&lt;br&gt;music scene won&amp;#39;t stop now; he might have
&lt;br&gt;lost out on signing Olamide and Davido – but
&lt;br&gt;he has nicked another artiste, this time a
&lt;br&gt;familiar friend-foe.
&lt;br&gt;The self-proclaimed &amp;#39;African Michael Jacskon&amp;#39;,
&lt;br&gt;we&amp;#39;ve learnt has signed his friend-turned-foe-
&lt;br&gt;turned-friend Oluwadamilare Okulaja better known
&lt;br&gt;to the public as Durella.
&lt;br&gt;The move might however not come as a surprise to
&lt;br&gt;everyone, considering that Banger Lee (that&amp;#39;s
&lt;br&gt;D&amp;#39;banj&amp;#39;s new nickname by the way) and the &amp;#39;King
&lt;br&gt;of the Zanga&amp;#39; Durella recently settled their
&lt;br&gt;differences. Some weeks back, D&amp;#39;banj and his DB
&lt;br&gt;Records crew released a single &amp;#39;Ibadi e&amp;#39; off their
&lt;br&gt;compilation album (D&amp;#39; King&amp;#39;s Men) which
&lt;br&gt;featured a verse from Durella.
&lt;br&gt;Fans were very excited to see the pair had reunited
&lt;br&gt;after a very long and well publicized fall out
&lt;br&gt;between the pop acts.
&lt;br&gt;FLASHBACK
&lt;br&gt;The beef between Durella and D&amp;#39;banj started in
&lt;br&gt;late 2006 when the latter accused Banger Lee of
&lt;br&gt;jacking his style of singing. Apparently when
&lt;br&gt;D&amp;#39;banj and Don Jazzy returned to Nigeria in 2004,
&lt;br&gt;they met up with Durella and soon became friends.
&lt;br&gt;Sources tell us that D&amp;#39;banj and Durella were quite
&lt;br&gt;close and were spotted together in the studio
&lt;br&gt;several times.
&lt;br&gt;&amp;#39;I remember when Durella followed D&amp;#39;banj, Don
&lt;br&gt;Jazzy to Jahborne&amp;#39;s music factory studio when
&lt;br&gt;D&amp;#39;banj wanted to record &amp;#39;Tongolo&amp;#39; remix&amp;#39;, a source
&lt;br&gt;recounts.
&lt;br&gt;Of course D&amp;#39;banj had blown up and had released
&lt;br&gt;his second album &amp;#39;Rundown&amp;#39; in 2007 when Durella
&lt;br&gt;signed with TC Records and finally launched his
&lt;br&gt;career. It didn&amp;#39;t take long for Durella to blow up too
&lt;br&gt;with hits like &amp;#39;In da Zanga&amp;#39;, &amp;#39;Wiskolowiska&amp;#39; and
&lt;br&gt;&amp;#39;Shayo&amp;#39; gaining massive appeal. He also won the
&lt;br&gt;MTV and Zain &amp;#39;Advance Warning&amp;#39; reality show in
&lt;br&gt;2008.
&lt;br&gt;Then came the interviews; Durella clearly stated
&lt;br&gt;that D&amp;#39;banj had stolen his style. The media of
&lt;br&gt;course jumped on it, comparing both artistes.
&lt;br&gt;Truthfully, they did sound very similar. And it
&lt;br&gt;seemed like D&amp;#39;banj was aware as he switched up
&lt;br&gt;the flow on the 2008 Nigerian Pop classic album
&lt;br&gt;&amp;#39;The Entertainer&amp;#39;. Their fight sort of fizzled out
&lt;br&gt;though as Durella later backed off. &amp;#39;D&amp;#39;banj is my
&lt;br&gt;man, aaah, I like his mo gbono feli feli jam&amp;#39;, Durella
&lt;br&gt;told Onome &amp;#39; BigTyme&amp;#39; Oyaide in an interview on
&lt;br&gt;urban radio station Rhythm FM 93.7 in late 2008.
&lt;br&gt;BACK TO THE MATTER
&lt;br&gt;We are told that D&amp;#39;banj and DB Records bought out
&lt;br&gt;Durella&amp;#39;s contract from his present record
&lt;br&gt;label IKONIC Music where the Pop act&amp;#39;s career has
&lt;br&gt;been in limbo since he signed in mid-2011 after
&lt;br&gt;ending his three-year contract with TC Records. His
&lt;br&gt;upcoming album &amp;#39; Back/Better/Bada&amp;#39; has been
&lt;br&gt;pushed back one too many times
&lt;br&gt;&amp;#39;Durella has signed with D&amp;#39;banj, he (D&amp;#39;banj) bought
&lt;br&gt;out the contract, that&amp;#39;s what I can tell you&amp;#39;, a
&lt;br&gt;source in Durella&amp;#39;s camp tells us.
&lt;br&gt;A rep for D&amp;#39;banj refused to respond to enquiries
&lt;br&gt;after asking us to send text messages to her

&lt;br&gt;entertainment scene has witnessed more
&lt;br&gt;label shakedowns than we could have ever
&lt;br&gt;imagined. And the breakup season isn&amp;#39;t over
&lt;br&gt;yet…
&lt;br&gt;Rapper Naetochukwu Chikwe better known as
&lt;br&gt;Naeto C has ended his relationship with Storm
&lt;br&gt;Records, the music home where he launched his
&lt;br&gt;career into the Nigerian music market.
&lt;br&gt;NET investigations have revealed that the rapper
&lt;br&gt;plans to fully launch his WKG/Cerious Music label
&lt;br&gt;in a matter of months.
&lt;br&gt;Unlike the many breakups that have preceded
&lt;br&gt;Naeto&amp;#39;s, the rapper&amp;#39;s exit is not battlemented; both
&lt;br&gt;parties have been very silent about the issue. As a
&lt;br&gt;matter of fact, Storm Records insist that the rapper
&lt;br&gt;is still signed with them.
&lt;br&gt;One of the label&amp;#39;s directors Tola Odunsi admits
&lt;br&gt;that Naeto has had his own record label Cerious
&lt;br&gt;Music for a while but is still with Storm.
&lt;br&gt;&amp;#39;Naeto has had his record label for a while at least
&lt;br&gt;3 years it&amp;#39;s called Cerious Music – his music is
&lt;br&gt;being pushed as a joint venture btw storm 360 and
&lt;br&gt;Cerious Music. Nothing has changed&amp;#39;, Odunsi
&lt;br&gt;responded to our enquiry via E-mail.
&lt;br&gt;Naeto C&amp;#39;s profile is still active on the Storm
&lt;br&gt;Records official website but then again, we can&amp;#39;t
&lt;br&gt;take that seriously as General Pype (an artiste
&lt;br&gt;who has since parted ways with the label) also has
&lt;br&gt;his profile on the website.
&lt;br&gt;An inside source however says Naeto has indeed
&lt;br&gt;left and his upcoming project will not be released
&lt;br&gt;under the Storm Records imprint. One insider said:
&lt;br&gt;&amp;#39;It is true Naeto started Cerious Music a few years
&lt;br&gt;back but the launch of his new outfit WKG
&lt;br&gt;(meaning White Kaftan Gang) will see him act fully
&lt;br&gt;as an independent artiste.&amp;#39;
&lt;br&gt;WKG kicked off in the middle of 2012 with the
&lt;br&gt;launch of his &amp;#39;Tony Montana (Bad pass)&amp;#39; video
&lt;br&gt;featuring D&amp;#39;banj. We are told he also plans to sign
&lt;br&gt;Lagos producer E-Kelly.
&lt;br&gt;Storm Records was also not listed as one of the
&lt;br&gt;organizers of his first ever solo US tour which ran
&lt;br&gt;from late March to early May 2013.
&lt;br&gt;Naeto who remains silent on the issue (he refused
&lt;br&gt;to reply our E-mail messages) has been busy
&lt;br&gt;though: he welcomed his first child while on tour in
&lt;br&gt;the US and returned to Nigeria to seal a deal with
&lt;br&gt;telecoms company Globacom as an ambassador.
&lt;br&gt;Popular artiste manager Godwin Tom also says
&lt;br&gt;Naeto is his new client.
&lt;br&gt;Naeto joined Storm Records in 2006, returning
&lt;br&gt;from the US where he had already formed a rap
&lt;br&gt;group with close friend Ikechukwu and his
&lt;br&gt;younger brother Uzikwendu called &amp;#39;World
&lt;br&gt;Famous Akademy&amp;#39;. With the smash hit single
&lt;br&gt;&amp;#39;Kini big deal&amp;#39;, he released his debut album &amp;#39;You
&lt;br&gt;Know my P&amp;#39; in 2008; parted ways with Ikechukwu
&lt;br&gt;who left Strorm in 2010 and then released a
&lt;br&gt;successful second album &amp;#39; Super C Season&amp;#39; in
&lt;br&gt;February 2011.
&lt;br&gt;Storm Records headed by Obi Asika and Olisa
&lt;br&gt;Adibua (the pair are currently in a legal battle)
&lt;br&gt;have in the past signed an impressive long list of
&lt;br&gt;acts including Jazzman Olofin, Darey, GT the
&lt;br&gt;Guitarman, 2shotz, General Pype. They
&lt;br&gt;currently have on their roaster rappers Sasha,
&lt;br&gt;Yung6ix, Pop singer Ms Jaie, Urban-Pop group

&lt;br&gt;The hugely anticipated concert will coincide with

&lt;br&gt;weekend, that fans can expect to catch electrifying
&lt;br&gt;performances from him and his friends, including
&lt;br&gt;Fally Ipupa (DRC), 2face Idibia (Nigeria), 2Chainz

&lt;br&gt;Kaduna State, has advised youths against tobacco
&lt;br&gt;smoking, saying it leads to impotence.
&lt;br&gt;Natsah said in an interview on Tuesday in Kaduna
&lt;br&gt;that tobacco smoking results in low sp&amp;#234;rm count,
&lt;br&gt;weak er&amp;#234;ction and impotence.He warned girls
&lt;br&gt;involved in smoking to desist from the habit as it
&lt;br&gt;would also prevent them from either conceiving or
&lt;br&gt;having still birth.
&lt;br&gt;Natsah said tobacco smoke generally has adverse
&lt;br&gt;effect on every organ of the body, including the
&lt;br&gt;immune system.
&lt;br&gt;The medical practitioner listed some of the
&lt;br&gt;conditions generated by smoking to include coronary
&lt;br&gt;and heart disease, as well as breathlessness and
&lt;br&gt;influenza,He also said that smoking causes cancer,
&lt;br&gt;such as leukaemia, cancer of the bladder, throat and
&lt;br&gt;stomach.
&lt;br&gt;Also, a laboratory technician, Miss Mercy Onu said
&lt;br&gt;smoking was contributing to higher percentage of
&lt;br&gt;deformed sp&amp;#234;rms and impotency.She also said it
&lt;br&gt;contributed to &amp;quot;painful ulcers along the digestive
&lt;br&gt;tract and build up fatty deposit on the artery walls&amp;quot;,
&lt;br&gt;thereby leading to low blood flow and heart attack.
&lt;br&gt;A police sergeant, Dalhatu Konkiyel, who said he was
&lt;br&gt;a &amp;quot;retired chronic smoker&amp;quot;, said that he experienced
&lt;br&gt;various health challenges while smoking.Some of the
&lt;br&gt;challenges, he said, were poor vision, high blood
&lt;br&gt;pressure, common cold , tooth decay, gum disease,
&lt;br&gt;sleeping and blood circulation problems.

&lt;br&gt;curfew in parts of a northeastern city as it pressed on
&lt;br&gt;with a campaign against Boko Haram Islamists that
&lt;br&gt;has sent residents fleeing the region.
&lt;br&gt;Locals in a remote insurgent stronghold near the
&lt;br&gt;border with Cameroon have begun fleeing their
&lt;br&gt;homes after military fighter jets and helicopters
&lt;br&gt;carried out air strikes on Islamist camps.
&lt;br&gt;Nigeria launched the sweeping operation against
&lt;br&gt;Boko Haram this week, deploying several thousand
&lt;br&gt;troops across three states where President Goodluck
&lt;br&gt;Jonathan declared a state of emergency after the
&lt;br&gt;Islamists seized territory and chased out the
&lt;br&gt;government.
&lt;br&gt;The group, which has said it is fighting to create an
&lt;br&gt;Islamic Nigeria&amp;#39;s mainly Muslim north, has carried
&lt;br&gt;outscores of attacks in recent years, and has become
&lt;br&gt;emboldened and better armed in recent months.
&lt;br&gt;The military said dozens of insurgents have been
&lt;br&gt;killed in the offensive targeting all three states put
&lt;br&gt;under emergency decree, including Adamawa and
&lt;br&gt;Yobe, but Boko Haram&amp;#39;s traditional base of Borno is
&lt;br&gt;expected to see the most bloodshed.
&lt;br&gt;Borno state military spokesman Lieutenant Colonel
&lt;br&gt;Sagir Musa in a statement listed 12 neighbourhoods
&lt;br&gt;in the city of Maiduguri where a &amp;quot;24-hour curfew&amp;quot;
&lt;br&gt;was being imposed.
&lt;br&gt;In a separate release, the military said it had arrested
&lt;br&gt;65 suspected Boko Haram members who were trying
&lt;br&gt;toenter Maiduguri after fleeing aerial bombardments
&lt;br&gt;elsewhere.
&lt;br&gt;In the Marte district of Borno,some residents were
&lt;br&gt;fleeing east towards a town on the Cameroon border,
&lt;br&gt;42 kilometres away (26 miles).
&lt;br&gt;&amp;quot;It has been scary in the pastthree days,&amp;quot; said Buba
&lt;br&gt;Yawuri, whose home is in the town of Kwalaram in
&lt;br&gt;Marte but who has fled to the border town Gomboru
&lt;br&gt;Ngala.
&lt;br&gt;&amp;quot;Fighter jets and helicopters kept hovering in the sky
&lt;br&gt;and we kept hearing huge explosions from afar,&amp;quot; he
&lt;br&gt;told AFP.
&lt;br&gt;He said that as the air assaults began, the security
&lt;br&gt;forces told all residents to stay indoors, cutting off
&lt;br&gt;his family&amp;#39;s access to food and water.
&lt;br&gt;&amp;quot;I couldn&amp;#39;t hold on any longer. I took the bush
&lt;br&gt;path&amp;quot;and reached Gomboru Ngala early Saturday, he
&lt;br&gt;said.
&lt;br&gt;Shafi&amp;#39;u Breima, a resident of Gomboru Ngala, told
&lt;br&gt;AFP thatthe border town is receiving a continuous
&lt;br&gt;flow of people arriving from Marte and neighbouring
&lt;br&gt;areas.
&lt;br&gt;The phone network in Borno state has all but
&lt;br&gt;collapsed since the emergency measures were
&lt;br&gt;imposed but residents in Gomboru Ngala use phone
&lt;br&gt;services from Cameroon and have been sporadically
&lt;br&gt;reachable.
&lt;br&gt;The remote, thinly populated region has porous
&lt;br&gt;borders where criminal groups and weapons have
&lt;br&gt;flowed freely for years.
&lt;br&gt;The military has sealed previously unguarded
&lt;br&gt;crossings to block Boko Haram fighters from fleeing
&lt;br&gt;during the offensive.
&lt;br&gt;The military campaign could prove to be the biggest
&lt;br&gt;ever against Boko Haram and is believed to be the
&lt;br&gt;first time Nigeria has carried out air strikes within its
&lt;br&gt;own territory in more than 25 years.
&lt;br&gt;Aerial support was believed to have been used
&lt;br&gt;against rioters in the north in the early 1980s.
&lt;br&gt;Many have warned that there is a risk of high civilian
&lt;br&gt;deaths and Nigeria&amp;#39;s military has been accused of
&lt;br&gt;massive rights violations in the past, including
&lt;br&gt;indiscriminate attacks on civilians.
&lt;br&gt;US Secretary of State John Kerry said Friday that he
&lt;br&gt;was &amp;quot;deeply concerned about thefighting in
&lt;br&gt;northeastern Nigeria&amp;quot; and urged the security forces
&lt;br&gt;to &amp;quot;apply disciplined use of force in all operations.&amp;quot;
&lt;br&gt;There are also doubts as to whether the insurgency
&lt;br&gt;can be crushed by force, amid concern that the
&lt;br&gt;militants will scatter and re-emerge when the
&lt;br&gt;offensive eases.
&lt;br&gt;Nigeria has been urged by various camps to tackle
&lt;br&gt;the root social causes of the conflict, including acute
&lt;br&gt;poverty and excessive government corruption which
&lt;br&gt;has helped radicalise many young Muslims in the
&lt;br&gt;north.
&lt;br&gt;The conflict is estimated to have cost 3,600 lives
&lt;br&gt;since 2009, including killings by the security forces

&lt;br&gt;Yobe, Borno and Adamawa states, some members of
&lt;br&gt;the fundamentalist Boko Haram sect have started
&lt;br&gt;fleeing to neighbouring Gombe, Bauchi and Jigawa
&lt;br&gt;states, SUNDAY PUNCH authoritatively reports.
&lt;br&gt;On Thursday, members of the sect attacked two
&lt;br&gt;police stations and four banks in Daura, Katsina
&lt;br&gt;State.
&lt;br&gt;It was the first time the sect was carrying out attacks
&lt;br&gt;in Katsina.
&lt;br&gt;President Goodluck Jonathan placed the three states
&lt;br&gt;under emergency rule following unabated bloodbath
&lt;br&gt;and bomb attacks which have left hundreds of people
&lt;br&gt;and security officials dead.
&lt;br&gt;Security sources confided in our correspondents on
&lt;br&gt;Friday that following the increased pressure by the
&lt;br&gt;military, some of the insurgents have started
&lt;br&gt;sneaking out of the states.
&lt;br&gt;A top military official who pleaded anonymity
&lt;br&gt;because he was not authorised to speak on the
&lt;br&gt;matter said, &amp;quot;All the states are under intense military
&lt;br&gt;surveillance and we are ensuring that no one sneaks
&lt;br&gt;out but the insurgents have some secret routes
&lt;br&gt;which we are going to block. They will use these
&lt;br&gt;secret routes to sneak out because of the heat on
&lt;br&gt;them. Ordinarily, they will want to protect their
&lt;br&gt;wives, children and the weak among them.&amp;quot;
&lt;br&gt;One of the soldiers deployed in Maiduguri, the Borno
&lt;br&gt;State capital, also told one of our correspondents that
&lt;br&gt;some of the insurgents are fleeing the state to
&lt;br&gt;neighbouring ones.
&lt;br&gt;The solider who pleaded anonymity because of the
&lt;br&gt;sensitivity of the matter said, &amp;quot;We have reports that
&lt;br&gt;they are running away to neigbouring states and
&lt;br&gt;even neighbouring countries. We are doing our best
&lt;br&gt;to ensure that all escape routes are blocked.&amp;quot;
&lt;br&gt;According to the soldier, several residents of
&lt;br&gt;Gamboru, Ngala, and Marte, where the sect hoisted
&lt;br&gt;its flags are fleeing the area because of heavy
&lt;br&gt;military operation.
&lt;br&gt;A security expert and former State Security Service
&lt;br&gt;director, Mr. Mike Ejiojor, told SUNDAY PUNCH that it
&lt;br&gt;was possible that members of the Boko Haram sect
&lt;br&gt;would attempt to escape to states near Borno, Yobe
&lt;br&gt;and Adamawa.
&lt;br&gt;&amp;quot;Preventing them from migrating to neighbouring
&lt;br&gt;states is the essence of the state of emergency in the
&lt;br&gt;three affected states. We hope that it won&amp;#39;t be easy
&lt;br&gt;for them to migrate to other states especially if they
&lt;br&gt;have cells there,&amp;quot; he said.
&lt;br&gt;Another security expert, Dr. Ona Ekhomu, told one of
&lt;br&gt;our correspondents that there was a possibility that
&lt;br&gt;members of the sect that had fled the states, could
&lt;br&gt;regroup to launch massive attacks on the states
&lt;br&gt;under emergency rule.
&lt;br&gt;Ekhomu, who is the President, Association of
&lt;br&gt;Industrial Security and Safety Operators of Nigeria,
&lt;br&gt;said such a development could lead to having more
&lt;br&gt;states on the list of those under emergency rule.
&lt;br&gt;He said, &amp;quot;They will continue to launch attacks, it is
&lt;br&gt;not without doubt. Don&amp;#39;t forget that apart from the
&lt;br&gt;affected states, other states have some Boko Haram
&lt;br&gt;presence, so they may regroup. The military must
&lt;br&gt;ensure that they don&amp;#39;t escape from the states.
&lt;br&gt;&amp;quot;The military should use a lot of tactics to freeze the
&lt;br&gt;bad guys (Boko Haram). The essence of conducting
&lt;br&gt;the military operation in the North-East is to flush out
&lt;br&gt;or capture the Boko Haram elements. If they get
&lt;br&gt;away, then the purpose of the exercise is defeated.&amp;quot;
&lt;br&gt;He added that members of the sect might wear
&lt;br&gt;military uniforms to disguise as they were becoming
&lt;br&gt;more adaptive. According to him, it would become
&lt;br&gt;difficult to differentiate between a genuine military
&lt;br&gt;officer and a Boko Haram member in military
&lt;br&gt;uniform.
&lt;br&gt;Meanwhile, the Nigerian Immigration Service has
&lt;br&gt;deported 31,822 illegal immigrants from the country
&lt;br&gt;in the first five months of the year.
&lt;br&gt;The Public Relations Officer of NIS, Mr. Ekpedeme
&lt;br&gt;King, told SUNDAY PUNCH, that the figure
&lt;br&gt;represented the total number of immigrants arrested
&lt;br&gt;without proper documentation in different parts of
&lt;br&gt;the country.
&lt;br&gt;&amp;quot;According to our records, from January this year to
&lt;br&gt;the first week of May, the Nigerian Immigration
&lt;br&gt;Service arrested and repatriated 31,822 illegal
&lt;br&gt;immigrants. I know there is the temptation to link
&lt;br&gt;the number to the security situation in the country
&lt;br&gt;and the Boko Haram insurgency. But this is the total
&lt;br&gt;number of illegal immigrants we have repatriated so
&lt;br&gt;far this year, as part of our duties to ensure that
&lt;br&gt;every foreigner in the country has adequate
&lt;br&gt;documentation,&amp;quot; he said.
&lt;br&gt;Findings showed that most of the deportees were
&lt;br&gt;nationals of Niger, Mali and Cameroun, while a small
&lt;br&gt;number from other West African countries like Ghana
&lt;br&gt;and Benin Republic.
&lt;br&gt;Minister of Interior, Mr. Abba Moro, who confirmed
&lt;br&gt;this development, said the illegal aliens came into
&lt;br&gt;the country through the many porous border inlets,
&lt;br&gt;adding that to fight terrorism in the country, it was
&lt;br&gt;necessary to &amp;quot;throw them out.&amp;quot;
&lt;br&gt;Moro explained that the deportation was part of the
&lt;br&gt;measures adopted by government to check the
&lt;br&gt;incursion of strangers into the nation and to further
&lt;br&gt;contain the security threat posed by Boko Haram.
&lt;br&gt;According to him, it will cost about N500m to provide
&lt;br&gt;the manpower and gadgets needed at the borders.
&lt;br&gt;He said, &amp;quot;Manning our international borders
&lt;br&gt;effectively to check illegal entry of persons is almost
&lt;br&gt;impossible in the nation today. We have to admit the
&lt;br&gt;fact that we don&amp;#39;t have enough manpower and
&lt;br&gt;equipment to have real control of the situation.
&lt;br&gt;&amp;quot;And I admit to you that prior to the present situation
&lt;br&gt;we face, it used to be worse. We used to take so
&lt;br&gt;many things for granted until we came to the point of
&lt;br&gt;this daring and dire security challenge.
&lt;br&gt;&amp;quot;Part of the measures to succeed in the task had led
&lt;br&gt;us to getting into partnership with the American
&lt;br&gt;government to procure advanced surveillance
&lt;br&gt;equipment for better border security. The illegal
&lt;br&gt;immigrants were sent out of the country by the
&lt;br&gt;appropriate authorities under the ministry.&amp;quot;
&lt;br&gt;In a related development, Amnesty International has
&lt;br&gt;called on security forces to adhere to international
&lt;br&gt;human rights standards and the rule of law.
&lt;br&gt;It said it would continue to document human rights
&lt;br&gt;abuses by the security forces and Boko Haram, and
&lt;br&gt;the dire situation of the people trapped in the
&lt;br&gt;middle.
&lt;br&gt;It stated, &amp;quot;We will continue to call on the Nigeria
&lt;br&gt;government to take action to protect the population.
&lt;br&gt;Nigeria must adopt measures that prevent,
&lt;br&gt;investigate and prosecute attacks by Boko Haram,
&lt;br&gt;while fully respecting and ensuring human rights in
&lt;br&gt;accordance with Nigeria&amp;#39;s international obligations
&lt;br&gt;and commitments. The population will not be truly
&lt;br&gt;secure until everyone in Nigeria can be confident not
&lt;br&gt;only that the risk of attacks from Boko Haram has
&lt;br&gt;been reduced, but also that they will not face human
&lt;br&gt;rights violations at the hands of the very state
&lt;br&gt;security forces mandated with their protection.
&lt;br&gt;&amp;quot;Unfortunately, at the moment in Nigeria we have a
&lt;br&gt;situation where the military are behaving like they
&lt;br&gt;are above the law – like they don&amp;#39;t have to respect
&lt;br&gt;the rule of law. So, in some respects, the issue is not
&lt;br&gt;so much which law the military are operating under,
&lt;br&gt;although it is vitally important that the law complies
&lt;br&gt;with international human rights law and standards.&amp;quot;

&lt;br&gt;government areas in the North-East that never
&lt;br&gt;worked.
&lt;br&gt;Moreover, what happened in Baga was actually the
&lt;br&gt;use of force, which did not go down well with many
&lt;br&gt;Nigerians and the international community because
&lt;br&gt;they thought excessive use of force tends to inspire
&lt;br&gt;more extremism than solve the problems of
&lt;br&gt;insurgency. ACF thinks that since state of emergency
&lt;br&gt;amounts to mere increase in the use of force, it may
&lt;br&gt;not work concurrently with dialogue. The forum
&lt;br&gt;prefers that the committee in place be given a
&lt;br&gt;chance by both governments and Nigerians.
&lt;br&gt;But many believe military intervention is the best
&lt;br&gt;solution to the recurrent terrorists&amp;#39; attacks in those
&lt;br&gt;areas?
&lt;br&gt;Those who believe military option can work are too
&lt;br&gt;quick to forget the fact that military was used in
&lt;br&gt;2009 and 700 members including the leader of the
&lt;br&gt;sect were killed. Yet, the sect has remained unbowed.
&lt;br&gt;They also forget the experiences of Baga and the
&lt;br&gt;controversy that has come with it. But since the
&lt;br&gt;government, which has more facts than those of us
&lt;br&gt;in the ring side, believes the fight against terrorism
&lt;br&gt;is multidimensional and has gone ahead to declare
&lt;br&gt;state of emergency amid dialogue, I think Nigerians
&lt;br&gt;have no choice but to support government&amp;#39;s efforts
&lt;br&gt;to succeed in both the state of emergency and the
&lt;br&gt;dialogue that now exist side by side. This is more so,
&lt;br&gt;if it is true that the sect has overrun some local
&lt;br&gt;government areas in those states, thereby making
&lt;br&gt;the situation a conventional conflict with the state.
&lt;br&gt;This may be easier to confront formally by the
&lt;br&gt;authority.
&lt;br&gt;Do you see abuse of human rights by military
&lt;br&gt;personnel during their operations in the states?
&lt;br&gt;There are rules of engagements for all military
&lt;br&gt;interventions across the globe. Nigeria cannot be an
&lt;br&gt;exception to the rules of the game, considering the
&lt;br&gt;recent outcry against the manner force was applied
&lt;br&gt;in Baga. I believe the military is too intelligent not to
&lt;br&gt;know the negative effects of operating outside the
&lt;br&gt;rules of the game.
&lt;br&gt;Do you think military involvement in national
&lt;br&gt;assignments such as elections and security is a
&lt;br&gt;threat to Nigerian democracy?
&lt;br&gt;Military involvement in national assignments does
&lt;br&gt;not promote democratic culture and attitudes. But
&lt;br&gt;what do you want them to do in situations where
&lt;br&gt;democratic institutions are overwhelmed? If
&lt;br&gt;Nigerians do not want military in national
&lt;br&gt;assignment, then they should strengthen the
&lt;br&gt;democratic institutions for performance, as well as
&lt;br&gt;make judicious use of their democratic rights as a
&lt;br&gt;way of promoting purposeful leadership.

&lt;br&gt;writes. &amp;quot;I can tell my children that they don&amp;#39;t

&lt;br&gt;cancer.&amp;quot;

&lt;br&gt;banking industry as some banks&amp;#39; Automated
&lt;br&gt;Teller Machines (ATMs) now dispense
&lt;br&gt;counterfeit currencies, particularly the N1000
&lt;br&gt;notes, which is the highest denomination in
&lt;br&gt;the country.
&lt;br&gt;A drama played out last week in Lagos when
&lt;br&gt;a customer who withdrew money from an old
&lt;br&gt;generation bank went to another bank few
&lt;br&gt;metres away to deposit part of the money in
&lt;br&gt;another bank, but was shocked when the
&lt;br&gt;cashier told him that some of the N1000
&lt;br&gt;notes were fake. Efforts to explain the source
&lt;br&gt;of the money were rebuffed. The cashier and
&lt;br&gt;customers in that bank confirmed that the
&lt;br&gt;development was not strange but was now
&lt;br&gt;becoming rampant.
&lt;br&gt;Another victim who withdrew some amount of
&lt;br&gt;money from an ATM in Ibadan was stunned
&lt;br&gt;when he was told by a cashier in his office, in
&lt;br&gt;an attempt to make some deposit, that two of
&lt;br&gt;the one thousand naira notes were fake.
&lt;br&gt;Efforts by Nigerian Tribune to get response
&lt;br&gt;from the affected banks proved abortive as
&lt;br&gt;they claimed ignorance.
&lt;br&gt;Different opinions have been expressed on
&lt;br&gt;this disturbing situation. An ex-banker, Paul
&lt;br&gt;Ejodamen told Nigerian Tribune that, there is
&lt;br&gt;human factor in the whole arrangement,
&lt;br&gt;urging banks to put measures in place to
&lt;br&gt;stem the trend.
&lt;br&gt;A head of corporate affairs in one of the
&lt;br&gt;banks who pleaded anonymity, did not rule
&lt;br&gt;out the handiwork of people he described as
&lt;br&gt;&amp;#39;bad elements&amp;#39; in the system.
&lt;br&gt;According to him, there is need for the banks
&lt;br&gt;to take extra vigilance on those uploading
&lt;br&gt;money into the ATMs and double-check
&lt;br&gt;bundle of currency notes being put in the
&lt;br&gt;vaults by the Tellers.

It was&lt;br&gt;gathered that Section 13 of the regulation&lt;br&gt;Protected or Encrypted Communications will&lt;br&gt;run counter to the technical operations of&lt;br&gt;Blackberry.&lt;br&gt;By their designs and unlike other mobile&lt;br&gt;devices, Blackberry messages are encrypted&lt;br&gt;and where criminal investigation is required,&lt;br&gt;the law enforcement agents will face denial of&lt;br&gt;access to Blackberry network.&lt;br&gt;Specifically, Section 13 of the regulation&lt;br&gt;empowers the National Security Adviser, NSA,&lt;br&gt;and the State Security Service, SSS, to request&lt;br&gt;the disclosure of protected or encrypted&lt;br&gt;communications.&lt;br&gt;According to the regulation: &amp;quot;Where the&lt;br&gt;communications intercepted is an encrypted or&lt;br&gt;protected communication, the licensee shall&lt;br&gt;provide the National Security Adviser and the&lt;br&gt;State Security Service with the key, code or&lt;br&gt;access to the protected or encrypted&lt;br&gt;communication.&lt;br&gt;&amp;quot;Where the key or code is in the possession of&lt;br&gt;another person, the licensee shall be under an&lt;br&gt;obligation to request such other person to&lt;br&gt;disclose the key or code to the National&lt;br&gt;Security Adviser and the State Security Service&lt;br&gt;for the purpose of complying with a warrant.&amp;quot;&lt;br&gt;The regulation, under Section 20, also&lt;br&gt;specifies the penalties for contravention.&lt;br&gt;However, Blackberry messenger, email and&lt;br&gt;web services are sent over an encrypted&lt;br&gt;network and the company maintains a strict&lt;br&gt;policy of non-disclosure of pass codes or keys&lt;br&gt;to government officials.&lt;br&gt;Last year, officials of Blackberry said the&lt;br&gt;Blackberry users in Nigeria were about three&lt;br&gt;million and these individuals face an uncertain&lt;br&gt;future in case of possible revocation of&lt;br&gt;Blackberry licence by the regulator, given its&lt;br&gt;stern position not to release the key to its&lt;br&gt;encrypted network to any government&lt;br&gt;officials.&lt;br&gt;Blackberry has continued to face widespread&lt;br&gt;concern over its strong data encryption, which&lt;br&gt;is beloved by corporate customers eager to&lt;br&gt;guard secrets, but troublesome for some&lt;br&gt;governments in the Middle East and Asia that&lt;br&gt;it could be used by militants to avoid&lt;br&gt;detection.&lt;br&gt;It also gathered that the NCC&amp;#39;s current move&lt;br&gt;was in line with strategic measures of the&lt;br&gt;Federal Government to ensure maximum&lt;br&gt;national security by providing a legal&lt;br&gt;framework that empowers the law&lt;br&gt;enforcements agencies to access any licensed&lt;br&gt;communication network in the country.
