO, it’s economic growth took off rapidly and China continues to grow at a very high rate and has become one of the most economically powerful nations in the world. China’s new open door policy is can largely be defined as an adoption of a liberal economic framework driven by the demands of a centralised state, whose economic agencies are at the forefront of a process of development that is couched within the rhetoric of “socialism with Chinese characteristics”.

As the United States and the European Union were still dealing with the financial crisis, China recovered quickly and rapidly started to rise as a global economic power. With this fact in mind, there is consensus among the leadership that they no longer need to carry on their conciliation as it has become obvious to them that China is winning in this new global order.This is followed by China shedding its good neighbor policy and pursuing a more assertive approach justified by feelings of celebrating nationalism. China sees this as being their moment at last and pursues policies to make itself a world power. China’s miracle economic growth under an authoritarian regime is providing the world with an alternative to liberal democracy as lead by the Western nations through their prescription of the Washignton Consensus. The CCP government and the role it plays in the world is becoming more and more important.

RELATIONS WITH OTHER DEVELOPING COUNTRIES:

China’s way of doing things becomes very welcome in many developing nations. These nations with whom China’s relationship has improved are mostly autocratic regimes, which share permanent interests with China. Example - nations such a Pakistan, Sri Lanka and many Central Asian States welcome China and their investments with open arms. Unlike nations like the U.S China offers investments without any demands of democracy or human rights. With China’s economic rise, China is no longer in isolation, many nations realize all that China has to offer and because of this rise they want to plug in to the Chinese economy. China comes in and supports the Sri Lankan government and facilitates Sri Lanka’s economic growth while expanding China’s naval presence around the Indian Ocean. In the same way that China is welcomed in South Asia as a balancer against India, China will be welcomed in Central Asia as a balancer against Russia.

We need to keep in mind that what is the most important aspect of any nation’s foreign policy is to serve its core domestic interests, for China, that is to make sure that the People’s Republic holds together and China is able to do so by keeping close ties with nations with whom China’s ideologies match. The fact that these Central Asian Muslim republics surround China’s western region is a threat to China’s stability in the region, China needs to make sure that their foreign policy in the region doesn’t undermine its core domestic interests. China’s growing need for energy and to diversify its energy resources facilitated by its rapid economic rise, “China sees great economic potential in Central Asia and its surging economy is better positioned than Russia’s to exploit these opportunities.

With that being said, China is investing evermore in the nations of these region and Chinese investments are welcomed in these nations that want to plug into China’s rapidly rising economy. While China is pursuing deep economic engagements in these nations China is forming better relations with these nations based on their common interests to maintain stable regimes and crack down on democracy and separatism. With these nations, China forms the SCO which “contributes to regional stability by helping member states collaborate to stay in power. Each benefits from the legitimacy extended by others and cooperation against domestic opponents and foreign critics.”

China is instead investing in asymmetric warfare, focusing on electro-magnetic pulse weapons, cyber and space warfare, and a small but adequate nuclear deterrent; meanwhile creating a complex network of China-entered bilateral and multilateral agreements such as the Shanghai Cooperation Organization, free trade agreements with states such as Iceland, and less formalized, issue-specific partnerships with states strategically important to China such as Zimbabwe, Sri Lanka and Russia.

FOREIGN ECONOMIC POLICIES:

China’s foreign economic policy-making is reflective of its commitment to modernization and this will remain a priority for the years to come. China’s desire to be an important player on the world stage means that it must adapt to policy-making norms prevalent in the international system. With the efficacy of the reform process yielding the desired results, perhaps the next stage could involve the levels of influence China has in determining trends, not merely restricted to matters economic.

A vital component in China’s policy to open its economy and integrate it into the world economy was the decentralization of the foreign trade apparatus. From a highly centralised system of foreign trade agencies governing international economic relationships, China has managed to introduce a flexible structure that promotes, nurtures and facilitates economic policy-making that is not entirely Foreign Economic Policy-Making in China 463 dependent upon state diktats.
China’s economic and social development as outlined by the State Council has to perform the following tasks:

• To study and formulate strategic guidelines, planning and country policy and other related policies in foreign economic cooperation and trade, and to be responsible for the organization of their implementation after their approval by the State Council;

• To compile long-term and yearly foreign economic and trade plans, and to be responsible for the supervision, management and data collection in foreign economic and trade businesses.

• Under the authorization of the State Council to enter into multilateral, bilateral governmental economic and trade treaties and agreements on behalf of China and to be responsible for their implementation.

• To be responsible for the organization and coordination of negotiations regarding foreign governmental loans, foreign business investments, technology imports and the utilization of foreign capital.

• To oversee sectoral management of economic and technical cooperation and exchange with United Nations and other related international organizations and

• To organize research and study on international economic and trade situation and markets, and to keep abreast of international economic and trade information.

CHINA RELATIONS WITH INDIA:

Chinese president Xi Jinping came to India on Wednesday, September 17, 2014.

A high level delegation from china that accompanied President Xi Jinping to Ahmedabad signed three memoranda of understanding (MOUs) with India in presence of Indian Prime Minister Narendra Modi.

The pacts mainly focus on boosting trade and investment between the two countries.

1. One between the china development bank and the industrial extension bureau of Gujarat government for developing industrial parks in the state.

2. Another pact signed between china’s Guangdong province (the most populous province of china) and the Gujarat government for developing a ‘sister province’.

3. MOUs covers cooperation in trade and industry, environment studies, science and technology, health, culture, and tourism, waste water management, sports and infrastructure in the sister province.

4. MOU was between Ahmedabad municipal corporation and Guangzhou for knowledge sharing.

China will invest $20billion in India in the next five years in industrial and infrastructure development projects.

China will work for introducing of fast train in India. China will also assist Indian railways with its semi-high speed plans. It helps to strengthen tracks so that the maximum speed of passenger train. Recently they test semi- high speed train between Delhi to Agra. They were also planning to build Chennai –Bangalore – Mysore corridor. And also signed agreement to redevelopment of railway stations, and both side agree on a training programme.

Did indo- Japan ties make worry to China?

Chinese foreign minister Hua chunying clarified that president Xi Jinping’s recent remarks about winning “regional war” was not aimed at India. She told that that will never allow border area to influence Sino-India relations. She also mentions that we will be happy to see other countries develop friendly bilateral relations as long as such relationship is positive and conducive to regional peace.

Another diplomat says that china would do whatever else it feels necessary to keep India from joining hands with Japan. China is determined to be a regional bully and India and Japan combine could destroy china. Beijing has a long history of rivalry with Tokyo and considers it a serious threat to its rise. May be China worried about the relation between the indo- Japan because she was the most powerful nation in Asia and she wanted to continue with that. So that she can show her hegemony power to neighbouring countries.

China taking active role in Indian Ocean:

Maldives had earlier given the $511 million contract to an Indian company, GMR infrastructure, and cancelled it two years ago over user charges. The deal has now gone to Beijing Urban construction group company Ltd.

The move has strategic significance in the Indian Ocean area, particularly in light of Chinese contractors building sea ports in Sri Lanka. Maldives also accepted Xi’s request to join the Chinese Maritime Silk Road programme, aimed to linking china to Europe through the seas of south Asia. Sri Lanka and Singapore have earlier expressed their desire to join the programme, which will connect China with the Indian Ocean. Xi also expected to India to participate in the plan to transform the ocean zone into a regional shipping hub.

CONCLUSION:

China’s economic model requires new markets and privileged access to resources and this will be a moderating factor in their foreign policy approach. Beijing can’t afford to offend its neighbor Russia for a complex range of reasons, ranging from internal and external security and access to new sources of energy supply. The competitive and contentious external environment China faces in its immediate neighborhood requires Beijing to take a relatively cautious and tactful national security approach in the short to medium term. At the same time it is strengthening its external environment, especially on the periphery, whenever it can.

This is why as a rising great power, despite this year’s 12.2 percent budget increase to the PLA, China is not likely to follow the U.S. or the Soviet Union in making burdensome investments in military spending. The PLA budget is only 2 percent of China’s GDP versus the current U.S. figure of 4.4 percent and the Soviet Union’s figure of 13-14 percent just before the Gorbachev era began in the mid-1980s.

Chinese play an important role in Asia through its economic power. She tried to connect the sea route from each neighboring countries so that she can make her economic growth faster. Maldives also offer china to play a bigger role in the South Asian Association for Regional Cooperation (SAARC). Which mean that China is becoming more powerful!

RULES AND REGULATION IN BASKETBALL TOURNAMENT

(A) GENERAL:

1. In addition to the FIBA rules, these modified rules will be applied

2. No protest in any form shall be entertained

3. The official’s decision is final and binding

4. The organizing committee reserves the right to change the TIME of the match in the interest of the tournament.

5. Each team should bring maximum of 7 players and 2 more players in case of uncertainty

6. all the player must be produced college Identity card and should be only college student other wise he/she not be able to attempt in the Basket court.

7. President of regional college are requested to send player names and their college name to underlined given e-mail, it is meant for participate certificate at the end of tournament.

(B)DURATION OF THE GAME

1.Ten minutes for each quarter in the entire league match

2. Ten minutes for each quarter in the semi final

3. Twelve minutes for each quarter in the final.

(C) REPORTING OF THE TEAM

1. All the teams must report 30 minutes before the game.

2. If any team fails to report on time, additional 15 minutes shall be provided as a concession, thereafter if the team still fails to turn up, the opponent wins the match automatically.

(D) POINT SYSTEM

1. The wining team gets three points

2. In case of draw, both teams get one point

3. No point for loosing team

4. In case of walk out, the opponent team gets three points

(E) TIE BREAK RULES (LEAGUE MATCH)

1. The following rules shall be applied to qualified in knockout stages. Please do read carefully.

i) Highest number of points obtained in all group matches.

ii) If there is a tie, SCORE difference in all group matches;(SCORE difference shall decide the winner)

iii) If still remains, first, Score “FOR” will be considered- Team who scored higher numbers will be qualified in the next round.

iv) If the tie still remains, Score “AGAINST” shall count- Team with lesser no. of score against shall be qualified in the next round.

v) If the tie still remains, the team who had won in their previous encounter league matches shall be qualified for the next round.

(vi) If the tie still remains, the team who conceded lesser foul shall be qualified for the next round.

(vii) If the tie still remains, the toss will decide the match.

(F) TIE BREAK IN KNOCK OUT MATCH

(i) If the game ends in draw, 5 additional minutes in two quarter shall be played.

(ii) If the game still remains tie, 5 numbers of free shots shall decide the tie.

(iv) If the tie still remains, 3 numbers of free shot of substitutes shall decide the tie.

(v) If the tie still remains, death free shoot will applied, one free shot any player.

(vi) If the tie still remains, toss will decide the winner.

(G) OTHER TOURNAMENT RELATED MATTERS.

1. All players must use the same jersey number throughout the tournament.

2. While substituting a player, the player outside must report to the officials.

3. Manager/ Coach/ Physiotherapist is not permitted to go in the field while the game is in the progress, unless the referee calls in case of injury.

4. Each team must bring two flags; one for hosting and another for team’s march pass.

5. Since Chennai is quite hot and humid, all the players are informing to be cautious about the clothes.

Schedules for four days will be given upon the arrival in Chennai.

Accommodation will be provided free of cost by TSAM. However, the travel expenses shall be borne by the visiting teams themselves. As we are purely non-profit student based association for the past 10 years. We really appreciate your last year’s participation for the basket tournament.

Early registration will be well appreciated for the convenience of our preparation processes especially the accommodation.

“Flame of Truth” Relay Concludes in Chennai, Enters Karnataka state, India

Chennai July 19, 2012: The South India leg of “Flame of Truth” relay concluded in Chennai on July 18 to begin its next journey to Karnataka state, South India. The relay concluded in front of the statue of Mahatma Gandhi situated at the seaside opposite to Madras University.

At the conclusion function, Tibetan students and supporters recited prayer of truth and sang Tibetan national anthem. The concluding function was attended by cabinet members of Tibetan Students Association, Madras (TSAM), long time Tibet supporter Aunty Aasha Reddy, Smt. Padma, renowned educationist and one student each from Canada, Poland and Hongkong studying in Chennai. Few other Indian supporters also attended the programme.

Later today, two representatives of TSAM left Chennai with the “Flame of Truth” torch for its next destination to South Indian state of Karnataka. The torch will reach tomorrow on July 20 at Tibetan settlement, Bylakuppee.

The South India leg of “Flame of Truth” relay, which was launched from the city of Kochi on July 6, had so far travelled to Coimbatire, Pondicherry, Auroville and Chennai. During the past relay in South Indian cities and towns, many eminent individuals had shown their support towards the cause of Tibet by signing Tibet petition to be submitted to the UN on December 10, 2012. The supporters include former Judge, former Police Officer, former Senior Civil Servants, Sportsman, Artists, Professors and Academicians.

Followings are three demands of the relay:

1. The United Nations must discuss the issue of Tibet based on the resolutions that it has passed in 1959, 1961 and 1965, and continuously make efforts to fulfil the substance of these resolutions

2. An independent international fact-finding delegations must immediately be sent to investigate the ongoing crisis in Tibet

3. The United Nations must take special responsibility to ensure that the basic aspirations of the Tibetans inside Tibet are fulfilled

“Flame of Truth” relay receives tremendous support and sympathy in southern part of India where torch travelled so far. This relay was launched with the blessings from justice Padma Vibhushan Sh. V. R. Krishna Iyer on 77th birth anniversary of His Holiness the Dalai Lama on July 6, 2012 from Kochi. Justice VR Krishna Iyer also signed the appeal letter to be submitted to the United Nations on World Human Rights Day on December 10, 2012.

The “Flame of Truth” relay lead by Tibetan MP Karma Yeshi received tremendous support and solidarity from every people while touring southern parts of India. Media widely covered the “Flame of Truth” relay.

On July 12 at 11:00 a.m. Mr. Karma Yeshi addressed the press conference on the worldwide “Flame of Truth” relay. While addressing the conference, Mr. Yeshi briefed the media on present grave situation inside Tibet and “Flame of Truth” relay organized by Tibetan Parliament. Through media, he also appealed to the international community and the global public to sign the appeal letter to be submitted to United Nations on Universal Human Rights day on December 10, 2012. He also briefed the gathering on the recent self immolation by a 22 years old Tsewang Dorjee on July 7, 2012 at Damshung in so-called Tibet Autonomous Region. He also expressed concern over his health and whereabouts. Mr. Yeshi further stated that since 2009, 43 Tibetans are known to have so far self-immolated themselves without hurting single Chinese. And out of these 43, 31 had been confirmed dead and expressed his worry over remaining 12.

Mr. Karma Yeshi then expressed his concern over the fragile ecology of Tibet and dumping of nuclear wastes in Tibet by Chinese authority. He then had question and answer session with the media. Dr. Ramu Mani translated whole proceedings of the press conference into local Tamil language.

During the “Flame of Truth” relay campaign in South India, many eminent individuals had shown their support towards the cause of Tibet by signing Tibet petition to be submitted to the UN on December 10, 2012. The signatories are Sh. T. N. Seshan, former Chief Election Commissioner, A world cup winner Indian Hockey team captain Padmasri and Arjuna awardee Sh. V. Baskaran, An eminent artist and film maker Sh. Thota Tharrani, An IPS officer Sh. W. I. Davaram, former Commissioner of Police; Educationist, Professors and Academicians. During this campaign, many important Indians had shown their support and sympathy. Eminent Indian people had also expressed their concern over the issue of Tibet.

During the meeting with above eminent personalities, they expressed their concern over the sufferings of Tibetan people and shown sympathy towards the issue of Tibet. They had also expressed their solidarity and urged Tibetans to keep continue their struggle and asked Tibetan youth to give importance to the modern education & science. They also stated that Tibetan people must keep on fighting for basic rights and no Tibetan should self-immolate. All above mentioned signatories stated that they would support the just cause of Tibet and had also shown their concern to Tibetan children.

Later Mr. Yeshi met with Sh. Gopalakrishna Gandhi, grandson of Mahatma Gandhi and briefed him on the issue of Tibet and present situation inside China’s occupied Tibet. Sh. Gandhi stated that he would pray for what His Holiness the Dalai Lama is praying for.

Then Mr. Yeshi visited IIT, Madras and met with a group of few students and briefed them on the issue of Tibet and appealed the group to collect signatures on the Tibetan appeal letter to be submitted to the United Nations on December 10, 2012.

Later the delegation visited an Institute of English language study centre and met with the teachers, who conducted an interview with Mr. Yeshi on worldwide “Flame of Truth” relay and volunteered to make an online youtube appeal to be posted on the internet soon.

Through this worldwide flame of truth relay, we target minimum of 3,00,000 signatures to be submitted to the United Nations. The collected signatures must be sent to the committee by November 15, 2012. The committee would then simultaneously submit petitions to the UN Headquarters in New York, UN Human Rights Council in Geneva and UN Information Centre in New Delhi on the World Human Rights day on December 10, 2012. We appeal the world community to join us in this signature campaign and followings are the demands of this campaign:

1. The United Nations must discuss the issue of Tibet based on the resolutions that it has passed in 1959, 1961 and 1965, and continuously make efforts to fulfil the substance of these resolutions
2. An independent international fact-finding delegations must immediately be sent to investigate the ongoing crisis in Tibet

South India leg of “Flame of Truth” relay Reaches Chennai

Chennai: July 11, 2012

“Flame of Truth” relay, which was launched from Kochi made its journey to Coimbatore, Tamil Nadu and reached the city on 7^th July morning. At the beginning Mr. Karma Yeshi, Member of Tibetan Parliament-in-exile, who was accompanied the torch addressed the group of media on the campaign in English and a local Tibetan woman also addressed the media in Tamil language.

Later a group of Tibetans and local Indian supporters including Mr. Anto, a member of Friends of Tibet, India gathered at the Collector’s office and began the “Flame of Truth” relay march with the prayer of truth and Tibetan national anthem. The group then marched to the city with the flame.

A representative of Tibetan sweater seller association then carried forward the signature campaign to the nearby Ooty Township. Collection of signatures from local Indians will go on till November 15. The event was widely covered by local media.

On 7^th July evening “Flame of Truth” relay began its journey further to the state of Pondicherry via Chennai. Flame of Truth reached Pondicherry city on 9^th July evening. On July 10 at 11:30 a.m. Mr. Karma Yeshi, Member of Tibetan Parliament-in-exile, who accompanied the torch addressed the media at Pondicherry Press Club. All the media representatives were distributed with campaign documents.

Mr. Karma then met a group of local Tibetans and briefed them on the present grave situation inside Tibet and the “Flame of Truth” relay campaign. Mr. Karma Yeshi later visited a nearby Auroville town and met a group of individuals. Tibetans and supporters will collect signatures to be submitted to the United Nations on Human Rights day on 10^th December 2012.

“Flame of Truth” relay then began its journey towards Chennai, capital city of Tamil Nadu (State), South India. Mr. Karma Yeshi today addressed the morning assembly of Lady Andal School (one of the most prominent schools of the city) and briefed students and staff on the ongoing “Flame of Truth” relay campaign launched by Tibetan Parliament. School prefects also initiated the signature campaign and school students and staff had promised to collect more signatures and submit same to the committee by due date of November 15 by showing tremendous support.

Selvin Raj SJ, the Director of the All India Catholic University Federation (AICUF) and briefed him on the current situation inside Tibet and “Flame of Truth” signature campaign. Rev. Fr. M. G. Selvin Raj SJ signed the appeal letter and promised to raise the issue of Tibet in AICUF meeting going to be held in August this year and collect thousands of signatures to support the issue of Tibet. Mr. Karma and his delegation including local Tibetan students and Tibet supporter aunty Aasha Reddy visited Madras University and Madras Christian College and initiated the signature campaign.

Mr. Karma Yeshi will address the media in Chennai on July 12, 2012.

Through this “Flame of Truth” signature campaign, we urge UN member states and Secretary General to address following demands:

TSAM members undertaking "Old Age Home Clean Drive Program" at Mecloed Ganj Old Age Home

In the spirit of summer vacation programme, around 20 Tibetan students under the aegis of Tibetan Students' Associaton, Madras (TSAM) on Friday cleaned the Tibetan Old Age Home here in the town.

"Since last year, it has become sort of our summer vacation programme to clean the Old Age Home, and its our immense pleasure to clean the Old Age Home," Tenzin Phuntsok, the president of TSAM said.

The TSAM students residing in and around Dharamshala for the ongoing summer holiday gathered up and cleaned the Old Age Home starting from nine in the morning till in the afternoon.

Despite the heat and dust, the Tibetan students bearing the stinky smell and without carrying away by the folly environment, the 20 students got drawn into the event and gayfully cleaned up the Old Age Home.

"We felt very tired but felt very happy to see joyful smiles on the faces of the old aged people at the home," one of the participant students said.

Tashi, 83-year old resident at the Old Age Home came to the students and acknowledged the good spirit and service that the young students rendered to the Old Age Home.

On 31st March,a day after the protest at Gemini Flyover,Tsam members residing in the city distributed pamphlets at 16 different locations all over chennai with every location consisting of 4 members each distributing pamphlet at every nook and corner of the city.The pamphlet were written in english and on the back side it was translated in tamil.Every group which consist 4 members were appointed a group leader i.e, a senior tsam member so that they won't face any traveling issues related problems.

The pamphlet distribution was a huge success as tsam students distributed around more than 1200 pamphlets all around the city and created awareness about the current pathetic and critical situation in tibet and about the series of self immolations taking place.The students of Madras Christian College were not able to take part as they were having their internal exams that day.

Tsam Protest Against Hu-Jin Tao visit to india

On 30th march, Tibetan students' association of Madras staged a sudden and surprise protest at the Gemini Flyover .The Tibetan students were demonstrating their anger over Chinese President Hu Jintao’s visit to India by unfurling a banner with Hu’s picture which reads ‘The Most wanted Terrorist in the world’, from atop the flyover overlooking the US Consulate.While a group stood on top of the flyover, another group gathered on the sidewalk of the road below. Both groups faced the policemen’s ire.

After the protest that lasted for over half an hour, 40 students were taken in custody by the police.The students of Mcc College were not able to attend the protest as they were having their internal exams and those who finished their exams came to join the protest.The group of students at the top of the flyover were arrested by the police on the spot and later arrested the students protesting at the sidewalk of the road.At the police station the tsam students were treated well by the police officials and were discharged around 6 pm in the evening.

Regional Tibetan Women’s Association of Hunsur (RTWA) and Tibetan Students’ Association of Madras (TSAM) jointly organised protest movement in Chennai in commemoration of 53rd Tibetan National Uprising Day.

TSAM and Regional Tibetan Women’s Association, (RTWA) Hunsur, jointly organised a protest on March 10, 2012 to commemorate the 53rd anniversary of the Tibetan Uprising Day against the illegal Chinese occupation. Both the Tibetan Students’ Association of Madras and Regional Tibetan Women’s Association based in Hunsur jointly started the day with a Press Conference at the Press Club of Chennai spelling out the reasons for the commemoration of the anniversary. The speakers include two spokes persons from RTWA, its president and the president of Tibetan Students’ Association of Madras (TSAM) around 12:00 noon lasting nearly one and half an hour following question and answer session. They briefed the media on the significance of March 10 and the dire situation prevailing in Tibet with spades of self-immolations. The media personnel present were The Hindu, UTI, Indian Express and number of Tamil channels and papers.

In the evening, the two associations started demonstration and protest at Memorial Hall, Chennai around 3:00 pm. The programme began with presidential speech from TSAM president, followed by speech from spokes person of RTWA. Several Indian student supporters from different colleges and Dr. Mani, head of department of politics and Public Administration, Madras University and Friends of Tibet Tamil Nadu chapter in charge Mr. Hubert also spoke in support of the Tibetan people and movement against Chinese rule. More than 150 Tibetan students and 50 members from RTWA, Hunsur have partaken in the protest movement. The programme included singing of National Uprising Song known as “Memory of 10th March” and Tibet Freedom Movement. Chinese flag was pulled down to the ground while the protestors hoisted Tibetan and Indian national flags at the same time. Skit and drama were also entertained to the media to showcase the condition of Tibetans under Chinese police in Tibet. Slogans were raised both in English and Tamil in order to ensure that local pedestrians also internalise our issue.

The protest ended with the singing of Tibetan and Indian national anthems. All the media including several television channels stayed awed till the end. Finally, RTWA president gave a vote of thanks to all participants including the Indian friends and supporters. Students finally returned home walking till they reached home as a mourning a protest.

TSAM held a meeting on 4th march (Sunday) at Holy Cross near Aicuf for the declaration of financial statement, photo session, and discussions on the major projects and minor projects decisions.The meeting started at 9:30 am and the session started with Lhundup(ex-casher) declaring the financial statement followed by question and answer queries.Then the tsam members were divided into groups to present their views and ideas about the major and minor projects for the coming year ahead. The group discussion round thus resulted in the following ideas of the members collectively as to organise Tibet Day/Tibet Week, Cycle Rally, Photo Exhibition & Seminar in various colleges, Cultural Tour in various places and many more.

After the Refreshments were served, the Cabinet members made announcement on various issues and discussed about the 10th march protest and thus finally the meeting session ended with the photo session of the tsam members and respective present and previous cabinet members.

Introduction:

Today, 22^nd February 2012 is the first day of Tibetan New Year. We celebrate New Year every year with huge pomp and great events. However, this year with number of self-immolations taking place in Tibet and more yet to come, the Diaspora Tibetans all over the world decided to avoid celebrating New Year and instead to hold mourning protest all over the world as a solidarity towards our brothers and sisters who have sacrificed and continued to sacrifice their lives.According to the Dharamshala based Central Tibetan Administration, 23 Tibetans have set their bodies on fire since Tapey’s self-immolation in 2009.

Apart from the deaths due to self-immolations, no one has idea of the whereabouts of the surviving self-immolators. Medical treatment to those surviving the self-immolations is a remote hope, instead they are detained, questioned and subjected to severe extra-legal and extra-judicial torture. The peaceful protests are man-handled and responded with heavy handedness. There are even reports and photos of peaceful protestors being shot in public and large number of execution taking place in secret locations simply for expressing freedom to speak.

Background Truth:

Tibet was legally and politically independent landlocked state until 1959 when Chinese communist attacked in 1949 and invaded it. Since then His Holiness with an entourage of 80, 0000 Tibetans fled to India and remained there in exile till now.

Demands:
Immediate release of political prisoners.
Provision of medical treatment to surviving people from self-immolations and police shootout.
Immediate United Nations intervention on Tibet issue

TSAM PROTEST ON LOSAR

Around 150 Tibetan students in Chennai gathered at Memorial Hall, a protest venue on the first day of Tibetan New Year to mourn and protest the deaths due to self-immolation inside Tibet. The death toll caused by self immolations has increased with each passing day. It has become invincible and inevitable. Tibetans all over the world gave up celebrating New Year and instead started the first day of the losar with protest. With large number of Tibetan students in Chennai, the Tibetan Students’ Association held a protest in tune with worldwide protest against the Chinese cruelty and repression against peaceful protestors in Tibet.

The protest took off around 3 o’clock with prayer followed by presidential speech by the association. Among the Indian supporters includes Mr. Hubert, friends of Tibet, Tamil Nadu chapter, long time Tibet activist Dr. Mani, head of department of Politics and Public Administration, Madras University and few Indian students from City College. The protest concluded with 3 minutes observance of mourning for the deaths of Tibetans in Tibet. Tashi Delek to Tibetans and friends around the world! Warm Losar (New Year) greetings which falls on February 22.

As requested, please do not celebrate Losar this year, but do observe traditional and spiritual rituals by going to the monastery, making offerings, and lighting butter lamps for all those Tibetans inside Tibet who have sacrificed and suffered under the repressive policies of the Chinese government.

News from Tibet continues to be grim. Tibet is virtually sealed off with foreigners not allowed to enter. Even Chinese tourists are prevented from visiting Tibet, and the military build-up is very heavy. The Chinese government has launched a massive crackdown on Tibetans who visited India for the Kalachakra Teachings. Several hundred Tibetans have been detained and are being forced to undergo political re-education. Please see the news release from Human Rights Watch. We are extremely worried over what is happening and what might happen inside Tibet. Under such circumstances, please do pray for all Tibetans inside Tibet especially on the third, eight, tenth and fifteenth day of Losar, as these are auspicious days.

March 10, our National Uprising Day, is coming up soon. There will be many other activities as well where Tibetans and our friends will be requested to participate. Please remember and observe the guidelines issued by CTA, which is to organize and participate in events peacefully, legally and with dignity. Legally as we are in a democratic country and have to follow the law of the land, and with dignity because we are seeking our freedom and dignity

Tibet Lobby Day is also coming up when Tibetans and friends lobby parliaments or the congress and share with members our concern over Tibet and the continuing repressive policies of the Chinese government. This year is especially important given the unfolding tragedy inside Tibet. It is important that we do the best we can to approach as many Congressional members and Parliamentarians as possible so as to make them aware. If possible, please try to have a resolution passed in the parliament or have a good debate on the situation inside Tibet. This way the suffering of Tibetans inside Tibet and their voices will be heard loud and clear around the world, particularly by the leaders in Beijing.

I would like to thank all those Tibetans and friends who participated in the global vigil on February 8. According to various accounts, hundreds of activities were organized around the world, thousands participated, and the day was very successful.

TIBETAN STUDENTS IN CHENNAI HOLDS PROTEST ON GLOBAL TIBETAN PROTEST DAY

All Tibetan students in Chennai gathered near memorial hall to stage protest against Chinese brutality in Tibet and to let public know the demands of the martyrs who self immolated themselves. The protest started with prayers for those martyrs who sacrificed their lives calling out for Tibet' s independence and the return of His Holiness The Dalai Lama.. Slogans were shouted out loud to attract the attention of public to spread demands and plea and to garner their support for Tibetan cause.

Eminent persons like Mr. Walter Devaram, I.P.S. Officer, Mr. T.S.Krisnamurthy, the ex-chief election commissioner of India, and Aunty Aasha Reddy, the sole guardian of all Tibetan students in Chennai, Mr. Hubert,chief coordinator of friends of Tibet in Chennai and many Indian students came to support the protest and inspired TSAM to go ahead with their cause.

Many local medias came for the coverage and they were well informed about the demands of self immolaters, that is the return of His Holiness the Dalai Lama and human rights in Tibet. TSAM ended the protest by thanking Indian supporters and finally singing the national anthem of both Tibet and India.

STUDENT'S CYCLING FOR FREE TIBET
January 2012

OBJECTIVES :

1. To bring to the World notice, young children who are forced to escape by their families to ensure a better life abroad.

2. The Story and the hardship these children faced while escaping Tibet and the hardship we face now away from our families.

3. The conditions our families are facing in Tibet.

AN APPEAL :

We are students with no sponsorship, we don’t have money. We baked bread during the kalachakra initiation by His Holiness. We need money to cover our food, cycle repairs, stay and any medical emergencies. So any contribution from your side is Welcome.

THE CYCLIST:

1. Gyaltsen :
I was 12 years old, when I escaped. I escaped with 3 people. My mother paid a nomad to carry me across the border. I had to walk for one month as a young child. I was forced to walk about 1000 kilometers in one month. We had to hide by day time and walk right through the night. My entire body was covered with wounds from walking through forests at night for 12 hours. We were nearly always low on food, but we could not beg as so many spies were around. We had to walk in the night without torches. This was dangerous as the mountain paths were narrow and we could have easily fallen off the mountains at night and it was sure death.

2. Lugoen Thar:
I had to run in winter over the snow passes with 20 people. It took me one month. We had to escape Chinese army patrols. We had to sleep in the day time inside caves and under rocks and only walk during the night inside the Snow Mountains. We could not cook in the day time as the smoke would alert the Chinese police and army. It was also dangerous as the glaciers were melting and had crevices which were covered by snow, one wrong step and we could die. After I escaped to Nepal, we were surprised that the Nepalese police tried to force us to go back to Tibet as the Chinese were putting pressure on Nepalese to send us all back.
Almost all the time I was hungry. But we could not eat a full stomach as we needed to save the food. Begging was not an option as in many villages there were spies, who could inform the police and we could get caught. So we were forced to walk a whole month nearly hungry the whole time. We had to sparingly eat the food we had as we had to make it last a month.
3. Tselo Gyal:
I was 13 years old when my Grand father asked me to leave Tibet. I was so young that I did not understand the implications. I was so happy to leave my village to see the outside world, and I thought it would be possible to return to my village when I wanted to. My Grandfather arranged some documents, so I was able to drive up to the border. I was able to cross the border at a small border crossing. I had no money, so I was sent to a Tibetan refugee center, where I had to stay for 3 months. It was then i realized that I could not go back and was cut off from my family. I would cry frequently.It was there that I first saw the picture of His Holiness The Dalai Lama. I had never see it before as it was banned in Tibet, and the police could take action against you if they found you had a picture of him.This was the f irst time I realized I am Tibetan

RESULT OF THE 8TH RANGZEN ROLLING TOURNAMENT

26/11/2011

After two days of friendly matches between the eight participating team (RTYC Bangalore, RTYC Vijaywada, TSAM White, RTYC Mysore,TSAM Black, Bangalore Granite, Puducherry), the semi final match was played between Team Bangalore Granite and TSAM White, and Team Mysore and Bangalore RTYC. The semifinal matches was tough and everybody had their eyes on the players. Team TSAM White and Bangalore RTYC made it to the finals.

In the Afternoon the final match was played between TSAM White and Bangalore RTYC. The audience enjoyed witnessing the exciting match played between the two best teams. After much excitement, the match ended with Bangalore RTYC Team as the winner of the 8th RANGZEN ROLLING CUP. TSAM and the audience present there congratulated the winning team.

While for the girls, Bangalore RTYC and TSAM girls playedthe final match. At the exciting end TSAM girls were able to retain the trophy and thus winning the CUP for 3 consecutive terms.

The Closing Ceremony began at 5 p.m. and Mr. G.A. Rajkumar,an IAS officer and Aunty Aasha Reddy were guests of the occasion. Rangzen Rolling Trophies were handed over to the winning teams and all participantswere honored with certificate of merit for their participation. TSAM president gave the word of thanks and he also honored the guests with mementos and white scarf.

“The aim of Rangzen Rolling is to create a platform for all the college students across India and to build a relationship and call for unity since united youths are strong asset for any nation” Said Rinchen Namgyal,President of TSAM.

Thus Rangzen Rolling event came to an end and all the people present there enjoyed the matches, performance and the English debate. The aim of the event was therefore achieved which was to bring unity among theTibetan students from different places.
