He also held a crucial meeting with Sindh CM Qaim Ali Shah before leaving to Islamabad. The minister pointed out that aerial surveillance of the volatile areas would be conducted adding that some target killers have been apprehended red handed.

According to reports, CID police have issued a new version of the Red Book having 60 high-profile terrorists, including 44 belonging to different Sunni outfits and 16 to Shia organisation. It is pertinent to mention here that the provincial and federal governments announced profiles of terrorists having reward money in between Rs 500,000 to Rs 10 million.

SSP Fayyaz Khan, when contacted, said that as many as 90 percent of the terrorists nominated in the previous additions of the Red Book have been arrested and most of the terrorists’ profiles in the current addition are based upon the new induction in terrorist outfits.

The senior most wanted, whom police had been looking for a long time, was Matiur Rehman having reward money of Rs 10 million by the federal government and Rs 1 million by the Sindh government.

It is worth mentioning here that the notorious terrorist of Lashkar-e-Jhangvi Qari Abid Iqbal Mehsud involved in various high profile terrorist activities in the city remains without any reward money. Mehsud was reportedly the mastermind of various suicide attacks including the attack at Allama Hassan Tarabi at Nishtar Park and various other cases of terrorism.

Interestingly, the Sindh Home Department had recently issued a list of 10 suspects involved in crimes and dacoitiees including the name of Mehsud with head money of Rs 500,000. Despite the announcement of the reward money over Mehsud, the current version of the Red Book does not carry his profile. staff report

Pak won’t tolerate US ‘great game’ in region

According to the report, the bodies have torture marks. The father of Justice Javed got wound on his lip, while his mother, Zareena Bibi's ribs were found broken with a wound mark on his chest.

The stomach of Abdul Hameed was full of meal while his wife's was empty. The chemical examiner would issue the final report after 15-20 days, report concluded.
The parents of Supreme Court judge Justice Javed Iqbal were found murdered on Tuesday night at their Cavalry Ground residence.
CCPO Lahore Aslam Tarin said the aged couple, identified as DIG (retired) Abdul Hameed and Amna Bibi, resident of House No. 164, Street No. 7, Cavalry Ground, Lahore, were about to leave their home in a car at around 10:20 pm when two unidentified 'robbers', equipped with sophisticated weapons, barged into their home.

Judgment today in spot fixing case

Updated at: 1119 PST, Tuesday, January 11, 2011
DOHA: Former Pakistan captain Salman Butt and his teammates Mohammad Amir and Mohammad Asif are expected to find out on today if they will face punishment for alleged spot-fixing.

The judgment will be given at 3:00pm.

The three cricketers, who are alleged to have delivered no balls to order in the fourth Test against England at Lord's last August, have spent the last six days before a full hearing of an Independent Anti-Corruption Tribunal in Doha.

The trio were all charged with various offences under Article 2 of the ICC's Anti-Corruption Code. They all deny any wrong-doing, but have been provisionally suspended since the allegations came to light in the days following the Test.

Butt, Amir and Asif have appeared before a three-man committee made up of chairman Michael Beloff QC, South African Justice Albie Sachs and Sharad Rao, a Kenyan member of the Court of Arbitration for Sport.

At the hearing, the players have faced cross-examination as they sought to defend themselves on the charges.

The ICC hearing into the conduct of the suspended trio has been sitting for a fifth day in Doha.

Asif was the last of the three to give evidence in his defence on Monday before closing arguments.

A three-man panel, chaired by Michael Beloff QC, retired to deliberate on verdicts likely to be made public on Tuesday.

The backbone of the evidence against the trio is a 54-page document detailing the News Of The World's investigation.

The cricketers are accused of organising and carrying out three allegedly pre-ordained no-balls last August.

In the NOTW document it is understood there are details of numerous phone calls and texts involving the players and investigative journalist Mazher Mahmood.

The ICC are hoping that further corroboration from telephone records obtained from the police investigation will make their case against the players watertight. The prosecution was also hoping about clearing up a suggestion by the Pakistanís high commissioner in Britain, Wajid Shamsul Hasan, that the News of the World recorded Majeed's "predictions" of no-balls on the first day of the Lord's Test, after it was all over.

It is expected independently sourced telephone records will confirm the paper's story.

Scotland Yard has told Sky News that files detailing its investigation, separate from the ICC's, are "currently with the Crown Prosecution Service for a decision".

A verdict would bring to a close a scandal that has rocked Pakistan and world cricket since the News of the World published a story claiming businessman Mazhar Majeed accepted £150,000 to arrange for Butt, Asif and Amir to deliberately bowl no-balls.

Taseer’s killer confesses before judge

Updated at: 1306 PST, Monday, January 10, 2011

ISLAMABAD: A proposed constitution Nineteenth Amendment, meeting most of the Supreme Court’s concerns over a new mode of appointing the superior judiciary, came to parliament on Tuesday in the form of an all-party committee’s unanimous report and a draft bill presented to the National Assembly and hailed as historic across party lines.

Prime Minister Yousuf Raza Gilani’s cabinet is due to meet on Wednesday to likely approve the bill before its formal introduction in the 342-seat lower house, which must pass it with a two-thirds majority before it goes to the 100-seat Senate for a similar approval.

The bill is aimed to give effect to changes made in light of suggestions made by the Supreme Court in an Oct 21 order after hearing several challenges to parliament’s role in appointing judges of the apex court and high courts as set in the landmark Eighteenth Amendment passed in April.

In a brief speech after the presentation of the report and the proposed seven-clause Constitution (Nineteenth Amendment) Bill by the parliamentary committee’s chairman, Senator Raza Rabbani, the prime minister described the documents as a gesture of parliament’s “highest respect” for the judiciary to reciprocate the regard it showed for lawmakers by referring the issue back to them to review some earlier amendments.

Mr Gilani endorsed Mr Rabbani’s theme that the unanimous report of the committee’s 26 members from all parties in the two houses of parliament was a show of maturity of Pakistan’s political leadership despite a preceding propaganda campaign predicting a clash between institutions, adding that all institutions were gaining maturity and that none of them had “made it an issue of its ego”.

On the basis of its performance, including the passage of the Eighteenth Amendment, which restored a genuine parliamentary system of government and gave greater autonomy to provinces, the prime minister said none of parliaments of which he had been a member had been “as efficient as this”, and called Tuesday’s event as a double gift to the nation along with the army’s “successful” training launch of a nuclear-capable 1,300-km range Hatf-5 (Ghauri) missile earlier in the day.

Mr Rabbani, for whom it was another proud day after piloting the unanimous passage of the Eighteenth Amendment as chairman of the same committee and an adviser to the prime minister, said the proposed unanimous bill had sent “a very strong signal” that Pakistani democracy and institutions had come of age, its political system “is maturing” and its democratic institutions “are gaining in strength”.

He said that despite a preceding “storm in the political teacup” all political parties represented in parliament came to a “unanimous consensus” when his Parliamentary Committee on Constitutional Reforms met last after the visiting Chinese Premier, Wen Jiabao, addressed a joint sitting of parliament on Sunday, in a development that he said showed a “culture of political tolerance is growing” in the country and that despite possible differences on other matters, “on core issues Pakistan’s leadership stands united”.

Referring to those who predicted a confrontation between the judiciary and parliament after several provisions of the Eighteenth Amendment were challenged before the Supreme Court, Mr Rabbani said: “Those fears of clash are buried for ever.”

Major amendments proposed in the bill include one increasing the strength of a judicial commission headed by the Supreme Court chief justice, which must propose the names for appointments, from existing seven to nine — including four, rather than two, senior-most judges of the apex court besides a former judge of the court to be named by the chief justice — and fixing a minimum of 15 years’ experience for a lawyer to be nominated on the body by the Pakistan Bar Council, besides the federal law minister and the attorney-general.

Some other amendments provide that an eight-member Parliamentary Committee that must finally approve the appointment of judges would hold its meetings in camera, send its approval or rejection of a nomination to the prime minister instead of the president — who must finally notify an appointment — and that it would be exempted from a bar on discussing the conduct of judges in parliament.

The committee did not agree to a court proposal to make rejection of a nomination by the Judicial Commission justifiable by the Supreme Court and that a second-time nomination of a rejected candidate would be final, and stuck to the original provision that the commission make a fresh nomination.

Another amendment makes it mandatory for the chief justice to consult the judicial commission in appointing ad-hoc judges.

One amendment, unrelated to the Supreme Court ruling, raises the strength of another parliamentary committee for the appointment of a chief election commissioner to 12 from eight.

While representatives of all parties welcomed the report as a whole, Ms Kashmala Tariq and Sardar Bahadur Khan Sehar said the 19th amendment should also have made creation of new provinces easier than the existing requirement of a constitutional amendment which must be passed by a two-thirds majority in both houses of parliament.

Nawab Yousuf Talpur also called for incorporating his pending private bill to designate the country’s regional languages like Sindhi, Punjabi, Pashto and Balochi as national languages.

On what was the first private members’ day of the new session, which began on Monday, there was only brief echo of the Jamiat Ulema-i-Islam’s decision last week to quit the PPP-led coalition government when its member Maulana Ataur Rehman, asked Speaker Fehmida Mirza to take an early action on his party’s application for the allotment of opposition seats to its members.

The speaker told the house that some JUI members had met her about the issue and that a procedure had to be followed to do it. “Please expedite it,” quipped the Maulana, who was still occupying his seat on the treasury benches.

The Maulana, who is a brother of party chief Maulana Fazlur Rehman, has resigned as tourism minister along with his party’s housing minister Rehmatullah Kakar to protest against the sacking of JUI’s science and technology minister Azam Khan Swati for violating the cabinet discipline in recriminations over alleged corruption in Haj affairs with PPP’s religious affairs minister Hamid Saeed Kazmi, who too was removed by the prime minister.

<link over Pakistan's nuke weapons programme: Wikileaks

LONDON: The latest release of around 250,000 US diplomatic cables by the whistleblower website Wikileaks has revealed that Britain and the US have 'deep concerns' about the safety and security of Pakistan's nuclear weapons programme. According to the Daily Mail, the UK's concerns were communicated to America by Mariot Leslie, then the Foreign Office's director general of defence and intelligence, at a meeting in September last year. Leslie, who is Britain's permanent representative to NATO, was quoted as saying that 'the UK has deep concerns about the safety and security of Pakistan's nuclear weapons,' and added that China could play a 'big role' in 'stabilising Pakistan'. The Ministry of Defence's Director General for security policy, Jon Day, had warned US officials separately that relations between Pakistan and India were especially strained, the paper said. He had apparently said that Pakistan was 'not going in a good direction,' and expressed support for the encouragement of a 'cold-war'-like relationship' between the two countries that would 'introduce a degree of certainty.' US officials had also reportedly raised concerns over the danger of Pakistani fissile material finding its way into the hands of extremists. On Sunday, Wikileaks began publishing about 250,000 US diplomatic cables in a third major release of classified US documents. The first two concerned the wars in Afghanistan and Iraq.

Kamran Akmal not picked for New Zealand tour

Kamran Akmal and Shoaib Malik's exclusion from Pakistan cricket's national set-up is set to continue after the pair were overlooked for the Twenty20 and Test segments of the New Zealand tour.
